MESSAGE FROM THE BOARD PRESIDENT Snow, snow and more snow was the story this winter! We spent a lot more time shoveling than skiing. The shoulder season may seem a little short this year. The summer crowds and the beautiful yellow daffodils may well arrive at the same time. The Tahoe Donner Board is busy planning for the future. You will soon have the opportunity to fill out a survey asking you for feedback on Tahoe Donner. Why did you choose to buy here? What amenities do you value most? What do you want Tahoe Donner to be in the future? I can assure you that the board will pay close attention to the survey results. If you have a comment in addition to your survey responses, please email the board at board@tahoedonner.com. Another opportunity to express your opinion and shape Tahoe Donner’s future is by becoming a member of the board of directors. If running for election interests you, review the information posted on the Tahoe Donner website by the Elections Committee. The deadline for submitting your candidate packet is April 30 at 4PM. Look for more election information in this issue of Tahoe Donner News, in your email and on the website. The Tahoe Donner email blasts and candidate web postings will provide a wealth of information about the board candidates. We typically have about a 30% voter turnout in our board elections, which we are told is quite high for an HOA. However, we would like a much higher turnout. This year, there will be more opportunities than ever before for members to meet with and read about the candidates. Now is the time to plan how you will handle your summer green waste. Last year, the

green bin system replaced the green bags. Anyone who wants a green bin or needs additional bins (you can have up to three) has until April 15 to order the bin and receive free delivery. If you order after April 15, you will be charged for the delivery of the bin or you can pick it up yourself without charge. The Town is extending the green bin pick-up to the first week in November, assuming that the weather cooperates. Tahoe Donner staff is working with the Town to expand the options for green waste disposal this summer – we hope to have some big dumpster events. Also, new this year, the Truckee Fire Protection District is launching a rebate program for people who order six-yard green waste dumpsters. Those who order a six-yard dumpster will be reimbursed for the $70 weekly rental cost as part of the district’s defensible space program. Order soon – the rebate offer will only last until the funds run out. Responding to complaints about piles of wood trimmings along Tahoe Donner roads, the board funded a third chipping crew for this summer. Tahoe Donner and local agencies are trying to make it as easy as possible for homeowners to dispose of green waste and to maintain defensible space around their properties. At the March board meeting, the board agreed to solicit member comment on a staff proposal to require homeowners to maintain defensible space on an ongoing basis, not just after the official, once every six-year inspection. After publication in the Tahoe Donner News and a 45-day member comment period the board will consider the proposed rules. (Continued on p. 4)

In addition to managing the homeowner defensible space program, Tahoe Donner’s forestry staff maintains our common areas. This winter, the conditions have been perfect for the staff to gain access to the common area behind the driving range and remove dead trees. They have also been working with environmental agencies on redesigning the Nature Loop Trail, Tahoe Donner’s original trail that was routed through sensitive habitat. The Truckee Fire Protection District recently adopted an ordinance banning open burning and outdoor wood fires, including charcoal barbeques, during the wildland fire season. Homes in Tahoe Donner are within the District’s territory and are thus subject to the ordinance. This ban is very similar to the emergency rule the board imposed in Tahoe Donner last year. The board is considering adopting a permanent rule that matches the Fire District’s rule so that Tahoe Donner can enforce the ban in circumstances when the Fire District is not involved. Again, all proposed Tahoe Donner rules are subject to a 45-day member comment period. Public education is an important part of fire safety efforts. The Truckee Fire Protection District is sponsoring two showings of an award-winning documentary, “Wilder Than Wild.” The film is free and will be shown at the Truckee High School Theater on April 3

and 17 from 7-8PM. In addition, there will be a panel discussion on wildfires at the Truckee Town Hall on April 24. For more information, go to the Fire District’s website at truckeefire.org. The Fire District will be sponsoring more activities through the summer. The Short-Term Rental rules are now in effect. Thank you to the many who have already registered. If you short-term rent your Tahoe Donner home, you are required to register with Tahoe Donner and provide information on who Tahoe Donner should contact in case of a complaint about activity at your home. At the March meeting the board discussed requiring all other Tahoe Donner owners, whether or not they shortterm rent their houses, to provide contact information so that complaints can be addressed quickly. The goal is to stop noxious activity at a residence before it results in a formal complaint to the Covenants Committee. Finally, I am happy to report that the Trout Creek remodel project is on schedule – even with the difficult weather conditions the contractor faced. Congratulations to staff and the contractor! SUSTAINABLE REMODELING Denise and Eric Strecker – Tahoe Donner Homeowners

We created the goal of cutting down on buying new materials in our home remodel, so we reused siding from our house for parts of our addition. We also built a playhouse for our kids in which 90% of the materials were left over from our property and from other jobs around the community. We gave our old door to a neighbor who reuses them to make garden boxes and greenhouses.

