By William Taft Several people in Taft work Monday-Friday and can’t get their shopping done until the weekend.

People always say our businesses are not open on Saturdays but more and more Businesses are now open on Saturdays. Monarch Fleet and Messenger’s Automotive are both open on Saturdays. Qik Smog is open Saturdays from 8am-2pm for smogs only.

Most of the shops around town are open at least part of the day on Saturdays. Several others are open until 2pm on Saturdays.

So many people that live and work here head to Bakersfield on Saturdays to spend their money. Our tax dollars are spent way to often in Bakersfield. If we spend our money here our Streets will improve, we will get more stores, more restaurants,and the stores we have will get more inventory.

I saw an old friend the other day at the Fox Theatre that moved away 25 years or so ago. He told me he has lots of family and friends still in Taft so they come back about every 4 months. He said he always goes to the Fox Theatre. He said there is no better place to see a movie than in the Big Theatre. He said sometimes the entire family goes which includes kids, parents, grandparents, great grandparents, and aunt and some cousins. He said he loved going to the Fox as a kid and his family knows when they are coming to Taft that at least one night they will spend it at the Fox. Taft has to have and keep places like the Fox Theatre, that makes people want to come back. Even if it is just to see a movie at the Fox, favorite beer at Black Gold Brewery, Oil Workers Monument, West Kern Oil Museum, catch the game at The Bank Sports Lounge, Friday Night Lights at Martin Memorial Stadium, Old’s Cool, Honolulu Hills Raceway, McKittrick Penny Bar, BV Golf Course, BV Lake, Skydive Taft, a steak at OT Cookhouse, or breakfast at Jo’s we need to get people to come to Taft. I met a guy the other day at Paik’s Ranch house that said he lives in Bakersfield and goes to his beach house every 3 weeks. He said he stops at Paik’s every time he goes.

Thank you Paik’s, the Fox, and all our great businesses that bring people to Taft. If people crave it, they will come.

A Hint of Class Bakery is now open. Sandy Creek Estates has officially started on 2 homes. Black Gold Brewery has a new improved menu. Sno White is about to reopen. The Fox Theatre has pizza on Friday and Saturday nights. The Bank Sports Lounge now has Landshark on tap. The 5th Street Plaza improvements are coming along great. T’s Taxi is getting people home safe 24 hours a day. BV Grill at the Golf Course has amazing custom pies. The Taft High Softball Team has never been better. Scully Field is now open at the Rec. Things are going good in Taft.

Dr. By Kathy Orrin, Executive Diretor Taft Chamber of Commerce and Visitors Bureau Recently I attended a press conference of sorts presented at our local West Kern Water District offices on Kern Street. General Manager Harry Starkey had called folks together to inform us of the new regulations concerning water usage that will likely go into effect toward the end of April and to give us a chance to ask questions. These new regulations are State-driven. The State Water Resources Control Board on March 17, adopted an expanded emergency regulation “to safeguard the state’s remaining water supplies”.

Now, if you have been paying attention to the water issues that affect our community, you will recall that we have significantly decreased our water usage to the sought-after 20 percent requested by the State last year. You will also recall that the biggest water users in our area are the oil companies who consume between 85-90 percent of the water available. You also will recall that our West Kern Water District has been an excellent steward of our water since its inception and that we currently have about ten yearsworth of water stored for our community.

However, State-wide mandates apply State-wide. Whether you have met the goal or not, whether you need to conserve in your area or not, these mandates (prohibitions) apply to you! So, to recap . . .

The prohibitions on potable water use which began in 2014 (and will continue under these new regulations) included: 1) Washing down sidewalks and driveways 2) Watering outdoor landscapes in a manner that causes excessive run-off 3) Washing a motor vehicle without a hose with a shut-off nozzle 4) Operating a fountain or decorative water feature unless it has a recirculating system 5) Irrigating turf or ornamental landscapes during and 48 hours after measurable precipitation (rain)—this is a new “in-place” prohibition (?)

