The traditional program at Anniedale was moved to another school last September because the neighbourhood where it was located near 97 Avenue and 176 Street was becoming less and less appropriate for a school. According to Surrey’s communications manager, Doug Strachan, districts are required under the B.C. School Act to put out an expression of interest to see if any government agencies or community groups have a suggested use for closed schools. Only if no reasonable proposals are received can a school district pro-

ceed with selling a property and/or building. That is precisely what happened with Fleetwood Elementary, which was closed in June 2009. The district also asked for proposals for that site, located on 88 Avenue near 152 Street, about a year-and-a-half ago. Nothing came from that effort and now, according to Strachan, there is a request into the B.C. Ministry of Education to finally put the Fleetwood site up for sale. The move to dispose of schools might appear at odds with the growing school district’s ongoing need for additional classroom space. But unfortunately, Anniedale and Fleetwood are in neighbourhoods of the city where student enrolment is declining, unlike parts of Cloverdale and South Surrey, where some schools are busting at the seams and having to use multiple portables. tion contractor who repeatedly exposed his unprotected workers to asbestos contamination is again in the crosshairs of WorkSafeBC. Arthur Moore last year defied repeated orders from the workplace safety agency and then continued his asbestos removal and demolition business in violation of a court injunction granted last August that indefinitely barred him from operating. WorkSafeBC tried this spring to have Moore jailed for contempt of court but lost the case on a technicality. An appeal has now been filed that could, if successful, put him behind bars for up to 120 days. B.C. Supreme Court Justice Jeanne Watchuk last month found Moore was a “significant public safety concern” because he recruited vulnerable workers, including young teenagers and recovering addicts. Deaths: Due to asbestos on the rise

But the judge rejected the contempt application, because the original injunction named Moore doing business as AM Environmental and did not make it clear enough WorkSafeBC also intended it to apply to Moore personally. Moore operated last fall under different business names at sites in Delta and Richmond, according to court evidence. Workers and former associates say Moore has continued to operate in recent months at job sites in Surrey and Abbotsford under the name Pro Scan Environmental. The appeal is expected to argue in part that the judge erred because a sole proprietorship business is indistinguishable from Moore operating as himself. Moore quotes low rates to demolish old houses – a fraction of the price charged by competitors who take required safety precautions in dealing with asbestos. He claimed to take samples and get reports certifying buildings asbestos-free before demolition. But according to court evidence the reports he provided were forgeries on letterhead stolen from legitimate labs. Past employees testified they were told to “run” if WorkSafeBC officers showed up. The agency’s efforts have been frustrated in part because Moore has no real assets to seize. Ex-associates say other Rod Ludlow people drive him around and help him conduct business for a cut of the profits. “He’s endangering people and he just doesn’t care,” said Rod Ludlow, a Burnaby man who periodically worked for Moore. Ludlow said Moore seemed legitimate at first and initially provided proper masks. “It started out good but then he started getting cheap and he’d say, ‘No, no. Don’t worry about it’.” Workers typically weren’t told if they were handling drywall or other material containing asbestos, he added, and weren’t given other safety gear. Ludlow hasn’t decided if he will seek testing for contamination. There’s no indication yet how soon the appeal may be heard. Repeated efforts to contact Moore have been unsuccessful. He did not show up in court to defend himself in any proceedings over the past year. Deaths from workplace asbestos exposure have been on the rise in B.C. and now account for 44 per cent of all work-related fatalities.

