Taft Has a New Doctor

by Bill Taft More positive things are going on around Taft. Snow White is about done with it’s well overdue beautiful remodel, the lines are normal at Taco Bell, the pool has been dug at the Best Western, Black Gold Brewery now has Cheeseburgers, the Taft Boys Swim Team got their “2014 SSL Championship” added to the Championship Wall above the swimming pool, the Taft High Softball Team is looking forward to another amazing season, The Bank Sports Lounge is one of the coolest places in Kern County, and the trees were recently planted on the new Rails to Trails extension to A Street Park. Julie Graves was recently appointed as the Taft City Schools Superintendent. Edith Laurin was recently named the Taft Rotary “Citizen of the Year.” Congrats to both of these great ladies. I love seeing good things happen to great people that live in Taft. The Taft Fox Theatre recently had it’s 3 year Reopening Anniversary. If the Fox is going to stay open we have to keep supporting it.

The Taft Longhorns 12u Travel Baseball Team recently won their huge tournament at Franklin Field. Some of the best future athletes in California are on this team. Speaking of Franklin Field, drive by and check out what an amazing job the Rec has done fixing them up. Field #1 is the nicest baseball field in Kern County. The Little League Season is starting soon so come down and have a soda and hot dog.

Speaking of are beautiful Rails to Trails have you noticed how bad the lighting on it is. The lights are bright but only light up directly in front of the poles. I hope the new extension gets better lighting and they go all the way to A Street for more safety for our walkers.

If you see street lights out around town, write down the pole number and send the number to PG&E on their website. Like most towns Taft is pretty dark at night. Albertson’s shopping Center, McDonald’s, and the Skate Park are all very well lit but those are about the only places around that are. People like to blame the city and County but it is not their fault but hopefully in the future maybe they could use LED lights as other lights go out to make things brighter. More homes need to leave exterior lights on and install motion lights. Businesses need to do the same. With spring coming the trees and plants will bloom so lighting will be worse.

Remember if you have a cell phone and call 911, your call could end up anywhere. You may of heard about the boy who recently passed away in Delano and the 911 call ended up going to Canada. If you call from a landline in the City, it goes directly to Taft PD, or you call in the County it will go directly to them. Don’t always rely on your cell phone. If you do not have a home alarm and you have an emergency you can use your panic alarm on your vehicle keychain that honks the horn on your car. Hopefully a neighbor will care enough or be annoyed enough to either check on you, call you, or call the cops.

Taft is still the safest town in the State. New York City recently celebrated 11 days without a Murder. Prior to this they had only went 10 days without a murder since they started tracking this. Makes me even happier to live in Taft.

With Prop 47 they say it saves the taxpayers money but we are paying way more with all the burglaries, shoplifting, oilfield theft, and drugs that are out of control. Do not blame the cops, blame the lawmakers that are out of touch with normal life that come up with these laws and also the nuts that vote for them. These days most Schools don’t kick kids out of school for drugs or other serious crimes. They have drug classes and other things that the kids make fun of and don’t learn anything from it, while their parents do not discipline their kids and blame the Schools and Law Enforcement. Makes you wonder how an Illegal Alien can get a Driver’s License (paid by the State), Social Security, and Medical Coverage here in California and never pay a dime into anything. Taft has always had a great DMV but our State has ruined it also. The next Election, make sure you study up on your Propositions and vote smart.

I’m pleased to announce that our fair city has secured the services of a brand-new doctor. Our good doctor is not entirely unknown to the community since he has resided here for close to 14 years. It may come as a surprise, however, since his expertise has never before been disclosed.

In fact, even though he has on numerous occasions been mistaken for Dr. Tang who has served Taft with dedication and distinction for longer than Justin Bieber has been in trouble, few are aware of his rare specialty that makes him an unparalleled match for this community.

I cannot emphasize enough how fortunate we are to have gained the office of this specialist who has extensive experience with new-age cures for age-old conditions. I had the opportunity just last week to sit down with the good doctor and welcome him to his new practice.

Dr. Altertang, I’m so pleased that you have decided to come out. What prompted your decision?

Well, over the years I noticed that as I went about town quite a few people mistook me for my dear colleague, Dr. Tang.

That’s fair enough, don’t you think, Dr. Altertang? After all, you’re both Asian men.

Oh, I’m not offended at all. Dr. Tang is only at least 15 years older, taller, balder, with remarkably different features and with a distinctively different skin color, along with a kind, caring, and compassionate expression, quite unlike mine. Other than that, the resemblance is truly compelling.

So I decided, why not?

Why not what?

