This Student Services Guide is designed to give you all the information you need to access these services. In this guide you will find information about our libraries, student association, disability support and career and counselling services. You can also find information about things you may need once you have commenced study, the standard of service you can expect from us, as well as your rights and responsibilities. Enrolment and Fee information TAFE NSW Fee A fee applies to most TAFE NSW courses and must be paid when you enrol. The fee depends on the type and length of the course in which you enrol. For 2014 TAFE NSW fees for government subsidised courses contact 13 SWSi or visit www.SWSi.tafensw.edu.au/cf. The TAFE NSW Government subsidised fees are subject to personal circumstance and residing or working in NSW. Other fees may apply. Some TAFE NSW fees can be paid in two equal payments. The first payment, together with any material charges, is due when you enrol. If you are undertaking a full year enrolment (in courses longer than one semester) you may have the option of paying the full year TAFE NSW fee in two equal half yearly payments.

you are enrolling in mainstream courses and intending to study for a full year you will be required to pay your second half-yearly fee payment no later than 30 May 2014.

You can pay by EFTPOS, credit card (Visa, MasterCard) or personal cheque, bank cheque or money order made payable to ‘TAFE NSW’. Depending on personal circumstances or course choice other fee arrangements may apply. See payment exemptions, concessions and financial assistance for more information. A tuition fee may also apply for temporary residents. When you study at TAFE SWSi, you may be able to claim Centrelink benefits such as Austudy, Abstudy or Youth Allowance. Check with Centrelink to find out what you can claim. You may also be able to claim student travel concessions on public transport. Call 13 SWSi to find out more.

If you take more than one course in a year, you will pay the concession fee for the additional course(s).

Concessions If you receive a benefit or allowance from the government, you may only need to pay a concession fee of $106.00 per course enrolment. You may also be eligible to pay the concession fee if you are recognised as a dependent child. To claim the concession fee, you will need to show your benefit documents when you enrol. Please note that the TAFE NSW concession fee is not payable by instalments.

TAFE NSW has the right to ask any or all students to produce documentary evidence of their residency status in Australia.

Financial assistance If you are undertaking a graduate certificate or graduate diploma at TAFE SWSi, VET FEE-HELP is available. Some Diplomas and Advanced Diplomas that articulate into a university degree can also be paid for using VET FEE-HELP. If you are studying the Associate Degree in Accounting, FEE-HELP is available.

Call us on 13 SWSi to check whether you are eligible and which documents you need to bring with you when you enrol.

VET FEE-HELP or FEE-HELP are the Commonwealth Government student loan programs for vocational and higher education that allow eligible students to defer all or part of their fees.

Temporary residents’ tuition fee

You will need to apply for VET FEE-HELP or FEE-HELP when you enrol. You will need your Tax File Number (TFN) and proof of citizenship/visa status to complete the form.

If you are a temporary resident eligible to study at TAFE SWSi, you may be required to pay a tuition fee in advance. The 2014 tuition fee is $11 per nominal hour, per subject/ unit. Your visa code determines whether you are eligible to study at TAFE SWSi and if you are required to pay tuition fees. You will need to speak with a Customer Service Officer to calculate all fee payments.

Refunds You may be eligible for a full or partial refund of the TAFE NSW fee if: you

cannot start or continue a course because it has been cancelled by the college or institute

you

get Austudy or Youth Allowance and can show evidence of this to the college

you

are offered and accept a place in a university or another TAFE NSW college within the first three teaching weeks

you

enrol to repeat a subject, but are granted a pass in that subject by an assessment review committee

you

advise the college that you are withdrawing from your course before attending classes.

Separate arrangements apply for courses approved for FEE-HELP and VET FEE-HELP. Depending on when you withdraw, you may be entitled to a refund of any up-front payment you’ve made, or re-credit of your FEE-HELP or VET FEE-HELP balance if you have taken a VET FEE-HELP loan.

You have the right to apply for a review of a decision not to re-credit a FEE-HELP or VET FEE-HELP balance. To obtain a withdrawal application or to view VET FEE-HELP student review procedures visit https://www.tafensw.edu.au/ courses/fees/vfh.htm For more information on VET FEE-HELP tuition fees and refunds view the VET FEE-HELP Tuition Fee and Refund Policy or contact the SWSi VET FEE-HELP Coordinator on 9827 8420. For further information on FEE-HELP refunds you can visit www.studyassist.gov.au or enquire at your college. If you are eligible for a fee refund you will receive it within four weeks of lodging a refund application. To cancel a short course booking that you have paid for, you should advise TAFE SWSi in writing at least seven days before the course is due to commence. If less than seven days’ notice is provided, we cannot give you a refund but you may send a suitable person in your place.


