Taft Chamber Annual Trout Fishing Derby coming up Saturday, November 15 The Taft Chamber of Commerce is holding its Annual Trout Fishing Derby on Saturday, November 15, 2014 at Buena Vista Aquatic Recreation. Lake Evans will be stocked with thousands of pounds of trout fish a few days before the derby. Buena Vista Lake Evans will be closed once the fish have been stocked in the lake and will re-open only to registered derby participants beginning Saturday, November 15 at 6 a.m.

Individuals wanting to catch some fresh trout and have a shot at the prize money can register at the Taft Chamber office at 400 Kern Street in Taft or Bob’s Bait Bucket on 2131 S. Chester Avenue in Bakersfield prior to the derby or at the gate the morning of.

Registration fees for children 13 and under is $10 and everyone over the age of 14 is $20. Additional forms are available at Buena Vista Lake.

Prizes will be awarded in each age group, including higher prize payouts in the adult category, and a $1,000 grand prize awarded to the fisherman who catches the heaviest Trout of the day. Beginning at 6 a.m., registered participants may fish until 2 p.m., with awards being given out at 2:15 p.m. It is the fisherman’s responsibility to get their fish weighed at 2 p.m. to be eligible for prize money. There will be no weigh-ins allowed after 2:15 p.m. Bring all fish caught to the weigh station for a chance to win the heaviest non-trout caught for the day.

All fishing laws will be observed, and no observers are allowed to enter during the Derby’s duration.

Registration will continue on site Saturday morning.

Registered participants will receive a wristband for entry into Lake Evans. Contact the Taft Chamber at 661-765-2165 for more information.

Bad Science, Worse Policy

Fossil-fuel emissions of carbon dioxide and other greenhouse gases, will result in “severe, pervasive and irreversible impacts for people, species and 27 ecosystems,” warns a new report from the UN-sponsored Intergovernmental Panel on Climate Change. World leaders, therefore, must take immediate action to decarbonize the economy, even at significant cost.

But a growing body of evidence suggests that the human influence is far more benign, and the climate much less fragile, than climate campaigners and taxpayer-dependent scientists contend.

This matters because false science translates into bad policy, which takes a tangible toll on an already struggling American economy.

The UN has specifically concluded that “dangerous human interference” would occur if the global temperature rose 3.6 degrees above pre-industrial (and Little Ice Age) levels, which could happen by 2040.

But leading climate scientist Judith Curry, pointing to “more than a dozen other observation-based studies,” in addition to her own research, disagrees. The climate is much less sensitive to carbon dioxide emissions than once assumed, she recently wrote in the Wall Street Journal.

Tweaking the sensitivity assumption, UN-defined “dangerous” climate change would be a century away, she found. Or later.

Bad climate science spills over to economic models that calculate a “social cost of carbon” to justify pernicious regulation. Exaggerated cost, coupled with a failure to assign benefits to the human influence on climate, inflates the energy mission of the Obama bureaucracies, beginning with the Environmental Protection Agency and continuing with the Department of Energy and the Department of Interior.

In particular, the Obama administration has proposed regulations to reduce power plant emissions by 30 percent by 2030 from their 2005 levels, which many states are now fighting.

“As currently drafted,” stated the Virginia State Corporation Commission, “the carbon emission rates that EPA proposes for Virginia are arbitrary, capricious, and unlawful.” The nine-state Southwest Power Pool warned EPA about “voltage collapse and blackout conditions” from premature capacity retirements.

A study by the National Economic Research Associates concluded that the private sector could see annual compliance costs around $73 billion, while utility bills in all but 7 states would rise by double-digits.

Such sweeping regulation would also deter investment in energy exploration and production, hindering the industry at exactly the time it shows the most potential. With falling prices for oil and gas, new, unfounded burdens are particularly inopportune.

