Recently on cable news a little boy appeared to execute two men in Syria. Beside him a thug chants something that is probably related to the Muslim religion. Days before this, men arrogantly stood in the streets in Paris France shouting Islamic religious rhetoric.

In recent months we have seen beheadings of journalists and humanitarians in Syria while their hooded captors recited words from the Koran or Islamic prayers. While this is going on militant Islamists recruit Europeans, Africans and AmeriIt didn’t get much attention at the time, but the elections last November did more than give Republicans a majority in cans to come and join their forces. the U.S. Senate. Planning Commission Begins Review of City’s Housing Element

Taft Chamber of Commerce Annual Installation & Awards Ceremony

By Jerry Livingston J.D. Jerry.Taft.Independent@gmail.com The Planning Commission began its update of the City’s Housing Element. This update will take almost the entire year said Planning Director Mark Staples. Staples presented an overview of the process at January’s Commission meeting.

State law requires the city to adopt a general plan containing at least seven required elements including on covering housing. While there is no set time for the updating a general plan as a whole, state law currently requires Housing Elements to be updated every eight years, this is a change from previous requirements that the element be updated every five years. The Element is designed to help advance the State’s goals to provide housing for every level of income with in a community.

Taft’s last update was in 2008 for a five year cycle but state action delayed the beginning of this update cycle. When it is completed the updated element will be good from 2016 through 2023.

The update process begins when the state determines the Regional Housing Need Allocation (RHNA) for each Council of Government (COG). This number is based on State Department of Finance population projections and regional population forecasts used in preparing regional transportation plans. COG’s are then required to allocate each locality a share of the regional need. Kern COG’s Regional Transportation Plan shows a RHNA allocation for Taft of 254 units.

Taft’s Housing Element is unlikely to require any major changes to programs designed to increase the availability of housing in the City but simply needs changes in numbers and timing of goals for housing outlined in the plan Staples indicated to the commission.

The Housing Element can have an impact on the availability of grant monies designated for the development of low and very-low income housing.

Staples said he is in the process of mapping out how the Commission will go about this review. Following the commissions review there are plans to open up the update for public input.

“I hope to be able to give the State’s Department of Housing and Community Development a chance to review our update and provide any comment to the Element by the Fall so the Council can review and adopt the plan by the end of this year” Staples said.

City Council Looks at Improved Fiscal Future

Jerry.Taft.Independent@gmail.com Tuesday’s City Council meeting continued to show the impact of the City’s improved fiscal setting, with the Council’s approval of a contract with MIG to begin the preparation of preliminary site layouts and draft architectural storyboards for the Taft Transit Center project.

The project is slated to be developed along Supply Row near the Oil Workers Monument.

This approval initiates the first phase of the project, the initial design for the Center.

Craig Jones, Taft City Manager, said the “staff wants to be able to receive public input on the designs early in the process and anticipates bring the designs back to the Council for approval and recommendations moving forward to the working drawings phase.”

The City currently has $1,000,000 in grant funding for the project and will receive another $400,000 when a future bond sale is completed. The City expects to receive nearly $2,000.000 in grants from the State’s Public Transportation, Improvement & Service Enhancement Act which was established by Proposition 1B from the November 2006 ballot.

Jones said Taft won a competition for the money beating out both the County of Kern and the city of Bakersfield. “We now feel confident enough in our fiscal health to begin working on this project, We hope to break ground sometime in the spring after the completion of the new hotel on the Rails to Trails project site.

Fifth Street Plaza Update Jerry Livingston J.D. Jerry.Taft.Independent@gmail.com The second phase of the development of Fifth Street Plaza that was approved by the City Council in the last quarter of 2014 will continue in the first two quarters of this year.

“We hope to have the infrastructure improvements in place by April or May of this year so we can begin hydro-seeding the plaza in the spring” said City Manager Craig Jones.

Infrastructure improvements will include a bump out and seating area adjacent to the Pioneer Mercantile building and a stage area in what was a bus turn-out on the west side of the plaza.

“We plan on transplanting trees from along the Rails to Trails Park and then moving trees from the concert green area along Main and Sixth Street were we will be extending the grass towards the east,” said Jones.

Jones said “the main tent for the Oildorado will cover this area so we want to move these trees out the park. When Oildorado is complete we have trees growing out at the sewage treatment plant that we will transplant to provide a better shade option for the concert area.”

“The current trend has the national average today at $2.05, which maintains the consistent rate of decline we’ve monitored for the past several months,” said Patrick DeHaan, senior petroleum analyst with GasBuddy. “When you couple that with the fuel fundamentals reported by the Energy Information Administration (EIA), specifically, the inventory build in recent weeks, it’s a certainty that we’ll see the national average price of gas move below $2.00…probably within the next 48 to 72 hours,” he added. “We could see it fall to $1.95 or even lower in the weeks ahead.”

