State of the City Luncheon Slated for April 12 at Noon The Kiwanis Club of Taft, along with the Taft District Chamber of Commerce, will host the annual State of the City Luncheon on Thursday, April 12, at noon in the banquet room of OT Cook House.

The roster of speakers has been expanded this year,” stated Kathy Orrin, Executive Director of the Chamber. “In addition to Mayor Randy Miller and Interim City Manager Craig Jones, the Superintendents of the three school districts in town will be updating the audience about the challenges to education this coming budget year.” Mr. Ron Bryant of Taft City School District, Dr. Mark Richardson of Taft Union High School, and Dr. Dick Giese of Taft College will address the luncheon attendees concerning the issues facing California’s educational institutions.

“This is an exciting time in our community. We have many reasons to be positive about the future of Taft. We hope many people will join us at the luncheon this Thursday,” stated Orrin.

Although the program will be conducted during the Kiwanis Club’s regular meeting time, the public is invited to attend. The cost of the luncheon is $12, and reservations may be made by calling the Chamber at 765-2165.

April Is National Child Abuse Prevention Month April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and emotional well-being of children and families in communities.

TIL Wine & Food Festival Tickets are available for the annual wine and food festival that raises money for Taft College’s Transition to Independent Living (TIL) program.

The event, which features food, wine and microbrew tasting along with silent and live auctions, will be held at the Historic Fort on April 19.

Music by jazz pianist Nat Dove also will be featured.

A student representing the college’s program that trains young adults with mild intellectual disabilities to live on their own will make a presentation.

Advance tickets are $25 per person ($30 at the door).

There are several sponsorship levels as well.

A sponsorship that includes two tickets is $125, sponsorship with four tickets is $250 and a sponsorship for a reserved table of eight is $500.

Wine and microbrew from a variety of makers will be on hand for sampling along with hors d’oeuvres prepared by Taft College chef Geoff Dunham and his staff.

Live and silent auctions and prize drawings will be held.

The live auction will feature two dinner cruises aboard Leonard and Midge Gentieu’s Morro Bay yacht, the Papagallo II. One is a cruise for two and the other a cruise for 20.

The event is co-sponsored by the TIL program’s advisory committee and the Historic Fort.

Planners are seeking donations for the auctions and prize drawings.

Items can include merchandise, gift baskets, gift certificates or cards, wines, home décor, yard accessories, weekend get-a-ways, art work and the like.

Kern County First 5 Programs Granted Additional 2 Year Contract At its regular meeting today, the First 5 Kern Commission approved a two-year extension of all currently funded programs, contingent on performance. The funding extension recommendation from the Commission’s Project Review Committee came after a Fresno Superior Court judge issued a ruling that prevented the transfer of $11.7 million to the state, originally earmarked for programs serving Kern County children ages 0 to 5 through First 5 Kern.

On March 24, 2011, Governor Brown signed Assembly Bill 99 that authorized the redirection of $1 billion in funds from the 58 First 5 county commissions to the State budget. Of that amount, $950 million would come from county commissions and $50 million from the state First 5 commission.

In response, several county Commissions challenged the law on grounds that the Legislature acted illegally and unconstitutionally, since AB99 amended the California Children and Families Act of 1998 without the required voter approval. A Fresno Superior Court judge agreed and issued a ruling last November that prevented the transfer to the state of California budget. Judge Debra Kazanjian totally rejected the State’s claim that transferring decision-making from local communities to the state legislature is consistent with Proposition 10 of 1998.

In anticipation of losing funds, First 5 Kern was forced to rewrite the contracts of its funded programs last year to raise $11.7 million over two years to set aside for the state. Funded programs adjusted to the cuts; however, those set-aside funds will now allow an additional two years of funding at the current level to provide direct services before the next Request for Proposal process. This will also allow First 5 Kern to be in line with the county of Kern’s practice of five-year funding cycles.

First 5 Kern will continue to serve our Kern County children by investing in effective programs in health and wellness, early care and education, and family support services, and will remain steadfastly committed to achieving real and sustainable results towards the successful future of young children and their families.

Taft City Council

By Kent Miller Taft City Council held a public hearing at its Tuesday evening meeting on costs of nuisance abatements for five properties in the city.

