MESSAGE FROM THE BOARD PRESIDENT Thanks: Thank you to the Tahoe Donner Elections Committee, staff, Member Engagement Committee and of course, our membership for an all-time record turnout! I’m looking forward to an exciting year working closely with the board, staff, committees and members. We’ve all heard from an energized membership how greater transparency is paramount on how the HOA should move forward on all fronts. This was a key element of my platform. Giving Fund: I’d also like to congratulate the Giving Fund and the “off the hill” anonymous benefactor for the four new scholarship recipients ($50K per year each!) in addition to the $26,000 raised and awarded from other TD homeowners. Concert goers contributed almost $1,000 to the Giving Fund when purchasing their tickets and the concert provided excellent exposure for the Giving Fund. By the time you read this, the Giving Fund has also had their 5th Annual Dinner and Silent auction. If you couldn’t make it – consider a donation instead. Unification and Transparency: My personal objectives are unification and transparency. I’d like to establish objectives for the board,
staff and committees that will be posted for the membership to see. It is important for the membership to realize this is not a one-way street. For the board to know what continues to be important to you, we will need your input on an ongoing basis. You can do this in several ways: write letters to the board and general manager and speak out at our open meetings. While we do monitor Nextdoor (and I will continue to post personal status updates), please realize that Tahoe Donner is officially prevented from posting on NextDoor so responses are difficult. One of the best ways is for you to volunteer for the various committees, which create position papers for the board to make sure your voice is heard. First Board Meeting: The first board meeting right after the election results were announced was uneventful, although I was surprised to be elected president. Don Koenes, former board president was elected vice president. Jim and I look forward to working with veterans Don, Jennifer and Jeff, sharing their fountain of knowledge regarding Davis Stirling as we evolve. Don (Continued on p. 4)

will also be the person answering most of your emails to the board of directors. Objectives: During the first board meeting, I brought up the development of objectives. I’ve requested from all board members, committee heads, management and other board candidates, their thoughts on TD organizational objectives to be submitted by July 21. In addition, the board and GM have been hard at work putting together this year's GM performance objectives (July 1, 2019-June 30, 2020). Also, Michael Salmon, Director of Finance is scheduled to present a first pass of this year's budget objectives at the July 27 board meeting. Transparency: We are also evaluating mechanisms to “publish” emails to the
board. In addition, all board and committee meetings continue to be public and available by Skype—but there's clearly a need to have a single calendar with Skype logins for each meeting to make it easier for homeowners to observe and even participate remotely. Finally: It’s been a busy first few weeks for the board, but I’m happy to report that everyone is working well together. We have our agreements, disagreements and different working styles, but I’m confident we are making progress towards the themes of unification and transparency. More to come next month! THE ASSOCIATION HEARS YOU WHAT WE LEARNED FROM THE 2019 MEMBERSHIP SURVEY Tahoe Donner Association recently conducted a 20-minute online survey of TD homeowners, family members and renters. The survey was managed by F’inn, a third-party independent company. The purpose of the survey is to better gauge Tahoe Donner homeowners’ perceptions about the association’s operations, fee structures and amenity usage. Its findings help the Tahoe Donner Board of Directors, management and staff better understand the views of our membership. The survey was open from May 1-28 and 1,530 people responded.
KEY FINDINGS 1. As seen in previous research, amenities at Tahoe Donner play a central role in the home owners’ experience • The range of amenities is the top driver of property purchase, followed by the extensive areas of trails/open space and the neighborhood location. • Permanent residents are frequent users of the outdoor natural areas and the gym. • Second home owners get involved more in ’recreational’ activities such as golf, sledding and tennis, using these facilities during their (short) stays at Tahoe Donner. • The trails, the Trout Creek Recreation Center and Beach Club Marina are considered the most important amenities overall. • For most activities, Tahoe Donner residents stay right in TD. Exceptions are downhill skiing, dining out, boating and camping, which are more often done outside Tahoe Donner. • The majority of owners prefer to enhance existing amenities versus adding new ones.
2. Value perceptions on the fees charged are average • The Recreation Fee is considered to be the best value for members. • The Annual Assessment has more mixed perceptions, with value declining over time among second home owners. 3. Exclusivity is a challenging issue, with nearly equal numbers for vs. against it • 41% prefer a less exclusive HOA, while 38% want a more exclusive HOA that restricts public use of amenities. • Although members understand the need to open up amenities to offset costs and keep overall fees low, they still want to feel that, as members, they get a better chance to use the facilities. • They do not want to compromise on quality of services/amenities. • They do not want to have their hours limited in order to reduce costs.

