Fracking Myths Shouldn’t Dictate Energy Policy

By Drew Johnson At 8 percent, the California unemployment rate is one of the highest in the country.

The state legislature apparently likes it that way. California lawmakers are on their way to banning a technology that could create 200,000 jobs, inject millions of dollars into the state’s economy, and create a clean, reliable source of energy.

A bill making its way through the Legislature would outlaw hydraulic fracturing -- or fracking -- at least temporarily. Now it appears that lawmakers in New York, New Jersey, and Pennsylvania are jumping on the anti-fracking bandwagon as well. These states have also come out with measures that would restrict the drilling technique.

The problem is, policies aiming to ban fracking aren’t supported by facts. Fracking is a safe, proven drilling technique that has been around for years. Lawmakers must stop letting emotions and fear rule their decisions, and must start basing energy policy in reality.

Fracking, or hydraulic fracturing, is a decades-old method of using a high-velocity mixture of water, sand and chemicals to blast through rock to release oil and gas deposits. This technique has safely and successfully tapped abundant natural resources from more than 1 million wells nationwide -- and over 1,500 in California alone.

But last month, the California Democratic Convention unanimously approved a platform urging the state to enact the ban. They argued that fracking causes birth defects, pollutes groundwater and even triggers earthquakes. These Democrats say policymakers need time to determine whether fracking can be allowed to resume in the future.

Such caution would be reasonable if the concerns about fracking were based in fact -- but there is already a mountain of research available that establishes the safety of fracking.

Some anti-fracking extremists like to argue that fracking causes birth defects. In reality, the one Coloradofocused study zealots cite when making that claim has been thoroughly discredited by the Colorado Department of Public Health and Environment for its faulty science. In fact, the health department insisted on the disclaimer: “[This agency] specifically disclaims responsibility for any analyses, interpretations or conclusions.”

Another unfounded claim leveled by fracking opponents is that the chemicals used in the process contaminate drinking water. President Obama’s own administration admits that accusation is bogus. Former Environmental Protection Agency (EPA) administrator, Lisa Jackson told Congress that she knew of no “proven case where the fracking process” affected water. The EPA itself has even used hydraulic fracturing to help clean up hazardous Superfund sites.

Maybe the most outlandish claim is that fracking causes earthquakes. A U.S. Geological Survey scientist who investigated this claim unequivocally declared that there is “no evidence that fracking is related to the occurrence of earthquakes.”

Environmentalists often contend that they argue on the side of science. But green activists trying to shut

And these attacks on the drilling technique are far from harmless. Fracking has been instrumental in revitalizing the energy sector. Banning it now would ravage the economy, lead to massive unemployment and threaten America’s growing energy independence.

Last year, fracking supported 2.1 million jobs and contributed $284 billion to the U.S. economy. As a result, our country has achieved the highest levels of oil production in 25 years. The increase in domestic crude and natural gas production has made the U.S. more energy independent. In 2005, America imported 60 percent of its petroleum products. Thanks to fracking, that number is down to 28 percent this year.

Thoughtful debate about the benefits and drawbacks of fracking should be encouraged in California and across the United States. When that happens, the advantages of fracking become evident. All too often, however, discussions about fracking are met with spurious attempts to attack and even prohibit the practice based on bogus science and tawdry fear-mongering.

Unfounded fear must not stand in the way of the most promising and exciting energy revolution we’ve experienced in over a century. That’s something lawmakers must remember when contemplating legislation that could suddenly inhibit this progress.

Miller Time Hi Everyone, I have mentioned this before, but there seems to be a prevailing thought in our government that you need to be more worried about keeping your job than doing your job. The two most glaring examples of this are the scandals of the Veteran’s Administration (VA) and your and my favorite, the good old IRS. Being a Veteran and a veteran with a service connected disability, I am very disappointed and sadden that veteran’s are literally dying before they can get in to see a doctor. The Veteran’s hospitals, if you did not know are not trauma centers nor do they have emergency rooms.

Not all veterans are eligible. They are not linked with other private or public run hospitals. You need an appointment to be seen and that’s the rub. To be seen you have to prove your disability or illness is service connected, and that doesn’t necessarily mean you had to have been in combat. The process is long and arduous, filling out countless forms, and many meetings to prove or disprove your claim. Now, after all these years, you would think that the VA would be working on processes that would speed up the waiting period and that the staff of the VA from top to bottom would be doing everything possible to serve our nations defenders of freedom.

