General Manager’s Welcome
This fall was lovely, wasn’t it? This summer and fall, I spent more dedicated time traveling the Tahoe Donner Trail System on my two feet than on my bike or horseback. Why? I wanted to slow down, like we all need at times, and stoke my enthusiasm for Tahoe Donner. I most often walked lesser-known and traveled TD trails. Most often, my fellow trail users were coyotes, squirrels and birds rather than people! During my hiking excursions, I reflected on how I am constantly struck by the uniqueness of Tahoe Donner, what an amazing community this is, and that I saw new sections of TD even after 20-plus years of working here. Let me share a couple of thoughts that were reinforced while out walking that keep me energized and committed to delivering the best possible experiences for you with the team we have while being forward-thinking to ensure that this association is adapting and achieving its mission and vision.
Change is Inevitable
Like the seasons, this community is everchanging. Approximately 350 properties sell yearly, representing 5.4% of the ownership, and most new owners are reporting as multi-generational households.
Households use their property differently over the ownership cycle. For example, a property can be owned by young, firsttime buyers, multi-generational families or retirees. After purchasing, that property may be used as a seasonal or short-term rental to suit different circumstances. Similarly, a property may start as a second home and eventually become a full-time residence due to a job change or retirement.
Household use is also reflected in how and when amenities, programs and services are utilized. We hear countless stories from members who bought in the 1980s, watched their young family grow into adulthood, and then their children or even their children’s children come to enjoy Tahoe Donner. Wherever you are in the ownership cycle, you are still a part of Tahoe Donner. We hope you are enjoying your piece of it and feel a part of this community when you do.
Community Connection
There are numerous ways to connect with your community. Because of its wide variety of amenities, programs and services, Tahoe Donner has something for everyone. Beyond that, we encourage owners to make time to connect with your community, whether it is getting to know your direct neighbors better, joining a TD club, volunteering for a committee or participating in other volunteer events like the trail workdays. Alternatively, have a look at the variety of seasonal and full-time positions Tahoe Donner has and consider contributing as part of the TD team. A little less than a third of our seasonal workforce are Tahoe Donner members from high schoolers to long-time retirees. Finally, take the opportunity to join us at a member social event or board meeting. We always look forward to seeing old faces and welcoming new ones.
Trails and Open Spaces
Owning and maintaining Tahoe Donner’s trails and open space, ranked as the most used amenity and highest priority for member enjoyment in member surveys. This land is something to be cherished. To speak simply, there is an abundance of open space and quiet trails out there for you to enjoy by yourself and with fellow trail users. You can witness the positive effect of the Land Management team continually creating a more fireresilient forest through brush and timber management and a sustainable trail system through modern trail design and maintenance. I invite you to walk out your door, find the closest neighborhood trail connector and go exploring.
To echo the words of the Trail Partners Foundation, “Go slow, and say hello!” to other trail users you meet along the way.

Elevation Escape is the vision of long-time Tahoe Donner residents Aimee and Kane Schaller. Part of the community since the 1980s, the Schallers were inspired to bring the interactive game concept to Truckee after experiencing all the fun with their teen daughters on a “stay-cation” in Reno.
Though Aimee and Kane thoroughly enjoyed the highly immersive setting, they were equally appreciative that their daughters were engaged, too. “We’ve always been into playing games together,” says Aimee, “but as the girls got older, their tastes and preferences for entertainment also started to change. Finding things we could still enjoy as a family became a challenge. We were thrilled to discover all the escape rooms in Reno and thought, this is so great; let’s keep the fun going!”
The Schallers built Elevation Escape quite literally with their bare hands. From assembling and installing the props to learning how to operate the interactive programming, Aimee, Kane and their daughters all chipped in to bring their vision to life. Amenity Access Rule Change

During a special board meeting on Oct. 10, the board of directors voted to update the Amenity Access Rule. The latest policies reflect the association’s desire to better serve the needs of its community while preserving members’ enjoyment of private amenities. The new rule changes will be implemented both immediately and in phases through 2027.
What is Changing?
The Amenity Access Policy Rule Change addresses the following:
• Amenities’ user categories and access priorities
• Number of Member Photo ID Cards available per property
• Family eligibility and age requirements for Member Photo ID cards
• Phasing out the Annual Recreation Fee
• Personal guest access
• Resident (long-term/seasonal) and short-term tenant access
Effective immediately, the priority list for amenity access will be expanded to all user categories, including members, personal guests, residents (long-term and seasonal) and short-term tenants. These differentiations will also impact the registration process, requiring documentation to verify family relationships when adding or changing Member ID Card assignments on your property and the purchase of transferrable short-term tenant cards beginning Jan. 1, 2025.
Tahoe Donner’s goal is to prioritize the personal use of amenities by members and their families while ensuring the quality of the experience.

