MESSAGE FROM THE BOARD PRESIDENT Dear members, I’d like to provide you with a brief update on operations, staff, board meetings and the upcoming election in Tahoe Donner. Effective March 24, the Town of Truckee has significantly limited short-term rentals and vacation-based accomodations. Additionally, the Town of Truckee is requesting that individuals and families do not come from elsewhere to recreate, visit or vacation as a break from a more urban environment. Regardless of if you are a second homeowner, a local, a J1 or someone who just moved here, we should all be following the stay-at-home order and philosophical goal. We are certainly in unprecedented territory and are closely monitoring updates from the Health Department and CDC to continue to make adjustments that protect the Tahoe Donner staff, members and association as a whole.
CURRENT OPERATIONS + STAFF In line with state and federal guidelines, Tahoe Donner has closed all operations and physical offices. At the time of press, outdoor recreation is still permitted at the state and federal level. Please recreate near your home; do not travel for unnecessary reasons. Always keep at least six feet of social distance, and please keep your dogs leashed. If you are in Truckee, Tahoe Donner’s open space is a great way to get exercise, but please do not trespass on the golf course, Downhill Ski Resort or Recreation Center grounds. The association offices are operating with limited staff. If you need support, please be patient as we work to assist the membership as best we can right now.
Non-essential staff have been put on a furlough. The State of California has provided employees the ability to apply for unemployment insurance without a waiting period. In addition, the board has voted to extend at least one week’s pay and continue to cover the Tahoe Donner portion of medical benefits for furloughed staff or those with hours cut. As with any employee in California, if a person does test positive for COVID-19 or must care for a quarantined family member, the State will allow them to apply for disability during their treatment and recovery. Many members have contacted Tahoe Donner requesting a way to support staff during these uncertain times. A group of homeowners have volunteered to create a TD Staff relief fund. Details were not available at the time of press but will be communicated once available. Additionally, The Tahoe Truckee Community Foundation has created an Emergency Fund to help with immediate and long-term relief in the Truckee community. The Tahoe Donner Giving Fund team encourages you to support by donating at ttcf.net. The Community Foundation is a 501C-3.

Proud to be a Firewise Community® By DEREK MOORE Tahoe Donner is proud to be a leader in its commitment to wildfire safety. In 2017, Tahoe Donner was awarded Firewise Community® of the Year by the Fire Safe Council of Nevada County for its dedication to making our community safer from wildfire. Earning Firewise Community of the Year would not have been possible without the support of our members who have participated in the homeowner defensible space program over the years, as well as the annual budget’s operating fund allocation for the Forestry department. Tahoe Donner’s Forestry Department is dedicated to maintaining the health of the forest within the association’s approximate 7,600-plus acres while minimizing the threat of forest fires. Forester Bill Houdyschell and his team are nationally regarded as leaders in their field. The department manages 544 acres of deforested land and fuel breaks, 637 acres of fuel reduction zones and 1,338 acres of common area that maintains two thirds for fuel reduction. The Forestry Department’s programs fall into two categories: fire hazard reduction and forest health. These programs include forest management, defensible space, chipping, vegetation management, firewood and timber sales and noxious weed abatement.
Defensible Space
Protecting Our Forest
US Forest Service records show that over the last 35 years over 150 fires burned in or within a two-mile radius of Tahoe Donner. That is why practicing good defensible space is an important part of being a property owner in Tahoe Donner.
In addition to protecting your home, defensible space is also about improving the health of the forest to reduce the overall threat of fire. The forestry department works to create a healthy forest throughout the common areas of Tahoe Donner. This is done by:
One of the goals of the forestry department is to help homeowners bring their properties into compliance with state, local and association fire safety standards. Work completed by individual property owners is key to keeping Tahoe Donner safe from wildfires. Defensible space is an important part of that work and is an ongoing project that requires maintenance on a yearly basis for properties to remain in compliance.
• Creating and maintaining fuel reduction zones in strategic areas
Tahoe Donner assesses every TD property every six years for compliance. With guidance from the Forestry Department, 1,696 property owners have completed their defensible space work and brought their properties into compliance with local ordinances over the past two seasons. In 2020, additional properties will be assessed, including all of Bernese Lane, Davos Drive, Baden Road, Zermatt Drive, Innsbruck Avenue, Bolzano Drive, Christie Lane, Ramshorn Street and Heidi Lane, as well as portions of Northwoods Boulevard, Rhineland Avenue, Skislope Way, Swiss Lane and Weisshorn Avenue. BEFORE DEFENSIBLE SPACE TREATMENT
• Removing brush and planting trees to establish a forest on the landscape • Masticating (mowing) brush from around trees to increase the growth of the forest, changing the arrangement of fuels and removing ladder fuels (fuels which provide vertical continuity, allowing fire to spread up into tree crowns) • Creating a mosaic of practices to lessen the impacts to the human eye and encourage different wildlife species • Thinning dense forest stands through commercial logging operations or by hand crews • Maintaining the seasonal road system in the western portion of Tahoe Donner to lessen erosion and allow access by firefighting crews
AFTER DEFENSIBLE SPACE TREATMENT
Forest Health Management Forest health management activities span the approximate 7,600-plus acres of Tahoe Donner’s association-owned property and individual private properties. This includes both wildland/residential zones as well as open space forests that include areas like Euer Valley, Bucknam areas and the western ride behind Ski Slope. Forest health objectives in Tahoe Donner include:

