Crime in the City Crime is out of control everywhere. Everyone is getting tired of it but they are pointing their fingers at the wrong people. Everyone wants to blame local Law Enforcement but it is way over their heads these days. With AB109 that was passed it is difficult to keep the criminals locked up. The Cops arrest them but many criminals are out within 8 hours to 3 days.

The news has stories all of the time about thieves getting arrested with thousands of dollars of stolen property. They post their picture and you realize you’ve seen the suspect a dozen times on the news before for doing the same crime. Then two weeks later you see on the news that the suspect received 90 days in jail. One month later while watching the news you see the same guy being arrested for the same crime yet again. You think to yourself,” I just saw this guy get busted the other day on here, shouldn’t he still be in jail?” Well that is our system and it is not working.

No matter what is going on in your neighborhood, all Cops want to keep your neighborhood safe. Cops spend several hours on a burglary case. The Cops also get angry when the criminal does not stay in jail just like everyone else. There is nothing like getting your house broken into and losing very personal items and the thief gets away with it. Don’t get mad at the Cop when you see the local “tweaker” is released from jail in 8 hours. The Cop did not make the law, he just enforces it.

It is our right to Vote. We all need to Vote. Remember who you’re voting for because we have not done a stellar job electing the “Big Dogs”. The “Big Dogs” have not been taking care of the good citizens but seem to favor the bad. Don’t forget, these” Big Dogs” have given many of our criminals free cell phones.

No matter what your opinion is about all these crazy new laws, something needs to change. Kevin McCarthy can’t be the only normal guy up in Sacramento; we need to vote him in some help.

With ObamaCare coming things will only get worse.

I saw the movie Lincoln a few months back. It was a great movie but showed how messed up our Government was even back then. To do something right they had to do so many things wrong and President Lincoln payed the price. Please register to vote today so you’re ready for the next election.

Taft is a great town and still has way less crime than anywhere else. The Westside has a great Police and Sheriff Department.

We now have a great 4th District Supervisor, David Couch. We have a great City Council, City Manager Craig Jones, Police Chief Ed Whitting, and Fire Battalion Chief Brent Moon.

Everyone one of these people loves Taft. In Taft things have changed for the better with our leadership. All of these leaders are trying to improve the Westside but the Big Government is not doing us any favors.

If you do have a bad experience with any of these people or Departments, try not to blast them in Social Media until you call and talk to them and see what can be done. Social Media is a great way to keep everyone informed of what is going on but remember it is not always right. I saw some bad info on Social Media about a Restaurant so I did not try it for awhile. I finally ate their and loved it. I ate there several more times and it became one of my favorite restaurants. Sadly, it is now closed. I hope people’s opinions did not contribute to this happening.

In general, I get calls and e-mails all of the time with questions about crime which I never mind answering. While watching the Taft City Council Meeting the other night the Council said almost everything I tell people. Please leave outside lights on, lock your cars and roll the windows all the way up, do not post anything on the computer about being away from your home, get to know your neighbors and look out for one another.

If you see a suspicious person get all the info you can without putting yourself in danger and call the Cops. Try to get their race, height, weight, hair color, facial hair, clothes, etc to the best of your knowledge. If it is a suspicious vehicle attempt to get the license plate, color, make, model, dents, loud exhaust, tinted windows, how many people are in the vehicle, rims, etc.

Shred all mail or anything with personal info due to Identity Theft. If you have an Alley, they are like a highway for thieves day and night, so please be careful. If your neighbor’s dog is barking you might want to look outside. The neighbor might just need to take the dog inside or it might just be doing its job and being a good watchdog.

Empty Taft Correctional Facility receives two contracts to house inmates

LA County and State Send Contract Proposals After nearly two years of trying to fill an empty city prison facility, the cash strapped City of Taft has received two lucrative proposals to send inmates to the city’s Community Correctional Facility.

The CCF, which cost the city over $2 million when it was forced to close by the state nearly two years ago, has received a contract from the Los Angeles Board of Supervisors and the state of California to house inmates. The city had all but given up on trying to reopen the facility, with LA County and the state indicating that they were not interested.