Travel concessions To be eligible for free travel, you must be a domestic TAFE NSW student under 18 years of age at 1 January of the year of your travel concession application. You must be enrolled in a full-time TAFE NSW course for a minimum of 20 hours a week, not employed, living more than 3.2 kms from the college and attending the college closest to your home where enrolment is available. Overseas students are not eligible. NSW Tertiary Student Concession Cards are available for all students who are enrolled in a course of study requiring at least 20 hours per week of classes for a continuous period of at least nine weeks. Travel concessions are available to eligible apprentices and trainees who hold an Indentured Apprentice/Trainee NSW Transport concession Card. Apprentices and Trainees must be registered with the NSW Department of Education and Communities (DEC). Applications can be downloaded from the Transport for NSW website. Application forms for travel concessions are available from the Customer Service Office at your college. When enquiring about travel please bring your enrolment form.

Support while you study Student Administration Student Administration and Customer Service Officers are located at each TAFE SWSi college. Please see the college maps (pages 3-14) for Student Administration Office locations. Contact a Customer Service Officer if you have questions about enrolment, course information and administration matters.

TAFE SWSi Libraries Every TAFE SWSi college has a library with the textbooks, audio-visual and e-Resources you need for your course. You can also use computers and printers and find quiet study spaces for individual or group work. Qualified staff can help you use the library effectively and assist in teaching you successful research skills using a range of sources. Opening hours vary between colleges. Visit www.SWSi. tafensw.edu.au/library for opening hours for each college library as well as a range of online information sources, such as databases, eBooks, eJournals, online videos and an extensive range of research based services. Career advice and counselling Our qualified counsellors are here to provide you with advice, career development assistance and support while studying. Our Career Counsellors can help you identify your strengths, skills and abilities and give you the support you need to make important decisions about your future. Once you know the career direction you want to take, a Career Counsellor can help establish a study pathway and identify what you need to do in order to achieve your goals. TAFE SWSi’s career advice service is a free and confidential service available to all students at each college location. Contact your local college to make an appointment with a Career Counsellor.

Support for students from a non-English speaking background TAFE SWSi’s Multicultural Coordinators provide a range of specialist services to assist those who are from a nonEnglish speaking background. They can help you choose the best course for you and access tutorial support to improve your English while you study. Our Multicultural Coordinators can also assess your qualifications from overseas and help you select an Australian equivalent, as well as help organise Recognition of Prior Learning (RPL).

Support for international students If you are an international student you can access our TAFE International Education Centre (TIEC), where you can study, improve your English language skills and access a range of student facilities. International Coordinators are also located at all colleges where International students are enrolled. The coordinators will look after your day-to-day needs and provide you with assistance to successfully settle into college life and make the most out of your stay in Australia.


For assistance, contact an International Coordinator at your college.

Disability support services If you have a disability, TAFE SWSi’s Disability Teacher Consultants can provide specialist support to assist you while you are studying. These include sign language interpreters, readers and note-takers, course and assessment modifications, adaptive technology, tutorial support and mentoring for those who are deaf, hearing impaired, sight impaired or those who experience physical access difficulties. Phone numbers for hearing impaired and contacts for visually impaired, intellectually and physically disabled support services can be found on page 15.

Services for indigenous students The Aboriginal Learning Circle at TAFE SWSi is dedicated to providing indigenous students with a tailored, culturally sensitive learning environment. They can help you with choosing the right course and career pathways, provide help with enrolment applications, advice on how to apply for fee exemptions, scholarships and financial assistance such as Abstudy, as well as

