NEWTON — A Surrey man accused of injuring two Mounties in a traffic crash in Newton on Monday has been charged with two counts of criminal negligence
causing bodily harm. James Burton Weaver, 47, appeared in Surrey provincial court Tuesday. The two Surrey RCMP officers were taken to hospital Monday after they were injured in a crash outside the Newton district police office.
Police say just before 3 p.m. Monday, a male officer was standing between two cars and was pinned when a vehicle travelling through the parking lot struck a parked police car, pushing it into another parked cruiser. see OFFICERS › page 9
CITY CENTRE — The Downtown Surrey BIA is advocating for changes to problem pharmacies in the city’s core. The BIA first focused on this in 2005, when the organization noticed an overabundance of small-scale pharmacies that dispense methadone in the area, particularly north of 104th Avenue. “We’re considered actually a hot spot,” said the BIA’s Bonnie Burnside. There are roughly 20 pharmacies that dispense methadone in the area, she said, adding that some are fullservice drugstores and some are strictly methadone dispensaries. And it can be a lucrative business. “I heard of one instance where somebody was on 17 different drugs. So, when you consider 17 different drugs, and the dispensing fees on 17 different products, that becomes very lucrative.” The BIA has had meetings with the College of Pharmacists of B.C. and other stakeholders to discuss concerns. A major concern is clients loitering and disturbing neighbouring businesses, which attracts drug dealers who tend to “prey” on the recipients, Burnside said. “We think that the pharmacy should be responsible for the loitering,” she said. ordan Tinney always knew he wanted to work with numbers and technology. The sense of accomplishment in solving problems and making things work were the driving force in making Tinney who he is today. Now, as head of the largest and most unique school district in the province, Surrey’s new superintendent is looking at a numbers game that involves juggling the needs of over 70,000 students. But just because there’s a new face in charge doesn’t mean things are going to shift in a drastically new direction. According to Tinney, he and former superintendent Mike McKay share a very similar vision for the district and there aren’t plans to fix what isn’t broken at this time. “I would say that we’ve had many conversations about where we thought the district might go and what that might look like,” said Tinney. “We had very much a shared vision, we’re in a good place and we have things that we need to tune up and refine but overall the same direction and vision, same priorities.” That’s not to say that Tinney isn’t looking to improve. When asked about key priorities for the next few years, Tinney identified several aspects that he’d like the district to focus on. “One of the key pieces we want to look at is the success of aboriginal learners,” he said. “Right now their graduation rate is about 48 per cent, which I just can’t accept as a