Grants Awarded The department operational budget has also been augmented over the years by successful grant applications and awards totaling $815,686 since 1991. These awards help fund management efforts of Tahoe Donner’s forested common areas for community protection, and additionally, forest health.
What’s New? Over the past couple of years, Tahoe Donner’s Forestry department has remained busy, completing ongoing projects necessary for the overall forest health of our community. The department has achieved the following:

This year, the department will focus efforts on fuel reduction and forest health projects within this year’s defensible space program. These will take place on common area parcels and areas adjacent to private properties near the golf course. Plans also include maintenance of selected fuel reduction zones (fuel breaks) and continued dead tree removal from association lands. Tahoe Donner is also one of the landowners where fuel reduction projects will occur under a CALFIRE California Climate Investments (CCI) Fire Prevention Grant. This grant, titled Truckee Fuel Reduction, is sponsored by Truckee Fire Protection District and totals $1,500,000. Tahoe Donner will prepare and supervise these projects, hiring contractors to complete the work starting in 2021.

Tahoe Donner Can Help There is a direct relationship between education and managing forest health issues, including drought, insect invasions and diseases that can spread through forests. Tahoe Donner’s Forestry Department offers forest health consultations and evaluations to the membership for their own properties. Installation of New AlertTahoe Fire Camera New this summer, Tahoe Donner will install a new fire camera after the snow melts. The AlertTahoe fire camera combines innovative technology with ground firefighting efforts to protect Lake Tahoe communities. The camera in Tahoe Donner will complement the network of cameras already protecting the Tahoe Basin from devastating fires. To date, the AlertTahoe network has helped firefighters stop 57 fires in the Lake Tahoe region from getting out of control.