And when none of the property owners attended the meeting to speak, the councilmembers took the step to place liens on the properties for the costs of the abatement work, varying from just over $600 to nearly $7,000.

If the cost of nuisance abatement on a property is not paid within five days, the expense becomes a lien against the property.

The properties are: * 127 North St., $620; * 620 Lucard St., $993.40; * 623 San Emidio St., $1,034.40; * 134 Kern St., $2,958.49; * 509 Fifth St., $6,720.53, which included demolition of the structure on the property.

Fees waived Two groups had park rental fees waived for activities to be held at Veterans’ Park.

The Relay for Life Colon Crusaders team plans to hold a yard sale from 8 a.m. to 3 p.m. on Sunday, April 15. The event requires a Special Events Permit because of the anticipated size of the yard sale, Paul M. Gorte, city redevelopment manager, said in the material presented to the council.

The council verbally spanked the Crusaders for not turning in their request until only hours before the council meeting. “(Groups) should get in their requests at least a month in advance of the event,” said Mayor Randy Miller.

Use of the park will require a refundable $105 clean-up deposit but not the $105 park rental and $360 Special Events Permit fees.

A group that turned in its application for use of the park months in advance was Unity Thrift, the local animal rescue organization.

Unity plans to host a “Paws in the Park” event from 10 a.m. to 2 p.m. on Saturday, June 9. The park rental fee would have been $175.

“The event is not a fund-raiser, rather it is an educational event regarding pets,” Gorte wrote. The group has provided food and medicine for the Taft Animal Shelter for more than a year and “Paws” will benefit the city and all of the Westside, he said.

Sweeper purchase Taft will soon have a new Elgin Crosswind J street sweeper, dualmounted on a Freightliner M2 chassis.

The city’s 2000 model diesel 770 Cyclone street sweeper doesn’t meet state Air Resources Board regulations and does a poor job of cleaning the streets, the council was told.

Joel believes that having worked in all positions of a public Cemetery enabled him to offer some incite from all aspect of the process. He found that serving on the Board proves to be a very rewarding and challenging experience.

Joel wants to continue to serve not only his District but offer suggestions and solutions to Districts across the State. He is currently serving on the mission Board for his Church, and serves as an advisor for the Taft Union High School Future Farmers of America Program.

Former Mayor, Taft City Councilman Found Dead Former Taft Mayor and City Councilman Cliff Thompson was found dead at his home yesterday afternoon.

Attempts to revive the former city leader were unsuccessful.

Thompson, who lost re-election to the city council in 2010, was a key supporter of the city’s purchase of the 46 acre Rails To Trails property and redevelopment of the trail property into a residential, commercial and business development. Thompson had also been a champion of increased traffic safety measures on Highway 119.

Thompson, who was involved in a law suit against the city of Taft and several council members over his censure by the council in 2010, had been arrested 3 times for DUI in late 2011 and lost his drivers license.

Taft Mayor Randy Miller said that he had been informed by city officials that Thompson had been found unconscious by his mother at about 4:30 p.m. at his home.

State of the City Luncheon Slated for April 12 at Noon The Kiwanis Club of Taft, along with the Taft District Chamber of Commerce, will host the annual State of the City Luncheon on Thursday, April 12, at noon in the banquet room of OT Cook House.

Including the change in gas prices in Bakersfield during the past week, prices Monday, April 2nd were 26.2 cents per gallon higher than the same day one year ago and are 1.5 cents per gallon lower than a month ago. The national average has increased 18.6 cents per gallon during the last month and stands 26.8 cents per gallon higher than this day one year ago.

“The national average has finally showed some signs of slowing down, and gasoline prices in dozens of areas have virtually stabilized after rising for two to three consecutive weeks,” said GasBuddy.com Senior Petroleum Analyst Patrick DeHaan. “The rally in gasoline prices started in March, we could have dubbed it March Madness, to coincide with the flurry of college basketball games, but as the tournament winds down, gasoline prices too have slowed their increase, and maybe- just maybe- gasoline prices are closer to a peak than we initially expected,” DeHaan said, noting that GasBuddy last week revised it’s gasoline price forecast slightly higher.

State Lawmakers Strike Down Social Media Privacy Proposal State lawmakers rejected a proposal that would have protected user names and passwords on social media sites.

