Toronto Arts Council (TAC) Toronto Arts Council (TAC) provides grants to outstanding artists and arts organizations that contribute to the cultural life of the City of Toronto. Committed to artistic excellence, innovation, and accessibility, TAC supports a wide spectrum of artistic endeavours and a range of activity that makes the City of Toronto one of the leading cultural centres in Canada. Founded in 1974 as an arm’s-length body of the City of Toronto, TAC employs a peer review policy to allocate grants to outstanding artists and arts organizations that contribute to the cultural life of the City of Toronto. TAC grant programs provide support to a broad cross-section of arts practice, reflecting the diversity of artists, arts communities and audiences that it serves.

Toronto Arts Council cultivates artistic talent, nurtures diverse voices, and animates the City of Toronto by supporting the creation, presentation and appreciation of great art. The Toronto Arts Council: • • • • • •

invests in artistic talent and organizational capacity to increase the city’s vitality and engage Toronto audiences is governed by artists, arts workers, arts supporters and civic leaders who are representative of Toronto’s diverse cultural communities and artistic practices creates opportunities for public access, participation and appreciation of art advocates on behalf of the City’s artists and works to increase public awareness of the value of art and to educate civic leaders on effective arts policy collaborates through its foundation (Toronto Arts Foundation) with public and private sector partners to increase resources and opportunities for artists supports cultural diversity in arts creation and presentation

Message from the Chair It is my great pleasure to present Toronto Arts Council’s 2011 annual report. To live in Toronto is to live in the presence of arts and creativity. Home to the country’s largest community of artists, Toronto offers cultural inspiration in the form of performances, exhibitions, festivals and events throughout every season and in every neighbourhood. The value of Toronto’s arts activity far exceeds the experience of the audience member or the community participant; today civic leaders depend on the arts to brand Toronto internationally and business leaders rely on arts programming to attract investment and talent. We all depend on the arts to make the city liveable, approachable, vibrant and friendly. Toronto’s arts sector is a key reason why our city has been ranked fourth in the world for liveability for four years running (Economist Intelligence Unit “Global Liveability Report” 2012). Toronto Arts Council operates under an agreement with the City of Toronto to allocate city funds to Toronto’s artists and arts organizations. TAC’s disbursement of $10.3 million to 439 arts organizations and 237 individual artists in 2011 supported 15,000 arts events generating public participation from over 7.5 million people, including 1.5 million children and youth. TAC allocates the city’s funds with extremely low administration costs and we have done it effectively with rigorous standards of accountability.

I am delighted to have a dedicated board team, led in 2011 by Karen Tisch, President, Jini Stolk, Vice President, Cindy Wan, Secretary and Randal Levine, Treasurer. Each of these members worked with me on the challenge of managing and accounting for our resources. I would like to take this opportunity to recognize the significant contributions of those board members who departed at the end of 2011: Vice President Jini Stolk and Treasurer Randy Levine. They both completed six years contributing valuable time and expertise to the organization. I want particularly to thank TAC’s City Councillor Board members Ana Bailão, Shelley Carroll, Gary Crawford, John Filion and Mary Fragedakis who joined the Board in 2011. Finally, TAC’s wonderful staff led by Executive Director Claire Hopkinson is to be commended for offering invaluable support to TAC’s board and committees and working tirelessly on behalf of Toronto’s artists.