Compared to permanent residents, second home owners give more importance to the ease of accessing the neighborhood and its potential for vacation rental. Second home owners are far more likely to consider TD a family oriented neighborhood, most likely because of the range of activities available for children when they visit.

While we don’t have norms specific to HOA fees, our benchmarks can help to interpret the strength of TD value perceptions. A top 2 box score above 56% is in the top 20% of F’inn’s database, indicating very high value perceptions. A score under 40% is consider below average and a score below 32% places in the bottom 20%.

TOWN OF TRUCKEE SLURRY SEAL PROJECT UPDATE At the July 23, 2019 Town of Truckee Town Council Meeting, engineering staff recommended the Town Council reject bids for the 2019 Slurry Seal Project and authorize the Town Engineer to re-advertise the 2019 Slurry Seal Project with the 2020 Slurry Seal Project in the fall of 2019 or in the spring of 2020. The Town Council approved the recommendation made by staff. Background: The project was publicly advertised and bids were received from two contractors. Intermountain Slurry Seal submitted a bid in the amount of $1,394,170 and VSS International submitted a bid in the

amount of $1,557,659, which are both well above the engineer's estimate of $1,000,000 for the project. The timing of the advertisement for bids this year was not the most favorable, which likely contributed to some of the cost increase. Staff learned that labor costs have increased for slurry seal work since last year's project. In addition, due to the present high demand for slurry seal type work, the price of oil and trucking has increased. Town of Truckee Staff recommended that the 2019 Slurry Seal Project be re-advertised with the 2020 Slurry Seal Project in the fall of 2019 or in the spring of 2020. If the current labor, oil and trucking costs remain high, the engineer’s estimates, project budgets and
effectiveness of using slurry seal may need to be adjusted for the future projects identified in the Pavement Maintenance Program.

MEET THE NEW BOARD MEMBERS Charles’ involvement in Tahoe Donner began with leading the ASC Task Force. He has been part of the finance committee, working closely with board members and providing input on a variety of financial issues.

Charles C. Wu grew up in New Jersey as a first generation American. His parents immigrated from Taiwan as graduate students. His father was a PhD research chemist and his mother was a computer scientist at Bell Labs. He ended up getting a BS in Computer Science at MIT
“My goal is to make Tahoe Donner a better place and to continue to maintain our first class amenities by utilizing modern business techniques so the association can learn more about our members and serve their needs,” commented Charles. “Because of the development of modern technology, I can be in two places at one time and be effective at addressing the needs of the association and our on- and off-the-hill membership.” When Charles gets a few moments of downtime, you can find him skiing, rock climbing or mountain biking in the community that he loves.
in Boston. After college, Charles started his career in Washington DC and spent the next three years working in artificial intelligence designing spy plane electronics for Raytheon. He eventually made his way west to earn an MBA at Stanford University. He has been a San Francisco local ever since. He held a variety of financial and leadership positions, from mergers and acquisitions/corporate finance at CS First Boston to startup companies such as RSA to global venture capital (Singapore, Japan and China). On the side, he enjoyed teaching technology entrepreneurship classes in Berkeley’s MBA program. His involvement in non-profit groups began about 10 years ago. He served on the board of trustees for The Urban School and did advisory work for the boards of Playworks and Girls on the Run. Charles wasn’t all work, however. He was also raising his two kids, Alexander and Jaquelyn, with his wife Ann, a corporate controller for both startups and global organizations. “After the kids graduated from college, I found myself an empty nester. This is when I revisited my lifelong dream of becoming a ski bum,” Charles remembers. He began making weekend treks to Truckee’s ski areas with his friends and family. After several ski trips, Charles and his wife decided it was time to think about purchasing a home in the area. Their search took them to Squaw Creek, Gray’s Crossing and the Village at Squaw before settling on Tahoe Donner. “We love the diversity of Tahoe Donner compared to the other areas where we considered buying. There is a wide mix of people here: retirees, full-timers, part-timers, families and couples/singles. We ultimately purchased in Tahoe Donner because of the diverse community,” explained Charles. Since his primary home is in San Francisco, the natural beauty and peace and quiet of Tahoe Donner was very appealing.
JIM ROTH Jim Roth resides in Mill Valley with his fiancée Amanda Mason and their daughters Ideleine (5) and Annabelle (3). Jim has been visiting Truckee for more than 35 years. He purchased his Tahoe Donner home during the record snowfall of 2017, and is especially appreciative of its large, flat driveway and southwest facing deck. “I grew up in Alaska with four brothers and one sister. We lived in a log cabin on a river with an expansive yard and large trees. I bought my Tahoe Donner home so my family and friends can share experiences similar to those I had growing up in Alaska,” said Roth. “Although I used to spend a lot of time training for and racing in triathlons, my free time is now focused on playgrounds, pools, the beach, and on walks and bike rides at toddler speed. As a family we try to take advantage of these activities as often as we can.” Roth graduated with a degree in economics from the University of Alaska, Fairbanks before attending UC Berkley for law and business school. Roth spent more than 10 years practicing law and another 10 years in investment banking, with a focus on public finance. Jim is now self-employed in real estate investment and management.
Roth was motivated to run for the board due to, what he viewed as, sharply higher amenity fees, onerous new rules infringing property rights and jeopardizing property values, and a proposal to significantly increase fines for covenants rules violations. He plans to use his experience in law, finance and real estate to promote the following principles in light of fairness: • Managing Tahoe Donner to benefit all members, on- and off-hill. • Fiscal discipline, with affordable and fair assessments and amenity fees. • Transparent, data-driven decision-making, grounded in member input.