The current average price of gasoline is now $1.24 less than the average price Americans paid one year ago.

And as a result, American motorists in 2015 are projected to save $750, on average, versus what they spent last year. Motorists in Michigan are seeing the greatest savings nationwide; on average they’re paying $1.36 less today than they paid one year ago.

“26 states now have average prices below $2 per gallon and more than 50% of the gas stations in the U.S. are already below $2 per gallon,” added Gregg Laskoski, another senior petroleum analyst with GasBuddy. “Right now, there are more stations reporting prices under $2.00 (57.1%), than there are reporting prices above $2.25 (20.5%).

Four Times Blessed

By Joan Raymond Four little miracles. Two girls, Emma and Payton. Two boys, Liam and Elijah. They arrived 11 weeks early last September 20, 2014 bringing joy and relief to their parents, Jared and Christina Harp. Now, four months later their family, including Samantha and Kristopher, has settled into their busier, noisier household.

Looking back, Christina says although the pregnancy had no major complications, there were times of concern and frustration. “My first OB/GYN suggested “selective reduction,” a procedure performed during the pregnancy reducing the number of babies (usually two with quadruplets) giving the remaining two a better chance of survival. He advised it would be better to have two healthy babies than four unhealthy ones. But I wondered if he was right.” The Harps decided to trust their faith and refused the procedure. By 19 weeks, Christina was seeing another OB/GYN, Dr. Fredrick, who specialized in high-risk pregnancies. “She didn’t make me feel bad about my decision and was excited about the pregnancy with us,” shares Christina. “She prescribed extra pre-natal vitamins and encouraged me throughout the rest of the pregnancy.”

While it came time for the babies to be born, a team of 25 people helped deliver them. “All I remember is counting cries,” she recalled. She said each time one would arrive, she would wait to hear it cry. Four deliveries. Four cries. Four sighs of relief from Mom. Later Dr. Fredrick shared how refreshing it was to be a part of the happy pregnancy, which confirmed the Harp’s faith and decision against the selective reduction procedure.

Four days after the babies were born, Christina was released from Kaiser Hospital in Los Angeles. While the babies gained strength and weight, the Harps travelled from Taft to LA to visit them while anticipating their arrival at Bakersfield’s Memorial Hospital’s Neonatal Intensive Care Unit (NICU). Beginning October 6, the babies were released, one each day to Bakersfield, making daily visits a bit easier. Although being away from the babies was difficult, it gave the Harps time to rest and prepare for their babies to arrive home. “Nurses Debrah and Lindsey at Memorial NICU were absolutely amazing,” said Christina. “They really helped us during that time.”

Finally the babies were strong enough to come to Taft.

Beginning the first week of November, the first home was Emma. Followed soon after by Payton and Elijah. A few days before Thanksgiving, Liam was released bringing the entire family together under one roof for the first time.

Close to 2 ½ pounds at birth, the babies have gained weight and are displaying distinct personalities. Christina explained, “Emma is our “Sleeping Beauty” earning her nickname because she loves to sleep. Payton is always moving. I could tell who was who in the womb, because even during the pregnancy Payton was the most active. Liam is always awake. He’s the nosy one, looking around and observant like his father, Jared. And Elijah, he is a Momma’s boy. He was the smallest and always wants to be held. Plus, he has a distinctive, screeching cry – a real attention getter.”

Between changing diapers, feeding, holding, and comforting babies plus all the other joys of new parenthood, multiplying everything by four requires a few more hands.

Christina was quick to thank daughter Samantha for being so helpful. “She always wanted to be a big sister,” said Christina. “She’s a little mommy, carrying them around.

Kristopher provides the muscle,” adds Christina. “He helps with the car seats.” Long-time friend Cassie Crawford is her #1 helper. “I’ve known her for five years. She does everything – babysits, cleans, even watches all the babies so Jared and I can get away for a little bit.” Christina also wanted to thank the community of Taft. “They’re so awesome. They’ve provided diapers, clothes, baby bouncers, swings… They’re so giving,” she added. The Harps feel blessed they haven’t had to purchase anything new for the babies. Between donations and purchasing used items, their needs have been met. And although they go through a lot of diapers and formula, they’ve also been blessed with donations from the community through their church, West Hills Church – The Nazarene.

