Water Polo at Taft High The newest sport at Taft High is Water Polo. The team is coed and will be playing other co-ed or boys teams. Water Polo will be played during the fall. Their first game is scheduled in October vs. Garces. Garces and Bakersfield Christian are the only other schools with Water Polo teams in the area. If one more school in the area forms a team they will get a local league. Water Polo is very popular up north and in Orange County. Hopefully there will be enough interest down the road to have a boys and girls team and several other schools get involved. If you are interested in helping this great team take off contact the Coach, Nathan Usrey. Water Polo is one of the toughest sports out there. Coach Usrey was a great swimmer when he was in school. When I was a Freshman he was a Senior. The group of Seniors he swam with made some amazing accomplishments. They won SSL and Valley all 4 years of high school in swimming. There have been a lot of successful classes at Taft High but not many can say they won Valley all 4 years. Under great coach, Rick Woodson I was lucky enough to be part of the 1992 Valley Championship Team.

As you probably heard, the Taft High Swim Team had a great year. Soon the boys will have their “2014” added to the Gym Wall above the swimming pool with all of the other SSL Champions. The Taft Tigersharks are having an excellent season as well. The success of the Tigersharks the last few years will really pay off when these talented swimmers reach High School. The Taft High Swim Teams were the best around in the 70’s, 80’s, and until the late 90’s. They came back and had some great years in the 2000’s with Matt Moon, Craig Pollard, and several others. For the kids playing both water polo and swimming we will see several more SSL Championships in Taft High’s future.

On a different note, one of Taft’s greatest men and our Historian Pete Gianopulos is turning 90 years old on August 22nd. Pete has been involved in just about everything in Taft over the years. If you have a question about Taft he is the” go to” man. He is a Veteran, a former Taft Mayor, a retired educator, historian, father, grandfather, great grandfather, friend to anyone that knows him, and a man of God. I was lucky enough to be in TV Productions at Taft High when Pete started Taft Heritage. I learned a lot from that show and loved meeting the great guests. I enjoy reading Pete’s article “Remember When.” As a kid Pete stopped by a lot to see my Dad about Oildorado items. Pete, my Dad, Jerry Peavyhouse, Mary Dillard, and Vic Borrecco were at the house often working on Oildorado stuff when I was a kid and I loved that Oildorado Crew. Pete was retired when I got to Taft High but he was there most days and I enjoyed bumping into him. His grandson Rodney Grantham has always been one of my best friends so Pete always kept an eye on us. Pete’s family had an early Birthday Party for him last weekend. There was an fantastic slideshow of his life. He has done so much for Taft and touched so many lives. When you see Pete around town, wish him a happy 90th. Happy Birthday Grandpa Pete!

In addition to the Taft swimmers having a great year and Pete turning 90, the Westside Little League had an outstanding season. There was a couple different age All Star Teams that were very successful this season. They all had a great run but could not compete with the home teams and their one sided politics. The good news for Taft baseball fans is that there are lots of talented kids that will be back at it next year keeping Taft on the map and hopefully they will have better umpires when they travel. The West Side Little League did an outstanding job representing Taft this year.

If you haven’t noticed yet, the dirt work has started for the new Best Western, new blacktop is being layed in Taft Heights. It is hot but things are going in the right direction in Taft. Stay positive Taft!

Thank You From Your Taft Chamber, 2014 For the second year in a row, the Taft District Chamber of Commerce successfully brought Fireworks to Taft for the Fourth of July to the Rails to Trails. This huge accomplishment would not have been possible without the support of our community.

We would like to personally thank each and every person who dropped change in our buckets, donated their time, and supported the event through sponsorships, monetary donations, and participation. Your efforts have not gone unnoticed and your support is vital to our community.

This year, we had four Platinum sponsors including the City of Taft, Advanced Industrial Services, Linn Energy, and Chevron. Our Gold sponsors include Aera Energy, Southwest Signs, Huddleston Crane, and Oxy. Many other businesses and groups donated money to the cause including Colston Construction, Fastrip Food Store #929, Hall Ambulance Service, Jerry Melton & Sons Construction, Braun Electric Company, Dr. Tang, McKittrick Waste Management, Pizza Factory, Midway Laboratory, Westside Furniture, Snow Well Services, Taft Sportmen’s Club, Lincoln Class of 2014, and James Swearengin.