COMPOST Denise and Brant Allen – Tahoe Donner Homeowners We use a barrel type composter year-round. We leave it on our deck and keep it clear of snow. In the summer we use it in our kale/ veggie/herb garden. We expected to have issues with bears, but for some reason they have not messed with it and we are now in our second year of composting. Our composter is a round roller with a heavy base. Even if a bear did get to it, we think the best they could do is to roll it around.

WHAT TAHOE DONNER ASSOCIATION IS DOING Lisa Foster, Purchasing Manager, is spearheading efforts to rid the employee break room of singleuse kitchen items. She phased out paper plates, plastic utensils and disposable coffee cups and replaced them with real plates, silverware and Tahoe Donner coffee mugs. She also put up signs encouraging the staff to save paper and other resources in the Tahoe Donner offices.

Behind Tahoe Donner and north between Euer Valley and Independence Lake lies a Shangri-La of pristine and virtually untouched Sierra landscape. Among these preserved wilds at 7,600 feet, a subalpine lake reflects the majestic granite cliffs above. Tucked in among the old growth pine forest and steps from the clear blue lake sits an old lodge, made from hand-cut granite, built in the early twentieth century and enjoyed by the Smith family in the warm summer seasons. Felix Smith acquired Frog Lake and the surrounding square mile of mixed conifer forest from the Southern Pacific Railroad in 1930. The Smith family has been an integral part of the preservation of this landscape and it is The Truckee Donner Land Trust’s hope to continue in their conservancy. Tahoe Donner homeowners have also been a driving force in securing the preservation of this section of the Sierra Nevada. In 2017, the Truckee Donner Land Trust completed the acquisition of Lower Carpenter Valley with the help of several extremely generous donations made by TD homeowners. The Campaign to Conserve Frog Lake, Red Mountain and Carpenter Ridge also relies on the continued support of donors. Without the help of generous individuals, the opportunity for acquisition may be lost. If the Land Trust is able to secure the funds needed, previously inaccessible access to the lake, valley and mountain ridges will be open to Tahoe Donner members in 2020, providing new opportunity for backcountry exploration. Working together as part of the Northern Sierra Partnership, the Truckee Donner Land Trust, The Trust for Public Land and The Nature Conservancy launched their plans to purchase Frog Lake, Red Mountain and Carpenter Ridge in 2020 for $15 million, including stewardship costs. The acquisition of these sections of the Sierra Checkerboard will secure preservation efforts of the landscape and keep vital corridors open for large migratory wildlife as well as open the backcountry to gentle human use and experience.

THE SIERRA NEVADA CHECKERBOARD The Sierra Nevada is steeped in rail history. To aid in the expansion of the Transcontinental Railroad in the 1860s, President Abraham Lincoln allocated every other square mile of the route to rail companies, while the remaining squares became National Forest. Areas of forest that were owned by the railroads became available and were purchased by private entities and logging companies, endangering the sensitive ecological balance that is so important to sustained natural development. The Land Trust’s proposed acquisition of Frog Lake, Red Mountain and Carpenter Ridge will connect the landscape between Independence Lake and Euer Valley, linking pieces of the checkerboard and opening nearly 3,000 acres of land north of Truckee.

THE WILDLANDS Preserving the wildlands behind Tahoe Donner is protecting its life-giving components and natural resources. It’s up to us to be stewards of this delicate habitat to ensure it will be enjoyed by our children and grandchildren and for generations to come. WATERSHEDS: The watersheds in the Sierra Nevada provide more than half of the water needed for our communities. It is vital that these watersheds are protected in order to ensure access to clean water. NATURAL RESOURCES: The acquisition would conserve a variety of important natural resources, including Frog Lake, mixed conifer forests, aspen groves, creeks, mountain mahogany, wax currant, wild gooseberry, old growth trees and a swath of wildflower varieties. WILDLIFE: Area conservation ensures that migratory corridors remain open for local wildlife like black bear, American badger, wolverine, Pacific marten, mountain lion, northern goshawk and the gray wolf, reported as visiting Nevada County in 2018.

