The Taft Bond One of the many things I like about Taft is the Taft Bond.

No matter if you live in Taft or you use to live in Taft you will always have a Taft Bond. Most places you go people know of Taft either from Oil, the movie “Best of Times,” or Taft College Football. In Taft you may not know the name of someone but you know their face. Taft people always help one another out. Whether it is for the Taft Fireworks Show, Fundraising BBQ’s, or Taft Relay for Life, Taft steps up. Every time I see a Taft Obituary I read it. I might not know the person that passed away but I will probably know some of their family members.

If you have ever lived in Taft you were very excited about the Wildcat Softball Team winning the Valley Championship and are looking forward to them doing it again next year.

In January of last year Taft High had a horrible incident that hurt the entire town. As soon as I heard about it I was scared to death like everyone else in Taft. I know a majority of the Taft High Staff and have a lot of friends with kids there. It was great how many people came out for the Taft Prayer night at A Street Park a few nights later. Please keep Bowe Cleveland in your prayers.

Currently James and Lori Walsh’s son Chris Goin is battling AML Leukemia and as always Taft stepped up. As soon as the Taft IDPA heard they decided to donate their profit from their July Match to Chris. Thank you to Aaron Burt, Joe Little, Wes Morris, and the rest of the Taft IDPA. They are currently planning an Auction and Spaghetti Dinner at the Taft Mobile Home Park Club House on August 9th.

I have been to the Pismo Beach Moose Lodge several times.

Soon as you say you are from Taft they immediately get more friendly and say how much they like the Taft people that come in. They treat you like family just because you are from Taft. When I was a kid I did not like going to the grocery store because my mom would talk to so many people and it seemed like we were there forever. These days my daughter will tell me she does not want to go to Albertsons because I talk too much and we are there to long.

I enjoy watching the kids at Parkview and Lincoln Jr. High when they see Officer Martinez. All of the kids love him and they should because he is a great cop. Officer Martinez is the School Resource Officer at the Taft City Schools.

The bond made between these kids and Officer Martinez will last forever. Good or bad they will run into Officer Martinez down the road in Taft. As a kid I remember that Taft had some great Cops like Don Arnold, our now Chief Ed Whitting, and many others. I still love seeing these great guys not only because they are great cops but because they are great guys. I grew up really liking and respecting our Cops just like the kids do now with Officer Martinez.

I eat at Pizza Factory a lot. I love the food, TV’s, salad bar, lunch buffet, the games for my daughter, and I love Sherry and Felix. Pizza Factory does so much for Taft and their Pizza is amazing so I have a great bond with them. There are several other businesses that I like for the same reasons.

As a Kindergartener I had Ann Coker as my teacher, had Marlene Mudge in 5th Grade, and Russ Emberson, Rick Woodson, and Arley Hill as Teachers and Coaches at Taft High. I still enjoy seeing all of them around Taft. I camp every year with several Taft people and several other ex Taftians. We talk about all of our old Taft memories and even do the good old Lincoln Jr. High spell out from time to time. Everyone has great Taft memories and with the new Sandy Creek Estates coming soon, I hope several new families and some ex Taftians move here to make new Taft memories and expand our Taft Bond. Taft is not perfect but it is great overall. I love Taft and I love the Taft Bond. It is hot so many Taftians will be heading to Pismo where several other Taftians will already be, so enjoy the clean air, nice weather, and the Taft Bond. Stay Positive Taft.

If you’ve filled your tank in the past few weeks, you’ve probably noticed the recent spike in gas prices. The national average price of regular unleaded is getting closer and closer to $4.00 a gallon.

One part of the price increase may surprise you. And that portion could add up to 50 cents per gallon to what you pay at the pump during the summer’s peak driving months.

Higher gas prices are just one of the many unintended consequences of the Renewable Fuel Standard (RFS), which demands biofuels to be blended into the gasoline you buy.

This ill-conceived policy is hurting American motorists, consumers, and farmers -- all to solve a problem that no longer exists with a solution consumers do not want. It’s time for lawmakers to scale back the RFS before it does any more damage to your car and our economy.

Enacted in 2005, and expanded in 2007, the RFS was created on the assumption that increasing ethanol production at home would make the United States more energy secure.

