This Student Services Guide is designed to give you all the information you need to fully access these services, as well as your rights and responsibilities as a TAFE NSW student. A Aboriginal Unit The Aboriginal Unit provides specialist access, with course and employment support for Aboriginal and Torres Strait Islander people. Aboriginal students are supported by Aboriginal Coordinators and Aboriginal Student Support and Employment Officers, who can assist with enquiries, offer advice on course and career pathways, and provide help with enrolment applications, exemption information, scholarship and award nominations, and study assistance. ABSTUDY see also Austudy and Youth Allowance

ABSTUDY provides financial assistance for young Indigenous people enrolled in approved full-time and parttime study. Some of the benefits under ABSTUDY include living allowance, rent assistance, pharmaceutical allowance and an advance loan. Payment rates depend on your age, the course you are studying and whether you need to live away from home.

Alcohol and Other Drugs TAFE NSW policy prohibits smoking inside and within close proximity of all college buildings, and the use of alcohol and illegal drugs on college grounds. Using alcohol or illegal drugs at TAFE can affect your and other students’ safety and ability to learn. Inappropriate use of alcohol and other drugs by students at TAFE may be the subject of disciplinary action. If using potentially dangerous equipment or driving a vehicle, inappropriate drug or alcohol use may also put your own or someone else’s life at risk. If you are concerned about your own or another person’s safety at TAFE, Work Health and Safety legislation requires you to inform your supervisor or teacher immediately. If you need more information about alcohol and other drugs or are concerned about your own or someone else’s use, contact the Career Development and Counselling Unit at your college.

Animal use in TAFE NSW Courses In some TAFE NSW courses you may need to use animals to support your learning. Using animals, or animal tissue, to support learning is a privilege that has responsibilities. There are penalties for animal cruelty and unauthorised use of animals. You must: • Treat animals and their tissues with care and respect • Treat live animals humanely, avoid any cruel behaviour


• Think about why and how you are using animals and their tissues

• Financial assistance

• Make sure you make good use of the opportunity for learning.

If you are unsure as to whether you are under an apprenticeship ‘Contract’ or ‘Training Agreement’, ask your employer to contact an Australian Apprenticeship Centre at http://apprenticeship.det.nsw.edu.au or contact our Student Administration Centre on (02) 9827 8404 for your nearest Australian Apprenticeship Centre.

Wherever possible, TAFE tries to replace animals used in educational programs with non-animal alternatives; reduce the number of animals needed; or refine animal use to diminish the amount of stress and discomfort that animals may experience. The TAFE NSW Animal Care and Ethics Board, which comprises veterinarians, teachers, animal welfare and community representatives, monitors the use of animals in TAFE courses. If you want to know whether animals are used in a particular unit or you are concerned about using animals in your learning activities, you should talk to your teacher.

Apprenticeships and Traineeships see TAFE NSW Fee for Apprentice and Trainee fee information

Under the Apprenticeship and Traineeship Act 2001 (NSW), Apprentices and Trainees must be under a ‘Contract’ or ‘Training Agreement’ with their employer before they can study at TAFE or gain an apprenticeship qualification. ‘Contracted’ apprentices are then entitled to receive:

• Ongoing advice and support.

Articulation to University Certificates III, IV, Diploma and Advanced Diploma level qualifications completed at TAFE NSW may be used for academic credit and entry into some university courses. This reduces the study load/time required to complete many university degrees. By successfully following a study pathway, students may graduate with a TAFE NSW Diploma or Advanced Diploma as well as a university degree. To take full advantage of this unique course structure, you must make the necessary enquiries regarding the possible pathways of study when you enrol. This includes enquiries with your preferred university as credit details and entry requirements may vary between universities and subject areas. SWSi continues to develop close pathways of study with universities.

