COMMANDANT ’S WELCOME ~ Colonel Mick Garraway It’s a great pleasure for me to contribute a few words for the first 2017 edition of the Kapooka Chronicle. I commenced duty here last October. Having served here as a junior officer in the late 1990s I was very pleased to come back and very impressed with the improvements in training which have occurred in recent years. The Army Recruit Training Centre is one of Army’s great institutions, it has a reputation for producing very fine soldiers, our Band is famous throughout NSW, and the Adventurous Training Wing is regarded very highly for the manner in which is develops our soldiers and their leaders.

if you wish to get involved.

I would like to welcome those who have recently arrived here in Wagga and I encourage you to make the most of your time here. Wagga isn’t a big city, but if you take the time to engage in the Defence community and in the broader Wagga community you won’t be disappointed. Wagga has a well earned reputation in regards to its sporting prowess, but it has many other great things to offer

I encourage families to make use of the Kapooka Neighbourhood House, located on Sturt Avenue (opposite Kapooka Public School). Amber Simpson and her volunteer committee have been working tirelessly through 2016 to make improvements to both the amenities and activities for Defence families. Regular programmes include their weekly Study Group, weekly Playgroup and fortnightly coffee and craft mornings, monthly Absent from Home Dinners, quarterly Wine & Dine Nights, and supervised School Holiday activity days. They are very keen to receive feedback so they can investigate how best to deliver programs and initiatives to make your time in Wagga more enjoyable. Please get involved. I hope that you were able to attend the Defence Community Organisation (DCO) Welcome to Wagga event at the Oasis Aquatic Centre on the 18th February and I hope you discovered the broad range of local organisations who can support us, and with whom you can get involved and possibly contribute to. My thanks go to Major Bill Myers, the Military Support Officer and Mrs Helen Marshall, the Family Liaison Officer for making this annual event such a success. Keep an eye out for other DCO events throughout the year, which include regular coffee catch-ups, walks around the lake and other family-focussed weekend activities intended to create and enhance links between Defence Families and the wider Wagga area. We are currently revising the Kapooka Spouse Ready-for-Work Scholarship Scheme, to broaden both the spouse eligibility and options of training providers. In short, the scheme will be opened up to all spouses of full-time military personnel posted to Kapooka and we are also investigating expanding to utilise other accredited Registered Training Organisations, including on-line providers of Certificate III and higher vocational courses. Finally, thank you to all the spouses and families for your support. We cannot maintain excellence in training Australian soldiers without the support you give to those of us in uniform.

CO 1 RTB – LTCOL ELIZABETH STEPHENS As Commanding Officer and Chief Instructor of the 1st Recruit Training Battalion (1 RTB), I wish you all a warm welcome. I hope your holiday season was relaxing and you enjoyed your well deserved break. Congratulations to all on a successful 2016. We look forward to the leadership fight continuing in 2017. For the new staff and their families, I trust the move to Wagga Wagga was not too disruptive and that you have settled into the area. I cordially welcome you to the Battalion and the wider community. As we embark upon another busy year developing Army’s next generation of soldiers, my desire is that you enjoy your time here at Kapooka. For those less familiar, 1 RTB was raised here at Blamey Barracks in November 1951, under command of Lieutenant Colonel VE Dowdy. It forms part of the Army Recruit Training Centre and is affectionately known within Army as the “The Home of the Soldier”. The name Kapooka is derived from the local aboriginal word meaning ‘Place of Winds’. The Battalion itself consists of a headquarters, five recruit training companies and a support company. Alpha, Bravo, Charlie Delta and Echo Companies are responsible for the conduct and delivery of recruit training, whilst Training Support Company provides key enablers and subject matter expertise in support. Our mission is to develop and implement high quality training in order to generate Australian soldiers ready for their next phase of their training. This is achieved through a 12 week full-time Army Recruit Course (ARC), and a 35 day Reserve Recruit Training Course (RRTC), which will