In 1893, C.F. McGlashan took action on an idea to bring more winter tourists to Truckee. He built an ice palace in the center of downtown and hosted grand winter carnivals. In the winters that followed, the festivals grew, and publicity for the event ran all the way down to San Francisco with increasing visitors flocking to the small lumber town. Winter tourism in Truckee had begun. The last ice palace was built in 1976 and reduced to rubble in a fire. But Truckee Springs, the downtown Truckee land that it sat on, is a well-preserved open wilderness space that hugs the Truckee River. Truckee Springs is zoned commercial-residential and could have up to a 120-room hotel or 40 single-family homes. Development at this scale would result in the demise of the natural habitat and encroachment on the fragile watershed. While commercial developers have proposed various projects over the years, the Truckee Donner Land Trust and local community supporters have other ideas.
THE WILD SIDE OF DOWNTOWN
Truckee Springs is the open 26-acre space that lies on the south side of the Truckee River. If you walk down South River Street until it ends, you’ll be at the east border of the property. Visitors experience a well-preserved wilderness of willows, alders, aspen, sage and bitterbrush. It’s also a corridor and home to local wildlife. Bears, coyotes, deer and countless birds enjoy the wild space of Truckee Springs. To allow commercial development on the property would mean the missed opportunity to preserve, share and enjoy a wilderness retreat right in downtown Truckee. While the proposed project preserves the wilderness integrity of this centralized area, it will also act as a hub, effectively connecting downtown to the outskirts of Truckee by way of paved and dirt trails.
ACCESSIBILITY + CONNECTIVITY
Imagine riding your bicycle through downtown Truckee. Maybe you pedaled there from your Tahoe Donner home along the Trout Creek Trail. The warm summer breeze pushes you toward the river, where you pick up your leisurely cruise over the newly constructed bridge above the Truckee River and on to the extension of the Truckee River Legacy Trail. You veer east toward Glenshire, admiring the river on your left and enjoying the tall pines that create shade. Or you head west and pedal yourself over to Donner Lake and Beach Club Marina, breaking at a point along the river for a snack. This is only one of the various scenarios that will be possible with the conservation of Truckee Springs as a public wilderness park to be enjoyed by the population of a growing town. Truckee Springs, once acquired, will be host to miles of trails to explore, riverside beaches for respite and a starting point for a plethora of adventures, with connectivity to the Legacy Trail, Sawtooth Ridge Trail and more. The preservation of the Truckee watershed, and of the Truckee River itself, is an important concern among conservationists. The Truckee Springs Project keeps large development off the river, which prevents further erosion and allows for clean water, watershed restoration and flood mitigation.
MAKING TRUCKEE SPRINGS A REALITY
The Truckee Donner Land Trust, the nonprofit integral in the Lower Carpenter Valley and Frog Lake acquisitions, is heading the efforts to acquire the property with the help of a local community board, tasked with raising the $10 million needed to see this vision into fruition. The purchase price of the 26-acre Truckee Springs property is $6 million with $4 million allocated for the building of a bridge, the creation of trails and trailheads and for general
stewardship. Grants have been secured from the Town and the state, but $2.5 million is still being gathered from the community. “I got involved with the Land Trust’s Truckee Springs project because I believe it will be a game-changer for Truckee in general and the historic downtown specifically. The Truckee River is the heart of the town, but is such an under-utilized and hard-to-access asset,” said Andy Barr, owner of Truckee Craft Ventures and member of the Truckee Springs Community Campaign. “The Truckee Springs project, through the preservation of open space, the creation of the bridge and the connection to the West River corridor, will cement the Truckee River as an integral part of downtown, benefiting everyone involved.” Connectivity is the keyword to the project. Besides the fact that there is currently no river access from downtown Truckee, there is also little non-motorized connectivity to the rest of town. Access to the Truckee River, Donner Lake, Glenshire and the wilderness along the 06 Road will be possible with the completion of the project. Imagine stepping off the Amtrak, getting on your bike and being able to ride anywhere in Truckee on established paths. “I’m so excited that people can come down on their bike from Tahoe Donner and then safely cross over the proposed bridge. It’s a real game changer for this parcel of land,” said Paco Lindsay, board member of the Truckee Donner Land Trust and Truckee Trails Foundation and Tahoe Donner homeowner. “As the town experiences more growth due to the West River and Rail Yard Projects, Truckee Springs will secure open space in downtown for all the new people.

ARCHITECTURAL STANDARDS OFFICE UPDATES By SHERYL WALKER, Architectural Standards Office Manager The Tahoe Donner Architectural Standards Office (ASO) is constantly evolving and updating processes to make the lives of our members easier, especially when it comes to changes to your property. We take all your feedback seriously, whether it was obtained via email, in person, in a survey, through Likemoji or from another outlet. Some changes have been in effect for a couple of years, and we’ve found that not all of our members know about them. We hope these updates will help streamline the process of obtaining permits and making property improvements.
A FEW TIME-SAVING ENHANCEMENTS 1. Over-the-Counter Walk-ins: • Minor Project walk-ins are available during the summer season. • Walk-ins for Maintenance Permits are available during ASO office hours. 2. Change of Staff Structure: • One person is assigned to each project for streamlined project management, as opposed to transferring from office staff to inspectors and then back to office staff. 3. New Features on the Website: The website is a great source for information. You can find everything you need by visiting tahoedonner.com/architectural-standards. Here are a few highlights:
FEEDBACK We have received a great deal of valuable feedback from customers who have used ASO. Customer Service Survey highlights include: • Surveys were launched October 2019. • 70 responses have been received so far.
• Digital inspection and extension requests are simplified and paperless. • Exterior specification requirements for each project scope will soon be added to the website.

