COMMUNITIES working together to help improve the quality of life in their neighbourhoods are getting support from the council. Residents are already joining with the council to help look after older people and promote their neighbourhood parks, while others are setting up their own daytime social clubs to keep up with local life. And the council is playing its part too as part of the Sustainable Swansea - Fit for the Future transformation programme. One of the latest initiatives has seen the appointment of ‘local area co-ordinators’ whose job it is to get out and about supporting disabled people, people with mental health

Communities to benefit from improvement drive LOCAL Area Coordination is a way of working that was pioneered in Australia and is being piloted in Swansea with money from the council’s Prevention Fund. Local Area Coordinators help prevent people falling into the kind of crisis that in the past might have led to Social Services becoming involved. In this way, people and communities can find more local solutions to everyday problems. They will be able to help people determine their vision for a good life, identify their own strengths and needs, to stay safe, strong, connected and contributing as valued citizens.

problems, older people and their families and carers. Jon Franklin, is covering Sketty, Tycoch and Sketty Park, Daniel Morris covers St Thomas, Bonymaen, Pentrechwyth, Port Tennant and SA1 Waterfront and Ronan Ruddy is local area coordinator for Gorseinon, Kingsbridge, Garden Village and Loughor. Jon said: “This isn’t about

us deciding what people’s ‘problems’ are. It’s about working together so people and communities support each other to stay strong. It brings together everything I’ve done and enjoyed doing over the years. We have to be creative, flexible and good listeners.” Dean Taylor, Swansea Council’s Corporate Services Director, said: “Our Sustainable Swansea – Fit for the Future transformation programme

needs to see savings of at least £81m over the coming years. Community action that reduces the cost of some local services will help to maintain essential services elsewhere. “However, the programme is also about improving services by doing things differently too and initiatives like ‘Friends of…’ park groups and Local Area Co-ordinators are part of that story. “These groups are closer to their communities which means they are better placed to anticipate issues and prevent problems to avoid additional costs further down the line. He added: “Prevention is better than cure and that’s what we hope will be one of the great advantages of community action initiatives like these.”

And the summer holidays aren’t very far away either with tens of thousands of visitors taking over the beaches and the prom for the best seats in South Wales for the return of the Wales National Airshow on July 11 and 12. The Battle of Britain Memorial Flight, comprising a Lancaster and two Spitfires, an RAF Typhoon and the Red Arrows are all booked to star in the biggest free show in Wales this year. Also coming is the second year of the Swansea Half Marathon and hot on its heels is the Admiral Swansea Bay 10k in September. And throughout the summer Oystermouth Castle will be offering a whole range of events for all the famiily It all kicks off at the late May halfterm and Tony McGettrick, chair of Tourism Swansea Bay, said big-ticket events like the Wales National Airshow and concerts like Paulo Nutini at Singleton Park on June 20 and Alfie Boe and Collabro on June 21 helps keep Swansea on people’s summer itineraries. He said: “The Swansea City FC success story continually puts us on the map across the UK and internationally. “We’re also well-known for our hospitality and our reputation for being home to some of Europe’s finest beaches and outstanding natural beauty. “When you add to those a wide and exciting mix of events it’s no wonder that despite the austerity of the past few years tourism businesses, jobs and tourist spend in our part of the world has continued to grow faster than Wales or the UK as a whole.” • There’s lots more to see at www.enjoyswanseabay.com

WE all know what a great place Swansea is for a day out or a holiday break. But we’re helping the whole of the UK get to know us just a bit better with the launch of ‘Enjoy Swansea Bay’ – the new campaign which will remind people of what a great place this is for events and things to do. Fran Jenkins, Strategic Manager for Tourism, Marketing and Events at Swansea Council

said: “Tens of thousands of people visit our tourism websites every year and many of them decide Swansea Bay is just too good a holiday opportunity to miss. “Enjoy Swansea Bay is the in-destination campaign and www.enjoyswanseabay.com is where anyone looking for ideas on what to do can find all they need to know at the click of a mouse.”

ONE of Britain’s best-ever writers has been honoured in Swansea. A blue plaque has now been unveiled for Sir Kingsley Amis outside the house on The Grove in Uplands where he lived when he first moved to the city in the late 1940s. Amis wrote ‘Lucky Jim’ and ‘That Uncertain Feeling’ during his time at The Grove. He was also a lecturer at Swansea University for 12 years until 1961. In 2008, the Times newspaper named Amis as among the UK’s ten best writers since 1945.