become more flexible in future in order to accommodate time pressures faced by our valued Reserve volunteers. Of course, Recruit training staff provide leadership, management and instruction to both regular and reserve Recruits in areas such as drill, discipline, physical fitness, weapon handling and shooting, first aid and field craft. Both courses are deliberately demanding, both physically and mentally, in order to prepare Recruits to become soldiers within the Australian Army. Above all else the courses develop the character necessary for the recruits to be soldiers – that is to live the Army values, demonstrate the core behaviours and abide by the contract with Australia. I see our key capability to be our ability to deliver high quality training and this is underpinned by every member of staff ‘doing the right thing’. Due to the nature of Recruit training, 1 RTB places a number of unique demands on its staff. Professional development and individual respite are, therefore, carefully managed in order to maintain the effectiveness of the team. The Battalion strives to achieve a manageable worklife balance and recognises the crucial role played by family and friends in supporting our staff. Throughout the year there are various family and community functions, as well as Recruit march-out parades, which provide excellent opportunities for family and friends to engage with one another. I understand most companies have already hosted their first family event. You can expect this to continue throughout the year. 1 RTB will continue its success into 2017 through the sheer professionalism and high standard of training delivered by our staff. Their leadership will allow us to go the extra mile; but only through the efforts of the team, which includes the support of families and friends, will we be able to continue generating Army’s future soldiers.

DEFENCE COMMUNITY ORGANISATION

FROM THE REDLO

May - National Families Week

My name is Ken Welsh and I am the NSW Regional Education Liaison Officer (REDLO). The 2017 school year is off to a flying start! New uniforms, new books, pens and pencils, new teachers and new school friends. And of course for some a new school! It can be a hectic and worrying time for students of all ages and for some the stress of it all can get the better of them. What can parents do to help? In a nutshell – Make time to Listen – Take time to Talk. That’s the usual advice for parents during all sorts of crises. • Communicate – when your child comes home from school be available to listen to how their day has been. Don’t bombard them with questions but encourage them to talk and be ready to share your experiences with them. If they know that when you were at school you also felt worried about making friends, that you sometimes had bad days at school but survived it without too many scars then it will give them confidence. • Give them unconditional love – they need to know that your love doesn’t depend on their success at school. They don’t need to score 90% in a Maths test to earn your love. You will be there for them and love them no matter what. Some children have absolutely no trouble settling into new situations and in fact they seem to thrive on these different and exciting experiences. Some children from Defence families love the opportunity to move to a new school, explore new locations and meet new friends. Don’t presume that your child will have difficulties but be ready to assist if situations arise. However other children do find difficulties in these situations. They will take time to settle and make friends. If after several weeks they are still worried and lonely it will be time to contact the school and talk to your child’s teacher. Express your concerns, see if the teacher agrees and ask what can be done to help your child. If you are fortunate and the school has a Defence School Transition Aide or a Defence Transition Mentor working in it then talk to that person and ask for assistance. They are there for just these situations. Most of us find new situations a challenge but with your help your child can learn skills that will help them in new situations throughout their life. EDUCATION ASSISTANCE Defence realises that some children suffer an academic disadvantage because of changing schools. It may be that a particular topic such as the addition of fractions was taught last year before Johnny or Mary arrived. Perhaps Harry was receiving therapy or involved in a special education program at his previous school but finds that this is not provided in his new one. Education Assistance provides assistance in such circumstances. Most families who access the scheme do so in order to provide tuition for their children to help them “catch up” with work that is being done in their new school or to reach the standard expected in the new school. In this situation the scheme will reimburse parents for an hour’s tuition each week for 14 weeks for each subject that the children needs help with. Ring the Defence Family Helpline on 1800 608 624 for further information and an application form.

MARKSMANSHIP TRAINING SECTION (MTS) The mission of the Marksmanship Training Section (MTS) is to assist in the implementation of the 1RTB shooting continuum. Training is based on a logical and progressive training sequence. MTS develops confidence and guidance on the application of the individual skills to match the individual operator to effectively apply fire under all environments. MTS staff members require a number of qualities including a comprehensive theoretical knowledge, a strong Instructor confidence, enthusiasm, patience and a good personal shooting ability. These attributes are employed during remedial training when a recruit is failing to meet the required standard. MTS provides 1RTB staff with training and qualifications such as the Small Arms Coaching Course and a B3 Standard Grenade Range appointment. Continued support and development is provided through mentoring and guidance on initial marksmanship training. Tools such as articles in the Instructors forum, coaching guides and training in current doctrine for weapons are provided by MTS. It is only by efficient coaching during the Recruit’s initial training that interest and confidence in shooting can be achieved. If the Recruit’s interest or confidence is lost at this early stage it is difficult to regain. MTS assists all coaches to become proficient in the necessary skills and knowledge to improve the Recruit’s marksmanship performance and maintain confidence with the service rifle. The MTS Team come from an extensive background and the focus has moved away from just an Arms Corps perspective. The leader of these combatants is Master Coach WO2 Nathan Tolman (RAINF), his roles include keeping everyone updated with publication changes with both ranges and weapons and he

