Introduction Swansea is a vibrant, waterfront city at the heart of the wider Swansea Bay City Region; a city that has a huge amount to offer as a business location. Foreword Welcome to our new Swansea Council Commercial Services brochure. This is an exciting platform for us to highlight many of our diverse and expert service opportunities that we can provide to local businesses and the wider customer base with a view to generating new business and income for the authority. I am sure you will be aware that austerity is affecting all public bodies and whilst this places huge demands and the need for efficiencies, it is also looking to make sure that services “pay their way� by generating new sources of income where possible on the open market. All these services are permitted under legislation and the council, like all across Wales, is seeking its own freedoms to offer a greater range of services going forward. Any services promoted in this brochure would automatically have the guarantee of the council along with the inclusion of our advertising partners. Customers will also have the benefit of knowing that this assists with local employment and retains the money in the local economy.

We’re in Business Swansea is a great place to be in business and a city where many exciting and ambitious developments are in the pipeline to develop the economy for a bright future. The city has an impressive and varied list of commercial and public organisations contributing to the economy. They include a mix of international names and home grown businesses, some of which have been in operation for a long time while others are more recent additions to the business landscape, attracted by the warm and welcoming environment in the region and the support available. Support The council’s business support service is a one-stop shop for SME’s and larger organisations in Swansea, providing fast, accurate and efficient services that range from payroll processing to cash management. Support also includes providing access to information, workshops, advice and guidance online, over the telephone and face-to-face through the Service Centre. The centre offers competitive rates and is fully compliant, with all work undertaken by professionally qualified teams. The Property Enhancement Development Fund (PEDF) was set up to bring derelict or vacant properties into beneficial use and to ensure good quality building and shop front enhancements across the city centre. Homes above shops (HAS) grants provide up to 45% of costs to convert empty floorspace on upper floors of commercial units into new residential accommodation. Beyond Bricks & Mortar is Swansea Council’s community benefits policy, ensuring all the council’s contracts contain clauses to support employment and training for unemployed people. It has been developed to help tackle poverty and promote inclusion, adding value to the local community. Corporate Property Services is responsible for a number of key areas within the council including the sale, letting and development of council land and the management of the council’s Civic buildings. In addition to our responsibility for a number of internal services, we can offer direct support to private individuals and businesses who are seeking property or land for development, or even using council buildings for meetings, conferences or special occasions.

The council’s website shows all council land and buildings available to lease or buy, including small industrial units. We are also happy to deal with any particular enquires relating to use of the Civic buildings and will accommodate requests wherever possible. Building Control – what we can do for you Swansea Building Control ensures that buildings are safe, healthy, sustainable and accessible for all users whether domestic, commercial or a public service. Our aim is to provide a quick, professional, responsive, value for money service to our customers. With an 80% market share in a competitive market, feedback from our customers is extremely positive, highlighting the flexible, cost effective expert advice we offer. The majority of our work relates to public health and safety legislation for buildings and events. We offer advice on the options available to businesses to achieve the required standards for compliance with the relevant legislation. Transforming

Swansea A £1.3 billion Swansea Bay City Deal is all set to transform the economic landscape of the area, boosting the local economy by £1.8 billion and generating almost 10,000 new jobs over the next 15 years across sectors including creative industries, life sciences, energy and digital. With funding from the UK and Welsh governments, as well as the public and private sectors, projects proposed include a digital village and tech quarter on Kingsway in the city centre as well as a ‘box village’ on the University of Wales Trinity St David’s SA1 waterfront development that would create incubation spaces and co-working areas for start-ups and small businesses. There are also ambitious plans that will change the face of the city centre through the creation of a world class leisure and shopping destination. The scheme includes a mix of leisure, retail, residential and commercial developments as well as a new 3,000-seat arena for concerts and events. This is the first phase of Swansea’s £500 million regeneration scheme with the second phase including a city beach, aquarium and digital science centre.