Message from the President It is a great pleasure for me to serve as President of TAC and to work alongside hundreds of talented artists and cultural workers who contribute so much to Toronto. The dedication of our talented team and knowledgeable volunteers is a key ingredient to fulfilling TAC’s mandate of accessibility, transparency and fairness. Through attending hundreds of performances, exhibitions, readings and community-engaged arts events, hosting workshops and outreach sessions and convening the arts community on vital issues, we work hard to anticipate and stay abreast of developments in Toronto’s large and diverse arts scene. Although TAC provides support to some of Toronto’s largest arts organizations, the majority of TAC grants are modest. In 2011, 79% of the grants TAC allocated were under $15,000 and 70% were under $10,000. This translates to more intensive work for staff and volunteers as we provide direct service to applicants. Yet even small grants can assist and motivate artists and arts organizations to create or perform original works, to initiate new artistic collaborations, and to leverage the necessary additional investment to bring their creative projects to fruition. In turn, TAC-supported arts groups present hundreds of free events each year attracting millions of Toronto residents and tourists alike as spectators and participants. Toronto’s artists continue to subsidize the city and we are all the richer for their creative energy and vision. Toronto Arts Council is unique among arts councils in that the majority of its board members are working artists, and its grants to arts organizations are adjudicated entirely by volunteers. I would like to take this opportunity to acknowledge the artists who have served on our board as chairs of arts discipline committees over the past year: Dallas Bergen and Gregory Oh, CoChairs of the Music Committee, Danis Goulet and Jessica Wyman, Co-Chairs of the Visual and Media Arts Committee, Ruth Howard, Chair of the Community Arts Committee, Moynan King and John Van Burek, Co-Chairs of the Theatre Committee, Andrew Pyper, Chair of the Literary Committee and Nova Bhattacharya, Chair of the Dance Committee. Toronto’s artists and residents owe them all a debt of gratitude for their generous contribution of time, energy and expertise.

Executive Director’s Report Toronto is exploding with creativity, yielding important benefits to local residents, businesses and visitors. Toronto Arts Council, with funding from the City of Toronto, and guidance from the city’s artists, plays an important role in fostering this creative ecology. Our role is to invest City funds to generate maximum impact: • to identify and nurture emerging talent, • to help sustain the City’s galleries, festivals, theatres and concert halls, • to recognize dynamic new ideas and practices as well as the wealth of diverse cultural traditions, and finally, • to support the creative engagement of Torontonians through the arts. This past year Toronto’s investment in the arts held steady despite a challenging fiscal climate. Thousands of Torontonians joined the Friends of the Arts campaign in defence of TAC’s funds when they were threatened. A group of arts, civic and business leaders, of which I was pleased to be a part, developed the Creative Capital Gains report under the leadership of Councillor Michael Thompson. Toronto City Council reaffirmed its commitment to the arts in Toronto when it unanimously adopted the report in May 2011. Another 2011 highlight was the International Society of Performing Arts Congress in Toronto, the most successful ISPA Congress to date. As Co-Chair, I was delighted to welcome over 300 of the world’s leading arts managers and festivals to experience our wealth of talent and cultural infrastructure. TAC has been growing and expanding from a council with knowledge of the downtown core to one with supporters and volunteers located throughout the city assessing artists and arts organizations in every corner of every neighbourhood. TAC has been a leader in developing and implementing the city’s approved Community Arts Action Plan. Our collective expertise crosses scale, discipline and city geography. Every one of us - city councillor, city artist and resident alike, should take pride in these accomplishments.

Toronto Arts Council Board of Directors The Toronto Arts Council Board of Directors consists of up to 29 members. The Board consists primarily of professional artists with a deep knowledge of the arts in Toronto and particular expertise in one or more specific arts disciplines. Additional board positions are held by members who contribute an expertise in other areas, including law and finance, and another five positions are held by City Councillors who are appointed directly to the Board by the City of Toronto.

Arts Advisory Panel The Arts Advisory Panel was established in 2001 and is made up of national leaders of the arts in Canada, based in the City of Toronto, and provides an additional resource to Toronto Arts Council in representing the arts of the City. Membership represents expertise in literary, film, visual, dance, and music arts, as well as academia and business in the arts.