• Training at TAFE (Australian citizens or permanent residents only) • Nationally recognised qualifications that lead to a career and pathways to other opportunities

Assessment

Attendance

The “Every Student’s Guide to Assessment” publication provides information in the form of frequently asked questions and answers on the way students are assessed in TAFE NSW. Every student of TAFE NSW receives a copy of “Every Student’s Guide to Assessment”. You should keep your Guide with other important documents relating to your course of study. If you lose your copy of the Guide, you can download another one from the website: www.tafensw.edu.au/courses/assessment/assets/pdf/ assessment_guide.pdf

You should attend at least 80 per cent of all classes if you want to make the most of your studies and successfully complete your unit or course. If you stop attending classes or transfer to another college, you must report this to your teacher. If you are sick or unable to attend class, please advise your teacher as soon as possible. You may need to provide supporting information when you: • Are absent from two or more consecutive lessons • Have missed activities such as industrial visits, field work, practical work and activities in specialist facilities • Have missed an assessment event, class test or have not submitted an assignment on time • Know in advance that you will be absent from a class assessment, class test or will be unable to submit an assignment on time • Miss an examination due to circumstances beyond your control. In this situation, you must notify the teacher within 24 hours of the missed exam.

The commencement of any class in TAFE is subject to availability of resources and sufficient enrolment numbers. Classes may be discontinued if attendance numbers fall below a set minimum.

Austudy and Youth Allowance see also ABSTUDY for Indigenous people

Austudy and Youth Allowance information and application forms are available from your local Centrelink office. They may also be available in the Career Development and Counselling Unit at your college. Application forms must be lodged at Centrelink offices. If you are a full-time student and you apply for Austudy or Youth Allowance you should be aware of your rights and obligations. The Department of Education and Communities (DEC) provides a range of publications that can help. By law TAFE is required to report to Centrelink on the progress of your studies and any changes to your program of study. You should tell Centrelink within seven days if: • You do not start your studies or you start your course late

B Books / Learning Materials If Student Learning Materials are required for the course a teacher and Customer Service Officer can advise you about the cost of those materials. If you require textbooks, a list will be given to you at enrolment or at your first class in each subject. Textbooks may be obtained through a variety of means: at colleges, online and through retail outlets. When buying books for your course, always obtain a receipt for tax deduction purposes.

• You withdraw from subjects or from your course

Remember that in addition to your textbooks the library has a large collection of books, magazines and other material that can be borrowed to support your studies.

• You receive recognition/advanced standing which changes your study pattern.

Bullying

Under these circumstances you may be required to repay some Austudy, or Youth Allowance. The longer you delay telling Centrelink, the larger your debt could become.

C Career Development and Counselling A free, friendly and confidential counselling service is available to all students and potential students. Career Counsellors can help: • If you need advice on a course, career or your ability to complete your course based on your personal circumstances • If you need motivation in your studies, or referral to a variety of tutorial supports • If you need to sort out priorities, or make important decisions. Career Counsellors can also help if you: • Need help with Austudy, Newstart, Youth Allowance or Pensioner Education Supplement • Are thinking of dropping out and need referral to other agencies in the community • Need exam modifications

Changing Courses / Units If you need to change your class and subjects/units during the year, you will need to discuss this with your teacher/s, and complete an Enrolment Adjustment - Personal and Subject Details form, which is available from the Customer Service Office.

Changing Your Personal Details It is important that we have an accurate record of your details so that the important correspondence we send to you is not lost. You can make changes to your personal contact details, such as address or phone number through the TAFE NSW Student e-Services website. see Student e-Services Alternatively, you can complete an Enrolment Adjustment - Personal and Module/Unit Details form, which is available from the Customer Service Office at your college. To change your name, you must bring your original documents such as a marriage certificate to your college Customer Service Office.

• Require advice on overseas qualifications. Some Career Counsellors are bilingual and interpreters can be arranged if required. Career Counsellors may be available during day or evening hours (depending on college needs).

Childcare Children’s Centres are currently located in four colleges (Bankstown, Campbelltown, Granville and Wetherill Park). They are open from Monday to Friday and offer day care for children of enrolled students. There is a high demand for this service so there may be a waiting list.

If you are not happy with any aspect of your course or any of the other services we provide, please tell us. We will investigate and respond to your complaint. We will do all we can to solve the problem in a pleasant and efficient manner, whilst maintaining strict confidentiality.

How to register a complaint or suggestion If you would like to register a complaint or suggestion, you can do so in person, by telephone or by completing a Complaint Form, available from your Customer Service Office. It is preferable to give your name and sign your complaint. Anonymous complaints can be acted on only in certain circumstances. Each complaint is recorded on a Complaint Form by you or by the member of staff receiving the complaint. This form is a confidential document. When a complaint is registered, the member of staff is obliged to take action to resolve and address the complaint on your behalf. This is part of our commitment to quality and customer service.

