TUHS Campus Life New Year Prayer The Taft Union High School Campus Life Club would like to invite the public to attend our “New Year of Prayer” event on Monday January 6, 2014 at 11:30 AM in front of the Band Building.

New California Laws Taking Effect in 2014

Many new California laws will take effect on January 1, 2014. Some of the laws of interest to the general public are summarized below: As the New Year approaches, there are several new laws about to be enacted in California -- from transgender students’ rights and a minimum wage boost, to sharing the road with bicyclists and changes to tips at restaurants.

benefits to take time off to care for an ill child, spouse or domestic partner, parent, or to bond with a minor child. This will be expanded to include a seriously ill sibling, grandparent, grandchild, or parent-in-law.

Extended Statute of Limitations for Hit-And-Run Victims: The statute of limitations for hit-and-run drivers will be increased from three years to six years, making it easier for law enforcement agencies and victims to seek justice.

Undocumented Immigrants May Practice Law: The passage of AB1024 allows undocumented immigrants to practice law in California.

Minimum Wage Increases: Starting July 1, 2014, the minimum wage in California will rise to $9/hour. However, San Francisco has increased minimum wage to $10.74/hour, effective January 1, 2014. San Jose has also raised its minimum wage to $10.15/hour, effective January 1, 2014.

Employers who fail to pay minimum wages may be subject to liquidated damages to the employee in addition to existing penalties.

Increased Protection for Elders: AB140 increases protection for elders who are exploited by “undue influence.” The definition of undue influence under current California law has not been revised since 1872. The new definition defines undue influence as excessive persuasion that causes an elder to act or refrain from acting that results in inequity. The modern definition offers greater protection because it allows a court to consider the vulnerability of the victim, the influencer’s apparent authority, the use of manipulative and unfair tactics, and whether an inequitable economic consequence resulted.

LA Plastic Bag Ban: Shoppers in the city of Los Angeles will have to bring their own reusable bags or fork up 10 cents per sack at large retail stores, starting Jan. 1, 2014.

Smaller stores have until July 1, 2014, to phase out single-use plastic bags.

Teen Drivers: SB194 prohibits drivers under 18 years of age from using an electronic wireless communication devices to write, send, or read a text message while driving, even if it is equipped with a hands-free device.

Gay Boy Scout Ban: Starting Jan. 1, 2014, the 116,000-member Boy Scouts of America will lift its ban on openly gay scouts, though the ban on openly gay leaders is still in effect.

Bicycles: Passing Distance. Starting September 16, 2014, a driver that passes a bicyclist that is proceeding in the same direction must do so with no less than three feet between any part of the vehicle and any part of the bicyclist. If it is not possible to pass with three feet of space, the driver must slow to a reasonable speed and only pass when no danger is present to the bicyclist. Drivers who fail to give three feet of space may be fined, whether or not a collision occurred.

Paparazzi Crack Gown: Backed by actresses including Halley Berry and Jennifer Garner, a new measure will impose tougher penalties on paparazzi that harass the children of public figures, including celebrities, police officers and judges. Starting in January, violators could face up to a year in county jail and a fine of up to $10,000. Fines would increase for subsequent convictions.

Parking at Broken Meters OK: AB61 was signed into law, which prevents local municipalities from ticketing drivers who park at broken meters. Drivers may now park in a spot with a broken meter, but only up to the maximum amount of time allotted if the meter was in working order.

Expanded Paid Family Leave: California law is broadening the definition of “family” within the Paid Family Leave (PFL) program beginning July 1, 2014. Under existing law, employees may receive up to six weeks of wage replacement

Transgender Students: Under AB1266, also known as the California Bathroom Bill, transgender students in public schools may choose which restrooms they use and whether they participate in boy or girl sports.