Back to the barrel again After a hiatus from Cloverdale, 2 women are glad to be racing at rodeo by Kevin Diakiw SOME OF the best barrel-racing competitors will be here this weekend, as
the Cloverdale Rodeo and Country Fair kicks off May 20-23. One of the most successful barrel racers is back in the saddle after a short hiatus. In 2009, Lindsay Sears of Nanton, Alberta was one of the hottest racers on the circuit, winning just about every competition she entered, including that year’s event in Cloverdale. Late that year however, she was diagnosed with cancer and had to have a tumour removed. Surgery went well, but just before the 2010 Cloverdale Rodeo, Sears had to have her gallbladder removed. She had to bow out of last year’s event, and began to debate whether she would continue her love of riding. “I was kind of thinking it was time to do something else with my life,” Sears said in a telephone interview from Alberta. She then got a call from a man whose bull-riding friend was fighting cancer and had the life-long goal of winning the National Finals Rodeo (NFR) – sometimes referred to as the Super Bowl of rodeos – in Las Vegas, Nevada.
“It was just one of those phone calls that makes you appreciate what you have and you realize things maybe aren’t so bad.” Sears knew the man was extremely sick and would never compete in the NFR, so she went down with the goal of winning him a buckle. The result was bittersweet. Sears was knocked off the world title by a mere 500th of a second, but she took second place and won the bull rider the buckle. She brought it to him and he died the day after she left. “It was hard. I knew when I was delivering the buckle to him that it was the only piece of the NFR he was ever going to get,” Sears said. “That was the closest, best thing I could do for him. He was speechless and so was I – it was the hardest, best thing I’ve ever done in my life.” She’s coming back to Cloverdale this weekend to reclaim her title. Aldergrove’s Janet Cunningham has other plans. She’s barrel raced here before and won, several times. But she hasn’t competed in the Cloverdale Rodeo since it turned into an invitational event in 2008. “It’s top-loaded with those really good people,” she said. “I’ve always done really well at Cloverdale, I’ve won a ton of money out of there, but I didn’t have my name in the top five, so I didn’t get invited until this year.” Someone backed out and when Cunningham got the call to come, she didn’t give it a second thought. She said with the level of talent coming to Cloverdale, it’s important to have the right mindset. Janet Cunningham “When you get to this level, it’s pretty well all psychological,” she said. “You approach it the same way as you do any other rodeo, you don’t change the game plan – what’s been successful in the past – you don’t change the game plan just because there’s more money added.” Raised on a cattle ranch in Kamloops, Cunningham was two years old when she first rode a horse. “I had a rodeo father and an absolutely horse-crazy mother,” she said. She knew rodeos were her future at age eight, when she was bought her own horse. “I’ve had many, many horses since, but I sure remember that first one,” she said. Those are distant memories, and for both Cunningham and Sears, this weekend is all about Cloverdale. Both of them are grateful for being able to ride here again.

Friends and teachers from his school went to Nanaimo to canvass schools, street kids and anyone else they thought could help with the search. “There were some street kids who knew where he was,” said Sgt. Sheryl Armstrong, Nanaimo RCMP spokeswoman. “There’s a school counsellor in town that they all trust, so they called him. The counsellor was able to reach out to the young kid and, working with the school liaison [members], we were able to get him back home.”
$5 million being spent to inform the public: Falcon by Tom Fletcher the Harmonized Sales Tax are the main characters in a $5 million ad campaign unveiled by B.C. Finance Minister Kevin Falcon Thursday. The television, radio, print and online ads begin appearing in mid-May and continue until early July, when ballots are mailed out to every household in the province in a referendum to decide the fate of the HST. The ads don’t present arguments for or against the HST, but urge people to go to the government’s dedicated website at www.hstinbc.ca and look at its information about what is and isn’t affected by harmonizing the federal and provincial sales taxes. Falcon said his travels around the province and participation in telephone town hall sessions on the HST have shown that many people misunderstand the effect of the HST, and they want impartial information about it. “This is not going to be a persuasion campaign,” Falcon

the government will go back to the old provincial sales tax with the same exemptions that existed before harmonization with the federal goods and services tax on July 2010. Those exemptions included bicycles, energy-efficient appliances and new homes, as well as a hybrid vehicles. Falcon has refused to comment on possible changes to the PST – if more than 50 per cent of voters say they want the HST eliminated – until after the referendum results are known.

Agonizing waits with lousy results

nother senseless death of a young person with a life of promise ahead. Another emotion-filled plea from parents for changes to the laws. And unfortunately, another heart-wrenching case that will likely fail to prompt politicians to act. Kassandra Kaulius, 22, died May 3 when the BMW she was driving was struck by a Ford van at 64 Avenue and 152 Street. Kaulius, a popular athlete, was on her way home after playing softball in Cloverdale when the collision occurred. A 34-year-old Surrey woman is expected to face impaired driving charges in connection with Kaulius’ death. But investigations of the crash and having those charges approved by Crown counsel will take time. So will the wait for numerous court dates and appearances, not to mention the inevitable postponements and delays. At a press conference at the Surrey RCMP detachment Tuesday (after The Leader’s press deadline), Kaulius’ parents were expected to make an emotional statement regarding the need to change laws around impaired driving. That may be warranted, yes. But what’s needed even more is the political will and funding necessary to clear up B.C.’s chronically congested legal system. Press conference organizers noted the Kaulius’ statement was made on the third anniversary of another impaired driving tragedy – the death of four-year-old Alexa Middelaer. The tot died in 2008 after she was struck by a car at the side of a Ladner road while feeding a horse. The driver involved in that crash is appealing convictions of impaired driving as well as her two-and-a-half-year sentence. Carol Berner is out on bail as this case grinds through the courts. Meanwhile, the Middelaer family must put on a brave face and soldier on. Ask any victim of a serious crime and they will tell you after the grief, it’s the agonizing wait for some form of justice that is often the most difficult challenge to deal with. And sadly, when “justice” does arrive, it’s often in the form of inadequate sentencing and weak penalties. Like the Middelaers, Kassandra Kaulius’ loved ones have a long, painful road ahead of them that won’t be made any easier by B.C.’s dysfunctional legal system. How many more families will need to trudge down this path before something is done about the crisis in our courts?