Toronto Arts Council offers grants programs to support Toronto-based artists and arts organizations. Funding is provided to arts organizations, collectives and individual artists through a range of programs in different artistic disciplines:

Dance Theatre

Large Institutions Literary Visual/Media Arts

Operating grants provide ongoing support to arts organizations for both their operations and programming. In addition to the annual operating stream, a multi-year funding stream increases an organization’s ability to engage in long-term planning by providing confirmation of funding for a three-year period, while reducing the administrative workload of the annual application process. Project grants provide organizations, collectives and individual artists with time-limited support for specific projects.

I am honoured to serve as Chair of the Toronto Arts Foundation alongside a dedicated team of Board Members, talented staff and energetic volunteers. Over the course of the last year the Toronto Arts Foundation has served as an important voice for the arts community, leading the conversation on the value and impact of the arts in Toronto. Under the inspiring leadership of Executive Director, Claire Hopkinson, the Foundation has advanced its strategic initiatives by achieving greater recognition for the talented artists and arts organizations across the city through the Toronto Arts Foundation Awards, building the capacity of the Neighbourhood Arts Network and its 800 members across the city, developing the North York Arts hub and partnering with significant institutions to carry out the Arts Impact Study. The Toronto Arts Foundation provides opportunities for strategic investment in the arts sector and we are grateful for the support of our major partners: The Minto Group, City of Toronto, RBC, the Ontario Trillium Foundation, Government of Ontario and the Toronto Arts Council. To realize our exciting vision of city building through the arts, we rely on these relationships and look forward to introducing new donors and sponsors to our vision and impact in the years ahead. Toronto Arts Foundation experienced important growth and development in 2011, clarifying both its unique strengths as well as its complementary role as a sister organization to Toronto Arts Council. Timely initiatives such as the Neighbourhood Arts Network (NAN) have demonstrated that strategic investment in the arts contributes meaningfully to city building. Building connections, building capacity, and sharing knowledge has led to a number of exciting interventions. Our Arts Impact Study is a catalyst for far reaching conversations with local artists and community leaders in Malvern, St. James Town and Weston-Mount Dennis about the importance of the arts and its sustainability in underserved neighbourhoods in Toronto. Toronto Arts Foundation completed the run of the First Impressions series – a wonderful initiative with Heritage Toronto and RBC which shared the stories with TTC riders of five artists who decided to make Toronto their home: Arsinée Khanjian, Keiko Kitano, Dáirine Ní Mheadhra, Andrew Moro, and Trichy Sankaran. It is a great pleasure to work with new Toronto Arts Foundation Chair, Susan Crocker and board member Jill Black who have both been tremendously generous with their time, energy and intellect as we move forward with exciting strategic directions for the Foundation.

The Neighbourhood Arts Network (NAN) connects artists, arts organizations, cultural workers and community agencies working throughout the City of Toronto, from North York to the downtown core, and from Etobicoke to Scarborough. NAN offers professional development workshops, networking opportunities, research, advocacy and promotion through live gatherings as well as the virtual online network. In addition to the many workshops and networking events in 2011, NAN initiated Culture Days @ Library in partnership with Toronto Public Library and Culture Days, matching more than 85 artists with 48 library branches; launched the New Connections series for newcomer artists; and published the Arts & Equity Toolkit, later to be included in the 2012 publication Pluralism in the Arts in Canada: A Change is Gonna Come by the Canadian Centre for Policy Alternatives edited by Charles Smith.

In January – March 2011 Toronto Arts Foundation conducted extensive research and community consultations in the North York area. North York has a population of over 635,000, contains some of the most affluent neighbourhoods as well as some of the most in need, is one of the most diverse areas of Toronto and is home to an active arts community. One of the recommendations in the resulting report Arts North York, Fostering Arts Engagement in North York gave rise to Toronto Arts Foundation’s creation of a new arts hub: North York Arts (NYA). In collaboration with Neighbourhood Arts Network, City Councillors, Toronto’s Culture Division, community partners and businesses, NYA fosters arts programming and facilitates engagement in the local community. Lila Karim came on board in August 2011 as the inaugural Managing Director charged with leading this exciting new development.