Energy is one of the top three sectors in the entire country, and the potential for growth is even greater, as long as overregulation doesn’t hold back progress. The current energy boom is expected to last at least a generation, and oil and gas could pay more than $125 billion in taxes by 2020. Meanwhile, unconventional oil and gas production alone could easily support an additional million jobs in the next five years.

Parenthetically, American companies have been the world leader in reducing CO2 emissions and methane releases into the atmosphere. Such emissions have fallen to their lowest level since 1994. Even the Energy Information Administration has noted that this development is directly related to the way in which natural gas is crowding out dirtier alternatives.

It’s sweet, clean science that’s making these gains possible -and it’s that same sweet, clean science that should be informing our environmental policy. Groundless alarmism from faulty assumptions poses a demonstrable risk to our economic climate.

And the climate risks of carbon grow more questionable by the day.

November Elections Brings Big Changes

Council Approves Completion of Fifth Street Plaza

Change came with Tuesday’s election. It is likely that Taft will have two new members of the city council and that the Taft Union High School (“TUHS”) Board of Trustees will also have two new board members.

With the decision of current Mayor Paul Linder to change focus and run for the TUHS Board of Trustees and leave an open seat on the council, two new candidates, Josh Bryant and Renee Bitzer Hill threw their hats in the ring.

Then when current Councilman Ron Waldrop failed to submit enough signatures to qualify for the November ballot it offered the opportunity for two new faces on the Council.

With the two new comers placing first and second in the balloting, the odds are that will be the case come December 2nd when a new city council will be formed. Officially the election is not over until Election results are certified by Kern County Elections.

Currently absentee and provisional ballots are still being counted that could change the results in close race for the TUHS Board of Trustees, and in the case of the Taft City Council write-in campaign of Councilman Waldrop, ballots may not be fully counted until the week of the 24th. Given the tremendous disadvantages that come with a write-in candidacy it is unlikely the Waldrop will have garnered enough write-in votes to change the election results.

When asked to comment on the provisional election results for the City Council race both Hill and Bryant expressed their appreciate for their supporters and indicated their pleasure for the opportunity they have been offered.

Josh Bryant said the he is “pleased and honored at the results and while respectful of the process I am excited about the opportunity to serve the citizens of Taft.”

“I am looking forward to four years of a lot of good work to do on behalf of the community” Bryant said.

Hill said “I am thrilled and excited to represent the town I love. It is important to me to do everything I can to help our city grow in a direction that benefits all of us.”

“I am looking forward to working to preserve those things that make Taft a great town to live in while seizing the opportunity to foster progress that will bring success to the community” Hill said.

The top vote getter in the race for the TUHS Board was Paul Linder, followed by Julie Ortlieb and Carl “Rick” Twisselman III. Only forty votes separate Twisselman from incumbent Ken Anderson.

When asked for a response to his win Linder said “I am honored that the voters chose me to represent them on the Board and look forward to doing anything I can to make our district the best it can be.”

The election results for the Taft City School district currently show both incumbents Mike Mc Cormick and Les Clark holding on to their seats.

The contentious race for County Assessor/Recorder saw Lifquist handily defeating former Bakersfield councilman Russell Johnson.

An the national level the most significant changes resulted when it became clear that the Republican party was going to take a two seat majority in the Senate with the likelihood of one more seat and an outside shot at second as close races in Kentucky and Alaska have yet to be called. The Republicans also picked up over a dozen seats in the House.

The City Council approved funding for the second phase of the Fifth Street Plaza at its regularly held council meeting on Tuesday evening, as part of the Funding approval the Council also agreed to finish planting grass at the stage area in the Rails to Trails Park.

Taft High students James Pierce and Veronica Escobar auditioned and were selected to receive free music lessons in Bakersfield for one year, announced band director Amanda Posey.

Every year music educators in Bakersfield offer this scholarship to any eligible music student in Kern County.