State Senator Leland Yee introduced a bill last month that would prevent businesses and government from demanding that information as a condition of employment.

Late last week Yee added colleges and universities to that list.

“I think the fact that it was defeated signals the fact that the business community wants to continue to invade our privacy, take our personal information, do whatever they want with it. And, that is a bad, bad signal,” said Senator Yee. Yee’s bill will get its first test before a legislative committee later this month.

Easter is a Mixture of Jewish, Christian & Pagan Rituals

Although Easter is the Christian celebration of the Resurrection of Jesus Christ, its celebration has come to be a mixture of Jewish, Christian and pagan rituals.

Its name comes from the goddess ‘ostre of Anglo-Saxon paganism. ‘ostur-monath was the equivalent to the month of April.

Feasts held in her honor during April had gone out of use during the middle ages and were replaced with the Christian celebration of Easter.

Passover is the Jewish celebration of the ancient Hebrews being freed from slavery: For four hundred years, from the time of Joseph to the time of Moses, from approximately 1600 to 1200 BC, they had lived in Egypt where they subjugated by their Egyptian

masters. Moses was called to liberate them. When the Pharaoh refused to let them go, plagues, each worse than the previous one, were visited on Egypt.

Finally, the Angel of Death was sent to slay the first-born male of every family except for those who had slain a lamb and spread its blood over the lintel of their doorway, hence, the name Passover.

Then the Pharaoh relented and let them go. Those familiar with Bible stories will recall the parting of the Red Sea to allow the Hebrews passage but closing when the Egyptian soldier in pursuit entered. The Hebrew children wandered for forty years on the Sinai Peninsula before they were allowed to conquer Canaan and establish their homeland there.

From that time forward the most important celebration of the year for Jews is Passover, which is celebrated in the spring of the year.

Passover figures in the story of the crucifixion and resurrection of Jesus, as before Jesus he was condemned to die, he held a Passover feast for his disciples, in which he instituted Communion, the idea that the bread and wine of the Passover meal were his body and blood.

What is the origin of the Easter bunny?

Like the origin of Easter, the origin of the Easter Bunny has roots that go back to pre-Christian, Anglo-Saxon history. As mentioned the holiday was originally a pagan celebration that worshipped the goddess ‘ostre. She was the goddess of fertility and springtime and her earthly symbol was the rabbit. Thus, the pre-Christian AngloSaxons worshipped the rabbit believing it to be ‘ostre’s earthly incarnation.

When the Anglo-Saxons were converted to Christianity, the pagan holiday, which occurred around the same time as the Christian memorial of Jesus’ resurrection from the dead, was combined with the Christian celebration and given the name Easter.

Rabbits and hares Eggs, like rabbits and hares, are fertility symbols of antiquity.

Since birds lay eggs and rabbits and hares give birth to large litters in the early spring, these became symbols of the rising fertility of the earth at the Vernal Equinox.

Rabbits and hares are both prolific breeders. Female hares can conceive a second litter of offspring while still pregnant with the first. This phenomenon is known as superfetation. Lagomorphs mature sexually at an early age and can give birth to several litters a year (hence the saying, “to breed like bunnies”.)

Decorating Easter Eggs The precise origin of the ancient custom of decorating eggs is not known.

Christians of the Eastern Orthodox Church to this day typically dye their Easter eggs red, the color of blood, in recognition of the blood of the sacrificed Christ. Some also use the color green, in honor of the new foliage emerging after

the long dead time of winter.

Eggs were forbidden to Catholics during the fast of Lent, which was the reason for the abundance of eggs at Easter time.

Man’s relationship with the egg to be very deep seated one, as the old Latin proverb: “Omne vivum ex ovo” reveals, or “all life comes from an egg.”

According to a History channel documentary about Mary Magdalene and her role in Christianity, the custom derives from a biblical event.

After the Ascension of Christ, Mary supposedly went to the Emperor of Rome and greeted him with “Christ is risen,” whereupon he stated, “Christ has not risen no more than that egg is red” (pointing to an egg on his table). After making this statement it is said the egg immediately turned blood red.

The coloring of eggs is an established art, and eggs are often dyed, painted, and otherwise decorated. In the North of England, at Easter time, a traditional game is played where hard boiled pace eggs are distributed and each player hits the other players’ egg with their own. This is known as “egg jarping.” The winner is the holder of the last intact egg. The losers get to eat their eggs.

