MESSAGE FROM THE BOARD PRESIDENT Dear neighbors, Some refer to us as “the Tahoe Donner family” while others look at Tahoe Donner as a business. “Dear Customers”? — I don’t think so. I prefer “neighbors.”

We are a diverse group of neighbors: young or retired; at the height of our earning power or conserving to live on a fixed income; permanent residents or second homeowners; newcomers or old-timers.

How we define “family” is also diverse. The true definition of “family” at Tahoe Donner may very well be those we are close to and care about. Members want to freely share and experience Tahoe Donner with family in this broad context. Members also want to share Tahoe Donner with family friends.

Formal surveys and personal stories show that most of us bought into Tahoe Donner for the amenities. Members purchasing within the last two years are trending younger (60% under 50). With our percent of full-time owners increasing and second homeowners report using their TD properties more often, our amenities will be used all the more.

New residents reported using the Trout Creek Recreation Center, Beach Club Marina, Bikeworks, Snowplay and Day Camps more than the membership overall.

Ranking by household use (unique unit-lots) is similar across the membership: • Trails, restaurants/food outlets and Trout Creek Recreation Center are at the top of the list • The Beach Club Marina, pools, Cross Country Ski Center and Downhill Ski Resort are in the middle group • Followed by the Golf Course, Tennis Center, Bikeworks and Equestrian Center

Irrespective of ranking, members like the diversity of amenities. Those who are passionate about tennis, are, well, passionate about tennis—and no differently than the skiers and golfers are for those amenities. No matter what their preference, members’ ultimate passion is for the total amenity package.

We must embrace our diverse membership.

Single-focus solutions do not work. By coming together with creative solutions, we can afford everyone the opportunity to enjoy the amenities of choice. For example, the Beach Club Marina, with its fixed amount of parking and beach space, is frequently crowded. Shuttles address parking challenges and staff has developed a novel solution to expand the deck area, using underutilized space for better enjoyment.

Assessments and fees are another matter.

Efforts to contain assessments by increasing user fees may have led to dissatisfaction— we need balance. The amenity access policy is under review with an eye toward balancing diverse member interests. Members are greatly involved with staff having formed a member workgroup, member focus groups just completed and with a member survey to come. There will also be a formal member comment period before any proposed changes are adopted.

Thank you to all the members who participated in the surveys, open houses, focus groups and meetings this past year. Member input on all issues continues. In-person board meetings resume in April (yea!—may COVID-19 be behind us!). Board meetings are recorded for you to watch at your convenience. 2022 Board of Directors E L E C T I O N I N F O R M AT I O N + K E Y D AT E S TWO POSITIONS OPEN

Why You Should Run Five individuals make up the board of directors, and one or two positions are open each year. These five members make a huge impact on both our community and your investment. From overseeing projects to preserving open spaces to uniting our community and making sure members are heard, there are many reasons to become a guiding member of Tahoe Donner. Why should you run for the Board of Directors Election?

ORGANIZATIONAL GOALS

Goals help to guide the association in the right direction, and the board works to continually establish governance culture, set short-term rental rules, establish violation fines, select member committees and more.

ANNUAL BUDGET

Each year, the board sets Annual Assessment dues to fund reserves and operations, allocate resources within established guidelines and more.

NEW + ONGOING CAPITAL PROJECTS

Capital projects require continual input, and amenity improvements are decided by the board. One example includes the Trout Creek Recreation Center expansion that was completed in 2020.

OPEN SPACE PRESERVATION

The board sets the Trails and Open Space Master Plan and makes property purchase decisions to expand recreational opportunities and provide defensible space; this year, the Master Plan is being updated, and you can help to determine the future of open spaces.

AMENITY PRICING

The board provides important input regarding ski and golf season passes, daily access fees and peak pricing; the amenity access policy is also under review this year, and board input is critical.

Chef Lew

17 YEARS AT THE LODGE RESTAURANT & PUB

When it comes to a work/life balance full of adventure and accomplishment, no one has mastered the act more than Tahoe Donner’s own Chef Lew. Chef will retire at the end of April, so join us as we look back at some of his adventures and accomplishments.

