THE SURREY BOARD OF EDUCATION has managed to balance its budget for the upcoming school year, but trustees warn that while they “dodged a bullet” this year, that might not be the case in the future. The Surrey School District was anticipating a shortfall of up to $10 million for the 2011-12 school year. However, money left over from the current year totalling about $7.1 million – saved by having spent less than expected on things such as snow clearing, light and heat – helped bail the district out of a deficit situation. While that’s good news today, said Trustee Terry Allen, the situation is one that’s unsustainable and leaves Surrey vulnerable. “The use of one-time surplus funds to support ongoing expenditures does create financial challenges that will need to be addressed,” said Allen, chair of the budget committee. Simply put, said board chair Laurae McNally, “In future years, that surplus may not be there, we don’t know. You can’t rely on it.” McNally said without the savings found this year, there would definitely have been cuts to staff and/or programs in the fall. “We dodged the bullet this year – but you can’t count on dodging the bullet every year,” she said. Another $3.7 million or so in savings was also found by reassigning resources and reducing variTerry Allen ous expenditures. Turning out lights and limiting paper use has saved much-needed dollars, McNally said. “They sound like petty little things but they do add up over time.” Unlike most school districts in B.C., student enrolment continues to climb in Surrey. An estimated 70,360 full-time students are expected to attend local schools in September – an increase of more than 1,000 from this school year. Surrey’s $570-million operating budget includes the hiring of about 55 more teachers and 35 educational assistants to cover the influx of new students. By law, B.C. school boards are required to submit a balanced operating budget annually to the Ministry of Education. The district has yet to receive any capital dollars from the province. It’s been six years since money was allocated to Surrey to build new school space, leaving thousands of students learning in the more than 230 portables littering local school grounds. B.C.’s finance minister and Surrey-Cloverdale MLA Kevin Falcon promised recently that a capital funding injection is imminent. McNally says she’ll believe it when she sees it.

Johnson Space Center in Houston in July to compete alongside 11 other teams from around the world. The Surrey students are the only Canadian team to be a finalist in the competition’s 18-year history. “For a school to make it to the finals on a first submission is unheard of,” says teacher-sponsor Joe Sihota. “What they’ve done is astounding.” The competition puts high school students in the moonboots of aerospace industry engineers in designing a city in space for 10,000 people, taking into consideration the housing, health, education, recreation, nutrition and employment needs of the population. Students Supreet Singh, Smruthi Nair, Nikhil (Nik) Dhingra and Seshan Nair spent 45 hours a week from November to March working on their project while still keeping up with their regular school work and parttime jobs. The result is a comprehensive, 55-page proposal submitted by the teen’s fictitious company PM Aerospace

for the design, development and operation of “Auroria,” a donut-shaped luxury space colony located in the asteroid belt between Mars and Jupiter. “It was a really intense, detailed and different type of project,” says Dhingra. “We just wanted to give it a try.” Students had to rely heavily on their familiarity with physics, engineering and economics in order to provide the level of detail the project required, and even their teachers were struck by their knowledge. At the finals in Houston, the foursome will be placed on a team with other finalists from around the globe and will have 48 straight hours to once again design a city in space. The difference this time is that engineers from NASA will be on-site to provide guidance. Princess Margaret’s principal, Neder Dhillon, says the school is proud of the group for accomplishing something no other Canadian team has managed to do. “When they first submitted their proposal, a couple of students came and spoke at a staff meeting and shared what they were doing,” says Dhillon. “We were completely blown away.” After making a presentation to the Rotary Club of Surrey-Newton, members were so impressed they agreed to cover the students’ travel expenses, estimated at $7,900.