providing tutorial assistance and mentoring to support you throughout your course. TAFE SWSi also provides an indigenous recruitment and employment service for Aboriginal or Torres Strait Islander people. The service will help you find employment, provide you with the skills and advice to seek employment and build a career and help you obtain wage subsidies or employee support funding. Student Association The Student Association enriches college life for students by providing services, activities and facilities to enjoy. By joining the TAFE SWSi Student Association, you can get student discounts on shopping, parking, printing and binding, books and entertainment. The Student Association also provides lunchtime entertainment and organises social and sporting events for members. Important student information Recognition of Prior Learning (RPL) Valuable life experience, work experience, on-the-job training and courses you have taken previously can all count towards recognition of prior learning, or RPL. You will be assessed on what you already know and can get credit that counts towards your course. That means you might not have to do all (or any of) the units in a course, allowing you to finish your qualification sooner. The process includes providing evidence of your abilities plus taking part in an interview with a trained assessor. If you are found to be eligible for recognition for a unit of competency, you’ll be able to move on with completing your course. If you think you might be eligible for RPL, ask your Head Teacher or Customer Service Officer at your college about applying for recognition. Apprenticeships and Traineeships Under the Apprenticeship and Traineeship Act 2001 (NSW), Apprentices and Trainees must be under a ‘Contract’ or ‘Training Agreement’ with their employer before they can study an apprenticeship/traineeship course at TAFE NSW or gain an apprenticeship. ‘Contracted’ apprentices are then entitled to: study

an apprenticeship at TAFE NSW (Australian citizens or permanent residents only)

If successful as a contracted apprentice, you are entitled to receive your trade certificate. If you are unsure as to whether you are under an apprenticeship ‘Contract’ or ‘Training Agreement’, ask your employer to contact an Australian Apprenticeship Centre at http://apprenticeship.det.nsw.edu.au or contact us on 13 SWSi for your nearest Australian Apprenticeship Centre.


Student e-Services

DEC Portal

Student e-Services (SeS) delivers an Internet service for TAFE students to view and confirm their enrolment details.

A personalised portal is provided to all students in TAFE NSW through the Department of Education and Communities (DEC) Portal.

Through SeS, you are able to: view

your personal, enrolment and employer details

your unit results

your contact details

request

a transcript of academic record

view

notifications and calendar information such as scheduled TAFE NSW final exams.

To enable you to access SeS; you will have been given a username and temporary password when you enrollor register online. Or, if you did not enrol or register online you will receive your username and temporary password during the face–to-face enrolment process. Or, if you have paid your course fees your username and password would have been printed on your receipt. After receiving your username and temporary password, you can to go to the website www.tafensw.edu.au and click the ‘Student login’ button found in the top right to login to SeS and set your own password and access your information.

The portal acts as a gateway to a range of educational and curriculum resources, and provides you with access to your personal DEC email account. The DEC Portal can be accessed from any location with an internet connection and a web browser. You will be provided with a username and password soon after enrolment (see Student e-Services (SeS)). You can access the DEC portal from the TAFE SWSi homepage or by visiting student.det. nsw.edu.au.

Your TAFEcard All students enrolling in a TAFE NSW course will be given a TAFEcard, which is a student identification and stored value card. It contains your name, student number and photograph. You can use your TAFEcard for a variety of services such as photocopying, parking and with the Student Association. You will also need to show your TAFEcard as identification for access to some college facilities, to sit final exams and when requested by TAFE NSW staff. 23


If your TAFEcard is lost or stolen you need to report it immediately to your college Customer Service Office. A replacement TAFEcard costs $20.00.

Using TAFE SWSi computers Computers are available in our libraries to help you with writing assignments, practising computer skills learnt in the classroom and researching information. Microsoft Word, Excel, Access and other software packages are available, as well as internet and CD-ROM databases. The internet is to be used for educational purposes only and you will be required to use your DEC username and password to access the internet.

Attendance You should attend at least 80 per cent of all classes if you want to make the most of your studies and successfully complete your unit or course. If you stop attending classes or transfer to another college, you must report this to your teacher. If you are sick, unable to attend class or an exam, or have missed an exam due to uncontrollable circumstances please advise your teacher as soon as possible. 24

International student attendance TAFE NSW is obligated under Commonwealth Government legislation to notify the Department of Immigration and Citizenship (DIAC) of student performance. Poor performance may result in automatic visa cancellation. You should aim for 100 per cent attendance to gain the full benefit of your course.

