DRAFT AGENDA

Members of the Food Crisis Prevention Network will meet to assess the evolution of regional food and nutrition issues and to mobilise all relevant stakeholders, given the current alarming situation.

The restricted meeting of the Food Crisis Prevention Network (RPCA) will be held in physical format at the OECD Conference Centre in Paris, France, and via Zoom. Members of the network will have the opportunity to review the evolution of the food and nutrition (FSN) situation in the region, with a particular focus on the results of the 2023-2024 agropastoral season and the situation of agricultural markets at the regional and international levels.

In addition to food and nutrition crises, the region is facing security and socio-political challenges that significantly affect access to safe and nutritious food. In this context, participants will examine the impact of these factors on inter-country trade, humanitarian access, and human capital, with a particular focus on children’s schooling.

In view of the mobilisation of members in the face of crises recurrence, the assessment of the food and nutrition security response implemented in 2023 and that planned for 2024 will be examined. Participants will assess financing trends and exchange on strategies to remobilise national, regional, and international actors to address the growing food challenges in the region.

In the session on structuring investments in food security and resilience, participants will share ideas on the forthcoming review of regional agricultural policies, considering the preponderance of factors such as market and food insecurity in several areas. In addition, through feedback, they will exchange on the advances to be capitalised on in the scientific and technological fields, as well as on approaches to gender and economic inclusion. In the same vein, the SEG-AGIR session will focus on the experience of building the resilience of vulnerable populations in The Gambia and Mauritania, while examining the best practices adopted.

Finally, during the last session, members will discuss the initiatives of the civil society monitoring system, focusing on the farmer organisation participation in agriculture and livestock policy processes. They will also be informed about the opportunities offered by the information platform and the activities planned for the fortieth anniversary of the RPCA Network.

On the margins of the restricted meeting, various consultations will take place, including the meeting of the ECOWAS Agricultural Policy Partners Group (ECOWAP).

Held under the patronage of the Commissions of the Economic Community of West African States (ECOWAS) and the West African Economic and Monetary Union (UEMOA), the RPCA annual meeting brings together the region’s key food and nutrition security stakeholders. The Permanent Interstate Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club Secretariat (SWAC/ OECD) organise the meeting.

SESSION 1: Agropastoral, food and nutrition situation & effectiveness of responses to food crises

This session addresses the food and nutrition situation, the evolution of regional food prices. It is based on the final assessment of the 2023-2024 agro-pastoral season, and the market situation at the regional and international levels. It then examines the impacts of security and socio-political crises on food security, intra-regional trade, humanitarian access, and children’s schooling in conflict-affected areas. Finally, participants will analyse the actions taken in response to the food and nutrition crises, and then discuss approaches to remobilise national, regional and international actors to address the increasingly food challenges in the region.