Member ID Cards
Documentation is now required to verify familial relationships for Member ID Cards. Member ID Cards are required for private amenities access (Daily Access Fees or Paid Rec Fee required in 2025) and other member-exclusive pricing and benefits.
Who Qualifies for a Member ID Card?
Property owners and their immediate family are eligible for Member ID Cards per the Amenity Access Rule.

Owners may petition to request eligibility exceptions for long-term relationships that cannot be validated via the requirements of the Amenity Access Rule or would not ordinarily qualify under the rule.
What You Need to Know for 2025
• Each property is entitled to a maximum of eight Member ID Cards for household members or those with a qualifying familial relationship to the owner(s).
• The Annual Assessment includes four Member ID Cards, with the option to purchase up to four additional cards annually for a percard fee of $155 beginning Jan. 1, 2025.
• Two-Person ($305) and 4+ Person ($500) Recreation Fees can be purchased to provide up to two or all eight active Member ID Cards on a property with unlimited access to private amenities without having to pay the Daily Access Fee from Jan. 1 to Dec. 31, 2025.
• A child under 7 years of age does NOT need to have a paid Recreation Fee or Daily Access Fee for 2025.
New Verification Requirements
To prevent misuse of Member ID Cards, documentation verifying familial relationships will now be required:
• Effective immediately, verification is mandatory when adding or changing family member assignments on a property.
• All existing cardholders must update their eligibility with valid documentation by December 31, 2027.

Personal Guests
Personal Guest Access + Registration
At any time, guests accompanied by a member with an active Member ID Card may continue to enjoy access to private amenities; Daily Access Fees apply.
The use of transferable guest cards will be phased out, and a new registration process for unaccompanied guests will be implemented on Jan. 1, 2025. Following a grace period ending Jan. 31, 2025, transferrable guest cards will no longer be valid.
Guest registration will be available online ahead of the implementation date to ensure unaccompanied guests can enjoy private amenities as of Jan. 1, 2025. Each guest must pay a Daily Access Fee.
The rule change may limit the number of personal guests registered to a property and limit guest amenity access during peak periods. Registration details will be available in early November.
Resident Tenants
Resident Tenant Access
Property owners may continue to relinquish their amenity access rights and member benefits to Resident Tenants – long-term or seasonal – with a lease of 31 days or longer. However, owners cannot relinquish their rights more than twice per 12-month period; a $75 administration fee applies. Beginning in 2025, Short-Term Rental (STR) property owners whose properties are registered with the Town of Truckee and Tahoe Donner may purchase up to six transferrable short-term tenant cards per property annually.
• There is a $75 administration fee for the purchase and activation of the Short-Term Tenant cards.
• The Short-Term Tenant cards grant one individual per card access to private amenities with a paid Daily Access Fee, which is $24 per day in 2025.
• Amenity access may be subject to limitations during peak periods. The use of Short-Term Tenant cards will be required starting Jan. 1, 2025. Equestrian Club
Tara Christison, a 20-year boarder at the Tahoe Donner Equestrian Center, shows how she and her horse, Madeline, share the love of horses and the outdoors with families and children in the Euer Valley. Every evening at the Equestrian Center, families and children visit the horses and enjoy the quiet sounds of the animals and the outdoors. Sharing the joy of horses with others is a part of the club’s social mission.
Men’s Golf Club
The second weekend in September is always reserved for the annual TDMGC Invitational Tournament. This is a chance for TDMGC members to share the experience of Tahoe Donner golf with their invited guests. We had glorious late-
summer Sierra weather for a weekend of all things golf.
60 TDMGC members and their guests enjoyed two days of golf, topped off by an excellent banquet dinner at The Pavilion on Saturday evening. September is also our annual Memorial Tournament. This year, we celebrated the life of Art King, a former Tahoe Donner board member, among many other things. A sold-out tournament of TD friends and family came out to celebrate Art’s life and contributions to the greater Truckee Community.

