Friday Nights in Taft It seems odd to me how everywhere in Taft is packed on Friday Night but Saturdays are usually like a ghost town. Every Friday Night rather you go by OT Cook House, La Salsa, or Asian Experience they are all packed. Last Friday night Lincoln Jr. High had their winter dance and Taft High had basketball games. I thought with all the kids having events the Fox Theatre would have a slow night, good for them I was wrong. The Fox was so packed there were cars parked in the 400 Block and down 5th Street.

Like always I wanted Pizza Factory but every table was taken. I ended up getting one of the few open tables at Hacienda Grill. They got even more packed after the Lincoln dance ended. All the kids in there seemed to have a great time and even as crowded as it was the service and food was good. Several of the kids were talking about going to the Rec to bowl. Some others were trying to figure out if they had enough time to make it to the Fox before the second movie time.

After a long Friday at work people stay around town. Saturday morning half of the town was at the Rec for basketball or basketball pictures. There were lots of people down there from 8am until at least 3pm. It is great to see how much use the new Rec building gets used. As I drove through town that night there was a good crowd at the Fox Theatre and some cars at the Restaurants but nothing like Friday night. Seems like a lot of the town either heads to Bakersfield or the Coast. I guess I understand the Coast, if I had the money I guess I would do it a lot more often also. I do not understand people always going to Bakersfield.

Bakersfield does have lots more shopping, restaurants, etc. The bad part is you have to take the very dangerous Highway 119 to get there and the back roads are not much better. There is a chance when you come out from the Mall or movies your car will be gone or it will be broken into. The traffic is getting worse daily. The Mall has more than its fair share of gangs. Is at that worth it?

If we would stay and spend our money here we would have even more shopping, restaurants, better streets, more entertainment, ect.

Maybe even someone would fix up the cool old buildings around Taft. Ladies save money and time and stay here in Taft and get your hair, nails, pedicure’s done at one of the excellent shops here in Taft.

Buy your sink at True Value, blanket at K Mart, tools at Taft Sears, couch at Westside Furniture, purse at Personal Style, hair products at Eye Kandi, shirt at Blue Jeans and Bling, hat at A Hint of Class, gifts at KC Photography, toiletries at Rite Aid, bike at Used to be Paul’s Bike Shop, watch battery at Acme Jewelry, get your motorcycle serviced at Cycle Katz, cookies for the party at Get Your Sweet On, snack tray from Albertsons, oil change at A-1 Lube, family photos from Jessica Ellis, evening with friends at Black Gold Brewery, movie night at the Taft Fox, and shoot pool at Buckolies.

Taft usually has what you need but sometimes we forget. Taft Chevrolet and Buick has made lots of great changes. Ten Percent Firearms has the best deals in Kern County on guns. Oasis is having Comedy Shows and Live Bands. Let your hair down and do 120mph at Skydive Taft.

There is a huge AMA Race at Honolulu Hills Raceway this weekend. The race from a few weeks ago brought in people from everywhere and this race will do the same. These races are great for all our Taft Businesses. Sunday is Super Bowl Sunday. Stay in Taft and watch the game at Pizza Factory, Hacienda, Buckolies, Oasis, or Art’s Corner. Moose Member’s do not forget about the Annual Moose Super Bowl party. I prefer my comfy couch to cheer for Payton and the Bronco’s. It hurts me as a Raider fan to say that.

Payton Manning is an amazing Quarterback and Role Model so I have to pick the Broncos. Please be safe and do not drink and drive this weekend. Stay positive Taft!

Join the Taft District Chamber of Commerce on Thursday, February 6, 2014 for an exciting red carpetevent at the Taft Fox Theater. The Taft Chamber Annual Installation and Awards Ceremony will start at 6:00 p.m., with a social hour including champagne and hors d’oeuvres. This event will highlight local businesses and community members during the awards presentation and install the new Board of Directors for 2014 year at the Taft Chamber. The program and presentation will begin at 7:30 p.m.

Featured guest speaker, Hollywood Director and Actor Corbin Bernsen, is a native Taft resident, who will provide some insight into his Hollywood experience as it relates to Kern County.