The Toronto Arts Foundation Awards captures the cultural legacy of the city by celebrating those helping to write its cultural history. Through its awards portfolio, Toronto Arts Foundation has honoured many of Toronto’s finest artists and arts organizations, including: Governor General Award Nominated Playwright Anusree Roy, Soulpepper Founder Albert Schultz, Manifesto Community Projects, Theatre Director Weyni Mengesha, internationally acclaimed flute virtuoso Robert Aitken, renowed jazz singer Molly Johnson, Canadian Contemporary Dance Theatre and more. The awards, presented as part of the annual Mayor’s Arts Awards Lunch, welcome the entire spectrum of Toronto’s creative community to celebrate the arts and the cultural contributions of business and civic leaders, as well as artists of all disciplines. Finalist Portrait Series In 2011, Toronto Arts Foundation launched its Finalists Portrait Series, a stunning collection of portraits capturing each of the Finalists in their creative element. These beautiful stills were created by Denise Grant Photography, and were featured online on the NOW Magazine website, as well as at the Mayor’s Arts Awards Lunch as part of a branded art installation.

First Impressions is a joint project of Toronto Arts Council and Heritage Toronto which celebrates Toronto’s arts community and our diverse heritage. Through images and storytelling, First Impressions pays tribute to the impact of immigration on the wealth of artistic practice in the City. Featuring local contemporary and historic artists, 18 posters were exhibited on TTC subway cars and buses throughout Toronto from September 2009 through December 2011. Generously sponsored by RBC, posters were designed by The George Partnership with photographs by Giulio Muratori.

Toronto Arts Foundation and Toronto Arts Council are committed to sharing information and documenting best practices in the City and around the world through various publications and reports. In partnership with other non-profits, academic institutions, and foundations, TAF and TAC conduct research studies which gather information about the impact of the arts in the city, and propose strategies to further the Creative City: Block by Block vision, to connect every Toronto neighbourhood to the transformative power of artistic activity. Arts Impact Study In 2011 TAF launched the Arts Impact Study to explore how residents interact and engage with the arts at a local level in three distinct Toronto neighbourhoods: Malvern, Weston - Mt. Dennis, and St. James Town. In partnership with Art Starts, OCADU and York University the project is part of a three-year community based research initiative led by TAF Research Manager Margo Charlton and funded by a grant of $160,559 from Social Sciences and Humanities Research Council (SSHRC).

Arts North York: Fostering Arts Engagement in North York A study identifying the needs of the cultural community in North York also took place in 2011. The resulting report Arts North York, Fostering Arts Engagement in North York led to Toronto Arts Foundation’s creation of North York Arts. Arts & Equity Toolkit After a year of conducting interviews, workshops and community conversations, the Neighbourhood Arts Network, in partnership with Manifesto Community Projects, produced an Arts & Equity Toolkit, a compilation of resources, interviews and case studies on the topic of arts and equity in Toronto. The study was funded by Ontario’s Cultural Strategic Investment Fund. The toolkit will be included in the publication Pluralism in the Arts in Canada: A Change is Gonna Come by the Canadian Centre for Policy Awareness by Charles Smith in 2012. Metcalf Arts Policy Fellowship The Metcalf Arts Policy Fellowship, supported by Metcalf Foundation, John D. McKellar Foundation and Business for the Arts, provided a two-year opportunity for Arts Policy Fellow Shannon Litzenberger to pursue rigorous research, deepen her knowledge and broaden her network in arts policy work in Toronto. Shannon’s findings have been documented in her blog “The Arts Policy Diaries” at www.shannonlitz.wordpress.com

Volunteers are a driving force behind the success of the arts in Toronto. Volunteers increase their knowledge, develop their skills, and broaden their networks through volunteerism in the arts. The Volunteer Network receives calls for volunteers from arts organizations across the city and relays these opportunities to over 1000 arts volunteers through the Toronto Arts Volunteer Bulletin.