The city was forced to close the CCF located on Industry Way next to the Taft police department when legislation was passed that cut state funding for several CCF’s in California and caused the early release of thousands of inmates.

The city operated the CCF on behalf of the state at a profit of nearly $1.5 million per year, and the employment of nearly 80 full time city employees.

Closure of the CCF cost the city more than $2 million in annual revenues, and to cover closure and unemployment compensations costs to the city.

The city is currently in a lawsuit against the state to recover an estimated $1 million in unemployment insurance paid out of city reserves.

If the city council approves one of the competing contracts at next Tuesdays city council meeting, the new revenue will give the city much needed funding for severely cut city programs and operational costs, anticipated employee requests for salary increases, and replenishment of city reserves.

The city had been in negotiations with the Los Angeles Board of Supervisors to house inmates from overcrowded LA County prisons, but the board never approved a contract that had been drafted by city and board attorneys.

On Tuesday, the Los Angeles County Board of Supervisors unexpectedly approved the contract with minor changes.

Taft also received a draft agreement from the state to house inmates. The state is under pressure from federal courts to either release prisoners from overcrowded prisons or find more prison space.

Surprised by the positive news of two contract offerings, the city council will have to decided between the two contracts.

Ironically, the state has been paying $800,000 per year to repay a bond measure that financed construction of the CCF, which the city owns. If the state does not get the contract and refuses to pay for the bond, LA County has agreed to pay for the bond.

The LA County contract is for a 5 year period.

City councilmen Dave Noerr, Orchel Krier and Mayor Paul Linder indicated that they would lean towards approving a contract with Los Angeles County.

All agreed that the LA contract would give the city more flexibility and better terms. The Los Angeles contract also provides $480,000 to help with startup costs, something the state has not offered.

Krier said that opening the prison would be a good thing for city finances and would bring new employment opportunities to Taft. lights and motion lights to choose from. If you do not see what you want they can order it for you. Most of the items I’ve ordered from them usually arrive within three days. They also have several kinds of locks and other security items.

Please remember when you call the Police, their Dispatchers are very busy. If you’re unhappy with the response time of an Officer remember there might be several other crimes going on at the same time. If you are still unhappy with them call their boss instead of blasting them on the computer. There are some Groups on Facebook that can be used to promote Crime Prevention. These Groups can be a great tool. If your neighborhood is being burglarized, or you have pictures of a suspect, I say get the info out there so everyone else knows what to look for. If you do not have correct info, look into it further before you put it out there.

Taft has lost lots of loved ones recently and there have been so many tragic events. Everyone has pulled together to help each other. That is one of the many good things about Taft. In Taft you may not know everyone but between family and friends everyone is connected in one way or another. Taft is a huge family and we all have to look after each other. Stay positive Taft!

Taft High School Looks at new Program Offerings

New Superintendent Blanca Cavazos and Principal Bernie Valenzuela are taking an overview of the programs at Taft Union High School and looking at what other schools offer to get ideas for enhancing Taft programs.

With that goal in mind, Valenzuela, visual and performing arts department chairman Greg Goossen, and vocational arts department chairman David Dennis toured on Sept.

Taft offers a TV Production class while East has a multimedia academy, like Taft High’s Oil-Technology Academy, so it wasn’t comparing oranges with oranges, still the Taft teachers said they liked what they saw.

In the medium of communication, the more effective kids can be, the better off they’ll be.

Goossen added, “It’s valuable to see something different, to see other people doing what you’re doing. I was affirmed that what we are doing is pretty good. Chevron donates $500k to implement Kern County’s science education mobile lending library program for local classrooms

At a news conference in downtown Bakersfield, representatives from the Kern County Superintendent of Schools office and Chevron announced a new, one-of-a-kind partnership that looks to spark a love for science while improving science test scores among Kern County students.

Science 4 Kern is a unique mobile lending library program that will give Kern County students access to engaging science kits and educational support by brining a learn-by-doing approach directly to schools at no cost. Science 4 Kern is being made possible through a generous $500,000 grant from Chevron to the Kern County Superintendent of Schools office, which will oversee the program.