Events of this magnitude could not take place without the support of the City of Taft, Chamber Board of Directors, and area businesses. Many thanks to Taft Union High School for the use of pop-ups for shade, True Value employee Ray Alonzo, who took time on his day off to deliver and pick up chairs for the VIP section, and Fastenal for donating water to the Chamber to use at the event. Along with other volunteers recruited by Kenny Schuyler, West Side Recreation provided us with 8 volunteers for set up and tear down as well as monitoring of the perimeter of the fall out zone to ensure the safety of our residents. We would like to recognize the City of Taft Public Works Department for their hard work setting up the perimeter required for the event and cleaning the streets prior to and after the event.

Thank you to the vendors and Taft Petroleum Club for their participation and to Westside Waste Management for providing trash and recyclable containers.

A special thank you goes out to Battalion Chief Brent Moon and the Kern County Fire Department for not only assisting in setting up the fireworks display, but saving the day by fixing the flag at the Taft Oilworker Monument.

Crews brought the ladder truck to tie the flag properly, which had fallen due to the wind. Brent spent the entire day and night working with the pyro technician to ensure the firework display was safe to ignite. While the show was a bit delayed, it was well worth the wait!

Prior to the start of the fireworks show, the American Legion and Patriot Guard rode their motorcycles, adorned with American flags, along Sixth Street as a show of support for our veterans. Thank you to Laura Geiger for organizing the ride. Our event would not be complete without the live music from Divided Highway, Kayla Schuyler, and X-Statik and we appreciate their participation.

As we end this event on a high note, we are looking forward to next year already. Questions have been raised as to whether or not the new hotel will affect the ability to use the Rails to Trails for the Fireworks Show. We are optimistic that we can make it work and will continue to work hard to bring another show to Taft for 2015! Please consider making a donation so we can increase the length and size of the show. This year was awesome with the larger shells and longer show.

State Water Board Approves Emergency Water Regulations West Kern Water Water District Board To Meet Tuesday to Consider Stage 2 Drought Restrictions

The State Water Resources Control Board approved an emergency regulation Tuesday to ensure water agencies, their customers and state residents increase water conservation in urban settings or face possible fines or other enforcement beginning August 1st, 2104.

In response, the West Kern Water District will meet Tuesday at 6 p.m. to consider implementing the district’s Stage 2 Drought response plan, which would take effect August 1st.

Stage 2 Restrictions would include such water conservation measure as: - Outdoor landscape Irrigation restricted between the hours of 10am to 5 pm - Restaurants serving water by request only The Stage 2 restrictions would apply to customers in the West Kern Water District if approved by the district board of directors on Tuesday, July 22nd.

The state’s new conservation regulation is intended to reduce outdoor urban water use. The regulation, adopted by the State Water Board, mandates minimum actions to conserve water supplies both for this year and into 2015. Most Californians use more water outdoors than indoors. In some areas, 50 percent or more of daily water use is for lawns and outdoor landscaping.

“In the instance of waste, we will first do a warning,” said Harry Starkey, manager of the West Kern Water District.

“There are no fines in place at this time and we want to do this sensitively, while getting people to volunteer in the conservation effort.”

Many communities and water suppliers have taken bold steps over the years and in this year to reduce water use; however, many have not and much more can and should be done statewide to extend diminishing water supplies.

With this state regulation, all Californians will be expected to stop: washing down driveways and sidewalks; watering of outdoor landscapes that cause excess runoff; using a hose to wash a motor vehicle, unless the hose is fitted with a shut-off nozzle, and using potable water in a fountain or decorative water feature, unless the water is recirculated.

The regulation makes an exception for health and safety circumstances.

Larger water suppliers will be required to activate their Water Shortage Contingency Plan to a level where outdoor irrigation restrictions are mandatory. In communities where no water shortage contingency plan exists, the regulation requires that water suppliers either limit outdoor irrigation to twice a week or implement other comparable conservation actions. Finally, large water suppliers must report water use on a monthly basis to track progress.

Local agencies could ask courts to fine water users up to $500 a day for failure to implement conservation requirements in addition to their existing authorities and processes. The State Water Board could initiate enforcement actions against water agencies that don’t comply with the new regulations.

Failure to comply with a State Water Board enforcement order by water agencies is subject to up to a $10,000 a day penalty.

City Council and Planning Commission

By Jerry Livingston J.D. The City Council, on Tuesday, in what may be the shortest council sessions in years, selected two of its member, Dave Noerr and Randy Miller to serve on an Ad Hoc Committee on Annexations.

Noerr and Miller will join Planning Commissioners Orrin and Thompson.

The Council will look to appoint two members of the public to the committee once they have received and reviewed applications submitted to the City Clerk for their consideration.

Members of the public who would like to serve on the committee must submit a letter of interest in a timely manner. The applicants must be residents of the city of Taft and over the age of 18.

Mayor Linder stressed that the City was “not jumping out and grabbing land but were just exploring possibilities.”

