PRESIDENT’S MESSAGE Some reading this column may be wondering “Who’s the guy in the picture?” If you don’t know, I’m Tom Johns, the association’s new board president. In March of 2011, I was appointed by the board to fill a vacant seat on the board created by the resignation of Robert Burks. Subsequently, I ran for the board in this year’s election and was elected to serve a three year term. First, I would like to take this opportunity to thank the entire Tahoe Donner Board of Directors, and in particular, past presidents Suzy Knisley and Ron Wulff for their leadership over the last four years. While volunteering on a homeowner association board sounds easy enough, I have discovered that our directors are called upon to invest a surprisingly large amount of time and energy in the interests of our membership. The last board year included a number of daunting challenges, which the board met with courage, decisiveness, and responsibility. In the process, a positive, productive relationship with staff was fostered and still continues. This board made tremendous progress improving and maintaining Tahoe Donner as an updated, vibrant place to enjoy, with a first class mountain lifestyle for families. Not the least of this board’s achievements was the purchase of the Euer Valley along with other valuable properties for recreation, establishing a new modern Forestry Facility without utilizing Tahoe Donner open space, and the adoption of the 2030 General Plan as a guiding document for the future repair/replacement of aging infrastructure and the building of new structures where appropriate. Secondly, I want to strongly encourage second homeowners to become involved or more involved in the Tahoe Donner community. Second homeowners make up 75 percent of our membership. The board wants to know what improvements your families want in Tahoe Donner. I was a second homeowner for

over 15 years and I pledge to represent you. Some second homeowners have already approached me and I intend to work closely with them to make certain your voices are heard. The board recently received the following email from a “proud TD property owner” – “Whoever is responsible for Tahoe Donner’s entry in the Town of Truckee’s Fourth of July Parade deserves the highest accolades possible.” In fact, numerous individuals have stated that our entry made the parade. We thank this homeowner and believe this is an excellent example of how the board and staff are working to improve the mountain lifestyle for Tahoe Donner families. Other recent examples of these types of activities are the improved Snowplay area, Summer Concert on the Green, Fall Harvest Festival, Holiday Light up the Night, Waterpalooza, weekly events at Pizza on the Hill, enhanced golf programs, added summer camp programs, a new Bocce Ball League night and the Euer Valley Member Picnic on July 28. Please let us have your ideas and thoughts on other types of events and activities you would like us to consider for the association’s membership. Unfortunately, we have had a number of complaints about noxious activities in the Euer Valley, such as speeding cars of easement holders and off-road vehicles that are not allowed on Tahoe Donner property. While we have a rangers in the Euer Valley, they are not law enforcement officers. If you see or experience inappropriate activities, please report them to the “Trail Ranger Line” at (530) 587-9430 or email trails@tahoedonner.com. You may also call the Nevada County Sheriff’s Office at (530) 582-7842. I look forward to working with all of you over the next year with the intention of keeping Tahoe Donner the special place that it is.