A batik-like decorating process known as pysanka produces intricate, brilliantly-colored eggs. The celebrated Fabergé workshops created exquisite jeweled Easter eggs for the Russian Imperial Court. A 27-foot sculpture of a pysanka stands in Vegreville, Alberta.

Whatever the customs celebrated at Easter their intention is to bring happiness to all.

BLM Announces Availability of Oil & Gas Lease Auction Environmental Assessment

The Bureau of Land Management has completed the environmental assessment (EA) for the oil and gas lease auction scheduled for Sept. 12, 2012. A 30-day public review and comment period runs through May 3.

The EA was prepared to analyze the environmental impacts of leasing the mineral estate for oil and gas exploration and development.

The lands considered for competitive lease auction are located in Kern and Kings counties.

TUHS STAR Testing Begins In April Taft Union High School students will show what they’ve learned when they take the state-mandated STAR (Standardized Testing And Reporting) test over three weeks from April 11 to 27.

Testing starts Wednesday through Friday, April 11-13, with sophomores taking the science test and juniors taking the social science test. Friday is a makeup day.

The second week, everyone will be on an entirely different schedule as students take the math and English tests. School will start at the regular time, 7:45 a.m., but Monday through Thursday, April 16-19, students will be on a block schedule and released at 1:15 p.m. Buses will run at 1:25 p.m. and sports practices will run immediately after school lets out. Friday, April 20, will be a makeup test day with students being released at 12:30 and buses running 10 minutes after that.

The third week, students will take science and social science tests.

The schedule will be the same hours as the previous week.

The high school is providing free breakfast during STAR testing as well as the regular closed-campus, mid-morning nutrition snacks.

Superintendent/Principal Mark Richardson said students should be well rested for the tests. Test results are an important measure of student progress. Results are used to place students in the correct class and to measure Taft High against others in the state. Students should do well on theses tests as a matter of personal, school and community pride, Richardson said.

First 5 Kern Funded Programs Granted Additional Two-Year Contracts To Serve Children Ages 0 To 5 And Their Families

President’s Latest Executive Order Vastly Empowers Himself. Where is Congress?

By Dr. Harold Pease The most dangerous executive order (hereafter EO) ever written (exempting Franklin Roosevelt’s EO throwing Japanese-Americans into relocation camps against their will in World War II) is EO 12919 of June 4, 1994. By a mere stroke of the pen President Bill Clinton authorized the executive department’s take-over, in case of a national emergency, of all civil transportation including the “movement of persons and property by all modes of transportation … within the United States.”

National emergency was never adequately defined therefore, presumably, left to the discretion of the President alone as to when such conditions warranted his implementation of it. Nor were circumstances noted when such would end allowing the return of confiscated property and the free movement of the people again. Nor was there any noted role for Congress. Nor was there any role noted for local civil authority—the first responders. Nor was it explained why the president needed near dictatorial power in a national emergency and had not in crisis heretofore. There was no debate.

Other things specifically listed to be under his sole control were: all forms of energy, all farm equipment, all food resources, all food resources facilities, all health resources, and all water resources (Section VIII). The detail was incredible. Every possibility considered. Some concern and fear was expressed at the time about this “martial law type” edict but since the president did not act on it, nor did it seem reasonable that he or any future president would, twas soon forgotten. Imagine all this power in the hands of one person. It sounded more likely to be enacted in a communist or fascist country.

On March 16 of this year the infamous Clinton Executive Order was revoked by President Barack Obama and replaced by the equally threatening and expanded National Defense Resources Preparedness. The new EO retains all of the dreaded portions of the 1994 one, as noted above, but Section 102 of the Obama decree broadens it to apply “in peacetime and in national emergency.” Moreover, according to Section 103(b), compliance can be forced upon all needed “subcontractors and suppliers, materials, skilled labor, and professional and technical personnel.” Imagine private contractors being required to serve against their will. In wartime such a requirement would normally be given voluntarily, but in peacetime?

