SURREY — A Craigslist job posting has raised some eyebrows at Surrey city hall. The listing, which appears to have been posted by Commissionaires BC, was for a “Community Patrol, RCMP” position in Surrey on a 36-week contract, paying $22 an
hour with a start date of April 22, 2014. Coun. Barinder Rasode brought the matter up at Monday’s Surrey council meeting, expressing concerns about both the process and the contracting out of police work. Mayor Dianne Watts responded to Rasode’s concerns, saying she should have received an email on the matter. Rasode insists she did not. “Contracting out community police services is a major shift in service delivery. The decision should not be taken lightly and the public must be involved in the process,” Rasode said after the meeting. “A proposal wasn’t brought before council or committee,

and therefore the normal city process has been ignored.” Rasode believes the Commissionaires will
not have the experience to manage highrisk individuals, or have the appropriate public safety knowledge or connection to the community. The post stated, “Community Patrol Representatives are considered a unique and distinct element of the RCMP. The primary purpose of this position is to assist the RCMP to enhance visibility, accessibility and responsive policing. SURREY — Surrey is looking to crack down on the clustering of cheque cashing centres and payday loan stores. The majority of such businesses in the city are located in the town centres of Whalley, Newton and Guildford. At Monday’s council meeting, council directed staff to draft bylaw amendments that would require a 400-metre separation between such operations. The approach is similar to what the city has done to regulate small-scale drug stores. Any approved amendments would not apply to existing licensed businesses in operation, but to new businesses coming in. The expectation is that after restrictions are put in place, the clustering would gradually diminish. Payday lending is a provincially regulated industry, while cheque cashing stores are not subject to provincial regulation. But both are subject to the city’s standard business licensing. Staff will come back to council with drafted amendments for the required
readings. Meanwhile, The Cash Store, which has three locations in Surrey, is facing issues in Ontario. The publicly-traded Cash Store Financial Services Inc. said Monday it has been granted protection from creditors by an Ontario court. The Cash Store said it went after protection to address liquidity issues, caused in part by certain regulatory actions taken in Ontario that impacted its business there. The Globe and Mail reported that in February, the Ontario Registrar of Payday Loans said it wanted to revoke the company’s licences in the province. The registrar cited conduct that included convictions in November 2013 that Cash Store and Instaloans were operating as unlicensed payday lenders. It also alleged the company charged more than a legal maximum of $21 for every $100 payday loan. The company said FTI Consulting Canada Inc. would serve as a courtappointed monitor of the company and report to the court during a restructuring. areid@thenownewspaper.com
SURREY — Bert Hick of Rising Tide Consultants wanted to make a case for earlier liquor service in the City of Surrey, but it looks like he won’t get a chance. Hick requested to speak as a delegation to Surrey council to discuss the city’s policy on hours of operation for liquor primary licensed establishments. Hick wants the city to look at allowing liquor service to commence at 9 a.m. instead of 11 a.m. During Monday’s council meeting, Mayor Dianne Watts said she had “absolutely no interest” in hearing the delegation. Council as a whole then denied the speaker. Hick founded Rising Tide Consultants Ltd. after serving 11 years with the B.C. government and has over 25 years of liquor licensing experience. Throughout Hick’s career with government, he held several key positions including the intergovernmental relations secretariat and general manager of the BC Liquor Control and Licensing Branch. Hick said he is “somewhat flabbergasted” council doesn’t want to look at the issue. “I wasn’t going on behalf of any client,” Hick said. Rather, he was hoping to explain why some Surrey businesses are at a disadvantage because of the policy. “If I play at a golf course in Vancouver, I can have champagne and orange juice at 9 o’clock in the morning with a buffet breakfast,” he said. “But in Surrey the liquor hours don’t start until 11 o’clock.” If Hick was organizing a golf tournament and he had all the golf courses in the Lower Mainland to pick from, he might “think twice about doing it in Surrey.” The city has a lot of licensed establishments, Hick said, and he believes
earlier liquor hours would help those businesses get on a level playing field. “It puts Surrey at a competitive disadvantage to other municipalities in the Lower Mainland where you can have 9 o’clock service of alcohol. That applies to golf courses, that applies to hotels, that applies to restaurants and so forth.” Even if the City of Surrey was to change to allow earlier service, he said, the licenses still have to be approved on a case-by-case basis. “The process would be that if an establishment wanted to change their hours for earlier hours, they would have to go and seek municipal approval. So the municipality could still require a public input process,” he said. “If there was a particular problematic establishment that was applying for this, they could say no because it’s located close to a school or a church, or close to residential, if it’s been a problematic establishment in terms of fights or whatever.” Hick doesn’t understand why the municipality would say no. “To me, it goes to the antiquated liquor laws we hear about. In this case, it’s not the province that has antiquated liquor laws, it’s Surrey.” In 2004, council endorsed hours of operation for liquor primary establishments, which were 11 a.m. to 1 a.m. Sunday through Thursday, 11 a.m. to 2 a.m. on Friday and Saturday, and 11 a.m. to 10 p.m. every day of the week for outdoor patios. In 2012 council approved a change in hours for liquor service at the Fraser Downs Racetrack and Casino. Instead of opening at 11 a.m. on Sundays and at noon Monday through Saturday, the casino’s liquor primary license was amended to begin at 10 a.m. throughout the week’s entirety.