Routines; we all have them, but are they supporting our desire to enjoy enough time in the mountains? Let’s face it – in the valley it is as hot as the surface of the sun and it’s freezing in San Francisco this time of year, while the weather is perfect in the mountains. So, whether you are living in Tahoe Donner or visiting your mountain home, the challenge is often how to manage the endless tasks that get in the way of having fun in the mountains. Forget about just setting a goal or talking about getting out more; establish a routine in order to develop a new healthy habit to take advantage of your mountain paradise. Setting routines like putting out your running shoes and clothes at the foot of your bed every evening dramatically increases the follow-through in actually going for a run in the morning. Here are a few recommendations on establishing some new routines to support getting out in the mountains. Set TahoeDonner.com as the homepage on your computer or smartphone. Forget about all those endless websites that keep you updated on random celebrity happenings, the hourly ebb and flow of the stock market or other mass media distractions that keep you from what is really important. Move those sites to your favorites directory. investment. Visit the Beach Club Marina or Golf Course webcams, or open the Calendar of Events to see all the activities taking place on a regular basis for your enjoyment, not to mention the special activities and events taking place every week. Secondly, remember the original social networking edicts – actually have live conversations with people. Pick your activity around Tahoe Donner and make a routine of participating in that activity on a regular basis; Bocce Ball League, Monday Night Bingo at Pizza on the Hill, Wednesday Night Music in the Grotto, or a relaxing round of golf with friends. Another routine might be making it a point to take your family or friends to the Glacier Way trailhead and hike the first morning of each and every visit to your home. The options of creating a routine in the mountains are limitless, but the key is actually establishing the habit that hopefully will develop into a deep-seated habit that complements your passion for being in the mountains. For the fiscally frugal who have a primary home outside Tahoe Donner, pull out your tax bill, utility bill, mortgage statement, and homeowner assessment bill and compare it to your property bills and homeowner assessment for your home here in the mountains. From my own experience and research in the region, I think you will find the homeowner association assessment for Tahoe Donner is extremely low considering the expansive number of amenities offered to support your mountain fun. Amazingly, the operating portion of your assessment has not been increased in four years, despite significant underlying core expense increases! While the capital portion of the assessment has gone up ever so slightly, you will find these funds are being wisely reinvested over time by your board of directors in order to update the 40-year-old facility infrastructure in your mountain paradise. I would imagine that in reviewing your real estate investment, knowing Tahoe Donner has a solid commitment to maintaining the infrastructure while also offering the widest variety of affordable amenities in the Lake Tahoe area; you couldn’t help but bask in your mountain retreat. On a separate note, I do want to thank both of your fellow homeowners who stepped forward to run for the board of directors. While there was only one seat available, it is always great to see the membership given a choice of candidates with clearly differing views about guiding the affairs of the association. The results of the election are posted on our website under the members/board of director’s page reflecting Tom Johns as the winner by a 10 percent margin. The voter turnout for the election was consistent with past


years; just over 25 percent of the membership cast ballots. Despite the extra publicity of the election, due to the sealed ballot envelop from the printer, the turnout did not significantly increase. While I believe the overall annual turnout is extremely low for the $3 billion dollar investment members have in their Tahoe Donner properties, the good news is that the number of disqualified ballots dropped significantly to only 100 from twice that number in the 2009 election. Disqualified ballots were for two primary reasons – not signing the outside of the return envelope (a regulatory requirement), or marking too many candidates (two instead of one). Ballots that were resealed in the ballot envelope provided were counted. In closing, I would like to make myself available – in person – to answer questions you might have about the association or hear recommendations on both August 4 and 11 from 8 to 11 a.m. at The Lodge Restaurant & Pub during their new Saturday morning continental breakfast. Alder Creek Nordic Center With continued momentum to rebuild the Nordic Center and Equestrian area, qualifications have been received by local Architects which now allows each firm to demonstrate and share their artistic vision based on the budget, scale, materiality, and program established by our board with input from the General Plan Committee and homeowners. Each firm is preparing a site plan, floor plan, and interior and exterior perspectives based on the board approved size and program. Upon the board’s review and approval, Tahoe Donner will proceed with the Architect of Record during the fall months with a goal of construction completion in 2014.

Every year we look forward to August as the pivotal time of summer when the Golf Course usually blossoms into peak shape. This year is no exception. The warm days combined with mild evenings provide the magic elixir necessary for the turf to thrive, and after a slow start, the golf course is recovering nicely. So if you haven’t played the course lately, now is a great time to get out and enjoy the invigorating splendor of mountain golf at its finest. In fact, if you haven’t played the course in over a month, you won’t believe how good the course is right now. As an incentive to encourage our members to play the course, and in honor of Reno’s annual “Hot August Nights” we have decided to keep the party going by offering a golf promotion that bridges the gap between