Where is our elected Congress specifically charged with making all federal rules with respect to a free people as stipulated in Article I, Section I of the Constitution? The EO essentially replaces them on national defense—their most important responsibility. The EO reads in part, “The National Security Council and Homeland Security Council, in conjunction with the National Economic Council, shall serve as the integrated policy making forum for consideration and formulation of national defense resource preparedness policy and shall make recommendations to the President.” An “integrated policy making forum?” Isn’t that what Congress is supposed to be?

To administrate the new self-empowering edict that, as a result of Obama’s Executive Order has peacetime application as well, the EO creates the National Defense Executive Reserve. The President’s NDER is to be “composed of persons of recognized expertise from various segments of the private sector and from Government … for training for employment in executive positions in the Federal Government in the event of a national defense emergency.” A huge new bureaucracy supported by the taxpayer without one ounce of congressional authority—even debate—is created by the stroke of the pen of just one man. The Secretary of Homeland Security is also “to determine periods of national defense emergency.” This implies continued national emergencies that justify continued “martial law like” monitoring of the people in the name of national emergency.

The most dangerous Executive Order in our history, unless you were Japanese-American in World War II, is alive and well and even more threatening under President Obama. If Congress continues its trend of ignoring her sole rule-making jurisdiction, it may soon make itself irrelevant. Unfortunately, it also makes the people and their constitution irrelevant as well. Perhaps your Congressman does not yet know about this liberty threatening Executive Order semi-secretly signed in the Oval Office of the White House.

At its regular meeting today, the First 5 Kern Commission approved a twoyear extension of all currently funded programs, contingent on performance.

The funding extension recommendation from the Commission’s Project Review Committee came after a Fresno Superior Court judge issued a ruling that prevented the transfer of $11.7 million to the state, originally earmarked for programs serving Kern County children ages 0 to 5 through First 5 Kern.

On March 24, 2011, Governor Brown signed Assembly Bill 99 that authorized the redirection of $1 billion in funds from the 58 First 5 county commissions to the State budget. Of that amount, $950 million would come from county commissions and $50 million from the state First 5 commission.

In response, several county Commissions challenged the law on grounds that the Legislature acted illegally and unconstitutionally, since AB99 amended the California Children and Families Act of 1998 without the required voter approval. A Fresno Superior Court judge agreed and issued a ruling last November that prevented the transfer to the state of California budget. Judge Debra Kazanjian totally rejected the State’s claim that transferring decision-making from local communities to the state legislature is consistent with Proposition 10 of 1998.

In anticipation of losing funds, First 5 Kern was forced to rewrite the contracts of its funded programs last year to raise $11.7 million over two years to set aside for the state. Funded programs adjusted to the cuts; however, those set-aside funds will now allow an additional two years of funding at the current level to provide direct services before the next Request for Proposal process. This will also allow First 5 Kern to be in line with the county of Kern’s practice of five-year funding cycles.

First 5 Kern will continue to serve our Kern County children by investing in effective programs in health and wellness, early care and education, and family support services, and will remain steadfastly committed to achieving real and sustainable results towards the successful future of young children and their families.

City Council (Continued from page 5) The Elgin comes at a cost of $202,000 from the Refuse Capital Reserve Fund.

It meets all Air Resources Board regulations, is designed for the dry Westside climate and will do a much better job of cleaning the city’s streets, the council was told.

The Elgin is available by state contract to offer the lowest price and allow purchase of the equipment without a formal bidding process, said Craig Jones, interim city manager.

Bus grant The council authorized the interim city manager to execute agreements with California Department of Transportation for the Environmental Justice Planning Grant of $50,000 for planning and marketing of an outreach plan to boost ridership on city bus routes.

“Our goal is to increase ridership, which is suffering,” Jones said “If ridership doesn’t improve, service will be cut.

“If the grant comes with too many strings, we can turn it down.”

Other matters In other matters, the council approved: * Establishing the position of director of Planning and Development Services, to replace the redevelopment manager/community development manager position made obsolete by the statewide dissolution of redevelopment agencies. * A contract proposal with High Desert Wireless to install wireless cameras on Rails to Trails, with the more than $69,000 cost to be reimbursed upon receipt of a U.S. Department of Agriculture grant. * Renewal of the contract with Dr. Kenneth Caves of Caves & Associates for labor negotiation services. Caves will be pair $150 an hour for a maximum of 133.33 hours, plus mileage.