Messages will only be relayed to you in the case of an emergency. Any contact with you while you are at a TAFE NSW college can only be with your permission. You need to provide your family and friends with a copy of your timetable and attendance details. This will help staff to forward a message to you in case of an emergency. It is especially important to provide this information if you have a child in one of the college child care centres.

Computers are available in our libraries to help you with writing assignments, to practise computer skills learnt in the classroom, and to research information. Microsoft Word, Excel, Access and other software packages are available, as well as Internet and CD-ROM databases. The Internet is to be used for educational purposes only. Students are required to use their DEC Username and password to access the internet. You need to make a booking at your college library to use the computers as they are usually in heavy demand.

Confidentiality Your personal records concerning your attendance and performance will be kept private, except for apprentices and trainees, where employers can be informed of your progress. TAFE is required to report the progress of students on certain benefits to Centrelink.

Customer Service Office This is where you can: • Make course and student enquiries • Receive help regarding student records • Receive concessions or exemptions from TAFE NSW fees • Pay fees (cash is not accepted) • Apply for travel concessions • Change enrolment details or simply get directions. Our friendly, trained staff will be happy to help you and can be contacted on 13 7974.

D Deadlines If you can’t meet an assessment deadline and have a legitimate reason, approach your teacher BEFORE THE DUE DATE to negotiate an extension of time. If the reasons are personal and confidential, Career Counsellors can assist you.

DEC Portal A personalised learning space is provided to all students and staff in schools and TAFE NSW through the Department of Education and Communities (DEC) Portal. The Portal acts as a gateway to a range of educational and curriculum resources, and provides students with access to a personal DEC email account.

The DEC Portal can be accessed from any location with an internet connection and a web browser (e.g. from home or public libraries, as well as TAFE NSW colleges). You will be provided with a username and password soon after enrolment. If you have any problems please speak with your teacher.

Deferring If, after applying, you have been offered a place in a TAFE course, you will not be able to defer enrolment in the course. If you are not able to accept the place, you will need to apply again at a later date and go through the normal selection procedures.

Dignity and Respect TAFE NSW seeks to address issues of bullying, harassment and discrimination where all staff and students are treated with dignity and respect.

Disabilities Support Teacher consultants for students with disabilities are employed to ensure that people with a disability have access to vocational education and training. Specialist staff provide support in the disability areas of blindness and vision impairment, deafness and hearing impairment, intellectual, physical and psychiatric. Services may include sign language interpreters, notetakers, readers and/ or writers for assessments, tutorial support, adaptive technology and exam modifications. Some courses are specially designed to meet the needs of people with particular disabilities.

Support is also provided to students with a disability in mainstream courses. Contact the Teacher Consultant Disabilities at your local college for more details.

Discrimination see also Harassment

All TAFE NSW staff and students have an obligation under NSW legislation not to discriminate, treat unfairly or harass people because of who they are, who they are related to, or who they associate with on the following grounds: • Gender, including pregnancy • Marital status, race, colour, ethnic or ethno-religious background, descent or nationality

E Embedded Qualifications Some AQF qualifications offered by TAFE NSW may have other qualifications embedded within them. You may apply for a testamur for an embedded qualification if you are eligible, even while you are continuing in your current course. Application forms are available from the Customer Service Office of your college. There is a processing fee of $75 for each application.

In case of an emergency, notify a staff member immediately and follow their instructions. Security officers are located in each college.

• Age If there is a complaint that a student or staff member has acted in a discriminatory way, see your teacher, head teacher, college manager or counsellor.

Dropping Out Don’t drop out until you’ve dropped in to see a Career Counsellor! Get a second opinion from your teachers or one of the counsellors. Whatever you do, don’t just disappear from a subject or your course.

Emergency Contact We recommend that you provide your family and friends with a copy of your timetable and attendance details. This will help staff to forward a message to you in the case of an emergency. Any other contact with you while at college can only be done with your permission.