Well, why not open up my own practice? I’m trained to listen to people, understand what they’re saying, identify their problem, inform them as to their best choices, resolve their issue, and follow up with long-term care.

I have to ask a hard question, doctor. You’re an English professor, aren’t you?

Yes, and that’s precisely why I can counsel all kinds of paths—you know, sociopaths, psychopaths, empaths, naturopaths, homeopaths, religious paths, to name a few.

How did you gain this expertise, Dr. Altertang?

It’s amazing what you find out about human nature when you spend 10 years in college reading more books than a monk in a monastery. You discover that people vary wildly.

You mean like Dennis Rodman?

Now there’s a perfect example of a man much bigger than his brain cozying up to a dictator and megalomaniac and declaring him his best buddy.

Sounds like a job for you, Dr. Altertang.

It’s my pleasure to bring relief to guys in grief. Practice one principle, I tell them, and you’ll save your marriage and marbles.

Sheer poetry, professor. What’s that principle?

It takes just three words. Once in the morning and repeat several times a day, especially at night.

Is it “I love you?”

No, friend. Look her directly in the eye and purr, “You’re right, dear.” Repeat until you mutter it in your sleep. Make no mistake, my friend, it’s music to her ears.

You truly are a credit to your profession, doctor. Where can we find your office to consult with you?

Planning Commission Consid- City Supports Proposed ers Faux Tree Cell Phone Tower Upgrades by Synagro Near Center Street

By Michael Long, Publisher Wednesday nights’ Planning Commission hearing had a full docket starting with the swearing in of new Commissioner Jerry Livingston followed by three public hearings for Conditional Use Permits.

The bulk of the Commissions time was occupied by an application for a new monopine (a simulated pine tree) cell tower

by Verizon Wireless to be sited at 8th and Main Streets. While expressing approval of the concept, the Commission asked the applicant to move the location of the cell tower away from the southeast corner of the lot where it was seen to affect visual esthetics in an area where the City is seeking to attract new business.

The Commission spent the bulk of its time wrestling with the height of the tower itself. The proposed tower would rise to 92 feet which would make it the second tallest structure in Taft and well over twice the height of the new threestory Best Western Hotel being built on Main Street.

An original vote to support the tower at the proposed height was defeated and the Commission discussed various options with Michelle Ellis of Complete Wireless Consulting who was at the hearing representing Verizon Wireless.

Ultimately the Commission directed staff to bring the application back to their next meeting and asked the applicant to supply further information regarding the coverage area differences between two proposed heights, as well as photo simulations showing the proposed monopine tower at locations closer to other trees near the site that would give a better indication of the height compatibilities. Commission also asked that a presentation be made to the Taft Downtown Business Association at their Thursday, February 26th meeting.

Two other permit applications were approved by the Commission on 5-0 votes.

The Commission approved an application by Bank of America to place an ATM at the corner of 9th and Kern Street.

The added facility will reduce the parking slightly at that location but not below current general plan standards while adding lighting for the site as well as a third handicapped parking space.

The Commission also approved improvements to be made to the Taft Waste Water Treatment Facility which includes among other things an upgraded septage dump station (a facility to receive trucks dumping sewage from septic tank systems still used in South Taft), new Headworks improvements, and a new Blower Building.

The Commission Report indicates that “the improvements do not represent a change in the facility’s process or capacity but are intended as maintenance related measures to improve serviceability, reliability and equipment performance.”

Taft Union High School, in partnership with Positive Coaching Alliance, recently finished it’s second in a series of four coaching workshops. Coaches from the high school and guests from Westside recreation department have attended two two-hour workshops led by Ruben Nieves, a two-time NCAA volleyball coach of the year while at Stanford University.

The first workshop was: “Leading Your Athletic Department”: High School Sports as a Development Zone.

This workshop empowers athletic directors and leaders to use high school sports as a “Development Zone” to develop “Better Athletes, Better People.”

The second workshop was: “Double-Goal Coach: Coaching for Winning and Life Lessons.” This interactive workshop introduced PCA’s Double-Goal Coach model and presented research from experts in coaching, education and sports psychology.

Girls’ varsity soccer coach Abel Pedro had already been using PCA and is a strong believer in positive coaching. “The workshops switch the emphasis of coaching from just wins … to teaching the athletes in your care valuable life lessons that transcend the game, while keeping the importance of striving to win in life and in sports. I use it every day with the team. It makes them better leaders. It makes you a more credible coach.”

Russell Emberson, with back-to-back Valley championships coaching softball, said, “I see that I use a lot of these ideas in my coaching and I have for years. … It is nice to re-enforce what I am doing and it shows me some other ways to handle situations and athletes.”