SURREY — In life he was dubbed “Mr. Surrey,” and the city hopes to keep his memory alive. Three legacy projects are planned to honour the “life and distinguished contributions” of Bill Reid to the City of Surrey, and to the community of Cloverdale. Reid was 78 when he lost his battle with cancer on May 28, 2013. He’s been described as a dreamer, a visionary, an outstanding citizen and an unrelenting supporter of all good things Surrey. The city plans to rename the Cloverdale Millennium Amphitheatre to the Bill Reid Millennium Amphitheatre. As well, a portion of 62nd Avenue, between 167th and 180th streets, will be renamed to Bill Reid Way. An official ceremony is planned prior to, or in conjunction with, Cloverdale Rodeo & Country Fair this May. The city will also be endorsing a community initiative to commission a public art installation by artist Paul Slipper. The planned piece, to be located in Cloverdale along 176A Street, will be a sculpture of Reid and will augment the three existing sculptures in the area that depict a Cloverdale pioneer farmer, a rodeo cowgirl and a BC Electric railway conductor. The piece is expected to cost $70,000, to be raised by the community, but the city plans to support the fundraising initiative through marketing and promotion. It is hoped the piece will be completed in
As well, the City has approved an annual award of $500 to the Peace Arch Weavers and Spinners guild. The purpose of this scholarship is to benefit the community by encouraging persons having an interest in arts and crafts to pursue studies in these areas. This interest may be interpreted in a broad fashion, including the study of the visual, graphic or performing arts, or the development of the tools to facilitate these arts. All interested persons are invited to make application for this scholarship in writing to Honey Hooser Scholarship, c/o City Clerk, legislative Services Division, 13450 - 104 Avenue, Surrey, BC, v3T 1v8. time for the annual Cloverdale Blueberry Festival this August. The former car dealer was Surrey’s MLA from 1983 to 1986 and represented Surrey-White Rock Cloverdale from 1986 to 1991. Before Bill Reid that, he was a Delta alderman from 1973 to 1978. Many will still remember his very public fall from grace more than two decades ago. On Sept. 21, 1989, Reid was forced to resign from his post as Socred tourism minister after he awarded more than $250,000 in GO B.C. lottery grants to a project that was run by a family friend and a former campaign manager. The RCMP recommended that he be charged with breach of trust but Ted Hughes, the deputy attorney general at the time, decided not to prosecute him. After his departure from provincial politics, Reid was a quintessential Surrey booster, serving as vice-president of Cloverdale Business Improvement Association, executive director and president of Cloverdale Chamber of Commerce, president of South Surrey & White Rock Chamber of Commerce, co-chairman of Surrey Spirit of B.C. Committee, a board member of Surrey Heritage Society, a board member of Cloverdale Rodeo and Exhibition Association, and a member of Fraser Valley Heritage Rail Society. The job requirements included assisting RCMP in targeted areas of Surrey by providing a visible presence to the community; establishing relationships with the RCMP, transit police, business owners and community members; attending daily briefing with the district commander; any other responsibilities and duties as required by the RCMP and site supervisor; and more. On Tuesday, which was the deadline for applications, the post had been taken down. The job post required applicants to have a Basic Security Training License, and Rasode said that isn’t enough. Basic Security Training is a 40-hour course with a focus on ethics, legal studies, report writing and personal safety. BST is required before applying for a license. “I think Surrey deserves a long-term policing plan,” Rasode said, adding she’d like to engage the public and explore alternative solutions. Surrey’s city manager Vincent Lalonde said he was “surprised” when he saw the posting. “I talked with our Officer in Charge (Bill Fordy) and he also didn’t know that they were putting out a posting, although we had some discussions with the Commissionaires, for sure, because we’re in the process of trying to put together a program that will replace the community safety officers.” Fordy could not be reached for comment. In March, it was announced the RCMP’s Community Safety Officer pilot program had been cancelled, affecting 10 police