Reflecting backward, Christina remembers how she was told she wouldn’t have any more children. Infertile for five years, the Harps realized her uncommon pregnancy was God’s timing. Although they did pursue fertility treatments, her pregnancy only had a 1 in 750,000 in happening. What does it feel like to be part of a miracle? Christina responds, “This has made our faith stronger. We believe in the power of prayer and feel blessed every day.” She tells other couples struggling with infertility not to give up and reaches out to encourage them. She also reaches out to other moms with multiples, especially those with quads. It’s the Quad-Bond.

I want to offer relief and comforting words because I understand what they are going through.”

Looking forward, I asked both parents where they see themselves in five years. Christina said, “Shopping for kindergarten times four. Making four lunches, making sure four

sets of teeth are brushed, and making sure everyone is out the door on time.” Jared offered a different perspective, “I see us on the first day of kindergarten, me holding the hands of two children, Christina holding two hands of the other two and being in tears as we drop them off at school.”

“He was always the sentimental one,” smiled Christina.

Whether looking back or forward, the Harps have much to look forward to. Four uttering first words. Four sleeping all night. Four standing on their own. Four taking first steps.

Four times blessed with four little miracles.

Movie Review

American Sniper

By Bill Taft I see lots of movies and I see most of them here in Taft at the Fox Theatre. Last weekend like most of Taft I watched the new release American Sniper. It was by far one of the best movies I have ever seen. I have always liked Bradley Cooper but he really stepped it up and did an excellent job.

This movie shows the ups and lots of downs of the life of a Sniper.

This movie showed how hard it is to adjust when coming home from war. P.T.S.D. is a horrible thing that several of our Veterans deal with everyday. This is not a movie for small kids but is a must see movie for adults. Sometimes people forget what these great people in our Military do for all of us at home. In one scene Chris Kyle is in a huge gun battle while he is on the phone with his wife. Just think how scared his wife was.

Chris Kyle joined the Navy to protect our Country. I don’t remember all the exact quotes but one of many was, “If we don’t do it here we’ll have to do it in San Diego.”

Sometimes crazy people get down on our Military but he was 100% correct, either the Military takes care of it now or they’ll come to the United States and we will have to do it then. Micheal Moore, Seth Rogan and some other nuts from Hollywood have a different outlook on the movie but we should of learned years ago that we should not listen to these people and should not watch their movies. I’m not writing this to start a political debate, I just want everyone to see this excellent movie. God Bless our Military and Veterans.

Speaking of old memories take a trip down memory lane with friends this weekend and see how things look good or bad on the Westside. Check out the “Taft T” on 25 Hill or lookout point up there. On the way down take it slow around Dead Mans Curve. Check out how nice the Little League Fields are, Art’s Corner, the New Rec Center, Taft College, Rails to Trails, The Westside Wreckers Roller Derby Rink, Skate Park, West Kern Oil Museum, The Fort, Gravity Hill on the back road to Fellows, and your favorite party spots in the Fields. Go into the old Lee’s Shoe Palace, Vic’s Shoe Store, 332, Pioneer Mercantile Building, Troy’s Tavern, Elk’s Lodge, Memory Lanes Bowling Alley, etc, and see what is in these places today. On the bad side check out Fellows Park, Ford City Park, Victory Square, The Skate Escape, The Fitness Center, The Lakeview Gusher, Dr. Bitzer/Johnson’s Office, and the Taft Hospital. So many

Triple Play dinner tickets on sale Tickets are on sale for Taft College’s second annual Triple Play Dinner and Auction featuring former major leaguerturned-broadcaster Ron Coomer, a former Cougar star.

The event will be held Jan. 23 at The Historic Fort with all proceeds helping support the athletic program at Taft College.

Last year’s sold-out inaugural event featured former San Francisco Giants pitcher Dave Dravecky and his story of courage after losing his pitching arm to cancer.

Sports memorabilia will be auctioned, including four tickets to a Dodger-Cub game that includes a tour of Dodger Stadium, including the press box, and a meeting with legendary sportscaster Vin Scully.

Coomer will be the headline speaker.

He played nine seasons in the Major Leagues, finishing with the Dodgers, before turning to broadcasting.

“When he was playing baseball at Taft College he majored in communications and said he wanted to be a sports broadcaster,” said Cougar coach Vince Maiocco. “Not many students actually reach their stated career goal.”

Coomer worked for Fox Sports North for several years covering the Minnesota Twins. He had a radio talk show.

Last year he was hired by the Chicago Cubs to be the team’s radio color analyst for WGN radio. He does a pre- and post-game show as well.

Coomer played two seasons at Taft College (1986-87) where he set the school home run record of 19 that still stands. He hit .376 and .385 in his two seasons, was first team all-conference twice and conference player of the year in 1986 and led the team to a Western State Conference championship.

He was drafted in the 14th round of the 1987 Major League draft by the Oakland Athletics. After playing minor league ball through the Triple-A level, Coomer moved up to the Minnesota Twins in 1995. He was named to the American League All-Star team in 1999.