The new prohibitions under this latest announcement affecting commercial businesses include: 1) Restaurants and other food service establishments can only serve water to customers on request 2) Operators of hotels and motels must provide guests with the option of choosing not to have towels and linens laundered daily and prominently display notice of this option.

Our Water District has put into place the Response Levels I and II outlined in their plan for our area. Basically, they called for educating the public, asking for voluntary conservation to achieve 20-30 percent reduction in use, reduction of 25 percent in large landscaping water usage, and a reduction of 35 percent for noncontracted industrial customers. It also included the prohibition on irrigation between the hours of 10 a.m. and 6 p.m.

With this new State announcement, our District will be going to Response Level III: effective in (probably) early May, we will need to limit watering and landscape irrigation to not more than a total of ten (10) minutes per watering station per assigned day. This will be organized according to the address that appears on your water bill: even numbered street addresses will water on Wednesday, Friday, and Sunday; odd-numbered on Tuesday, Thursday, and Saturday; NO One waters on Monday. This includes both manual and automatic watering.

OK . . . I can adjust to that. I’ll just ask my son to change the timers around the house. No big deal, right? Unless you are the City of Taft. Opps!

In the same meeting with me was our City Manager/Public Works Director, Craig Jones. Can you imagine how many addresses, timers, acres of lawn and landscape he was considering as I sat thinking about my tiny patch of grass? Ten minutes three times a week on public lawns, landscapes, and parkways . . . are you kidding? Throw in the fact that much of those areas have been bought through grants which require their upkeep to a standard that will not be achieved through thirty minutes of irrigation per week! What a headache!

Now, think about the Rec and all its parks, the new Little League fields, the high school and the college, the cemetery . . . this is a big deal, and we have done everything right in terms of keeping ourselves secure in our water situation!

So . . . brown will be the new green. Mr. Jones is right. We will suffer along with the rest of the State—much of which has not done close to as well as our Water District in terms of planning for the future. This is not the first example of State regulations being painted with a broad brush. Remember this when green things turn a dry, dusty tan: this is a STATE issue. The Water District and the City have done their jobs. Encourage them, count to ten (minutes) when watering, become familiar with colors that are compatible with brown, and complain to the STATE—not our local entities.

New Carrizo Plain Conservancy Completes Its First Major Transaction The Carrizo Plain Conservancy, a new land trust in San Luis Obispo County, has completed its first major purchase of land for conservation, acquiring the 42 acre Hebron property.

This property, a private inholding within the Carrizo Plain National Monument, was purchased with funds from local fundraising and by a grant from the California Wildlife Foundation.

According to the organization’s President, Neil Havlik, of San Luis Obispo, the owner of the property was thrilled to find a willing buyer in the Conservancy who would ensure the property was “protected forever”. “The Carrizo Plain Conservancy has been established to build upon the new wave of habitat conservation associated with the advent of the solar facilities and to focus efforts on continuing, expanding, and diversifying that conservation effort” said Havlik. “We are gratified by the support from the property owner, and by the financial support from local citizens, and especially the California Wildlife Foundation, which made the project successful.”

Havlik said that the property will be offered to the Bureau of Land Management so that it can be fully integrated into the Carrizo Plain National Monument.

The Carrizo Plain Conservancy was incorporated in late 2013. In addition to Havlik, the organization’s Board includes Vice President Herb Stroh of San Luis Obispo, Secretary Stephnie Wald of Oceano, Treasurer Anne Fairchild of California Valley, and Directors LynneDee Althouse of Paso Robles, Doug Campbell of Santa Barbara, and Dorothy Jennings of Templeton.

“Board members all have a common love of and interest in the Carrizo Plain.” said Board Secretary Stephnie Wald. “We look forward to working with the Federal Bureau of Land Management, the State Department of Fish and Wildlife, the County of San Luis Obispo, and to other nonprofit organizations operating in the Carrizo Plain area, in order to support ongoing conservation and restoration efforts in the area,” Wald said.

