(This information is still valid) CSSIW has changed the way they collect service data and self assessment of service information. By introducing one single date in the year – a census date – for providers to complete the information relating to their service provision. What do I need to do? As a provider of care services you will now be required to complete all documentation at the census date of Tuesday 30th April 2013. Documentation should then be returned to the CSSIW within 28 days of the census date i.e by 29 May 2013. My setting will not be open on Tuesday 30 April, what do I do? If your setting is not open on this date, you must use the first day you are open following 30 April 2013. What if I forget? Please try to complete the documentation on 30 April. However, if you do forget please try to provide the information based on the operation of your setting on 30 April. Why are CSSIW making this change? They are making this change so that they move closer towards wholly unannounced inspections and to have a fixed date on which to capture data which will allow them to compare the sector year on year. When will I get the forms? If you have provided the CSSIW with your email address then you should expect to receive your service data and self assessment packs electronically during March and April. Please ensure CSSIW have your email address by the end of March 2013. If you wish to continue to receive your documentation by post you don’t need to take any action. 1

Vaccination uptake still not high enough across Wales as measles outbreak continues to grow Public Health Wales is warning that, as cases of measles continue to be reported in the Swansea area and across Wales, not enough children are being vaccinated to prevent further outbreaks. There have been 22 new cases of measles across the area affected by the outbreak since Thursday 2nd May 2013 and another 32 in other parts of Wales. Public Health Wales is reminding young people and their parents that the hardest hit group in the outbreak the 10 to 18 age group. Anyone of this age who has not yet received two doses of the MMR vaccine should be vaccinated as a matter of urgency. There are now 1,061 cases of measles in the Abertawe Bro Morgannwg, Hywel Dda and Powys health board areas, and 1,224 in the whole of Wales with cases in all health board areas. However, the numbers of unvaccinated people aged 10 to 18 across Wales remains worryingly high, particularly in the Gwent area where more than 10,000 still remain in need of vaccination. Swansea Family Information Service Training Programme We are pleased to see that once again the training programme has been well received with many of the courses now full with a waiting list. The message remains to book early to avoid disappointment. Unfortunately we have noticed an increase in the number of last minute course cancellations. We appreciate that sometimes a cancellation is unavoidable, however we would like to remind you of the training terms and conditions which state that a £50 charge will be issued for any cancellations (regardless of the nature) received outside of the 10 days working notice period. It is also of paramount importance that we receive a completed Terms and Conditions form from all settings within two weeks of the telephone booking being made. Motion Picture Licensing Company – Showing movies is illegal without a licence
Ensure that you get a licence before showing videos. Childcare Settings showing children’s films on DVDs or videos must obtain a licence or permission from the copyright owner or else they will be in breach of copyright law, the Motion Picture Licensing Company (MPLC) warned. Because video cassettes and DVDs are intended for home use only, it is illegal for a nursery to show them without an umbrella licence provided by the MPLC. Once the Childcare Setting has paid the flat fee and received the licence, they can show films from all the MPLC –affiliated studios and producers. Penalties include a £5000 fine or six months in jail under the terms of the copyright, Designs and Patents Act 1988. The managing director of the MPLC, stressed that neither it not the film studios wanted to see prosecutions. ‘We want to make everyone aware of the law and provide the appropriate licence’ he said. MPLC’s director of licensing said, ‘We understand that this is all new to nurseries. We have worked to licence nurseries at the lowest possible price and without any pressure’. •
If you play movies for entertainment purposes, such as end of term treats, wet weather alternatives or after school clubs then you will need an appropriate licence. There are two licences that you may need – the Public Screening Video (PVS) Licence or the Motion Picture Licensing Company (MPLC) Licence. They both cover the screening of movies but they represent different film producers/distributors. A list of film distributors who participate in the PVS licence is available on the CEFM Website (licensing section) at www.cefm.co.uk . A list of film distributors covered by the MPLC licence is on the WES Website Document Library. Please note that the screening of movies for purely educational purposes does not require a licence. As DVD’S are copyright material, to play them outside a domestic setting you need a licence. This is different from a TV licence which enables you to receive broadcast programmes. Licence terms generally run for one year and renew automatically, or they can be limited to a single event. It covers any legally obtained video /dvd or download format.