Hot August Nights and the Labor Day weekend, a promotion we are calling “Summer’s Last Blast.” Starting on August 13, Tahoe Donner members may invite guests after 3 p.m., Monday through Friday, and all golfers will be charged the discounted TD member twilight rate of $50, which includes a shared cart. For members who only have time for 9 holes, you and your guest can play after 4:30 p.m., Monday through Friday, for only $30, including a shared cart. The Summer’s Last Blast golf promotion will run from Monday, August 13, through Thursday, August 30, so don’t miss the opportunity to play one of Truckee’s finest golf courses at a very affordable rate. Speaking of the golf course, I want to formally congratulate our Golf Course SuperIntendent, Kevin Kuehne, along with his

maintenance crew, for the outstanding job they continually do to keep the course in great shape. Due to the severity of unprecedented winter ice damage to the course, especially to seven of our greens, the Golf Course Maintenance Department faced a daunting challenge of whipping the golf course back into shape. I’m happy to say that the worst is behind us and the course is in wonderful shape again, and Kevin and his crew are to be commended for their dedication and hard work, as the recovery process did not occur by luck or happenstance, but rather by a sequence of strategic and smart decisions which have now been validated by the much improved golf course conditions. Thank you Kevin!

You may use paint to decorate your boat, but it can’t be a waterproofing paint/ varnish/ sealer. The boat must accommodate two people who will paddle the boat. This is to be a paddle powered boat, with paddles like kayak or canoe paddles. No kicking or paddling with hands. The boat must look like a boat with a front, back, and sides. Christina and Jason Wooley and their family mountain bike together throughout the summer in Tahoe Donner. The Wooleys love all of the seasons in Truckee, but their favorite is the fall because it’s warm and the town quiets down after everyone heads back to school. Eating at Pizza on the Hill, skiing at the Downhill Ski Area, swimming at the pools, and boating as a family are just a few of the things they enjoy doing. When it comes to mountain biking, Christina and Jason have been avid riders for more than 20 years. Tilden and his sister Kaya, 11, ride bikes every day in the summer. “Our favorite loop is the one that goes around the Hillside loop,” says Jason. “It’s a great trail for kids to get some experience with technical riding and climbing hills, but it’s not too difficult. The scenery is spectacular! he Wooley clan is one such family who takes their outdoor fun seriously and doesn’t let the dust settle on Tahoe Donner’s trails for too long. Jason and Cristina Wooley have no trouble keeping their young off-road hotshots Kaya, 11, and Tilden, 9, enthusiastic about the active Tahoe lifestyle.

“For the last two years, the kids have had mountain bikes, so we love to now go out with the whole family for rides,” explains Jason, adding that he and his wife are avid longtime riders themselves. “Both of the kids have been getting really good at staying on the bike through rocky sections. This is great because riding in Tahoe is very rocky and technical. Tahoe Donner is a great learning ground for them.” Fortunately Tahoe Donner not only has great trails, but it is also home to Bikeworks, which offers a wealth of mountain biking knowledge, top-notch equipment and various guided tours for those just

starting out. This year Bikeworks moved from the Beach Club Marina to the Tahoe Donner Equestrian Center, which is within spitting distance from some of the area’s prime mountain biking trails.

Tahoe Donner Bike Program Manager Dave Walker says mountain biking is an equal opportunity sport that can be enjoyed by young and old. “The best way to get started is to get on a bike and ride,” Walker advises. “For safety, you should always wear a properly fitted bike helmet and closed-toe shoes. Gloves are also strongly recommended.” Like any off-road vehicle, mountain bikes are designed to absorb all that the trail dishes out. “Road bikes generally have a larger wheel size with a small, smooth tread tire, ” explains Walker. “This makes them very efficient on the road, but not as versatile off of a paved road. Mountain bikes, while not as fast on the pavement, are made to handle the rigors of off-road riding. They generally have a wider tire with a more aggressive tread.”