A Hint of Class Turns to Baking on Center Street

Pamela Ward of the Fort’s A Hint of Class is making the big move to Center Street to open her new venture, A Hint of Class Bakery.

Ward, who has been located at the Fort for many years running her gift and clothing shop has decided that her next venture should be in baking, so she has relocated her store to 420 center Street.

“My husband Jim is very supportive,” said Ward, who is already baking cookies, cakes pies and special treats at the former Bow Wow Bakery which she recently purchased.

“I’ve been thinking of moving to Center Street for some time,” Ward said. “When the former owner wanted to sell her shop, I jumped at the chance.”

Pam is a Taft native who attended Taft Union High School. Many people have asked her how long she has been baking and cooking.

“I won the Bank of America Home Economic award back at Taft High,” she said. “I been baking and cooking ever since, for over 30 years and really enjoy baking for others.”.

She also worked at Toppers restaurant in the 80”s and at All in the Sandwich in the 2000’s.

The bakery is now open for business. Stop by and give a Center Street local business a try.

The Taft Downtown Business Association voted at it’s monthly board meeting Thursday evening to bring back the popular Farmer’s Market.

The board heard a presentation from Dr. Avtar NijjerSidhu, of Kern County Public Heath who outlined what the association had to do to reinstate it’s expired permits to hold a weekly market.

The former market was held weekly at the 5th Street Plaza by the Taft Chamber of Commerce until it was moved to the Chamber office parking lot nearly two years ago. The market was later closed due to lack of support.

The board voted to bring the market back to 5th Street Plaza at Center Street on Thursday evenings, from 4p.m. to 7p.m.

Since moving the market to the Chamber offices, the city has planted grass and new trees on the 5th Street Plaza making for a cooler and more inviting setting for the market.

The board expressed a desire to start the market again this May or June.

Forest Service Law Enforcement Strictly Enforcing Condor Sanctuary Closure Order GOLETA, CA, April 1, 2015…Los Padres National Forest officials announced that federal law enforcement officers are enforcing the closure order prohibiting public entry in the Sespe Condor Sanctuary except on designated travel corridors to allow recreation travel through the Sanctuary. Violators are subject to a penalty of $5,000 and/or six months in jail.

The Sespe Condor Sanctuary provides critical habitat and wildlife refuge for the endangered California condor.

The Forest Service established the Sanctuary in 1947 and expanded it in 1951 to its current size of 53,000 acres. In 1967 the condor was first recognized as “endangered,” and in 1972 received legal protection under the U.S. Migratory Bird Treaty with Mexico that was amended to include vultures and other families of birds. The Endangered Species Act of 1973 directed federal agencies to protect habitat and institute recovery plans.

“The Tar Creek area is closed and we are working with our partners and volunteers to share that message with the public,” said Ojai District Ranger Sue Exline. “It is important we convey this, and let people know why it is so important that we protect this vital habitat.”

The Los Padres Condor Range and River Protection Act of 1993 established the Sespe Wilderness, which encompasses the Sespe Condor Sanctuary. Survey data demonstrates the California condors heavily use the Sanctuary to breed, nest, roost and forage. Human interaction with the condors remains a concern, exposing the birds to contamination and increasing the likelihood of their associating food and microtrash with humans and potentially reducing their reliance on natural foraging.

Adjacent to the Sanctuary and also closed to public entry for the protection of the condor is the Hopper Mountain National Wildlife Refuge.

Hillary Clinton After Whitewater Harold Pease, Ph. D The last few months have been full of Hillary intrigue; most recently her use of her own home server to house some of our most sensitive national security secrets as Secretary of State in opposition to the Federal Records Act. Now the Clintons’ report it to have been wiped clean (perhaps yet another scandal) presumably so as to destroy any hope of proving or disproving that her server housed classified documents.

