MESSAGE FROM THE BOARD PRESIDENT I hope everyone is enjoying their mountain homes and winter activities so far this season. We have received a good amount of snow, and winter amenity operations have been running smoothly and with success. The completion of the Trout Creek Recreation Center Renovation Project is right around the corner. Members can expect a new open layout with a dedicated stretching area. The new facility will also have new strength equipment and a dedicated spin room which will allow for more fitness classes and overall a much more functional space. Small projects will continue to be completed after opening, including improvements to the Kids Club Room, which will delay the return of Kids Club for a brief additional time. Look for exact opening dates in your email with an invitation to the grand opening celebration in the coming weeks. Great job to the TD General Plan Committee volunteers who helped with this project, and thanks to all the staff involved who are dedicated to providing the membership with an excellent experience. The project is on time and within budget. The TD Board of Directors is moving forward in the search for a new Tahoe Donner General Manager. The board received proposals from seven executive recruiting firms via a Request for Proposal (RFP) process. Upon conducting interviews, the board selected Wilcox Miller & Nelson (WMN) to aid in recruitment efforts. WMN successfully recruited executive leaders for the City of Sacramento, Lake Wildwood Association, Chevron, California Children’s Hospital Association and dozens of others, including Tahoe Donner in 2009.

The board has also contracted with Shellito Consulting to conduct an operational assessment and analysis of the management in support of the GM recruitment effort. This helped to develop priorities of core competencies and needs for the next GM. Additionally, Shellito Consulting is providing guidance and training of the Tahoe Donner Board of Directors, committees and staff in effective governance and in effectively leading, managing and operating the association. There’s a lot of fun happening in Tahoe Donner this month. If you’re in the area this Valentine’s Day, bring your loved one up to Alder Creek Adventure Center for a snowshoe tour followed by a drink and small plate to share at Alder Creek Cafe. Or head to The Lodge Restaurant & Pub; Chef Lew Orlady has created special three-course Valentine’s Day dinners for two at our own award-winning restaurant. Find more ideas for a Tahoe Donner “Romantic Rendezvous” on page 24. Learn something new while giving back to the local community at The Giving Fund’s Winter Speaker Series in the Alder Room at The Lodge Restaurant & Pub. On February 6, learn all about the physics of snow. On February 20, learn how to bake successfully at altitude from the owner of Sierra Bakehouse in Truckee. It only costs $5 to attend and a portion of proceeds benefit The Giving Fund. Light appetizers will be served. Join the community in productive and interesting conversation. Learn more on page 23. NORDIC NEWBIES THE ADVENTURE BEGINS

“IT DOESN’T MATTER WHAT THE TEMPERATURE IS, IF THE SUN IS SHINING, YOU CAN’T HELP BUT FEEL WARM,” SAID HERB HOLDEN, OUR CROSS COUNTRY INSTRUCTOR FOR THE NEXT HOUR AND A HALF. We collectively looked up at the bluebird sky, squinting and feeling the heat of the sun on our faces. With rental gear in hand, Joe Reeder and I walked out onto the snow, ready for our first-ever Nordic ski lesson.

While I spend most of my winter snowboarding, Joe spends his alpine skiing. We work together in Tahoe Donner Communications + Marketing and thought it would be fun to try something new this season. “Having spent a lot of time on skis, I was excited to get a feel for how Nordic skiing might be different from the alpine skiing I am used to. The first thing I noticed was that the boots were much more comfortable and that you can gear up and be out on the snow in just a few minutes – which was great. That first lesson we worked on the basics, getting into a balanced stance and shifting our weight from ski to ski. We soon got into a rhythm where we were easily gliding along the green trails. The time flew by and by the end of our lesson, I couldn’t wait to get back onto the snow and continue working on everything I had just learned,” said Joe. My interest in Nordic was fueled by the disappointment I feel at the end of a fun and

active summer of riding my mountain bike and trail running on the extensive trail system at Alder Creek Adventure Center and in the Euer Valley. Snowboarding is fun, but it isn’t much of a workout, and running in the snow isn’t for me. I was looking for a winter activity that would allow me to continue to enjoy the epic trails in Tahoe Donner’s backyard while also staying in shape. A big bonus is that cross country clothing is really comfortable, cute and fun to wear. In the fall months, the Bikeworks pro shop makes its transformation to the cross country pro shop, and I can’t help but notice the warm Kuhl jackets and cozy base layers with fun patterns that hit the shop’s floor. So, obviously, the first thing I did was buy a new pair of XC leggings. You can wear those around all day, right? For someone who had never been on skis a day in her life, I wasn’t really sure what would be in store. Snowboarding has been my thing for the last 12 years, but sitting at


