With students back in classrooms, parents are likely wondering what’s to happen in a school year that could face disruptions from job action, funding issues and overcrowded classrooms.

On the forefront of the concerns is potential job action with school support workers represented by the Canadian Union of Public Employees (CUPE). As negotiations with the union are set to begin this week, the union has said a strike this fall is a legitimate possibility.

If that were to occur, questions about whether teachers – who will also be in labour talks – would respect CUPE picket lines remain unclear.

“I’m very optimistic as the negotiators get back to the table on the fourth, fifth and sixth of September that they’re all going to do their jobs,” said Education Minister and Surrey-Fleetwood MLA Peter Fassbender when asked about the potential school disruptions.

“I believe that we’ll find a solution, that is my hope and they’re going to work together to get there,” he said.

“I’m not going to presume anything at this stage. I want to see a school year without any disruption, that’s my goal, and I’ve heard CUPE say that as well, that’s their goal.”

The campaign to decriminalize marijuana in B.C. is making several stops in Surrey this week.

Its goal is to get residents to sign a petition that would put the issue up to a provincewide referendum.

Headed by Dana Larsen of Sensible BC, the campaign seeks to gather enough signatures in a petition to the province to force a referendum similar to the successful Fight HST campaign of 2010.

To do so, Larsen is required to gather signatures from at least 10 per cent of the province’s registered voters, equating to 360,000.

The petition will kick off on Sept. 9, after which organizers will have 90 days to collect the signatures needed. In the meantime, Larsen Dana Larsen is travelling around the province to raise awareness of the issue, with Surrey being his main target for the final week.

“We have a lot of people excited about this campaign, many are looking forward to getting involved and active in their communities,” he said. “There’s certainly a lot of districts in Surrey with people who could support us, so that’s why we’re doing these events here.”

According to Larsen, the goal of the referendum would be to decriminalize marijuana as legalization falls under federal jurisdiction. However, Larsen is hopeful that decriminalization would demonstrate the desire for legalization to the rest of the country.

“So what the province can do is use our jurisdiction over policing to get the police to stop making arrests over marijuana

“The ultimate goal is to legalize marijuana and have a regulated system, but that has to be done at the federal level.”

When asked about the chances for success, Larsen said he’s confident the campaign will secure the signatures needed, looking at the HST campaign as inspiration.

“They showed that this can be done and the people of British Columbia can stand up and use their democratic tools to make a difference in our province,” he said.

“And this issue definitely has a better pull and more support across Canada and the province than the HST campaign did, so our challenge is to convert that support into action and get people off the couch and active in this campaign.”

Finally, Larsen is hopeful that citizens will take the campaign seriously and prove to the rest of the country that British Columbians can get things done, even if the parties in power can’t.

“We certainly watched in Washington and Colorado, they did not have the support of Democrats or Republicans, but they had the support of the people and we’re looking at this the same way. The party leadership of the NDP and Liberals in B.C. have not endorsed us and, ultimately, we’re not really seeking their endorsement. We don’t have to rely on the whims of politicians, we can do this with people power.”

Larsen will be in Surrey three days this week to discuss the campaign, the first stop being Tuesday, Sept. 3 at the Fleetwood Library at 7 p.m. Larsen will also be meeting with the public on Thursday, Sept. 5 at the Guildford Library at 7 p.m. and Saturday,

Sept. 7 at the Ocean Park Library at 7 p.m.

The campaign will then kick off on Sept. 9.

SURREY BOARD OF TRADE WANTS STATUS QUO ON POT But just as Larsen is set to tour the city, the Surrey Board of Trade has come out in opposition of the movement, citing concerns over the impact that legalized marijuana may have on business.

“One of the things that we always take a look at is making sure we support business and we wanted to make sure our workplaces weren’t affected by outside influences on things like productivity, efficiency,” said SBoT CEO Anita Huberman.

“In terms of marijuana being legalized, we came to the conclusion that it would impact the workplace, that it would compromise productivity and in the end it would impact our economy.”

Citing situations where workers may show up to work high, the board looked at instances where employees might operate machinery while impaired, the inability to complete tasks and generally lower efficiency.

“Another point made was when it comes to marijuana, it could lead to other drug uses,” said Huberman.

“With alcohol it depends on the individual in terms of how they respond to that drink,” she said. And while alcohol may lead to addiction, Huberman is concerned marijuana has been “proven to be a starter drug” and its use might lead to users taking up other illicit drugs.

Police have recovered half of the bronze vases stolen from a South Surrey cemetery following a tip from a local scrap metal dealer.

According to Surrey RCMP Cpl. Bert Paquet, police were contacted Thursday by the manager of a Surrey metal recycling facility who said that somebody had recently turned in 28 bronze vases that had been taken from Victory Memorial Park.

“The manager of the (recycling) facility thought it was suspicious and had heard about the story (of the missing vases),” said Paquet.

“Our investigators attended the location and recovered 28 of the vases and confirmed with the manager of the cemetery that these are indeed the vases that had been stolen.”

As a result of legislation requiring all sellers of scrap metal to provide photo ID, police have now identified a Langley woman as a person of interest in this case.

“The property crime target team is looking for her right now,” said Paquet, noting that she’s known to police. “Hopefully, after we locate and speak with her we will be able to recover the rest of the property and bring closure to some of the families affected. We understand there are a lot of emotions involved in this case and we’re happy to have found half of the vases, but are definitely motivated to find the rest and bring the persons responsible to justice.”

The City of Surrey turns 20 this year and to celebrate, the city is holding two online contests.