Anyone who listens in to a telephone town hall or phone-in show, or gets reader feedback such as I receive, knows that the basic facts are still widely misunderstood. So what does the NDP Opposition focus on? The ads cost $5 million, grumbles NDP finance critic Bruce Ralston. Add that to town halls and mailers and the referendum funding boils down to $7 million for pro-HST and a mere $250,000 for the FightHST effort.

store operators had to pay an additional seven per cent on their shelving, refrigerators and cash registers; accountants and other professionals had to pay PST on their office furniture, computers and software; truckers had to pay an additional seven per cent PST on their truck tractors and trailers …” and so forth. This is what the HST fixes. Obviously, Big Labour doesn’t like all these independent contractors. Therefore the NDP must also “fight” HST. I’ve mentioned before that the NDP-Vander Zalm axis of nonsense wants to deprive the poor of a modest tax shift in their favour, paid for by voluntary purchases of more affluent consumers. I’ve talked about the trend towards selfemployment and small business as the Canadian economy adapts in a fast-changing world. You may not like that trend, and you may wish that everyone could have a union job with an employer-subsidized pension. That’s not what is happening today.

Selling the National child care program is needed HST a huge challenge IN THE MAY 11 edition of The Leader, letter
CHRISTY CLARK has become quite a magician. She changed herself from an MLA into a radio host and then into a provincial premier; made the B.C. Rail scandal disappear; vanished behind a cloak of invisibility during the all-candidates debate; and won the Vancouver-Point Grey riding in a photo finish. However, she has an even bigger challenge ahead: turning the unpopular HST into an acceptable tax. To distract our attention, Clark will make a big fuss about a reduction in the rate and new tax exemptions, but the success of her “politrick” will depend on a liberal use of political smoke and mirrors. During the byelection Clark had been basking in the bright lights of pubic exposure and her confidence was growing like a well-nourished weed. Had she been asked privately if she could beat the NDP in the upcoming provincial election, undoubtedly her answer would have been a self-assured, “Just watch me!” Indeed that is good advice. We should keep our eyes on her and watch what her politically adept hands are doing. We should not allow ourselves to become distracted by her beguiling smile and folksy words about humility.

That impact means one less family vacation or sports program for the Colmers. Mr. Colmer doesn’t mention the impact on the nanny herself. Child-care providers do some of the most important and challenging work in our society. They are entitled to be compensated appropriately. I wouldn’t guess that minimum wage is providing her family with many extras either.
The quality of care that children receive probably contributes more to their development than their vacations. We need to value this service, and develop a proper national child-care program for all.

May 6, I became appalled at the MP pensions listed: Gary Lunn $2.2 million; Ujjal Dosanjh $830,000; Keith Martin $3.9 million; Jay Hill $3.3 million; Chuck Strahl $3.3 million; John Cummins $1.33 million; Stockwell Day $1.67 million; Jim Abbott $1.36 million; and Bill Siksay $732,000 – a combined $18.6 million for B.C., available for immediate payout without waiting for retirement age like the rest of us who are contributing to their pensions. Wow, and they’re getting $4 for every $1 of their contribution. Yet some of these contributions are from burgeoning ranks of retirees whose pensions hardly cover daily costs. Kind of like the horse behind the cart, no? It’s about time that there was a dollar-fordollar matching. It’s about time to look at an extension of the six-year minimum service for MPs. Often, voters’ pension funds are in market fluctuating RRSP plans, yet here “our” representatives have guaranteed steady payouts, regardless of market/investment performances. No wonder Canada has a debt. It’s about time fiscal responsibility was practised by our elected representatives. Annie Kaps Surrey

obscured with vegetation overhang (that responsibility is squarely on the city), lines have all but vanished and cat’s eyes have disappeared from many roads, to name just a few of the many problems we encounter daily. We read in the news about lots that have unchecked vegetation growth, garbage strewn therein, druggies using these properties as they seem fit, and yet what