Evacuations During the first week of class, a teacher will take you through the college’s emergency procedures. It is important

to learn and remember the fire exit locations closest to the classrooms you use. You can find emergency procedures, including evacuations, clearly displayed in classrooms. If a fire starts, immediately tell your teacher or another staff member. Do not yell ‘fire’ or run. If an emergency is called, please follow the teacher’s directions immediately, and remain calm.

Use of dictionaries

Students are not required to fight a fire. You may use the extinguisher or hoses if the fire is small and can be easily controlled. Only do this if you are absolutely confident that you can handle it and will not be in any danger.

If you need help with English you might be permitted to take a translation dictionary into an examination. For more information, talk to the head teacher or contact the Multicultural Education Coordinator.

Please do not remove, damage or interfere with extinguishers, hoses or other fire safety measures. Your life may one day depend on this equipment.

Examination modification

Examinations Your teachers will let you know the assessment methods and due dates for assessments for your subjects/units. They will also tell you which subjects/units have a final examination. Final examinations are held outside normal class time and each examinable subject is scheduled at the same time and date throughout NSW. They are normally held over several weeks in June and November. The timetable for each final examination is displayed at each college.

If you miss a timetabled final examination and wish to sit the examination at a later date, without repeating the subject, you must submit a Request to Sit a Missed/Special Examination form. You can obtain this from the Customer Service Office at your college. Please note that you may be asked to wait for the next scheduled examination time.

It is your responsibility to be present at examinations on the dates and times shown on the timetables. If you cannot attend an examination, you must provide a certificate/ letter from someone such as your doctor or employer, stating the reason for your absence.

In TAFE, we try to ensure that all students are fairly and equally assessed. If you have a temporary or permanent disability, are a student from a language background other than English or if you have suffered a misadventure during your course or immediately before an assessment, you may be at a disadvantage. Please contact a Consultant for Students with Disabilities, the Multicultural Education Coordinator, a head teacher or teacher, or a counsellor. In some circumstances, it may be possible to modify an examination/assessment so that you are more fairly assessed.

Examination results Result notices are posted to your home address approximately four weeks after the examination period. It is important that your correct address is registered with the Customer Service Office before the examination period.


Examination results review If you feel that you didn’t do well in an examination because you were sick, had an accident, or that your result was not fairly evaluated, you may request a review. You will need to submit an Application for Review of Results form. You must take this to the Customer Service Office of your college within 21 days of receiving your Result Notice. This form is available from your Customer Service Office. A review will only be considered if you have not passed the examination.

Examination timetable Mid year and final examination timetables are available from March (mid year) and September (end of year) and will be displayed in key locations for you to view. Room allocations are shown on the noticeboard just before the scheduled examination dates. It is your responsibility to note the day, time and location of your examinations!

Exemptions and Fees see TAFE NSW Fee

F First Aid Officers see also Work Health and Safety First Aid Officers are located in all colleges. Please ask your teacher, head teacher, security, or any other member of staff to assist you.

FEE-HELP / VET FEE-HELP If you are taking a Diploma, Advanced Diploma, Graduate Certificate or Graduate Diploma at TAFE, VET FEE-HELP may be available. If you are taking the Associate Degree in Accounting, FEE-HELP is available. You can access this assistance if you are an Australian citizen or permanent humanitarian visa holder. You may be able to defer all or part of your fee payment by using VET FEE-HELP or FEE-HELP, which are the Commonwealth Government student loan programs for vocational and higher education. They allow you to borrow some or all of your fees from the government and repay them through your tax return after you are earning more than a certain amount. You will need to apply for VET FEE-HELP or FEE-HELP when you enrol. You will need your Tax File Number (TFN) and proof of citizenship/visa status to complete the form. Visit the Study Assist website at www.studyassist.gov.au. Some Diplomas and Advanced Diplomas that articulate into university degree programs can also be paid for using VET FEE-HELP. Check the website or call 13 SWSi (13 7974) for details of courses that can be paid for using VET FEE-HELP.

G Graduation Finishing your course this year? Congratulations! Ensure that you get the recognition you deserve by collecting your qualification at the graduation ceremony (usually held in May of the following year at your college). Family, friends and employers are welcome at this ceremony.

Harassment and the law

Don’t stop now! Talk to a Teacher, Career Counsellor or Customer Service Officer about other courses to progress your career.