I think we have good people doing good work, but we’re just not getting the results we want.” Comparatively, the district’s overall success rate is about 86 per cent, but with 3,000 aboriginal students in the district, Tinney says something has to change. Another priority on Tinney’s radar – and one that should come as no surprise to anyone – is capital and infrastructure. “We have more students in portables than 35 districts have students, so that’s just the scale of who we are,” he said. “It’s an overwhelming number of portables and that almost gets lost because we’re so huge, but we absolutely need a new secondary school in East Clayton, we need a new secondary school in Grandview (Heights) and we need additions to other elementary schools because we’re looking at about 6,000 students in portables.” And therein lies perhaps Tinney’s biggest challenge as superintendent – keeping up with Surrey’s drastic growth. “It seems every time I drive out to Clayton there’s a new set of houses,” he laughed. “So our challenge is that we’ve grown so quickly, how do we set up our infrastructure to
support our growth, because we’re going to hit 80,000 students in 10 years.” One such solution is looking at concepts that might include partnerships with other community stakeholders, such as the City of Surrey. “We’re currently working with the city on what we might do in Grandview, where the city is building the aquatic centre.” According to Tinney, the school district actually owns all of the property behind the forthcoming South Surrey Aquatic Centre, and with the hopes that a new school in Grandview will be greenlit sooner rather than later, the possibility of facility-sharing to save space is being explored. “So what we’re looking at is what we could do to share our facility with the city and vice versa,” he explained. “So they own the pool and that property, and we own that land right behind them. So that whole block of land could be used as a combined city/school district community hub. So we’re trying to see how that might come to fruition and see what can be done. “What we don’t want is a secondary school with two full-size gymnasiums right beside a rec centre that builds two full-size
gymnasiums. There’s got to be a better way.” Of course, it all comes down to funding, the issue being that the current model used by the Ministry of Education requires school districts to first have an overcapacity of students before capital is made available to build more infrastructure. It’s a model that some have criticized as being too passive, but Tinney understands where the caution comes from. “The ministry will only give you capital if you can prove you have the numbers and the reason for that unfortunately is in the past, there have been situations where schools have been built and the kids didn’t arrive,” he said. “In essence, it’s fair as I’ve seen cases where schools have been built and they didn’t need to happen, but I know for us it’s so clear that we need new buildings. With 6,000 kids in portables it’s clear we need more schools.” Looking to the future, Tinney said the district, despite all the growing pains, is still in a very good place. “To contrast, a district like Vancouver is struggling with decline, so for them, the conversation might be about ‘what do we cut?’ because when you have fewer children, you have less funding,” he said. “In Surrey, we have more children, so for example, when we roll out iPads and computing hardware, there needs to be a plan with it, it’s a package, so our role in the province is we can be a model and be a model for many things.” Another such model is the district’s recent move to expand a pilot program to get rid of letter grades in elementary schools and some of the earlier grades in select secondary schools, the goal being to foster more useful feedback. Considering Surrey’s size, Tinney said such initiatives are easier for Surrey to try before other district’s look at adopting them. “We have developed a whole set of tools, forms and documents and we can just give them to everyone,” he explained. “You want these? Take them and massage them to your district’s use, and in that way, I feel we can be and are a real leader in the district and even the province.”

The College of Pharmacists has also told the BIA it will tie business licensing into its accreditation. The city and RCMP have been involved in conversations as well. In 2008, the City of Surrey enacted a bylaw that requires a minimum of 400-metre separation between drug stores, small-scale pharmacies and methadone dispensaries. Elizabeth Model, CEO of the BIA, said she’s optimistic the College of Pharmacists will continue to work with problem pharmacies in the area to help them run their businesses up to standard. “(The College of Pharmacists) are extremely good about listening to us, listening to the problem and then identifying them and following up,” she said. Coun. Barinder Rasode said the issues are significant and praised the BIA for the work it has done.
“We still have to work on the problem related to unregulated recovery homes,” Rasode said. “There’s different levels to the problem, but I think the BIA has targeted this part of the problem well.” Richie Hussett, owner of the Di Reggae Café at 108th Avenue and King George Boulevard, said it doesn’t make sense to have so many pharmacies clustered in one area. “What’s the point of having clinics in the middle of a drug capital?” he questioned. “Drugs are right at their fingertips here.” He would like to see methadonedispensing pharmacies on the outskirts of a community, not in the centre of it. “We do have to help people, but there’s a proper way to do it, proper facilities and proper locations.” Hussett said he understands some pharmacy operators want to help, but others likely see an opportunity to make quick cash from the government. “The only way to save this community is by us working together. From my side of the fence, it’s not helping my business.”

