Thanks for the question. With 244 businesses leaving California in just the past year, its an understatement to say that businesses have been experiencing difficulties throughout California in recent years, and District #1 Kern County is no different. There are 3 major issues I think are of foremost concern to me right now: 1. Mitigation strategies for the Isabella Dam fix. Any strategy to repair the dam which would reduce the reservoir water level beyond acceptable levels could have disastrous impacts for businesses and quality of life for people in the Kern River Valley and throughout the entire district. The Draft EIR for the plan has been submitted and is available for public review. I'm sure the residents in the Kern River Valley are fully engaged with reviewing this DEIR, but that's not enough. We need this whole County to understand the implications of this problem. As County Supervisor I would view it as my primary responsibility to understand the entire scope of the mitigation strategy, bring that strategy into focus for the county residents and mobilize a task force to oversee and monitor the project. Nobody understands the seriousness of this issue like the residents in the Kern River Valley and I would expect much from them in terms of dialogue, engagement, and process evaluation. I would consider it my primary responsibility to work closely with all concerned citizens to ensure that the right plan was put in place and that a citizen-based monitoring system was developed to understand, agree with, and communicate all issues during this period. I would be honored to lead this effort. 2. Over regulation. Just this week I talked with a local small business owner that received a $29,000 bill from the California Air Quality Board in Sacramento. The $29,000 fine was for violating diesel exhaust emissions from 2009 and 2010. This business owner was shocked for many reasons...He didn't know that he was ever in violation, all his trucks were in compliance the day after he received his notification of the regulation changes in 2011, but he had no one to talk to. All he knew was that he was being forced to pay a fine for something he knew nothing about or have the government close his business. This over regulation is unfair on so many different levels. It needs to stop. It is evidence of our expanding government and its intrusion into our way of life. I met a barber in Delano. He was telling me about a $70 water bill he receives every month for his barber shop. He was angry. He can't afford $70 this month and he knows that the cost of that service is scheduled to go up again next month due to regulations in water distribution in the central valley. He can't even turn the water on because he can't afford it...all for the sake of over-regulation. This unnecessary and burdensome over-regulation is strangling businesses. It needs to stop. The government needs to provide a fair and effectively regulated environment. They need to be referees that monitor the game and must be willing to throw a red flag when necessary to achieve and maintain an ethical playing field. But that's not what's happening, this government is controlling the game and preventing private enterprise to expand and develop. They're constantly redefining the rules and not providing for a fair playing field. 3. The possibility of BRAC. Base Realignment and Closure. A serious threat for the Indian Wells Valley. I attended a conference in Miami, FL last month to begin to understand the implications for our community. As the Executive Director of the China Lake Alliance and the former Commanding Officer of NAWS China Lake, no one is more familiar with BRAC than I. I am already engaging with all levels of government, federal, state, and county, to understand all issues and to bring these issues to light in our community. We are also forming a "Strategic Vision Office" to centralize our efforts to deal with the possible upcoming BRAC.