Frantic policymakers looked for an easy way out, and sought to create a market for renewables by establishing mandatory targets for the blending and sale of biofuels.

Under Congress’s theory, renewables would become cheaper and more abundant -- eventually displacing costly fossil fuels. The energy crisis would be averted.

But all of these government predictions have proven off-- way off. Thanks to the fracking revolution, domestic energy production has surged even as new fuel-efficient technologies have caused gasoline consumption to decline.

Meanwhile, next-generation biofuels haven’t lived up to the promises their lobbyists have been claiming.

Yet the RFS keeps ratcheting up the amount of biofuels -mostly ethanol -- to be added to the gasoline supply.

Last year, the government allowed a partial waiver, conceding the practical limits on ethanol blending. Lower demand for gas, relative to the amount of ethanol that’s mandated, has already pushed energy producers up against the “blend wall” of 10 percent ethanol.

Despite the scientific evidence, the Environmental Protection Agency (EPA) has approved fuels with a 15 percent ethanol (E15) blend for use in newer vehicles. But auto manufactures warn that higher levels of ethanol -- which is basically a solvent -- could damage car engines, corroding metal parts (including carburetors) and degrading internal plastic and rubber components. The EPA’s assurances that this is safe ring hollow since you will be the one paying for these major E15 auto repairs out of your own pocket.

Ethanol is not only hard on engines -- it’s also less efficient than regular gas. Ethanol contains 33 percent less energy than gasoline, which means vehicles will cover fewer miles per gallon, and consumers will need to fill up more often.

The process of producing ethanol threatens water resources, and even emits greenhouse gas emissions at a higher rate than fossil fuels. All of this means we use more energy to produce a gallon of ethanol than we get from it -- a net loss for energy efficiency and the environment.

But the worst impact of RFS for the consumer is being felt at the grocery store. Since most of the ethanol used for fuel in the United States comes from corn, the mandate depletes the supply of feed for livestock, making it more expensive for farmers to raise cows, chickens, and pigs. Consumers end up bearing the brunt of prices made artificially high by the mandate.

Grocery prices are increasing and packages are getting smaller.

Under the RFS, the average grocery bill for families has grown by $2,000 annually. Lower-income families, who spend a greater percentage of their paycheck on groceries, have been hit especially hard -- so much so that poverty advocates are now demanding that U.S. corn feed mouths rather than fuel tanks. According to Oxfam America, the grain required to fill an SUV’s gas tank with biofuels is enough to feed one person for a year.

By dictating unrealistic levels of ethanol in our fuel supplies, the RFS will ultimately force refiners to raise the price of gasoline to pay fines to the EPA, unnecessarily spiking the cost of already expensive gas without any offsetting advantage.

We have tried RFS, and it has failed miserably to meet its goals while creating a host of costly new problems. At a minimum, the EPA should prevent further harm to Americans and scale back the mandate for this year. But if we are to undo the economic damage already caused by the RFS, what we really need is Congress to repeal this mandate.

Kern’s Property ValuedAt $97.5 Billion for Coming Fiscal Year Special Announcement: To inquire as to whether your property is in a decline in value status or the current market value is less than your property’s Proposition 13 base value, please access the Assessor’s website at http://assessor.co.kern.ca.uslpropertysearch/index. php. The 2014 taxable value will be displayed along with your Proposition 13 base value difference, if any. This will indicate if your property is benefitting from a decline in value. It will be necessary to provide your street address or Assessor Parcel Number to accessyour information.

Kern County Assessor-Recorder, Jim Fitch, announced today that his office has determined that the taxable value of Kern County property for the fiscal year beginning July 1, 2014 at $97.5 billion. This total, for fiscal year 2014-2015, represents an increase of approximately $5.2 billion or an increase of 5.6% in assessed values.

Typically, property tax revenues are one of the largest sources of revenue for counties, cities, special districts and schools. Property tax dollars generated close to $975 million of General Tax Rate Dollars and the County’s share is close to $390 million, an increase of approximately $15 million for all necessary County services.

Kern County continues to experience a major turnaround for the market value of residential properties. The Assessor’s Office reviewed over 200,000 properties for lien date, January 1, 2014. We are required to assess a property at the lower of market value or the property’s factored Proposition 13 base value. Currently there are close to 75,000 properties in a decline in value status in which the property’s market value has fallen below the factored Proposition 13 base value.