THE

Beginning

Originally from North Dakota, Lew Orlady got the first taste of a Tahoe lifestyle when his parents moved to Northstar. Passionate about cooking, he pursued a degree in nutrition and dietetics at Chico State.

After graduation, he traveled and worked in a variety of restaurants, quickly growing to love the kitchen atmosphere. With this revelation, Lew jumped into culinary school in New York. There, he met his future wife and gained the experience needed in the culinary world before moving back to Tahoe.

While Tahoe was captivating for many reasons, it was a connection he made to the Bay Area that helped shape Chef Lew’s early career. “A couple I was waiting on owned four restaurants in San Francisco, and they hired me as a sous chef in Palo Alto. That’s where I first started chefing. I then wanted to move up, and a man named Dennis Berkowitz was hiring a chef. I ended up opening six restaurants for him in San Francisco and Sacramento.”

After a successful run in the big city, Lew and his wife eventually had their compasses pointing back to Tahoe and the outdoor adventure it offered.

Over many years, he opened restaurants, became a partner, worked under executive chefs and elevated his cooking skills higher than ever before.

Through it all, Lew continued to set his sights on a bigger prize. As it happened, Tahoe Donner was doing the same thing.

Stumbling upon The Lodge Restaurant & Pub in its earliest stages, Lew knew the concept of a restaurant in a homeowner’s association could become something special. “I had a really good buddy of mine, who was very good at food and beverage – I called him and said, ‘Let’s you and I do this. You apply for the general manager job at The Lodge,

and then when you get that, you hire me.’ And that’s exactly what we did.”

Wanting to add years of experience to a brand-new establishment, Lew’s highest priority was to have a say in the menu. Tahoe Donner had originally hired Dennis Berkowitz and Associates to oversee the restaurant and menu – a consulting firm run by the same man that hired Lew all those years ago in Sacramento. “It just so happens that I opened six restaurants for Dennis Berkowitz and my wife opened three. So, I said, ‘Unless you sign off the menu to me, this isn’t going to work.’ I showed Dennis my menu and they signed off on it. And that’s how I came here.” Seventeen years later, the rest is a delicious history.

At The Lodge, Lew’s 17-year streak isn’t the only run to boast. “I have not had very much turnover in this restaurant. I had a sous chef here for 15 years. My girls in the back have been here anywhere from 10 to 17 years. That’s a solid sentiment right there.

Turnover is the death of a restaurant when you don’t have any consistency. I’ve been lucky.”

Lew has done more than create meals with his kitchen family – he has mentored many of them to elevate their culinary skills and abilities. “I’ve turned a lot of sous chefs into chefs. And I’ve turned a lot of dishwashers into chefs too. That always makes me feel good – that you can help people move up and achieve their goals if it’s in the food and beverage business.

“I had one kid in the kitchen who was in high school.

I talked to him about staying in school because he wasn’t thinking about going to college. I just talked with him. About six years ago, he walked into the kitchen here at The Lodge. I hadn’t seen him since the 80s. I didn’t recognize him. His sister actually lives in Tahoe Donner now. But this kid is now a tenured professor at the University of Houston. And he goes, ‘You got me to go to college.’ And that? I mean, those are the good things.”

When it comes to his greatest contribution, Lew is proud of the steadfast reputation The Lodge has garnished over the years. The glow you get when you step into The Lodge follows you through the handpicked wine selection, craft cocktail menu, elevated culinary options and warm service. With sunset views overlooking the golf course, it’s easy to get wrapped up in the atmosphere Lew has had such a hand in crafting.

“Our reputation has always been consistent.

Since the day I got here, the food has always been consistent, and it’s always been rated high. And we’ve always had a great crew. You don’t have good food if you don’t have a good crew.” The Lodge has become a staple not only in Tahoe Donner but in the Tahoe area, earning the titles of the Best Restaurant and Best Server/Bartender in North Truckee & Tahoe.

What makes the food so good? Simplicity is key.

“I always try to keep it simple. I don’t try to overdo it with too many flavors on a plate, because I’ve always tried to let the quality of the food show up. If you have a fresh, great product, then you don’t need to dress it up. And that’s always been my key – to keep it simple.”

