City Council to Issue Notice of Potential Layoffs of City Employees, Appoint Planner Commissioner The Taft City Council on Tuesday will consider making an appointment to a vacancy on the Taft Planning Commission, and issue a notice of potential employee layoffs.

Ron Orrin, a local businessman and general contractor is the sole applicant for the vacancy on the planning commission. Jesse Barron resigned from the commission last December.

Orrin currently serves on the Westside Recreation and Parks District Board.

Due to anticipated revenue shortfalls, the city will issue a notice of potential layoffs to city employees.

City staff has been working to trim the city budget to avoid layoffs, but closure of the city’s community correctional facility has impacted the city ability to finance all of its operations.

Radio controlled model airplane enthusiasts can participate in a “Fun Fly” each Sunday at 8 a.m. at the Westside Recreation and Park District.

Why Did This Boy’s Cries for Help Fall on Deaf Ears?

By Jane McCabe Apparently it was common knowledge at Taft Union High last year that a student had drawn up a “hit” list. For that he was suspended from school for five days.

If he had been failing in math, would he have been suspended?

More likely he would have been given a tutor to help bring him up to speed. Suspension hardly seems like the appropriate action for a kid who has given a clear signal that he needs emotional support.

Many do not remember their own high school years as a particular happy time of their lives—during those years young people are undergoing their socializing process. Life then can be quite unfair.

Some students are quite popular—they seem to have been born under a lucky star—whereas as, others aren’t popular at all, and little they do seems to make any difference. To make matters worse, during this period peers are sometimes unkind. Whereas they will seek the friendship of the popular kids they will shun or make fun of those who have problems.

Bo Cleveland, yesterday’s shooting victim, is one of the popular kids—everyone likes him; he’s on the high school football team.

Both of the two students asked randomly by local news media if they knew him, said he was their best friend. How many students at Taft Union High consider Bo to be their best friend? Clearly he has the kind of social skills to make him popular with other students—exactly the kind of skills his alledged shooter, lacks.

The shooter’s skills are so poor that the other students stayed clear of him. He is a loner whom they sometimes teased (bullied.)

This phenomenon isn’t new among young adults, but it has taken on a particularly virulent aspect in modern times, which is accentuated by the availability of social media to young people.

The harassment some students have undergone has caused them to commit suicide or acts of violence towards their peers.

Usually when young adult become a little bit older the playing field becomes a little more level. They have gained more maturity and aren’t as vulnerable to the derision of others. They find success in their chosen careers or in being parents themselves that they didn’t have in high school.

But, the emotional development of high school students is particularly critical—if one’s peers tease one, it is perceived that the entire world finds one ridiculous—no one likes the kid who is too fat, too peculiar looking, too short, too awkward—whatever.

Many young people are in need of counseling at this critical stage to help them establish a more positive self-image. Clearly the shooter did not receive the attention he needed, so, the boy who last year drew up a hit list, yesterday took action: at around 9 a.m. he walked into Taft Union High with a sibling’s 12 gauge shotgun and shot the student who had what he wanted—popularity.

Something must have happened on Wednesday that caused him to put his long held plan into motion. It may have even been something minor, though not minor to him, the proverbial straw that broke the camel’s back…

Taft Union High was extremely lucky that he did not come to school with the kind of high-powered assault rifle used by the miserable young man (that rifle belonged to his mother) who shot the students at the Sandy Hook Elementary School on December 14th—then the carnage might have been considerably different and Taft today would be mourning the loss of many people.

There is a certain irony that this incident occurred in Taft on the very day when Vice President Biden was meeting with the heads of the National Rifle Association in Washington DC to discuss ways to curb gun violence in this country. I’m hoping that high speed rifles will be banned as a result of the Sandy Hook incident.

The young shooter was disarmed yesterday but it was in an entirely non-violent way—it was the words of the science teacher, Ryan Heber, and a school staff member, Kim Fields, that persuaded the shooter to put down his rifle. Apparently, they were just the words he wanted to hear—they must have been words of strength, love and understanding. For this Mr. Heber and Mr. Fields are yesterday’s heroes.