Street Lighting The street lighting department is responsible for maintaining around 30,000 street lights and 5,000 illuminated trafďŹ c signs and bollards across Swansea. The street lighting team also offer a range of professional lighting services including: lighting design and maintenance for Authority owned lights, new housing developments and specialist lighting projects, Christmas decorative lighting and architectural lighting. We provide a comprehensive public lighting service, encompassing all elements of lighting design, installation and maintenance requirements. Our experienced lighting design engineers are able to provide expert, impartial advice and efficient lighting designs for a range of purposes, from housing developments to specialist projects, each in line with British Lighting Standards and specifications. Our dedicated in-house team of skilled electricians and civil workforce are able to carry the initial project design through to completion, providing a streamlined process throughout. Employee Car Park Permits

We have several Multi Storey Car Parks (MSCPS), Surface Car Parks and Park and Ride Car Parks which companies can pay for annually at a reduced daily rate. High Street Multi Storey Car Park for example can accommodate over 700 cars every day. To alleviate some of the street parking congestion in and around the High Street area we are introducing an Employee Parking scheme at a discounted rate of £550 (inclusive of vat) per annum (£10.58 per week). At East Burrows 24 hour Car Park we are offering a service that can benefit staff parking. It’s a ‘Pay as you go’ car parking scheme for a daily rate of £3.50. We have recently extended the car park to accommodate the increase of businesses in the SA1 area utilising the sail bridge as a connected and safe access to and from your place of work. Together with the car parks near the city centre we also have two Park and Ride sites which provide not only secure parking facilities but also regular bus services to the City Centre. These are located at Landore and on Fabian Way. The park and ride sites offer excellent value for money. We can provide park and walk and park and pedal schemes and also a ‘12 for 10’ offer (£25 provides 12 days parking).

Education

Education in the City Swansea offers a range of education and lifelong learning opportunities throughout the lifecycle, including thriving further and higher education colleges and universities. Swansea University enjoys impressive rankings in university league tables and its global reputation continues to grow. It was named the best university in Wales by The Times and The Sunday Times Good University Guide 2017 League table and is listed as one of the top 400 universities in the World University Rankings. The university was also ranked 26th in the UK for quality of research in the Research Excellence Framework. More than £72 million has been invested at the Singleton Park campus with a further £450 million investment at the new 65-acre Bay campus – and investment is continuing. The new world class facilities and leading research expertise will attract global companies and help support the development of small to medium size enterprises and start-ups. The University of Wales Trinity Saint David (UWTSD) is a dynamic multi-campus institution with a proud track record for developing graduates with the skills needed by employers.

UWTSD has invested £100 million into the city to complete the Cultural Quarter and through its partnership with the Welsh Government and Swansea is revitalising the city’s waterfront to create a new neighbourhood that connects education with business, innovation and enterprise. UWTSD’s SA1 Swansea Waterfront is a £350 million development which provides opportunities for the University to co-locate and collaborate with the employers to grow new businesses linked to its academic portfolio, develop the skills of current businesses and attract investment into the region. In the further education sector, Gower College Swansea has six campuses across Swansea offering a wide range of A Level and vocational courses as well as apprenticeships, higher education degrees and professional qualifications. Within the local authority area, there is one nursery school, six infant schools and five junior schools. New facilities for the Faculty of Architecture, Computing and Engineering, Yr Athrofa – the Institute of Education, as well as new library facilities and the Construction Wales Innovation Centre are being created at the prime waterfront location.

The University’s vision for SA1 Swansea Waterfront is for a neighbourhood with academic activity at its core to attract companies to collocate with the University to exploit knowledge, develop skills, support existing companies and attract new investment into the region. The innovative development, which opens in September 2018, will include purpose-built facilities for learning, teaching and applied research, as well as social and recreational spaces for use by the University and wider community in the heart of the city centre. New enterprise hubs will be created together with high skill accelerator schemes, to grow new businesses linked to the universities portfolio, to further develop the skills of current businesses and attract new investment into the region. Over the past 5 years, UWTSD has, and continues to invest over £100 million of its own resources into the heart of Swansea to provide opportunities for local people and companies to access high skills development in key priority areas for the The University’s strategy links with the ambitions for the region by providing the support system and skills pipeline to deliver economic impact that will lead ultimately to jobs.