Apparently not. What we are finding out is that management is juggling the books to reflect that it is better on paper not what is in reality. All this to get yearend bonus’s on the back of disabled vet’s and some who died because of it. What could be more shameful and sickening?? Bonus’s, when did we start allowing government employee’s to get bonus’s for not doing their jobs; not speeding up the process; not making sure our vet’s are seen and taken care of; not working for vet’s but against them like it is a us and them situation; for squandering tax payer monies on cost overruns on hospitals that may never open. Who is running this place?? When do the mass firings start ?? Name the names of these folks that are making our VA a shambles and get rid of them. It is easy to blame the President, but he isn’t running the day to day operations. Some of these career employees have been there since Clinton or before. They think they should get their bonus’s every year no matter what, or they’ll walk.

Then the old ploy comes in to play that “we have to pay these bonus’s to retain the good managers”.

Government Oil Assessment Study Will Examine State’s Hydralic Fracking, Futher Restrictions Possible Call for Literature Submissions Related to Assessment of Well Stimulation Treatments in California

Pursuant to Senate Bill 4 (Pavley 2013), the California Natural Resources Agency has commissioned the California Council on Science and Technology (CCST) to conduct an independent scientific assessment of well stimulation treatments, including hydraulic fracturing, in California.

The purpose of the report is to synthesize and assess the available scientific information associated with well completion treatments in California. The review will survey hydraulic fracturing, matrix acidizing, and acid fracturing as they are applied both onshore and offshore for oil and gas production in the state. Published information will be used to investigate the history and current application of well stimulation treatments, changes in the potential for oil and gas development in California made possible by well stimulation treatments, and evidence of environmental and public health impacts attributable to these technologies.

CCST is establishing an interdisciplinary steering committee to oversee the effort that will include experts in technical areas relevant to well stimulation and its impacts in California. Dr. Jane C.S. Long will serve as the science lead for the project and Lawrence Berkeley National Laboratory (Berkeley Lab) will be the primary research institution supporting CCST in the scientific assessment. CCST will issue the final report following peer review. “Our effort is to provide independent, scientific, peer-reviewed information that can inform policymakers,” said Susan Hackwood, Executive Director of CCST. Interested parties are invited to propose relevant, scientific literature for inclusion in the report. Literature can be submitted in two ways: 1. At http://ccst.us/projects/fracking_public/referenceSB4.php 2. Submissions can be emailed as attachments to CAFRAC@ccst.us. File formats that can be imported into bibliography software such as BibTeX(.bib), EndNote XML (.xml) Research Information Systems (.ris), or Zotero (zotero.sqlite) are preferred.

The deadline for literature submissions is July 15, 2014.

Then there is the IRS. How can an government employee come before congress and not testify and still have her job after all these months ?? Then all of sudden and coincidently her hard drive crashed around the time of the emails congress wanted and then all the top people involved in the scandal, theirs went blank too. What ?? Do they really expect anyone to believe all this ?? This isn’t about party affiliation, it is about government employee’s doing bad things, protecting their backsides, doing everything they can to keep their cushy jobs and bonus’s too. This is in your face rotten behavior and apparently no one is going to be punished. They are waiting for this to blow over for a change in congress, change of President; then suck up to the newly elected, and then business goes on as usual because these federal departments are too big, too entrenched with do nothing employees worrying more about their jobs than doing them. Of course they aren’t all bad, but there is enough waste and fraud to go around to paint with a broad brush. Doing the right thing can mean the loss of their job, so many go along. Why, because it is not their money they are watching being wasted, it is the government’s money that they don’t see as the taxpayers. Vicious cycle we are in.

Nearly July already, seemed like not long ago we were celebrating Christmas, now we’ll be on the short side to enjoy it again. Time flies as the old saying goes, as I get a step or two closer to old age it is flying along. Ginny is out of her cast, finally, and doing quite well in therapy. She crushed bones in her left wrist steeping off the back of our motorcycle. Hope we can get her back in the saddle again, as we’ve got more places on back roads to go see and explore. We have seen more of California riding our Goldwing than we would have ever seen if we had been in a car. You don’t rush the trip on a bike; you stop, enjoy, smell, and live the experience. Bikers know what I mean.