After the downturn of residential market value beginning in 2007 the Assessor’s office lowered 110,000 properties. The lowering of these values saved many residential property owners thousands of dollars in property taxes. Due to the turnaround in the market some 90,000 properties will see an increase in their assessments for the upcoming year due to an increase in market value. As the market value increases, the Assessor will continue to raise these values until it reaches a property’s Proposition 13 base value. Along with these increases, real property, commercial, industrial, and agricultural properties increased by close to $3.2 billion in assessed value for the year. The largest city assessed value increase was Wasco at nearly 13%, Delano was next with 9% and Bakersfield City with an 8% increase.

Oil and gas properties make up close to 32% of the assessment roll. Due to their value and complexity, they are some of the most difficult valuations performed by this office. These properties saw an increase in assessed value of approximately 1.4 billion.

This increase is mainly due to new construction, additional reserves and the continuation of a forecasted oil price to remain high. Many of our assessment appeals involve these high dollar petroleum properties. These appeals require a great deal of the staffs time and resources.

Wind energy properties are still under review and may see a reduction in values.

Overall agriculture properties increased in value due to the new planting of nut trees and vines. The Assessor’s office took into consideration the continue drought we are experiencing in Kern County.

The Assessor’s Office is responsible for over 400,000 individual assessments. Within these assessments, the office must determine ownership,

5 mailing address, mapping, location and the value of the assessment. The Assessor maintains a record of the age, quality, remaining economic life, and other characteristics for each real or personal property item to assist in determining assessed value.

The Assessor renders opinions of value, either for the base value, or the market value of a property. Mr. Fitch urges property owners to contact his office if they feel their valuation is not reflective of one of these values for January 1,2014. He added that his office is committed to ensuring all property owners pay no more in property taxes than what is prescribed by law. He also reminded homeowners it is not necessary to contract with or pay outside companies for a review of their assessed values. His office is very proactive in lowering these values when warranted.

Property owners without access to the County website can obtain a printed value notice by calling the Kern County Assessor’s office at 661-868-3485, or by writing or coming into the Assessor’s office located at 1115 Truxtun Avenue, 2nd floor, Bakersfield, CA 93301.

Mr. Fitch concluded by stating that he is proud of his staff for the diligent efforts they made to close this assessment roll timely in a year in which they processed another record-breaking amount of work.

Stage 1 was a voluntary stage asking customers to save water at a target rate of 15%, stage 2 is a mandatory stage looking to conserve water at a rate of 15% and 25%.

As previously reported in the Independent the State Water Authority Board adopted urgency regulations that required water suppliers to implement water conservation measures to reduce outdoor urban water uses.

Mandatory conservation measures include:

• Hoses will be equipped with shut-off nozzles, driveways, street/parking lots, sidewalks, or buildings may not be hosed down unless necessary for health or safety reasons.

• Avoid excessive water that runs off onto sidewalks, streets, or gutters

• No residential and commercial landscaper irrigation between 10 a.m. and6 p.m.

• Washing of motor vehicles, trailers, boats or other types of equipment shall only be done using a bucket and/or a hand-held hose with a shut-off nozzle, high pressure/low volume wash system, or at a commercial site that recirculates water on-site. Avoid washing during hot conditions when additional water is required due to evaporation.

• Restaurants shall serve water only upon request.

• Offer guest in hotels, hotels and other commercial lodging establishments the option of not laundering towels and linens,

• Pools, spas, and ornamental fountains/ ponds should be recirculating and leak proof. Draining and refilling is only permitted for health, maintenance, or structural reasons.

• Repair all leaks with-in twenty-four (24) hours of notification by the District unless other arrangements are made with the General Manger.

WEST SIDE URGENT CARE

The District is required by the state regulations to implement penalties for violations of the plan and has adopted a tiered schedule:

• A first violation will result in a customer notice in writing.

• A second violation will result in an administrative fee of $300.00 and a written notice of future escalating fees.

• A third violation will result in an administrative fee of $600.00 and notice that further violations will result in discontinuance of service.

• A fourth violation will result in discontinuance of service within five (5) working days of the date of notice. Restoration and Reconnection fees will be charged in accordance with the District’s Rules and Regulations.