Innovation

Innovation is key to Swansea’s economic success. The ‘Internet Coast’ city deal bid is being progressed with the UK and Welsh governments and aims to spur £1.3 billion private investment in the digital economy across the Swansea Bay region, creating 9,000 jobs. It focuses on developing the region into an interconnected digital superhub, through major investment in digital infrastructure and related energy, life science, advanced manufacturing and data-driven digital network projects. Swansea is a key hub for HPC Wales, an innovative collaboration between Welsh universities, government and Fujitsu. It gives business and researchers access to world class, secure and easy-to-use high performance computing technology, as well as the support and training necessary to fully exploit it. Through Swansea’s universities, businesses have access to cutting-edge expertise in areas such as life science, advanced engineering, materials, low carbon technologies, digital technology and creative industries.

Swansea University’s vision as a research-intensive UK Top-30 University has been achieved; it increasingly attracts global companies such as Rolls Royce, Tata Steel and BP to collaborate on innovation and establish operations in the City Region. The Institute of Life Science at Swansea University Medical School co-locates interdisciplinary research and development with state-of-the-art clinical research facilities and business incubation units, and is supporting the growth of a dynamic life science cluster. A new £32.5 million Computational Foundry is due to open in late 2018 at the university’s Bay campus. It aims to drive research into computational and mathematical sciences through collaborations, placing Swansea firmly at the heart of a thriving regional ecosystem of digital companies and research.

Innovation

The University is also a major partner in the ARCH project, known as ‘A Regional Collaboration for Health’, a world-class, visionary project with the Abertawe Bro Morgannwg (ABMU) and Hywel Dda University health boards. ARCH promotes research, training and skills, to help deliver a vibrant economy through investment, innovation and sustainable employment. University of Wales Trinity Saint David’s ambitious campus development in SA1 Swansea Waterfront will create additional opportunities for it to engage with industry to promote innovation and exploit knowledge through collocation and collaboration with key partners. As Swansea’s city university, UWTSD’s Swansea College of Art is key to the development of the city’s cultural quarter and to the creation of a creative and digital media cluster to serve the needs of the region. The Construction Industry Training Board (CITB) and a consortium led by The University of Wales Trinity Saint David are working in partnership to deliver the Construction Wales Innovation Centre (CWIC) at SA1, providing state-of-theart facilities and training for individuals and construction companies. The centre will open in September 2018 and will see a minimum of 1100 students trained at the SA1 hub each year.

The Wales Centre for Advanced Batch Manufacture, known as CBM has been jointly established by the University of Wales and University Trinity Saint David, and is a core component of the University’s SA1 development, driving innovation, creativity and entrepreneurship among companies engaged in new product development and low-volume manufacture. CBM Research specialises in doctoral level applied research in the application of advanced technologies and techniques to manufacturing processes. A three-year relationship between the University and the Swansea-based technology company Power & Water, has resulted in the creation of Puro. Based in the offices of Technium, in the University’s SA1 Swansea Waterfront development, Puro focuses on the delivery of new, sustainable, clean-technology products and services to meet the rising global demand for safe, clean water worldwide. The joint venture partnership has evolved from the Integrated Master Course in Applied Environmental Engineering developed between Power & Water and UWTSD. Swansea has a burgeoning technology sector, with many new enterprises emerging to commercialise research and expertise in areas such as digital media and ICT; Swansea TechHub (one of only seven TechHubs around the world) and Indycube Swansea Central are thriving examples of new co-worker spaces supporting enterprising and innovative business activity. A strong creative sector is also developing, which includes Wales’s first dedicated space built purely for use by the creative industries. Located at Swansea’s Urban Village development in the city centre, it provides an affordable and cutting-edge hub for small start-ups, creative companies and the performing arts.