Taft High Band Booster To Host “An Evening of Jazz” TUHS Band Boosters will be hosting “An Evening of Jazz.” The event will feature live jazz music from the Taft High Jazz Band along with dinner and dancing. Dinner and dessert will be served by students of the Taft High Concert Band.

Proceeds from this event will be used to provide graduating seniors with college scholarships.

The event will be held on Friday, May 4 at the Taft Masonic Lodge, 521 North Street. Doors to the event will open at 5:30pm and dinner will be served at 6pm. “ZOMBIE” Drivers Endanger Other Motorists

Law Enforcement to Target Distracted Drivers Texting or Using Hand-Held Cell Phones Danger lurks behind the wheel when a driver redirects their attention from the road to some other distracting behavior, like talking on a cellular telephone or text messaging. During the month of April, law enforcement agencies throughout California will be especially focused on taking enforcement action on these inattentive, “zombie” drivers.

The California Highway Patrol (CHP) along with the California Office of Traffic Safety (OTS), Impact Teen Drivers, and law enforcement agencies statewide are preparing to launch the second annual National Distracted Driving Awareness Month campaign, “It’s Not Worth It!” During the campaign kickoff month in April 2011, more than 52,000 citations were issued by law enforcement statewide, four times the monthly average. A first time citation will cost a minimum of $159, with a second violation at least $279.

“Drivers need to ask themselves, ‘Is that phone call or text message worth my life or the lives of those around me?’” said CHP Commissioner Joe Farrow. “The answer is simple, it’s not worth it.

Every distraction affects a driver’s reaction time, and things can change without notice.”

In recent years, hundreds of people have been killed in California, while thousands were injured, as the result of collisions that involved at least one driver who was distracted. This distraction can be any activity that diverts the driver’s attention away from the primary task of driving. According to a study conducted by Carnegie Mellon University, the act of talking on a cell phone can reduce more than 35 percent of the brain activity needed for driving. Essentially distractions change a seemingly good driver into a “zombie” behind the wheel.

To dramatize this “zombie-like behavior behind the wheel, zombies are being added to this year’s “It’s Not Worth It” campaign. The campaign will be supported by statewide grassroots outreach, social media activities and television commercials that encourage people to focus on the road and not be a “zombie” driver.

Law enforcement sees firsthand the devastation caused by distracted driving and the needless pain associated with the senseless collisions that follow,” added Commissioner Farrow. “I am grateful that so many of the state’s law enforcement agencies are joining us in this important traffic safety endeavor again this year.”

More than 200 local law enforcement agencies and 103 CHP offices will be participating in the monthlong, life-saving effort. Similar to the previous year’s campaign, there will be both an enforcement and educational component. The overall goal is to reinforce to the motoring public the dangers of distracted driving and reduce the number of people impacted by this destructive behavior. ”Parents and other adults need to set a positive example,” said OTS Director Christopher J. Murphy. “Start by never calling or texting anyone, especially your kids, when there’s a possibility they might be driving. Then let that same action follow you when you are the driver.”

Among the more than 1,800 drivers over the age of 18 who participated in last year’s annual statewide traffic safety survey conducted by OTS, talking and texting on a cellular telephone were rated the two biggest safety problems on California’s roadways. In fact, talking on a cellular telephone (handheld or hands-free) was identified as the most serious distraction by 56 percent of the respondents.

Adults are not the only offenders when it comes to distracted driving. According to the National Highway Traffic Safety Administration, teen drivers are more likely than any other age group to be involved in a fatal crash where distraction was involved.

“Teens, even more than adults, are accustomed to using technology to have instant access to their friends. It’s not only technology – teens are frequently distracted by loud music, passengers, and other everyday tasks that, when done behind the wheel, become lethal,” said Dr. Kelly Browning, Executive Director of Impact Teen Drivers. “These everyday distractions, coupled with inexperience, often have deadly consequences.”

This year, National Distracted Driving Awareness Month coincides with California Teen Safe Driving Week, which is the first week of April. For nearly five years, Impact Teen Drivers, a non-profit organization, has been providing awareness and education to teenagers, their parents, and community members about all facets of responsible driving, with the goal of reducing the number of injuries and deaths suffered by teen drivers as a result of distracted driving and poor decision making.

Age aside, California’s traffic safety partners are asking for the public’s help in making this April’s distracted driving awareness campaign successful.

