Consultation Event Residents of Blackwall Reach and Robin Hood Gardens recently came along to a consultation event where they reviewed proposals for the future phases of the regeneration. The event included a guided exhibition of plans and showcased design work for several phases including the Millennium Green.

Plans for Block D in Phase 2, which will be the first block to be delivered in 2020, were displayed. Residents were pleased to see the different types of units which range from 1-bedroom flats to 5-bedroom maisonettes. There was positive feedback about the outside space in the homes which includes wintergardens on Cotton Street and the balconies overlooking the Millennium Green.

Also on display were new designs for Phase 3 (replacing Robin Hood Gardens East block). Architects C.F. Møller came along to the event to speak to residents about this phase ahead of the submission of another planning application next year. Residents provided positive feedback on initial apartment layouts and the façade shown on the indicative CGIs.

New designs for the Millennium Green were presented to residents who were excited about the proposals which include play areas and picnic benches, as well as improved green spaces. Swan is committed to preserving this space for residents. Finally, proposals for a new public artwork sculpture for Phase 1B were displayed by the project artist, Jo Chapman. She discussed the inspiration for her designs involving rope and knots with residents and visitors to the event.

Millennium Green Taking a New Shape Tower Hamlets Council is now working with the Millennium Green Trust (MGT) to negotiate transfer of some small plots of land which are still owned by MGT to the council. Ultimately, this land will be re-landscaped and improved by Swan as part of the regeneration. Most of the green is now owned by the Council following a Compulsory Purchase Order (CPO) in 2013 (a small section of the park is currently hoarded for everyone’s safety whilst the new homes are being built). There might a small CPO made before the end of the year to ensure some remaining small plots of open space are acquired. The council needs to take this action so that the entire area can be improved.

Useful numbers

The future custodian of the new park will be a new Blackwall Trust. The Trust will include representatives from the community, the council and Swan. The Blackwall Trust will be the leaseholder of the new open space and have an overview of its management, in partnership with the Council as freeholder and Swan as the Council’s partner maintaining it. It will be properly funded in terms of it’s day-to-day management through the direct arrangement between the Council and Swan. When complete, the Millennium Green park will be granted a legal protection by the council that guarantees it will remain as an open space for the whole community to enjoy for generations to come.

Phase 2 Site Safety for Residents In recent weeks there has been an increase in activity on the Blackwall Reach Phase 2 site (formerly Robin Hood Gardens west block) as NU living prepare the site for construction works. The site accommodation has now arrived and the Project Manager is based on site fulltime to coordinate the removal of waste material as the piling work begins. All this activity has led to an increase in traffic on Woolmore Street and Robin Hood Lane, particularly with larger vehicles. The main hours of activity will be Monday to Friday 8am-6pm and Saturday 8am-1pm, as agreed with

Tower Hamlets Council. For safety reasons, large vehicle deliveries are restricted to daytime hours only, avoiding Woolmore School drop-off and pick-up times. At peak times there will be as many as 30 lorries arriving and leaving the site every day so residents should be careful when walking or driving in this area. Residents are also advised to be aware of the yellow line parking restrictions which are in place to ensure the construction site is accessible at all times.