In true Hollywood style, we invite you to walk the red carpet into the Taft Fox Theater to mingle with the local stars inside the beautiful theater for a unique cocktail reception party. There will be a no-host bar, champagne toast, and hors d’oeuvres provided by Chamber restaurants. Tickets for this event are $40, with sponsorships available for $100, which includes 2 tickets and a Star on the Walk of Fame. The Chamber will induct the new Board of Directors, provide a recap of the past year, honor community leaders, and showcase the upcoming events and goals for the year. The community is invited to attend and may reserve tickets at the Taft Chamber office at 400 Kern Street.

Award presentations include Business Man of the Year – Emmanuel Campos, Monarch Fleet Services; Business Woman of the Year – Renee Hill, Old’s Cool Antiques; Business of the Year – West Side Recreation and Park District; Volunteer of the Year – Michael Pait and Kenny Schuyler; and Community Service Award – Unity Thrift Animal Rescue will be recognized at the event.

TUHS Offering Free SAT Prep Class

Taft Union High School is offering a free, 21-hour class to students who want to prepare for the Scholastic Aptitude Test (SAT). Many colleges require applicants to take the SAT as part of the admissions process.

Similar classes in Bakersfield cost between $100 and $150.

Participants receive the book, The Official SAT Study Guide.

Students may use the book, valued at $21.99, to continue to prepare for the test after the course ends. Students will also gain access to the shmoop website, which helps with test preparation. Refreshments will be provided during all sessions.

Also, several scholarships awarded through the TUHS local scholarship program give special consideration to students who have above-average SAT scores. More than $200,000 in scholarships was awarded to seniors at the annual Honors Night last May. Instructors are English teacher Jim Carnal and math teacher Josh Tofte.

Senior Kayleanna Fowler took the class in the fall and said, “The SAT classes really helped me. There was a lot I didn’t know about the SAT that the classes taught me and we reviewed everything I had forgotten over the years.” Classmate Mariah Doty added, “Without the class, I probably would have guessed on every question I didn’t know or spent too long on questions. The class taught me many different tricks to help. I know different ways to shorten my time on particular questions to help me get better answers.”

Classes begin Monday, Feb. 3, and end on Monday, March 3. Classes will be held from 6 to 8 p.m. Monday, Feb. 3; 8 a.m. to 1:30 p.m. Saturday, Feb. 8; 6 to 8 p.m. Wednesday, Feb. 12; 6 to 8 p.m. Wednesday, Feb. 19; 6 to 8 p.m. Wednesday, Feb. 26; 8 a.m. to 1:30 p.m. Saturday, March 1; and, 6 to 8 p.m.

Monday, March 3.

All classes will meet in room 136 in the main building.

The SAT will be administered at Taft High on Saturday, March 8.

Arc-Taft Enriching Local Resident’s Lives

A transportation department began in August 1992. At the time, only a pick-up truck and an 8-passenger van were used. The current vehicle fleet includes two (2) 22-passenger buses with wheelchair capability, mini-van, car, and pick-up truck. The transportation department provides services to clients who not only live in our immediate community, but other small communities on the Westside, as well. Transportation is provided to and from the Day Program and its various activities throughout the day, for supported living needs, community based employment, and social events and activities on the weekends. Arc applied for and received

Arc-Taft is a non-profit 501(c) agency providing services to adults with developmental disabilities. Arc has been providing services to these special citizens of the Westside since 1952. The program was started by a group of parents with special needs children. At that time there were no services on the Westside for their children and they did not consider placing them in an institution an option. These pioneers, with a strong support group of friends and family members, founded the Westside Training Center in a building on Calvin Street. In June of 1966 the program moved to its current location at 204 Van Buren Street in Taft. In March of 1981, the organization became the “Association for Retarded Citizens” – The ARC of Taft.

Arc-Taft provides instruction and hands-on training to their clients. The Supported Employment Program provides vocational all current programs. Fundraising is done throughout the year for additional activities, trips and events that clients choose to participate in. Every October, Arc hosts their biggest fundraiser, a BBQ and raffle.