“Learning science from a book alone has its limitations,” said Kathy Hill, director of Curriculum, Instruction and Accountability forKCSOS. “Actually getting to do science experiments is when the real learning happens. We are confident that this program will produce many ah-ha momentsthat can only be achieved when students use all of their senses to explore.”

The program, which will initially target grades 4 & 5, works by delivering science units consisting of equipment, lab materials, standards-based curriculum, printed activity sheets, consumables, and educational support directly to classrooms via the “Science 4 Kern Mobile.” A credentialed teacher, with classroom expertise in science, will provide on-site lesson support, then come back to the school to retrieve the kits after the site is done using them.

“The program is designed to be all-inclusive, completely turn-key and available at absolutely no cost to schools,” Hill said.

She added: “Our rational for focusing on grades 4 & 5 to start is to lay a solid science foundation as students prepare for the science portion of state assessments, which every student takes during their 5th grade year. Because students are again state tested in grade 8, we hope to be able to expand the program to grades 6, 7 & 8 in the future.”

Science 4 Kern will get started with a pilot program this January. Several classrooms will be chosen to participate so the program can be fine-tuned before being rolled out countywide in fall 2014 on a first-come,first-served basis.

The pilot program will launch with six available kits: Electricity, Magnets, Rocks and minerals, Erosion, Ecosystems, and Food Chains. Kits will later be developed in the remaining 5th grade science standards, such as physical chemistry and chemical chemistry.

“We are so excited to be a part of such a unique program that will give schools access to science equipment that might otherwise be cost prohibited to purchase,” said Adam Alvidrez, Chevron’s community engagement specialist. “Effective STEM education is one of the most fundamental requisites to securing healthy future economic growth for the country.”

Science, technology, engineering, and mathematics (STEM) related industries are major components of California’s economy. A 2011 U.S. Department of Commerce study, “STEM: Good Jobs Now and For the Future,” found that over the past 10 years, growth in jobs involving STEM fields was three times greater than that of non-STEM occupations. The report also forecast that STEM jobs are expected to continue to grow at a faster rate than others in the coming decade.

Miller Time

Fall Weather and Football HI Everyone, Seems that the start of Fall weather turned right on time this past weekend. We were driving back from up north last Saturday on Hwy 119 just south of Blackwell’s Corner when we ran into a wall of dust. It was blowing dust west to east from all the fields right up until the Belridge/Aera oilfields. The land out there is denuded of vegetation; only a few sagebrush left standing, nothing to hold the surface soil down. I couldn’t tell if it was plowed or if it was stripped bare by sheep or cattle. It surely will lend to the valley fever problem that was being discussed ina Forum in Bakersfield. It was nearly as bad as Tule Fog on much of the road leading to Taft. There was miles of it.

Well football season has finally started once again and it has got me sort of upset. I’m not a huge fan of pro ball, I’m a lonely Tampa Bay Buck fan, but it is the way the game is played that really gets to me. Of course it is a violent game; of course the players are the biggest, meanest, fastest, most talented players around. What’s really lacking for me is sportsmanship. When did that go away ?? I understand that players on some teams may get fined by their team if they help a guy up after they creamed him

out on the field. Matter of fact many times the tackler gloats over the downed player or conveniently drags a knee over the player as they are getting up. How about the defensive player that comes in on a tackle and spears the runner whose his knee is down by a mile ?? That’s Ok I guess if they weren’t being watched by all the up and coming high school and college players who want to emulate their favorite pro players. So, this lack of sportsmanship is filtering down through the ranks as that is how the younger players expect the game to be played. Sad to say, I’m not watching much football, as I get to upset watching a player beat their chest after making a good play, except for the fact that his team is down 20 points. What’s to celebrate; you’re losing stupid. The Buc’s are 0-3, and they hardly ever get any primetime games; a true fan’s lament.

The one thing we are seeing more of in sports is the full sleeved tattoo’s the players are sporting. While the pro athletes have made it in their sports, and are usually millionaires and can afford to have tat’s, what about the kid who goes and get’s his arms all tatted up and will never make 30k a year ?? It is amazing to see the breadth and length that these young amateur athletes go to be styling like the pro’s, but at what cost. How will it affect future employment opportunities ?? The shear cost of the tat’s themselves, they aren’t cheap are they; how do you afford them when you are in high school or college ?? Then the real test comes when you turn 50- 60 and your skin and tone aren’t like it was when you were in your 20’s; the sun does a number on your skin, and what happens when you fill out since you’re not working out like you used to ??