officers in Surrey. Those positions, and seven others in the province, will be eliminated in 2015. The officers, however, will not lose their employment but rather be assigned to different roles within the RCMP. “So, basically, Bill (Fordy) and the city have been working and looking at how to replace these community safety officers and certainly, Commissionaires are one of the options we were looking at,” Lalonde said, adding that no decisions have been made. Watts and Lalonde both said the issue is on the agenda for next week’s police committee meeting. At that time city staff will get direction from council on which way to go, Lalonde said. Surrey RCMP Cpl. Bert Paquet said, “This is an initiative of the City of Surrey, after extensive consultation with the Surrey RCMP, aimed at complimenting the Surrey RCMP response.” On Wednesday, Paquet said the department was not aware that Commissionaires BC would be posting for positions, and it is not unusual given that hiring of personnel is their responsibility. “We are, however, pleased to see that the Commissionaires are taking proactive steps in anticipation of contract approval.” Paquet said all of the particulars around the initiative, including the hiring of personnel, is being handled by the city, but added, “the deployment of these resources is entirely with the Surrey RCMP.” Commissionaires BC could not be reached for comment.

SURREY — The Surrey Board of Education isn’t too happy with negotiators not consulting them as part of ongoing labour discussions with the teachers. At a recent board meeting, trustees Terry Allen passed a motion expressing their disappointment with the British Columbia Public School Employer’s Association (BCPSEA) for not adequately seeking district input while bargaining with the B.C. Teachers Federation (BCTF). As part of the ongoing labour discussions between the province and teachers, districts are represented by the BCPSEA. Recently, the BCPSEA advised the BCTF that in the event of a work stoppage, the BCTF would

In response, trustee Terry Allen brought forth a motion “expressing the board’s disappointment regarding BCPSEA’s lack of consultation during the bargaining process,” which will be summed up in a letter sent to the BCSPEA as well as local MLAs. That includes Surrey-Fleetwood MLA and education minister Peter Fassbender. According to Allen’s motion, the BCPSEA “is neglecting its responsibility to allow for consultation and collaborative negotiations to occur with school districts.”

love nature documentaries – you know, the shows that film animals in the wild, behaving normally in their environment without the electric fences, moats, glass windows and concrete walls that zoos erect in the name of giving visitors a “natural setting” in which to view the animals. There’s been a really cool drama unfolding in the last couple of months and I think it’s all about neighbouring silverback gorillas defending their territory on opposite sides of a river. You see, there’s this bridge and both bands of gorillas want control over it. So the beasts take turns beating their chests and panthooting and making mock charges at their opponents
in an effort to impose their will over the precious span. Meanwhile, the other gorillas in the area watch from afar, enjoying the spectacle while hoping the blowhards can settle this dispute so the rest of the population can get on with the business of living along the river. It’s so lifelike that it took me a couple of weeks of watching before I realized I wasn’t tuned into a nature channel offering about gorillas. I was actually watching the news and the silverbacks were just politicians from Surrey and New Westminster arguing over the replacement of the Pattullo Bridge. TransLink announced its intentions for replacing the Pattullo in 2008, but it’s only recently that the gorillas – sorry, politicians – have become noticeably active. There is a municipal election looming in November and as a result, the chest thumping and pant-hoots have reached ear-splitting levels on both sides of the river. New Westminster wants a four-lane bridge; Surrey wants six lanes. Surrey is opposed to tolling the new span; New Westminster has no problem with paying as you cross.
New Westminster wants to ban heavy trucks from the route; Surrey believes traffic is traffic no matter what size. New West is concerned about increased traffic through residential areas; Surrey says “What the heck, it’s Bridgeview. The people there live with auto wreckers, salvage companies and other industrial enterprises. The extra noise won’t be noticed.” The truth is, a new span crossing the Fraser River between New West and Surrey is long overdue. The Pattullo Bridge was opened in 1937 to handle traffic of that era, not the daily crush of vehicles it copes with. Statistics show the current bridge handles 67,000 cars and 3,400 trucks each and every weekday, traffic that accounts for 20 per cent of all vehicles crossing the Fraser River. The problem is the cities of New Westminster and
Surrey have two vastly differing agendas regarding a new span. Most New West residents don’t use the bridge for commuting, as Vancouver is the more likely destination for trips to work. As such, trips over the Pattullo are for day excursions to the United States or into Surrey and Langley for other business and activities. So for New West politicians, demands limiting the lanes on a new bridge, banning big trucks and hitting drivers with tolls are all matters that will have minimum impact on city residents. On the other side of the Fraser, the Pattullo Bridge is a much more critical link for Surrey residents. The bridge is an essential crossing for commuters as well as those driving north to link up with the Trans Canada Highway. And now with the addition of the new South Fraser Perimeter Road,
drivers from Ladner, Richmond and Tsawwassen are also making use of the Pattullo for quick access to New West, Coquitlam, Burnaby and beyond. As such, Surrey politicians are easily agitated when the subject of the Pattullo Bridge arises. While New West officials can casually insist that TransLink must bring them a shrubbery as a tribute, Surrey’s leaders know how much of an impact any of their northern neighbour’s demands will have on the electorate on the south banks of the Fraser. And so we’re back to the gorillas posturing on the banks of the river in an effort to win the support of their respective populations. Both sets of silverbacks are preaching to a choir with neither side moving any closer to their goal of solving the problem of replacing the bridge. The obvious solution to this standoff is for the provincial government
to take ownership of the mess. Victoria built the Pattullo Bridge in the 1930s and maintained it for decades before offloading responsibility for the span onto TransLink. The provincial government is currently planning the replacement of the Massey Tunnel linking Richmond and Delta, so why can’t the Liberals under Christy Clark take ownership of the Pattullo as well? Same river, same issues, right? Oh wait, here comes another band of gorillas to the party. It seems the dominant species of great ape in New West and the northern reaches/ridings of Surrey are all socialists, a completely different species from the gorillas running loose in the verdant forests of Victoria… Michael Booth can be reached at mbooth@ thenownewspaper.com