Working with Surrey Archives, the city will put on a Surrey trivia contest during the week of Sept. 9. A daily archive photo will be posted in the “About Surrey� section of surrey.ca and people will be asked to visit each day and guess the current location of the photo. Each correct answer will be entered into a draw for one of three prize packages.

The other contest, which runs until Sept.

Events included a “toddler tournament� which identified the youngest person to take their first steps in the City of Surrey, and a “Mayor-thon� where mayors from 10 cities competed in “zany exploits.� The Vancouver Symphony Orchestra performed free concerts in the parks to celebrate the City of Parks.

In co-ordination with the celebrations, a time capsule was buried. It included items such as a District of Surrey rubber stamp, a picture of Fraser port, a tree seed kit, a Surrey souvenir pin and a letter from Chamber of Commerce president Peter Maarman and then-mayor Bob Bose.

Also in the sealed box are letters from 25 “keepers� of the capsule, explaining why they wanted to be a keeper and a commitment to return for its opening.

The time capsule was placed at a park in the Gateway Project and is set to be dug up on Sept. 11, 2018, the city’s 25th anniversary. “It was a piece of cake. Well, actually it was 400 pieces of cake.� That was the lead in a story from the Now on Sept. 14, 1994, and the cake was celebrating Surrey’s first anniversary as a city.

The first anniversary bash was held at Semiahmoo Park, which featured a $7,500 fireworks display. About 1,500 people attended the event.

Surrey school board still seeks Grandview resolution Depending on how the CUPE negotiations go, it may also be up to school districts around the province to pay for wage hikes, and districts are being asked to set money aside for potential support worker pay increases.

“We are operating under the co-operative gains mandate, so we are asking school districts to look at ways they can find efficiencies in their systems and fund any

increases that might be considered,” said Fassbender.

Shawn Wilson, chair of the Surrey school board, said while it may require some financial juggling, the board is prepared to take on this year’s financial challenges.

“Every year we face new pressures in our budget. This year might be particularly troublesome with a (possible) lift for support staff, but those are the challenges,” Wilson said.

Finally, Wilson said while it’s nice that the district will be seeing an additional 1,800 classroom spaces opening up by the spring, he’s hopeful the ministry will remain attuned to Surrey’s overcrowding issue.

“We’ve been catching up in the last couple of years and we’d really like to resolve that one issue in Grandview,” he said.

The B.C. branch of ACORN Canada is lobbying the provincial government to increase assistance rates for single parents with disabilities, and to end the “dollar-for-dollar clawback” on child support payments.

About 30 protesters, including ACORN members and people on disability, gathered at the King George SkyTrain station Thursday to rally outside a nearby social assistance office.

The group wants the B.C. Liberals to increase the monthly assistance rate for single parents from $906 to $1,206.

“The disability rate is not enough to live on,” said Tom Page, acting chair of the B.C. ACORN Disability Rights Group and a board member of the B.C. Poverty Reduction Coalition.

“Based on the rates, they’re living way below the poverty line, and so their children are living way below the

poverty line.

“We are here to ask the B.C. government to review its practices.

They have repeatedly told us there’s not enough money to raise the disability rate. The last time it was raised was in 2007, and that was a mere $50.”

Rachel Goodine, an ACORN spokesperson who is also on disability and is a single parent, said the current rates keep children of disabled Tom Page parents living about 50 per cent below the poverty line. She added that she has to claim her ex’s child support payments to the disability office – about $700 per month – which gets deducted from her monthly assistance.

“It’s really hard to get by on the rates, so I often go without nutrition so (my daughter) can have what she needs.”

Goodine noted that many women with children, herself included, have stayed in unhealthy relationships to avoid living in poverty, and that they’d have a fighting chance at getting out of poverty if their child support didn’t subsidize their disability payments.

While the assistance rate for disabled parents has increased by only $120 over the last decade, Goodine said she is hopeful that the Liberal government will be able to achieve a $300 increase for the nearly 100,000 disabled citizens receiving support.

“We met with Moira Stilwell when she was in charge of social development and she said there was no money in the budget,” she said.

he new school year begins this week, and it’s been a while since the year has kicked off with so much uncertainty in the education system.

Both public sector unions begin work without contracts, but this time it is the support staff (largely represented by CUPE) that is threatening to throw a wrench into the system.

Usually, the B.C. Teachers’ Federation can be counted on to lead the offensive against a government, but it has shifted gears somewhat and has let CUPE take centre stage.

CUPE’s 27,000 members haven’t had a raise in four years and they’re looking at a two per cent hike for

each of the two years of a proposed contract (the first year is already over).

The government’s position is that’s fine, as long as the money to pay for the wage increases can be found within existing school board budgets.

And so a game of chicken between the provincial government and school boards is about to begin, with CUPE watching with great interest and being in the odd position of actually hoping the government position will prevail (although it will never admit that).

School boards have been asked by the government to come up with “savings plans” that will pay for any costs resulting from a CUPE contract. The government insists some boards have done just that, yet haven’t identified which ones.

School trustees will no doubt complain about the unfairness of it all, but I’m sure Education Minister Peter Fassbender has been made aware that every year a number of school boards say it is flat out impossible

to balance their budgets (as required by law) and then what do you know? They table a balanced budget (albeit with some cuts in some places).

Of course, school trustees can make a fair case that the system is inadequately funded, since every year they grapple with escalating cost pressures such as MSP premiums, inflation, pension adjustments, etc.

But since they manage to balance their budgets, don’t be surprised if the government says a wage increase is simply one more cost pressure that has to be dealt with.