Water polo and swimming Coach Nathan Usrey added, “They (the workshops) are a good reminder of the positive influences our favorite coaches instilled in us.”

“I liked the reinforcement that a high school sports program needs to be about developing young athletes and consistently encouraging or ‘filling the (emotional) tank’ of athletes,” JV tennis coach Doug Taylor added.

“The goal is for everyone to be on the same page in how we approach sports and the life lessons that can be learned from competition,” said Chuck Chauvin, dean of academics and athletics.

Sports educator and author Jim Thompson developed the Positive Coaching Alliance at Stanford University in 1998. Tentime NBA champion coach Phil Jackson is the PCA national spokesman.

Synagro is proposing to make upgrades to their composting operations at their site east of Taft. The upgrades are to include more efficient mechanical equipment to improve the aeration process on their static piles.

This process should result in improved air quality readings at the site by reduction in Volatile Organic Compounds know as VOC’s and Nitrogen Oxide compounds usually described as NOx. Both NOx and VOC’s are used in measurements of air quality.

According to Plant Manager Tony Cordova, Synagro’s improvements in this area were designed in collaboration with the San Joaquin Valley Air Board and will result in air quality improvements mandated by AB32 the state’s Global Warming Solutions Act of 2006 that requires the reduction of greenhouse gas emissions to 1990 levels by 2020.

Further improvements planned at the site include increasing storage time of finished processed materials to match seasonal demands and increasing the storage pile heights.

In a presentation at the Taft Regional Chamber of Commerce’ Sit’n’Sip this Wednesday Mr. Cordova stressed that the improvements will not require modifying of increasing the facility’s approved processing and storage capacity.

Given Synagro’s significant involvement in Taft and its surrounding communities and its commitment to environment and environmentally sensitive business practices, the Council unanimously voted to prepare a letter on Synagro’s behalf supporting these proposed changes.

City Council Appoints New Representative to West Side Recreation District

By Jerry Livingston J.D. Jerry.Taft,Independent@gmail.com With an abundance of candidates to choose from the City Council, Tuesday night, chose Roy Heimiller to fill a vacancy on the West Side Recreation and Park District’s Board of Directors.

The vacancy was created by the resignation of Bill McPherson.

Other applicants for the vacancy included Don Black, Robert Jordon, Jordan Miller and Marlene Mudge.

Heimiller, Black and Miller were present for the hearing with Jordon and Mudge unavailable.

The Council gave the candidates five minutes to put forward their qualifications and reasons why they wanted to serve and then opened the meeting up to questions.

It was clear from the start that some Councilmembers had made up their mind in advance of the hearing regarding the candidate they wished to support. Even before all of the candidates present had made their presentation Councilmembers were expressing support for their favored candidate with out the opportunity for council deliberation and discussion of each candidate’s merits.

At the completion of the selection process all applicants were praised by their qualifications and willingness to serve.

TUHS Hosts 8th Grade Orientation Taft Union High School will host Orientation Night for eighth graders at 6 p.m. Monday, Feb. 23, in the Mullen gymnasium.

The event will showcase the activities at the school from sports and clubs to electives and academics.

The incoming freshmen and their parents will get an initial exposure to the high school and can schedule counselor appointments so they will be able to sign up early for popular classes and summer school classes. Staff will be on hand to answer questions. The new students will receive free Class of 2019 T-shirts and snacks.

Fix the State Water Distribution System to Provide Water Security for our Region

By Supervisor David Couch Chairman, Kern County Board of Supervisors California’s historic drought has dealt a severe blow to farm communities and businesses throughout our region.

Agricultural economists at the University of California estimate that the drought will cost farmers billions, and that thousands could lose their jobs.

While the drought is responsible for much of the recent water shortage, there is a more systemic problem that is hurting our region and threatening our prosperity over the long run. The state’s aging water distribution system that we rely upon for much of our local water is outdated and crumbling, and has resulted in our region receiving just a fraction of the water we need.

We must take action now to support the proposed plan, called the Bay Delta Conservation Plan, or BDCP, to fix the state’s outdated water distribution system. But we must also make sure the BDCP meets our region’s water needs.

The fact is, the Central Valley relies heavily on water that flows from the mountains through the Sacramento-San Joaquin Delta (Delta) and into the state’s main water distribution system where it is delivered to homes, businesses and farms in our region.

But the current system of aging levees, aqueducts and pipes - that supplies water to 25 million Californians and 3 million acres of farmland - is outdated and at risk of collapse in the event of a major earthquake or flood. Problems with this system and the deteriorating Delta environment result in significant water supply cutbacks to our region.