Alder Creek Adventure Center, and watching the Nordic skiers walk in the door with smiles plastered on their faces really piqued my interest in the sport. I was thankful for the mild conditions and forgiving weather we were gifted the morning of our private lesson. Our rental boots were super comfy and the skis were light and easy to carry. We meandered past the roaring fire pit on the large stone patio at Alder Creek Adventure Center and made our way onto the snow. First, we learned how to stride along gently on the beautifully groomed corduroy and then stepped into the tracks that are groomed and set every evening. It was easy, flowy and an amazing ab workout. We cruised around Pony Express and then left on North Fork, our instructor reminding us to look at the tree line, and not at our skis. Along the way, he showed us how to double

pole, which is when you plant both poles into the snow and then push forward with your core. If you do it right, it takes very little energy, as our instructor continued to explain and reinforce.

mountain scenery, the company, and the entire outdoor experience, all while getting an amazing winter workout, was the perfect recipe to entice me into future Nordic adventures.

We circled a bend tucked in tall pines until we found ourselves at the top of a small hill, aptly named “Practice Hill.” Here, we learned that we could either take our skis off and walk down, or we could learn how to ski down with control. We chose the latter and took a few practice runs down the hill, wedging our skis, learning turns, speeding up and slowing down, until we felt comfortable. From there, we skied back to the TD Cross Country Ski Center, putting into practice everything we had learned over the last hour.

Joe also continues to learn. “I have found all the instructors at TDXC to be friendly and clearly passionate about what they do. As a newbie, each instructor I’ve worked with has been able to coach me on small adjustments that have helped me to move more efficiently without overwhelming me,” he said.

“I learned to cross country ski when I was 40 years old, over at Clair Tappaan with a tremendous mentor named Bill Aaron, a well-known XC skier. We skied together every day that year, and I ended up logging 100 days that season,” remembered Herb.

Herb’s background is as an industrial psychologist, which is someone who “tries to make the workplace user-friendly,” Herb explained. But after learning to XC ski, touring with the Sierra Club and trying his hand at XC instruction, Herb knew he had the bug.

“I sold my business to take a couple of years off to ski. That couple of years turned into 30,” laughed Herb. In fact, Herb’s love of XC and teaching takes him to New Zealand in the summer months, where he teaches at Snow Farm. He met the owners of Snow Farm, John and Mary Lee, through Sally Jones, Tahoe Donner’s Cross Country Ski Center Manager. John and Mary had traveled to North America to check out different ski areas, fell in love with Tahoe Donner Cross Country, and took some TD inspiration back to NZ to create Snow Farm. “I love New Zealand for the people and the coffee, but the Tahoe Donner facilities, and our snow, really is the best,” said Herb. Happy New Year! I hope everyone has had the opportunity to enjoy the fantastic snow conditions we’ve had so far. In the fall of 2019, the board of directors tasked Tahoe Donner staff with reviewing our amenity access policy and making recommendations to modify it for 2021. As some of you may be aware, in 2003 a comprehensive effort was undertaken by management, the Tahoe Donner Finance Committee and Board of Directors to understand members’ desires, relative to subsidizing the operating and capital losses of our amenities. At that time, three different scenarios were presented to the membership for input. The three scenarios were presented as follows:

All amenity costs are consolidated into the annual assessment and members have access to all the amenities with no additional fees beyond the annual assessment.

All operating costs of the amenities are paid by the user, and only the capital costs of the association are paid by members as part of the annual assessment.

In a survey administered in early 2004 with 1,100 respondents, 92% either agreed or strongly agreed with option A. This option is the model we use today, where amenity costs beyond the revenues generated by that amenity are covered in the annual assessment, and all the capital costs are shared among all member properties through the annual assessment. This brings us to today, where management is beginning the process of re-evaluating our existing amenity access policy. We need your feedback so staff can better understand the desires of the general membership. Staff is developing several feedback mechanisms to solicit input from the membership regarding the current amenity access policy.

The Tahoe Donner Board of Directors needs you! Make an impact on your association and help guide the direction and success of our mountain community. Two board vacancies will be filled this June, and all eligible candidates are encouraged to apply by April 27 at 10AM. Full-time and part-time residents welcome!

WHAT IS THE BOARD OF DIRECTORS? The board of directors is a five-member team of unpaid volunteers elected to govern the financial management and general operation of Tahoe Donner Association while acting in the best interests of our nearly 25,000 members. Managing a budget in excess of $27 million, the board oversees the physical management of the association’s common areas, operation of the resort amenities, and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.