It will also protect a variety of species and habitats, protect the headwaters of Prosser Creek and create stewardship opportunities to manage forest health.” – GREYSON HOWARD, COMMUNICATIONS DIRECTOR, TRUCKEE DONNER LAND TRUST If the campaign secures the funds for purchase, the expansion of Tahoe Donner’s backyard in 2020 is extensive. • Frog Lake will be accessible from Alder Creek Adventure Center via a 6.5 mile hike. You may have spied Frog Lake if you have hiked along Warren Lake trail to the Frog Lake Overlook.

TAHOE DONNER HOMEOWNERS IN ACTION “I am thankful that I could make the transition to the Land Trust and end my career with such a wonderful organization,” says Kathy Englar, a Tahoe Donner homeowner since 1997. When her daughter left for college, Kathy relocated to the area to live here fulltime, enjoying the networking and volunteering opportunities she found and happy to be removed from the hustle and bustle of Silicon Valley. In 2016, she joined the Truckee Donner Land Trust as the Development Director and oversaw volunteering and philanthropy. Kathy recently retired from her position but continues to be a champion of the Campaign to Conserve Frog Lake, Red Mountain and Carpenter Ridge. Many Tahoe Donner members have already contributed a significant amount to this monumental campaign. Still, more funds are needed to ensure that the Campaign to Conserve Frog Lake, Red Mountain and Carpenter Ridge is successful. Every dollar makes a difference and goes toward opening previously inaccessible backcountry for Tahoe Donner homeowners in 2020. TD 4 WHEELERS CLUB

SENIOR ALPINE SKI CLUB

The active winter has impeded our early trail run schedule – we’ll get back on the trails soon enough. This winter I’ve met a number of fellow TD residents who expressed their enjoyment of reading about our trips, but never thought of joining us even though they have suitable 4WD vehicles. Their impressions were that we only do hard trails. We certainly do some hard trails but we also take easy Forest Service roads to get to Fire Lookouts and other beautiful vistas.

February gave us all the snow we could handle and then some. It brought the largest snowfall for the month since they have been keeping records at the ski slopes. In March, we carpooled to South Lake Tahoe and stayed at the MontBleu Resort Casino and Spa for a three day ski trip at Heavenly Ski Resort, with some taking side excursions to Kirkwood. This was our third excursion this year.

We continue to have our local ski days twice a week. We have had to cancel a few due to the amount of snow. What a difference from last year! We may continue our local ski days into April since we have so much snow. Check our calendar for the schedule.

There are so many absolutely spectacular places to visit in our region but many people will never see them. In our trail descriptions at TD4wheelers.org we explain whether the trip is suitable for “stock” 4WD vehicles, including Tacomas, Cherokees and Colorados – any high clearance 4WD. Many years ago I inadvertently took our Highlander, not a high clearance 4WD, on the beginning of the Rubicon from Blackwood Canyon – the map said it was a county road. You should have seen the looks we got from the Jeeps coming the other direction. It was a white-knuckle trip but we somehow made it safely with only a small dent in the muffler. Driving with a single vehicle on an unknown road wasn’t the smartest thing to do. This is the type of thing being in the club avoids while fulfilling the question, “I wonder where this road goes?” Check out the run schedule at TD4wheelers.org – look for those that say suitable for stock 4WD as your first trip.

On March 20 we hosted a race clinic at the Tahoe Donner Downhill Ski Resort. The next day, we hosted a friendly low-pressure race for all those from the clinic, or anyone else, who wanted to participate. We value socialization as well as skiing, which is why these races are open to skiers of all levels. The evening of March 21 was our season’s end awards dinner at The Lodge Restaurant & Pub. WOMEN'S 9-HOLERS GOLF CLUB Golf season is coming! Those of us who are not off on “golf travel” are busy with winter sports and pursuits. We are taking in the great skiing and staying flexible with yoga. To keep in touch this winter, we are also enjoying local social events, such as our March luncheon.

QUILT CLUB The quilt represented shows a Bargello pattern and was assembled and quilted by Erica Sarouhan. The Bargello pattern is made from rectangles sewn into peaks and slopes with gradual color changes. This pattern has its roots in embroidered needlework, not fabric. It can be traced back over 500 years to Europe, where some preserved pieces can still be found in museums.