“But don’t think of mountain bikes as road bikes’ ugly stepsisters,” says Tyler Sargeant, the Service Manager at Paco’s bike shop in Truckee. “The technology has come so far in the last 5 or 10 years, so people will get a much better experience right away – on their very first ride,” Sargeant says. “It’s like how fat skis made it so much easier and fun to ski.” Today’s mountain bikes are replete with state-of-the-art suspension, and trail-hugging tires; some even have handle bar levers that adjust the seat quickly. “The trails are evolving too,” Sargeant explains. “Today’s trails have gradients that offer a flow to the ride. Again, just like skiing, if you have the right bike set-up … it can be your summer powder day.”

Or, better yet take your bike to a shop like Bikeworks or Paco’s for a check-up or opt for a high quality rental. “Our main service is bike rentals,” explains Walker of Bikeworks. “Many people use our rentals so that they don’t have to bring their bikes with them from home when they come to Tahoe. We’re getting a growing number of people who rent, however, because our bikes are nicer than the ones they have.” When it comes to purchasing, Sargeant recommends developing a good working relationship with a local bike shop. “Mountain biking is a fairly gear-intensive sport and mechanical issues can be frustrating,” he says. “Sure you could order things cheaper online, but at a bike shop you’re paying for more than the part, you’re also getting the value of the employees’ expertise and advice.” Fellow mountain biking guru Walker agrees. “The best resource is always to stop by your local bike shop and ask any question you might have,” Walker says. “We all work in this industry because we love it. It’s not a job, it’s a lifestyle.”

We asked Sargeant and Walker for some advice on what to never leave home without. Here’s their short list.

TOP FIVE MOUNTAIN BIKING TRAILS In Tahoe Donner: 12-12A-7-8-11-12: This trail starts at Bikeworks and is mostly single-track. Enjoy switch-backing downhill behind Wolfgang and an uphill trail along beautiful Alder Creek from the campground back to the start. This loop takes about an hour for most riders. “It’s a great trail for kids to get some experience with technical riding and climbing hills, but it’s not too difficult,” says Jason Wooley. 12-14-31-31A-12: This ride starts from Bikeworks with about a mile of single-track climbing, followed by a mile and a half of rolling, but gradually climbing fire roads. A long 15-20 minute downhill single-track into the Euer Valley takes you back to the trailhead. Depending on ability level this ride takes about an hour and a half. Euer Valley: A great starter ride for the whole family. Beginning from Bikeworks, this non-technical ride offers gorgeous views as it descends into Euer Valley along the flat valley bottom to Tahoe Donner’s newly purchased property. The return trip is flat with a mellow 20-30 minute climb at the end. The entire ride takes about an hour and a half to complete.

Connecting to other locations: Donner Lake Rim Trail: Park at the Glacier Way parking area and explore the newly created Donner Lake Rim Trail Connector. Take in the views of Donner Lake near markers 20 & 21 and continue as far as you’d like towards the Donner Lake Rim Trail.

Spotlight on the r e t n e C n a i r t s e Equ Did you know that a horse in its 20s is equivalent to a human in their 70s? Bullwinkle, the oldest horse at Tahoe Donner Equestrian Center, is nearly 70 years old. According to the wranglers at the Equestrian Center, he has seen it all! Even though Bullwinkle will be retiring after this summer, he continues to guide folks on trail rides with a hop in his step. Maybe he’s still young in spirit due to the leisurely rides through the Mule’s Ear and Aspen groves, or maybe it’s the exercise he gets in the Euer Valley? Either way he sure has enjoyed the Tahoe Donner Equestrian Center, and we know why!

BEAUTIFUL SCENERY The Euer Valley is a pristine piece of land nestled just north of the Equestrian Center. Tahoe Donner’s recent purchase of 482 acres in the valley has opened it up to hiking, biking, camping, and equestrian use. The meadows and creeks sprinkled throughout the valley are beautiful and scenic. After the acquisition, Tahoe Donner installed picnic tables and portable restrooms in the valley for visitors to use. Though there are only a few steep trails going into Euer Valley as of now, new trails are being mapped out for beginner riders and more fickle horses in the future.