THE MAKING OF MEDALISTS The Biathamoms consist of a close community of women who are either mothers themselves or figures within their community. The group has been training at the Auburn Ski Club for several years. Their name came to be when then-coach and TDXC trail designer Glenn Jobe grouped the moms together during biathlon practices. They soon became close friends. In 2018, their Master’s coach and teammate Dave Eastwood came up with the goal of training and competing in the 2020 Winter World Masters Games. Head coach Brian Halligan was happy to help with the training and even created a weekly "Biathlon University" class for further study. The biathlon competition was coveted with only 200 slots available worldwide, but the group was able to secure spots within the frantic 30 minutes before the entire event sold out. Official trainings held three times a week included roller skiing, over distance hikes, yoga and shooting drills in warmer months. When snow fell, the ski boots came on and early morning laps at Tahoe Donner commenced. Many teammates trained right at TDXC before
like scopes and ski wax didn't make it to Austria, teammates pitched in and shared what they had. They also helped each other zero their rifle shots for accuracy before the race began. Despite the obstacles, spirits were kept high and excitement was in the air. Preparation and positivity paid off as their relay team raced on to win gold, besting their competition by more than two minutes. “We were efficient, we worked well as a team and had a great rhythm,” Lang-Ree emphasized. Not only was there a gold medal-winning relay performance, but Wendt took third place and fellow biathlete Lisa Holan took second in individual racers within their age bracket, respectively. The group was enjoying the scenery after the competition when they got the good news.
“We went sightseeing after our races because we didn’t think we had placed,” explained Wendt. “Our times weren’t the best, but our shooting accuracy bumped us past competitors who took penalties for their shooting.” The Biathamoms continue to compete in local events, and both women have no intention of slowing down. “It’s great that people

over 50, or any age, are still getting out there and having fun,” Lang-Ree praised. With true determination and passion, their first race post-victory was the Chuck Lyda Memorial on February 2. The Winter World Masters Games is scheduled to happen every four to five years, and when asked about participation in the next one, both are planning on it.
CREATING FAMILY FUN IN TD Training for a worldwide event is no small undertaking, but living at Tahoe Donner allowed Lang-Ree and Wendt to get the most out of their training without traveling far from home. With unique terrain and a welcoming ski community, “nothing can beat it,” Wendt said with a smile. When talking about why she loves cross country skiing, Lang-Ree shares, “It's peaceful and relaxes my mind. Nordic skiing is great exercise, is generally safe, and there are no crowds. I just feel happy here.” Wendt prefers Tahoe Donner Cross Country not only because of the trails but because of the community. “We call the intersection at Moondance Hut ‘Jabber Junction’ because you’ll always run into someone you want to talk to.” Additionally, being able to take her dog along on approved dog trails is a huge bonus that she mentions not many other cross country trails offer. Not only have Lang-Ree and Wendt been avid Nordic skiers for decades, but their children have found a passion for sports that developed through amenities available at Tahoe Donner. Both have kids who learned to ski and participate in sports through member amenities, and many had jobs growing up - including Wendt herself – working as TD employees. The crossover between sport and community at Tahoe Donner is not one to be overlooked. Wendt’s favorite Christmas present each year is to gather her family together on the TDXC track for an annual holiday ski. Lang-Ree’s children started sliding on Tahoe Donner snow when they were less than two years old. Both families will cherish these snowy memories throughout their lifetimes. “No matter how you get out,” Lang-Ree says, “every day that you’re on skis is a good day.”