It is against the law in NSW to harass or discriminate on the grounds of: • Age • Gender • Marital status • Physical or intellectual disability • Race • Sexual preference

Other types of behaviour are also against the law. For example, the following behaviours are illegal and are regarded as criminal offences:

Harassment

• Graffiti

Your learning environment should be free of racial, sexual or any other kind of harassment or discrimination. Harassment is any conduct (verbal, written or physical) that is unwanted, unwelcome or which may be offensive.

• Indecent exposure

Verbal harassment may include: • Repeated suggestive comments • Jokes or insulting remarks

• Sexual assault

If you cannot come to the graduation ceremony please check with the college administration to make alternative arrangements for collection of your qualification.

• Persistent personal invitations or requests Physical harassment may include:

• Obscene phone calls, texting, emails and letters • Physically molesting a person

Harassment - How to deal with it If you believe you are being harassed, discriminated against or unfairly treated in any way, it is important that you: • Don’t ignore it • Do something to let the person know that you object to their behaviour and that you do not want it repeated • Speak to your teacher, head teacher, supervisor or another senior officer in the college • Discuss the matter with a counsellor. You can talk to any of the above people without making a formal complaint. If you do choose to make a formal complaint, it will be treated very seriously and dealt with as quickly as possible. I Institute Achievement Awards The Institute Achievement Awards are held annually to recognise outstanding students across all areas of study. Winners are selected based on career and study achievements, personal skills, and achievements in other pursuits.

You are eligible to enter the awards in the year after you finish your course and may self-nominate or nominate other students. Ask your teacher for a nomination form before you finish your course.

International/Overseas Students From the day you arrive until the day you depart, South Western Sydney Institute will provide you with friendly help, advice and guidance. TAFE NSW is obligated under Commonwealth Government legislation to notify the Department of Immigration and Citizenship (DIAC) of student performance. Poor performance may result in automatic visa cancellation. You should aim for 100 per cent attendance to gain the full benefit of your course. If you are having difficulties with your course or a subject, discuss this with your College International Student Coordinator. You must receive approval from the International Student Coordinator before enrolling in, and commencing other courses. If you change your residential address, you need to notify your College Coordinator, the TAFE NSW International Student Centre (1300 302 456) and the Department of Immigration and Citizenship.

Each library in the Institute is equipped with the latest technology for providing information services and offers an excellent range of online services, books, magazines, DVDs, CDs for borrowing, computers and Wi-Fi, as well as offering a diverse range of places to study, such as group areas and quiet spaces. Lost Property The Institute does not accept responsibility for any damage to or loss of property, including vehicles within student carpark areas. We recommend that you take care to keep valuable items secure. If you lose property, please report it to your class teacher after first checking the area in which the item was lost. Sometimes lost property is handed in to the Customer Service Office.

P Parking There is limited student car parking at all colleges, except Liverpool, which only has parking at night. Most colleges charge a fee.

Payments The payments area is located in the Customer Service Office of each college, and is open from 9am to 5pm during term, with extended hours during the enrolment period. Accepted methods of payment for the TAFE Fee and other related charges are EFTPOS, credit cards (Visa or MasterCard), personal cheques, bank cheques and money orders made payable to ‘TAFE NSW’. TAFE NSW colleges will NOT accept cash for payments. see TAFE NSW Fee for information

Personal Details It’s important to keep your records with TAFE up to date. If you change your name, address, telephone number or employer (for apprentices only) you need to complete an Enrolment Adjustment – Personal and Subject Details form. This is available at the Customer Service Office.

Protection of Children and Young People in TAFE NSW Colleges TAFE policy advocates the protection of children and young people from physical, sexual and emotional abuse and neglect. This policy applies to: • Students under 18 years old who are enrolled in TAFE NSW courses • Children and young people who are accessing TAFE services like TAFE counsellors and libraries • Children enrolled in TAFE NSW Children’s Centres • Minors who are accompanying their parent/carer/ advocate on TAFE NSW premises or at an off-campus TAFE NSW activity. How do I apply for recognition?

When you enrol in a TAFE NSW course, the skills and experience you have gained from school, formal and informal training, employment, volunteer work, work experience, life experience and other qualifications can be assessed for credit against the qualification you are enrolled in.

What are the benefits of recognition?