Goodness, can it already be November?! It’s the month to be thankful, and Thanksgiving is my favorite holiday. It’s about nature dazzling us with her last bounty before retiring under a blanket of snow. It’s spending time with family and friends to share a good meal and make
memories. My family being far away, I always think of my friends as the family I chose and feel so lucky to have them in my life. And that includes my quilting family here in Tahoe Donner.
During show-and-tell, the members of our quilting group are sure to show some pieces for the upcoming holidays. There is always a flurry of activities this time of year. Are you curious? Stop by and take a peek!

Senior Alpine Ski Club
We are between seasons, and our fall here in Tahoe has been unseasonably warm! Many of our members have been out hiking and enjoying the dramatic color change. The 2024 season ended with our last play day on Oct. 15. We had a great season filled with lots of games, tournaments and fun social events. Our Guest Day in July is always a hit and a great way to share the fun with friends. Après golf lunches are another great way to connect and get to know club members better. Our club championship was played on Aug. 20-21. This year, we had 14 competitors split into two flights. Congratulations to our overall Club Champion and Low Gross winner, Denise Gauny, and our Low Net Winner, Linda Brown.

4-Wheelers Club
We had a great run to Faucherie Lake south of Jackson Meadow Reservoir. The road there, although rough, was much improved over the years thanks to the Forest Service road crews, so you no longer need to visit the dentist after the drive! Faucherie Lake is set in a stunning granite bowl with waterfalls and multiple granite islands. Our group split into beach play, hiker and kayak/canoe contingents to enjoy the scenery. The hike to the falls on the opposite side of the lake is only about a mile, but some route finding is required as the trail isn’t marked. Kayaking to the falls is a straight paddle across the lake from the boat ramp but requires scrambling up steep granite faces to reach the falls overlooks. There were upper and lower falls, and water flowed even during our trip. It’s definitely worth the visit! Visit TD4Wheelers.org for information.

TAHOE DONNER GIVING FUND IMPACT SCHOLARSHIP STUDENT
It’s our pleasure to introduce Gabriela, a Truckee native who is now a proud University of California, Santa Cruz (UCSC) “banana slug.” What could be a more fitting university mascot for this Plant Sciences major? Banana slugs have been called the “clean-up crew for the forest floor” because they speed decomposition, recycle nutrients, enrich soils, and spread seeds and spores.
Investment in Our Planet’s Future
Gabriela received a Tahoe Donner Giving Fund Impact Scholarship in June 2023, and is now beginning her sophomore year at UCSC. When the scholarship committee interviewed her in the spring of 2023, Gabriela told us that upon getting her first paycheck, she invested in a microscope – a sure sign that she was headed for a future in science.
As the first in her family to attend college, Gabriela is forging ahead in her studies. She is interested in habitat restoration and enthusiastically described her first internship at Younger Lagoon Reserve. Interns are involved in every aspect of habitat restoration, including native seed collection, native plant propagation and invasive species removal. Gabriela plans to
join the Greenhouse Club at UCSC to further her experience in this area.
Gabriela’s favorite class so far has been Introduction to Field Research and Inquiry. This course had Gabriela and her classmates taking weekly research-based field trips to areas surrounding the campus. On one such outing, they studied sand fleas and puzzled over why their population was denser closer
to the ocean waters than it was near the lagoon’s edge. The answer, it turns out, is that the quality of the softer sand near the ocean provides better burrowing opportunities.
Gabriela told us emphatically, “I love this campus! And, I thank the generous IMPACT Scholarship donor for this opportunity.” We thank Gabriela for choosing science because it’s an investment in our planet’s future.