In other action at the council meeting City Clerk, Alina Megerdom, announced that the City Clerks office was now accepting nomination petitions for this falls City Council Elections. The nomination period opened July 14th and will end on August 8th and will be extended to the 13th of August if any incumbent fails to submit nomination papers.

The Planning Commission met for their monthly meeting on Wednesday and held three public hearings The Commission finalized its review of proposed amendments to the City’s sign ordinance.

The proposed amendments will require signs with “a substantial amount of sign copy...” using a “…language other than English…shall be worded both in English and the primary language or languages involved.”

The ordinance will exempt temporary political signs provided the meet certain size and location restrictions and are placed “…no sooner than 45 days before an election.”

Political signs must be “…removed within 15 days after an election to which the sign relates.”

Other signs covered in the exempt category are: garage/ yard sale, holiday window painting, temporary window signs, temporary posters, on-site construction announcements, flags and flagpoles and A-frame and sandwich board signs.

In addition to approving the emergency conservation regulation today, the State Water Boardmade a plea for water suppliers, communities and businesses to do even more. For example, water agencies are being asked to step up their programs to fix leaks and other sources of water loss, use more recycled water or captured stormwater, and find additional ways to incentivize demand reduction among their customers.

The new regulation was developed following two drought emergency declarations by Governor Brown. On January 17, Governor Edmund G. Brown Jr. issued a drought emergency proclamation following three dry or critically dry years in California.

The April 25 Executive Order issued by the Governor directs the State Water Board to adopt an emergency regulation as it deems necessary, pursuant to Water Code section 1058.5, to ensure that urban water suppliers implement conservation measures.

As drought conditions continue, the State Water Board may revisit this regulation and consider other measures to enhance conservation efforts throughout the state. Following Board adoption, the regulation will likely go into effect on or about August 1, following submittal to the Office of Administrative Law. The emergency regulation remains in effect for 270 days, unless extended by the State Water Board due to ongoing drought conditions.

The Independent dropped by this week to check in on the construction of the new hotel and discussed the grading operations underway at the site.

We spoke with William Mcelvey the site supervisor for the project and asked him to explain what they are attempting to accomplish.

“We are preparing the site for the laying of its foundation, once we have excavated to an appropriate depth we will be returning the dirt to the hole in six to eight inch increments were the earth will be wet down and then compacted to provide a more stable base for the hotel’s foundation.’

Taft Chevrolet Permantly Closing Inmate Walks Away from TCI

by Michael Long, Publisher Taft Automobile Center, the former Taft Chevrolet Dealership located at the corner of North and 5th Streets in Taft, is closing its doors permanently after 10 years in business.

Devinder Bains, owner of the car dealership said that he was closing the shop for purely business reasons after 10, sometime difficult years.

“We were here during the very tough times for GM auto dealerships across the country,” Bains said. “But we stuck it out because we liked Taft and the community supported us.”

The dealership, formerly known as Taft Chevrolet, dropped its ties to Chevrolet nearly 2 months ago after Bains had opened a Chrysler-Dodge dealership in Turlock, California.

Bains had planned to keep the dealership open and sell used cars, but the lack of business forced Bains to close the dealership.

Bains said he gave all his employees 30 days notice of the closure, and a full 30 days pay whether they stayed on the job or moved on to new employment.

“They really deserved this, but all of them decided to stay until the end,” Bains said.

City Councilman Orchel Krier said that Bains was a dear friend and a great benefactor to Taft.

“With the downturn in business, Devinder decided to move on to Turlock where his new dealership is located,” Krier said. “It’s a real lose for Taft car owners.”

Taft City manager Craig Jones said that it was unfortunate for people needing factory service on their new cars.

“Unfortunately, it leaves the city without a new car dealership with warranty service,” Jones said. “Fortunately the city still has several automobile repair shops where they can still get their vehicles serviced.”

New car dealerships car be a large sales tax generator for cities, but according to Jones not much was coming from new car sales indicating that business was down at the dealership.

Jones said that he will be approaching the GM dealership in Bakersfield to see if they would be interested in opening a service center in Taft.

While the shop is closing down, employees will still be on site until July 31st.

On July 11, 2014, at 4:58 PM, while conducting the official count, staff at the Taft Correctional Institution discovered one inmate was missing from the Institution’s Satellite Camp facility. The Satellite Camp is a minimumsecurity facility that houses approximately 550 federal inmates.

There is no security fence around the facility, which is common for a minimumsecurity facility within the federal prison system.