Meanwhile, CUPE has launched a television ad campaign aimed at wooing public support for their cause. Given that it has been the BCTF that has been the main foil of the government

for years and is far more associated with disruptions in the school system than support staff, I suspect CUPE may have a chance of winning some support.

One factor that may work in CUPE’s favour is just what kind of jobs are covered under the term “support staff.” Many people no doubt think of janitors and front office clerical staff when it comes to non-BCTF employees, but almost half of CUPE’s membership is “education assistants” who for the most part work with children with special needs.

And those education assistants, who perform duties that no doubt are strongly supported by the public, only work from “bell to bell,” which translates to about 25 hours a week.

Many need a second job to make a decent living.

It will be hard for either the government or school boards to make the case such employees aren’t worth a small wage increase.

Of course, any public support CUPE gains can be quickly thrown away with a picket line around a school for a few days. That’s why I think the union will be more creative and less disruptive with their tactics to put pressure on their employers.

And that’s why I’ll be surprised if CUPE doesn’t get some kind of wage hike at the end of the day (perhaps not retroactively, but more likely for the coming year).

Once a few school boards file those savings plans that create the ability to fund a wage hike, pressure will build on other boards to follow suit. If they don’t,

an unusual scenario could develop: because CUPE has a separate collective agreement with each school district, it’s possible some of its members would get wage hikes in some districts, but not in others.

Of course, even if the CUPE contract problems are resolved, another huge challenge looms on the horizon. That is getting the BCTF to agree to a longterm contract.

But those talks don’t even begin until October.

Hopefully the CUPE dispute isn’t still dragging on by then, or parents and students will have good reason to worry about a school year that may gradually deteriorate as the days go by.

TransLink’s art budget is obscene The Editor, Re: “Transit art budget slammed,” the Now, Aug. 29.

As a grassroots user of transit, I find TransLink’s art plan and budget stupid, obscene and unbelievable – and any transit official who proposed this deserves to be canned.

These bums are increasing transit fares every day, yet services don’t improve. They complain that they don’t have enough money while paying their staff six-digit salaries and pushing extra expenses to the local poor people. This agency must be scrapped or B.C. should bring in another agency to compete with these buffoons.

They are making the province less habitable and more expensive. I did some calculations and found out that it’s cheaper either to drive or depend on other means than to buy a one-zone transit fair, even if I was to work four or five days a week.

If that’s the case and transit doesn’t work for the common man, it should reduce our vehicle taxes and then we can get out of this stupid public transit mess.

In Amsterdam and Edinburgh, it can absolutely pour, yet their trams happily just splash their way through. Winter in Melbourne, Australia is just about as rainy as Vancouver (albeit a bit warmer), and that city has an extensive tram and train system.

As long as TransLink hires an engineer who realizes that water runs downhill and a few drains here and there would be a good idea, I think we’ll be OK with the rain.

hard rain fell as Mike Bose surveyed his latest corn maze, an attraction that has been cut into his field on 64th Avenue each of the past 14 years.

“This is good,” he said Thursday. “The dust has been pretty horrible. I’ll take a few puddles over that.”

The corn maze is cut into a 25-acre section of the Bose farm – the largest maze yet for the family-run enterprise, and the last remaining such labyrinth in Surrey.

Dwarfed by corn plants of up to 13 feet in height, people pay up to $7 each for the thrill of walking the maze, which opened for the season Aug. 24 and continues until harvest time in mid-October.

“We’ve already had some challenges with people getting lost this year – people who

“They’ve been in there for quite awhile.”

This year, the maze is cut into the shape of the Cloverdale Business Improvement Association logo, thanks to the work of renowned Utah-based maze designer Brett Herbst. Past years have featured mazes done in the shape of the Grey Cup game logo, Hockey Canada and other designs.

“My sons cut it out, and they’re good at it,” Bose said, referring to Kevin and Matthew.

“We plant the corn and then it’s cut into paths using a garden tractor and rototiller, and the trails are marked by hand – freehand art, one man, a can of spray paint.”

The maze on 156th Street is among the last three “big ones” in the region, according to Bose, along with one in Chilliwack and another in Pitt Meadows. All three debuted at the turn of the century, when several more were in operation locally.

“For those other ones, the ones no longer open, the corn was grown only to make the

maze,” Bose said. “People who come to a farm like this to participate in agri-tourism, they want it to be real – corn for harvest.

That’s the case for us and the other two.”

The corn crop is phenomenal this year, the farmer reported: “We got it in on time, we had the right amount of moisture early, it got hot and dry and we had good foggy nights, which feeds the corn, so it’s been excellent.”

With stands of corn so tall, the maze can be an intimidating experience for some, especially when the sun goes down. Some people don’t realize they’re claustrophobic until they’re well into it, Bose said.

Depending on the paths taken, the maze can become a five-kilometre walk – or run.

“People usually stay here for a couple hours, and we design the maze for an average time of an hour and a quarter in it,” said Bose, surrounded by a playground, concession stand, fire pit and dining tent.

“The general rule is, kids beat everybody (through the maze), girls beat boys, men suck at it and teachers usually have some trouble in there,” Bose continued.

“A compass will just tell you that north is that way,” he added. “A GPS will help you retrace your steps if you get completely lost.… And the iPhone is used by people who download the picture, but if you don’t know where you are in that picture, it won’t help at all.” tzillich@thenownewspaper.com

It all started with Nippy and Buster The Vancouver Aquarium Marine Mammal Rescue Centre has rescued animals for over 50 years.