If you believe that you have skills and knowledge for part or most of the qualification, you might complete your qualification in less time. This means your training can be focussed on the skills you most need to develop.

Gain up to 100% recognition for your qualification.

You can apply for recognition of a single unit of competency or groups of competencies up to 100% of a qualification. You can apply at any time, however it is best to make your applications as early as possible after enrolment. Talk to the head teacher/ teacher of your college section. Do you have relevant work or life experience? If you think you already have the skills and knowledge to demonstrate competency in one or more of the compulsory or elective units of your

Do you have other qualifications from TAFE or elsewhere? If you have studied similar units before in TAFE, other Training Colleges, Adult Community Education Colleges (ACE), school or University, the units or qualifications you hold may give you credit in the course you are enrolled in. If you have overseas qualifications in the same or a related field of study you may gain credit for up to 100% of the units in your TAFE NSW course. Collect evidence to prepare for your next interview. You may also be assessed in your workplace.

If you are not satisfied with your result, you should arrange a review of the recognition assessment as soon as possible. Once a review is complete, if you are still not satisfied, you may lodge an appeal against the assessment decision with the Head Teacher of the section.

Refunds You may be eligible for a full or partial refund of the TAFE NSW Fee only if: • You have overpaid the fee • You cannot start or continue a course because it has been cancelled by the college or institute

If you have any concerns about security issues, please see your teacher, head teacher or a member of staff at the Customer Service Office or the College Manager.

• You are offered and accept a place in a university or another TAFE college within the first three teaching weeks

• You enrol to repeat a subject, but are granted a pass in that subject by an assessment review committee • You advise the college that you are withdrawing from your course before attending classes • In the opinion of the Institute Director, you would suffer unreasonable disadvantage if not granted a refund, for example, if you are unable to continue classes due to extended time in hospital.

Course fees cannot be refunded to participants who are unable to attend classes.

Short Courses Courses can be customised and delivered at an industry or business location locally, nationally or internationally. For information about all TAFE short courses contact 13 7974.

Smoking Policy

If you are eligible for a fee refund you will receive it within four weeks of lodging a refund application.

TAFE NSW policy prohibits smoking inside and within close proximity of all college buildings. Please respect the rights of your fellow students and staff.

Refunds for short courses / fees

Student Association

To cancel a short course booking that you have paid for, you should advise us in writing at least seven days before the course is due to commence. If you give us less than seven days notice, we cannot give you a refund but you may send a suitable person in your place.

There is a Student Association at each college that provides many benefits for students who choose to join. Members receive discounts on items that may include: parking, photocopying, entertainment, shopping, trips and other activities (where available). The Association may



also arrange sporting, social, cultural and leisure activities, on and off-campus entertainment and a variety of other services. Student Associations are a great way to save money and get more involved in your college campus. Members can even join the Board of Management for some Student Associations, which is a great opportunity for personal, professional and educational development. See the Student Association Officer at your college for more information or to join the association. See the maps and phone list at the back of this booklet.

Student Discipline Policy The NSW TAFE Commission Student Discipline Policy (2000) applies to all TAFE NSW students. You can obtain a copy of the Policy from your head teacher or College Manager, or read it in a college library. In the NSW TAFE Commission Student Discipline Policy (2000), breach of discipline means: • Conduct that impairs the reasonable freedom of any person to pursue his or her studies, research or work in the TAFE Commission, or on the premises of the TAFE Commission or to participate in the activities of, or associated with, the TAFE Commission, or • Conduct that is prejudicial to the management of the TAFE Commission or any part of it.

Some examples of behaviour defined as a breach of discipline under the NSW TAFE Commission Student Discipline Policy (2000) include (but are not limited to):

• Assault or threat to assault a person • Any offensive conduct or any unlawful activity • Removal, damage or use of any property of the TAFE Commission without the authority of the TAFE Commission or a member of staff • Committing or engaging in any dishonest or unfair act in relation to an examination or other form of academic assessment • Discriminating against a person on the grounds of age, race, sexuality, gender, marital status, religion, physical or intellectual disability • Inciting hatred, serious contempt, or severe ridicule of a person or group of persons on the grounds of age, race, sex, sexuality, gender, marital status, physical or intellectual disability, or religion of the person or members of the group • Failure to pay any fee or charge owing to the TAFE Commission. For a list of behaviours defined as a Breach of Discipline and for further information see the NSW TAFE Commission Student Discipline Policy (2000). The NSW TAFE Commission Student Discipline Policy (2000) details penalties that may apply if a student is found to have committed a breach of discipline. These include (but are not limited to) exclusion from the TAFE college or any other TAFE establishment, fines, compensation for damage to property, exclusion from exams or assessment events, and a ‘Fail’ result recorded for specified examinations or other forms of assessment.