I would like to see the mechanisms for spotting the troubled youth in our country and the counseling made available to them improved—for a child who draws up a hit list does not need to be suspended; he does need a well-trained loving adult to can convince him he is on his side to talk with him over a period of time, who can help explore what’s going on, an adult who has the skills to help that young person develop a more positive self-image, to give him or her the attention he needs…

A woman who lives across the street from the school saw the armed student enter the school with a rifle and had the presence of mind to call 911—as a result the Taft Police were at the school within 30 seconds. If only such a clear-minded individual had spotted that this young man was in need of attention earlier, this incident might have been avoided altogether…

Taft Union High has suspended all classes today, but counselors from the Red Cross will be on hand to help students who come because they feel traumatized by what happened.

It’s not only the loner who needs counseling. The entire student body needs it—they need to know just how harmful what they might perceive as innocent teasing can be. This problem has reached such epic proportions in our country that a number of movies on bullying have been made. Their names are The Bullies Playground, To Save a Life, Cyberbully, and Odd Girl Out. They are available through Amazon.com and elsewhere. (Not having seen any on them, I can’t comment on which are the better of them.)

I would like to suggest that as a result of this incident at Taft High these movies be shown to the entire student body.

School Board Approves Funding For School Police Presence Following Shooting, THUS Classes Cancelled Monday

Student Shoots Classmate in TUHS Science Building, Injured Teacher Quickly Disarms Shooter One student was shot by a classmate at Taft Union High School Thursday morning, and a teacher slightly injured by the shotgun wielding student.

The injured student, identified as Bo Cleveland, was airlifted to Kern Medical Center, according to Taft Police Chief Ed Whiting, where he was listed in critical but stable condition.

Whiting said that the student suspect has been arrested and a weapon confiscated. Whiting said that a shotgun had been recovered by police.

Science teacher Ryan Heber, who had been slightly injured by the shotgun blast and who declined medical treatment, and school counselor Kim Lee were able to talk the student shooter into surrendering the gun without further incident.

According to police, the 16 year old student shooter arrived at the school at about 9am and late for class, carrying the weapon. A neighbor who saw the student with the weapon called and warned police.

Taft Police and Kern County Sheriff ’s quickly arrived at the high school and deployed to the classroom where they found the disarmed shooter and the victims.

The student shooter, according to Chief Whiting was interviewed for several hours and was cooperating with police.

“He (the suspect) had a plan and he executed his plan,” Whiting said.

“He felt in his mind like he was being picked on and he was going to take care of it himself,” Whiting said.

As word on the shooting spread via cell phone and text messages, dozens of worried parents gathered outside of Taft High School just outside of yellow police tape that blocked the entrance to the street and high school.

Whiting assured worried parents at the scene that the school was being secured and that students were out of danger.

Students had been informed by teachers and staff that there was to be a practice drill the morning of the shooting.

One unidentified student told the Independent that when they were told by their teacher that the school was under lock down, they all hid under their desks. Many received text messages on cell phones from fellow students saying that there had really been a shooting, and they had to convince their teachers it was not a practice drill.

School was cancelled on Friday following the incident.

TUHS Superintendent Bill McDermott said that classes would also be cancelled on Monday, but that counselors would be available to parents and students.

The Taft Union High School Board met Friday morning at 9am following the shooting that took place on campus the day before.

The board voted to approve fully funding the Student Resource Officer position, which is staffed by the Taft Police Department, that had been requested by the City of Taft.

City budget constraints had forced the city to ask the district to fully fund the position, which had been subsidized by the city.

The board approved the funding after board member Ken Anderson told the board he wanted to ensure that an officer was present on campus every day. The officer assigned to the school was not on campus at the time of the shooting because Interstate 5 was closed by the California Highway Patrol due to snow and unsafe driving conditions.

Police Chief Ed Whiting told the board that while he could not control the weather, he would ensure that an officer was always present during school hours.