A SPECIAL prosecutor has approved numerous charges against four Mounties involved in the so-called “Surrey Six” homicide case. A total of 20 charges have been approved against RCMP officers Derek Brassington, David Attew, Paul Johnston and Danny Michaud, who were all involved in the North Surrey mass murder investigation in which six people were killed in a Whalley highrise in October 2007. Two of the six killed were innocent Chris Mohan bystanders: 22-year-old Chris Mohan from Surrey and Ed Schellenberg, 55, of Abbotsford. Earlier this year, the province’s Criminal Justice Branch publicly announced that special prosecutor Christopher Considine was appointed to look into allegations of an inappropriate relationship between an officer involved in the investigation and a potential witness. Brassington and Attew each face charges of breach of trust, obstruction of justice and fraud, while Johnston and Michaud face charges of breach of trust and obstruction of justice. Several people have been charged in the 2007 slaying. The House of Commons passed Bill C-6 Saturday night after a 58-hour marathon debate and was quickly approved by the Senate and given royal assent. The legislation imposes a settlement and ends the lockout of nearly 50,000 postal workers that began June 14 after a series of rotating strikes. Angry postal workers protested in Vancouver Monday, denouncing the Conservative government’s imposition of wages that are lower than Canada Post had offered the union earlier in the dispute.

Robert Mulvin, president of the Vancouver local of the Canadian Union of Postal Workers (CUPW), said members are “deeply disturbed� by the outcome but will comply. “The feeling ... is that the management of [Canada Post] has been working hand-inhand with the Harper government from the beginning,� he said. “The employer has had no incentive to bargain in good faith, knowing full well that the government would intervene...� The NDP Official Opposition fought the legislation, calling it a threat to workers’ collective bargaining rights, and tried to delay it as long as possible to buy time for a negotiated deal that would supersede the one threatened through legislation. The NDP then tried to amend the bill to raise the wage levels to be imposed, but the amendment was defeated by the Conservative majority. Labour minister Lisa Raitt said Ottawa had

T

he nation-wide postal shutdown may not be inconveniencing too many people, as most don’t rely on the mail the way they once did. However, it may prove to be a big factor in the provincial referendum on the Harmonized Sales Tax. The last referendum voting package was supposed to be delivered by Friday, June 24, but that was not possible after Canada Post locked out the Canadian Union of Postal Workers in mid-June. And passage of the federal government’s back-to-work legislation has been held up by lengthy Opposition debate in the House. Meanwhile, it appears thousands of HST ballots are currently sitting in limbo somewhere in post offices and distribution centres – maybe not even in B.C. Much of the country’s mail goes through Toronto, including mail that originates in B.C. It isn’t clear whether the HST referendum packages have gone there or not, but the modern mail delivery system is built on routing large volumes of mail through specific sorting plants. While Craig James, B.C. acting chief electoral officer, said there are no plans to change the referendum timetable, Elections B.C. has the option to push back the deadline for returning ballots. James might want to consider that option. At present, the timetable calls for all completed voting packages to be in the hands of Elections BC by Friday, July 22. This is a tight deadline considering all the packages have yet to be delivered to British Columbians. While there will be opportunities to drop off the completed voting packages (including a location at Semiahmoo Shopping Centre), some will opt for returning them through the mail system, once it’s up and running again. This is particularly likely when considering that many people take vacations in early July and won’t be going to great lengths to find a place where a completed referendum voting package can be dropped off. The vote on the future of the HST is a very important one. Not only is it crucial in determining B.C. tax policy, it is seen by many as an opportunity to strike a blow for democracy and public consultation. While the government handled the HST issue badly for much of the past two years, it is now consulting the public in a meaningful way. It would be most unfortunate if that consultation were to be crippled by a postal dispute.

