CITY residents are being urged to have their say on ambitious Council proposals that aim to give relative prioritisation to social care and education in the coming years. Residents are being urged to get involved in a major public consultation which offers them the chance to have their views taken into account on proposals which aim to save £81m over the next three years. The proposals are at the heart of the Sustainable Swansea – Fit for the Future transformation programme which will see the Council spend more than £700m on public services in the next financial year. While all areas of the Council will need to change how they deliver services and to continue the drive for efficiency, the proposals will mean the reductions in social care and

Dean Taylor, Corporate Services Director, said: “The first round of consultation with staff, residents, community groups and other organisations has been very successful.

“This is the second year of the Sustainable Swansea – Fit for the Future programme and we’ve been continuing the conversation with drop-in sessions and community group meetings. Residents and staff have also had the chance to have their say online too. “Although we have to reduce our budget significantly over the next 3 years, even If these proposals are approved we’ll still be spending £1.5m a day in Swansea supporting communities and the local economy.” The public consultation process is

due to go on until January 21. After that a further Cabinet report will be prepared, taking into account feedback from public, staff and other organisations. The savings programme being proposed includes tightly-controlling spending, continuing to drive down management and business costs, increasing income, doing things differently, working with others, providing more services online and encouraging people to help themselves. Mr Taylor said: “Sustainable Swansea – Fit for the Future will change the way we work and the look and feel of the council. Pothole teams keep our city’s traffic on the move IT may now be 2015, but some things never change. Despite the long, dark nights and the cold and wet weather, Swansea Council’s expert road repair teams will still be out and about every day across the city to inspect our roads, fill in potholes and attend to other road defects. And when the weather is especially cold or wet, it’s the same workers who’ll be braving the elements to grit our roads and unblock culverts and drains to keep communities safe from the potential for flooding. The PATCH project will also be returning to communities across the city from mid-April to the end of

THE PATCH team has been a big success story for the council. Since it was introduced a few years ago it’s visited every council ward every year. One PATCH team tackles larger road-strengthening works, while the other deals with potholes and other defects. The combination of all the work meant over 6,000 potholes and other defects were fixed in 2014.

Last year, the project spent an intensive week in 35 Swansea communities, stretching from Gower in the west to Morriston in the east, and from Mawr in the north to the city centre in the south. for councils right across the UK when we’re having to save millions of pounds to tackle a major budget deficit to protect as many services as possible for residents. “But we know how important the condition of our roads are for motorists right across the city, which is why we’ll continue to invest so heavily in our road network. It’s only

natural at this time of year when the weather is cold and wet that the roads will get more damaged, but the public can rest assured that our staff will be inspecting roads and then repairing potholes and fixing other road defects on a priority basis every day to help keep the city moving. Our road repair teams do a terrific job in tough conditions that often goes unnoticed. “Staff will also continue to be on hand on a 24/7 basis to respond to emergencies.” Each gritting run carried out during freezing weather covers about 450km - that’s about 45% of Swansea’s road network.

WALES’ largest and most famous indoor market is getting a makeover starting this month - but it’s not going to get in the way of business. With over 100 stalls including a wide selection of fresh local produce, traditional Welsh fayre and specialist butchers and fishmongers, Swansea Market has been serving the people of Swansea for generations. And a £1.9m six-month project roof refurbishment project won’t be getting in the way of around 20,000 visitors a day. The scheme’s being funded by Swansea Council and the Building Enhancement Programme, which is supported by the European Regional Development Fund through the

Sustainable services at heart of our ambition FUNDING for schools and social care will receive relative prioritisation compared to other Council services when Swansea Council seeks to reduce its budget by £81m over the next three years. Despite the significant reductions in funding from the Government, the council will honour its commitment to offer relative prioritisation to schools’ funding along with social care, but other services face cuts of up to 15 per cent a year for the next three years. Dean Taylor, Corporate Services Director, said that every area of the council’s budget would be affected by budget reductions but the council would be working with residents, head teachers and local organisations to

OUR budget principles and savings strategy has included a review of spending across all services. They include a commitment to review every area of spending, support those at risk or in poverty, deliver services differently, cut red tape, increase income by charging full price for services and encourage residents and communities to help themselves as part of sustainable services. Mr Taylor said: “People understand we are facing very difficult choices and that services will change dramatically. This isn’t just about reducing funding; it’s about finding new ways of working, modernising services, being smarter and more efficient.”