plays a key role in justifying the benefits of CrossFit and long slow distance running. The enforcers are made up of SGT Shaun Hart (RAINF), SGT Thomas Squires (RAINF) and SGT Cameron Stewart (RAA). Their roles are extensive but some main tasks are to maintain range and weapons amendments as well as inform range staff of relevant changes and ensure the range practices are carried out accordingly, as well as “ADMINISTRATION” and the occasional checks that the Corporal’s are working and aren’t spending too much time at the gym or flat out on their backs. The work horses, and soldiers of the cell (Corporals), are from mixed Corps and have differing Operational experience ranging from Afghanistan, Iraq, East Timor, Solomon Island and Shoalwater Bay Training Area. CPL Glenn Watt (RAINF), CPL Stuart Sweatman (RAINF), CPL Shane Arkins (RAINF), CPL Scott Saward (RAINF), and the non combat corps soldier being CPL Blake Capararo AKA Masterchef (AACC). Their roles are to assess all 1 RTB small arms coaches on the range, with continual training of recruits through extra coaching and mentoring, as well as teaching recruits the fundamentals of Marksmanship, with the reinforcement of the Marksmanship Principles and continuous safe weapon handling drills throughout the training continuum. The team are planning to revisit the boots Vs batons shield with the Wagga Wagga Police Local Area Command to ensure we keep them in our pockets when the occasion arises, The Applied Marksmanship Practice (Skill at Arms Badge) for all members of 1RTB so they may have the opportunity to gain the qualification and wear the coveted crossed rifles badge, and a AASAM team for the 2017 competition held in sunny beautiful Puckapunyal.

MOBILE BLOOD DRIVE The Mobile Blood Donor Centre visited Blamey Barracks last year on two occasions to provide the opportunity for all personnel throughout the KMA to give blood/plasma. The Defence Force is part of the Red25 organisation, which is a blood program that groups, units, and organisations around Australia participate in to save lives through blood donation. The Red25 program tries to achieve 25% of blood supplied across Australia to ensure a strong and sustainable foundation for Australia’s health system. The Commandant, HQ ARTC, COL Michael Garraway accepted the awards on behalf of the Army and Kapooka Base during a ceremony at the Botanic Gardens, Turvey Park on Wednesday 15th February, the awards received were; • Most Lives Saved Wagga 2016, 2nd Place - 230 donations, 690 lives saved • Most Number of Plasma Donations Wagga 2016, 2nd Place - 89 donations, 267 lives saved • Most Number of New Donors Wagga 2016, 2nd Place - 17 Donations, 51 lives saved It is our hope that we can increase the number of donations made from last year. Giving blood is a noble cause and we invite all family and friends to donate their time and blood or plasma to the Mobile Blood Donor Centre this year. The Mobile Blood Donor Centre will be visiting the barracks from 08.00am to 3pm on the following dates; o Tuesday, 13th June o Thursday, 7th Sept o Tuesday, 31st October If you would like to donate you can make an appointment by calling RED25 on 1300 886 524, or visit http://www. donateblood.com.au. If you do not have a base pass and would still like to donate to this worthy cause please contact WO2 Quentin Stein on 02 6933 8385 or email quentin.stein@defence. gov.au.