ATV headline was irresponsible
The Editor, Re: “Girl, 5, hurt in ATV accident,” the Now, April 15. I was very disappointed to see this headline. Upon further reading, I found it was not an ATV accident but she fell from an unmoving ATV and hit her head. While this is tragic, what would the headline have been if she had fallen from a chair; “Girl, 5, hurt in seating accident”? Having been in the Powersports industry for most of my life, I tire of these types of sensationalized headlines about our industry that try to portray it as dangerous and unsupervised. Has anyone asked the questions: “Why was she being strapped in?” I have never heard of an ATV where anyone gets “strapped in.” Does she have a disability? “Why was she anywhere near an ATV without a helmet securely fastened to her head?” ATVs are often painted as extremely dangerous, yet, if used properly, they are less dangerous than going to work every day. Bridging gap The Editor, Replacing the Pattullo Bridge should really be an opportunity to resolve the traffic problems on both New Westminster and Surrey sides of the bridge. What we need is a simple, toll-free connector bridge that manages traffic flow by directing the traffic onto the bridge and off while reducing congestion. We can have two lanes of traffic landing on Columbia Street, directing the traffic to the TransCanada Highway and North Burnaby with only one lane landing on McBride. We can then have one lane on McBride going on the bridge into Surrey. From the Surrey side, we have two lanes going onto the bridge from King George and one lane from Scott Road and the South Fraser Perimeter Road and also have two lanes coming down on King George and one lane being directed right onto Scott Road and the South Fraser Perimeter Rd. So we would have a total of six lanes with four lanes landing on King George and McBride. This proposal should address concerns from both sides of the span. Imtiaz Popat, Surrey

While you’re not looking, this is what’s happening to BC’s world renowned recycling program.
Well, lookie here. One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion. That’s definitely not democracy in action. The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.
Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board. That’s gotta tell you something. Now it’s your turn to let Premier Christy Clark know what you think. Contact her today to say that dismantling an already-working recycling program to replace it with something that few people think will be as good, is a bad idea.

passion for performing has drawn Surrey resident Jenn Riehl to a Royal City Musical Theatre production for a fourth time over the past decade-plus. In Annie she plays Mrs. Pugh, head cook at the Warbucks’ mansion, and also plays a few other parts in the show, which continues at New Westminster’s Massey Theatre until Saturday, April 26. Riehl is “truly honoured” to have made the cut during auditions last September. “For this one, they had a couple hundred people audition for the whole show, so they get a pretty good turnout,” Riehl explained. “I think everyone eventually tries out for a Royal City show, and you’re really lucky if you get one.” She’s a soprano who, in this show, sings the top line in all of the chorus numbers. “There’s so many of us (sopranos) out there, so it makes it competitive,” Riehl said. “I started my training when I was a little kid, so I’ve been training for years and hopefully they like that and gets your foot in the door. I’ve been very fortunate with Royal City because they tend to hire you back if you’ve proven yourself, take it seriously and can do the work. For Riehl and most of the other actors in the show, it’s all volunteer work, too. “Somebody once estimated that we put in roughly $2,500 of our time into a show like this, and I’m not sure how he broke that down, but that number might be based on minimum wage,” Riehl said with a laugh. “I can say that we’ve put in roughly 16 hours a week for the past three months…. But you know, the end result is always so wonderful, and I truly love being a part of Royal City.” Riehl, who lives in Newton, juggles her duties in Annie with a full-time job. “I’m a single mother (of four children,

The older kids definitely help looking after the younger ones, for sure, and they understand that it (acting) is something I have in me and just have to do.” This is Royal City’s 25th year of staging productions, and Annie is dedicated to the memory of Ed Harrington, the company’s co-founder, first artistic director and inspirational leader. He died last April. “I’m really proud to be part of the anniversary,” Riehl said. “Ed Harrington was the first person to hire me in a big show like that, which was Carousel back in 2004. He was such a wonderful man to work for, and made you appreciate and respect the art and craft of theatre.”