Tahoe winters are notoriously unpredictable. With snowfall possible as early as September and as late as June, there is often no telling what kind of season to expect; suffice it to say that one should be prepared for anything and everything. As winter approaches, it's time to do more than stock up on firewood and cozy blankets. Comprehensive home and emergency preparation can make all the difference between another terrific winter in the mountains or a potential crisis. Now is the time to ask, “How ready am I?”
Below are key questions every Tahoe Donner resident should be asking themselves to gauge their winter preparedness. From safeguarding your home to ensuring your vehicles are equipped to handle snow-covered roads, make sure you're set for whatever Old Man Winter throws or blows your way!
To be truly prepared for a power outage, you should have enough food and water to last at least 72 hours, including pet supplies. Having any necessary medications on hand for both people and animals is essential to avoid a health crisis during the outage. Fuel is another critical component – whether gasoline for generators or snowblowers, propane for heating or wood for your fireplace – so ensure your supplies are topped off before the storm hits. Finally, check that you have a reliable source of light and power, with plenty of flashlights, fresh batteries and portable chargers for small devices like phones and computers to keep you connected, able to receive emergency notifications and safe during the outage.
WOULD YOUR HOUSE BE WARM ENOUGH IF THE TEMPERATURE DROPPED TO 10 DEGREES TONIGHT? #2.
Follow these three simple steps now to ensure your home stays warm and comfortable.
• Inspect and insulate any exposed pipes to prevent freezing, which could lead to costly damage.
• Check for drafts or insulation issues around windows and doors, as even small gaps can let in cold air and drive up heating costs. If your windows tend to get buried under heavy snow, consider having boards on hand to cover them for added protection during extreme snowstorms.
• If your home relies on electricity for heating or essential equipment, a backup (installed and permitted) generator can provide a vital energy source during prolonged power outages, keeping your house warm and functional. FOLLOWING A MAJOR SNOWSTORM, ARE YOU PREPARED TO MAKE A QUICK EXIT IF NEEDED?
Make sure you have undamaged, functioning shovels and/or a well-maintained snow blower and de-icing products, such as salt or roof heat tape, for the season ahead. More than one type of snow removal tool is recommended during heavy snowfall periods. Plan ahead by pulling these items out of the storage shed and into an easily accessible location.

Knowing your area's most up-to-date status can make all the difference in a winter emergency. Winter storms in Tahoe Donner can be fierce, sometimes leading to power outages or blocked roads that keep you homebound for days. Ensuring your home is ready for these possibilities will give you peace of mind and keep your family safe and warm.

IS YOUR VEHICLE STILL IN SUMMER MODE, OR IS IT READY TO HANDLE WINTER DRIVING CONDITIONS?
Winter driving in and around Lake Tahoe can be treacherous. Preparing your vehicle ahead of time is essential for your safety. Pause and check your vehicle’s trunk and other storage areas, tires and under the hood.
• Snow tires are ideal for snow-covered roads, but all-season, all-terrain tires with sufficient tread also work.
• Always carry chains, no matter what.
• Ensure all fluids, including antifreeze, engine oil and windshield wiper fluid, are suitable for freezing temperatures and sufficiently topped off.
• Pack an emergency kit with gloves, a hat, a warm blanket, waterproof boots, and essentials like a flashlight, first aid kit, water, snacks, an ice scraper, jumper cables and a snow shovel.
• Before setting out, always check road conditions via Caltrans or Truckee CHP, and avoid using unfamiliar routes suggested by GPS, especially during storms.
• Give yourself ample time for safe travel. Snow-covered roads require slower speeds and longer stopping distances.
• Lastly, stay informed by checking weather forecasts regularly. Conditions in the mountains can change rapidly.
HAVE YOU CHECKED WHAT'S HANGING OVERHEAD BEFORE STEPPING OUTSIDE?
Snow cornices and unpredictable snow shedding are common safety concerns in Tahoe Donner. Snow accumulation on rooftops can suddenly release, causing severe injury or blocking entryways and exits. Avoid walking under areas where snow or ice can slide off from above, such as roof eaves or tree branches. Pay attention to snow shedding from steep rooflines, especially in the late season when temperatures rise. Never play under or near large snow drifts formed on rooftops.