The Tahoe Donner Quilt Club finished another project in time for the 4th of July. The club made patriotic lap quilts and pillows for the Veterans Home in Reno. There are 60 residents, and everyone received something. It has been an enthusiastic project and very special to many of our members.
TD4WD Club members are enjoying summer adventures and the fun continues! We started with a run to Verdi Peak Fire Lookout but were blocked by snow, so we hiked the last ¼ mile to enjoy the incredible views before heading to the Crystal Mine in Dog Valley. The Mine provided quartz crystals for radios in WWII - we even found some of the clear crystals.
The ski season never ended for some of our diehard skiers as we got together on the morning of July 4 at Squaw Valley to enjoy the unique (albeit very crowded) experience skiing on Independence Day. The following evening 30 of our club members, along with family and friends, rocked out to Beach Boys music from our youth and danced to the more modern tunes of Neon Velvet at Concert on the Green. Tahoe Donner provided us with a most beautiful venue for a memorable evening.
We enjoyed an informative all-day tour by Nelson Van Gundy of the Truckee Donner Railroad Society. He pointed out historical logging railroad routes from Hobart Mills to Sardine Valley, showing us how to recognize the amazing history all around us that many of us had never noticed before.
The Quilt Club is passionate about our many service projects, such as baby quilts for the Nevada County Healthy Babies program, placemats for Truckee’s Meals on Wheels, bib and fidget quilts for long-term care patients and small pillows for our cancer center. Come check us out. We meet in the Meadow Room at Northwoods Clubhouse on the first and third Wednesday of each month from 3-5PM during the summer months. JUNIOR GOLF CLUB