Meanwhile, young actors Avril Brigden and Aubrey Maddock are enthusiastic about just about everything to do with Royal City’s version of Annie – everything, that is, except the bloomers that the orphans have to wear. Those are tight and itchy and make the girls really glad that in their real lives, they get to wear jeans. The two Burnaby girls are onstage as orphans in the large-scale production. “It’s going really well!” said an enthusiastic Aubrey, 12 , during rehearsals. “I really like the experience, it’s really fun,” agreed Avril, 10. “I like that I’m doing what I love.” Neither girl is a stranger to the world of singing, dancing and acting in front of crowds. Aubrey, who appears as Kate, started her acting career at the age of eight, when she played Matilda in her school production of

Willy Wonka and then appeared as Marta in Footlight Theatre’s The Sound of Music. A year later, she was cast as a featured munchkin in Footlight’s The Wizard of Oz, and at age 11 played Mabel in her school’s production of I Need a Christmas Vacation. Avril, who plays Pepper as well as understudying Annie, studies musical theatre and dance at Lindbjerg Academy of Performing Arts. She’s been in four shows with Lindbjerg and recently appeared in Align Entertainment’s Shrek The Musical. At last year’s Kiwanis Fraser Valley Music Festival, she won the Best Broadway Performance award. They’re both thrilled to be part of the Annie cast. “I love the music, I’ve always loved the music,” Avril says, noting that she got the CD when she was little and listened to it over and over and over again. They both love the choreography created by director Valerie Easton for the Royal City production, and they’re excited to perform with the full orchestra. The family-friendly musical features “Tomorrow,” “It’s a Hard Knock Life” and “Easy Street,” among other memorable songs, in a story about plucky kids at an orphanage. got mail. I know this is a daily occurrence, but lately I have been having a lot of difficulty with my email account and I think it is going to take an expert (not me) to sort it out. But I am getting mail, sort of. Have you ever noticed whenever there are upgrades for our computers and programs, it gets more complex rather than simpler? But I digress. I got electronic mail from Ray Fynes of White Rock. Although I didn’t get it when it was sent, due to above difficulties with my system, I did finally receive it, and here it is: “I always enjoy your column” writes Fynes, “and think the Now does a wonderful job getting word out about arts and culture in our community.” Thanks Ray. We all need a little pat on the back occasionally. Well, that’s the good part. The other part of the letter pointed out an error I should have caught, but didn’t. So we
are all getting an educating lesson this week. I had quoted director Jacqollyn Keath regarding the upcoming production of H.M.S. Pinafore by the Fraser Valley Gilbert & Sullivan Society, and in the quote there was a problem. Seems I indicated Gilbert wrote the music. This is wrong, of course – I know that. It is Sir Arthur Sullivan who wrote the music and Gilbert, the words (yes, I know it’s a libretto). And so Mr. Fynes found the error and passed it on. He has more interesting information as well. “As one of the organizers of the White Rock Irish Festival — and the Irish Poetry Nights (thanks for getting word out on those),” he wrote. “I am interested in artistic contributions made by the Irish. His name (Sullivan’s) came up on a Google search when I was looking for hymns with an Irish origin. Apart from the G&S melodies that the world can hum or whistle, another melody that most know is ‘Onward Christian Soldier.’ His father was Irish-born, and his mother was Irish-Italian!” So, a touch of the Irish. Well, well. And although Sullivan is probably best known for his series of 14 collaborations with W. S. Gilbert, he also composed 23 operas, see › page 17

Millions of small acts.
One big win for our environment. By Scott Fraser President & CEO of Encorp Pacific (Canada)
The success of our system for recycling beverage containers proves that millions of small acts can add up to a big win for the environment. Whether it’s aluminum cans, juice boxes, cartons, or glass and plastic bottles, if you are a typical BC resident, you probably generate four or five empty beverage containers a week. That doesn’t sound like a lot, but do the math and it adds up to hundreds of millions of empty beverage containers a year that would end up in the landfill, if British Columbians like you hadn’t returned those containers for recycling. In fact, last year almost 1 billion used beverage containers were returned for deposit and processed into new products. That includes more than 360 million aluminum cans, 338 million plastic bottles, 195 million glass bottles and 71 million drink boxes and cartons. In total nearly 100,000 metric tons of material was kept out of BC’s landfills. If you find it hard to imagine what that means, then consider that it is the equivalent weight of 60,000 midsized cars. That’s right, the equivalent of 60,000 cars was removed from BC’s landfills, a few cans, bottles and cartons at a time. But that’s not the only benefit for BC. Recycling empty containers uses less energy than producing new ones.