Yikes !! There is a lot of folks I’m glad I won’t be around to see when that happens. That’s the trouble about living in the day, there is still tomorrow coming at you. No, I don’t have tat, so I probably don’t get it.

Speaking of football, how about them Dodgers. Ginny is a real fan and we have watched most of their games.

Even though they are winning, most of their players are paid very well for their past performance, not their future performance. They won their division, but it wasn’t really up to what their expected individual potential could have been. What is really getting irritating, when watching the games, is all those darn car commercials, constantly coming at you during the breaks. One right after another, I’m about getting fed up as I am with the barrage of Mor Furniture commercials on every channel. The problem when you change the channel, now you are facing all the

irritating Viagra type commercials. Then there’s the other assorted prescription pill commercials with the weirded up names and half the time you don’t know what the pill does for you. Then you have to listen to the terrifying problems that can happen if you take their medicine.

What’s a viewer to do ?

There is more craziness from your state and national politicians. It is about party lines. Hopefully we’ll wake up someday and vote for someone who has the guts to vote for what is right, not vote to keep themselves in office.

Does it bug you just a little that we are being represented by 80 year old Senate multi-millionaires who are in it just for the perks and the power ?? It is all sound bites and name calling, that is how you get noticed by our national media, who continues to stir the pot so they can sell more air time. Just who cares about us, the folks in the small towns, the same folks who live their lives with a since of decency, that just uses plain old common sense to guide their lives. Thankfully you live in Taft, things are beginning to happen, stayed tuned, stay informed, live here, don’t just reside here.

Authority to refuse Obamacare funding belongs to the House alone

By Dr. Harold Pease In a 230/189 vote the U.S. House of Representative recently voted to fund the government but not Obamacare.

Can it do so constitutionally? Historically throughout the ages, the people have had little freedom from excessive government which became the cause of the American Revolution. Ramses, an Egyptian Pharaoh, made the Israelite slaves gather their own straw in addition to making the bricks. The greatest concerns of the masses have always been excessive taxation and unpopular wars because the first took their hard earned money and the second potentially their lives. Under the Constitution, and for the first time in history, they could prevent either.

Everything hinged upon funding which was given exclusively to the House of Representatives—the only power that they alone had. “All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.” To fund anything, in this case Obamacare, first approval is required by the House of Representatives.

If that does not happen taxpayer money cannot be spent.

The people, through their representatives to Congress, have determined, after a three-year closer scrutiny of The Patient Protection and Affordable Care Act (Obamacare), that it does not protect the patient, is not affordable and is not even workable; hence in the interests of the vast majority of the people needs to be defunded.

Spending can only occur after raising revenue and since only one body is authorized to initiate this, it follows that if they refuse to initiate it the issue ends, regardless of what the Senate chooses to do. Refusal is understood.

Neither Senate or Presidential acceptance is necessary as on other bills—the people have spoken. If the House won’t do the necessary first part, second and third parts cannot follow. It might be well to remember that this grant to the House, in Article 7, is a grant of power separate from and preceding Section 8 which itemizes the law making, thus spending, powers of Congress. In this particular instance, raising revenue, the House has clear distinction and is set apart from the Senate. Any other interpretation would undermine, even destroy, the peoples right of approval of taxation—the right not to be excessively taxed. A right no other people in world history has had, as far as I am able to determine—a most precious freedom.

House opposition to funding Obamacare would have been far more powerful if made a “stand alone” bill not attached to general funding, but it is not. “Stand alone,” having no other parts, would have left the Senate no wiggle or compromise room once it went to them, nor would there be for the Joint Conference Committee thereafter that reconciles any differences between the two houses. There would be nothing to reconcile—Obamacare is merely defunded. No expenditures for Obamacare would follow. This course is recommended should the Senate strip defunding language from the bill when they get it. Such action on their part would be a slap in the face of The House of Representatives and they should accept it as such.