Metro: Tracking power usage From page 10 A Metro graph shows water pressure in Burnaby plunged 15 per cent immediately after the third period of Game 7 between Vancouver and Chicago. “It just drops like a rock,” Metro utility systems control superintendent Rick Marchand said. “We saw the same effect everywhere throughout the Lower Mainland.” His engineers have to keep an eye on each game so they can anticipate commercial breaks, intermissions and overtime goals and brace for when fans will make a mass dash for the can. “We know we’re going to get hit, we know it’s going to happen,” Marchand said. “So we’ll try to anticipate by starting up a bunch of pumps and raising the pressure to maximum levels in advance.” Metro engineers normally expect higher flows on the top of each hour as popular TV shows end but they tend to see the highest numbers during major televised events. They even detected a royal flush phenomenon in the wee hours of April 29 during live coverage of the wedding of Prince William and Kate Middleton. But nothing compares to the more than 100,000 flushes measured immediately after Sidney Crosby’s overtime goal to give Canada men’s hockey gold at last year’s Olympics. Marchand, however, said his staff think Canucks fans’ toilet power can top even that mark in the weeks ahead. “These demands, this consumption draw is going to be more severe as we go through the playoffs,” he predicts. Canucks games are also causing a surprising drop in the amount of electricity being used. B.C. Hydro measured a 3.6-per-cent drop in power consumption during the deciding game against Chicago – equivalent to 48 million compact fluorescent light bulbs being turned off – and about a two-per-cent drop in Game 6 against Nashville. That’s far better than the concerted effort made by many green-minded B.C. residents to light candles and cut power use during Earth Hour in March, when a mere one-per-cent saving was recorded. “You might call it an accidental case of conservation,” said B.C. Hydro spokesman Greg Alexis. His theory is that while

Fight left one man without an eye, the other in jail Robert Paterson sentenced for role in 2009 scrap by Sheila Reynolds A LONGTIME criminal who struck a drunken man so hard that his eye had to be removed will serve another 10 months in jail. Robert Gordon James Paterson, 37, has already been in prison for 19 months after pleading guilty to aggravated assault in connection with a Surrey fight in September 2009 that left Sam Mete without one eye and unable to work or drive. In his reasons for sentence made last month, but just posted online, Justice Terence Schultes handed Paterson four years in jail, minus 38 months – two-for-one credit for time already served in pretrial custody. Paterson and Mete had three consecutive confrontations in one day (Sept. 11, 2009) at the Cedar Gardens Apartment complex in the Whalley neighbourhood of North Surrey. Paterson
was angry because he believed Mete had acted disrespectfully to his common-law spouse. An initial verbal fight turned physical and Paterson had a tooth knocked out before biting Mete on top of the head. The pair were separated, but Paterson returned shortly afterwards and a second fight broke out. Police were called and Paterson, who had been drinking, was taken into custody, but subsequently released. Paterson returned to the apartment complex, where, unbeknownst to him, Mete had continued drinking all day and had become extremely intoxicated. The drunken Mete went into his apartment to get cigarettes and brought a friend’s pit bull for protection. The dog broke free and Paterson thought it was charging at him before it veered toward someone else it knew. The two men then exchanged words and began fighting again.
Court documents indicate Mete was so drunk that any attempts to throw a punch would have been “ineffectual.” Paterson struck Mete three times in the head and face. He admitted he did so quickly and forcefully, knocking Mete to the ground. In hospital, doctors found Mete’s eye was so damaged it had to be removed. “The impact of this
offence on Mr. Mete has been as serious as one could imagine,” said Justice Schultes in his sentencing. Schultes said Mete’s loss of depth and spatial perception has made it impossible for him to continue his work and he is now on social assistance. He’s also lost his confidence to drive, which further limits future job prospects. See ASSAULT / Page 14

He also has a history of mental health problems and substance abuse and was a victim of sexual abuse as a child. A pre-sentencing report said Paterson recognizes the seriousness of his assault on Mete and his need to get counselling and treatment. “Whatever Mr. Paterson’s perception of the situation at the time of the offence,” said Schultes, “this was an assault that did not need to happen. In committing this unnecessary assault, he inflicted serious, permanent, life-altering injury on Mr. Mete, which has deprived Mr. Mete of his livelihood. “That said, the possibility of rehabilitation is real in this case and should not be discounted... and any sentence I impose should not be so long that it thwarts Mr. Paterson’s nascent steps towards dealing with his problems.” Schultes also imposed a probation period of three years, plus an extensive list of conditions which include a weapons ban, having no contact with Mete and abstaining from illicit drugs and alcohol.