If you are thought to have breached TAFE NSW rules, there are procedures in place to investigate the matter. If you are subsequently found to have breached the Student Discipline Policy a penalty will be imposed. This could be a monetary fine, exclusion from TAFE NSW for up to 12 months or even expulsion. Your results and your qualification may also be withheld.

TAFE NSW is committed to offering vocational education and training to the entire community. Following your advice of a potential risk, we will carry out an assessment of the risk and, if necessary, provide support and a management plan. Only in exceptional circumstances will a risk assessment lead to exclusion from enrolment. It is our aim to provide an appropriate, safe environment to suit every student’s needs and maximise your success in your studies.

The Policy includes information on how students can make submissions about an alleged breach of discipline or appeal a decision made about a breach of discipline.

Management of risk or harm to students and staff

• possession of, or use of, a weapon or any item with the intention to cause harm or injury to others • threats of violence or intimidation of others • suspension or expulsion from any school or educational institution for violent or aggressive behaviour.

TAFE NSW is required by law to ensure the health and safety of students, staff and visitors on our premises. In order to meet these legal obligations it is necessary for us to assess and manage any known risk of violent behaviour. If you have a history of violence that may suggest you could pose a potential risk of any type to other TAFE students, staff and/or visitors, it is a condition of your enrolment that you advise the College Manager, a TAFE Counsellor or your Head Teacher prior to enrolling in your course of choice. For these purposes ‘violence’ is not restricted to physical acts. It includes any behaviour in the last ten years that seriously interferes with the physical or psychological safety and well being of others such as:

Student e-Services Student e-Services (SeS) delivers an Internet service for TAFE students to view and confirm their enrolment details. Through SeS, students are able to: • View their personal, enrolment and employer details • View their unit results • Change their contact details

As a student in TAFE, you have the right to: • Be treated fairly and with respect by TAFE staff and fellow students

• Request a transcript of academic record

• Learn in an environment free of discrimination and harassment

• Pursue your educational goals in a supportive and stimulating atmosphere

TAFE students will be given their SeS User Identity and Password through a self-registration process using key information taken from their TAFE Enrolment Form and their student identification card (the TAFEcard).

• Have access to counselling

To register, students should go to the website www.tafensw.edu.au and click the ‘e-Services’ button found under the students menu on the left hand side. You will receive your Username and Password on your receipt during the enrolment process unless we have written to you and provided it beforehand. Access to Student e-Services will occur following the data entry of student personal details on the TAFE NSW corporate student records system. TAFE NSW will endeavour to create your Student e-Services account as soon as possible after your enrolment.

• Privacy concerning TAFE Commission records or documents that contain personal information • Have ready access to assessment procedures and progressive results. By signing the enrolment form you agree to: • Treat other students and TAFE staff with respect and fairness • Not engage in plagiarism, collusion or cheating in any assessment event or examination • Be punctual and regular in attendance • Submit assessment events by the due date or seek approval to extend the due date • Return or renew library books on time

Adult Basic Education Adult Basic Education sections can help you with reading, writing and maths skills. Tutorial support is also available if you are studying a course in another area. Teachers work with you to develop an individual program to suit your needs. To discuss your needs, contact the Adult Basic Education section at your college.


Individual Learning Centre

The Individual Learning Centre is the place to go to improve your English, maths, communication or study skills. It is open up to five days a week and you can enrol at any time. Individual programs are designed to help you work at a pace that is right for you.

There is free help available in almost all TAFE colleges for improving your reading, writing and/or maths. This tuition may be offered in both day and evening sessions. You must be able to speak and understand English fairly well.