RECRUIT DEVELOPMENT WING ENHANCING ARMY CAPABILITY The Recruit Development Wing (RDW) is proving its worth to Army with an extra 56 recruits reaching recruit entry standard in the last few months, and an expanding commitment to Indigenous recruitment in 2017. RDW Officer Commanding Major Scott Penfold explained the Wing delivered programs specifically for females and people from Indigenous backgrounds to build them to the necessary standard to enter the Army Recruit Course (ARC) at Kapooka. “And we have now had 56 females enter 1RTB, 30 of whom have already marched out, and even one who received the Cameron Baird VC MG Award for Most Outstanding Soldier. “This year we will build on our successes with our first Army Indigenous Development Program (AIDP) recruits entering 1RTB at the end of February, and the commencement of the tri-service Indigenous Pre-Recruit Program (IPRP) at around the same time. “Working with Indigenous recruit candidates is extremely rewarding, because there are a raft of hurdles Indigenous personnel face that in the past have meant they have not made it past the initial recruitment process.

“The main hurdle is education. The AIDP is a program delivered in partnership with Riverina TAFE to get our AIDP recruits to a year-10 equivalent standard. “That was the plan anyway, but once the AIDP was underway we found that the recruits that marched in had a lot of educational, physical, medical, and welfare issues that RDW have had to work hard to address. “Overcoming these challenges and seeing AIDP recruits ready to undertake the ARC is very satisfying, and a testament to the great work of RDW staff,” Major Penfold said. The Chief of Army has set a modest recruitment target of 25 percent female personnel and 5 percent Indigenous personnel. “As I have said previously, we need these programs because the fact is, in the past Australian society has placed lower expectations on women and Indigenous Australians and this has translated into the way many individuals from these groups set their own expectations. At the RDW, we are raising these individual expectations,” Major Penfold said. “Sometimes there’s a mistaken perception that by giving a helping hand to groups that are under-represented in Army before they enter the Army Recruit Course, we are somehow lowering our standards. This is totally false. The entry standards to the ARC are unchanged – we are simply offering a longer route to selected females and Indigenous candidates if they are prepared to undertake a longer period of initial training to address their deficiencies,” he said.

I AM ENOUGH COACHING After serving 26 years in the Royal Air Force and having served all over the world I left the RAF and moved to Wagga Wagga, NSW. After the initial novelty of leaving had worn off and having served for such a long time, I really (and I mean really!) struggled to adjust to civilian life. I would wake up each morning, with no idea who I was, what my purpose in life was, where I was going and even more so, how I was going to get to wherever it was that I was going to end up. This developed into frustration and anger which in turn developed into an internal rage I had never experienced before. I moved from job to job, not being able to understand how civilians worked, how they ever got anything achieved and bemused by their management systems and styles.

a smoother experience for all concerned. There is no weakness or shame in asking for assistance, it is much better to ask than it is to suffer in silence and the knock on consequences that entails. I wish I had asked for help much sooner than I did, it nearly consumed me entirely with nothing on the other side (if you understand what I am saying). I offer a free discovery session to see if we are able to work together, please feel free to get in contact with me; iamenoughcoaching@outlook.com. Good Luck Steve

Over a period of 2 years and lots of potholes along the way; with some out of the box thinking and personal development and growth I started to understand, integrate and harmonize with my new environment. I am now fully resettled in to my new environment, but it was a horrible 2 years, it affected my family, my relationship, my work and those around me, I was an angry little man on the inside, but on the outside I was still the same happy person everyone knew. Only those who really knew me could see the turmoil inside my eyes, I was that “Sad Clown. I am now a life strategist; whilst on that journey I learnt skills, knowledge, understanding and above all empathy for those who are still on their journey through resettlement, this includes their partners, wives, husbands, kids and friends. I am offering my services to anyone who this is resonating with; you do have a place in the world outside the military where you can thrive and add value. 1 RTB PTI PLATOON