Each school is allowed to send two applicants. The audition included a written application and two music selections played by each student. The Taft students selected the music and completed the written application themselves. “The initiative and talent of these two students is impressive and I am sure they will represent Taft very well,” Posey praised.

Board President Eric Cooper said that this is another step in a recent series of steps being taken by the District to improve health care services on the West Side. TUHS Varsity Girls Tennis End Season Aginst Immanuel The Taft High varsity girls’ tennis team’s season came to an abrupt end Wednesday<cq: 10-29> in the quarterfinals of the Division III Section playoffs. The Wildcats, seeded No. 7, lost to tennis powerhouse Immanuel, the No. 2 seed, 8-1.

“The Eagles swept the top five spots,” Taft coach Jim Carnal said. “Their top five players were a bit better than ours.”

The one bright spot for Taft was Cooper Mainard’s narrow 6-4, 7-6 (7-2) victory over Kamryn Simonian at No. 6 singles.

At No. 1, Gloria Okafor lost to lefty Kaylyn Garcia, 6-3, 6-4. “Gloria put up a good fight but Gloria was sick and that impeded her just off enough to lose the close contest,” Carnal said.

Breegan Anderson beat Jen Rivera, 6-3, 6-2. Midori Fujioka, another lefty who played like she was Immanuel’s best player, beat Tory Parkinson, 6-1, 6-0. Junior Zoe March beat sophomore Kelsey Rushing 6-3, 6-2. And, junior Kyrstan Brandt beat freshman Anneca Taylor, 6-2, 6-2.

With the match decided, Carnal rested his top two players. Parkinson and Rushing had a close match with Garcia and Fujioka before falling, 6-3, 7-5. At No. 2 doubles, sophomore Kira Swope and freshman Leighton May lost to juniors Anderson and March, 6-0, 6-1. The Immanuel duo have been friends since kindergarten and have won 20 doubles matches in a row. At No. 3 doubles, seniors Willow Owen and Destany Rocha lost their final high school match to Nicole Huebert and Alyssa Regier, 6-4, 6-2.

The Eagles improved to 16-5 and will host No. 6 Tulare Western in a semifinal match on Wednesday<cq: Nov. 5>.

Taft dropped to 11-14 for the season.

Immanuel is a girls’ tennis powerhouse. The Eagles won Division IV in 2006, 2007, 2008 and 2009. They were moved up to Division III and won that division in 2010 and 2011. They were moved up to Division II and did not fare as well, not even making the playoffs in 2013, so they were moved back down to Division III this year.

The Wildcats made the Division IV finals in 2011, 2012 and 2013, winning the school’s first tennis title in 2012, so they were moved up to Division III this year.

“Coaches Bill Friend, Doug Taylor and I are very proud of what our girls accomplished this year,” head coach Jim Carnal said. “We only had two varsity returners this year and the rest of the starters were first- or second-year players.

We made the playoffs while last year’s Division IV champion Selma did not even qualify. The Taft girls steadily improved but just could not get up to the championship level fast enough. They always worked hard and never quit. That’s all we could ask of them.”

Taft College to Show Selected Works of Bill Lydecker

The Taft College Art Gallery is pleased to present the Selected Works of Bill Lydecker, 1975-2014. The exhibition, which has been on display at the College Art Gallery since October 6th, runs through November 21, 2014. The Gallery is open Monday – Thursday, 9am – 4 pm.

The artist will give a talk on his work on Thursday, October 30 at 3:00 pm. The talk will be followed by a brief reception for the artist in front of the Art Gallery.

Mr. Lydecker’s art combines his background in geology and art. Mr. Lydecker earned both a Bachelor and Master’s degree in Art, as well as a Bachelor and Master’s degree in geology. He attended college in Texas, most recently at the University of Texas in the Permian Basin in Odessa Texas.

He acknowledges that geology and working in the oil industry influenced his life and paintings.