were out in full force this year, probably encouraged by organized anarchists who will use any opportunity to undermine our present laws. What absolutely amazed me was the lax attitude by the Vancouver police and the riot squad during this whole sad event. Such was probably out of fear that again some could be charged with “police brutality.” It has become very apparent that many of our younger generation have no respect for the law. Such is very understandable as we have no adequate punishment and too many “ambulance-chasing lawyers” and appointed judges who cannot be held accountable for their previous decisions during re-election unlike as in the U.S. It appears that our Canadian justice system is like one big family feeding on crime instead of upholding our laws. Further, it was hard to understand why Vancouver was so ill-prepared for this riot, which was predicted by many in case of a loss or even a win by the Canucks. Police weapons appeared to be completely inadequate and failed to move offenders out of the downtown area. Their 30-inch wooden riot sticks still left smiles on the faces of many who got hit. I am sure in other countries more drastic measures would have been taken like the use of rubber bullets. Trucks equipped with water cannons have proven to be excellent tools to move crowds as I have seen in Europe as they would have blown some of these punks right off their feet. As a teenager I was hit for no reason by a mounted riot officer who struck me with his four-footlong leather riding whip. It left a purple mark on my back from my shoulder to my waist. After 55 years I still remember the pain and made sure I was never anywhere where such could happen again. Maybe next event, Vancouver should be prepared much better and have army commandos on stand-by who will certainly be less tolerant than the Vancouver police. Pieter Spierenburg, Surrey

It is so discouraging to see the misinformation about the problem of mercury in compact fluorescent lamps (CFLs) popping up all over the place, including the top of a recent Leader letters’ page. Our family has been using them for about 20 years now. We started off with just two or three bulbs, since each one cost $15 to $20, and that was in 1990 dollars. Now, every location in our house that can hold a CFL has one. Over the time we have used them, we have had

to recycle at most 25 bulbs, or a little over one a year on average. I wonder how many watch batteries an average household throws in the garbage during a year. One tiny battery contains more mercury than one CFL. Additionally, the mercury released in the generation of electricity must be factored into the equation, since incandescent bulbs use four times as much energy as CFLs. In B.C., we are lucky that our own sources of electricity release little mercury, but at peak times when we have to import energy from other places, this can involve sources generated from the burning of fossil fuels.

In that case, incandescent bulbs can actually cause more mercury to be released into the atmosphere than CFLs. So, let’s get on with saving our environment by reducing the energy we use. We just need to make sure that we take the proper precautions and recycle the bulbs rather than throwing them in the garbage, so that the mercury in them is properly contained. We can also be early adopters of yet another new technology, and try out the new LED lights as they come to market. Loretta Bogert-O’Brien, Surrey

Surrey’s got a suite scam WE HAVE AN appliance that is costing us $373 a year in city fees because the City of Surrey, in its infinite wisdom, has decreed that if you have an additional stove in your house, you have a suite and are therefore subject to suite fees. We have no issue with paying for what we use, but where is the fairness in our having to pay the additional charge of $373 per year for an unused appliance in our own home, when there are homes in this neighbourhood that are occupied by extended families that outnumber us three to one? After doing a little online research, I was able to identify 17 homes within a three-block stretch on either side of our home that are also

being charged the suite fees (this information is available on the city’s website). That amounts to $6,341 in additional revenue from just three blocks on one street. The sad part is that I know of several homes in my area with tenanted suites in them, but they are not on record with the city as containing a suite and so do not pay the suite fee. It is an obvious scam on the city’s behalf to extract extra revenue from a soft target, and it is inequitable. A second stove in my basement puts no stress on the city; it uses no city utilities or services, therefore when fees are still demanded it is simply theft. The city has initiated this scam rather than deal with the real problem.