For example, used aluminum cans are turned into new cans, a process that uses only 5% of the energy it takes to make new aluminum. Drink boxes and cartons are pulped and made into tissue and cardboard, saving 17 trees for every ton of paper fiber produced. Plastic bottles are 100 percent recyclable for use in new plastic containers, and glass bottles are made into new bottles and sandblasting material. As a result, the recycling of beverage containers contributed to a reduction of 135,000 tons of carbon dioxide that otherwise would have gone into BC’s atmosphere. Keeping with the driving theme, that’s the equivalent of taking 39,000 cars off the road in BC every year. BC has one of the highest beverage container recycling rates in North America – last year 80

One reason for the high recovery rate is the many options that British Columbians have for returning their containers. The Return-It™ network of over 170 depots across the province is the heart of the system, collecting over 90 percent of recycled containers. Their share of returns continues to grow, in part because today’s depots are consumer friendly, clean, bright and open with large sorting tables. It is also because today many depots accept a wide range of products for recycling, making them a convenient one-stop location for your recycling needs. For example, over 90 percent of Return-It Depots accept consumer electronics, like computers, TVs and printers, for recycling. Many also accept small appliances, paint, light bulbs and more. For hotels, offices, restaurants and multi-family buildings, many Return-It Depots and specialized mobile collectors offer a pick-up program, primarily in the Metro Vancouver area. If you live in a townhouse, condominium or apartment, look for the Encorp or Return-It branded collection bins in the garbage or recycling area of your building. AdvertoriAl
For recycling ‘on the go’, you may have noticed blue beverage container bins in various neighbourhoods in the City of Vancouver. These bins are non-locking and designed to be self-serviced by residents or people wanting to receive the deposit refund attached to the containers deposited in the bins. This successful program is now expanding to other Metro Vancouver areas and to towns around BC. Even with this extensive system, though, BC would not have one of the highest recycling rates in North America without consumers making the decision to do the right thing for the environment. That amounts to almost 3 million containers a day diverted from landfills to be made into new products – a lot of small acts adding up to a lot of good for BC.

SURREY — On Saturday (April 19), Vaisakhi, one of the most important events on the Sikh religious calendar, returns to the streets of Newton. For the last 12 years, Surrey’s Vaisakhi parade has been one of the world’s largest of its kind, outside of India. More than 200,000 people congregate on the streets to enjoy decorated floats, live music and free food and drink from local residents and businesses. For thousands of years, Vaisakhi was traditionally a harvest festival holiday, representing a time when farmers would take their sickles out to harvest and celebrate the coming new year. The event now doubles as a holy day for the Sikh faith, as it marks the creation of the Khalsa and the Sikh identity. The Khasla was created by Guru Gobind Singh Ji in 1669 when the country faced chaos, corruption and
misery. It became a group of people within the community to challenge injustices and preserve the people’s faith in the Sikh religion. The Guru also gifted distinctive clothing and headwear to the Sikh people, known as Bana, or the Five Ks. They are Kesh (unshorn hair), Kangha (the wooden comb), Karra (the iron bracelet), Kirpan (the sword) and Kachera (the underwear). RCMP Sgt. Dale Carr, in charge of policing special events, will be handling the security at the parade. Carr doesn’t expect too many changes in terms of policing the parade. “It’s pretty much the same that we’ve done in the past years,” said Carr. This means the shutting down of several Surrey streets to prevent vehicular traffic along the parade’s route. As a result, 128th Street will be closed from 85th to 76th Avenue, as well as 124th Street spanning 82nd to 74th Avenue. A number of officers, traffic control persons and security will be placed at 57 spots along this route.
With up to 250,000 people anticipated to attend the parade, Carr says that he doesn’t expect any fights or major disturbances. “In the past four to five years, we’ve never had any problems with people, or in gaining compliance,” he said. “We take into consideration what’s gone in the past and we mix this with intelligence that we gather throughout the year … to determine the number of resources we need on the ground to adequately police it and to ensure both traffic and public safety.” In terms of provocation from potentially controversial floats, Carr said police do an inspection of each of the floats leading up to the parade to ensure the removal of any offending material that doesn’t match the Vaisakhi committee criteria. The annual Vaisakhi parade will take place this Saturday, April 19. The parade will kick off at 9:30 a.m. at the Gurdwara Sahib Dasmesh Darbar, located at 12885 85th Ave. For more details, visit www. surreyvaisakhiparade.ca.

