Tahoe Donner Association is currently in the process of developing the 2014 budget and annual assessment. Unfortunately, forces totally outside of the association’s control will significantly impact our operating costs and, in all probability, impact the annual assessment as well. Two major actions taken by California have caused this impact. First, the California Insurance Bureau recommended a significant (30-40 percent) base rate increase due to workers’ compensation insurance costs and a tax increase as well. This is the first increase in a number of years. As a result of this, our insurance premium soared from $36,000 to $52,700. This 47 percent increase over last year results in an increased cost of $29 per Tahoe Donner property. Secondly, the California legislature increased the minimum wage from $9 to $10 effective July 1, 2013. A large number of our outstanding staff are in entry level positions, thus this increase will impact the 2014 homeowner assessment by approximately $8 per property. Fortunately, since Tahoe Donner had a great winter season and a record-breaking summer, we will be able to offset some of these costs, but not all. The annual assessment invoice will be mailed to property owners by November 15, and the annual budget report will be published in the December issue of Tahoe Donner News. The board’s guidance to staff in developing the 2014 budget was to maintain current service and activity levels. Season passes are on sale now for the Cross Country Ski Center and the Downhill Ski Area, with discount rates available until December 1. Also, it’s not too early to sign up for winter activities. See the enclosed Winter Fun Guide in this issue starting on page 14. If weather allows, we intend to open Snowplay Thanksgiving week. The annual Fall Festival on October 12 was the largest ever, with more games, activities and vendors. This year we had a special visit by Tom Turkey (not me, the feathered one). Light up the Night on Saturday, November 30 at The Lodge Restaurant & Pub is our next big event, so make your reservations now for an outstanding time and great dinner. Fall is waning and ski season is near – pray for snow.

Winter Operations Survey – Customer Focused Changes for this winter At the end of last winter season, we solicited feedback from our membership via the winter operations survey. Over 850 of you responded in an overwhelmingly positive way. Winter operations management staff has reviewed the results and we are pleased to announce that, in response to your comments, we are planning a few changes to winter operations including: a new trail at the Cross Country Ski Center, cafeteria improvements and healthier menu items at the Downhill Ski Area, improved coffee service at both ski areas, junior ticket and trail pass prices, and more special events at all winter amenities. These are just a few ways that the Tahoe Donner staff team is responding to your input to improve our services.
RENTING YOUR HOME As winter approaches, we are transitioning from our summer operations and gearing up for our winter operations. While we look forward to seeing many of our members with their ski gear on this winter, we also recognize that many owners take advantage of local access to winter sports by renting their home during the winter months. Approximately four in ten homes in suburban America are occupied by renters. If your unit is one of those homes — or about to become one — here are a few tips that will help you, your renters, and the association: The association’s Member Services staff can give you important information about association requirements for owners and renters as well as tips about the rental process that will be very helpful, especially if you’re leasing for the first time. Member Services staff can also review with you the requirements for amenity access for yourself and your renter.

A good lease or lease addendum should support the community by: • Requiring the tenant to obey the bylaws, rules, and regulations of the association. • Requiring the tenant to pay fines for association rule violations. • Requiring the tenant to vacate if community association regulations are repeatedly violated. Keep the Association Informed Once the lease is signed, let Member Services know. The more information you provide about your renters, the more successful they will be in our community. Please provide the following information to the association: • Renter’s name (and children or roommates) and phone number. • Renter’s email address or other pertinent details.
Educate Prospective Tenants Be sure to inform prospective renters about the special considerations of living in a community association before they sign a lease. The association will be happy to give you a copy of the rules to pass along to your renter.
Encourage Tenants to Participate in the Association Be an advocate for your tenants with the association. Make sure they have access to the passes they need, and get them signed up for our weekly and member news emails. Please provide them with the association’s website address tahoedonner.com and Member Services phone number (530-587-9400). Even though tenants have no vote on association matters, they are an important part of our community. Make them feel welcome, provide information that will familiarize them with the association, and encourage them to participate in community activities whenever possible. Today’s renters may be tomorrow’s owners. The more we all do to promote a sense of belonging for renters, the more positive and successful the leasing experience will be for everyone. The Tahoe Donner Junior Golf Club ended the summer season with its annual Junior Golf Club Championship Tournament on August 8. There were 38 competitors, ages 6-16, who competed in either the 18- or 9-hole golf tournament in addition to our Tahoe Mountain miniature golf contest. The winner of our 18-hole championship flight was Riley Sullivan from Granite Bay, who shot an 86 from the silver tees. Other winners of our flights were Isaac Mozen, Zachary Anttila and Caitlin Russell. Congratulations to all of them for their great rounds that day. In addition, JK Hunt was awarded a ceremonial flag signed by his fellow competitors who witnessed his hole-in-one on hole seven during one of our Thursday play days in July. Have a great winter. See you all next June.
Tahoe Donner Men’s Golf The Men’s Golf Club held its annual invitational tournament over the weekend of Sept. 13-15, 2013. There were 96 players that participated in this gala event, making it the largest turnout in recent memory. BECOME A SKI PATROLLER Tahoe Donner is seeking new members for its volunteer ski patrol. As the leading authority of on-mountain safety, the National Ski Patrol (NSP) is dedicated to serving the public and outdoor recreation industry by providing education and accreditation to emergency care and safety service providers. The organization is made up of more than 26,000 members serving over 600 patrols, including Alpine, Nordic, and auxiliary patrollers. Members work on behalf of local ski and snowboard areas to improve the overall experience for outdoor recreationalists. Why should you join the TD volunteer Ski Patrol? 1. As you serve you will have the satisfaction of making a difference. 2. You will learn new skills that will enhance the safety of your family, friends, and outdoor community. 3. Your skiing will improve significantly. 4. You and your family will be able to ski free at Tahoe Donner. What must I do to join the Tahoe Donner Ski Patrol? 1. Be able to demonstrate that you can ski in a stable manner on the Tahoe Donner mountain.