In 1960, a small northern fur seal was brought to the Vancouver Aquarium after a harrowing experience. A fisher had accidentally caught him with his rod while fishing for salmon.

The tiny creature, later known as Nippy, was the Aquarium’s first rescue patient.

Dedicated Aquarium staff carefully removed the fishing gear from his little body and nursed him back to health.

“The work was, and still is, so intensely gratifying,” says Lindsaye Akhurst, manager of the Vancouver Aquarium Marine Mammal Rescue Centre. “When I began working for the Aquarium, I was so thrilled to help animals every day—many of whom were in danger because of human actions. But for staff at the Aquarium, it was becoming increasingly challenging to treat sick, “Our goal is to keep injured and orphaned improving what we do, marine mammals to be actively involved without a proper in research programs, facility.” and to share what we know with as many people as possible.”

Murray Newman, one of the founding directors of the Vancouver Aquarium, recalls the learning curve that was involved with caring for wild animals.

“Baby harbour seals were brought to us occasionally in the early days, but we had great difficulty feeding them because we didn’t realize they could not digest cow’s milk. My wife, Kathy, helped to get them started on a liquid diet. They snapped with their sharp little teeth, and one particularly energetic little fellow left a permanent scar on her elbow.”

In the years that followed, Aquarium staff cared for a number of rescued marine mammals. When there wasn’t room, staff often created make-shift habitats for the injured or sick animals that were rescued and rehabilitated at the Aquarium. Occasionally, patients with special needs were even taken home by Aquarium’s staff for extra, intensive care.

Despite not having a formal rescue centre, the team’s commitment to animal welfare was always apparent. Staff and volunteers brought animals to the Aquarium for treatment or travelled to locations where animals were stranded. No patient was too small or too big and, when tragedy struck, staff and volunteers were always ready to pitch in.

In 1989, staff at the Aquarium rescued and cleaned a number of sea otters covered in oil after the Exxon Valdez disaster off

In 2004, the Vancouver Aquarium Marine Mammal Rescue Centre was created. Located on land provided by the Vancouver Port Authority, the new facility gives staff and volunteers the space needed to manage their ever-increasing patient load.

The Rescue Centre is perhaps best known for rescuing harbour seal pups who garner much public attention with their cute faces and human-like cries, but over the past 50 years, the Aquarium has rescued a variety of animals. Patients at the Rescue Centre have included elephant seals, fur seals, sea otters, sea lions, and cetaceans (whales, dolphins, and porpoises) and thousands of harbour seal pups.

Nippy and Buster remained at the Aquarium for many years. The two even spent time together in the same habitat. During this time, the team was able to learn how to best care for and rehabilitate marine mammals.

Today, the Vancouver Aquarium Marine Mammal Rescue Centre provides world-class veterinary care to its patients. A highlyqualified medical team performs complicated medical procedures with cutting-edge diagnostic tools. The reputation of the facility has grown tremendously and attracts biology and veterinary students from around the world.

“Our goal is to keep improving what we do, to be actively involved in research programs, and to share what we know with as many people as possible,” says Dr. Martin Haulena, staff veterinarian at the Vancouver Aquarium.

Ever wonder what difference a few cents can make? A lot, if you add them up – and that’s what some North Delta seniors are looking to do.

Kennedy Seniors Recreation Centre will host a carnival on Saturday, Sept. 7 to raise funds for B.C. Children’s Hospital.

When they held the event for the first time last year, board member Laura Saker said people brought change by the barrow.

“A pub came down with a wheelbarrow full of pennies,” she said, which came to a sum of $337.29. “We had students and volunteers come in and spend a few days rolling pennies for us.”

Visitors paid pennies to play games and the Kennedy Seniors Society matched the amount of money collected, resulting in a donation of almost $2,000 for the hospital.

But since the federal government phased out the Canadian penny last spring, the organizers have changed the name of

Pennies or nickels, dimes, quarters or bills – whatever people want to bring to us, we’ll take it. the event from “penny carnival” to just “carnival.”

They’ll still take any coin you have, though.

“Pennies or nickels, dimes, quarters or bills – whatever people want to bring to us, we’ll take it,” Saker said. “The society will match up to $1,000 again this year,” she added.

The carnival will feature close to 20 game stations, a prize booth, lawn bowling, a display by the Fraser Valley Quilters Guild, and assorted grub like popcorn, candy floss, hot dogs, smoothies and the Delta Lion’s popular french fries. Anyone wanting to volunteer can email kennedyad@dccnet.com.

The carnival will be held from 10 a.m. to 3 p.m. at 11760 88th Ave., North Delta.

With students back in classrooms, parents are likely wondering what’s to happen in a school year that could face disruptions from job action, funding issues and overcrowded classrooms.

On the forefront of the concerns is potential job action with school support workers represented by the Canadian Union of Public Employees (CUPE). As negotiations with the union are set to begin this week, the union has said a strike this fall is a legitimate possibility.

If that were to occur, questions about whether teachers – who will also be in labour talks – would respect CUPE picket lines remain unclear.

“I’m very optimistic as the negotiators get back to the table on the fourth, fifth and sixth of September that they’re all going to do their jobs,” said Education Minister and Surrey-Fleetwood MLA Peter Fassbender when asked about the potential school disruptions.

“I believe that we’ll find a solution, that is my hope and they’re going to work together to get there,” he said. “I’m not going to presume anything at this stage.

I want to see a school year without any disruption, that’s my goal, and I’ve heard CUPE say that as well, that’s their goal.”