Superintendent Dr. Bill McDermott, at times emotional, told the board that he had asked the police department to supply extra officers over the next few weeks.

“It’s going to take a while to heal,” McDermott said.

McDermott said that classes would be cancelled on Monday, but that faculty and staff would be on campus.

Whiting told the board that the student shooter had been cooperative following the shooting, and told the police that he had carefuly planned the shooting. He was not a sociopath Whiting told the board.

Helps Walk, Train and Find Homes for Homeless Dogs

located at the end of East Ash can house up to 30 or more dogs.

The facility is a clean and professionally sheletr that works with volunteers to adopt out animals that have been abandoned by their owners. Newlove volunters at the facility most mornings and post flyers on a weekly basis aroud the city advertising dogs that are available for adoptions.

If you look closely at Dale Newlove, you may see a couple of wings sprouting from his shoulders.

This is because of the Good Samaritan work Dale and his wife Olga do to rescue, walk, train and find new homes for homeless dogs.

Dogs who have loving owners that take good care of them are the lucky ones—for every lucky dog it’s estimated there are two or three stray dogs that roam the streets or spend their time in shelters hoping someone will adopt them. Sad to say, the unlucky ones are put down because there just isn’t room or the funds to keep animals that no one wants to adopt.

days a week he goes to the shelter and walks four dogs.

Some of the dogs he walks have never been on a leash and need to learn how to become socialized around people and other pets.

He works hand in hand with Unity Thrift and Outreach, a non-profit organization whose mission is to save the animals of our community. Linda “Trixie” Hodges is its president. Once a month Unity Thrift sponsors a yard sale on San Emidio to raise funded needed for their good work.

Dale is retired after 31 years of teaching industrial arts at Taft High School. His wife Olga works as computer program for Taft College.

The Newlove’s have three dogs of their own, two border collies and a terrier mix.

Since the people of Taft don’t tend to adopt dogs the Newlove’s take suitable dogs to adoption centers in Santa Maria, Santa Cruz, Ojai, and Porterville.

Not all adoptions prove to be successful—if the match between prospective owner and dog isn’t tenable, whatever the reason, the dog is returned and another owner is sought.

Assemblywoman Grove CoAuthors Legislation to Protect California College Students from Tuition and Fee Increases

Couch Sworn-in as Kern County 4th District Supervisor Bakersfield, CA. - Kern County’s newest 4th District Supervisor David Couch was sworn into office yesterday during a private ceremony in his district office. Mr. Couch served 14 years as a Bakersfield City Councilman prior to winning the election for Kern County Supervisor on June 5, 2012. The 4th District represents Frazier Park, Pine Mountain Club, Maricopa, Taft, Buttonwillow, Wasco and parts of west Bakersfield.

Whiskey Flat Mayor’s Candidates: There are 2 candidates for 2013 Mayor of Whiskey Flat. They each raise funds for charities they’ve selected as well as providing much needed funding for the Kernville Chambers annual operations costs.

SACRAMENTO –Assemblywoman Shannon Grove (RBakersfield) this week began the 2013 legislative session by coauthoring a measure to protect University of California, California State University and community college students from rising costs through a seven year tuition freeze. The legislation Grove supports would ensure that funds generated through Proposition 30, the statewide tax increase approved in November that is expected to generate $50 billion in new revenue over seven years, goes to public education.

“The voters were promised last fall that if they supported Governor Brown’s Prop. 30, it would result in more money for higher education,” said Assemblywoman Grove. “If they were serious, the politicians in Sacramento would keep that promise. Democrats shouldn’t be able to use this money to backfill the state’s budget debts while raising education costs for students and their families.”

The proposal would hold tuition and fees for UC, CSU and community colleges at the levels set in the 2011-12 academic year for the seven years that Prop. 30 income and sales tax increases are in effect. The measure states the intent of the Legislature to protect higher education funding for California public colleges and universities, and make any potential fee increases unnecessary.