FLEETWOOD — Residents in North Surrey aren’t too keen on driving eight kilometres to pick up their mail after their community box was damaged. Jie Hu said Canada Post stopped delivering to her community mailbox on Jan. 20 because it had been compromised. Now she and her neighbours have to go to the letter depot in Cloverdale to pick up their mail. “It’s very inconvenient for seniors or lowincome people who don’t have cars,” said Hu, noting that busing to the depot can take more than an hour, and the depot is still a 10-minute walk from the nearest bus stop. While Hu has a vehicle, she notes that the depot’s hours are inconvenient for nine-tofivers, and the depot doesn’t allow relatives to pick up mail for others without a note. “For my husband to pick up my mail, I have to give him an authorization letter because we have different last names,” she said.
Canada Post spokesman Eugene Knapik said the depot has actually extended its hours during the mailbox replacement, opening at 6 a.m. and closing at 6 p.m. on weekdays. “We know that, for some people, it’s out of their way, so we try to give them some more hours to get their mail,” he said. While Knapik couldn’t confirm how the box was damaged, he acknowledged that community mailbox theft has been an issue in the Lower Mainland and said Canada Post is considering replacing some boxes with reinforced equipment in Fleetwood. Knapik said replacing a community box can take time and even repairing a box requires it to be removed. “Anytime a box is compromised in any way, we decommission it to ensure the safety of the mail,” he said. “That can take some time – it can take up to a couple of weeks.” But Hu said there must be a faster way to repair or replace community boxes. “It doesn’t make sense for it to take two or three weeks to get it fixed,” she said. jzinn@thenownewspaper.com

SURREY — The provincial NDP is pushing the B.C. Liberals to finally put a community court in Surrey. Announced at a news conference on Sunday, the NDP has pushed for a community court as part of its Surrey Accord, which also calls on the provincial government to increase policing, oversee recovery homes and develop a plan to support people with mental health issues. “Everyone understands and agrees that the community court, starting out in cities like New York, works,” said Surrey-Newton MLA Harry Bains. Community courts handle cases of repeat offenders with relation to drug use and mental illness. Offenders are directed to a variety of social services, including drug treatment, counselling and health care. Vancouver has had a community court in the Downtown Eastside since 2008. Bains says in the first five months of the Vancouver court opening, 450 people were treated.

“I think it’s a success story and we don’t need to wait anymore.” Surrey Mayor Dianne Watts has pushed for a community court since 2006 when it was added into the city’s crime reduction strategy. She told the Now in 2011 that the city was still pursuing the prospect of opening a community court. “If we’ve got an individual coming forward, we want to make sure that they have the support systems around them to be able to move on and become a productive member of society as opposed to become part of the revolving door of the justice system,” she said. “The system is innovative, cost-effective and more efficient than the provincial court system.” More recently, Watts has stated that the city is already working with province toward creating the court, and once council and staff move into Surrey’s new city hall, the old hall could be used to house a community court. Watts is set to further discuss the need for the court with Attorney General Suzanne Anton on Feb. 5.

Limiting teachers’ bargaining rights ‘unconstitutional’ Christopher Poon

SURREY — The province’s limiting of teachers’ bargaining rights has been deemed unconstitutional by the B.C. Supreme Court Monday. The ruling restores collective agreement provisions stripped by the province in 2002 relating to classroom size, composition and special needs support staff. In addition, the province was also ordered to pay $2 million in damages to the British Columbia Teachers Federation (BCTF). While the language has been retroactively restored to the collective agreement dating back to 2002, the provisions mentioned are still on the table during current bargaining. “I’m very happy today,” said BCTF President Jim Iker. “This is the end of a long and costly legal battle for the teachers of B.C.” The legislation in question had already been declared

unconstitutional in 2011 and the judge at that time had given the government a year to address the issues. Iker noted that the government instead simply reintroduced the same provisions, which eventually led to this week’s ruling. Jennifer Wadge, president of the Surrey Teachers Association, said she was pleased with the ruling, as it gives teachers something to work with when it comes to having a say in managing their students’ learning environments. “This is a big victory for students and parents because what this means is the number of specialist teachers would grow drastically,” said Wadge. “So it’s not just class size language but the language about how many counsellors
there are per students, learning support teachers, that’s really the big win for everybody.” Surrey-based Education Minister Peter Fassbender said he was disappointed in the decision. “We’re really concerned about student outcomes and that’s where our focus has been and that’s where it’s going to continue to be and how we ensure we have the maximum amount of dollars dedicated into the classroom,” he said. As for an appeal, Fassbender said the government would need to thoroughly review the ruling and its implications before it decides one way or another.