PRECAUTIONS AND BEST PRACTICES FROM THE CENTERS FOR DISEASE CONTROL AND PREVENTION KNOW HOW IT SPREADS
• There is currently no vaccine to prevent coronavirus disease 2019 (COVID-19). • The best way to prevent illness is to avoid being exposed to this virus. • The virus is thought to spread mainly from person to person. • Between people who are in close contact with one another (within about six feet). • Through respiratory droplets produced when an infected person coughs or sneezes. • These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.
CLEAN YOUR HANDS OFTEN
• Wash your hands often with soap and water for at least 20 seconds, especially after you have been in a public place or after blowing your nose, coughing or sneezing. • If soap and water are not readily available, use a hand sanitizer that contains at least 60 percent alcohol. Cover all surfaces of your hands and rub them together until they feel dry. • Avoid touching your eyes, nose and mouth with unwashed hands.
COVER COUGHS AND SNEEZES
• Cover your mouth and nose with a tissue when you cough or sneeze, or use the inside of your elbow. • Throw used tissues in the trash. • Immediately wash your hands with soap and water for at least 20 seconds. If soap and water are not readily available, clean your hands with a hand sanitizer that contains at least 60 percent alcohol.
STAY HOME IF YOU ARE SICK
• Stay home. People who are mildly ill with COVID-19 are able to recover at home. Do not leave, except to get medical care. Do not visit public areas. • Stay in touch with your doctor. Call before you get medical care. Be sure to get care if you feel worse or you think it is an emergency. • Avoid using public transportation, ride-sharing, or taxis.
CLEAN AND DISINFECT
• Clean AND disinfect frequently touched surfaces daily. This includes tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets and sinks. • If a caregiver or other person needs to clean and disinfect a sick person’s bedroom or bathroom, they should do so on an as-needed basis. The caregiver/other person should wear a mask and wait as long as possible after the sick person has used the bathroom. • If surfaces are dirty, clean them. Use detergent or soap and water prior to disinfection. • Be sure to follow the instructions on the label to ensure safe and effective use of the product. Many recommend precautions include wearing gloves and making sure you have good ventilation during use of the product. Most EPA-registered household disinfectants should be effective.

WOMEN’S GOLF CLUB
A special aspect of TD4WD trail runs is the opportunity to visit historical places in the region. On May 23, we’re heading to Allegheny, California for a four-hour guided tour of the original, and still operating, Sixteen to One Mine.

