A new study is using Puget Sound wastewater to understand trends in cannabis use since legalized sales began in August 2014. The findings suggest that the black market for marijuana was rapidly dis-

placed by legal recreational sales. This is one of the first studies to use hard data, rather than surveys, to understand how cannabis consumption has been affected by legalization in Washington State. Led by Dr. Dan Burgard, a team of researchers at University of Puget Sound and University of Washington analyzed wastewater samples collected in western Washington from Dr. Dan Burgard 2013 to 2016. The researchers used new methods to detect trace amounts of THC metabolites in the waste stream – that’s what leaves your body and gets flushed down the toilet after cannabis consumption of any kind, whether smoked, vaped, or eaten. Dr. Burgard explains, “One dose would be diluted into hundreds of mil-

lions of gallons of wastewater. So trying to find those really low levels in a sample that’s pretty messy is a sophisticated technique. But in the end, it is measuring some stuff in sewage.” While sales of legal cannabis increased rapidly from 2014 to 2016, roughly 70% per quarter, there was only a small increase in the amount of THC metabolites detected in the waste

Gathering Your Ingredients Once the cannabutter has been made, it is time to get our other cookie ingredients together. The difficult part is already over; the rest of this recipe is simple and easy to follow. If you follow our exact recipe, you should be able to bake around 30 cookies in 45 minutes to a hour.

Here are the necessary ingredients:

Preheat the oven to 375 degrees Fahrenheit. With regular butter, grease two cookie sheets or line your sheets with parchment paper. If you only have one baking sheet available, make sure to allow the sheet to cool down before adding another batch of cookies.

Cooking Steps Step 1

• 1/2 cup cannabutter (can add more: will make cookies more potent) • 2 large eggs • 1/2 cup white sugar • 1 cup brown sugar • 1 tablespoon vanilla • 3/4 teaspoon baking soda • 1/2 teaspoon fine salt • 2 1/4 cup all-purpose flour • 2 bags of different chocolate chips (you will use half of each bag) – 1/2 bag of Nestle semisweet and 1/2 bag of Hershey milk chocolate • Optional: 1 cup walnuts

In a small saucepan, melt the cannabutter about 3/4 the way done. I usually use the oven or microwave to melt the butter. Let the butter cool and reach room temperature. In a large bowl, add your eggs, sugars, vanilla and melted butter. Whisk until the contents are smooth.

Step 3 In a second separate bowl, whisk the flour, baking soda and salt. When the dry ingredients are combined, slowly stir the first bowls wet ingredients in with the dry. Important: Do not over mix – this will change the texture of the cookies.

Step 4 Add your two different types of chocolate chips and our option walnuts, if you so do choose. Scoop about 1/4 cup of cookie dough, or a little larger if you’re like me and enjoy big cookies! Make sure to keep 2-3 inches between each cookie

Step 5 Bake your Double Chocolate Chip Cookies for about 12-16 minutes, but check frequently and cook to desired softness. The shorter you allow the cookies to bake the chewier they will be.

Additional Baking Tips If you want the best possible cookies follow these three tips: 1. Bake in smaller batches – reducing the amount of cookies that can get burnt and with more space they should cook evenly.

2. While baking, look for the first signs of “barely browned spots” this is when you should pull the cookies. Unless you want crunchy cookies! 3. If time isn’t a factor refrigerate the cookie dough before cooking it. This helps soften the dough. There ya have it! A recipe and fun activity to do while waiting for the sun to break the clouds! How to make cannabutter in 6 easy steps The main ingredient in our chocolate chip cannabis cookies is cannabis-infused butter, or commonly known as cannabutter. This butter is how you will manage to get high while enjoying these tasty treats. Cannabutter does take some time to make but is very easy. Cannabutter can be used for cookies, brownies, toast and so much more.

What you will need: • Single layer baking sheet • Medium sauce pan • 1 Quart of water • 4 Sticks of butter • 1 Ounce of your favorite cannabis (ground) • Cheesecloth • Plastic bowl/container

Steps for the perfect cannabutter: Step 1 First, we must heat our cannabis to truly activate the THC. This is called decarboxylation. To do this, preheat the oven to 240 degrees Farenheit. CONGRESS LAYS OUT EXPECTATIONS FOR FDA ON HEMP-CBD By DANIEL SHORTT The House Appropriations Committee (the “Committee”) publishes reports to accompany annual spending bills. One such report, released on June 3, provided insight on hemp-derived CBD (hemp-CBD). The Committee’s report didn’t get much coverage in the media, outside of some ace reporting from the folks at Marijuana Moment. Despite that, it’s kind of a big deal because it outlines Congress’ expectations for the Food and Drug Administration (FDA) when it comes to hemp-CBD. The Committee’s passage on hempCBD starts by focusing on its concerns: “Cannabidiol Regulatory Pathway – The Committee is concerned about the proliferation of foods and dietary supplements marketed in violation of the Federal Food, Drug & Cosmetic Act (FFDCA), including products containing cannabis and cannabis-derived ingredients. Non-FFDCA-compliant products pose potential health and safety risks to consumers through unsubstantiated and misleading claims such as treating a wide-range of life-threatening diseases and conditions; excessive cannabidiol (CBD) concentrations that can result in harmful drug-drug interactions, somnolence, and elevated transaminases or liver toxicity; and the