SURREY — The Paskall family is thanking the community for its love and support through their difficult time. Julie Paskall, 53, was beaten in what police believe was an attempted robbery outside the Newton Arena on Dec. 29. She died in hospital just days later. Soon after, a memorial began to form. Hockey sticks and jerseys, pucks, stuffed animals, flowers and countless letters of remembrance filled the space outside the Newton Arena in memorial of Paskall. Joan Ross, Paskall’s sister-in-law, collected items from the memorial site and, with her cousin, created collages on purple storyboards. The boards are filled with photos of the dozens of bouquets left at the site, and many wrinkled letters of remembrance that Ross rescued before the rain could deteriorate them. The boards were part of Paskall’s private funeral, held on Friday, Jan. 24. Ross said the many compassionate letters and gifts at the memorial touched her, and the rest of the Paskall family. “The family all wanted to thank the public for their love and support. They do appreciate it,” Ross said. And they wanted to share a photo of the memorial boards that were made out of the items. “It made a difference to me,” she said. “Years from now, her children will look at this and I think it’ll feel good.” A letter from 11-year-old hockey player Emily particularly touched Ross. Written by her father, but in her own words, Emily wrote, “I feel really bad for your loss. I wanted to put these flowers here in remembrance of her. I want to show that I care.” It’s been a month since the brutal attack, and Ross said the family is confident police will find the killer. “They have to build a case, not just solve the crime,” she said, but called on anyone who has information to come forward. “Sometimes you don’t even know what you know,” she said. “It’s kind of like a puzzle, you don’t always know how pieces fit in, but they do.” The Integrated Homicide Investigation Team asks anyone with information to contact them at their tip line, at 1-877551-4448, or by email at ihittipline@rcmp-grc.gc.ca.

A female officer who was sitting in a police car at the time was also injured. Both were taken to hospital with what were first believed to be serious, but nonlife threatening injuries. It turned out the injuries weren’t as bad as initially thought, and both have been released from hospital. The male sustained minor injuries to
his leg and the female officer was treated for soft tissue injuries, a haematoma to left shoulder and torn rotator cuff. Surrey RCMP thanks the community for their kind words of support. “The outpouring of support for the officers from this community has been inspiring,” said Sgt. Dale Carr. SURREY — The Surrey school district is cancelling its last German class due to low enrolment at the Surrey Connect online program. Earlier this month, students enrolled in the district’s German 10/11 program were notified that they would have to finish their coursework early if they hoped to graduate from the course, which was the only remaining German course offered by the district. In past years, the program had been offered in secondary schools, but as interest waned, it became an online-only course at Surrey Connect. Now, with Surrey Connect’s numbers also declining, German is being cut as part of a shifting of resources within the program. “We’re getting the last few students through the program by the end of the month, there might be a few that won’t be able to finish by the end of the month but we’re taking steps to ensure they can complete,” said district spokesman Doug
Strachan. “This is a reflection of overall declining enrolment in Surrey Connect and us needing to make sure we have the right staffing for what we need.” Strachan said the loss of German is indicative of a change in educational interests among Surrey residents. “It’s a reflection of the changing market for online education as well as the German course,” he said. “German is also the least popular of the languages offered.” See also LETTERS › page 13
While most online courses had around 150 or so students signed up through Surrey Connect, Strachan said for this past semester, about 42 had signed up for German with only 28 actively seeing the course through to the end. “It’s an elective and while there’s actually 42 registered, 14 have been inactive,” he said. “You can sign up for the course and work at your own pace, but if we get students that don’t do anything for three months, they’re considered inactive.”