Play Hard

Though the restaurant lifestyle is often glamorized these days through reality television, fast-paced cooking competitions and fairy-tale stories, Lew made sure to get the most out of a career that can be all-consuming. Whether it was mountain biking in the summer or cross country skiing in the winter right at Tahoe Donner, his biggest lesson was to play as hard as you work. “As far as recreation, the restaurant business is tough. But at The Lodge, I arrive in the morning, set up, and then I’m either riding my bike or skiing. You have to figure out how you’re not going to be here all day and not leave.

“I wanted to have both work and the outdoors. I got the taste of this life because my parents lived up here. I’ve been skiing since I was four. I always knew my path was going to be to get back to Tahoe. And when I had my chance, I took it. I probably could have made a lot more money in the city, but you’ve got to balance it. And you know what? I wouldn’t ever change it. I’ll take exercise and outdoors to fame and fortune any day.”

Chef Lew will retire at the end of April, celebrating his last days in the kitchen right here at The Lodge Restaurant & Pub. He has carefully flavored our weekends, holidays, big events and family togetherness over these 17 years, and we wish him all the best as he creates new outdoor adventures and family memories of his own. We encourage you to stop by one last time to savor the menu, the atmosphere and the stories that only Chef Lew can create.

Covenants and Restrictions, Bylaws and Association Rules – but specifically Covenants.

Covenants Rules fall into two broad categories: General Common Area and Amenity Rules and Private Property Rules. The private

property rules govern what owners and their guests can, cannot

or must do with respectful behavior at a residence or lot. The goal

of the rules, in conjunction with the other governing documents, is to preserve, protect and enhance neighborhood property values.

Governing documents and enforcement procedures are based on voluntary compliance and a complaint-based system, except for specific inspection programs like defensible space.

Camping is fun, but stick to designated areas like the Tahoe Donner Campground Keep it calm when you’re out and about – no skating, skateboarding, off-roading or loose animals Keep your spark alive, but avoid fires, fireworks and dumping of ashen materials Enjoy the wildlife, avoid firearms and archery use Park it somewhere safe to avoid after-hours parking and off-pavement parking violations Share the serenity and avoid noxious activities

PRIVATE PROPERTY RULES

The following are some common rules to follow on private lots. For a full list of rules, visit tahoedonner.com/covenants-rules.

Enjoy your home – no living in a garage or recreational vehicle Stick with cats and dogs, not chickens, cows or other animals for commercial purposes Take in that peace and quiet – no noxious activities or business activities with exterior advertising that attract increased traffic or parking Keep your yard looking beautiful and free from garbage accumulation, outside storage, inoperative vehicles, vehicles under repair and large machinery and equipment Leave it to the experts – no vegetation removal of trees greater in diameter than 4 inches without a TD Forestry Department permit Show off your car in your driveway, not in unimproved lots or unsurfaced areas Buy that boat, but keep no more than one recreational trailer on your lot Most recently, light pollution, noise and STR rules have been added with approval from the board in 2018 as well as the seasonal outdoor woodburning fire ban and forest health and fire safety and prevention rules in 2019.

WHO DETERMINES ENFORCEMENT?

The Covenants Committee is the hearing body that determines enforcement actions following an explicit due process outlined in the Covenants Enforcement Procedures.

The Committee has the authority to levy fines and recommend to the board of directors an abridgment of members’ amenity usage rights when they find that a provision has been violated.

The board of directors acts as the appeals authority for all committee decisions, but staff play a large role in the administration of the Covenants Enforcement Procedures, starting with community relations. The principles that staff uphold with each property owner and those complaining about behaviors include: • Inclusivity and equity • Voluntary compliance • Decency in actions • Clear and consistent communication • Consistent application of the Covenants Enforcement Procedures In addition to the day-to-day administration of the community standards, staff perform as the administrative support for the committee in preparing reports, scheduling hearings and collaborating with the committee in pursuing the goals of the association community standards.

REPORTING COVENANTS NON-COMPLIANCE IN TAHOE DONNER

Our community is known for its friendly neighbors, calm demeanor and passion for safety. Even in our alpine paradise, though, reminders need to be communicated to keep our neighborhood up to association standards. What happens when you or someone you know needs to report a Covenants non-compliance issue?

HOW CAN I MAKE A COMPLAINT?