Shannon Grove said that while there was one provision in Proposition 30 to ensure that new revenue would flow directly to schools, there was another provision in the measure that would allow the Legislature to reduce current General Fund dollars for higher education. Governor Brown visited college campuses in the fall to drum up support for the initiative, urging students that they could avoid tuition hikes by voting for Prop. 30.

“Brown told these college students that if they registered to vote, supported Prop. 30, and told all their friends to do the same, they’d keep more money in their pockets through a reduction in tuition,” Grove said. “ It’s time to get serious about holding the Governor and the majority party to the campaign promises they spun to get the votes for their billion dollar tax increase.”

Liberty Under Fire Fiscal Cliff Process Violated the Constitution. Does Anyone Care?

There are few parts of the Constitution more clear than, “All bills for raising revenue shall originate in the House of Representatives but the Senate may propose or concur with amendments as on other bills” (Article I, Section 7, Clause 1). In a vote taken well after midnight (the supposed deadline) December 31, the SENATE passed a bill raising taxes on those with incomes above $400,000 a year, a tax increase on this group from 35% of their annual income to 39.6%, and the removal of tax exemptions for those making $250,000 or more a year. The capitol gains tax on everyone was raised from 15% to 20% and there were many other adjustments on the tax code as well. This bill definitely did not originate in the House of Representatives as required by the Constitution. So, does anyone care?

The Senate then forwarded their “revenue raising” bill to the House the day after the deadline presenting them with a single choice, be blamed for taking the country over the so-called fiscal cliff or not. It was blackmail! With no way to modify any of its provisions and the bell having already rung ending the tournament, they agreed. It is true that the House had not presented to the Senate any revenue raising solution as it opposed such, largely because President Barack Obama had made it clear that he would not sign any law that did not raise revenue on the rich. Still, the House is the only body that had authority to do so and their intention not to support a tax increase, by not originating one, should have stood regardless of what the Senate and President thought or wanted. Allowing these other bodies to do so for them has weakened this part of the Constitution and House authority.

Henceforth, past practice wrongly will be used to legitimize future revenue raising by the Senate and this part of the Constitution, in effect, will be obliterated.

So why should you care? For thousands of years, until the Constitution, governments taxed their citizens whenever and whatever they wished. The people had no say. If the pharaoh in Egypt wanted bricks without straw from the Israelites, for instance, so be it. In our republic we have two legislative bodies, the House to represent the people, and the Senate to represent the individual states. Prior to 1913 the State Legislators elected the Senate so that it could protect the interests of the states from the federal government’s natural inclination to grow, absorbing state functions.

This is called federalism—shared government. The House was to protect the interests of the people as its first and major concern.

The power of the purse (both taxing and spending) is one of the most important powers of the Constitution. The Founders resolved that it should be left with the representatives of the people; “all bills for raising revenue shall originate in the House of Representatives (Article I, Section 7).” This made it impossible for the people to be over-taxed for more than two years as all members of this body come up for reelection on the same date—every two years.

Addressing this subject James Madison, the father of the Constitution, observed, “This power over the purse may, in fact, be regarded as the most complete and effectual weapon with which any constitution can arm the immediate representatives of the people, for obtaining a redress of every grievance, and for carrying into effect every just and salutary measure.” The U.S. Constitution mandates that “the House of Representatives cannot only refuse, but they alone can propose the supplies requisite for the support of government.” This power alone he added, “can overcome all the overgrown prerogatives of the other branches of the government.

They, in a word, hold the purse… (The Federalist 58).”

Taxes, the historic grievances of the masses of all ages, were left to this body alone to originate or initiate. The significance of this placement cannot be over-stated. In the Constitution only the masses could originate taxes as all revenue for the government came from the backs of the people. In the United States it is impossible to be over-taxed if we are following the Constitution.

No other nation in all history, as far as we know, had this protection from their government. Once processed through the House, the Senate could modify as on other bills, but it must first come from the House. This cannot happen without permission from the people’s representatives.