Another revenue stream is the rental of the Van Buren Street facilities. In 2001, an empty lot adjacent to the main building was developed into a beautiful park and garden area. The Arc Park has provided clients with job training, outdoor activities and produce. In addition, the park may be

Taft College Shares $10.3 million Federal TIL Program Grant with 26 Community Colleges Earlier this month, the House and Senate passed and the President signed into law the Consolidated Appropriations Act, 2014. Included in the law is $10.3M for Transition Programs for Students with Intellectual Disabilities (TPSID), to continue funding programs at Taft College and 26 other colleges and universities that offer transitional programs for students with intellectual disabilities.

“Taft College is very pleased by the support shown

by Congressman Kevin McCarthy for the Transition to Independent Living Program”, stated Dr. Dena Maloney, Superintendent President of Taft College. “His support was instrumental in the successful inclusion of the TPSID funding in the FY14 omnibus bill.”

The inclusion of TPSID funding is one important component in the future of the TPSID program. Equally important is the reauthorization of the higher education policies and programs, which provide the legislative authority and framework for the innovative TPSID program. Of primary interest to Taft College is the reauthorization of TPSID as a unique, standalone program.

“Taft College is eager to see that the reauthorization of the Federal higher education programs and policies include renewing TPSID as well as important reforms to target the program to community colleges,” stated Dr. Dena Maloney.

“The community college mission closely aligns with the needs of this population of students who seek certificate programs that result in employability with a livable wage.”

Mr. Jeff Ross, Director of Student Support Services at Taft College, worked closely with federal policy makers to launch TPSID in 2009. His hope is that the reauthorization of Federal higher education programs will focus on scalability of TPSID-supported pilot projects and programs originally funded in 2009. “Initial pilot projects should become models for similar programs at other instiutions of higher education, thereby improving the response to the growing population of students on the Autism Spectrum – a population that is demonstrating explosive growth across the nation” stated Mr. Ross.

Now that TPSID has critical funding for Fiscal Year 2014 to continue important projects, including the Transition to Independent Living program, Taft College looks forward to continuing to work with Congressman McCarthy to ensure TPSID is reformed and renewed as Congress works to reauthorize Federal higher education programs and policies.

TPSID and most other Federal higher education programs are set to expire at the end of Fiscal Year 2014. rented out to the public for special events or parties. Just around the corner is a deep pit barbeque hosted by the Taft Moose Lodge. The BBQ will be held Saturday, March 15 from 1:00-5:00pm at the Moose Lodge (behind OT Cookhouse). Tickets are $10 and include a meal of deep pit beef, salad, beans and a roll (prepared by Moose members). There will also be a 50/50 drawing and a silent auction of a team autographed Bakersfield Condors hockey stick.

Tickets may be purchased from Arc clients, staff and board members.

You can also support the Arc-Taft by joining their membership. A membership is $20 per household, $10 Students/ Seniors and all funds go toward supporting client activities and programs. Membership covers January to December annually.

Taft Union High School District officials are working with stakeholders to develop a strategic plan to guide the school district into the future. Three dozen teachers, classified members, administrators, trustees, students, parents and community members kicked off the process with a workshop Saturday, Jan. 11. Drs. Walter Buster and Sharon Brown-Welty from California State University, Fresno led the group.

The initial workshop focused on eight priorities: student achievement, student engagement, student outcomes, school climate, parental involvement, basic services, implementation of Common Core State Standards, and aligning the annual budget to goals.

The goal at the first workshop was to compile information from the participants as to how the District can better serve students. Next will be ranking the priorities identified by the groups. The committee will meet a few times during the year to help monitor the progress so they can add their input and guidance, explained Superintendent Blanca Cavazos. “We will go back and forth with the committee giving and receiving information to guide the future direction of the District.”

Senior Lupita Lozano, who served as a translator, said, “I really liked it because they actually took our opinion into account and I didn’t expect that. They had good ideas but I would like them to be done, not just talked about. For instance, they said since Taft is a small town, students are not exposed to a lot of culture, but field trips get turned down. It was worthwhile. I would do it again.”

So would athletic assistant Cari Fivecoat. “To be honest, I was apprehensive about being involved and giving up my Saturday, but after the day was done I was glad I went and excited to see what happens next. It was truly an eye-opening experience, I believe, for everyone involved because there

were opinions not just from board members and administrators but from our students, parents and the staff, who don’t always get their words heard but have a voice that is equally important.”