Taft Correctional Institution immediately contacted all appropriate law enforcement agencies including the Taft Police Department, Bakersfield Police Department, Kern County Sheriff ’s Department, California Highway Patrol, Federal Bureau of Investigation, Federal Bureau of Prisons, and United States Marshals Service.

Lionel Alvarez, Register Number 59028-112, was sentenced on April 2, 2012, in the Central District of California, to 189 months in federal custody for Conspiracy To Possess With Intent To Distribute and To Distribute of Cocaine. He arrived at the Taft Correctional Institution Satellite Camp on May 30, 2014. His projected release date was February 20, 2024.

Lionel Alvarez, a 34-year-old white male of Hispanic origin, was born in Los Angeles, California on November 16, 1979. He is 5’7” tall, and weighs approximately 190 lbs. with brown hair, and brown eyes. He has a horses, skulls, and flames collage tattooed on his top right arm, an eagle and a snake tattooed on the top of his stomach, an Aztec collage tattooed on the top of his back, a dragon, fish and jaguar collage tattooed on his top right leg and an Aztec skulls collage tattooed on his top left arm. He has used the following aliases: “Frog” and “Frog Dog.” There is no employment information available for Lionel Alvarez prior to his incarceration.

Taft College Loses Beloved Dog Ginger Taft College lost a good Friend this week.

The free-spirited yellow brown lab mix dog known to all as Ginger had to be put down today, according to Mike Capela, because of a neck tumor that was causing the dog trouble eating and Photo by Laura Riss drinking.

Capela, Director of Maintenance & Operations at Taft College, was the unofficial caretaker of the dog who freely roamed the campus and Ford City community for many years.

Cappella said that a Bakersfield based mobile vet had been caring for Ginger, who had several infections and tumors removed recently.

“We had the mobile vet here today because of a big lump on Ginger’s throat this morning,” Cappella said.

“The vet found that she had a large tumor and told us it was time to put her down so she would not suffer.”

“It was very difficult but the right thing to do,” Cappella said.

The Mobile Vet had been treating Ginger for the past few months.

Ginger was 3 months short of 14 years old and had a wonderful life at Taft College.”

“She will surely be missed,” Cappella said.

Arizona Pilgrim, Caitlyn Emberson, Haylee Tracy Team- TUHS 2014 Softball Team When individuals discuss the most dominant sports teams of all time at TUHS, Taft’s 2014 D-4 Valley Championship softball team is right there near the top. Not only have the team’s accomplishments been recognized locally, but they have also gained statewide attention. Cal-Hi Sports recently named Arizona Pilgrim, Caitlyn Emberson, and Haylee Tracy to their All-State Softball Team. All three girls were also named 1st team All-Area, with Pilgrim earning All-Area Co-Player of the Year. By looking at the statistics they put up this year, it’s easy to see why they gained this recognition.

Pilgrim went 30-2 on the mound with a 0.76 ERA while striking out 243 batters in 165 innings, Emberson hit .587 with 11 homers and 66 RBIs while only committing 1 error on the season, and Tracy hit .505 with 8 homeruns and scored 62 runs.

Both Arizona and Caitlyn will be returning next year for their senior year while Haylee will continue her softball career at University of Evansville in Indiana. Congratulations girls and keep up the good work!

Clivette Juanita Simmons Clivette Juanita Simmons of Westlake Village, Ca passed away peacefully in her sleep on July 10, 2014 at the age of 93. She was born in Drumright, Oklahoma on September 1, 1920 to Earl & Rose Holderby who had emigrated from Missouri to participate in the Oklahoma land runs. The family relocated to California in 1929 where they settled in Ventura, Ca. “Gramma Simmons”, as she was affectionately called by all of her friends and family was a graduate of Ventura High School and Ventura College and was past Honored Queen of Jobe’s Daughters Bethel 89 of Ventura, Ca. After a brief employment with Shell Oil Company she married in 1940 and moved to Taft, Ca where she lived until 1994 when she relocated to Westlake Village, Ca to be closer to her grandchildren whom she loved so much.

After her children were raised, she worked for the Kern County Parks Department and as a personal assistant to Supervisor Vance Webb from 1973 until 1977 when she became the full time assistant to the Kern County Fourth District Supervisor’s office, serving Vance Webb and Trice Harvey until 1987.

Clivette was preceded in death by her husband, Frank Earl Simmons, in 1989. She is survived by her daughter, Linda Louise McIntosh, and her son and daughterin-law, Edward Earl Simmons and Mary Simmons, three grandchildren (Taylor, Brett and Morgan) and several nieces and nephews and their families.

A private graveside interment will be at Westside District Cemetery in Taft, Ca. at 11 AM on Saturday, July 26, 2014.