The campaign to decriminalize marijuana in B.C. is making several stops in Surrey this week.

Its goal is to get residents to sign a petition that would put the issue up to a provincewide referendum.

Headed by Dana Larsen of Sensible BC, the campaign seeks to gather enough signatures in a petition to the province to force a referendum similar to the successful Fight HST campaign of 2010.

To do so, Larsen is required to gather signatures from at least 10 per cent of the province’s registered voters, equating to 360,000.

The petition will kick off on Sept. 9, after which organizers will have 90 days to collect the signatures needed. In the meantime, Larsen Dana Larsen is travelling around the province to raise awareness of the issue, with Surrey being his main target for the final week.

“We have a lot of people excited about this campaign, many are looking forward to getting involved and active in their communities,” he said. “There’s certainly a lot of districts in Surrey with people who could support us, so that’s why we’re doing these events here.”

According to Larsen, the goal of the referendum would be to decriminalize marijuana as legalization falls under federal jurisdiction. However, Larsen is hopeful that decriminalization would demonstrate the desire for legalization to the rest of the country.

“So what the province can do is use our jurisdiction over policing to get the police to stop making arrests over marijuana

“The ultimate goal is to legalize marijuana and have a regulated system, but that has to be done at the federal level.”

When asked about the chances for success, Larsen said he’s confident the campaign will secure the signatures needed, looking at the HST campaign as inspiration.

“They showed that this can be done and the people of British Columbia can stand up and use their democratic tools to make a difference in our province,” he said.

“And this issue definitely has a better pull and more support across Canada and the province than the HST campaign did, so our challenge is to convert that support into action and get people off the couch and active in this campaign.”

Finally, Larsen is hopeful that citizens will take the campaign seriously and prove to the rest of the country that British Columbians can get things done, even if the parties in power can’t.

“We certainly watched in Washington and Colorado, they did not have the support of Democrats or Republicans, but they had the support of the people and we’re looking at this the same way. The party leadership of the NDP and Liberals in B.C. have not endorsed us and, ultimately, we’re not really seeking their endorsement. We don’t have to rely on the whims of politicians, we can do this with people power.”

Larsen will be in Surrey three days this week to discuss the campaign, the first stop being Tuesday, Sept. 3 at the Fleetwood Library at 7 p.m. Larsen will also be meeting with the public on Thursday, Sept. 5 at the Guildford Library at 7 p.m. and Saturday,

Sept. 7 at the Ocean Park Library at 7 p.m.

The campaign will then kick off on Sept. 9.

SURREY BOARD OF TRADE WANTS STATUS QUO ON POT But just as Larsen is set to tour the city, the Surrey Board of Trade has come out in opposition of the movement, citing concerns over the impact that legalized marijuana may have on business.

“One of the things that we always take a look at is making sure we support business and we wanted to make sure our workplaces weren’t affected by outside influences on things like productivity, efficiency,” said SBoT CEO Anita Huberman.

“In terms of marijuana being legalized, we came to the conclusion that it would impact the workplace, that it would compromise productivity and in the end it would impact our economy.”

Citing situations where workers may show up to work high, the board looked at instances where employees might operate machinery while impaired, the inability to complete tasks and generally lower efficiency.

“Another point made was when it comes to marijuana, it could lead to other drug uses,” said Huberman.

“With alcohol it depends on the individual in terms of how they respond to that drink,” she said. And while alcohol may lead to addiction, Huberman is concerned marijuana has been “proven to be a starter drug” and its use might lead to users taking up other illicit drugs.

Police have recovered half of the bronze vases stolen from a South Surrey cemetery following a tip from a local scrap metal dealer.

According to Surrey RCMP Cpl. Bert Paquet, police were contacted Thursday by the manager of a Surrey metal recycling facility who said that somebody had recently turned in 28 bronze vases that had been taken from Victory Memorial Park.

“The manager of the (recycling) facility thought it was suspicious and had heard about the story (of the missing vases),” said Paquet.

“Our investigators attended the location and recovered 28 of the vases and confirmed with the manager of the cemetery that these are indeed the vases that had been stolen.”

As a result of legislation requiring all sellers of scrap metal to provide photo ID, police have now identified a Langley woman as a person of interest in this case.

“The property crime target team is looking for her right now,” said Paquet, noting that she’s known to police. “Hopefully, after we locate and speak with her we will be able to recover the rest of the property and bring closure to some of the families affected. We understand there are a lot of emotions involved in this case and we’re happy to have found half of the vases, but are definitely motivated to find the rest and bring the persons responsible to justice.”

In co-ordination with the celebrations, a time capsule was buried. It included items such as a District of Surrey rubber stamp, a picture of Fraser port, a tree seed kit, a Surrey souvenir pin and a letter from Chamber of Commerce president Peter Maarman and then-mayor Bob Bose.

Also in the sealed box are letters from 25 â&#x20AC;&#x153;keepersâ&#x20AC;? of the capsule, explaining why they wanted to be a keeper and a commitment to return for its opening.

The time capsule was placed at a park in the Gateway Project and is set to be dug up on Sept. 11, 2018, the cityâ&#x20AC;&#x2122;s 25th anniversary. â&#x20AC;&#x153;It was a piece of cake. Well, actually it was 400 pieces of cake.â&#x20AC;? That was the lead in a story from the Now on Sept. 14, 1994, and the cake was celebrating Surreyâ&#x20AC;&#x2122;s first anniversary as a city.

The first anniversary bash was held at Semiahmoo Park, which featured a $7,500 fireworks display. About 1,500 people attended the event.