All complaints made in Tahoe Donner are processed through the Architectural Standards Office (ASO). If you wish to make a complaint about a non-compliance issue within Tahoe Donner, the new member portal now offers an easy and simplified hub to alert the ASO community relations inspector of potential violations of rules as well as share additional important information at the association level.

The online complaint form in the member portal allows for the community relations inspector to quickly learn your information, the information of the address being complained and the photo or video evidence that upholds your request. By filling out a form online, you have the opportunity to expedite the complaint submittal process.

To make a complaint through the member portal: • Log into the member portal and find the button that says “View and add resident requests” – this button should also show how many requests you’ve made • On the new page, click “Add New” to open a blank resident request form • In the dropdown “Type” box, select “Report a Covenants Non-Compliance Complaint” • Fill out the form as it applies to you; be sure to add photos or videos if you have them, as this will help your request • Press “Save” • Wait for the community relations inspector to respond to your request with next steps

OTHER WAYS TO FILE A COMPLAINT

WHAT HAPPENS NEXT

Submitting a Covenants Complaint is the kickoff to ensure compliance and balance in our community. Whenever you submit a form through the portal, a streamlined email message alerts the community relations inspector that a complaint has been made.

If the complaint is something to be resolved within Tahoe Donner, per the covenant’s enforcement procedures, the community relations inspector will: • Call the primary phone number on file and speak to the owner or leave a message • If no answer, call additional phone numbers on file to speak with or leave a message for owner or designated contact • Email the owner via any address on file • Send a follow-up email to the complainant confirming attempts to contact the owner Let us all be good neighbors by choosing to live the good neighborly courtesies in the rules and communicate them to our friends, family and guests.

CAPITAL PROJECTS HAPPENING THIS SUMMER

THE LODGE RESTAURANT & PUB ADA PARKING LOT The Lodge Restaurant & Pub Americans with Disabilities Act (ADA) Project includes bringing parking stalls up to code and addressing the safety of the walkway that connects the upper and lower parking lots. This project is underway for safety standards, ADA compliance and improvement to benefit members and guests of all ability levels. Most recently, the board voted to eliminate the electric vehicle charging station component of this project.

Pending permitting and contractor availability, this project will be implemented during the 2022 fall shoulder season to reduce impacts to the membership. During construction, temporary ADA parking and access will be provided to the building.

SNOWPLAY SNOWMAKING Tahoe Donner is a multi-faceted association that boasts well-maintained facilities and amenities that directly impact its property value and provide the best possible service to its members and guests.

With 50 years of rich history and the continual need to reinvest in the association, buildings and services are constantly being updated as needed.

This summer, many capital projects at the association will begin their construction phase. Read on to learn more about what to expect beginning this spring at Tahoe Donner.

The Snowplay Snowmaking Project encompasses the ability to have snow made at the Snowplay amenity in the winter months, even in seasons with little snow. Snowmaking is an insurance policy to offer a quality and consistent service, particularly during the holiday period, which is key for serving the membership and generating revenue.

Currently, Phase 1 is complete, which allowed for a temporary-use permit through the Town of Truckee to allow snowmaking over the previous two ski seasons. A permanent-use permit amendment was approved in the summer of 2021 to permanently install the infrastructure for the remainder of the project. The majority of this work will take place on the driving range.

Pending weather, this work is currently scheduled to begin midApril before the range opens for the season.

CROSS COUNTRY SNOWMAKING

PAVILION DINING AT THE LODGE

The Cross Country Ski Center Snowmaking Project will help to improve low-elevation conditions in low-snow years as well as protect key association revenue, which can stabilize overall dues and costs. Summer construction will not impact cross country ski operations, and there will be minimal impact on summer trail use.

The Pavilion Dining at The Lodge Restaurant & Pub Project includes enhancing the outdoor Pavilion dining area. This will allow more casual dining for families and golfers. A landscape architect will also create a plan to allow for ADA compliance, shade structures, fire pits, an outdoor bar and more.

Construction began in the summer of 2021. Due to smoke, early winter storms, COVID-19 and supply chain issues, there were unexpected construction delays. The project will start up again in early May and will be completed this year.