The Whalley Chiefs and the White Rock Tritons both earned splits of their opening day doubleheaders in B.C. Premier Baseball League action last weekend. In Whalley Saturday, the Chiefs began the regular season missing two starters who were playing with the North Shore Twins at a tournament in Las Vegas. Despite the absences, the Chiefs topped the Vancouver Cannons 4-3 in their curtain raiser before falling 4-2 in 10 innings in the second game of the day. “Overall we competed extremely well and our pitching in both games was really, really good,” said Whalley assistant coach Randy Ellrich. “We kept the ball in the yard with a lot of fly balls and ground outs so that was a real positive. Our kids had a lot of strikeouts and that’s something we’re going to have to work on, but it’s early. We stayed in the games because of our pitching and it was a good effort all the way around.” In the opener, the Cannons punched in three runs in the second to take a commanding lead only to have the Chiefs rally and make a game of it. Whalley scored once in the fourth and then tied the contest with two more in the sixth before completing the comeback with a walk-off single by Travis Leclair that brought Jordan Deshane home from third base. Max Williams started the game on the hill for the Chiefs and pitched four innings before giving way to Andrew Callegari, who picked up the win in relief. The second game of the day turned into a marathon as the two teams needed 10 innings before the Cannons could escape Whalley Ballpark with a 4-2 win. The two teams took turns scoring single runs over the first innings of play before the bats cooled off significantly in the sixth inning with the score knotted at 2-2. The score stayed that way for another four innings before the Cannons finally settled

Two games does not a season make, but it is a start in the right direction.” Meanwhile in Kelowna, the White Rock Tritons earned an opening day split with the Okanagan Athletics on Saturday, but left town with a sour taste after dropping both ends of a Sunday doubleheader. Runs were easy to come by for both teams Saturday as they combined to score 29 times in the two games. The A’s took the opener 6-5 in eight innings only to have the Tritons
bounce back with a 10-8 win in Game 2. Tom Melenchuk led the Tritons at the plate in the first game with a triple, two RBIs and a stolen base. The second game of the day was a pitcher’s nightmare as the two teams combined for 17 hits and 18 runs before the Tritons emerged with a 10-8 win. After opening the scoring with a single run in the first inning, the Tritons punched in three runs in each of the next three innings, but only led 10-7 thanks to a sixrun outburst by the A’s in the top of the third. White Rock’s pitching took over after that, holding the A’s to a single run over the final three innings. Anthony Aiello earned the win on the mound for White Rock. Sunday was forgettable for the Tritons as they were hammered 12-5 in the first game before closing out the set with a 5-1 loss.