The Junior Golf Club Championship will be held on August 8. It is open to all members and friends. It is flighted, meaning that participants will be teamed up with players of similar abilities, and they will only compete at their level. Lunch and snacks will be provided. All participants will win a prize in addition to receiving tee gifts.
We did a snow run up the Rubicon to Miller Lake and removed a huge downed tree blocking the trail. We did a second Rubicon run two weeks later with the South Lake Tahoe HiLo’s Club and found most of the snow gone. We removed three more fallen trees that blocked the main trail on our way to Observation Point to enjoy the views of Rubicon Springs.
The Club was well represented in the Truckee 4th of July parade with five decorated Jeeps filled with enthusiastic club members. August brings even more fun and exploration with a potluck at Wheeler’s Sheep Camp on August 10, runs up to Signal Peak on August 17 and Sardine Fire Lookout for stargazing on August 31. Our very active group of skiers have also enjoyed traveling this summer. Michael and Denise vacationed in Mexico and Cuba in June. Ron and Sheila are heading to Britain and Romania. Barb Futran just returned from her niece’s graduation in Scotland. Celebrating a very special wedding anniversary, Joyce and Dana are enjoying a 3-month European tour. Five of our ski club members who are also active in the Tahoe Donner Hiking Club just returned from an exciting trekking safari in Kenya! On June 16, 2019, nine members of the Tahoe Donner Hiking Club began the trek of a lifetime, traversing the whole of Tsavo West and Tsavo East National Parks in Kenya. The 100-mile expedition yielded superior game viewing across an ever changing landscape under the expert leadership of Iain Allen, owner of Tropical Ice. We flew from Nairobi to Tsavo in a small plane that landed on a red dirt runway, scaring the giraffe and zebra away. After breakfast at the Kilaguni Lodge we embarked on a two-hour game drive to our first camp. Each tent housed two twin beds and had its own outhouse and shower in the back. After a shower each evening, we’d don the “kikoy” we were given and meet at a semi-circle of chairs facing the river and a nice fire for cocktails and appetizers, then adjourn to the dining tent for dinner. The food was healthy, abundant and delicious.
WOMEN’S 9-HOLERS GOLF CLUB Yay for the Tahoe Donner Golf Course opening! Now that the course is open, we’ve been enjoying club clinics and weekly club play on Thursdays. July had some of our highest attendance play days. While the course has not been in its usual July condition, there are as always, many laughs and much fun to be had. The TD pro-supported club clinics have been a huge success. So far, we have worked on bunker and shorter approach shots. Newer members have especially appreciated the social time to meet other members as we linger around the appetizer table catching up with friends.

Every morning we were awakened with “jambo” (Swahili for hello) precisely at 6AM and began walking promptly at 7AM. We were led by our guide and two Samburu warriors, one with a gun and one with a spear. The one with the spear served as a game spotter. We’d arrive at camp for lunch and then enjoy a siesta for several hours. We’d then have a game drive down the river, returning to camp at dusk. We spotted all the usual African game. The highlights were the families of elephants, the lions and a leopard, asleep in a tree. Our journey ended with two nights at Hemingway’s Hotel on the Indian Ocean!