This disclosure effects other longer-term investigations as for example, the U.S. House Select Committee on Benghazi headed by Rep. Trey Gowdy, investigating who was responsible for the deaths of Ambassador J. Christopher Stevens and three other Americans by terrorists on the night of September 11, 2012, in Benghazi, Libya. Who failed to provide embassy protection when need for it had been expressed by Stevens a month before his death? As this would fall under the purview of the State Department over whom Secretary Clinton had charge, her emails are critical—but not one exists. The committees investigating have sought this information for over two years. Chairman Gowdy argues: “It strains credibility to believe that if you’re on your way to Libya to discuss Libyan policy, that there’s not a single document that’s been turned over to Congress. So there are huge gaps.”

It was Hillary who, allegedly knowing otherwise, insisted that the attack was merely a reaction to an American video negative to Islam. We now know that it was a Hillary aide, Victoria Nuland, who ordered the removal of all mentions of terrorism with respect to the attack. What makes this a scandal is the disinformation emanating from the White House and the almost total stonewalling of information sought by Congress of which an intentionally wiped-clean home server amplifies. This could be a larger scandal than Nixon’s Watergate because four Americans lost their lives because of the apparent incompetence of the then Secretary of State.

A wiped-clean server may also make it more difficult to attach her to the Clinton Foundation contributions that she was soliciting from foreign governments, some of whom, like Communist China (from which it took $2 million in 2013), have despicable human rights records, and like Saudi Arabia, which has atrocious women’s rights abuses. The latter could damage her bid for the White House with her expected campaign charge that Republicans are anti-women. Certainly Foundation money is expected to assist many causes but few doubt that a large portion will go to the Hillary presidential campaign. Many Americans may not feel good about their president being elected with foreign contributions, although both Bill Clinton elections were allegedly aided with contributions from China, referred to later as Chinagate. Contributor Johnny Chung gave $50,000 to Hillary Clinton’s top aide while seeking VIP White House treatment saying: “I see the White House as like a subway—you have to put in coins to open the gates.” (Sam Smith, The Progressive Review, February 24, 1999) Many might see such governments as buying, and banking, influence when Hillary became president.

So, three potential Hillary centered scandals are in the news at the moment. But this is not new, since Whitewater she has been involved with, and escaped from (because of legions of defenders) several others. Almost simultaneous to Whitewater, and as First Lady of Arkansas while Bill was governor, she managed to turn a $1,000 investment in cattle futures into a profit of nearly $100,000 in less than nine months. The Journal of Economics and Finance estimated that the probability of doing so without inside information, which is illegal, was 1 to 31 trillion (Anderson, Seth C, 18 (3): 357-365). She claimed that she had learned how to trade by reading the Wall Street Journal. No economist argued that this was possible. The event was termed Cattle-Futures Gate by opponents.

In some ways the so-called Filegate scandal was the most frightening. FBI files of up to 900 former Reagan and Bush appointees were sent over to White House security chief Craig Livingstone who inferred when pressed, that the directive to do so originated from the First Lady. Moreover, reportedly Deputy White House counsel William Kennedy would frequently call up the FBI and have someone’s files sent over on his request. The intent appeared to be to blackmail perspective political opponents but once known opposition to its use came quickly.

The term Chinagate originated from Clinton’s acceptance of foreign contributions to their elections more specifically those from Communist China, our ideological enemy. The Senate Judiciary Committee, the House Government Reform and Oversight Committee and the Whitewater Independent Counsel each investigated. The DOJ reported, “A pattern of events suggests a level of knowledge within the White House—including the President’s and First Lady’s offices—concerning the injection of foreign funds into the reelection effort.” In 1996 The Justice Department also investigated campaign fundraising abuses and cover-ups regarding the efforts by China to influence U.S. policies.

From Whitewater, to Cattle-Futures Gate, to Chinagate, to Filegate, to the potential Benghazi cover-up, to Clinton Foundation contributions from wayward countries to influence Hillary as Secretary of State and perhaps later as president, to the security breach of using her home server, to wiping it clean to remove evidence, the trail of corruption and deceit is stark. Unfortunately we have only identified the big ones.