ARE YOUR WINTER ACTIVITIES SAFE FOR EVERYONE?
Snowblowers and heavy equipment can project ice or snow at high speeds, posing a serious threat to kids and pets. Keep all people and pets clear of areas where machines are operating. Reserve snow play for when driveways and roads have all been cleared, site lines are wide open, and children and pets are easily visible.
This season, remember that outside activities in cold weather can still dehydrate and exhaust people faster than they realize, especially children. Make sure everyone is well-fed and hydrated throughout the day.
As the sun sets, temperatures drop quickly, changing the conditions on the ground and in the air. Be aware of how far you are from home or your car as daylight quickly fades, especially after daylight savings on November 3.
SO, WHAT SHOULD YOU DO?
HERE’S A QUICK CHECKLIST YOU CAN START TACKLING NOW:
Stock up on essentials: Have enough food, water and medications for at least 72 hours, including for your pets.
Get the garage winter-ready: Move, prepare and test all snow-clearing equipment to ensure it’s close by and ready for heavy snowfall.
Winterize your home: Insulate exposed pipes, seal drafts around doors and windows and ensure heating sources are ready to go. Visit the Tahoe Donner business directory to seek help from local professionals for home maintenance tasks.
Prepare your vehicle: Equip your vehicle with snow tires, fluids and a winter emergency kit. Always check road conditions before traveling.
Stay informed: Register for the emergency alert system CodeRed and monitor daily weather forecasts and road closures. Practice snow play safety: Check for roof cornices, avoid hazardous areas, dress in layers and make sure children are never playing alone.
Taking these steps now will help ensure you, your home and your family are ready for winter.

Approval of Tahoe Donner Member to Fill Director Vacancy
At the regular board meeting on Aug. 23, 2024, Director Mahoney announced his intention to leave the board of directors before completing his full term. The board voted to approve Don Koenes to fill the resulting vacancy. Motion passed 5-0. The board also appointed Don Koenes as Treasurer and liaison to the Finance Committee. Motion passed 5-0.
2025 Budget Workshop #3: Operating and Capital Funds
The board met with staff, the Finance Committee and the Long-Range Planning and Trails and Open Space Committees’ chairs to discuss the draft 2025 Budget, focusing on select department draft budgets for the 2025 Operating Fund Budget and the Capital Fund.

Board of Director Reports and Future Business
Board members were invited to provide brief reports on the association's status and/or any meetings, activities or events attended by directors and to raise items for potential future consideration by the Board of Directors.
• Director Levine reported that SB323 from 2019 allows HOA employees to serve on the board of directors. He noted that Director Courtney Murrell applied to be a fitness instructor at Trout Creek Rec Center, and as a qualified candidate, she has been hired.
TART Connect Update
The board received a presentation from the Town of Truckee related to the TART Connect On-Demand Microtransit Service launched in Summer 2022 and expanded to a year-round, Town-side service.
Proposed Changes to the Amenity Access Rule – 45-Day Notice Member Comments
The board received these items as information and sought additional member comments.
Northwoods Campus Report
After discussion, the Northwoods Campus Report submitted by the Long-Range Planning Committee was accepted. Motion passed 5-0.
Trails Master Plan (2022) Implementation Review
Staff provided a presentation on implementing the Trails Master Plan (2022), including, but not limited to, changes to trail designations, establishment of zone areas and expansion of the trail system.
2024-2025 Property and Casualty Insurance Renewal
The property casualty and workers’ compensation insurance renewals indicated in Exhibit A: Proposed 2024-2025 Schedule of Insurance were approved. Motion passed 5-0.
2025 Annual Strategic Objectives Draft and Strategic Plan Report Card
The board received a presentation on the 2025 Annual Strategic Objectives draft and the Strategic Plan Report Card.

Kathmandu, Nepal
Don Routh (top right), with son Josh and stepson Chris Buscovich, received gifts from wheelchair recipient Livia and her family at the Yak & Yeti Hotel. While in Nepal, Don, Josh and Chris delivered more than 250 wheelchairs, including 80 specialized wheelchairs for severely disabled children.
Linda and Greg Kannall took a trip to Morocco earlier this year.
Roundstone, Ireland
Charlie and Laura Neary – on their fourth trip to Ireland – always find something new to see. They visited the small, coastal village of Roundstone on a journey through the Connemara region, and they couldn’t pass up stopping in at the oldest bar in Ireland: Sean’s Bar in Athlone.
Stonehenge
Kern, Avani, Sharmila and Zamina Singh visited the famous, mysterious, prehistoric structure on their trip to England.