This may seem like a small thing given all the hype on the fiscal cliff but the people really do not want to surrender their freedom from excessive taxation, which, prior to this document was virtually unheard of in the history of the world. Losing this is far more serious than what pundits said would be the worst-case scenario of the cliff because, once gone, it is unlikely to be retrieved. Members of congress are doing so incrementally by not insisting that the government stay within its bounds and honor the document that they individually have sworn to uphold. No one will destroy the Constitution all at one time but by their ignorance, or worshipful loyalty to party, are doing so one piece at a time. If your representatives voted for this please send him a copy of this article so that he/she will be more sensitive to this issue in the future.

View From Taft How to Keep that New Year’s Resolution

Many of us don’t make New Year’s resolution because we’ve learned from past experience that they are difficult to keep. In a month or two, until next New Year Eve, they’re utterly forgotten.

We become discouraged when we don’t keep the resolutions we make and we give up. But, here’s a way to keep the resolutions you make: Be reasonable Make sure the resolutions you make are reasonable. Let’s take the three areas in which people are most likely to want to changes their behavior: smoking, over-eating and drinking.

If you smoke, you will do yourself the biggest favor in the world if you will quit. Sometimes quitting will take a number of tries before it takes effect, so don’t become discouraged. Know your enemy—smoking is one of the most insidious habits there is to break because it becomes like second nature to those who smoke and therefore is one of the hardest to break.

In fact that’s what’s hard about breaking bad habits—they’ve become part of our opus operandi or what we perceive to be natural for us. It, therefore, for us to change it takes retraining ourselves for a long enough period of time so that what we perceive is natural is our changed behavior.

Don’t expect to go it alone—arm yourself with all the anti-smoking aids on the market. The patch, the gum and now Chantix are all very useful in helping people stop smoking. Don’t worry about the price of these medications—think of the money you’ll save when you’re no longer enslaved (especially with the current price of cigarettes.) There are also support groups to encourage people who are trying to change their habits—avail yourself to whatever works for you.

Set short-time, manageable goals If you are overweight and decide that you are going to lose 50 pounds in a month, your goal is probably over-reaching and you are therefore likely to fail to achieve it. Rome wasn’t built in a day.

Set manageable goals for yourself—like, to lose one or two pounds in two weeks. There’s nothing more encouraging than success.

When you reach a manageable goal it gives you the encouragement you need to achieve the next goal.

Don’t give up if you fail to reach a goal or lapse Say you are used to binging at night when you watch television and will eat a bucket of salty snacks and drink a couple of beers, all of which adds weight. Say you’ve gone two weeks without indulging in this habit—then comes the night when you can no longer resist and you revert back to your old habit. Forgive yourself. You’re human. You’re allowed to regress. Recognize that you are up against a life-time habit. When you fall off the wagon, get up, dust yourself off, and get back on it.

Cutting back on drinking may be hard to do Many people struggle with their alcoholic intake. They wonder if in fact they are alcoholics but just won’t admit it. If you would like to reduce your alcohol consumption and feel it will be to your benefit to so (after all, excessive alcohol can damage your kidneys, liver and colon) try to do so. The recommended amount for healthy living is two drinks per day for a man and one for a woman.

If you are able to cut back successfully, good for you. If not, you may have to consider a more radical approach—total abstinence. I don’t know the statistics. Before the formation of AA (Alcoholic Anonymous) in the 1930’s alcoholism was considered to be an incurable disease—those afflicted would literally drink themselves to death. Since its formation AA has saved millions of lives around the globe. It is the most successful organization ever. Chapters exist in every town, in every state in the nation and in almost every country of the world. Wherever members go an meeting is just a phone call away.

It’s radical surgery, to be sure, but the fellowship works some kind of magic on its members, replacing “fellowship” for the bottle. Perhaps, it is fellowship we were looking for all the time. AA members are as happy a group of people as you’re likely to find…

Once a bad habit is conquered, we are so proud of ourselves And we serve as a model for others to do the same…

So, don’t give up on yourself. Never give up on yourself. You are a person of value. You were set here for a purpose. You were set here to help others. If you need to lick a bad habit that has been troubling you for years, you can do it. Help is on the way.