One benefit of keeping a defunding bill separate is that the President then could not as easily accuse the republicans of attempting to shut down the government. It would have nothing to do with funding the government.

It would be a separate argument, which goes as follows.

Not expending money is less likely to shut the government down than over expending which is what the House

Daynajo was born on September 26, 1977 in Flagstaff, Arizona and passed away peacefully in her home in Taft on September 23, 2013. Daynajo enjoyed staying at home with her children and loved most of all to play with them. She loved to be surrounded by her family and friends at all times.

She was preceded in death by her aunt, Cheryle Tilley and by her baby brother, D.W. Leon Sorensen. Her survivors include her mother, Janet Moren; her sister, Carrise (Christopher) Blakley; her brother, Rodger (Sandra) Federwisch; her sister, Elaina (Tim) Dyer; her children, Joey, Cheryle, Preston, Allison and Jacee; and by many nieces and nephews. says the bill contributes to. Presently we are unable to pay our bills to the tune of between 3 to 4 billion dollars a day.

Choosing to defund in the normal budget bill, instead of as a separate bill, is a decidedly weaker approach. They subject themselves to a no vote from the Senate and a promised veto from the President, were it to make it through the Senate. Overriding the veto is not likely. The people lose again and the clarity of the Constitution, that the House alone has origin authority, is lost.

The long-term practice of not specifically raising revenue but instead listing expenditures, then asking for that amount of money, does cloud the issue and does allow the Senate to, in effect, raise revenue otherwise prohibited by clear constitutional language. We should have a separate bill disconnected from the budget, specifically intended to raise revenue. Since the budget bill is seen today as raising revenue we are probably stuck with the practice until some real constitutionalist get into office. If Obamacare expenses are omitted can the Senate, or Joint Conference Committee add them by amendment? Yes, and it will, and that is the problem!! For now it appears that the only hope of the House is to stand firm on the defunding issue in the Joint Conference Committee.

Still, the intent of the Founding Fathers was to give the people, through their House of Representatives, the power collectively to say no to any proposed federal tax, which she is decidedly doing. Members of the Senate

Virginia Beach-Helen (Slentz) Richard, 86, passed away on August 20, 2013 at her residence in Virginia Beach, VA. Helen was originally from Taft, CA where she was born and raised. It was there where she met her husband of 59 years James Everard Richard, Sr. who preceded her in death in 2005.

A loving wife and mother, Helen created many memories with her family she leaves behind that they will cherish forever. She will be deeply missed by all of her family and friends.

She is survived by her five children, Yvette Dyson and her husband David, Bernadette Magne and her husband Tom, James E. If this check on excessive government is destroyed, we may one day return to forcibly making bricks with straw that we are also forced to gather.

Tehachapi Apple Festival The Tehachapi Apple Festival will be held October 12th In Tehachapi’s Railroad Park from 10 am to 6 pm. Harvey Hall Lights and Sirens Invitational Proceeds Help Burn Patients Transition from Thriving to Surviving

Bakersfield and Kern County’s public safety and EMS first responders are coming together for the benefit of local burn survivors and their families through the Harvey L. Hall Lights & Sirens Invitational, Monday, September 23, 2013, at Seven Oaks County Club. This sold-out event kicks off with a shotgun scramble at 11:30 a.m.

This year’s event has undergone a name change to honor local business owner, Harvey L. Hall, in recognition of his advocacy and support of Kern County burn survivors over the past several decades. As founder and president of Hall Ambulance Service, and having previously worked a number of years as an ambulance attendant, Hall knows first-hand the life-altering impact a burn injury can have on a patient and their family members.

Now in its 5th year, the Lights & Sirens Invitational was born when the unique needs of burn survivors and their families were identified, which requires commitment to long-term care and special assistance while on the road to recovery. Lights & Sirens is a collaborative effort of the Bakersfield Firefighters Burn Foundation, The Kern County Firefighters Burn Survivor Trust and several leaders in the local business community. Major sponsors include: Harvey L. SoCal Gas Matural Gas Vehicles Fee Free Day for Visitors to Los at Fair Padres National Forest Southern California Gas Co. (SoCalGas) today displayed four dual-fuel prototype natural gas vehicles (NGVs) that will be introduced to the California public at the Santa Monica AltCar Expo on September 20-21. A BMW X3, Chrysler 300C, Honda CR-V and Hyundai Sonata have been engineered to run on natural gas or gasoline.