Increased Penalty for Unsafe Gun Storage: AB231 amends California gun storage laws to increase penalties for unauthorized use of unsecured guns. If you keep a loaded firearm within any premises under your custody or control, and a person under 18 obtains it and uses it, resulting in injury or death, or carries it to a public place, you may be guilty of a misdemeanor or felony unless you stored the firearm in a locked container or locked the firearm with a locking device.

Increased Safeguards/Restrictions on Gun Purchases: Governor Brown signed several bills regarding the purchase of guns and gun-related items. AB48 makes it illegal to purchase parts necessary to convert guns into assault-style weapons and requires people selling or transferring ammunition to record the identification of the buyer and report the sale to the state Department of Justice. SB683 requires people who buy rifles and shotguns to first pass a written firearm safety test and obtain a certificate. AB1131 extends from six months to five years the period during which a person who threatens violence is prohibited from purchasing a firearm.

Anti-Bullying Law: AB256 amends California Education Code section 48900, which identifies grounds for suspension and expulsion, including bullying. The new law changes section 48900(r)(2)(A) by expanding the definition of bullying to include off-campus conduct. A student may be subject to discipline for off-campus electronic conduct if it is related to school activity or attendance and causes or is reasonably likely to cause a substantial disruption to school activity.

Resentencing for Teen Offenders: A new California law allows inmates sentenced when they were minors to ask judges to reconsider their terms after they serve at least 15 years in prison. California has more than 300 inmates serving lifewithout-parole sentences for crimes committed when they

Amber Alert: Abductions by custodial parents or guardians, who may cause serious bodily injury or death to the child, now will require law enforcement to request the activation of an AMBER Alert.

Texting and Driving: Drivers under the age of 18 are not allowed to use voice recognition software, like Apple’s “Siri,” to write, send or read a text while behind the wheel.

Smoking on Campus: All 10 University of California campuses will be smoke-free starting Jan. 1, 2014. The ban includes all tobacco products, including e-cigarettes.

Hybrid Cars in HOV Lanes: Low-emission or zero-emission vehicles can continue using high-occupancy vehicle, or carpool, lanes without meeting occupancy requirements until Jan. 1, 2019.

Hit and Run Drivers: A new bill extends the current threeyear statute of limitations for hit-and-run offenses to six years from the date of a crash that causes death or permanent, serious injuries.

Group Tipping: Tips automatically added to a restaurant bill (usually when a table seats 6 or more diners) will now be taxable as regular wages and subject to payroll tax withholding, which means your server won’t see those tips until payday instead of taking it home as cash.

Search Warrents: A driver suspected of DUI who refuses to submit to or fails to complete a blood test can be served a search warrant to draw blood in a “reasonable, medically approved manner.” This law went into effect Sept. 20.

Victim Protection: Employers are now barred from firing, discriminating or retaliating against a worker because they are a victim of domestic violence, sexual assault or stalking.

The new law also requires employers to protect victims from their abusers, for example, by changing the employee’s work number.

Local Quilt Guild to Hold Quilt League of Women Voters of Show Kern County to Discuss Local The Cotton Patch Quilters of Kern will hold it’s biannual Quilt Show on February 8 & 9, 2014, at the Kern County Fairgrounds. The show will have on display nearly 200 quilts, including both judged and “display only” entries. The guild has several members who have won prestigious national level awards for their designs and quilting skills. Ribbons will be awarded to the winners of each category, and will be on display. The public will also vote for their favorite entry in a Viewers’ Choice of Challenge category, which is Small Scrappy Quilts.

There will be over 25 vendors of quilting and crafting supplies during the 2 day show with thousands of new, interesting and basic items for sale. There will be an opportunity to purchase raffle tickets for several very nice prize baskets, for which the winners will be drawn on Sunday afternoon.

Members of the guild completed a queen bed sized quilt designed by nationally renowned quilter Cindy Seitz-Krug. The quilt has traveled to several quilt shows, and has won prizes for design and quilting. Tickets for a chance to win the quilt will be available at the show, and it will be given away on Sunday afternoon.