Concerns were raised by Board Members regarding the Districts ability to issue new will serve letters, new potable water service, new temporary meters or permanent meters could be issued.

District Manager, Harry Starkey, said that the Plan “allows for the applicant to provide evidence of an enforceable commitment that water demands for the project will be offset prior to the provision of the new meter.” This could include the purchase of water rights by the project proponent or the payment of the District’s development fee for water. The payment of the fee will allow the District’ to purchase permanent water rights for the project.

Another method of securing water during Stage 2 was demonstrated by the purchase of 2,000 acre feet of water by the JG Boswell Company for irrigation purposes. Boswell agreed to return 6,000 acre feet of water in the purchase to be completed within three years. This is known as an unbalanced water contract.

Contracts such as these allow the District to take advantage of its current surplus today to increase its supply for the future.

Starkey indicated that it was the District’s intent to develop a stable water supply using any method available.

Federal Judge Cormac J. Carney, a U.S. District Judge, Struck down California’s Death Penalty. The Jundge ruled that California’s death penalty system is unconstitutional.

Careny handed down the order on Wednesday, finding that the system is arbitrary and in violation of the Constitution’s 8th Amendment.

The Ruling in Jones v. Chappell held “… that where the State permits the post-conviction review process to become so inordinately and unnecessarily delayed that only an arbitrarily selected few of those sentenced to death are executed, the State’s process violates the Eight Amendment.”

Carney continues “Inordinate and unpredictable delay has resulted in a death penalty system in which very few of the hundreds of individuals sentenced to death have been, or even will be, executed by the State. It has resulted in a system in which arbitrary factors, rather than legitimate ones like the nature of the crime or the date of the death sentence, determine whether an individual will actually be executed. And it has resulted in a system that serves no penological purpose. Such a system is unconstitutional.”

The court noted that of the over 900 persons sentenced to death since the state imposed the current death penalty system only 13 have been executed. Some prisoners have been on death row for as long as 25 to 30 years. In it analysis the court held California responsible for these delays by failing to properly fund and organize an effective system of appellate review.

Recreation Center To Host Benefit for Brandyn McFarland

by Laney Pait West Side Recreation and Park District will be hosting a benefit for 12 year old Brandyn McFarland who is battling Embryonal Rhabdomyosarcoma, on Saturday, August 2nd, from 10:00AM to 2:00PM at the Recreation Center, 500 Cascade Place, Taft, CA. The West Side Recreation and Park District is calling this event the “Brandyn Strong” Benefit. Part of this special event will take place on Oil Field, the unique replica to Fenway Park, just as Boston came together in the time of support and need and called it “Boston Strong”, WSRPD is inviting the community to come together for “Brandyn Strong”.

Brandyn is an active, kind hearted, passionate 12 year old. He is a skilled soccer player who plays club soccer for the Bakersfield Blades, and also played with the WSRPD soccer league with his father as a volunteer coach. Brandyn has a heart of gold and a love of all creatures big and small.

Brandyn has grown up with an appreciation of the importance of respect for others and a true love for his family, while in the same respect, he is a typical preteen. Other than the kind hearted soul that he is, there is one major thing that sets Brandyn apart from his peers. Just a few short weeks ago, Brandyn began experiencing some pain and swelling in his lower jaw, which was initially chalked up to his 12 year molars coming in. When the pain and swelling persisted and got worse, Brandyn’s parents sought answers. After visits to a dentist, oral surgeon and Maxiollfacial surgeon, it was determined that it was in fact a tumor causing his pain and discomfort. A biopsy of the tumor was taken and after an agonizing 6 day wait, his parents were given the heartbreaking news that no parent should ever have to hear. It was then that Brandyn would begin the fight for his life. He was diagnosed with Embryonal Rhabdomyosarcoma, an aggressive and rare cancer that has literally destroyed the bottom lower right side of his jaw.

California Small Business Development Center to Host Entrepreneur Training

By Jerry Livingston J.D. The California Small Business Development (SBDC) Center at California Sate University Bakersfield (CSUB) will be hosting Kauffman FastTrac Growth Venture course for entrepreneurs who have experience running a business.