One of the signature trails at the Equestrian Center is the Aspen Trail. Many of you may be familiar with this area, as it is one of the most popular spots in all of Tahoe Donner. Did you know it’s actually one of the largest Aspen groves in Northern California? The natural spring flowing through the grove keeps the ground wet, and the Aspen abundant and beautiful. While strolling along the Aspen Trail, one may also see Sierra Nevada indigenous plants such as the Snow Plant and Mule’s Ear. A camera is a must along the trails, where guests meet abundant wildlife, and the view of Tahoe Donner Valley is sublime.

TAHOE DONNER HERD Most of the Tahoe Donner horses were born and raised around humans; but there are a couple of wild Mustangs mixed into the herd. Wild horses can be a little tricky; some work out just fine but others never quite settle down. The Equestrian Center has been home to both types over the years. The Mustangs that don’t settle down into dude


ranch work eventually go to a home with an experienced handler. Wild Mustangs can be identified by the Mustang brand on the left side of their necks. After a horse is captured, the BLM freeze brands it by using a brand that has been chilled in liquid nitrogen. There are many different breeds at the Equestrian Center - Quarter horses, Arabians, Thoroughbreds, Mustangs, Pony of America, Appaloosas, Belgian, Fjord cross, Shetland, plus several horses of mixed breeding that are referred to as grade horses. All told, the Equestrian Center is home to about 50 horses, with about half privately owned and boarded. Most of the Tahoe Donner horses are from California or Nevada. With a fairly short operating season, it can be difficult to find time to train a green horse (one that has no prior training). Tahoe Donner prefers to purchase horses that are fully trained, or close to it. Ever wonder where the horses go once the Equestrian Center closes for the season? Well, our horses go to a dairy farm in Farmington, California where they spend the winter months grazing on several hundred acres of irrigated pasture. This is an ideal environment because horses naturally graze. A large grassy area for grazing and free range is very healthy for the horses both mentally and physically.

TRAIL RIDES The Tahoe Donner Equestrian staff are experienced horsemen and women. A few employees have competed on various show circuits, others in rodeo events, and one even trains horses for jousting! You’re in good hands when it comes to safe trail rides and experienced guides. The Equestrian Center offers trail rides Thursday through Monday, from 9 a.m. – 4 p.m. Reservations are strongly recommended and must be booked

have been accustomed to. Thanks, Kevin! In an effort to help with the maintenance of the course, the Men’s Golf Club has formed the ADOPT A HOLE PROGRAM. Each club member has been assigned a hole on which to take extra care while playing golf this season. By concentrating on their assigned hole by simply fixing ball marks and filling divots each time a member plays that hole, our normal maintenance crews can focus on bigger projects. On June 23, the Men’s Club held the NCGA four-ball net championship qualifier in unseasonably cool windy weather. First place went to Bob Moore and Jim Pyle. Second place went to Aaron Jensen and Mike Sargent, with both teams representing our club in the NCGA Sectional Qualifier in the spring of 2013. Tahoe Donner staff and volunteers built a mountain and a train for the Town of Truckee’s Fourth of July Parade. Many proud Tahoe Donner homeowners cheered us on along the parade route as we handed out hundreds of balloons and boatloads of candy to smiling fans. We were a huge hit of the day – bringing home the 2012 “Best in Show” award!

The 2012 Tahoe Donner Summer Concert on the Green featured two outstanding artists – three-time Grammy award winner Sam Bush and Tahoe favorites the Dead Winter Carpenters. We couldn’t have asked for a nicer evening at one of the best outdoor concert venues in all of Tahoe. By the end of his two-hour long set, Sam Bush and his band had over 1,000 people dancing and grooving to Bob Marley and The Band covers, masterfully woven into Sam’s original music. What a treat!