The featured artist is Kay Pennington, local quilt artist and special education teacher. Kay has won several awards at national level shows for her whimsical, colorful and innovative creations. Kay has a talent for mixing colors and images that create humerous, charming and surprising art pieces. Kay will be at the show both days to answer questions and share techniques she uses in her unique pieces, with several of her creations on display at the show.

The show will also feature a display of antique and vintage sewing machines, some over 100 years old, demonstrations of various quilting techniques, and a “bed turning”, which is a showcase of antique, vintage and unique quilts. Schedules for the demonstrations and bed turning sessions will be posted at the show. The guild will have a “Country Store” open, with various mostly second hand quilting, sewing, decorating and various crafting supplies for sale. All proceeds from the item sales, admission and ticket sales go to support the guild’s goal of preserving the craft of quilting.

Hours of the show are Saturday 10-5, Sunday 10-4. Tickets are $5 at the door, with children under 16 free. Parking at the fairgrounds is free for this event.

The League of Women Voters of Kern County will meet January 15 to discuss the vital topics to focus on in the upcoming year.

On Wednesday, January 15 the program planning meeting will decide what issues are most important to the League locally and recommend action to be taken by the National league.

In the past board members presented topics and the membership voted on them. This year we are trying another approach.

Members will be asked to think about local issues that are important to them and be prepared to raise them at the planning meeting.

The meeting includes a catered dinner and cost is $15. The meeting will take place at the Larry Reider Education Center, 2000 K Street at 20th and K at 5:45 pm. Obituary Jackson Roderick Matney 2/14/41 – 11/8/13 Jack Matney was born in Templeton, CA on Feb. 14, 1941. Jack relished being a Valentine baby and enjoyed telling people his middle name was actually “Valentino”.

Jack was the eldest son of Ellsworth and Mary Matney.

He grew up on the Union Oil McKittrick Pump Station.

Jack attended Olig Elementary, which became McKittrick Elementary in his fifth grade year. He graduated from Taft Union High School in 1958, attending Taft College the next year where he met his lifelong best friend, Ed Morishige. Jack entered the US Army in 1962 and spent most of his service years at Tinker Air Force Base in Oklahoma. Due to injuries Jack was not able to play football in high school but he played for his Base football team. He loved football more than anything else and became a season ticket holder for the Bakersfield Renegades in 1961. Many of us on the Westside were able to enjoy one of Jack’s tailgates before a Renegade game. Jack’s brother Kenny would barbecue while Jack visited with anyone and everyone. While in the service Jack received the sharpshooting expert rifle award and good conduct medal. After leaving the Army Jack started his career in the oilfields of Western Kern County. He started with Marathon Oil and retired from Getty/Texaco Oil. Jack also worked at Temblor Ranch and pumped gas at the Union Oil service station in McKittrick. Jack was not a stranger to hard work.

Jack Matney never met a stranger and if he did they certainly didn’t remain a stranger for long. Jack lived a full and busy life, enjoying his family and sports. He played baseball at Taft High and especially enjoyed playing fast pitch softball. His teammates on Toppers and Taft Sporting Goods, and his many opponents, will remember Jack as a dedicated player and coach. Some might remember him from his many years of umpiring both softball and Little League. Jack loved watching his nieces and nephews, then his great nieces and nephews, playing in their many respective sports. They each looked forward to hearing that “honk” from the outfield, Uncle Jack’s way of sending his applause.

Jack was preceded in death by his Mom and Dad and leaves behind his sister, Martha Twisselman and her husband Carl; his brother Kenneth Matney and his wife Susie; and his brother Howard Matney and his wife June.

Jack will also be missed by his many nieces, nephews, and friends. His lifelong friend, Ed Morishige and his wife Lupe will be remembered by Jack’s family for their kindness and friendship for 54 years. Jack spent the last 5 years of life with his dear friend and care provider, Shirley Jones.