SENIOR ALPINE SKI CLUB Even with the lack of snow this season, a group of eight of our skiers enjoyed a fantastic trip to Utah, hitting Deer Valley, Alta and Snowbird and skiing powder, wintery packed powder, steeps and deeps. We also conquered the famous HIGH RUSTLER RUN at Alta.
While our Tahoe Donner course is being renovated this season, the Women’s Golf Club will be in full swing! We will spend the 2020 season as the “Traveling Sierra Sisters,” playing different courses in our region. Our season will kick off on June 16 and run through September 29, with play at courses in Reno, Plumas County, The Valley and the Tahoe area. Our priorities are fun, friendship, and exploring new courses! If you are interested in joining us, email tdwgclub@gmail.com. The Far West Ski Association (FWSA) sponsored a fabulous trip to Davos, Switzerland, which was enjoyed by several club members. We elected two new board members, Stephen O’Brien and Christine Lodge, to serve for the next two years. We also honored race winners and members who have put a tremendous amount of time and effort into organizing and running events this ski season. QUILT CLUB
Allegheny is approximately 40 miles northeast of Nevada City. Mining started in the Allegheny area in 1851 with the Sixteen to One mine starting in 1896. To improve transportation between the mines, and specifically to the North Star Mine in Grass Valley and the Tightner Mine in Alleghany, Civil Engineer Arthur Foote oversaw the building of the Foote’s Crossing route above the middle fork of the Yuba River. In 1913, Italian stonemasons tamed the steep canyon walls by chiseling out a narrow shelf road linking Allegheny and Nevada City. It was quite an engineering accomplishment in the day. Today, Alleghany is easily accessible via Highway 49 from either Nevada City or Downieville. The more southern Foote’s Crossing route is seldom used and is both rough and puckery due to the exposed narrow shelf road perched high above the river.
The Tahoe Donner Quilt Club is making walker bags and food protectors (adult bibs) for the wheelchair residents at our Tahoe Forest Extended Care Center. They were so happy to receive our “gifts” that we are continuing to support this center throughout the year. Our club will resume meeting on the first and third Wednesday of the month from 1-3PM once the Northwoods Clubhouse is reopened. We welcome all levels of quilters and appreciate fabric donations. In October, TD4WD Club’s history tour continues with a trip to the Cerro Gordo Mine and the ghost town in Owen’s Valley, southeast of Lone Pine. This privately owned historical site offers private tours with tickets sold on their website. Significant amounts of silver were mined starting in the late 1860s, with operations shifting to zinc in the 1920s. The recent precautions initiated to reduce the spread of COVID-19 have reduced families to the comfort and safety of their homes. With schools locked, restaurants shut down and Tahoe Donner facilities closed for the time being, what can you do to make this time together something positive?
TRY THAT RECIPE This is a time to take to food into consideration. Introduce your children to cooking by letting them make their favorite recipes. Try recreating the famous baked mac ‘n’ cheese from the Tahoe Donner Lodge Restaurant & Pub! Indulge in classic comfort foods while making sure you eat beneficial ones as well. Eating healthful meals is one of the biggest factors in staying healthy, so take this time to teach your family about the power of nutritious – and delicious – food.
TAKE A HIKE Social distancing is a crucial factor in minimizing the spread of sickness, but we are lucky to live in an area surrounded by nature. Staying healthy includes getting outside and active, so take your family outdoors to enjoy the fresh air and natural perspective. While Tahoe Donner facilities are closed, the association has a wealth of open spaces that are open for your physical well-being, as long as government regulations and social distancing allow.
SUPPORT LOCAL BUSINESSES While shopping and eating out may not be a good idea right now, there are still ways to support your favorite local businesses. Order takeout or purchase a gift card over the phone through shops and restaurants to be used at a later date or as a gift idea. It’s been over a year since the new Short Term Rental (STR) rules and registration requirements were adopted. Since then, we’ve had more than 900 homeowners register their STR. Here is a look at where we are now and some answers to common questions we’ve received.

To preserve and protect the quiet residential nature of the Tahoe Donner community and address issues related to short-term rentals including over-crowding of homes and parking, the board of directors has approved new Short-Term Rental (STR) rules for all Tahoe Donner homeowners who short-term rent their property. The resolution and rules were passed on October 27, 2018 with an effective date of January 1, 2019. All STR property owners are required to register with Tahoe Donner within 60 days from January 1, 2019.
WHAT IS A SHORT-TERM RENTAL (STR)?
BY THE NUMBERS • 904 active STR registrations • 68 closed registrations: • Change of ownership (46) • Owner cancellation request (22) • 18 new registrations per month on average

Short-term rentals (STRs) are residential properties in the Tahoe Donner development that are offered for rent or lease for one or more terms of less than 31 continuous nights. WHAT INFORMATION DO I NEED FOR REGISTRATION? Be prepared to provide: • Property owner contact info: email, phone, mailing address • Up to three other designated persons’ contact info: email, phone • Number of bedrooms in the home • Town of Truckee Transient Occupancy Tax Certificate number WHERE AND HOW DO I REGISTER? Registering is a simple process of completing an online form available at tahoedonner.com/str. Hard copy forms are available if a member is unable to complete the online form. The form can be emailed to str@tahoedonner.com or mailed to: Tahoe Donner Association 11509 Northwoods Blvd. Truckee, CA 96161 WHAT HAPPENS IF I DON’T REGISTER? For owners who start renting their home as an STR, they must register within 30 days of commencing the rental. Should an owner not register with Tahoe Donner, a notice of violation will be sent followed by a hearing, possible fines and suspension of amenity rights for non-compliance of the rules.
WHO IS THE ENFORCING BODY FOR THE STR RULES? Tahoe Donner compliance staff within the Architectural Standards Office facilitates the day-to-day operation of all Covenants Rules enforcement including STR rules. The Covenants Rules, which include the STR rules, are enforced by the Covenants Committee under the delegation and direction of the board of directors. THANK YOU FOR REGISTERING! As of the time of this article, out of the 906 registered STRs in Tahoe Donner, only 1 property has been found to be in violation of the registration requirements. STR rules are in place for the benefit of the entire Tahoe Donner community. We strongly recommend that you become familiar with all STR rules to help you stay in compliance. TAHOE DONNER ASSOCIATION SUPPORTS THE DISASTER ASSISTANCE EQUITY ACT
The Tahoe Donner Association Board of Directors has written a letter to Representative Thomas McClintock urging him to co-sponsor H.R. 5337, the Disaster Assistance Equity Act. Proposed amendments to H.R. 5337 will create access for homeowner associations like Tahoe Donner to FEMA resources for debris removal in the event of a declared major disaster. Access to these funds will be mission critical in the recovery stage of a major disaster, alleviating the financial impact to organizations like Tahoe Donner when facing damage and destruction and getting the facilities back up and running quickly. This will in turn aid residents and guests in the area by providing safe refuge and alternatives for eating, cleaning and gathering locations.