n the last few months, my 16-year-old son and I have been at odds regarding a field trip that his high school band teacher is organizing. I would love to have feedback from readers regarding this issue – those with kids in high school only, please (reason being, as a parent with kids in high school, you will understand what I’m talking about). In general, field trips are great for students. The idea for school field trips is to introduce the students to a new environment where they will have an opportunity to learn “outside of the box” in a fun atmosphere. Kids, especially teenagers, love field trips. The best part of school trips for the teens is that they get away from their parents for a few days.
They get to hang out with their friends at a hotel/ lodge/camp and get into mischief, generating stories that they will reminisce about at their 10-year reunion. I’m OK with this. I totally agree field trips are an essential part of the education experience, I just don’t agree on how the cost is not discussed with the parents prior to choosing the destination. My teen’s teachers decided to go somewhere exotic, a place I would love to visit one day when I can afford it. The cost quoted for this destination is $3,000 for a 10-day trip. My jaw dropped when I read the letter from the school outlining what teachers were planning. My teen is, of course, excited. Who wouldn’t be? I would be ecstatic if my parents paid for me to go to an amazing locale. I am not excited. The destination is not essential for my teen to learn about life – in fact, if anything, it’s too exotic a destination to learn anything of value other than having a great holiday! Yes, it has history, but my teen is not going to go to the museums unless he is dragged there, and then
it’s still going to be wasted on him as he’s not into that. So, the discussion in the Sandhu family home is this: Should the teachers have talked to the parents first about this potential destination and the cost associated with it, prior to getting the students’ input? This is how my teen’s teachers handled this: Suggesting a destination to the students, getting them excited about it and then presenting the outrageous ticket price to the parents, through the students. My son feels the letter notifying the parents was sufficient notice. I don’t. Saying no to my son is difficult now – he is excited. His friends are going, it’s an experience of a lifetime, it’s going to be so much fun, and on and on went the list of reasons why he should go, and why I can’t say no,
because the whole trip will be cancelled. I feel the teachers should have sought the parents’ input via email since it’s the parents who are going to be paying a majority of the cost, if not all. Not all families can afford an extravagant field trip like this one. I feel sorry for the student who can’t afford to go. He or she will always remember that. A heartache that could be avoided if parents’ input was first obtained. As for my son, he’s been informed that he will be paying two thirds of the cost if he wants to go.

The Editor, I write as a concerned parent of two children in the Surrey school district. Last year, both my children enrolled in German 10 via Surrey Connect. This is the only way to study the German language in the district as no school offers actual classes. Our daughter quickly completed the course and our son was working toward completion by August 2014. Both planned to take German 11 in 2014. At the end of last year, it was announced that, due to low enrolment in Surrey Connect as a whole, five teachers would be reassigned within the district. These are the five teachers with the least seniority, not those with the low enrolment courses. Unfortunately, this means that the only teacher of German in our school district will be reassigned and will no longer be teaching German. One day, I spent hours at Surrey Connect watching this teacher valiantly working to allow as many students as possible to complete their exams before the Friday deadline. Students have been greatly disadvantaged as they have had their study time truncated and I am aware that not all students are actually going to be able to complete their courses. Even those who do complete will have no further opportunity to study German unless they attend a private school or hire a tutor. I wish to express our extreme gratitude to Frau Kostamo for all her efforts to support our son completing German 10 and our sorrow that this important area of study is no longer available in Surrey’s school district.