For the third straight year, the Fraser Valley Phantoms are the undisputed queens of B.C. female midget hockey following a sweep of the Thompson Okanagan Rockets earlier this month. The Phantoms opened the best-of-three midget AAA championship series with a 2-0 win Chelsea Wilson and Kaely McMurty each scored once for Fraser Valley, while Valencia Yordanov picked up the shutout in goal for the Phantoms. the eight-speed transmission shifts in a leisurely fashion if left to its own devices. The result is a drive that’s no less smooth and refined than that of the ordinary RX350, but not one that grabs you by the lapels on a twisting mountain road. It’s very competent, handling bad weather with ease, and the steering is actually quite good. Engage the paddle shifters to help spur the 8-speed into a bit more zippy behaviour, and it’s the quickest feeling RX350 you can buy.
Environment:
Regrettably, the inside of the RX350 hasn’t aged quite as nicely as the exterior. When compared to brand-new offerings like BMW’s redesigned X5 or Acura’s fresh MDX, the RX can be a little dated.
The concept of the corporate grille, as far as I can make out, is that it should allow passers-by to immediately know what brand you’re driving, no matter whether sedan or SUV. Thus, we have BMW’s ever-broadening twin-kidney grilles, propeller-sized Mercedes-Benz three-pointed stars, and now this.
For instance, there is more hard plastic than you find in competitors, although Lexus does a pretty good job of hiding most of it out of sight. The forward-mounted gated shifter is not a very modern-looking device – it’s a bit oldschool in here.
This is what Lexus refers to as their spindle-grille, a waspwaisted design that adorns everything from the IS sedan up to the popular RX-series crossover. Its purpose appears to be frightening small children.
Up on the Sea-to-Sky, in a driving downpour, the RX350 impressed with composure, shrugging off the sheets of spray, and handling the long highway sweepers with aplomb. It would clearly make for a very comfortable long-distance touring ride.
However, there are a few things the RX350 does very well. First, it’s extremely easy to get in and out of, hitting the Goldilocks driving position even for shorter drivers.
Yikes! That’s quite an angry looking mug for such a former laid-back cruiser. Clearly, Lexus is anxious to inject some personality into their somewhat-vanilla people hauler. It looks like it might actually bite you.
Get on the side-roads, and it all comes apart a little. Body roll is controlled but pronounced, and the V6 works a bit hard with modest torque-to-weight-ratio.
Next, the infotainment system may not have the flash of nextgen systems found elsewhere, but it’s very simple to use. Lexus’s track-ball based interface system takes some time to feel natural, but the menu and sub-menu layout are easy enough to navigate. You might never need to refer to the manual.
But on the other hand, the RX was always the prescription for pillowy softness – has the addition of the F-Sport designation transformed it into a combat cushion? Let’s find out.
Considering this crossover is supposed to share DNA with madcap tarmac-shredders like the LFA and the IS-F, not to mention the delightfully sporty IS350 F-Sport, it’s not quite the performance advertised. Even the Acura MDX, a larger and heavier three-row car, can be better to drive here.
It’s also, despite the declared sporting intent, a very comfortable vehicle. The seats are great up front, and while the rear-seats aren’t perfect for passengers with longer legs – legroom is fine, but they’re mounted a bit low – there’s plenty of space for kids to spread out.
Design:
Aside from the Predator/Cylon/Darth-Vader front-end, the rest of the RX350 remains relatively pleasing in its anonymity. The F-Sport designation adds 19” gunmetal alloys, LED strip-lighting up front, some minor sportylooking trim and, of course, badges.
Essentially, any wildness of character extends only as far as the scary-looking grille up front, and the blingy rims. It’ll still be very popular, with broad appeal, but the RX350 gets only a very mild dose of that F-Sport hot-sauce.
Features:
The trunk is plenty big, and points must be awarded for seats that fold properly flat. All-in-all, it’s a usefully-sized machine that’s good for families – although a minivan would probably be better.
The RX line is designed to appeal to as broad a range as possible, and clearly succeeds. Fully half of all Lexuses (Lexii?) sold in Canada are RX crossovers, either in hybrid trim as the 450h, or V6 , as here.
On the other hand, this truck is crammed with value. The RX350 F-Sport comes loaded with Satellite navigation, a 15-speaker Mark Levinson sound-system, heated and ventilated front seats, and push-button start.
Performance:
While it doesn’t have multi-camera systems like some competitors, it does have a very clear rear-view camera that’s well placed and doesn’t get fogged out when driving in the rain. Unlike some of the German competition, everything you need is all bundled together here at a single price.
But then, what minivan features sport-tuned suspension and paddle-shifters? Along with the lower-profile tires and suspension tweaks, the F-Sport designation also gives the RX350 a unique eight-speed transmission.
The styling may be conservative, but it works, and the larger wheels pair nicely with the sheet metal. Strong accent lines run along the belt-line, and the folded-paper crispness of some of the angles is very Japanese. While it might not look radically different from something like a Venza in profile, it’s a pretty good-looking rig.
However, somewhat disappointingly, there isn’t any more power on tap. The engine, a silky-smooth 3.5L V6, still pumps out 270hp and 248lb/ft of torque.
It should be noted that this shape has been with Lexus for some time – it’s a face lifted version of the model that debuted in 2008 – but it has aged nicely. There’s a reason
Fuel economy is decent, at 11.2L/100kms in the city and 7.7L/100kms on the highway. This is about 0.5L/100kms better than the standard car in both cases, and as the RX encourages a relaxed driving style in all its trims, you may well see figures like this in regular use.
With a curb weight of nearly 2000kgs, that qualifies as adequate power, but nothing overwhelming. What’s more,

WHITE ROCK — Possibly for the first time ever, White Rock residents will see a lower than expected property tax increase due to an unforeseen rise in development projects in 2013. The tax increase was originally slated to be 3.25 per cent for 2014, but council amended the financial plan Monday to reduce that figure to 2.36 per cent. The new percentage equates to an increase of around $70 per single family detached home and $25 for strata properties. According to Mayor Wayne Baldwin, this was the first time in his memory that a tax increase was being lowered due to development. “Passing this will be the first time in I
don’t know how long, 40 or 50 years, that we’ve ever reduced a tax increase as a result of development,” he said. “So we can finally say that as a result of development taxpayers will see some relief. This is the first time I think I’ve seen it ever happen.” Other amendments made include additional one-time contributions to Tourism White Rock and special events, such as the sea festival. The contingency budget will also see a $100,000 increase to aid the city in the event that it ends up purchasing the water utility from current operator EPCOR. Funds from projects that were budgeted but not completed in 2013 were also carried over to 2014, while fire hydrant levies from EPCOR were also raised, with rates increasing 34 per cent from $365,523 to $488,124 — a difference of $122,061.