Schools join littering battle SCHOOLS in Swansea will be helping the city in its battle to cut down on littering this year. Throughout the last year the council has been promoting a cleaner, litter-free city as part of a major clean-up campaign called Tidy Swansea. Dog fouling, chewing gum, cigarette ends and general litter have all been tackled with the aim of stamping out litter. Schools throughout the city are now set to be brought on board to help highlight the issue and get everyone doing the right thing by disposing of litter properly. A number of schools have already signed up to

A sunset you’ll never tire of A TIME-LAPSE video of Rhossili Bay’s world-famous sunset is becoming an online smash hit. The stunning 47-second video has been put together and uploaded by Swansea Council’s tourism team to further raise the profile of the Gower beauty spot. The video was recorded on a sunny November day as part of a new Swansea Council campaign called Swansea Bay Moments. Other videos that highlight the sights, sounds and tastes of Swansea Bay will be shared in the coming weeks. The Swansea Bay Moments campaign has been timed for the New Year to make sure that Swansea Bay is high up on everyone's list of choices for holidays and short breaks in 2015. Bright idea will save cash too OUR city’s streets are getting brighter at night with the ongoing installation of new energy-saving street lighting. Around 10,000 new LED street lights have already been installed across the city. The replacement programme began in 2013 in a bid to renew ageing street lights and save money on energy costs. There are approximately 27,000 street lamps throughout Swansea. The new lights make sense financially as well as environmentally because they use less energy, last longer and are brighter than the ones they replace.

EMPTYING the shed, tidying up the garden and picking up a cuddly toy or a toaster are things residents may be able to do all in one trip to Swansea’s main recycling centre. It might sound like a bizarre concept but its how Swansea Council is planning to develop its household waste recycling centre (HWRC) in Llansamlet into a one-stop recycling and bargain centre. Thousands visit the site each week to dispose of household waste and many of those will have also called in to the on-site ‘Corner Shop’ which is full of unwanted items that bargain-hunters can pick up for a steal. Now the latest plans are helping to develop the service even further with the construction of a two-storey permanent shop along with an electrical repair centre. Chris Howell, Head of Waste in Swansea said: “All of our household waste recycling centres offer a wide range of waste disposal and recycling services. “Our aim is to make sure the centres give residents every opportunity to dispose of household waste in a responsible way, either by recycling certain materials or offering household items that can be put up for reuse. “The Corner Shop in Llansamlet has been a huge success and one we are keen to build on. “Incorporating an electrical repair service at the new shop will enable us to make the most of items that are brought in by the public. Camera van ready to end illegal parking blight ILLEGAL parking near schools is being tackled with a little help from a new parking enforcement vehicle. The van will be targeting areas like schools, areas around the Liberty Stadium on match-days and at bus stops and will automatically photograph vehicles illegally parked.

The move is in response to repeated requests from residents, businesses and schools in Swansea for the council to get tough on illegally-parked vehicles in their communities. Cars illegally-parked outside schools during the school run are a particular problem because pupils are put at risk. Residents living near Liberty

Stadium have complained to the council about the problem of visitors’ cars clogging up streets around the ground unnecessarily on match days when there is plenty of legal parking opportunities nearby. The camera van began operating in December by issuing warnings to illegally-parked vehicles. From this month offenders will get fixed penalty notices.

ELECTRIC blanket owners are being urged to get them checked to ensure they are safe to use. Swansea Council issued the warning after a recent free check-up session offered by trading standards and Mid and West Wales fire officers found more than 30 of 50 electric blankets failed the test. Those whose blankets failed the test were given a free replacement so they had peace of mind. Around 1,000 fires are caused each year in the UK by faulty electric blankets.

New figures have revealed that attendance in primary schools in the last school year rose to 94.4 per cent and Secondary School attendance rose to 93.3 per cent. Fewer parents than ever took their children out of school on holiday during term time and the success has been attributed to parents, pupils,

Youngsters book a brighter future PUPILS are moving in to the final phase of the £22 million transformation of Morriston Comprehensive School this month. Pupils are now settling in to facilities such as a fantastic central school learning zone that includes a new resource centre, a dining hall and a social hub space. There’s also a performance hall with state-of-the-art sound and lighting facilities and retractable seating. A new drama studio doubles as a community use facility and a specialised vocational area enables pupils to develop construction skills vital to their future careers. Brian Roles, Swansea Council Head of Education Planning and Resources, said: “The new-look Morriston Comprehensive has the wow factor from the outside and inside it is equally impressive. “It has all the ingredients needed for ensuring pupils with a wide range of abilities and future career hopes are equipped with the skills they need.” Wayne Newton, Head Teacher at the 1,100-pupil school, said: “It is easy to get nostalgic about the old hall and classrooms but having experienced the dramatic improvements phase one has brought to the school we are now looking forward to using the new facilities that are now in their place.” The upgrade of the school is funded by a £15.3m grant from the Welsh Government with the rest coming • A NEW LEAF: Pupils at Morriston Comprehensive enjoying quiet time in their school’s new library from Swansea Council.