The city’s mayor and council don’t have the nerve to pursue the true abusers of the system, i.e. multi-suite homes and boarding houses disguised as single-family residences, so, it devises ways of making up the short fall by pursuing people like us. Considering the waste of taxpayer dollars that goes on unchecked in this city, it is time that council figured out how to apply a user-pay system. If everyone who is paying this additional tax voted against the incumbent council members in the next election, perhaps we could elect some fiscally responsible individuals for a change. CHANGE IS GOOD, and so I’m taking a new route for the morning commute. Fraser Highway has plantings in the median and they are flourishing and flowering now in late June. What an unlikely place for a plant to thrive, blasted by exhaust fumes and whipped by the wind of passing cars. Mounds of coral and bubble gum pink roses are inter-planted with purple echinacea and the many coloured grasses that have become so popular. Wind and grass are wonderful companions and they ripple and sway as the cars roar past. I love the chartreuse foliage of the spirea. Their muted dusky rose flower heads have a wistful feel of gardens of an age past. Some master gardener hired for the task selected these plants for their hardiness and ability to thrive I’m sure. City planners have many demands on their coffers. I’m so thankful that Langley and Surrey have budgeted for beauty. Glenda Penner

Irrespective of court funding problems, Canada’s all-purpose Charter of Rights and Freedoms will come in handy for all those who, in response to being charged with criminal conduct during their post-playoff “love-in,” will claim having their charter rights to free expression violated. After all... that’s the Canadian way, assuring that none of the looters and arsonists will see the inside of a jail cell, but instead will have to endure the wrath of Canada’s tough judicial system by being made to suffer the indignity of house arrest and the severe punishment of conditional sentences. Indeed, can a class action suit against the City of Vancouver be far behind on behalf of all rioters whose pictures were taken without their explicit consent, in clear violation of their charter rights to personal “privacy”? AS BRITISH COLUMBIANS prepare to vote in the referendum on the Harmonized Sales Tax, who do they trust for information? According to a recent Angus Reid poll, 63 per cent of people believe small business is the most credible source. That’s far above Premier Christy Clark (40 per cent), Finance Minister Kevin Falcon (33 per cent), NDP leader Adrian Dix (35 per cent), unions (28 per cent) and the media (37 per cent), according to the poll. Even Bill Vander Zalm can’t touch small business, with 47 per cent saying he is a credible source of information. Small business owners have credibility because they consis-

tently demonstrate concern for their customers and communities, the pollster suggests. Many business owners who stood to benefit from paying lower taxes still opposed it because they were worried about their customers. As a group, small business didn’t ask for the HST and didn’t jump to defend it when it was announced. At the initial proposed rate of 12 per cent (five per cent federal GST plus seven per cent PST), 45 per cent of small businesses supported the HST. Support jumped to 83 per cent following the two-stage, twopercentage point cut to the provincial rate (for a total HST of 10 per cent) recently announced by Falcon. The two-point cut to the

HST makes it a definite win for businesses and their customers, Angus Reid says. With the HST, overall sales taxes would be 10 per cent by 2014. If B.C. goes go back to the PST/GST, sales taxes will stay at 12 per cent – although taxes on items such as restaurant meals and haircuts that were previously exempt from PST, and now subject to HST, would presumably go back to being lower. For many businesses, the polling group points out, the HST is good for the bottom line, leaving more money available to buy equipment, increase wages and lower prices. Game on for students Frank Hurt teens produce video games through SFU Black Press PLAYING VIDEO games comes easy for most teens. But one class of Surrey secondary students is learning that creating those games takes time, talent and a little teamwork. The class of Grade 10-12 students at Frank Hurt Secondary has been enrolled this spring in a digital game development pilot project, taught by their teacher and instructors from Simon Fraser University. The course is designed to teach students to develop an idea through its design and programming stages – and produce a full-fledged video game. “The idea is to get to students who show an interest in this area early, and include these skills in middle and high school education,” says David Milam, a Ph.D student in SFU Surrey’s School of Interactive Arts and Technology and visiting instructor. Milam focuses on game design, critique, user experience and industry knowledge, while grad student Katie Seaborn teaches technical artistry. The course is taught by the school’s computer and IT instructor Darren Yung. He says SFU’s direct involvement in the classroom has made a huge difference. “We’re grateful for the expertise and the exposure the students are getting,” says Yung. The school plans to offer the course once again in the fall. Students work in teams of three to build games using tools that apply concepts they learn in class. Each team is responsible for creating three games, allowing the students to take on the role of artist, programmer and designer. “The students get to try out situations in each role – similar to what they would find in game or software development industry production environments – with the task of developing an interactive media product from concept to final product, then demonstrating them to parents, friends and others