Online beats queuing

Thanks for keeping it to three

THE regular sight of large amounts of black rubbish bags is becoming less and less a feature of the streets of Swansea these days. Why? Because residents have embraced changes which the Council introduced last April for household waste collections. While some residents may have condemned the HUNDREDS of Swansea idea of placing a limit on the number of black bags residents every single month they can put out for collection, the reality has been could save themselves time and that the ‘Keep it to 3’ campaign and participation by trouble by applying for their thousands of households across Swansea has been a car parking permits from real success. Swansea Council online. So much so that council collection crews picked up A whopping 750 people on average come through the doors of the Contact Centre in the Civic Centre every month to apply for or renew their parking permits, or to apply for permits for friends and visitors. But for permits which have no charge, such as a resident’s permit for your street or a nearby street, the quickest and most convenient way for residents to apply is via the Council’s website. Now Swansea Council is hoping more people will deal with them digitally and have coined the hashtag #doitonline in a bid to raise awareness. There are a minority of permits which do incur a charge and these can’t currently be dealt with online, though work is taking place to address that. Applications for parking permits can be made at www.swansea.gov.uk/parkingp ermits You can also do a range of other things online with the council including reporting potholes, pay council tax, requesting more recycling bags or downloading apps for services such as kerbside collections. ONLINE interpreters are being used as a go-between to help deaf people when they are dealing with the council. People who use British Sign Language (BSL) to communicate can now use a live interpretation service called Interpreter Now to deal with staff. The service is set up in an interview room and provides a live video link to a BSL (British Sign Language) interpreter. The interpreter will voice what the BSL user is saying so that staff can understand their query and respond accordingly. The Interpreter Now service is available at the Contact Centre in the Civic Centre.

25% fewer black bags between April last year and the end of March this year compared to the previous year. Chris Howell, Head of Waste in the Council praised residents for adjusting to the changes so quickly. He said: “For many households in the city keeping to three black bags every fortnight wasn’t a problem as they were already using our kerbside recycling service to dispose of their waste. “It was harder to reach residents who only disposed of their waste in black bags we needed to convince. This involved a lot of door-knocking and information being published to make sure residents

were aware of our recycling services. “I’ve been pleasantly surprised by the achievements so far. We’ve succeeded in reducing black bags, but we still need to keep going because each year the amount we can dispose of at landfill gets less and less. At the same time, we also have to increase the amount we recycle.” By March 2016, all councils in Wales must recycle 58% of waste collected. Swansea is recycling around 57% at the moment. Get switched-on to street lights RESIDENTS are being urged to report any faults they find with street lights in their area. The council wants to hear about faulty lamps so they can be repaired or replaced as soon as possible. Thousands of street lights around the city have been upgraded with LED and other modern energy-saving devices over the last two years. The work is part of a threeyear street lighting replacement programme in the city which is expected to save around £400,000 a year. The latest communities to benefit from the LED street lighting include Clydach, Birchgrove, Townhill and Mayhill (Main Roads). • JUST NO PLACE LIKE IT: Our city’s award-winning market has taken a major refurbishment in it’s stride.

A MIX of regional, national and international development teams have made the shortlist to regenerate two key Swansea city centre sites. Five bids to regenerate the Civic Centre and St David’s sites are now being further explored as work continues to develop a thriving city centre that’s innovatively linked to world class waterfront. A mixed-use leisure and retail destination is proposed for the St David’s site that would combine a new public square with shops, restaurants, a cinema and a new office development. A multi-storey car park is being proposed for the current LC car park site that would

That’s because the bustling award-winning market hasn’t let the roof renewal project get in the way of a warm welcome for thousands of visitors every day. The refurbishment includes an upgrade for the existing barrel roof, the renewal of roof and gable glazing and essential repairs to the flat roof and roof light lanterns. include opportunities for commercial development. Outline proposals for the Civic Centre site include landmark tourist developments and high quality public spaces. Swansea University is exploring the potential for a hydro hub research and development

facility on the site that could include an iconic aquarium. Phil Holmes, Swansea Council’s Head of Economic Regeneration and Planning, said: “The amount of interest in the two sites from regeneration experts across the world was extremely encouraging. We’ll

now be holding detailed discussions with each of the shortlisted companies as we look to appoint development partners by early next year. “Along with our plans to transform The Kingsway into an employment district, these outline proposals will help lead to a city centre where far more people work, shop and spend their leisure time. This will then boost our existing traders and attract even more investment in future. “The closeness of our city centre to the stunning waterfront is also something we’re looking to make the most of. This is why we’re asking the shortlisted companies to consider how best to link the Civic Centre and St David’s sites too.”