STRIVING FOR A SUSTAINABLE TRAIL SYSTEM By CHRISTINA THAYER, Tahoe Donner Trail Manager

Bears aren’t the only ones hibernating under winter’s white blanket this year. Our trails are also enjoying a well-deserved rest and soaking up some much needed moisture. As we wait for the snow to melt and our trails to emerge from their slumber, Tahoe Donner’s trail department is planning a busy summer of sustainable trail improvements. We aim to maintain a vibrant and healthy system of multi-use trails for a diverse set of visitors. Our goal of supporting an ecologically sustainable, diverse and recreational network of connectivity is an ever-evolving process that requires participation from both staff and members. To achieve our goal, we are increasingly embracing the collaborative efforts of partnerships, volunteers, agency assistance and consultants. These relationships help shape the vision of our trail system and allow us to seek new solutions to complex issues. One thing is clear: Tahoe Donner homeowners love trails. So how do we best design a trail system to suit the recreational needs for current use and for generations to come?

SUSTAINABLE DESIGN

We’re incredibly fortunate to have access to some of the most stunning vistas and terrain in the Truckee area. Tahoe Donner’s multiuse trail policy means that pedestrians, equestrians and cyclists have equal access throughout our trail system, though the tread requirements needed to sustain each user group is often vastly different. What makes for a good trail experience for one group may not be appealing to another. We continue to evaluate the individual needs of each trail. Key considerations when planning or improving our trails:

LOCATION

We seek desirable connectivity, adequate soils, interesting features and areas outside of wet drainages and natural water flow.

GRADE

A sustainable grade will be different for every trail, depending on desired difficulty and conditions. Trails have a variety of uses, vegetation and soils that may dictate the feasibility of keeping a grade under a desired percentage, typically 10-15%. Trails are located on a side slope, following a curvilinear alignment, and are rarely on flat ground, as this creates areas of poor drainage and rutting during mud seasons.

STRUCTURES/FEATURES

You may have noticed that Tahoe Donner’s terrain is mostly hilly and exhibits an abundance of wet areas. Those beautiful granite rocks which may pose a trail challenge are helping to hold the tread together and stabilize erosive sites. When routing a trail around wet areas is not possible, rock is the preferred treatment to stabilize the surface and protect our watershed from erosive sedimentation. You’ll notice turnpikes, bridges, retaining walls and water diversion features being installed in the coming years. Rocks may even be placed in the trail. Learn to love them!

SUSTAINABLE TRAILS NEED A CULTURE OF SHARED RESPONSIBILTY

Our trails are not only a means of connecting people to the land, but they also foster an opportunity for community stewardship and collaborative partnerships for environmental protection. Tahoe Donner’s incredible trail system should inspire trail users of all types and ability levels to engage in stewardship opportunities and sustainableuse practices. You’ve probably heard the term, “sharing is caring.” This couldn’t be more appropriate for our trail system.

Say hello to others and follow trail etiquette guidelines. All user groups have the same right to be out enjoying the trail. Be friendly and communicate with each other!

SHARE THE SWEAT EQUITY

Participate in volunteer trail work days and encourage others to do the same.

SHARE THE RESPONSIBILITY

Be sure to report hazards, pick up after your dog and take waste with you, stay on designated trails, wait for dry conditions, obey signage and trail closures and please don’t cut corners.

PROPOSED NEW COVENANTS RULE + FINES: SEASONAL OUTDOOR WOODBURNING FIRE BAN A covenants rule and fine are proposed to provide the board of directors the ability to act on a violation of the Truckee Fire Protection District Nevada County Ordinance 03-2019, a seasonal fire ban on outdoor woodburning fires, including charcoal grills. The board of directors is expected to take action to adopt the proposed new rule and fines, as they are presented here or with some modification, at its June 2019 meeting, currently scheduled for Friday, June 21. The board welcomes any input you may wish to offer regarding this process.

The purpose of the new proposed rule would be to set in place a seasonal prohibition of outdoor wood burning fires and charcoal grilling to reduce the risk of a wildfire and to promote the health and safety of the members.

BACKGROUND

The proposed new rule for a seasonal outdoor woodburning fire ban is as follows:

Members-at-large, board of directors and management voiced their concern about the extreme wildfire danger conditions California and the region are experiencing relative to homeowner warming fires and association-owned warming fire pits and their potential to cause a wildfire while these dangerous conditions are present. Recommendations for a temporary ban on warming fires, at a minimum as a wildfire prevention measure, were made last summer and continue to be common feedback. As a result of these concerns, the board of directors enacted emergency rules to temporarily ban outdoor woodburning fires and charcoal grills for the safety and health of the members in August 2018 and ending in December 2018. This emergency temporary ban remained through the end of the high fire danger season. The board’s enactment of emergency rules was done under the powers and authority of the association provided under the Covenants and Restrictions. Following the end of the emergency temporary ban, the board directed staff and the Covenants Committee to draft a proposed rule for discussion and possible enactment following a 45-day member comment period. Truckee Fire Protection District adopted Nevada County Ordinance 03-2019 on March 19, 2019, which is a backyard recreational/ outdoor fire ban ordinance which will ban backyard fires (except for gas fires and fires in campgrounds) throughout the fire district during the state declared fire season and other high fire hazard conditions. The ordinance includes the ban of charcoal grills. The new ordinance allows local and state fire agencies to enforce the rule and extinguish these fires. The proposed language for the new Tahoe Donner rule is drafted based on previous work and member feedback on the topic in 2014, the August 2018 Emergency Fire Ban and the new Truckee Fire Protection District Nevada County Ordinance 03-2019. Draft fines relating to the violation of this proposed rule were prepared based on the board’s emergency fire ban fines that were scheduled last year.

The effect of the rule prohibits all private properties, and Tahoe Donner amenities from having outdoor wood burning fires including charcoal grills, smokers and other woody material burning devices during declared fire season and other hazardous fire conditions.

Seasonal Outdoor Woodburning Fire Ban. Tahoe Donner properties are subject to Truckee Fire Protection District Ordinance 03-2019 which bans wood and charcoal fires, including outdoor fireplaces and barbecues, during periods designated by Truckee Fire Protection District. A violation of this ordinance shall also constitute a Tahoe Donner covenants violation.

The proposed fines relating to the violation of the Seasonal Outdoor Woodburning Fire Ban are as follows: • 1st violation of the rule, a fine may be assessed of up to $5,000 maximum fine. • Should there be subsequent violations within a one-year period from the first offense, fines will double per violation up to maximum $5,000 per fine assessed. • Suspension of amenity privileges for a minimum of 30 days may be considered.

KEY DATES: April 1, 2019: 45-Day Member Notification and comment period begins. April 27, 2019: Board of directors meeting; hears additional member comment, discussion item only. May 18, 2019: Board of directors consider taking action on proposed new rule and fines with or without some modifications.

Leaving unwanted or “free” items on the street or association-owned property, including furniture or sports equipment, is prohibited.

WHAT INFORMATION TO PROVIDE When making a complaint, be prepared to provide: • Your name, address and email. • Address of property being complained about. • Nature of complaint with times occurring. • Evidence: photos, video, etc. • How this behavior is affecting you. • What actions have been taken (e.g., called police).

WHAT HAPPENS NEXT Tahoe Donner staff will make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. Staff will: • Call the primary phone number on file and speak to the owner or leave a message. • If no answer, call additional phone numbers on file to speak with or leave message for owner or designated contact. • Email the owner via any email on file. • Send follow-up email to the complainant confirming attempts to contact owner. Healthy Mountain Meadow Submitted by THE TRUCKEE RIVER WATERSHED COUNCIL

When you spend time hiking in the Truckee River watershed, there’s a good chance you will find your way to a mountain meadow. There are few places as majestic as a mountain meadow - the beauty and lush contrast of meadows compared to the surrounding forest make them favorite destinations. Meadows cover only a small fraction of the landscape but are critical to the health of rivers and downstream water supplies. There are few landscapes that safeguard our rivers’ headwaters as well as a healthy meadow. Healthy meadows provide outstanding natural benefits: • Meadows store spring floodwaters and release cool flows in late summer. • Grasses and soil filter out sediment and pollutants. • Flowers and plants provide high-quality forage and habitat for rare and threatened species. These delicate ecosystems have been disrupted by human activities that include grazing cattle that can alter the landscape, stream alteration due to historic mining, and conifer encroachment as a result of fire suppression. These factors can influence meadows in the region by degrading streams, drying the meadow surface, decreasing carbon sequestration, lowering the groundwater table, increasing susceptibility to invasive species and diminishing aspen communities. Drought and flood cycles accelerate the degradation. Over the last 10 years, a series of large-scale meadow restoration projects have improved water supply, water quality and habitat for fish and wildlife. These three creeks flow directly into the Truckee River, playing an important role in the vibrancy and health of the Truckee River watershed. DARREN DAVIS COMPLIANCE INSPECTOR ARCHITECTURAL STANDARDS OFFICE Darren Davis has gone above and beyond during every storm in the month of February and works hard to assist both members and staff. For example, when fire sprinkler repair was needed, he stayed late to wait for the repair company. He helped a tractor operator fix and replace a wheel on Skislope and is known for helping members and their guests, on more than one occasion, with stuck vehicles. He regularly goes out to assess any home damage and sends photos to the homeowners.