Finally, Wilson said while it’s nice that the district will be seeing an additional 1,800 classroom spaces opening up by the spring, he’s hopeful the ministry will remain attuned to Surrey’s overcrowding issue.

“We’ve been catching up in the last couple of years and we’d really like to resolve that one issue in Grandview,” he said.

The B.C. branch of ACORN Canada is lobbying the provincial government to increase assistance rates for single parents with disabilities, and to end the “dollar-for-dollar clawback” on child support payments.

About 30 protesters, including ACORN members and people on disability, gathered at the King George SkyTrain station Thursday to rally outside a nearby social assistance office.

The group wants the B.C. Liberals to increase the monthly assistance rate for single parents from $906 to $1,206.

“The disability rate is not enough to live on,” said Tom Page, acting chair of the B.C. ACORN Disability Rights Group and a board member of the B.C. Poverty Reduction Coalition.

“Based on the rates, they’re living way below the poverty line, and so their children are living way below the

poverty line.

“We are here to ask the B.C. government to review its practices.

They have repeatedly told us there’s not enough money to raise the disability rate. The last time it was raised was in 2007, and that was a mere $50.”

Rachel Goodine, an ACORN spokesperson who is also on disability and is a single parent, said the current rates keep children of disabled Tom Page parents living about 50 per cent below the poverty line. She added that she has to claim her ex’s child support payments to the disability office – about $700 per month – which gets deducted from her monthly assistance.

“It’s really hard to get by on the rates, so I often go without nutrition so (my daughter) can have what she needs.”

Goodine noted that many women with children, herself included, have stayed in unhealthy relationships to avoid living in poverty, and that they’d have a fighting chance at getting out of poverty if their child support didn’t subsidize their disability payments.

While the assistance rate for disabled parents has increased by only $120 over the last decade, Goodine said she is hopeful that the Liberal government will be able to achieve a $300 increase for the nearly 100,000 disabled citizens receiving support.

“We met with Moira Stilwell when she was in charge of social development and she said there was no money in the budget,” she said.

he new school year begins this week, and it’s been a while since the year has kicked off with so much uncertainty in the education system.

Both public sector unions begin work without contracts, but this time it is the support staff (largely represented by CUPE) that is threatening to throw a wrench into the system.

Usually, the B.C. Teachers’ Federation can be counted on to lead the offensive against a government, but it has shifted gears somewhat and has let CUPE take centre stage.

CUPE’s 27,000 members haven’t had a raise in four years and they’re looking at a two per cent hike for

each of the two years of a proposed contract (the first year is already over).

The government’s position is that’s fine, as long as the money to pay for the wage increases can be found within existing school board budgets.

And so a game of chicken between the provincial government and school boards is about to begin, with CUPE watching with great interest and being in the odd position of actually hoping the government position will prevail (although it will never admit that).

School boards have been asked by the government to come up with “savings plans” that will pay for any costs resulting from a CUPE contract. The government insists some boards have done just that, yet haven’t identified which ones.

School trustees will no doubt complain about the unfairness of it all, but I’m sure Education Minister Peter Fassbender has been made aware that every year a number of school boards say it is flat out impossible

to balance their budgets (as required by law) and then what do you know? They table a balanced budget (albeit with some cuts in some places).

Of course, school trustees can make a fair case that the system is inadequately funded, since every year they grapple with escalating cost pressures such as MSP premiums, inflation, pension adjustments, etc.

But since they manage to balance their budgets, don’t be surprised if the government says a wage increase is simply one more cost pressure that has to be dealt with.

Meanwhile, CUPE has launched a television ad campaign aimed at wooing public support for their cause. Given that it has been the BCTF that has been the main foil of the government

for years and is far more associated with disruptions in the school system than support staff, I suspect CUPE may have a chance of winning some support.

One factor that may work in CUPE’s favour is just what kind of jobs are covered under the term “support staff.” Many people no doubt think of janitors and front office clerical staff when it comes to non-BCTF employees, but almost half of CUPE’s membership is “education assistants” who for the most part work with children with special needs.

And those education assistants, who perform duties that no doubt are strongly supported by the public, only work from “bell to bell,” which translates to about 25 hours a week.

Many need a second job to make a decent living.

It will be hard for either the government or school boards to make the case such employees aren’t worth a small wage increase.

Of course, any public support CUPE gains can be quickly thrown away with a picket line around a school for a few days. That’s why I think the union will be more creative and less disruptive with their tactics to put pressure on their employers.

And that’s why I’ll be surprised if CUPE doesn’t get some kind of wage hike at the end of the day (perhaps not retroactively, but more likely for the coming year).

Once a few school boards file those savings plans that create the ability to fund a wage hike, pressure will build on other boards to follow suit. If they don’t,

an unusual scenario could develop: because CUPE has a separate collective agreement with each school district, it’s possible some of its members would get wage hikes in some districts, but not in others.

Of course, even if the CUPE contract problems are resolved, another huge challenge looms on the horizon. That is getting the BCTF to agree to a longterm contract.

But those talks don’t even begin until October.

Hopefully the CUPE dispute isn’t still dragging on by then, or parents and students will have good reason to worry about a school year that may gradually deteriorate as the days go by.

TransLink’s art budget is obscene The Editor, Re: “Transit art budget slammed,” the Now, Aug. 29.

As a grassroots user of transit, I find TransLink’s art plan and budget stupid, obscene and unbelievable – and any transit official who proposed this deserves to be canned.