Pioneering team a confidence-booster A SWANSEA Council care home which is pioneering ways of working to meet the demands of the future is going from strength to strength. Bonymaen House is extending a pilot scheme designed to help people remain supported in their own homes for longer rather than staying in longterm residential care. The ‘Step Up-Step Down’ service at Bonymaen House was introduced to provide short term care and support for people who need a little extra help to continue living at home.

The pilot began with two beds for people coming into Bonymaen House from hospital or their own homes in a personal crisis situation. The number of beds has now increased to 19. Manager Jackie Matthews said: “Bonymaen House has been the care home leading the way in shaping the future model for management of care homes. Bonymaen has also streamlined working arrangements so social services staff work in an integrated way with colleagues from the health service.

“This allows us to communicate better with each other to ensure service users and their families are completely involved in the assessment process. “Step up-Step Down has been a positive service for the many service users and their families who have benefited from their time in Bonymaen House. “Several hundred people have come through our doors needing an assessment and while they’ve been here they’ve gathered the resilience and support to have the opportunity to return to their own homes with confidence and support.”

Track your trips on the Gower ALMOST 1,000 people have downloaded an innovative new smartphone ‘This is Gower’ that aims to help them make the most of a trip to the area. The app is one of a number of projects being delivered by the Gower Landscape Partnership supported by the Council. It can be downloaded free from either the iTunes app store or the Google Play android app store.

Dylan’s haunts are in your pocket NEW guides have been put together to help residents find out more about Swansea’s links with Dylan Thomas. PUPILS in a city community are set to take a giant leap from Victorian times to the 21st century when they move into their new school next term. Construction of the £8m Burlais Primary School is due to be completed next month – four weeks ahead of schedule and that means youngsters will be ready to move in on time in September. the very challenging financial times in which we are working, the Council is working very hard alongside headteachers, governors and staff to maintain and improve pupil attainment across the city. “We know that improving education facilities leads to higher pupil attainment and that’s why we are investing in new schools for communities in Swansea.” He added: “One feature all four primary schools share is that they will not only be contributing to their communities as beacons of education

improvement for generations to come, some of the facilities will also be available out of hours to local people as well.” The opening of Burlais Primary School in September is a first for pupils at the school in more ways than one. This is because, for the first time, it will bring together pupils who are currently located on the former Manselton and Cwmbwrla Primary School sites. They’ll also be the first generation to enjoy easy access to green outside space for learning and play.

Help us give teenagers fresh start SWANSEA foster carers are urging families to consider providing a place in their home for older children and teenagers to help them reach their true potential. Jamie Jones and his wife Bev started fostering teenagers more than 10 years ago because they already had older children of their own at home.. But Foster Swansea - the council’s fostering service - still needs more foster carers to support this age group to meet demand. Jamie said: “Bev and I have four daughters and our house was always filled with their friends too. When our eldest left home we wanted to give more children the family life we worked so hard at but so enjoyed creating for our own children. “As we had older children still at home at the time it made sense to foster teenagers and it was a good choice. “At that age it is so important to give them a sense of security, routine, self-confidence and also to make sure they get their education which is vital to their future.” There are more than 270 children in Swansea who require long term and short-term homes through foster care. More than 150 local families currently that care with Foster Swansea, but more foster carers are needed to care for older children. Swansea Council successfully bid for a Welsh Government Learning in Digital Wales Grant for each school and backed it with additional investment and tailor-made support to provide

schools with enhanced internet connectivity. It means that schools will be able to use technology like e-mail and social media to work together and share best practice. It will also support all learners to access online resources and a range of digital resources to provide a rich, 21st Century learning experience.

Swansea Council is making specialist courses available to give businesses the practical skills and know-how they need to deliver workplace first. The low-cost courses, being run by the water safety team, will be held over one or three days. They’ll cover a range of scenarios, including cardiac arrest, resuscitation, burns and scalds, bleeding, head and spinal injuries. The courses come in response to statistics released by the Health and Safety Executive showing the cost of workplace injuries to the Swansea economy in 2012/2013 was an estimated £21m. Awards once again this year and I am asking for everyone’s help in Swansea to make this year’s awards a massive success. “Don’t let a worthy young person you know miss out. Please get online at www.swansea.gov.uk/high5awards and nominate.” This year it’s easier than ever to nominate a young person for a High

Everyone nominated will be recognised with a certificate.

John Hayes won last year’s High 5 Leon Britton Ambassador Award for not allowing his learning difficulties define him and by making his city proud by representing Team GB at in the Special Olympics in Russia. Mum Jacinta, who nominated him, said: “I was looking for a way to tell John how wonderful he is and how proud I am of his achievements but also to show everyone how young people with disabilities can achieve their dreams if they are determined to succeed. John, who is a huge Swans fan, said: “I never thought I would win and just being told I was a winner was a great feeling. Even better I had some amazing prizes including training with the Swans.”