This project is currently in design. Construction is slated for fall of 2022 but is pending board approval, permit approval and contractor availability.

ALDER CREEK TRAILHEAD BOARDWALK + TRAIL RESTORATION

MARINA DECK EXPANSION + SHADE STRUCTURE

The Alder Creek Adventure Center Trailhead Boardwalk and Trail Restoration Project includes trail restoration and safety improvements for trail users. Improving the surrounding wetland area will provide a safer trailhead from the Alder Creek Adventure Center parking lot. Trail-user traffic will be mitigated around the Equestrian Center during the construction period.

Construction on the new boardwalk section will begin in the spring of 2022. Membership impacts will be minimal, as most of the work will be on a new trail alignment.

As Tahoe Donner has done over the two previous spring seasons, the section of the Alder Creek Trail to be restored will be shut down in the spring when it is too wet to comply with permitting agencies.

The existing trail will be permanently closed and restored after the new alignment is complete.

The Beach Club Marina Deck Expansion + Shade Structure Project includes proposed expansion of the existing deck into the underutilized lawn area, providing a larger space for the membership to dine while at the grill area as well as a place to shelter from the sun and windy summer afternoons. Project components may include a permanent bar, wind screen, shade structure and more.

This project is currently in design. Construction is slated for fall of 2022 but is pending board approval, permit approval and contractor availability.

AFTER CLOSING

When Tahoe Donner Cross Country Ski Center closes for the season, trails return to free access and become open to foot traffic, bikes and dogs. Be extra cautious, as ski patrol will no longer be on duty and spring melt can create challenging and dangerous conditions.

Please avoid muddy areas until the ground has time to dry. Biking on muddy trails damages the trail surface and can cause ruts and accelerate erosion.

OTHER NOTES ON TRAIL ETIQUETTE

• Skate skiers and snowshoers – please respect the classic tracks by not skating over them.

• Dog passholders – please watch your dog carefully, especially within the first 15 minutes to see where they poop and pick it up to dispose in the cans provided.

• Downhill traffic has right of way – if you are skiing uphill, you are likely in more control than someone coming down. Please assess the situation and step to the side if necessary to let downhill traffic pass.

• DO NOT ski after 5PM – skiing after 5PM slows grooming efficiencies and can damage tracks for the next day’s skiing.

• A trail pass is required for access to ski or snowshoe. Hiking and biking are not permitted within the ski area boundary. tahoedonner.com/xc

On Saturday, April 30, we are holding a 4WD Skills Day at Prison Hill, an OHV area in Carson City. The Skills Day is a great opportunity for those new to off-roading to learn about equipment on their vehicles, like lockers, 4WD low and sway bar disconnects.

We’ll demonstrate airing down to increase traction and ride comfort.

Additionally, we’ll go over basic recovery procedures, winch and kinetic rope, and other safety equipment.

You’ll see modified Jeeps and have the opportunity to ask owners about lifts, tires, axles, winches, bumpers and skid plates or other 4WD questions you may have. You’ll learn about trail etiquette and “tread lightly” responsibilities.

Prison Hill has numerous short trails and obstacles to practice on, including deep ditches and steep hills. We will help you gain confidence with your 4WD vehicle off road. Join us for this fun day of skills building. Register at TD4wheelers.org.

QUILT CLUB

The Tahoe Donner Quilt Club had been making baby quilts for the Nevada County Healthy Babies Program for many years. But because of COVID-19, they are no longer doing home visits. So, the TD Quilt Club is donating the accumulated baby quilts to the Teen Closet, an incentive program for teens where they can get diapers, clothes and toys for their babies after they complete school projects and parenting classes.

The Teen Closet is associated with Sierra Teen Education and Parenting Program (STEPP) sponsored by Soroptimist International of Truckee Donner (SITD). The items are also available for families with children who are traveling through Truckee and need help. The Teen Closet accepts donations throughout the year, and the Tahoe Donner Quilt Club is happy to support this program.

Summer is almost upon us. As you make the last few runs on the slopes, start thinking about GOLF! Tahoe Donner Junior Golf Club was originally formed by young players looking to play with other young players.

This year, we will better integrate professional instruction and social interaction to turn your skills into having fun.