These bums are increasing transit fares every day, yet services don’t improve. They complain that they don’t have enough money while paying their staff six-digit salaries and pushing extra expenses to the local poor people. This agency must be scrapped or B.C. should bring in another agency to compete with these buffoons.

They are making the province less habitable and more expensive. I did some calculations and found out that it’s cheaper either to drive or depend on other means than to buy a one-zone transit fair, even if I was to work four or five days a week.

If that’s the case and transit doesn’t work for the common man, it should reduce our vehicle taxes and then we can get out of this stupid public transit mess.

I am writing in favour of continuing the present SkyTrain line from Surrey to Langley. It is a proven system that has promoted much development along its route – i.e. Metrotown and our City Centre. It seems the advantages of SkyTrain outweigh the additional cost.

The B-Line should take the pressure away from building light rail along the Guildford and Newton routes.

I don’t know what happened to the San Diego train, but it seems like poor planning.

I have personal experience with at least three rainy cities that have at-grade rail transit where the rain has no effect on the service.

In Amsterdam and Edinburgh, it can absolutely pour, yet their trams happily just splash their way through. Winter in Melbourne, Australia is just about as rainy as Vancouver (albeit a bit warmer), and that city has an extensive tram and train system.

As long as TransLink hires an engineer who realizes that water runs downhill and a few drains here and there would be a good idea, I think we’ll be OK with the rain.

Ms. McCauley’s experience with Canada Post is certainly not unique. We live in a condominium complex in White Rock and have had the same experience numerous times over more than 20 years. In addition, there is frequently no delivery at all on Fridays, or Mondays – a good way for the mail person to get a long weekend.

Roads are too rough The Editor, Road repair and paving during the summer season is everywhere. The ongoing asphalt job from the stretch of 64th Avenue starting from the corner of 120th Street going eastbound leaves much to be desired.

The finish is rough, bumpy and is almost like driving on a dirt road. Surely the contractor can do better? One can only wonder and compare.

hard rain fell as Mike Bose surveyed his latest corn maze, an attraction that has been cut into his field on 64th Avenue each of the past 14 years.

“This is good,” he said Thursday. “The dust has been pretty horrible. I’ll take a few puddles over that.”

The corn maze is cut into a 25-acre section of the Bose farm – the largest maze yet for the family-run enterprise, and the last remaining such labyrinth in Surrey.

Dwarfed by corn plants of up to 13 feet in height, people pay up to $7 each for the thrill of walking the maze, which opened for the season Aug. 24 and continues until harvest time in mid-October.

“We’ve already had some challenges with people getting lost this year – people who

“They’ve been in there for quite awhile.”

This year, the maze is cut into the shape of the Cloverdale Business Improvement Association logo, thanks to the work of renowned Utah-based maze designer Brett Herbst. Past years have featured mazes done in the shape of the Grey Cup game logo, Hockey Canada and other designs.

“My sons cut it out, and they’re good at it,” Bose said, referring to Kevin and Matthew.

“We plant the corn and then it’s cut into paths using a garden tractor and rototiller, and the trails are marked by hand – freehand art, one man, a can of spray paint.”

The maze on 156th Street is among the last three “big ones” in the region, according to Bose, along with one in Chilliwack and another in Pitt Meadows. All three debuted at the turn of the century, when several more were in operation locally.

“For those other ones, the ones no longer open, the corn was grown only to make the

maze,” Bose said. “People who come to a farm like this to participate in agri-tourism, they want it to be real – corn for harvest.

That’s the case for us and the other two.”

The corn crop is phenomenal this year, the farmer reported: “We got it in on time, we had the right amount of moisture early, it got hot and dry and we had good foggy nights, which feeds the corn, so it’s been excellent.”

With stands of corn so tall, the maze can be an intimidating experience for some, especially when the sun goes down. Some people don’t realize they’re claustrophobic until they’re well into it, Bose said.

Depending on the paths taken, the maze can become a five-kilometre walk – or run.

“People usually stay here for a couple hours, and we design the maze for an average time of an hour and a quarter in it,” said Bose, surrounded by a playground, concession stand, fire pit and dining tent.

“The general rule is, kids beat everybody (through the maze), girls beat boys, men suck at it and teachers usually have some trouble in there,” Bose continued.

“A compass will just tell you that north is that way,” he added. “A GPS will help you retrace your steps if you get completely lost.… And the iPhone is used by people who download the picture, but if you don’t know where you are in that picture, it won’t help at all.” tzillich@thenownewspaper.com

It all started with Nippy and Buster The Vancouver Aquarium Marine Mammal Rescue Centre has rescued animals for over 50 years.

In 1960, a small northern fur seal was brought to the Vancouver Aquarium after a harrowing experience. A fisher had accidentally caught him with his rod while fishing for salmon.

The tiny creature, later known as Nippy, was the Aquarium’s first rescue patient.

Dedicated Aquarium staff carefully removed the fishing gear from his little body and nursed him back to health.

“The work was, and still is, so intensely gratifying,” says Lindsaye Akhurst, manager of the Vancouver Aquarium Marine Mammal Rescue Centre. “When I began working for the Aquarium, I was so thrilled to help animals every day—many of whom were in danger because of human actions. But for staff at the Aquarium, it was becoming increasingly challenging to treat sick, “Our goal is to keep injured and orphaned improving what we do, marine mammals to be actively involved without a proper in research programs, facility.” and to share what we know with as many people as possible.”

Murray Newman, one of the founding directors of the Vancouver Aquarium, recalls the learning curve that was involved with caring for wild animals.