This unusual pairing of education and training is reflected in his art. Notes Sonja Swenson, Coordinator of the Taft College Art Gallery, “I am very excited to present this exhibit to the campus community for the reason that this artist reflects both his backgrounds and degrees in geology and art. The artist’s work in the oil industry inspired several of the works of art, while other works were painted while he was an art student. All of the works have vibrant colors, and are good learning tools to show about how both hemispheres of the brain can work together.”

Hosting this exhibit is part of the Taft College tradition.

The college Art Gallery has offered exhibits to the Taft community for 14 years. “The Taft College Art Gallery is proud to host the Selected Works of Bill Lydecker”, says Dr. Dena Maloney, Superintendent/President of Taft College.

“Bringing interesting works of art to the west side of Kern County is an important part of Taft College’s service to our community and to our students”.

There is no admission for the exhibit or the Artist’s Talk at 3:00 pm on Thursday, October 30, 2014. The Art Gallery is located in the Technical Arts Building at Taft College, 29 Cougar Court, Taft California. Parking is free of charge.

TUHS Honors Student, Teach- Chef Leonard Gentieu to host er of the Month book signing on Thursday, Taft High senior November 20th, 6pm to 8pm Rosa Saldana Perez and PE teacher/coach Brian Durkan have been named student and staff member of the month for October.

“Rosa is a quiet student, but that quiet determination is part of the reason why she has had a lot of success in the classroom these past four years,” explained Brad Van Roekel, her teacher for government and modern transitions.

She was surprised and grateful to receive the award. The 4-foot-9 senior was born in Chicago but has attended Taft High all four years. She is the oldest of five children. She said she has brought up her grades this year and strives to be a good role model for her younger siblings.

“Having known Rosa for going on three years now I’ve come to appreciate her positive disposition and her ability to get along with all her classmates. Rosa takes her studies seriously and is a role model for being organized, punctual and for getting all of her work done on time. I enjoy reading Rosa’s assignments.

She always gets the most of her ability and her penmanship is beautiful. She takes a lot of pride in her work,” Van Roekel praised.

“She is a great kid with a lot of upside in her future. Rosa hopes to become a preschool teacher or an instructional aide to help young students learn their basics like letters, numbers and colors. Rosa will do excellent with little kids!”

Durkan, 44, a proud member of the Taft High class of 1988, has taught at the high school for 19 years and said, “I like to have fun with the kids all day and PE is a great job to be able to do that. I love Taft High. It’s been absolutely fantastic for me as a student, teacher and coach. I’m very appreciative of Tanya (Mauldin, the ASB coordinator), the (ASB) kids and the people who nominated me. It was a nice honor.”

Durkan has been in the news lately for stepping up from his position as varsity football defensive coordinator the past three years to interim head coach for two games earlier this year. During that time, the Wildcats, missing some key players, lost to North but beat Mira Monte. Durkan has also served as the Taft High CTA president for the past two years. He has been married to Taft High counselor Jana Durkan for 11 years and they have a 4-year-old son, Sean.

Accomplished chef, author and former Taft resident Leonard Gentieu will hold a book signing with his latest book on Thursday, November 20th at the Black Gold Brewing Company in Taft.

Gentieu will be signing his new publication, Chasing the Heat - 50 Years & Millions of Meals, between 6 and 8 p.m. at the brewpub restaurant. The book will be on sale at the event.

Gentieu will also be offering a free appetizer course of his famous Connecticut Clam Chowder which he made and served exclusively in Taft from 1973 until 1989.

Following the book signing, Gentieu will discuss the book, an exploration of the challenges and triumphs of a life in the kitchen- told with humor, frankness, optimism, and his favorite recipes.

Gentieu, who spent nearly 20 years - about half of his career - in Taft has owned 5 restaurants, and taught culinary skills at Taft and Maricopa High Schools.

In October 2005, Leonard and his wife Midge Gentieu, of Cambria, California, took ownership of the 72 foot Burger Yacht Papagallo II. The yacht is berthed in Morro Bay and sails California waters under their direction.