presence of significant levels of intoxicating compounds such as tetrahydrocannabinols (THC).” First, the Committee lays out its concerns over unregulated hempCBD. These concerns echo the FDA’s statements on hemp-CBD, especially the reference to unsubstantiated and misleading claims about CBD. Second, the Committee focused on the safety of CBD itself. This includes how CBD interacts with other drugs, somnolence (which according to Wikipedia is a fancy way to say sleepiness or drowsiness), and liver toxicity. FDA-approved Epidiolex, the epilepsy medication that contains CBD, includes a warning about liver damage. A recent study conducted and the University of Arkansas and published in Molecules found that large dosages of CBD damaged the livers of mice. Third, the Committee raised the issue of elevated significant levels of THC in products. Though hemp only has 0.3% THC, the Committee seems concerned about hemp-derivatives containing excess amounts of CBD or consumers ingesting large doses of THC. The 0.3% threshold is relative, after all and the Committee might be concerned about intoxicating effects in large doses. The Committee went on to outline its expectations of the FDA: The 2018 farm bill expressly preserves FDA’s public health authority to take appropriate actions regarding cannabis, including hemp and its derivatives. The Committee recognizes the

FDA is considering a public regulatory process to evaluate the appropriateness, and possible parameters, of a regulatory pathway that would permit CBD in certain foods and dietary supplements. The Committee expects the FDA to assert its commitment to identifying lawful federal regulatory pathways for CBD foods and dietary supplements if such pathways are consistent with protection of the public health. Such pathways may include necessary public health and safety parameters that will protect the public health, such as labeling requirements and limits on CBD or other cannibis-derived ingredients in products, based upon anticipated total exposure levels. The Committee also expects the FDA to preserve the integrity of its drug development and approval processes, which ensures that products marketed for drug uses have undergone a rigorous scientific validation process demonstrating quality, safety and efficacy. It is also imperative that any FDA regulation of foods and dietary supplements containing CBD or other cannibis-derived ingredients preserve incentives to invest in robust clinical study of cannabis, so its therapeutic value can be more fully understood. The FDA’s marching orders are to figure out a safe way to allow CBD in foods and dietary supplements if that is possible to do while protecting public health. The Committee floats the idea of labeling requirements and limiting cannabinoids based on anticipated exposure levels. Remember that the FDA is a crea-

ture of statute. It exists because Congress wanted it to exist. Though the FDA is part of the executive branch, it must operate within the laws passed by Congress. The Committee doesn’t represent the entire legislative body, but it does seem to be in favor of a world where CBD is available in food and dietary supplements. That being said, the Committee also wants CBD in drugs. The FDA must also preserve incentives to research CBD’s health benefits. That research happens when companies go through the FDA’s drug approval process. The Committee doesn’t want to forego the medical benefits that come with CBD being approved for use in drugs. The FDA has work to do. It recently held a listening session, which allowed stakeholders to comment on the FDA’s approach to regulating hemp-CBD. This latest report from the Committee only reiterates the prevailing expectation that hemp-CBD will be available both as a drug and as a food/dietary supplement. It remains to be seen how the FDA will get to that point. With a foundation in advocacy for cannabis legalization built through involvement on University of Washington’s campus and with the Washington State Liquor and Cannabis Board, Daniel Shortt has positioned himself as a fearless advocate for the cannabis industry. PRESIDENT TRUMP COULD MAKE MARIJUANA LEGALIZATION KEY ISSUE IN 2020 ELECTION Although President Donald Trump has remained mostly quiet on the issue of marijuana up to this point, some believe that could all change in the coming months. The word on the street, at least in the neighborhood of investment firm Piper Jaffray, is that Trump could make marijuana legalization one of his key issues in the 2020 election in order to gain the support of younger voters. It was during a recent company conference on cannabis policy that analysts said the president would soon throw the marijuana legalization issue over his shoulder, as a way to cinch his reelection. They also believe that the administration will make a few small acts of good faith on the subject before then, perhaps setting federal legalization to take hold sometime in the next two to five years. “By supporting cannabis, Trump may be able to incrementally broaden his appeal with swing voters without alienating his base,” analyst Michael Lavery said during the meeting. One of the primary reasons that Trump may finally come out as pro-legalization is that the majority of his Democratic opponents are in favor of this reform. So far the only Democratic candidate to oppose nationwide marijuana legalization is Joe Biden. The former Vice President doesn’t believe anyone should spend time in jail over pot possession, but he’s not a fan of full-scale legalization.