“We hope these groundbreaking NGVs will excite consumers and create meaningful discussion among energy policymakers and auto manufacturers about the economic and environmental benefits of clean natural gas as a fuel for consumer vehicles,” said Dennis Arriola, president and chief operating officer for SoCalGas. “SoCalGas is excited to unveil these vehicles to Southern California consumers. Together with our national partners, we want people to think about a future where not only buses, refuse haulers and trucks are fueled by natural gas, but where individuals can also own a personal NGV that’s good for the environment and for their wallet.”

The BMW, Chrysler, Honda and Hyundai demonstration vehicles represent a diverse group of manufacturers and are part of an array of six dual-fuel NGVs. The vehicles demonstrate how existing automotive technology can economically add low-cost domestic natural gas to power consumer vehicles without compromising convenience or performance. Two other vehicles, a Ford Mustang and GMC Acadia are also planned to be brought to California in the future.

“Natural gas has a proven track record as a clean fuel in a wide range of vehicle types,” said Dr. Joseph Lyou, President and CEO of the Coalition for Clean Air and an SCAQMD board member. “These consumer concept vehicles have the potential to accelerate the use of clean alternative fuels, such as natural gas, to help us meet our clean air goals in the Southland.”

“We believe consumers will be excited by the possibility of using natural gas to power the vehicles they love,” said Marty Durbin, president & CEO of America’s Natural Gas Alliance (ANGA).

“Natural gas is a clean, abundant, and domestic fuel that allows drivers to reduce their fuel costs without sacrificing style or performance.”

Developed for the Add Natural Gas campaign, a collaboration between ANGA and the American Gas Association (AGA), the six vehicles were modified by engineering service providers and natural gas up-fitters to run on natural gas or gasoline. The vehicles employ dual-fuel powertrains that can transition seamlessly between gasoline and natural gas, as demanded by driving conditions and fuel levels.

The Add Natural Gas campaign will also highlight a potential role for natural gas home refueling appliances, which connect to a home’s existing natural gas line. Such appliances would make NGV ownership more convenient and reliable for consumers by improving access to refueling infrastructure.

Presented by the city of Santa Monica, the AltCar Fleet Conference and Expo is recognized as the leading forum for presentations and demonstrations of the latest advancements in alternative technology vehicles and transportation, urban planning, energy efficiency and carbon footprint reduction education in the country.

Following their presentation at the AltCar Expo, the vehicles will be available at various events around the country to raise awareness about this clean-fuel technology. They will be on public display at the Kern County Fair on September 22-23.

Los Padres National Forest officials today announced that Saturday, September 28, has been designated as a “Fee Free Day” for visitors to the forest. In all areas of the forest where an Adventure Pass is normally required, the fee will be waived in celebration of National Public Lands Day, which is held each year on the last Saturday in September.

An Adventure Pass is typically required for day use activities and camping at many recreational facilities in the Forest. This weekend’s “Fee Free Day” applies to all Adventure Pass areas except the Lower Santa Ynez Recreation Area, where the fee remains in effect. Other fees such as reservation fees and group site fees will also still apply. Forest visitors who unknowingly validate a daily Adventure Pass on “Fee Free Day” can have the pass replaced free of charge at most Forest Service offices.

“This is a beautiful time of year to get outdoors and enjoy the natural wonders of our public lands,” said Los Padres National Forest Supervisor Peggy Hernandez. “This gives visitors the chance to see what their national forest has to offer free of charge.”

National Public Lands Day began in 1994 with three federal agencies and 700 volunteers. Last year, 170,000 volunteers assisted with projects at over 2,000 locations across the country. This year, Los Padres welcomes volunteer assistance for a clean-up project at the Pino Alto Day Use Area on the Santa Lucia Ranger District. Members of the public who are interested in participating should meet at the Figueroa Fire Station at 9:00 am.