The Editor, How long are the province and TransLink going to permit the City of New Westminster to frustrate the flow of traffic and transit through Metro Vancouver? Recent delays in inter-municipal Pattullo Bridge replacement meetings and continued squabbling about the bridge size, position, configuration, and structure – as well as an insistence that the bridge be tolled – have been engineered by New Westminster to keep traffic off its streets. These delays are costly for taxpayers and impede the longterm efficient flow of traffic throughout Metro Vancouver. New Westminster feels that it has more than their share of Metro Vancouver traffic. What community doesn’t have traffic through it from commuters from adjacent municipalities? Look at Burnaby with Marine Way, Kingsway, Canada Way, Highway 1, Lougheed Highway and Barnett/Hastings coursing through it. Look at Vancouver with all of the arterial and collector streets crisscrossing the city. Every municipal jurisdiction has more traffic than they wish but most look at the greater picture and know that we must have an efficient flow of people and materials through Metro Vancouver in order to ensure the city’s viability. I urge our government representatives to cut through the delays and have the larger picture in mind. If New Westminster fails to co-operate in this important project, then the province and TransLink should ignore New Westminster’s isolationist determination to have the Pattullo Bridge moved and tolled so that they reduce commuter traffic through their community. Half a rotten tomato and half a rose to the reader who was griping about illegal suites. Because of these suites, I know a person who is no longer homeless and an addict! They have a safe home, getting into school for a career, don’t commit illegal acts nor bring undesirables home. They’re becoming a fully functioning legal member of society – one less person the police have to worry about. But on the flip side, I agree because there are the ignorant jerk slumlords who go make 10 to 15 suites in a house. Its a tough topic. Artist sketch shows the City of Surrey’s Centre Stage theatre, which doubles as council chambers at the new city hall on 104th Avenue. “Our plan is to repeat this concert, with some variation, as one of the first acts to inhabit the new theatre space in the council chambers there,” Tuck said. The opera company is looking to tap into Surrey’s dynamic arts community, Tuck said. “Surrey is top of mind with everyone, not only as the fastest growing municipality but also a burgeoning arts community, a cultural community,” he said. “Part of our plan is to revolutionize or increase our accessibility and our connection with the community, to build our audiences. If (Surrey) is the biggest municipality around, then that’s a place we should be.” The official “public” opening of Centre Stage is scheduled to coincide with the city’s Party for the Planet celebrations on Saturday, April 26, the Now has learned. A media tour of the theatre is planned for Feb. 11. A PowerPoint presentation prepared by Neil Scott, Surrey’s cultural production co-ordinator, reveals Centre Stage details, including theatre-standard lighting and sound system, theatrical drapes and masking, installation of a lighting

Venue features include a box office operated by the Surrey Arts Centre, concession/bar operated by Take Five Café, a six-storey-high lobby (the atrium of city hall), two dressing rooms close to the stage, a portable wardrobe rack and four portable makeup mirrors. An adjacent “City Room,” more than 1,300 square feet in size, has infrastructure for audio and sound in place. As of this week, the plan is to have city council hold its first meeting in the new chambers on March 31, said Coun. Judy Villeneuve.
“The idea is to really open up this space to the community, unlike the current council chambers, and to use it for a real variety of things,” said Villeneuve, chair of the city’s culture development and public art advisory committees. “It’s well thought out as a theatre space, with all the amenities needed for that, and it won’t be like someone trying to stage a show or production in a regular council chamber.” The venue’s size, location and amenities seem to be attractive to users, Villeneuve added. “A lot of people are talking about it and know it’s coming, and the arts centre has had quite a few inquiries about the space,” she said. “It’s another venue that can be used to distribute different arts opportunities to different areas of the city, just like we do with sports and recreation opportunities. I’m excited about that, because I think there is more interest in supporting the arts, and that’s proven through a lot of statistics and studies.”