The Papagallo II Luxury Yacht is one of the great attractions of San Luis Obispo County, and Morro Bay, catering dinners and cruise along the California coast.

Liberty Under Fire

President Obama unilaterally grabs more land Harold Pease, Ph. D Last month President Barack Obama designated 646,000 acres within the San Gabriel Mountains northeast of Los Angeles, a national monument despite the lack of support for the move in the House of Representatives. Nor were the local communities surrounding the monument that would be impacted by the move consulted, outside environmental special interest groups. The decision impacts 70% of Los Angeles County and sizable parts of the Angeles and San Bernardino National Forests and one-third of the drinking water of Los Angeles. Obviously the change would affect the outlining cities.

According to an October 10, White House press Secretary news release, this is his 13th such designation in his nearing 6 years as president. In September he created “the Pacific Remote Islands Marine National Monument in the south-central Pacific Ocean—the largest marine reserve in the world,” that, as a result, is now “completely off limits to commercial resource extraction.” With this acquisition of 260 million acres of land and water, he is credited with having acquired more property, since presidents began doing so, than any other President in our history.

A big issue is the constitutionality of grabbing large sections of land by the signature of one man only. What does the Constitution say? The Founders understood that the size of land holding was proportionally related to the perceived size of the federal government and they intentionally wanted that perception small. The Federal government was permitted to have but 10 square miles for a federal capital. The only other land that they could acquire had to be for military purposes as specified in the common defense clause of the Constitution, Article I, Section 8, Clause 17 which reads: “and to exercise like Authority over all places purchased by the Consent of the Legislature of the State in which the same shall be for the Erection of Forts, Magazines, Arsenals, dock Yards, and other needful Buildings.”

Any new acquisition, outside the capital, had (1) to be purchased, (2) have the consent of the State Legislature where the land exists, (3) and be for military purposes.

As all land acquisition powers are in Article I of the Constitution, with the legislative branch, the president was left out of the process. None of these constitutional requirements were met with respect to any of the national

monuments acquired by President Barack Obama. None were purchased, none received the consent of the State Legislature, and none are used exclusively for military purposes. Nor have there been any additional amendments to the Constitution authorizing additional federal ownership of land as required for any additional federal power. Constitutionally there exists no federal land, or Bureau of Land Management, or even public land.

One might argue that most, if not all, of the monuments were already on federal land having been acquired when the federal government refused to give to new states all the land that went with statehood when they transitioned from territorial status. That is true. The federal government through this process came to own about a third of the United States. That late 19th Century leaders fraudulently acquired the property in the first place, it does not follow that present leaders should expand on the fraudulency. Constitutionally all land within state boundaries, unless acquired through the three stipulations noted in the Constitution, belong to the states—no exceptions.

The White House memo announcing the creation of the San Gabriel Monument cited the Antiquities Act of 1906 as the authority to do so and President Theodore Roosevelt as the first to use it in his creation of the Devils Tower National Monument in Wyoming the same year.

It also noted that all previous presidents since 1906 used it except Richard Nixon, Ronald Reagan, and George Bush. Sadly they were the only ones who followed the clarity of the Constitution with respect to federal ownership of property. That the federal government has created national monuments unconstitutionally on what are to be state lands, or that both political parties have ignored this part of the Constitution for over a hundred years, does not make federal confiscation now constitutional.

Prior to Obama, George W. Bush acquired more property than previous presidents: 140,000 square miles of Hawaiian Ocean in 2006 followed thereafter by over 200,000 square miles in three new Marine National Monuments 1) Marianna Trench, near Guam 2) a string of islands far south and west of Hawaii, 3) and Rose Atoll, an island east of Samoa. These acquisitions and those of Obama are gigantic. If this process continues is it not likely that the federal government may come to own far more than the third of the landmass that it now owns—perhaps all?