Transferring courses or units of study If you wish to transfer to another course, you must complete an Enrolment Adjustment - Course Transfer Form within three weeks of commencing your original course. If you wish to transfer to another college, you should approach the relevant Head Teacher of the college you wish to transfer to. The Head Teacher must approve your transfer on a Personal Adjustment College Transfer Form. If you need to change your class and subjects/units during the year, you will need to complete an Enrolment Adjustment - Personal and Subject Details form. Both forms are available at you college Customer Service Office.


Changing your personal details

Graduation

You can make changes to your personal contact details, such as address or phone number through the TAFE NSW Student e-Services (SeS) website.

Ensure that you get the recognition you deserve for your studies by collecting your qualification at the graduation ceremony (usually held in May of the following year at your college).

Alternatively, you can complete an Enrolment Adjustment Personal and Module/Unit Details form, available from the Customer Service Office at your college. To change your name or date of birth, you must bring your original documents such as a birth certificate or marriage certificate to your college Customer Service Office.

Student assessment and examinations Students undertaking TAFE NSW courses have subjects assessed by either class mark and internal exams held in class time and/or externally supervised exams. When you begin your studies you will be given detailed information about how you will be assessed and how your results will be recorded and reported.

Family, friends and employers are welcome at this ceremony. If you cannot come to the graduation ceremony please make arrangements with your college Customer Service Office to collect your qualification.

Articulation to university Certificates III, IV, Diploma and Advanced Diploma level qualifications completed at TAFE NSW may be used for academic credit and entry into some university courses. You will need to check with the relevant university for specific credit details and entry requirements. TAFE SWSi also offers degree and graduate programs in partnership with universities including Federation University, Canberra University and Charles Sturt University. If you fail to comply with your responsibilities as a TAFE SWSi student, penalties may apply. The NSW TAFE Commission Student Discipline Policy (2000) outlines all behaviours listed as a breach of discipline and applies to all TAFE NSW students. You can obtain a copy of the policy from your teacher, read it in a college library or access online via www.det.nsw.edu.au/policies, under the ‘TAFE’ tab.


Alcohol and other drugs TAFE NSW policy prohibits smoking inside and within close proximity of all college buildings, and the use of alcohol and illegal drugs on college grounds. Using alcohol or illegal drugs at TAFE SWSi can affect your and other students’ safety and ability to learn. Inappropriate use of alcohol and other drugs by students at TAFE SWSi will be the subject of disciplinary action. If you are concerned about your own or another person’s safety at TAFE SWSi, Work Health and Safety legislation requires you to inform your teacher immediately.

Management of risk or harm to students and staff TAFE NSW is required by law to ensure the health and safety of students, staff and visitors on our premises. In order to meet these legal obligations it is necessary for us to assess and manage any known risk of violent behaviour. If you have a history of violence that may suggest you could pose a potential risk of any type to other TAFE SWSi students, staff and/or visitors, it is a condition of your enrolment that you advise the College Manager, Counsellor or your teacher prior to enrolling in your course of choice.

Following your advice of a potential risk, we will provide appropriate support and a management plan.

Work, Health and Safety It is TAFE SWSi’s responsibility to provide an environment that is both healthy and safe. We provide you with a safe learning environment by: meeting

It is your responsibility to follow safety regulations and instructions, as well as report accidents and health and safety issues to either your teacher or a senior member of staff. Some courses require you to wear protective clothing. You will need to follow your teacher’s instructions on the safe use of materials and equipment. First Aid Officers are located at all colleges. If you are injured or ill, please ask your teacher, security or first aid officer to assist you. 27


Emergencies

Harassment and bullying

During the first week of class, a teacher will take you through the college’s emergency procedures. In the case of an emergency, notify a staff member immediately and follow their instructions. Security officers are located in each college.

Harassment is any conduct (verbal, written or physical) that is unwanted, unwelcome or which may be offensive.

It is important to learn and remember the fire exit locations closest to the classrooms you use. You can find emergency procedures, including evacuations, clearly displayed in classrooms.

If you believe you are being harassed, bullied, discriminated against or unfairly treated in any way, it is important that you contact your teacher or a counsellor at your college.

All TAFE NSW staff and students have an obligation under NSW legislation not to discriminate, treat unfairly or harass people because of who they are, who they are related to, or who they associate with on the following grounds:

If you would like to register a complaint or suggestion, you can do so in person, by telephone or by completing a complaint form, available from your Customer Service Office.

When a complaint is registered, we will take action to resolve and address the complaint on your behalf.