Every Thursday at 2PM on the practice green, we spend an hour playing putting games and chipping games. Around 3PM, we go out on the course and play nine holes. Since we have a broad range of experience participating, you will be paired with children of similar age and experience.

The key is to have fun in a social environment.

This year, we are hoping to have the Truckee High School golf team assist on the course. Annual dues for TDJGC membership are only $10 and go toward snacks, water and the Annual Junior Championship Tournament (hopefully back August 4, 2022, assuming favorable COVID-19 conditions, so mark your calendars!).

TDJGC is open to all children of all Tahoe Donner property owners ages 7-17.

FORESTRY INSPECTION NOTICE Currently, the forest in Tahoe Donner is experiencing a large number of affected trees due to insects, drought and storm damage.

The Forestry Department plans on inspecting properties for forest health issues as soon as the snow melts to help accelerate the process of removing hazards. Forest health issues include dead trees, storm-damaged trees and an overabundance of pine debris on the forest floor. This serves as written notice as required by the Tahoe Donner Association Covenants and Restrictions that these inspections will take place beginning in April and will continue as conditions allow. These inspections will occur between the hours of 8AM and 5PM. We plan to complete 25 to 50 inspections per day during this period. Inspectors will walk through the property to complete the inspections. All properties with dead, dying or damaged trees will receive a Notice of Required Maintenance Forest Health letter and an inspection report of their property. The letter will give property owners 30 days to complete the maintenance.

Weekly curbside pickup continues year-round. Place blue bags next to your garbage can to prevent overage costs.

BLUE RECYCLING CARTS Tahoe Donner homeowners can opt in as part of their trash service by visiting keeptruckeegreen.org. Blue recycling cart service is every other Tuesday in Tahoe Donner (alternating with green cart service).

Included in your solid waste tax is four scheduled overages and two bulky items picked up at no extra charge. GREEN WASTE HOME DUMPSTER

Six-yard green waste dumpsters continue to be available by reservation for a reduced one-week rental of $81.28 through June 30, rates scheduled to increase July 1. Dumpsters are delivered on Wednesday and retrieved the following Wednesday.

SELF HAUL

Tahoe Donner homeowners can continue to drop off up to six yards of yard waste at Eastern Regional Landfill (ERL) for free. You will receive an address-specific punch card to track yards dropped off upon first visit to Eastern Regional Landfill. Proof of residency with an ID and a utility bill required for issuance of a punch card. Punch cards are transferable, so you can give this to your contractor or friendly neighbor.

CONTRACT HAUL

Contractors can drop off yard waste for free at ERL on behalf of homeowners by utilizing the new punch card system.

WHAT’S HAPPENING AT THE TOWN OF TRUCKEE? A LOOK AT SUSTAINABILITY-FOCUSED PROJECTS

By THE TOWN OF TRUCKEE The Town of Truckee is committed to leading the way in sustainability.

April is Earth Month, and we want to highlight some of our upcoming projects. Throughout the month of April, our Town and Keep Truckee Green social media platforms will also be highlighting some of our ongoing efforts, professional tips and educational resources. We will also be at the Tahoe Truckee Earth Day Event on April 23 at Palisades Tahoe and hope to see you there!

MICROTRANSIT

The availability of transit provides our visitors, residents and second homeowners with the opportunity to move around our region without their vehicles. Doing so would allow travelers to condense traffic, reduce their impact on the environment and get where they need to go promptly. The Town of Truckee has recognized that the existing transit system does not meet everyone’s needs, especially those seeking to travel to and from our residential areas such as Glenshire, Sierra Meadows and Tahoe Donner. To evaluate how we can serve these areas in a cost-effective, efficient and convenient manner, the Town is embarking on the development of a Microtransit Feasibility Study and Pilot Project.

Alfred Knotts, Town of Truckee transit program manager, explains, “Microtransit is a new transit model that provides on-demand transit service that is scalable, flexible and typically booked through a real-time app. If you are familiar with the TART Connect in Placer County or Mountaineer in Olympic Valley, that is Microtransit.”

A working group of diverse stakeholders has been created to provide feedback, advocacy and potential solutions that meet the mobility needs of a wide range of users. Tahoe Donner Association Director of Operations Miguel Sloane and Director of Administrative Services Annie Rosenfeld are part of this working group. Additional information and potential pilot program plans are expected to roll out this summer.