We have a Big Sister Program which helps new members meet other golfers and navigate the rules of the game. The Women’s Club is hosting the Ryder Cup on August 11. The Club Championship is slated for August 20 + 21 and is open to all TD Women’s Golf Club players that have played at least three Tuesday play days during this season. TAHOE DONNER GIVING FUND 2019 SCHOLARSHIPS By MARCIA ARGYRIS
In June, the Tahoe Donner Giving Fund awarded 10 scholarships totaling $216,000 to graduates from Truckee High School, North Tahoe High School, Forest Charter School and Sierra High School. An additional $10,000 will be awarded later this summer to continuing scholars. Giving Fund members Marcia Argyris, Barbara Ramsay and Suzanne Sullivan participated with other members of the Tahoe Truckee Community Foundation (TTCF) volunteer scholarship committee in reviewing 144 applications from graduating seniors in the Truckee Tahoe Unified School District and several charter and private schools. Each affiliate came to the table with a list of graduates who met the requirements of the scholarships they applied for, which range from smaller onetime awards to full four-year endowments. To qualify for an award from the Giving Fund, the graduate should: • Be accepted at a post-secondary twoyear or four-year college or university or an accredited institution offering career technical education. • Demonstrate the capacity for success by having at least a preferred 3.0 GPA based on a 4-point scale. • Demonstrate financial need. • Preference is given to students who are the first generation in their family to seek post-secondary education. This year, thanks to an extremely generous Tahoe Donner donor, four $50,000 IMPACT Scholarships were awarded to students for whom higher education can be a life changing experience. These four students will receive up to $10,000 per year with the option to extend to a fifth year if conditions warrant. At the end of the process, the Giving Fund recommended and the board of directors approved the following scholarships:
Mariela Angel-Estrada, IMPACT Scholar North Tahoe High School, first in family to attend college, attending Butte Community College, majoring in health and humanities. After two years at BCC she plans to transfer to California State University, Chico. Arturo Colmenares, IMPACT Scholar Truckee High School, first in family to attend college, attending University of Nevada, Reno, majoring in education with a goal of teaching primary grades. Fatima Gamaz, IMPACT Scholar Truckee High School, first in family to attend college, attending California State University, Stanislaus, accepted into the nursing program. Daphne Lezo Duran, IMPACT Scholar Truckee High School, first in family to attend college, attending California State University, Chico, majoring in psychology. Martin Barvo-Karvonnen Truckee High School, first in family to attend college, attending Santa Barbara Community College, majoring in accounting and business. WILDLAND FIRE EXERCISE
PREPARATION FOR FUTURE FIRE THREATS Story and Photos by DEREK MOORE On Saturday, June 29, the Truckee Fire Protection District and partner agencies hosted a wildland fire exercise in Tahoe Donner. The goal was to bring local public service agencies together to improve fire readiness, decision making and evacuation measures in the event of a true urban-setting wildfire in the Truckee/North Lake Tahoe area. The simulated wildfire event was conducted near the Wolfgang Road area from 10AM to 12PM. Participating agencies included the North Tahoe Fire Protection District, California Department of Forestry and Fire Protection, US Forest Service, Squaw Valley and Northstar Fire Departments. A briefing session kicked-off the exercise before fire crews were dispatched to the drill location. Communication was a key element to the drill that involved local law enforcement agencies, including the Truckee Police Department and CHP, to work together via a Unified Incident Command Center. The exercise concluded with a debriefing and round-robin feedback concerning what worked and what could be improved. Everyone agreed that this was a necessary evacuation exercise. Advance notification about the drill was provided to Tahoe Donner residents through the Town of Truckee, Truckee Police Department and Tahoe Donner communications. This included Nixle alerts, Truckee’s AM 1670 and Tahoe Donner’s text message alerts.

THE HISTORY OF
TROUT CREEK BY JUDY DEPUY
Trout Creek starts in Tahoe Donner and has a history that goes well beyond the neighborhood’s creation in 1971. Trout Creek is one of several creeks that feed into the Truckee River and has been used for many things, including logging, water and recreation. While it had its beginnings in Tahoe Donner, what it supported went beyond our small community.
TROUT CREEK’S STORY WAS NOT ALWAYS ENVIRONMENTALLY FRIENDLY Misuse of the creek started in 1863 when Joseph Gray built a way station at the foot of the Trout Creek watershed on the California Emigrant Trail. Elle Ellen built the first logging flume in the area that ran from Tahoe Donner (near Coyote Moon golf course) and near where C.F. McGlashan’s waterworks got their water. When Trout Creek ran low in the summer, water for Ellen’s flumes came from the two large springs near Ellen’s mill. The railroad and logging industries continued to hurt the creek. Trout Creek was rerouted for
the development of downtown Truckee and to power a lumber mill in a flume. The flume roughly followed the old Trout Creek riverbed and ended up at the mill pond located at the east end of town. None of the lower portion of Trout Creek follows its original channel. Tens of thousands of board feet of Truckee’s forests went down flumes along Trout Creek.
TROUT CREEK TODAY The Trout Creek Restoration Project began with beavers reintroduced between 1934 and 1949 to prevent stream degradation and promote wetland restoration. Beaver dams remove sediment and excessive pollutants from traveling downstream and increase deciduous vegetation. Logging is no longer a part of Trout Creek. If you look into the hills you will see that most of the trees are the same height. Truckee and Tahoe Donner were clearcut two times in the past. Tahoe Donner used to have a much greater variety of trees but the fast growing pines won. Today we see mainly
Jeffery, Lodgepole, Ponderosa and some Sugar pines in our forests. Truckee’s rich history captures the difficulties that were overcome to open the West. It is amazing to see what the loggers and railroad workers did using manual labor and how the forest has reclaimed its territory. Once you know what to look for, traces of the lumber railroads are evident throughout the forest. Large trees growing between old railroad ties let you know something unusual happened here. Trout Creek is an important part of our history and Tahoe Donner can claim that it all started here. Enjoy our creek and appreciate the ways we are making sure it will be here for future generations.