CITY CENTRE — Two-hundred permanent seats, an automated drape system to hide the desks of city councillors and a state-of-the-art digital audio mixing console are features of Centre Stage, the theatre at Surrey’s new city hall on 104th Avenue. The dual-purpose space will also be used by Surrey city council for its meetings. As a performance venue, Centre Stage is already attracting attention from local arts groups, thanks in part to an outreach effort by staff with Surrey’s Parks, Recreation & Culture department. “There’s a lot of interest in this venue,” said Kent Gallie, the city’s performing arts manager. “The number of (performing arts) venues in Surrey is limited, so the opportunity for a new venue of this size, at that location, is welcome news to a lot of people in the arts and culture community.” One of the first organizations to show interest in Centre Stage is Vancouver Opera, which has tentatively booked the theatre for a concert on Saturday, April 12. “It looks like the new space in the council chambers will be architecturally stunning,” Doug Tuck, marketing director of the opera company, told the Now. “I’ve seen the ground plans.… The (space) will be quite adaptable to all users, with a 50-foot-wide stage and curtains, lights and sound. I think it will be very useful for lots of different purposes.” But before its show at Centre Stage, the company is staging a similar “Opera’s Greatest Hits – and More” concert at Surrey Arts Centre – also operated by the City of Surrey – on Saturday, Feb. 8, featuring four singers and a pianist who are part of Vancouver Opera’s Yulunda M. Hit musical comedy next for White Rock Players ArtsScene Melanie Minty Columnist
W
hite Rock Players Club is celebrating its 69th season, owns and operates the building that houses the Coast Capital Theatre and usually produces five shows every season. We are promised pantomimes, comedy, drama and thrillers. It is a huge undertaking, considering that this whole operation is run primarily by volunteer power. I think many of these volunteers were probably theatre majors in college. I am guessing this because of a recent posting I saw on Facebook. Yes, I read my Facebook messages occasionally. I read this one because it started with “22 signs you were a theatre major.” Fun stuff, things like, “You are not talking to yourself, but are doing a monologue. You don’t simply come into a room or leave, you ‘enter’ and ‘exit.’ You understand the difference between upstage and downstage, and you don’t start new chapters in your life, you begin new acts.” There are more of these signs, but you get the drift. The people running our community theatre clubs (including Surrey Little Theatre and Langley Players) are true “theatre majors,” even if they didn’t actually study theatre in college. So I will just say “break a leg,” rather than “good luck,” to White Rock Players with its musical comedy A Funny Thing Happened on the Way to the Forum. This Sondheim classic, a Broadway smash hit, has a stellar cast starting with Steve Dotto. Dotto is a song-and-dance man from way back, and certainly is familiar with how to “enter.” The tech-savvy folks may recognize him as the guy on TV and radio (Dotto’s Data Café, Dotto Tech) who tries to help the average person wade through and operate all the amazing apps and
other tech stuff. (Steve, I’m still waiting for my iPad lesson. Call me. We’ll do lunch.) The large cast also includes Ray Van Iperen as Hysterium, Raymond Hatton as Sennex, Helen Volkow as Domina, Bryce Mills as Miles Gloriosus, Dann Wilhelm as Hero, Rebekah MacEwan as Philia and Pat McDermott as Lycus, and more. If, by
chance, you know these people by sight and see them in, say, a grocery store lineup and they are making funny sounds and faces, don’t be alarmed. They are just doing vocal warm-ups. It’s a sign – a sign of being an actor, that is, not a sign of being crazy. Directed by Ryan Mooney, with music direction by Marione Astrera, A Funny Thing

New Homes Registry Keeps Homebuyers Informed This helpful, easy-to-use, online resource is available from the Homeowner Protection Office (HPO) website at www.hpo.bc.ca. Savvy homebuyers are using it to make more informed purchasing decisions. The New Homes Registry provides free access to find out if a home has a policy of home warranty insurance and is built by a Licensed Residential Builder, or whether it’s built without home warranty insurance. Homebuyers can obtain valuable information such as the name and contact number of the warranty provider, the builder’s warranty number and whether an ownerbuilt home can be legally offered for sale. Every new home built for sale by a Licensed Residential Builder in British Columbia is protected by mandatory third-party home warranty insurance. Better known as 2-5-10home warranty insurance, this coverage includes: two years on labour and materials, five years on the building envelope (including water penetration), and 10 years on the structure. SURREY — On the Chinese calendar, the “Year of the Horse” will gallop in this week. A number of events will celebrate the Chinese New Year, or Lunar New Year, which is officially marked on Friday, Jan. 31. In Surrey, Central City Shopping Centre and Neptune Seafood Restaurant are celebrating the occasion with cultural fun and festivities on Saturday, Feb. 1, starting at noon. Attractions include a traditional lion dance and performances by past Central City Model Search winners, Miss World Canada delegates, Fresh Groove dance group and a Chinese instrument music trio. Elsewhere, DIVERSEcity Community Resources Society will hold its “Year of the Horse” celebrations at noon Tuesday, Feb. 4, outdoors at #1107-7330 137th St., Surrey. The event will feature a performance by Choy Lee Fut Hung Hsing Koon, led by Peter Wong.
On Friday evening, the White Rock and South Surrey Chinese Society will host its annual gala at Bell Performing Arts Centre. The event is sold out. In Vancouver’s historic Chinatown district, the annual parade will feature dance performances, floats, firecrackers and more, starting at 11 a.m. Sunday, Feb. 2. The “Vancouver Chinatown Spring Festival” event is staged by Chinese Benevolent Association of Vancouver (CBA), founded in 1895 by “six pioneers who saw a need to establish an organization that would provide mutual support and leadership within the Chinese Canadian community,” according to a post on the association’s website. Soccer program empowers kids with skills Amy Reid