This year the PTI Platoon will continue to provide the best training possible to recruits and staff with the aim of achieving high standards of physical fitness and wellbeing. We have entered the New Year with many new PTIs including a new WOPTI, two Sergeants and five Corporals straight off the Tri Service PTI Course. It is shaping to be a very busy year for PTI Pl, supporting recruit and staff programs as well as RDW; however, we look forward to the task and are already looking for ways to further enhance the delivery of training and services. The Australian Military Bank Shield will consist of four separate events held across the year in which each company competes for the overall trophy. The four events that will be run this year include cross country, an obstacle course race, a fitness competition and tug-of-war. For each competition, staff members from each company will participate in individual and team activities to earn points for the overall win. Upon completion of each event, the overall company scores will be calculated to reveal the best and fittest company for 2017. The PTI Platoon has made improvements to the lunch time PT program and have created more training options to open up to a larger crowd. These sessions are conducted Monday to Friday at midday for an hour at the gymnasium and are run by the PTIs. All 1 RTB staff and their spouses are welcome to join in; given spouses have completed a gym induction by a PTI. As spouses are now welcome, it will hopefully create a more family orientated environment. These sessions will be catered to every fitness level and age to ensure that everyone has an opportunity to participate and challenge themselves. • Relationship skills The beauty of our “Friendship Club” is that while the children are refining their skills in a small group, they then get to practise their newly refined skills on the playground with the help from all the staff. Other children in our school who may sometimes feel anxious are encouraged, with assistance, to develop strategies to alleviate the stress they feel through a variety of techniques, which are individually tailored for each child.

Partnerships and Programs

All staff are looking forward to a strong educational partnership with the families at the school which began with our Information Night and Welcome Barbeque on Tuesday 7 February. The number of families attending this event indicated a high interest in the school and what it has to offer their children. We are looking forward to a busy term with some of the major events including our Small Schools Swimming Carnival and Cross Country, Clean Up Kapooka, Harmony Day, an Aboriginal Cultural Day, Public Speaking Competition, Easter celebrations and the introduction of Science, Mathematics Engineering and Science (STEM) activities into the school. The focus for Kapooka Public School is to instil in students a love of learning and build their capacity to become selfmotivated learners by teaching them skills and strategies for growth, and knowing how to move themselves forward in all areas of learning. We ensure that the school provides a safe and happy environment for all students.

Therese has been in our school for over 9 years and her role is to: • monitor the social, emotional and academic wellbeing of Defence students, • help students develop self-confidence, selfreliance and resilience, • direct students to programs, services or opportunities that suit their needs, • provide support to children during times of parental absence.

Therese runs “Friendship Clubs” which meets weekly and consists of a wonderful group of children who sometimes find socialising challenging. Our social and emotional learning program aims to help children develop: • Self-awareness • Self-management • Social awareness • Responsible decision making WWW.KAPOOKACHRONICLE.COM.AU

THE KAPOOKA CRICKET SERIES

DEFENCE HOUSING AUSTRALLIA

Kapooka Cricket Series is a sequence of fixtures that is conducted annually involving the Blamey Barracks Officers’ Mess, Sergeants’ Mess, Wally T Club, and the Kapooka 1st XI competing against the local Riverina Club and the Puckapunyal Cricket Club.

The Wagga Regional Office has recently relocated to 193-195 Morgan Street which is easily accessible through the Enixus Building on the ground floor. The new office is conveniently located 15 minutes from the base and in close proximity of our managed properties. We would like to extend a warm welcome to the 144 Defence members and their families who posted into the Wagga region this peak posting. We hope you are settling in to your new home and have managed to explore some of the attractions Wagga has to offer. In these warmer months, maximising the use of evaporative cooling is essential to your family’s comfort. Here are a few handy tips to help you optimise your evaporative cooler: • Close blinds to block direct sunlight into your home • Close windows which have hot wind blowing in • Open windows to the second open lock range in the shadier areas of the house to increase air flow • Adjust window levers to ensure cool air is evenly distributed throughout the room

This year the series will be held over the months March and April, there will be three 20/20 cricket matches played during the series, these are; The Commandant’s Cricket Shield (Kapooka 1st X1 Vs Puckapunyal Cricket Club) – Saturday 25th March Colin Day Cup (Kapooka 1st X1 Vs Riverina Club) – To be confirmed Kapooka Club Shield (Officers’ Mess Vs Sergeants’ Mess and Wally T Club) – To be confirmed The Kapooka Cricket Series provides an opportunity for cricket players throughout the Wagga community, Kapooka and Puckapunyal Garrison to compete in a unique and historic series of fixtures. This will also mark a noteworthy occasion for all players’ families and friends to be involved from the local community, Kapooka and Puckapunyal Garrisons.

If you enjoy cricket come on down and support your local teams and you will be rewarded with half time entertainment which will include a Classic Catch and Big Bash Competition.