In the game Yung’s Island (poking fun at teacher Darren Yung), students created a colourful Polynesian-style setting, based on intricate drawings, for a game of cooperative play, looking for uninhabited islands in the Bermuda triangle. “These kids show a lot of promise,” says Milam. Principal Gloria Sarmento says the connection has given students an opportunity to work with and learn from staff and students at SFU and provided them with an experience currently only available at Frank Hurt. “We’re hopeful that we can continue this partnership and expand the opportunities provided to our students,” Sarmento says.

ICBC would tell officers if an image matches a record in the database, he said, but wouldn’t share the name until police get a court order. “It’s a very new development for us to be able to put images into our system,� Grossman said. “At the moment, it’s an offer and that’s all there is at this stage.� ICBC has about 100 claims of auto-related damage ranging from broken windshields to burnt or flipped cars. Vonn said it’s “troubling� social media vigilantes are using Facebook and other sites to circulate images of rioters, identify them and demand punishment. One Maple Ridge student has been suspended from the national water polo team and other alleged rioters have reportedly lost jobs or academic placements. “We have people leaving their neighbourhoods because they

don’t feel safe,� she said. “We have not caught up with the ramifications of all of this new technology.� Facebook has pulled down some groups and pages. But Vonn said Premier Christy Clark added fuel by vowing the rioters would not be able to live anonymously. “Troublemaking can no longer be an anonymous activity,� Clark said. “As much as we are able, we are going to publicize who you are so your family, your friends your boss will know the role you played.� It’s one thing to report a suspected crime to police, Vonn said, but another to post photos and names online and tell the world who you believe is a criminal. “There are laws that apply and defamation is one of them.� Rob Gordon, director of SFU’s school of criminology, said the public shaming of the rioters goes beyond anything he’s seen before. “In many respects it may prove to be more effective than any sanc-

tion the criminal justice system can impose,� he said. “Primarily because it’s instantaneous and unencumbered by legal procedure.� The photos and video will make it easier to prosecute offenders, he said, and it’s spurred several to turn themselves in or publicly apologize. But Gordon said defence lawyers are also likely to call for milder penalties, arguing the outed rioters have already paid a heavy price in the court of public opinion. He predicts the punishments will be severe anyway. “You have to show if people engage in this

stuff there’s going to be consequences,� he said, adding use of the ICBC database is justified. Gordon said far too few police were deployed to handle the riot and officers were “totally overwhelmed.� A regional police force could have made a difference, he said, because backup squads from across Metro Vancouver could have been in position. Gordon also said key errors were made in failing to follow the recommendations from the 1994 Stanley Cup riot. Newspaper boxes and anything else that could have been ammunition for the mob should have been removed, he said.

MORE DETAILS have been announced about the upcoming harness racing season at Fraser Downs. Live racing returns Friday, Oct. 7, ushering in the fall racing calendar with 31 race days. Twelve of those will be Friday night race cards, and one Friday matinee – the Nov. 11 Breeders Classic. There will also be six Saturday race days, 11 Sunday races and the Dec. 26 Boxing day matinee. The details come following an earlier announcement that the 10-month season horsemen and their supporters had been calling for will be reinstated in 2012. The provincial government has also agreed to reinstate six of 12 conditional dates in the fall 2011 racing calendar. Those Saturday races fall on Oct. 8, 15, 22 and 29, and on Nov. 5 and 15, bringing the total number of race days

this year to 76. Next year’s season will see two race days per week, with a two-month summer break. The schedule is still being finalized. The longer season means thousands of jobs in the Fraser Valley and across the province have been saved, Doug McCallum , CEO of Harness Racing B.C., said. The association represents harness racing drivers, standardbred horse breeders and others. McCallum said the backstretch at Fraser Downs Racetrack and Casino is brimming with new energy and ideas, as word spreads that the longer season has been reinstated. There has already been a 10 to 15 per cent increase in the standardbred breeding industry, he said. Soon, the association plans to start encouraging new drivers and trainers to come out to B.C. for the 10-month season.