This way for cleaner air RESIDENTS are set to benefit from lower pollution levels when an innovative air pollution monitoring system is launched. The Swansea Nowcaster system has been developed by the council with the help of software developers from Sweden. Its aim is to predict pollution levels in and around Hafod and guide traffic away when pollution levels are peaking. This will help improve air quality for thousands of residents

living in the area. A series of high-tech signs have been installed as part of the nowcaster system to suggest alternative routes to motorists travelling towards Hafod. The information signs have been erected along Fabian Way, Quay Parade and in Hafod and are linked to over 40 traffic counters and air monitoring equipment. The scheme has been funded through the boulevard project.

Sprucing up empty homes INTEREST-FREE loans are being offered to homeowners in Swansea in a bid to improve homes in a state disrepair. The Welsh Government has made £5 million available across Wales as part of its National Home Improvement Loan Scheme for 2014/15 and Swansea has been allocated £379k to offer out to homeowners. The initiative aims to help homeowners improve their properties to make them secure

and also to help them to carry out conversions. The interest-free loans of up to £25,000 are available for home owners and landlords and can be paid off over a 10-year period. The Council also provide interest-free loans to property owners under the Houses to Homes initiative specifically for properties which have been empty for six months or more. There are around 2,000 domestic properties in Swansea which could qualify for the loan.

Detailed plans for several key sites will soon be announced and hundreds of ideas submitted by the public during a creative engagement exercise are now being considered to help deliver the kind of thriving city centre that meets everyone’s aspirations. Art of the marina VISITORS to Swansea Marina could soon see a new sculpture emerging from the water. A feature that stands four and a half metres above water level is being planned for the marina’s north-western corner. The sculpture is one of a number of public artworks being introduced by Swansea Council as part

of the boulevard project. It was designed by William Denniusk, an American-born artist who’s now the head of the Environmental Art Studies programme at Saimaa University in Finland. Denniusk has also designed a light and sound work for Paxton Street tunnel as part of the same project.

SWANSEA Council is encouraging customers to use free methods of payment rather than incur surcharges for using credit cards. Changes mean customers who choose to use credit cards to pay for things like Council Tax will have to pay the surcharge levied on the council by the banks themselves. The council has borne the cost in previous years but now it has joined other local authorities and organisations in passing on the charge to credit card owners. The change has been introduced for automated telephone payments and is in place for all other forms of payment, including online payments.

Get inside track on city roadwork MOTORISTS can get the inside track on major roadworks in and around the city simply by switching on their smartphones or computers. Other local authorities in South West Wales have joined Swansea Council in signing up to a new roadwatch mapbased service which is updated every 30 minutes and is dedicated to helping motorists plan their journeys. Take a Speak up on latest city blueprint plunge for £12

Support service for deaf ONLINE interpreters are being used as a go-between to help deaf people when they are dealing with the council. People who use British Sign Language (BSL) to communicate can now use a live interpretation service called Interpreter Now to deal with staff. The service is set up in an interview room and provides a live video link to a BSL (British Sign Language) interpreter. The interpreter will voice what the BSL user is saying so that staff can understand their query and respond accordingly. The Interpreter Now service is available at the Contact Centre in the Civic Centre.

Draft Proposals Map and will cover each ward in the city. Each map will show potential development sites and revised settlement or village boundaries. Penllergaer, Waunarlwydd/Fforestfach, Garden Village and Pontarddulais are some of the areas identified as Strategic Sites for development, whilst Felindre has been defined as a new Sustainable Settlement. All such areas have been subject to initial master-planning work whereby concept plans have been created in order to inform the consultation. RESIDENTS are getting the chance to have their say on the latest round of proposals that will affect what our communities could look like within the next 10 years. Life for us since having direct payments has made a world of difference. Gregor is very happy with his personal assistant, and I am now looking for part time employment

which will inevitably help towards the family finances. “Previously the choice of jobs was limited as I needed to take care of my son, but I can now look for a job with more ease as I know that a scheme is available to help me take care of him.” Direct Payments are part of the Transformation of Adult Social Services programme which is dedicated to giving elderly, vulnerable or disabled people who need support from the council more independence. Anyone receiving support via social services will be offered a direct payment although they will need to be eligible for social services support to have a direct payment.