TOWN OF TRUCKEE: NEW FOR 2020/2021 TAHOE DONNER RIGHT-OF-WAY VEGETATION REMOVAL PROJECT As a part of Truckee’s ongoing roadway maintenance program, the town has a continuous vegetation removal program to periodically remove trees and brush from the edges of roadways. This is done as a means of maintaining space for snow storage, eliminating vegetation encroachment into travel lanes, eliminating vegetation that obstructs drainage infrastructure and eliminating vegetation that causes root damage to roadways. Historically, the town of Truckee’s vegetation removal program has been limited by the amount of public works staff available to perform vegetation removal and ongoing public concerns associated with a reduction in tree screening between the roadway and individual homes. However, over the past year, both the Tahoe Donner Association Board of Directors and the Truckee Town Council have expressed interest in improved fire resiliency within the Tahoe Donner subdivision and the town as a whole. One manner of improving fire resiliency is to
reduce the likelihood of roadway function becoming compromised during a wildfire. Reduction in flammable materials above and along a roadway is a significant measure that would reduce that likelihood.
IMPROVED FIRE SAFETY Vegetation removal along roadway edges can have a number of benefits when it comes to fire safety in our community. Those include: • Reduced risk of fires starting • Reduction of heat generated in the roadway corridor during a fire event • Increased width of roadway fire breaks • Reduced likelihood of burning debris being deposited in the roadway during a fire event
ABOUT THE PROJECT At the March 10 Truckee Town Council Meeting, the Council approved adding the vegetation removal project to the late spring/summer 2020 work plan. The plan includes hiring contractors to perform tree and brush removal and tree trimming along roadway edges in Tahoe Donner. The Town of Truckee controls the property within 18 feet of roadway edges for the majority of the roads in the Tahoe
Donner subdivision. The criteria for vegetation removal are as follows: • Remove all trees and brush 14 inches or smaller in diameter at breast height (DBH) that are within 15 feet of the edge of roadway pavement. • Remove all trees that are within 10 feet of the edge of roadway pavement, regardless of size. • Remove all limbs from remaining trees within 15 feet of the edge of roadway pavement, up to a height of 15 feet from the ground. • Remove all additional tree limbs which are higher than 15 feet from the ground and extend beyond the edge of roadway pavement.

BRIEFS ACCESSORY DWELLING UNIT (ADU) AND JUNIOR ACCESSORY DWELLING UNIT (JADU) RULES Effective February 22, the Tahoe Donner Board of Directors adopted laws concerning ADUs and JADUs within our community. Key points include: •
One ADU or JADU per lot.
•
Any purposed unit shall comply with Truckee Municipal Code.
•
ADUs/JADUs must comply with setback and coverage requirements, be within certain square foot limits and include a parking spot.
•
There is a prohibition on using the ADU/JADU for short-term rental.
•
Unpermitted ADUs must apply for permitting within 90 days.
•
The Architectural Standards Committee can impose reasonable rules and grant variance on a case-by-case basis.
•
Rules were effective on February 22, 2020.
