smart growth

The current isolated Cabrini Green neighborhood in Chicago is facing deterioration. New development aims to tear down the remaining high-rises and replace with low/mid-rise townhomes in a mixed-use land. The design site is located at the north end of Cabrini Green, the previous “William Green Homes notorious for crimes, physical deterioration, and social isolation, but also the home for many thousands of people over the years. As a contested space for redevelopment in accordance with HUD’s Hope VI program, my redesign focuses on the issues related to public health, neighborhood safety, and social activity. And my design solution is to redevelop the target site into a healthy, safe, and sociable neighborhood compatible with the existing urban fabric. Thus it serves as a case study to redesign demolished public housing neighborhoods, as well as the precedent for similar situations elsewhere, such as Madden Park Homes, and Rockwell Gardens in Chicago. 2

Design Features

Govardhan Hill redevelopment involves large area planning of agriculture fields, water management, parikrama routes, and existing residential settlements from north through south: Radha Kunda Village, Govardhana Town, Jetipura Village, Aniyora Village, and Punchari Village. Redevelopment aims to preserve major commercial streets, historic temples, and sacred kunds and revitalize the street pattern, rearrange settlement layout, and redesign waterscape — kunds. Several single-family residential areas are also redesigned as modern town planning models. As the water source of people’s everyday life and the sacred activity center, the kund is the key component of the urban fabric of Govardhan Hill area. Govind Kund redesign consists of reshaping kund edges, streets and residential houses; adding secondary kund; putting small size pocket parks and plaza among buildings; redesign water filtration and irrigation system for the surrounding orchard fields.

New plan creates two playgrounds, two sitting areas, and one new path. Area: 5.4 acres Crestview Park sits in a multifamily residential area close to a shopping center. New plan adds a pedestrian/bicycle path and relocates existing built structures. The park also boasts an Japanesestyle garden, which is redesigned into a dry garden due to the concerns of visual pleasure, safety and vandalism.

The new path is the most used space by all kinds of age and gender groups among residents nearby and outside visitors. It involves the most various activities on purpose or randomly. The places with many components such as the new playgrounds, have secondary most popularity and the longest length of using time and the largest number of personal needs and design concerns. Spots of the amenities involve the least activities and using time but have potentials to contribute to the space quality.

Three most popular places people gathered are areas close to playground structures, the old sidewalk and the pavilion. Four most important movement tracks are along the park boundaries, old sidewalk, new path, and old “axis”. Also there is a main trend of crossing sports field from the old sidewalk to get to the playgrounds.

B HISTORIC RESTAURANT

Area: 11.2 acres The design aims to create hierarchical public space system dominated by the central plaza in the middle, which also provides sufficient outdoor spaces for people from adjacent neighborhood and commercial areas. The spatial hierarchy consists of a series of squares/plazas along a visual axis from the central plaza to the water, which is highlighted by the entire planning layout and the detail design of housing units, parking structure, water features, and greenery.