Board members are elected to a three-year term during which they are expected to attend regular monthly board meetings that usually last an entire day. Significant time is often required to review and research information to prepare for meetings. Additionally, there are occasional special meetings, and each board member serves as liaison to one or more of the committees serving the association, all of which meet regularly. Teleconferencing is available for some commitments.

WHERE IT ALL STARTED The Jeffrey pines in their Tahoe Donner backyard are much bigger now, but the purple ribbons remain. “We just loosen them each year as the trees get bigger,” explains Thao Doan, Tahoe Donner homeowner and co-founder of the restaurant search engine, Kynbo. Thao Doan and John Doolan made a lifetime commitment to each other in the backyard of their Tahoe Donner home 20 years ago under that same Jeffrey pine. It’s a nostalgic reminder of their personal and professional growth together. “We had a friend in college whose parents owned a house in Tahoe Donner. We would visit with our friends all the time. When we were looking for places to get married, we drove all over the place and everywhere we looked was super expensive. So, we got married in the backyard of our Tahoe Donner home in 1998. We lived there full time for five years, moved back to the Bay for nine years, and then made the permanent move back to Tahoe Donner in 2012,” said Thao. “We have had a number of friends also buy up here. Everyone loves the community here.”

FAMILY + FUN Since moving to Tahoe Donner, the couple has been busy raising two girls: Brogan (14) and Parker (17). While the move from the Bay up to Tahoe Donner was initially difficult for the children when they were young, they soon fell in love with all the activities that the amenities provide, especially horseback riding. “I love living in TD because my best friends are nearby, and we have great amenities. We meet up to work out at Trout Creek and then relax in the hot tubs afterward. Everything we need is within a few miles,” said Parker. “My love of horses started at Tahoe Donner Equestrian Center. It's beautiful. I can't believe I was only two years old when I first rode a horse! Her name was Cookie and I think she's still there. Last summer I got to board my horse, Johnny, there while he was taking a break from competing,” said Brogan.

Brogan was the only English rider, so she showed off her jumping skills. “In the winter, we love the downhill ski resort. We are really low-key and not big downhill skiers, which is why Tahoe Donner Downhill is so appealing. There’s no traffic, no big trees and it’s affordable! It’s great when our nieces come up. Little ones can’t stay out and ski for six hours, so it’s a really great value if you have kids,” said John. “Our friends from other local neighborhoods come over and wonder why they didn’t buy in Tahoe Donner!” said Thao.

“We love boarding Johnny here, especially for the 24/7 cameras. It was also a great bonding experience for Brogan and Johnny. We were at the paddocks every day. She took him out for walks and frequently rode

KYNBO: HELPING DINERS + RESTAURATEURS It was at Fisherman’s Wharf in San Francisco that Thao and John first conceived of the idea for Kynbo, their popular restaurant search engine. “We were looking for a place to eat that served crab cakes, so John got on his phone and began searching. He was on his phone for 32 minutes looking for crab cakes in the Fisherman’s Wharf area! It took so much effort having to look at all these different websites to find the information we were looking for. A place in Boston came up in our search, which was of course no help to us,” remembered Thao. “It’s silly that in this day and age of advanced technology, there was nothing that focused on the menu. An establishment’s menu should be the main focus and the drive. Not reviews. What works for one person may not work for us,” John said. “We thought there had to be a better way to find information, menus, specials and events for local restaurants in one easy place. “We