STAY SAFE ON THE HILL Are you safe on the slopes? Do you know your responsibility code? “The number one factor to having an enjoyable day on the slopes is staying safe,” says Robert McClendon, downhill ski area manager. Following are some key aspects of the responsibility code: • Always stay in control. • Stop in a safe place for you and others. • People ahead of you have the right of way. It is your responsibility to avoid them.
• Whenever starting downhill or merging onto a trail, look uphill and yield to others. • Use devices to prevent runaway equipment. • Observe all posted signs and warnings. Keep off closed trails and out of closed areas. • Prior to using any lift, you must have the knowledge and ability to load, ride and unload safely. The Responsibility Code is an initiative of the National Ski Areas Association. The downhill ski area staff is always willing to assist with questions or issues of safety, so don’t hesitate to ask! Start this eightmile (13-kilometer) loop from the day lodge and start down into the beautiful Euer Valley. The trail passes the Cookhouse (a warming hut midweek and a café on weekends and holidays) and then follows the headwaters
and open meadows of Prosser Creek out to the Coyote warming hut. The loop heads back and gently climbs back up the 200 feet out of the valley and returns to the day lodge. A shorter four-and-a-half mile (7-kilometer) option out to the Cookhouse and back is a great alternative for beginner skiers and snowshoers.

Mother Nature cooperated by providing us with perfect fall weather, and attendance this year was the highest yet, with more vendors and stations than ever before. • Tahoe Donner Signage: No action The board discussed adding additional descriptive text to the Tahoe Donner monument sign coming up Northwoods and entering Tahoe Donner.
• TSSA-1 Funds/Trout Creek Trail: Approved 4-0 (Director Gander absent) The board voted to recommend the Truckee Town Council approve the use of TSSA-1 Funds by the Town of Truckee for the full construction of the Trout Creek Trail, a class 1 recreational trail connecting Bridge St. in downtown Truckee to Tahoe Donner.
• Equestrian Temporary Operations in 2014: No action The board discussed options for the operation of Bikeworks, equestrian, and trail head parking during the 2014 summer season. Bulletin Board
Each fall, we review temporary snow protection. The rules state that lightweight plastic sheeting is not allowed as it will not withstand the beating from snow and wind. However, you can use an approved material such as tempered glass or Plexiglas (appropriately framed) to protect your entryways, windows and other areas. Plywood, properly stained or painted to match your home is also allowed. Please remember that association rules state that all temporary or permanent alterations to your property must be submitted and approved by the Architectural Standards Committee prior to installation. If you need to install temporary protection for snow, submit your request to the Architectural Standards Office and it can be approved within one week. Also, please remember that any temporary protection must be removed as soon as it is no longer required (usually by the beginning of May). All too often we see plywood and/or plastic up well after the snow has ceased to fall. Our goal is not to infringe upon your rights but to ensure that the aesthetic standards of our association are upheld. The issue of blowing or pushing snow onto adjoining properties always pops up around this time of year. I’m sure that everyone is aware that your snow should stay on your property. Unfortunately, not everyone takes the steps to ensure that this happens. We often get calls from property owners complaining that their neighbor, or their neighbor’s snow removal service, is blowing or pushing snow onto their lot and sometimes against their house. Please, when you clear your
driveway, or have it done, make sure that you or your contractor blow or push your snow only onto your own property. Also, please keep in mind that the Town of Truckee has the right to place snow from the streets in the front 20 feet of our lots. Some homeowners are under the impression that their property starts at the edge of the asphalt street. Typically, property lines start between 15 to 20 feet from the edge of the asphalt. That means that the town has the right to push and/or blow snow up to 35 feet from the edge of the street. And, while garbage is a much more significant problem in the summer, we still need to dispose of it properly in the winter months. Many properties now have metal enclosures. A recurring issue is that enclosures do not get closed properly or the latches are no longer secure. Please keep in mind that homeowners are responsible for all of their guests or renters, including uninvited bears that make a trash mess or destroy a garbage can enclosure. Please make sure that you, your guests, or your renters close garbage can enclosures securely.