English Department chairwoman Jackie Peavyhouse added, “Being able to collaborate with colleagues, students, administrators, board members, parents, and community partners to develop priorities and goals for the district was a positive experience. There is a lot of pride in our school and programs and the participants were passionate about exploring opportunities to increase student achievement and engagement, to improve our school climate, and to involve parents and the community to achieve our goals and meet our challenges.”

“We had a very open and honest conversation with good feedback. It’s just a beginning for us but a really good beginning,” Cavazos concluded.

Cherishe has been the starting center for the Lincoln Jr. High Lady Lions for the last 3 years. She is averaging around 10 points a game along with 10 rebounds. She never gives less than 110% in practice and in games. Along with her athletic accomplishments, Cherishe is a straight A student. Liberty Under Fire From the Obama State of the Union Address - what can he Constitutionally do?

In listening to the President’s State of the Union Address one would think that he actually has the power to do what he says should be done. He eloquently suggested a federal role in: curbing obesity, making the college opportunity available to all middle class Americans, partnering with local government “from homes to marriage equality,” and improving transportation. Added to the list was streamlining bureaucracy, building two “hubs” for economic opportunity (he wanted Congress to add five more) presumably in places like Detroit, unleashing funding for inventions, and preserving more “pristine federal lands”(code for confiscation). He wants new emission standards for trucks and enlarged federal standards for air quality, new jobs training programs, and a restoration of unemployment insurance.

In education he wants his “Race to the Top” program accelerated and high school curriculum redesigned. He wants to impact the work place more (whatever that means), raise the minimum wage to $10.10, create “My RA’s a new savings bond for everyone” and IRA’s on the job.

The list went on and on just as it does for every president Republican or Democrat, but what was different this time was the threat of his bypassing Congress with the use of the “pen” (an obvious threat of the use of executive orders) where he felt he could. He promised to unilaterally raise the minimum wage for federal employees and his threat to do it, alone, must be taken seriously because he did just that on immigration and Obamacare law. We have never had a president who boldly promised to make law if the Congress failed to do so.

Unfortunately most, if not all, of these things are not in Article II of the Constitution nor have they been added by way of amendment as outlined in Article V of that document, thus they are unconstitutional.

Presidents, in their thirst for power and /or proclaimed expediency, have empowered themselves to the point of “kingship” with their worshipful, unchallenging, party followers (whether democrat or republican) quite willing to look the other way as government grows beyond its ability to be constitutional or efficient. At any time he could remind the people of his real constitutional powers but he will not as that would drastically reduce his power that is beginning to look limitless.

We must return to the Constitutional powers of the President as identified in Article II. As we list these powers attempt to match the State of the Union requests wherein he suggests that he might have a role.

Under the Constitution the president has but eleven powers. Let us identify them: 1) “Commander in chief of the army and navy of the United States” including the militia when called into actual service of the United States; 2) supervise departments (cabinet), each presumably established by the Congress (George Washington had but four); 3) grant reprieves and pardons; 4) make treaties with the help of the Senate; 5) with Senate help appoint positions established by law such as ambassadors, ministers and judges; 6) fill vacancies “during recess of the Senate;” 7) make recommendations to Congress on the state of the union; 8) convene both houses on special occasions and handle disputes

with respect to convening; 9) receive ambassadors and other public ministers; 10) make certain that “laws be faithfully executed;” and, 11) “commission all the officers of the United States.”

Simply stated the president has two supervisory powers over existing organizations and two shared powers with the Senate, otherwise he pardons, recommends, appoints and entertains. That is it! Notice the absence of power to make any rules and regulations on us. This is the job of Congress alone.

Obama threatens a role by way of executive order, the use of the pen to accomplish the items in his address, as kings or dictators do. The term executive order is not found in the Constitution. Executive orders were initially nothing more than inter-departmental communications between the President and his executive branch with him requesting some action on their part. Constitutionally they have no law making function. Congress must reign-in any executive that uses them to make or alter law. Article I, Section I clearly gives only Congress law making power. Impeachment is a proper response for any president who subverts or threatens the separation of powers doctrine, as his oath requires that he “preserve, protect and defend the Constitution.”