That’s why I strongly support improving the way water is conveyed through the Delta, and the best chance to accomplish that is the Bay Delta Conservation Plan. The BDCP is an effort to build pipelines in the Delta that can improve our water supplies and provide assurances for future water reliability.

The BDCP was drafted after eight years of extensive scientific review and analysis by state and federal agencies and local water districts including our own, as well as the state’s leading water experts and conservationists. It has received input from scores of leading scientists and engineers, and has undergone unprecedented public review. The BDCP would: · Protect water supplies by delivering them through a modern water pipeline rather than relying solely on the Delta’s deteriorating dirt levees.

Independent Third Party Audit Of Synagro’s South Kern Compost Manufacturing Facility (SKCMF) Biosolids Management Program Synagro is pleased to announce that we are preparing for an independent third party interim audit of our South Kern Compost Manufacturing Facility (SKCMF) Biosolids Management Program (BMP). Liberty Under Fire Don’t Mess with the Internet!!

By Harold Pease, Ph. D It is difficult to say what mans’ greatest crowning technological achievement has been but it is likely the Internet, which emerged and operates without a central governing body—just like most everything in a free society. It has no centralized governance for either technology or policies but is guided by the Internet Assigned Numbers Authority (IANA) for the allocation and assignment of various technical identifiers needed for its operation. UCLA and Stanford University are the educational institutions most associated with its development as is the name Jon Postel who helped guide it through three decades, but contributors are too numerous to name. My point: it moved and shaped itself as needs developed without big government resulting in a technological tsunami wave unparalleled in human history for the benefit of everyone on earth and it will continue to do so best without government interference.

Enter Barack Obama who has made no pretense of his desire to regulate the Internet. The take-over begins slowly, without review from Congress or any body except the President’s Federal Communications Commission, and is to remain largely silent. They, the FCC, will meet February 26, 2015, in a quiet room and vote whether or not the government should control the Internet. Government always chooses to enlarge itself so there exists little hope that the vote, making them more powerful, will be in the negative. Ironically warnings of the take-over, are thus far, posted only on the Internet.

It is easy to see why governments want control of this medium. Its existence promotes freedom from excessive government. Totalitarian states such as North Korea, China, Russia and even Iran have long ago restricted information adverse to them getting to their people.

The Taft Independent Deceptively the take-over is called Net Neutrality, named by the government to infer that they will insure that no other entity, other than them, will have any undo influence over the Internet—a threat that is totally unfounded as demonstrated by its superb threedecade management of itself. There exists nothing neutral about Net Neutrality, which gives the FCC the power to decide what Internet service providers can charge and how they operate. Freedom is often lost in the name of freedom. This will not end well for freedom buffs or the free market.

Reportedly the FCC has planned on applying Title II (common carrier) of the Communications Act of 1934 to the Internet since April 23 of last year. The President encouraged the process November 10, 2014.

The Republican House discussion draft bill of January 16, 2015, opposes the take-over which would reclassify internet service from one of information to one of telecommunications, such as radio or television, enabling the decades old rules over the other mediums to apply to the Internet at the discretion of the FCC alone. Thus bloggers and others who use the Internet to influence policy and campaigns could be limited or taxed.

So far Republican opposition is weak and Democratic opposition is non-existent. Conservatives view the take-over as a means of silencing them, much the same way that Obama has used the IRS to silence the Tea Party Movement. Liberals are mixed: strong advocates of individual liberty such as the “right to die” or use marijuana without government say so, but wanting to support their President. They need to be reminded that conservative Richard Nixon used government agencies to silence them as well.

If one wants to see where government regulation of the Internet can lead it can be found in a “free” country such as the Netherlands. For them providing Net Neutrality in practice recently meant a stiff fine for a company offering an app enabling folks to stream HBO channels without charging for data usage. In an Internet free world the app would be a welcomed invention. The company was also accused of influencing its customers’ online behavior by doing so, which is not allowed either.

As far as I can tell, at press time, the 332 page FCC plan, that will be voted on February 26, has not been made available to the public or to Congress. The takeover will happen without cameras or media comment and government agents will too soon fan out over the land looking for people to tax or criminalize and a serious blow to freedom will have occurred almost without notice. This is a time to phone your congressperson and two senators. You must demand that the FCC make their plans public, and that the Congress, who is constitutionally required to make ALL the laws as per Article I, Section I, perform their responsibilities, rather than sit by and let unelected bureaucrats do so.