The class will be presented weekly starting Wednesday, September 3, 2014 and will run through Wednesday, November 5, 2014. The course will be offered at a discounted rate of $495 about half the usual cost. The course will be held in the evening from 6:00pm to 9:30pm at CSU Bakersfield.

Some of the areas the course will focus on will include: critical decision making, planning for strategic growth, how to build and maintain a competitive advantage, plan for strategic growth and maximize cash flow for future profitability.

Their will be a limited number of scholarships available and are expected to be based on a current or proposed business plan that shows promise of success.

Athelete of the Week Madison Gregory Sport: Gymnastics Tommy Lasorda once said, “The difference between the impossible and the possible lies in a person’s determination.” With some individuals, this sense of determination almost appears to come naturally; as with the case of 7 year old Madison Gregory. In order to perform her best at competitions, Madison travels to Bakersfield 5 days a week to train at Galaxy Sports Group. As a result of her determination to be the best she can be, Madison has accomplished some impressive results at her gymnastics competitions. In Pasadena this past May, Madison took first place on Vault, Bars, and Beam; second place Floor; and first place All-Around. Her next meet will be in September to score herself out of level 5.

Liberty Under Fire Have We a Border if Foreign Children can Invade?

Harold Pease, Ph. D Clearly our borders are not protected when children can cross, reportedly unaided: if children, then anyone. If anyone then we cease to be a country. Historically borders define a country, when they cease to exist, or to have meaning or respect, the country soon also ceases to exist.

The first sentence of the Constitution, the Preamble, charges the federal government with the responsibility of providing for the common defense. All common defense powers (except the Commander and Chief component) are then listed as powers of Congress in Article I, Section 8. Protecting the border is clearly the responsibility of the Congress—who makes all the law. The executive branch enforces the law as written and understood by the Congress.

Clearly there exist laws forbidding illegal entry and clearly the executive branch has not, and is not, protecting the border. But such can be said of all presidents since before Ronald Reagan, although failure is more blatant now. I have told my students for 25 years that there would never be an effective southern border because neither political party really wanted one. I repeat this prediction today. The argument that our borders are too long to protect is easily dismissed when we reflect that the Chinese successfully kept barbarians out of China for hundreds of years by building the Great Wall without the aid of cranes, giant earth moving trucks or any other technological marvels. Today, if we really wished to restrict entry, motion detectors, electric fences and drones could stop most, if not all the traffic.

I have consistently argued that The Council on Foreign Relations—the most powerful special interest group in the United States with vast influence in both parties and also in the establishment media, would not endorse any candidate for president pushing for a real border. A border where both countries had real security aimed at preventing passage. They have another plan called the North American Union patterned after the European Union.

This plan calls for the amalgamation of Mexico, the United States and Canada into first an economic union through NAFTA, the North American Free Trade Agreement, ushered in during the Clinton Administration, followed eventually by

a political union. Canada and the United States are already near economic equals but Mexico, and Central America, added later under the Central American Free Trade Agreement, or CAFTA, is not.

The North American Union plan, which has never been denied by the CFR, the powerful wall-street special interest group, is to give Mexico and south to Panama, thirty to forty years of near open border status to gain what they call “economic commonality” with their northern neighbors before political assimilation. (For those who may not understand, political assimilation is the end of the United States, the Constitution, and Bill of Rights, as we know them). Southern foreigners would invade the United States taking the jobs Americans did not want and send some of their new wealth back home to elevate their families and the economies of their homelands.

Many would retire to their place of origin with pensions and other amenities acquired from the United States—perhaps even Social Security and Medicare. Their children would seek the middle and higher-level jobs and being bilingual would have advantage over their American peers.

Look for the internationalist, who do not understand or value our sovereignty, to come out of the closet arguing that it is now time to open the borders to all who wish to come.

Such are enemies of the republic and will destroy the United States, as we know it.

Although most of us are not ready to talk of the late, great America and believe that just getting back to the Constitution will always keep America great, the present foreign child invasion of the United States does demonstrate a non-existent border and such is a serious threat to independence and sovereignty. Apparently, the signal has been sent to prepare us for an open dialogue on actually combining the three large countries into a single, North American Union. Two notables proponents of assimilating the countries, who “have woven” this theme into their recent public speeches, are House Minority Leader Nancy Pelosi, and former U.S. military commander and former head of the CIA, David Petraeus.