Still thinking about running for Council one more time. It certainly has been an experience these last 12 years, lots of drama, but lots to be thankful for. When you see Paul, Ron, and me, let us know how we’re doing or do we need a change ?? I appreciate the hard work our city employees put in each day, and I assure you they do their jobs, not worry about them. Things are starting to happen, but for Taft it just takes awhile. One step forward, sometimes two back, but we are gettin‘er done. The motel ground breaking is this Monday the 30th. The dominoes are starting to fall into place, just be patience like you always do, because you live here, play here, work here, learn here, and are proud to be a Taftian.

Back to the Future: New Crudeby-rail unloading facility uses Sunset Rail Road

In Kern County, the Bakersfield Crude Terminal is currently permitted to unload one rail unit (100 rail cars) holding approximately 70,000 barrels of crude per day with expectations of a final unloading capacity of two rail units and 140,000 barrels of crude daily.

Plains began construction on the terminal in September of last year and the project has employed as many as 200 workers per day, investing approximately $100 million in the terminal and related infrastructure.

Once completed, the terminal will support around sixty direct jobs in the region and generate roughly $1 million in annual property tax revenue to Kern County. The construction of this facility should rein-

(“Plains”) is completing its Bakersfield Crude Terminal (“terminal”), a facility permitted to offload many grades of North American crude to area pipelines that service refineries in Northern and Southern California.

Senate elections committee hijacks Assemblywoman Shannon Grove’s bill to protect military voting rights

The State Senate Elections Committee essentially killed a bill yesterday intended to give US voters temporarily overseas three additional days past Election Day for their absentee ballots to reach the state election offices and still be counted. Assemblywoman Shannon Grove co-authored AB 269, the Let CA Troops Vote Act, with Assemblyman Jim Patterson (R-Fresno) to especially ensure those fighting to protect the county’s voting rights are not prevented from exercising those rights.

Governor signs Assembly Bill 1606 Assemblymember Rocky Chávez (R-Oceanside) announced today that AB 1606 was signed into law by Governor Brown.

“I am excited to see this good measure signed by the Governor,” said Chávez. “AB 1606 will allow Community College faculty and classified employees to use up to 30 days of paid sick leave for bonding time with a newborn or newly adopted child.”

AB 1606 will help bring current code regulating community colleges in line with the spirit of the Federal Medical Leave Act (FMLA). Unless another agreement is made, Community College faculty and classified employees are only allowed up to seven days of paid family leave to bond with their new child. AB 1606 will expand the legislative minimum for parents to bond with their new child at no cost to the State.

“I am pleased to have seen such wide spread support for AB 1606,” said Chávez. “This bill is an important measure that will help create strong families in our communities.”

Rocky J. Chávez is a retired Marine Corps Colonel, former City Councilman and former Acting Secretary of the California Department of Veterans Affairs. He represents California’s 76th Assembly District, which includes Camp Pendleton, Carlsbad, Encinitas, Oceanside and Vista.

Members of the Senate committee forcibly added amendments, without the authors’ consent, allowing the committee members to vote for the bill, knowing the amendments would kill the bill. Leading the maneuver was Senator Alex Padilla, a candidate for Secretary of State, the position responsible for overseeing the state election process.

“I’m disappointed the Senate Elections Committee refused to protect the voting rights of the U.S. military serving us overseas,” said Assemblywoman Shannon Grove. “As a veteran myself, I know that circumstances abroad can change rapidly and without notice. Our men and women in combat cannot just walk or drive to the nearest post office like the rest of us living in the state. This bill was an important and necessary step to ensuring that their voice is heard at the ballot box.”

Grove held a press conference at the Capitol “All Wars Memorial” to publically urge the Senate Elections and Constitutional Amendments Committee to approve AB 269. She was joined by other state legislators, Blue Star Moms (an organization of mothers with children in the military), and veterans who shared Grove’s passion for the bill.

AB 269 received unanimous approval in the Assembly last year, but languished in the Senate Elections and Constitutional Amendments Committee until yesterday. Assembly members Grove and Patterson will not accept the amendments forced upon the bill by the Senate committee, because the change would have given all absentee ballots, whether from military voters overseas or voters living in the state, three extra days to arrive by mail.