KEEP TAHOE DONNER SAFE REPORT SUSPICIOUS ACTIVITY While the Tahoe Donner Association enjoys a relatively low crime rate, there are instances of criminal and/or inappropriate activity. The point of this article is to encourage members to be aware of their surroundings at all times and be willing to report suspicious or inappropriate activity to appropriate agencies. The police cannot function effectively without the assistance of responsible citizens. They need your help in reporting suspicious activity. Some people fail to call because they are not aware of what is considered suspicious. Others notice suspicious activity and assume someone else will call. Still others fail to call because they feel they are bothering the police. Tahoe Donner Association encourages members and guests to call the Truckee Police Department immediately if they feel a situation or circumstance is suspicious. DO NOT think you are bothering the police; this is why they are there. DO NOT be embarrassed if your suspicions prove unfounded.

IF IN DOUBT, CALL! It is better to err on the side of safety. The following is a list of the type of incidents that should be reported to the Truckee Police Department by dialing 9-1-1: • Someone needing police, fire, or medical assistance • Alarms sounding or glass being broken • Someone loitering around cars or going car to car peering into them • Slow moving vehicles (at night without lights) driving aimlessly • Apparent business transactions being conducted from a vehicle • Someone being forced into a vehicle • Someone seen with a weapon While some, if not, all of the above situations could have innocent explanations, the Truckee Police Department would rather prevent illegal activity than be called to investigate a crime after it is committed. If you are calling to report a problem and the situation changes before the officer arrives, call back and provide the updated information to the dispatcher. This could change the priority level in regard to the response from the Police Department. Since the Tahoe Donner Association is within Truckee town limits, it falls within the jurisdiction of the Truckee Police Department. If you suspect that the suspicious behavior that you detected is actually a crime in progress, please call 9-1-1.

The police dispatcher will need the following information: • What is the person’s last known location and direction of travel? • What made the person’s actions suspicious? • Did the person say anything? If so, what? • Did the person appear intoxicated? • Were there any weapons displayed or was there the threat of a weapon? Suspicious activity observed outside the Truckee town limits should be reported to the Nevada County Sheriff’s Office. Their non-emergency number is: (530) 582-7842. Dialing 9-1-1 will connect you with both the Truckee Police Department and the Nevada County Sheriff’s Office. If you observe suspicious activity at any Tahoe Donner Association facilities or amenities, you are encouraged to call the Tahoe Donner Security Department at: (530) 587-9495 (office) or (530) 448-9076 (cell). If you are unable to reach the Tahoe Donner Security Department, please call the Truckee Police Department immediately. It’s time for our annual reminder of the rule requirements for fences and/or any other changes to your property. In the course of our normal inspections, we continue to come across a number of fences, specifically wire fences that have been installed without approval of the Architectural Standards Committee (ASC). The ASC will review the type, size, location and height of fences on a case-by-case basis. The area to be fenced must be limited as the rules state that perimeter fencing of the lot is not allowed. The location, primary use and design are of utmost importance since any owner’s fence may be viewed by their neighbors. In reviewing a fence for approval, the committee considers various interests along with the need for an enclosure. The majority of the fence must be transparent so as not to create a visual barrier.

The following factors will be taken into consideration by the committee: 1. Whether the fence design should be horizontal or vertical, and whether the lot is flat or sloped. 2. The size of the lot and the area proposed to be fenced. Fences may not be located within any setback area. 3. The architectural style of the fence will be considered. No solid fencing is allowed. 4. The use must serve to protect small children or pets although low decorative or spot fencing for screening and land scaping may be allowed. 5. The height is restricted to a maximum of 6 feet and approved screening may be required. 6. Any wire used must be plastic coated or factory color treated in approved colors. All metal support posts, railings and hardware must be of the same color. Please be sure that any changes that are made to the exterior of your home, or on the lot, are approved in advance by the ASC.