What do they really mean and can we do better? By MARY MART When it comes time to purchase our weekly or monthly supply of cannabis, we initially take note that there are three general “types” of cannabis strains to experience. Sativa, Indica and hybrid strains of weed are what our local and international dispensaries are currently using to measure the specific high we’re craving. The question is, have you ever had a sativa that locked you into the couch? Or, have you ever partaken of an indica that made you feel like you just shotgunned a Green Monster or two? The average cannabis consumer has experienced this phenomenon more than a handful of times. We know that sativa doesn’t ALWAYS mean you’re going to be UP and energized. And the indica varieties don’t always force you to get stuck “in da” couch.

What’s Going On? How do you choose strains that provide you with a consistent experience, as per the alleged label? Just because it says it’s sativa doesn’t always necessarily mean you’ll have a UP time party. It’s NOT ideal to “think” you’re going to get a sativa experience and you get an indica experience. Especially if you’re looking to have a nice social night out and the sativa is making you feel like passing out during pre-party. To uncover the truth, we need to begin by asking the proper questions that will guide us into discovering the true information we desire. • What do sativa and indica mean? • Are there only three basic types of weed? (sativa, indica and hybrid) • What are terpenes and why are they important? • How To understand complex cannabis information easily?

What Does Sativa and Indica Mean? Simply put, these two terms refer to the basic “shape” of the plant and provide a general idea of the effect. We popularly know that sativa strains give you an energetic head high, whereas indica strains give you a slowed down body high. Another popular distinction is that the sativa plants are quite tall and skinny and the indicas are short and bushy. Finally, the general distinction is that sativa has more CBD than THC and indica has more THC than CBD. In short: • Sativa: Tall and skinny, head high • Indica: Short and bushy, body high This is how we “generally” like to think about cannabis. The truth is, there are a WHOLE LOT more specific ways to categorize and measure the entire spectrum of all the various properties. We currently know that cannabis has more than 400 chemical entities and approximately 61 are cannabinoids and more than 100 of are terpenes. [1,3] Knowing just how much complexity there is begins to open a doorway to more understanding of specifics. Are there more specifics currently that we don’t know about?

Final Question: Can We Do Better than What We Currently Have Been Doing? The humble answer is yes! There is always room to improve and fine tune. For right now, sativa, indica and hybrids will suffice until the next generation technology is imagined and brought into existence.

The more they do experiments, the more complex the information becomes and the less and less the general masses tend to understand. Having hundred and hundred of chemicals in cannabis means that there are hundreds, thousands and seemingly an unlimited amount of variations the cannabinoid and terpene chemicals can be mixed and matched. Having almost unlimited types of cannabis strains possibilities brings a general understanding of an almost unlimited amount of feelings and relief the smoked effects could bring. A tool of the future could have the potential to both diagnose and prescribe the proper strain that will deliver a consistent result based on your unique needs. Because we are not in the future, just yet, this is why we have these easy words like indica, sativa & hybrid. Having simple words for the mass market to use is the process that begins to pave the way in beginning to create consistent experiences. Sativa and indica are words that are more tailored to suit the needs of the masses than to calculate specific functions that a scientist would

need while conducting a laboratory experiment. And generally speaking, these two words tend to work pretty well for the mass market. Sativa gives you a head high, and indica gives you a body high.

What if the Future Unlocks Methods that Quickly Give a Consistent Desired Feeling or Relief? Currently, it appears as though the high-level scientists are still playing “catch up” research. t COOKIES From page 2 Allow the cannabis to bake for 38-40 minutes, rotating the baking sheet a few times to ensure the cannabis is heating evenly. This will cause the cannabis to become dry and very crumbly, and this is how you know you are done with step 1 and getting closer to adding your butter!

Step 2 Grab your medium sauce pan and bring 1 quart of water to a rapid boil. Once the water is boiling, add the proportional amount of butter. Allow the butter to melt all the way. For the purpose of this recipe, use 4 sticks of butter. You will typically want to use 4 sticks of butter for every 1 ounce of ground weed.

Step 3 When the butter has melted completely, add the cannabis. Reduce the heat to about the lowest setting (we should see a slight simmer). Let the cannabis simmer for about the next 3 hours. This step is finished once the top of the cannabutter mix is glossing over and starting to become thick. Note: A finished mix will not be watery!!! Step 4 While the butter is simmering, use this time to set up the bowl that will house the finished cannabutter. Use a heatproof bowl or plastic food container

big enough to hold the contents. Next, place a double layer of cheesecloth over the top of the bowl, and make sure the cheesecloth is securely fastened down with string, elastic or tape. Stick with me we are ALMOST DONE!!!

Step 5 Strain the cannabis butter over the bowl. When the pan is empty, undo the elastic, string or tape. Pick up the cheesecloth from all four sides and squeeze out as much of the remaining butter as possible. Allow the cannabutter to cool for an hour. Place in the fridge until the butter has risen to the top layer and is solid. Don’t worry, we are almost finished! I promise!

Step 6 Use a knife around the edges to allow yourself to lift the butter out of the container. Place upside down and scrape off any of the remaining cooking water. There you have it!