“Baby harbour seals were brought to us occasionally in the early days, but we had great difficulty feeding them because we didn’t realize they could not digest cow’s milk. My wife, Kathy, helped to get them started on a liquid diet. They snapped with their sharp little teeth, and one particularly energetic little fellow left a permanent scar on her elbow.”

In the years that followed, Aquarium staff cared for a number of rescued marine mammals. When there wasn’t room, staff often created make-shift habitats for the injured or sick animals that were rescued and rehabilitated at the Aquarium. Occasionally, patients with special needs were even taken home by Aquarium’s staff for extra, intensive care.

Despite not having a formal rescue centre, the team’s commitment to animal welfare was always apparent. Staff and volunteers brought animals to the Aquarium for treatment or travelled to locations where animals were stranded. No patient was too small or too big and, when tragedy struck, staff and volunteers were always ready to pitch in.

In 1989, staff at the Aquarium rescued and cleaned a number of sea otters covered in oil after the Exxon Valdez disaster off

In 2004, the Vancouver Aquarium Marine Mammal Rescue Centre was created. Located on land provided by the Vancouver Port Authority, the new facility gives staff and volunteers the space needed to manage their ever-increasing patient load.

The Rescue Centre is perhaps best known for rescuing harbour seal pups who garner much public attention with their cute faces and human-like cries, but over the past 50 years, the Aquarium has rescued a variety of animals. Patients at the Rescue Centre have included elephant seals, fur seals, sea otters, sea lions, and cetaceans (whales, dolphins, and porpoises) and thousands of harbour seal pups.

Nippy and Buster remained at the Aquarium for many years. The two even spent time together in the same habitat. During this time, the team was able to learn how to best care for and rehabilitate marine mammals.

Today, the Vancouver Aquarium Marine Mammal Rescue Centre provides world-class veterinary care to its patients. A highlyqualified medical team performs complicated medical procedures with cutting-edge diagnostic tools. The reputation of the facility has grown tremendously and attracts biology and veterinary students from around the world.

“Our goal is to keep improving what we do, to be actively involved in research programs, and to share what we know with as many people as possible,” says Dr. Martin Haulena, staff veterinarian at the Vancouver Aquarium.

“Our ultimate goal is to better understand the threats faced by marine mammal species and the environment that we so closely share.”

It’s no secret White Rock is home to artists of all forms, but the inaugural Fall Festival of the Arts aims to point a bigger spotlight on the city’s contribution to the world of arts.

“The time frame is fairly big. It goes from September all the way to the end of October,” said White Rock Mayor Wayne Baldwin.

“It’s not like a weekend blitz; it’s more like a two-month long blitz.”

Some of the events are pre-existing, such as International Artists Day, which will close out the arts bonanza, and some are brand new, such as an arts-themed gala night.

Baldwin explained that the gala – for which there are only 200 tickets available – will feature top name artists and their works. The entrance ticket gives each holder a voucher they can use to bid on the works presented by the artists.

“There are a number of very prominent artists – I was surprised at the names of some who we got, but these are pretty highlevel artists,” Baldwin said.

One of the bonuses to come from the gala is that some of the featured artists are also interested in teaching.

“They have a strong interest in that and we are trying to offer them up as it were to the schools,” he said.

The idea is to have some of these very

There are plenty of other events you will find under the Fall Festival of the Arts banner, including the upcoming exhibit Rock, Paper, Scissors: The Transformative Power of Craft at the White Rock Museum.

That opens Sept. 6.

In addition to music and performances, there will be a mobile drawing unit, artist auctions, the gala and more.

One of the new events is a local take on the existing event in Richmond and elsewhere called the Grand Prix of Painting.

The White Rock version is called Paint the Town and will have artists in a number of venues who have a specific task or setting to capture within a certain amount of time.

At the end, the works are all auctioned off.

Baldwin said that while White Rock has always been a haven for artists, the Fall Festival of the Arts brings everything together in a new way.

“What we’re doing is co-ordinating it and bringing it together and elevating it to a degree.” The invited artists “give it that little extra lift” to complement the varied local talent who already call the Peninsula home.

“We have some amazing people here.”

Sources Food Bank is trying out a new way of fundraising that’s sure to get people talking – host a “Brunch for the Bank.”

The idea is to gather friends, family, coworkers and neighbours together at your home or place of choice to have brunch.

Attendees give a donation to participate and that money then goes to support the food bank.

“It’s probably the simplest fundraiser you’ve ever participated in,” said Natasha Raey, co-ordinator of Sources’ Build a Bank campaign.

In addition to Brunch for the Bank, another event supporting the campaign takes place Sept. 10 at 5 p.m. at the White Rock Pier, called Pebble Pedal for the Bank, featuring local celebrity cyclists.

The campaign seeks to raise $250,000 to renovate the food bank’s new location (2343 156th St.), which they moved to in July after finding their old space too small

for its needs.

“At our old location, when a client came in to register, they were registering right out in the open… and a lot of people when they have to come for the first time, it’s quite traumatic and we wanted a more respectful setting to sit people down.… So our new location sort of affords that,” said food bank manager Jaye Murray.

The new space offers a private room for volunteers to meet with clients who wish to register for the food bank, something the previous location didn’t have. Murray said she is happy about that addition, but there is still much to be done, such as building a second floor for storage, opening a store and installing an elevator.

“Everything is backed up because we’re waiting for this to happen, but it’s going to be fantastic (once) it’s done,” she said.

More than 550 people benefit from the Sources Food Bank each week, one-third of whom are children.