‘Follow sports or be alone’ New bride – and future scorekeeper – heeded her husband’s advice by Nick Greenizan

F

orty-six years ago, Ralph Van Nes gave his new wife, Janet, some advice: take an interest in sports or risk never seeing your new husband. Up until that point, Janet had been an avid volunteer in their home town of Saskatoon – with both Cub Scouts and her church – but had no interest in sports. Ralph, on the other hand, had been involved in baseball and softball his entire life. “I said she had two choices – she could get involved or become a baseball widow,” Ralph laughed. “So she learned how to be a scorekeeper.” Now, nearly a half century later, Janet has become one of the best, most-experienced volunteer scorekeepers in the country. After learning the basics, she’s kept up her scorekeeping skills by taking a few courses, and staying in practice – during the softball season, she volunteers at all manner of games at Softball City, from provincial and national tournaments, to charity events, and last year she was even invited to keep score at men’s world championships in Whitehorse. Next summer, she’ll head back there for the women’s world event. “She’s world-class now, and all because she married a ball-player 46 years ago,” said Ralph. Next month, both Ralph and Janet will be spending plenty of their free time at Softball City for the Scotiabank Canadian Open Fastpitch International Championship– which runs July 9-17. The couple has been volunteering there for 18 years, dating back to the early days when it was called the Canada Cup. While Janet spends her time in the scorekeepers both tracking the

game, Ralph – a self-admitted “ham” – admits he has a much easier gig as P.A. announcer. “All I have to do is say, ‘Now, batting…’” he said. “It’s a lot of fun. “I’ve been involved in softball and baseball for 59 years, as a player or a coach, or now as an PA announcer. I just love being around the ball park – this has really been my life.” The announcing assignment also fulfills something of a dream for Van Nes, who said he once had an audition to be a sportscaster at a Saskatchewan radio station, but didn’t get the job. Instead, the station hired the late Don Whitman , who went on to become one of Canada’s legendary broadcasters. The Van Neses are two of hundreds of volunteers lending a hand during the Canadian Open. Other jobs include everything from parking attendants, ticket-booth attendants to team “gophers.” Suzanne Sigurdson, whose daughters Jessica and Auburn have both played in the Canada Cup – the latter with the Canadian national team – started out as a scorekeeper, and is now a committee member, in charge of nearly 80 scorekeeping, statisticians and announcing volunteers. Like the Van Neses, she got involved in the first year of the tournament. “I just thought scorekeeping was a good way to be able to watch all the games,” she said. Though her daughters no longer play, Sigurdson said she has no plans to step away anytime soon. “My husband has been trying to get me to get out of it for years, but I just can’t do it,” she said. “My daughters might not being playing, but I’ve been here so long, now I know every other kid who plays – you end up knowing every-

Lions in training camp, playing in a Canadian Football League (CFL) exhibition game surpassed those of the 21 year-old defensive back. Linnen, a member of the Langley (formerly South Surrey) Rams of the Canadian Junior Football League dressed for the Lions in last Wednesday’s CFL preseason game against the Saskatchewan Roughriders. The split left North Delta with a 12-21 wonlost record, leaving the Blue Jays in 11th place with 15 games to play. Sunday started well, with Douglas Strohan pitching all eight innings for North Delta in a 2-0 extra-innings victory. The 18-year-old Burnaby resident limited the Tritons offence to just two singles and a pair of walks. Only five White Rock batters got on base, none getting into scoring position. Shane Wlodarczak and Matt Pentland hit run-scoring singles in the eighth inning to lift North Delta to the win.