“It is important to note that the success of this campaign is not measured by the number of citations the officers write, because we are hoping that by calling attention to this effort we will gain voluntary compliance,” added Commissioner Farrow. “The success of the campaign is measured by the number of lives saved.”

Don’t be “zombie” drivers; focus on the task of driving when you are behind the wheel. Remember, whatever the distraction, “It’s Not Worth It!”

County Supervisors Provide Funding to Assist Tourism Projects Efforts to bolster the local visitor industry received a significant boost this week as Kern County began handing out $100,000 worth of financial assistance through its popular Tourism Promotion Grant Program.

The first awards of the current grant cycle were dispersed to recipients this week on behalf of the Board of Supervisors, who approved the awards. Now in its 11th year, the program has provided 241 grants totaling $1,765,000 since its inception in 2001. The program is administered by the Kern County Board of Trade on behalf of the Board.

“The Board of Supervisors understands the value of tourism and the important role many of our non-profit organizations play in our local visitor industry,” noted Board of Supervisors Chairman Zack Scrivner. “They represent their communities admirably, often with little or no resources. The grant program provides ideas that would otherwise struggle or die due to lack of funding an opportunity at success. When they succeed, so does the Kern County economy.”

According to the Board of Trade, visitorship is a major economic force in Kern County.

“The state puts the value of visitor spending within our county at well over $1 billion a year,” explained Interim Executive Director Dave Hook. “Visitor dollars mean jobs for our communities and tax revenue for our county and cities – taxes that don’t come from local pockets but do help pay for the services our residents deserve and enjoy. “It’s important that the County encourage and develop opportunities to build our visitor industry.”

Direct marketing aimed at out-of-county visitors was this cycle’s focus. The Board of Trade received 23 grant applications, of which 18 received either full or partial funding. Requests were evaluated by an independent committee with awards based on their potential to increase the number of tourists coming to Kern County or increase their length-of-stay. Grants were limited to $10,000 per project or organization.

Maximum awards of $10,000 went to three organizations. Bakersfield Sports Foundation received funding to support out-of-county advertising for Stage 5 of the Amgen Tour of California, scheduled for Bakersfield this May; Taft Rotary Foundation was awarded a grant to support is “Destination Taft” billboard campaign; and Center of the World Festival Inc. was granted money to advertise the growing Native American celebration at Mount Pinos.

Grants supporting promotion of specific events included $8,400 to the NHRA Motorsports Museum to support the California Hot Rod Reunion. $8,000 for advertising the annual Car and Bike Show sponsored by the North of the River Chamber of Commerce, $6,050 to promote the Kern River Valley Art Association’s Sierra Arts and Crafts Festival, $4,000 to support the annual Mountain Shakespeare Festival at Pine Mountain Club, $2,500 to aid the Central California Paint Horse Club’s “Spring Fling” event, and $1,400 for the United Square Dancers Association’s annual Bakersfield Fiesta.

Tehachapi Heritage League ($5,100) and Greater Tehachapi Economic Development Council ($2,850) were each awarded grants for portions of a combined effort the upgrade and promote a visitor-related web site. Cantil-based Friends of Jawbone received $6,000 to place advertising extolling the virtues of East Kern off-roading in Southern California cinemas.

General visitor awareness programs for the Buena Vista Museum of Natural History ($7,000), Kern River Tubatulabal Paiute Council ($5,200), Mojave Transportation Museum Foundation ($5,000), Kern River Valley Chamber of Commerce ($4,500), and Spotlight Foundation ($4,000) rounded out the awards.

Eligibility was limited to non-profit organizations with marketing projects designed to increase the number of tourists coming to Kern County or lengthen their stay. Awards were capped at $10,000 per project or organization.

A total of 21 applications for aid were received, with an independent review panel recommending 17 of those projects for full or partial funding. The final awards were approved by the Board of Supervisors last The California Travel and Tourism Commission put total visitor spending statewide at $80.7 billion during the last reporting period, with $1.12 billion of that in Kern County. Visitor spending is credited with sustaining over 13,500 Kern County jobs with over $318 million in payroll, providing $65.4 million in tax revenue including $14.3 million paid to the County and local cities -- primarily through sales and lodging taxes.