REACH CODES

On January 25, 2022, the Truckee Town Council directed Town staff to initiate a request for proposals for a consultant to facilitate a process of considering a “building reach code” for Truckee. Over the coming months, the Town will work with a stakeholder advisory committee and conduct public outreach to inform this process.

WHAT IS A REACH CODE? A reach code is a law adopted by a local government that creates higher-building energy performance standards than those in the

State building code. Typically, reach codes apply to residential or nonresidential new construction and sometimes to major renovations or additions. In some cases, specific measures may apply to existing buildings. Reach codes can target energy efficiency, energy storage, photovoltaics (PV), electric vehicle (EV) readiness, water efficiency or existing building energy upgrades.

The requirements for a reach code are that they: • Reduce building energy use • Are cost-effective; this means that the measures required in the reach code must pay for themselves over their lifetime • Are more restrictive than the state code • Are readopted when the building code is updated every three years

WHY IS TRUCKEE CONSIDERING A REACH CODE? The primary goals of the reach code are to cost-effectively reduce greenhouse gas (GHG) emissions and to improve both home air quality and public health. In 2019, the General Plan Advisory Committee created a Climate Action Subcommittee to help guide the creation of policies for Truckee’s Climate Action Plan (CAP).

Discussions from these subcommittee meetings helped create and prioritize policies and actions related to transportation, land use, energy use and waste. Using data from Truckee’s 2016 GHG emissions inventory, the Subcommittee noted that emissions from building energy use account for 59% of Truckee’s total community emissions. Thus, the CAP Subcommittee recommended developing a reach code to improve the energy efficiency of our building stock, reduce GHG emissions and improve indoor air quality through use of efficient, nonpolluting appliances.

WHY ARE WE DOING THIS NOW? The California State Building Codes are updated every three years.

The 2022 updates will go into effect in January 2023, and the most streamlined approach is to implement the reach code in tandem with this update. Additionally, the Town needs to move urgently to reach its GHG emission targets, and waiting longer will require that more aggressive action is taken down the line.

SINGLE-USE FOODWARE REDUCTION

At the February 11, 2020 Truckee Town Council Meeting, Keep Truckee Green staff presented their recommendations for a future Single-Use Foodware Reduction Ordinance. Town Council directed Keep Truckee Green staff to form a working group to evaluate staff recommendations and to put together an implementation plan for

the ordinance. The working group has been meeting to formulate recommendations to Council for the prospective ordinance.

Policies the working group are considering from staff recommendations include: • Ban on expanded polystyrene foodware items • Require restaurants to provide reusable foodware for in-house dining • Require restaurants to charge a fee on cups, utensils or other single-use accessory items All past and future meeting details are publicized on the Town of Truckee’s official calendar at townoftruckee.com/living/event-calendar.

ENVIRONMENTAL IMPACT REPORT

The Town of Truckee is preparing the 2040 General Plan and Downtown Specific Plan Update. A General Plan serves as a blueprint for the community in that it outlines the Town’s policy of acceptable land uses. Each city, town and county adopts and updates its General Plan to guide future planning of its community. The General Plan is the foundation for establishing goals, purposes, zoning and activities allowed on each land parcel to provide compatibility and continuity to the entire region as well as each individual neighborhood. Under the California Environmental Quality Act (CEQA), an Environmental Impact Report (EIR) must be prepared.

The overarching purpose in preparing an EIR is to provide the public and the decision-makers with detailed information about potential environmental effects of a project, ways to minimize any environmental impacts and reasonable alternatives where possible.

In the case of the 2040 General Plan and Downtown Specific Plan Update, the EIR could be used to streamline the review of future projects and developments. Environmental considerations include such things as air quality, aesthetics, scenic resources, light pollution, mineral resources, forestry resources, energy, noise and geologic hazards.

An empty nester, he enjoys getting out and enjoying where we live. In the summer, you can find Steve biking, hiking, playing softball, hacking up the tennis court or hanging on the water with friends. In the winter on weekends, you can usually find him at Alpine Meadows as a part-time kid’s ski instructor.