Coomer retired from baseball in 2003 as a member of the Dodgers. He had a major league batting average of .274, hit 92 home runs and drove in 449 runs.

Tickets for the event can be purchased at the Taft College athletic department in the Al Baldock Cougar Sports Center. Tickets are $60 in advance and $75 at the door.

Sponsorship tables can be purchased for $500.

Cocktail hour begins at 6 p.m. with dinner prepared by Salty’s Barbecue of Bakersfield being served an hour later.

Angela Faagau Varsity Lady Cats Basketball Angela is having a great season so far this year in basketball. She is averaging 7.2 points per game, 4.8 rebounds per game, 1.2 steals per game and 1.2 blocks per game. In her last game against Wasco, Angela had 10 points, 7 rebounds, 3 steals, and 4 blocks. Currently, she leads the SSL in blocks with 1.2 blocks per game.

What is Constitutional in the 2015 State of the Union Address?

The list went on and on as it does for every president Republican or Democrat, but what was different from last year is that he threatened the use of the veto rather than the threat of his bypassing Congress with the use of the “pen” through executive orders. The term executive order is not found in the Constitution and initially was nothing more than inter-departmental communications between the President and his executive branch with him requesting some action on their part. Constitutionally they have no law-making function.

Simply stated the president has two supervisory powers over existing organizations and two shared powers with the Senate, otherwise he pardons, recommends, appoints and entertains. That is it! Notice the absence of power to make any rules and regulations on us. This is the job of Congress alone.

By Dr. Harold Pease In listening to the President’s State of the Union Address one might think that he actually has the power to do what he requests. On domestic issues two old requests from last years State of the Union Address were renewed: a request for raising the minimum wage and, instead of just making the college opportunity available to all middle class Americans, he went further proposing free community college for all. Other requests included advocacy for “a free and open Internet,” which, given a recent executive order means control of it, expanded child care tax credits, improved job training, expanded paid leave, and a new tax benefit for two-income families. All this to be funded by increased taxes on the rich. He threatened a veto to any legislation that altered Obamacare or undermined his recently decreed executive amnesty. He was decidedly unclear on his request for criminal justice reform, certainly a reference to the riots in Ferguson, Mo. More federal involvement always means more federal control.

He defended his positions on Cuba and Iran and threatened presidential vetoes if Congress legislated differently.

Constitutionalist had to have cheered when he seemed to lecture, the mostly Republican Congress, on what he called “rash decisions, reacting to the headlines instead of using our heads; when the first response to a challenge is to send in our military—then we risk getting drawn into unnecessary conflicts, and neglect the broader strategy we need for a safer, more prosperous world.” He called it “a smarter kind of American leadership” and seemed aimed at the so-called military industrial complex of which President Dwight D. Eisenhower warned. He saw rewriting the Authorization of Use of Military Force, which authorized the air campaigns in Iraq and Syria, as a priority but left few specifics on what that meant. He still refuses to use the term Radical Islamist Terrorists in describing the Islamists involved in the mass killing in Nigeria, Iraq, Syria and

Unfortunately most, if not all, of these things are not in Article II of the Constitution nor have they been added by way of amendment as outlined in Article V of that document, thus they are unconstitutional. It is very probable that, even with the approval of Congress, they would be outside the Constitution but that is a topic for another time. Presidents, in their thirst for power and /or proclaimed expediency, have empowered themselves to the point of “kingship” with their worshipful, unchallenging, party followers (whether Democrat or Republican) quite willing to look the other way as government grows beyond its ability to be constitutional or efficient. At any time he could remind the people of his real constitutional powers but he will not as that would drastically reduce his power that is beginning to look limitless.

We must return to the Constitutional powers of the President as identified in Article II. As we list these powers attempt to match the State of the Union requests wherein he suggests that he might have a role. Under the Constitution the president has but eleven powers. Let us identify them: 1) “Commander in chief of the army and navy of the United States” including the militia when called into actual service of the United States; 2) supervise departments (cabinet), each presumably established by the Congress (George Washington had but four); 3) grant reprieves and pardons; 4) make treaties with the help of the Senate; 5) with Senate help appoint positions established by law such as ambassadors, ministers and judges; 6) fill vacancies “during recess of the Senate;” 7) make recommendations to Congress on the state of the union; 8) convene both houses on special occasions and handle disputes with respect to convening; 9) receive ambas-

All measures listed in the 2015 State of the Union Address are but suggestions to Congress, which alone, as per Article I, Section I, has all law-making functions—the president has none. That said, he is within his constitutional bounds with his threat of the veto, which is likely to be used liberally.