Cloverdale Rodeo & Country Fair CLOVERDALE RODEO AND COUNTRY FAIR The Cloverdale Rodeo and Country Fair continues to grow in size and entertainment value in 2011, offering not only world-class rodeo action, but also numerous activities that truly cater to families from all cultural backgrounds, reflecting the rich multi cultural ideals of British Columbia. This year’s Country Fair features all the usual favourites, including the Fraser Valley’s largest midway with an all-new look and new rides. With more than 30 stomach-turning, head-spinning, adrenaline-surging rides and many challenging games offering spectacular prizes, there is something for everyone in the family at this fair.

Cloverdale Rodeo & Country Fair THE MAGIC OF THE MIDWAY The Midway is a magical place full of lights, sounds and smells that help complete a trip to the Cloverdale Rodeo and Country Fair. As B.C.’s largest travelling Midway, there are more than 30 stomachturning, head-spinning, adrenalinepumping rides at this years’ Country Fair- sure to entertain the whole family. This year, be sure to take a ride on the three new rides, the Starship 3000, Jurassic Attack Monster Truck and 100-foot high Vertigo swing ride! For the G-force junkies there are rides galore guaranteed to keep stomachs turning and eyes blurring. Guests can experience the free falling feeling of 1001 Nachts, go for a gut busting whirl on the popular Spin Out, go upside down and inside out in the Tilt-a-Whirl and for the most jaded thrill seeker there’s the monster of the midway: The Twin Flip! The ride comes to the Fraser Valley from England and is the only one of its kind in North America. This year’s Midway has two new games designed to challenge even the steadiest of hands: Whopper Water Game, a new twist on an old classic where competitors shoot their bear to the top for the chance to win big, and the Air Bazooka.

Cloverdale Rodeo & Country Fair It’s early bedtime on Thursday, May 19! The Cloverdale Bed races are back for another year of fun competition through the streets of downtown Cloverdale. Started as a quirky publicity stunt in 1977, the Cloverdale Bed races have since become a not-to-miss event.
The men’s team consists of six men who push the bed with a lady on it. The women’s team consists of six ladies who push the bed with a man on it. The media team is a mixture of women and men, but the team must have at least two ladies to qualify. This beloved annual tradition is sponsored by the Cloverdale Chamber of Commerce, and takes place on Thursday, May 19th 2011 from 6:008:00pm.

From clowns, float bands, marching units and much more, the Cloverdale Rodeo Parade is a staple event for B.C.’s May Long Weekend and kicks off one of the most popular events in the province. Winding its way through the streets of Cloverdale, this year’s parade begins Saturday May 21, at 10am.
The Cloverdale Rodeo is well known for its bull riding, world-class cowboys and enthusiastic rodeo fans, but it’s also famous for its nightlife. Dust off your cowboy boots and get read to sing and dance to top country hits by bands Appaloosa and Ken McCoy. Recently opening for Johnny Reid in 2010, Appaloosa will sing a mix of country hits by Brooks and Dunn, Keith Urban, Toby Keith and more. With a perfect mix of country and rock and roll, Appaloosa is always a crowd pleaser. Join Ken McCoy, a band that has been playing together for the last 20 years, as they light up the stage at the rodeo. members of the team will cover the distance in support vehicles, Hawke, Zahab, British adventurer Hannah McKeand – who holds the world record for fastest solo trek to the South Pole – and five youth ambassadors will run, averaging about one marathon a day for six consecutive days. Hawke’s no stranger to extreme distance races. Jays managed just eight hits in two games on Vancouver Island Saturday afternoon, losing twice to the Nanaimo Pirates in B.C. Premier Baseball League play. What was to be a four-game road trip was cut in half, as a double header sched-
uled for Sunday with the Parksville Royals was rained out. The two losses left North Delta with an 8-7 won-lost record, good for sixth place in the 13-team league. The Blue Jays were held to just two hits in game one Saturday, both singles from Dirk VanOmmen and Shane Wlodarczak. Douglas Strohan