Broadband offer boosts business BIGGER profits, new customers and more efficient working could soon be a click away for Swansea businesses. A major scheme recently extended to the city means small and medium size businesses can now apply for grants worth up to £3,000 to help either install superfast broadband or speed up existing broadband connections. Funded by central government, the grants cover a wide range of connections including wi-fi, fibre and Ethernet. Swansea Council successfully

applied to the Department of Culture, Media and Sport for its broadband voucher scheme to be extended to the Swansea Bay City Region as a whole. This means small and medium sized businesses in Neath Port Talbot, Carmarthenshire and Pembrokeshire can also benefit. Steve Marshall, Swansea Council’s Business Development Manager, said: “These grants give businesses in Swansea and across the city region the chance to compete on a level playing field in the digital age.

“In most cases, they’ll completely cover the costs of the technology needed to greatly improve broadband speeds, which could be transformational for businesses. “Those who have already made the most of it in other parts of the UK have described the availability of superfast broadband as a game changer. “From being able to download and upload files far more quickly to seamless video conferencing, reaching out to new markets, cutting

down on travelling expenses and offering top class wi-fi speeds to customers, faster internet connections benefits local businesses in so many ways.” Visit www.digitalcardiff.net to apply or find more information. Many thousands of Swansea residents can also now benefit from fibre broadband. Premises in the city centre, Morriston, Ravenhill, Bishopston, Clydach, Gorseinon, Gower, Gowerton, Mayals, Mumbles, Pontarddulais,

Llangennith and Penclawdd are among those where it’s available. Superfast Cymru, a partnership between the Welsh Government and BT, will boost commercial roll-out and help the Welsh Government achieve its target to deliver high speed fibre broadband to 96% of homes and businesses in Wales by 2016. Hundreds of internet service providers offer a fibre broadband service over BT’s network. Have a look at www.superfastcymru.com for more information.

How your feedback makes the difference every day

• IT WAS YOUR BIG IDEA: Residents asked for more wild flower planting this summer According to the latest feedback council staff are also stepping up to the plate on the five Swansea Standards which showed that 90% of residents who gave us feedback said they were treated with respect, were given clear advice and had their issue dealt with promptly. Mr Wenham said: “The Swansea

Standard is an important way for us to learn about how well we’re performing face-to-face and over the phone with our residents.” Residents can pick up Swansea Standard feedback cards or they can comment online at www.swansea.gov.uk/swanseastand ard

DOG fouling, graffiti and littering are at the top of Swansea Council’s agenda because residents are calling on the council to do something to tackle some of the issues that affect their everyday lives. Over the past year the council has been working hard in communities to respond to residents’ concerns whether it’s about potholes, helping keep communities clean or sprucing them up with wild flowers. And on top of that the council has also introduced its ‘Swansea Standard’ – which aims to improve customer services at the council. They’re all part of the council’s ‘We Asked, You Said, We Did’ campaign which is dedicated to listening to what our residents are saying about services and responding with changes to match those expectations as much as possible. Lee Wenham, Head of Communictions and Corporate Engagement, said: “We introduced fixed penalty notices for littering and dog fouling as people told us they wanted cleaner streets.. “According to the latest figures 100% of priority graffiti jobs are cleared up within within seven working days and more than 92% of reported fly-tipping incidents are cleared within five working days.” He said: “We introduced wild flowers to our parks and roadside verges last year and the feedback has been so impressive we’re extending it this summer to even more areas.”

STAFF in the Civic Centre’s face-to-face contact centre are praised for their friendly and respectful approach, even on potentially contentious issues like blue badge renewals. And visitors to our city’s libraries have been just as complimentary. One said their

local library was their favourite place; they only wished it was open on Sunday too. Another resident described a member of our graffiti team as the ‘Angel of Clean Living’, adding: “Just a minute with such a sunny-natured person was a real tonic.”

are available online through www.cardiff.gov.uk/WIMLU The programme offers children helpful tips about how to manage money at an early age so they can avoid being ensnared by debt and the fear of loan sharks.

THOUSANDS of unwanted electrical items are getting a new lease of life at the Baling Plant’s Corner Shop. Electrical goods which might otherwise have been sent to landfill are being refurbished and sold inexpensively at the

MORE than 500 young people have been given tips staying safe in a car. Swansea Council’s road safety team has visited Gower College in Gorseinon and Morriston Comprehensive School to chat to hundreds of

A-level students prior to them obtaining their driving licences. Young people are being urged to continue to improve after their test by taking the Pass Plus Cymru course which costs £20 and is available at www.dragondriver.com