Multicultural Education We offer many programs and services to ensure that people from a language background other than English have access to vocational education and training. Programs include English for Specific Purposes (ESP) courses that assist people to gain vocational skills so that they can get a job or go on to further study. Support is also provided to students in mainstream courses who need help with their English. Contact a Multicultural Education Coordinator on the numbers listed in the back of this booklet.

T TAFE NSW Fee A fee applies to most TAFE NSW courses and must be paid when you enrol. The amount of the fee depends on the type and the length of the course in which you enrol. The first payment, together with any material charges, is due when you enrol.

TAFEcard

Traineeships

All students enrolling in a TAFE NSW course will be given a TAFEcard, which is a student identification and stored value card. It contains your name, student number, photograph and is used for various applications including library and student association memberships and security access. As a stored value smart card, the TAFE card may be used for a variety of services such as photocopying and parking.

You must carry your TAFEcard at all times when on college premises and you will need to show it as identification for access to some college facilities, to sit final exams and when requested by TAFE NSW staff. If your TAFEcard is lost or stolen you need to report it immediately to the Customer Service Office. A TAFEcard costs $20 to replace, so please treat it with care. A user guide with full details is available from the Customer Service Office.

Temporary Residents Temporary residents who are eligible to study at TAFE may be required to pay a tuition fee in advance. The tuition fee in 2012 was $11 per nominal hour, per subject/unit. Tuition fees for 2013 have not yet been released. Your visa code indicates whether you are eligible to study at TAFE. You will need to speak with a Customer Service Officer to calculate all fee payments.

TAFE NSW has the right to ask any or all students to produce documentary evidence of their residency status in Australia.

Transfers If you wish to transfer to another course, you must complete an Enrolment Adjustment - Course Transfer Form within three weeks of commencing your original course. If you wish to transfer to another college, you should approach the relevant Head Teacher of the college you wish to transfer to. The Head Teacher must approve your transfer on a Personal Adjustment College Transfer Form. If you wish to change both course and college, the course transfer process applies. You should advise your current teacher if you are transferring.

Travel Concessions To be eligible for free travel, you must be a full time student under 18 years of age, unemployed, have come straight to TAFE from high school, and be enrolled in a course of at least 20 daytime hours per week for a minimum of 10 weeks. Additionally your college must be the nearest college running the course and be at least 3.2 kilometres from your home. To be eligible for a NSW bus, ferry and train concession pass, you must be over 16 years of age, unemployed, enrolled in a full-time course of at least 20 daytime hours per week for a minimum of 10 weeks. Apprentices will need to get a form for requesting a concession pass from their


apprenticeship centre. Overseas students are not eligible.

Accidents and Injuries

Application forms for travel concessions are available from the Customer Service Office in your college. When enquiring about travel please bring your enrolment form.

If you have an accident or suffer any kind of injury while you are undertaking your course at a TAFE college, you must let your teacher or head teacher know straight away. They will organise the necessary first aid or medical help and will help you complete an accident form. This should also be done in the case of near accidents.

W Withdrawal from Units To withdraw from a unit, you will need to advise your teacher. Your teacher can advise the impact this will have on your studies.

WORK Health and Safety see also First Aid Officers

It is TAFE’s responsibility to provide an environment that is both healthy and safe. We provide you with a safe learning environment by: • Meeting relevant work health and safety standards • Training staff in appropriate accident prevention, fire and evacuation procedures • Maintaining and cleaning our buildings regularly • Providing security services. It is your responsibility to follow safety regulations and instructions, as well as report accidents and health and safety issues to either your class teacher or a senior member of staff. In some courses you must wear protective clothing. You will need to follow your teacher’s instructions on the safe use of materials and equipment.

Illness If you become ill or require first aid, please advise your teacher. It is also important to make your teachers aware if you suffer from any ongoing illness that may require sudden assistance and decision making, such as epilepsy or diabetes. This information can be kept in confidence if you prefer.

Injuries and Insurance If you are injured while on a prescribed work experience program, TAFE carries insurance that may cover your loss. This cover is similar to workers’ compensation. It covers you for some out-of-pocket medical costs. There is also some cover available for situations where you have caused the damage. Contact your teacher or the Customer Service Office for further information. If you are injured at other times, or in other ways, the insurance cover held by TAFE only extends to situations where TAFE is liable for your loss. This liability is usually only established by a court. You may wish to consider taking out further insurance cover.