asked ourselves, how do we use technology for good? How do we better our experience as consumers?” said Thao. “So, we created it in Kynbo, which means vicinity in Japanese. “David Smith, head chef at Alder Creek Cafe, and his wife Michele were extremely helpful on the back end of our development. They helped us address the pain points for restaurant owners to make it as easy as possible for them to use, update menus and specials, and promote events,” said Thao. “It’s always free for every restaurant to add themselves to Kynbo. We’re not doing it to make a buck. We created Kynbo to drive change and encourage everyone to start discovering and exploring again,” said John. “We want to provide equal opportunity for the mom and pops and smaller eateries without big marketing budgets to be found as easily as the higher-end places. EDI-BŌL FOR GOOD Kynbo has partnered with Tahoe Donner to raise money for Sierra Community House, which is a recent merging of three local non-profits: Project MANA, Tahoe Safe Alliance and Family Resource Center. The goal is to provide hunger relief, intervention and prevention for physically and sexually abused victims and resources for families. Chef David Smith at Alder Creek Cafe will be recreating Thao’s mother’s authentic Vietnamese five-spiced chicken recipe, served with rice and fresh Asian vegetables (vegetarian option also available). Last year, the pho fundraiser to benefit Project MANA was a huge success, completely selling out 200 bowls. Don’t miss your chance to try this popular dish all while giving back. SENIOR ALPINE SKI CLUB Our ski club had a very active January, with ski days at local resorts on Mondays and Thursdays. On January 9 and 10, Tahoe Donner Downhill Ski Resort hosted a 2-day carving and racing skills clinic for more than a dozen of our club members. It was followed by a potluck dinner at the Tahoe Donner Downhill Ski Resort Lodge. We had over 30 members attend our 4-day club ski trip to Mammoth Mountain in January. Everyone enjoyed the wine and cheese party, guided tour of the mountain, group dinner at Mogul Restaurant and fabulous ski conditions! Many of our members also traveled to Big Sky Montana for a week of skiing with Far West Ski Association. We will continue our club ski days at various local resorts in February, enjoy another clinic and host our annual East-West Race Competition at the Tahoe Donner Downhill Ski Resort. The club will be hosting multiple tournaments, traveling Wednesday games (beginning this spring) at regional courses throughout the summer, and organizing multiple social events for club members at Tahoe Donner facilities.

We have a social planned on February 29 at 5:30PM at The Lodge Restaurant & Pub – this is a great opportunity to meet members and ask any questions you might have about the club or events. Socials are planned monthly, so check out the club website for other dates. On May 23 we have scheduled an underground tour of the Sixteen-toOne Gold Mine in Allegheny. The tour includes a trail run down Foote’s Crossing. We’ll see the work of Italian stonemasons who built stone embankment walls to make the route passable above the Middle Yuba River – it is a registered historic site that connected the Allegheny Mines with the mines in Grass Valley and Nevada City. The tour cost is $100 per person and requires advance reservation. We have monthly runs scheduled June through November, including a June 13 visit to the spectacular Lagomarsino Petroglyph Site, where there are over 2,000 individual rock-art panels — some dating back 10,000 years.

The Tahoe Donner Quilt Club supports many community programs, and we have fun doing it. All quilters and all levels are welcome. Our meetings take place in the Meadow Room at Northwoods Clubhouse on the first and third Wednesday of every month from 1-3PM during the winter. Our club is poised to play this summer with a mix of weekly days at Old Brockway, Ponderosa and Northstar while our beautiful home course is under repair. Our fall trip will be to Alabama Hills in Lone Pine, coupled with a visit to privately-owned Cerro Gordo Ghost Town and Mines. Over 150 movies, including “Iron Man” and “How the West Was Won,” were filmed there. Cerro Gordo mined silver and zinc, which contributed to the economic development of Los Angeles, CA.

ARCHITECTURAL STANDARDS CONSTRUCTION 2019 YEAR-END PERMIT STATS AT A GLANCE By ANNIE ROSENFELD, Tahoe Donner Director of Risk and Real Property Home improvement projects for 2019 showed a small decrease in relation to the prior year. Factors include the record-breaking long winter (snow on the ground well into June) and reports that the cost of construction in the Truckee/Tahoe region and booked schedules of designers and builders can be prohibitive in terms of overall project achievability. Staff and other agencies saw the cost of construction hurdle particularly impactful on new house and large addition construction, but new garages are on the rise. This marks a dip of steady stats over the last six years of 30+ new home permits submitted.

The Giving Fund was established to support these non-profits, in addition to high school graduates seeking to further their education in vocational and academic fields. TRUCKEE DONNER PUBLIC UTILITY DISTRICT UTILITY EMERGENCY PREPAREDNESS WILDFIRE PREVENTION PLAN COMPLETED JUNE 2019 Truckee Donner Public Utility District (TDPUD) completed their development and adoption of its Wildfire Prevention Plan in response to Senate Bill (SB) 901 this summer. Over the fall, the plan was subject to an independent evaluation, as required by the California Public Utilities Code Section 8387(c), which was reported back to the district at its December 2019 meeting. From the TDPUD Wildfire Mitigation Plan (WMP) Independent Evaluation: “Based on relevant experience in grid hardening and resiliency, natural disaster response, prior experience in WMP development and active tracking of wildfire legislative and regulatory proceedings, Navigant has concluded that TDPUD’s WMP is comprehensive in accordance with PUC section 8387.” Residents can view both documents at tdpud.org/departments/ wildfire-emergency-preparedness. NV ENERGY ANNOUNCES PLAN TO DE-ENERGIZE TRANSMISSION TO TRUCKEE DURING EXTREME FIRE DANGER As a reminder, NV Energy announced its plan last summer to de-energize transmission to Truckee during extreme fire danger. Indication from TDPUD staff this winter is that NV Energy does plan on implementing the plan this summer. TDPUD has submitted the following information to residents:

• NV Energy recently announced and implemented a new program based on catastrophic wildfire risk, to de-energize transmission lines that serve electricity to areas that are in high-fire threat areas, including Truckee. TDPUD does not generate electricity locally; all of our power comes through NV Energy transmission. A NV Energy transmission de-energizing would result in a local power outage that could impact TDPUD's entire customer base. • Details on NV Energy's program – Public Safety Outage Management (PSOM) – can be found at nvenergy.com/safety/psom. • TDPUD created a notification alert for PSOM and other emergencies. Residents can sign up by updating their contact information, including email addresses and mobile numbers, with TDPUD at tdpud.org. Click "My Account" at the top right of the main page to login or register. Alternatively, call Customer Service at (530) 587-3896. • TDPUD is working with NV Energy to understand when they would consider PSOM along with ensuring adequate notification to TDPUD so that we can prepare and notify our customers.

APPLIANCE REPLACEMENT REBATES AVAILABLE TDPUD offers a selection of appliance replacement rebates, including heat pump water heaters, refrigerators, dishwashers and clothes washers. Members can review and take advantage of rebates at tdpud.org. Program rules and requirements: • Rebate application must include a dated sales receipt with appliance(s) clearly identified. • Rebate application must be received within 90 days of purchase. • Customer agrees to allow verification of make/model, efficiency and installation by an authorized district representative, if requested.

• One energy rebate per appliance type per TDPUD account. • One water rebate per clothes washer per TDPUD account. • Rebate not to exceed the cost of equipment.

COVENANTS COMPLAINTS + ENFORCEMENT 2019 YEAR IN REVIEW

By ANNIE ROSENFELD, Tahoe Donner Director of Risk and Real Property Ensuring the peaceful single-family residential nature of Tahoe Donner continued to be a high priority to the Tahoe Donner Board of Directors, Covenants Committee and staff last year. Since adopting new afterhours light and noise rules and short-term rental rules in 2018, staff has worked hard to consistently communicate behavior expectations of members and their guests through communication channels, on the phone and in person. Emphasis is in reaching informal resolution, voluntary compliance and education to members and guests on how complaints and violations can be prevented. This last year marked two years of implementing this progressive approach of keeping your neighborhood a lovely place to live and visit.

NOTABLE IMPROVEMENTS

• Starting at the end of September 2017, covenants enforcement staffing moved from 5-day coverage to 7-day coverage, and at the start of November 2017, after-hours on-call staff was added. • An after-hours complaint phone line was established in November 2017 with coverage initially available on FridaySunday and holidays. This after-hours complaint phone line coverage was increased at the end of the summer of 2018, moving to 7-day coverage. The number is (530) 414-8166. • In April 2019, the association contracted with a third-party answering service, which allowed for customized call handling from 5PM to 8AM seven days a week. This further enhancement allows members to

call and file a complaint and contact the owner of the home that is being complained about. We have received great feedback about this service, and staff regularly meets with the answering service for training, troubleshooting and further customization of the call response feature.

The Covenants Committee met every month last year. At these meetings, the committee sat and presided over a total of 23 hearings in 2019, a marked decrease over the 55 hearings held in 2018, for properties with complaints brought forth that spanned from illegal tree removal, storage, garbage, and parking to noxious activities (noise, lighting, and aggressive dog behavior and barking). NEXTDOOR + SAFETY INFORMATION CAMILA PITOL WINTER FOOD + BEVERAGE Camila comes to Tahoe Donner from Brazil and this was her second year working for us. She is such a pleasure to have on staff; when there is a task that needs attending to, she is the first one there to get it done. At the end of a busy day she goes above and beyond to complete projects that are outside of her immediate job. We never have to ask her to put in the extra effort, as she is always one step ahead. Camila was a big help in training new staff. While most of our staff worked every day over the holidays, Camila did it with a smile on her face and an extremely positive attitude.

NYE LIGHT PARADE A HUGE SUCCESS!

Tahoe Donner sent 2019 off in true mountain style! A growing tradition among TD families, the Downhill Ski Resort played host to over 300 parade participants, with hundreds more on the hill watching the spectacular fireworks show. It was a beautiful and clear night – the perfect conditions for the crowds of attendees. Thanks to everyone who came out and to our wonderful staff who made it all possible. We can’t wait for next year!