While Jack never married and did not have any children he had a big family, with whom he was very close, and it would be impossible to count the number of people Jack called “friend” and who felt the same about him. Anyone who knew Jack has a story to tell. If you would like to share a story with Jack’s family we would welcome it. Liberty Under Fire 2013, Year of Resistance

The year has shown monumental efforts by some to get back to the Constitution. An ever-growing portion of the largely distracted public is finally awakening to the fact that they are losing freedom and that both parties are responsible. Let us review those monumental moments of 2013 each of which have been covered extensively by us in previous columns.

We began the year with what was called “successionitis”—a desire of some of the people to leave the Union—not seen in the United States since the Civil War. Fifteen states posted over 25,000 signatures with Texas posting 116,000 by itself. The President closed down his site to further counting. With his refusal to allow further counting and the establishment media’s refusal to continue coverage, the issue was squelched. Discontent with the federal government not following the Constitution and the resultant loss of freedom (especially cited were NDAA and TSA) were said to be the reasons for the backlash by those participating.

This was followed by the 2013 Sheriff ’s’ Rebellion wherein by mid-February, 336 elected county sheriffs had signed pledges that they will not enforce any unconstitutional gun control laws or executive orders—seventeen of them in California. Nine states refused to comply. The Utah Sheriff ’s Association made the strongest statement aimed directly at the President. “We, like you, swore a solemn oath to protect and defend the Constitution of the United States, and we are prepared to trade our lives for the preservation of its traditional interpretation.” Wyoming’s new “Firearm Protection Act,” threatened federal officials with up to five years in prison and $5,000 in fines if convicted of attempting to enforce unconstitutional statutes or decrees infringing on the gun rights of Wyoming citizens. Kentucky has enacted something similar and reportedly, Missouri and Texas have similar legislation pending.

Also in February thousands gathered from California to New York and from Florida to Alaska, on February 23, to remind the federal government that the “right of the people to keep and bear arms shall not be infringed.” They were saying, in effect, “Back off Mr. President with your executive orders and Congress with your proposed new laws, you are on sacred Constitutional soil.” The establishment press was weak, almost non-existent, in its coverage. The 124 cities participating largely had to enter their own pictures of their event on the Internet to get coverage—so weak was press response. Seventeen such rallies were held in California alone, a state already sensitive to the loss of gun right freedoms and threatened with more of the same by a largely hostile democratically controlled State Legislature.

Attention turned to, “Whatever happened to congressional or judicial oversight?” Included in the revelations was the 35 years of FISA court’s special surveillance requests on 34,000 citizens, with virtually no denials. This has caused many to look to the Constitution for protection from their own government. They asked, “Is government spying on its own citizens constitutional?” Edward Snowden said no and intentionally shared with the world that which our government was doing to us and everybody else. He helped give us focus on our government’s serious violations of Amendments I, IV, V and even VI. To millions he was a hero.

The Republicans had not shut down the government as the media said. Instead they fully funded the government with the exception of Obamacare. More and more people are realizing that the U.S. is going to experience a fiscal collapse unless we return to fiscal responsibility—a core principle of the Tea Party movement. Senator Cruz opposed the debtceiling rise as another always follows.

In the Fall of the year, Barack Obama, by himself, in total defiance of the Constitution Art. I, Sec. 8, Clause 11, almost took us into war by his intention to, send a “missile across the bow of a Syrian ship.” He was supported in his doing so by Secretary of State, John Kerry and Republican power Senators John McCain and Lindsey Graham. At least 60% of Americans did not support another no-win war and the President backed down.

On March 6, 2013, one man stood on the Senate floor arguing for 13 hours, even against his own party, to prevent the President’s use of drone strikes to kill Americans on U.S. soil.

Without Tea Party support he would have been alone. The phrase, Stand With Rand” became popular overnight. Senator Paul wanted assurance from the President that he would never do this to us as he had Americans in other lands. The assurance finally came the next day from Eric Holder but it was far from convincing.