GUILDFORD — Every Thursday night at Hjorth Road Elementary, a group of roughly 20 children fills the gym with laughter and footsteps as they learn to play soccer, but organizers say they aim to teach them much more than that. The inclusive soccer program is put on by the Baobab Inclusive Empowerment Society, based in Whalley, and is a free program for children ages five to 13 who cannot afford to pay for recreation. Certified coaches are brought in to teach the children. The program was born last year after some parents who were accessing the organization’s other programs expressed a desire to put their children in sports but had no money to do so. “Most of them are refugees and immigrant parents,” said the society’s director Felix Kongyuy. “Most of them were newcomers as well, and they needed a place where they could meet and make some friendships.” Kongyuy said too often, children don’t get enough exercise. “That is one of the most fundamental goals that we have, because we’ve realized that a lot of young kids these days just sit in front of the TV and play games,” he said. And while children learn about the sport, they are also taught life skills. “Most of the children, they come from different backgrounds. Working together is something that they learn,” Kongyuy said. “One of our core focuses is to promote multiculturalism. As a result of being here, they create new friends and they get to know others who are quite different than them. So we are promoting friendship as well. We want to empower the kids with skills to lead these groups one day, and to teach them about peace, which is very important.”

Jane Liu’s son, six-year-old Hui, takes part in the program and he loves it, she said. “He enjoys it so much. Every time he asks me, ‘When is the soccer class?’” she said, adding that he had never participated in sports before because she couldn’t afford it. “It’s very expensive. For me, my husband is not in Canada, I’m a single mom, so I can’t work a full-time job so my income is low. I cannot pay for my son to go to soccer class,” she said.
Liu said the class has benefited him socially, and he’s made friends. “It gives kids a chance to play. It’s very great,” she said. “I am very thankful to have this program.” Currently, the society pays to rent out the gymnasium to run the program, but hopes to find a free space to offer the class. The Yaris’s 1.5-litre engine did a decent enough job propelling the 1,045-kilogram car, and both the five-speedmanual-transmission and optional-fourspeed-automatic versions delivered stellar fuel economy. Overall fit and finish earned these cars high marks, as did the car’s reputation for superior reliability.
Resale values for most Toyotas remains strong – especially so for models such as the Yaris with its pump-avoiding abilities. Betterequipped sedans will take only slightly more money to acquire.

OVERALL
With most tiny economy cars, corners are cut to keep prices low and to make some profit. In the Yaris’s case, the use of interior plastics and mouse-fur seat coverings were turn-offs. So too were the offset-mounted gauges that proved downright distracting. The low-performance powerplant was designed to be thrifty, but objected to being pushed hard or burdened with a full load. Ride quality was generally good, but the somewhat vague steering hampered driving fun. Although trunk space was acceptable, the hatchback version was better at transporting bulky objects. Note that
