I hope most, if not all of you (especially second homeowners) were able to enjoy Tahoe Donner during the Christmas and New Year holidays. If you visited Safeway during that two-week period, you can attest that Tahoe was packed. What a difference a year makes! Last year we were gazing at pine needles in the yard and this year there was a beautiful white blanket of snow. The association experienced an excellent two weeks at all of our amenities. In fact, we set all-time one-day records at Downhill, Nordic, Snowplay and The Lodge. We still have a superb base for all of our outdoor amenities and a host of new programs to allow members of all ages to participate in skiing, striding and tubing. Not to slight anyone else, as all of our staff continues to provide outstanding service, but Sally Jones at the Cross Country Ski Center is doing a terrific job. Many new and upgraded programs have been implemented and for the first time the Cross Country Ski Center partnered with REI to host a Winter Trails Day in January that included free lessons, vendors of skis and snowshoes, music, food and beverage. This event was a huge success; the Salomon ski representative remarked that in his 25 years in the business, this was the best introduction to Nordic skiing he has ever seen. Hopefully, this will become an annual event with increased participation. We continue to open new trails with excellent grooming for Nordic skiing. Progress is also continuing on the new Alder Creek Nordic Center and as each stage in its development unfolds, we are anxious to engage and receive feedback from the membership. After Martin Luther King and President’s Day weekends, the next big event will be the North Lake Tahoe SnowFest, with fun activities and events happening over a ten-day period. Tahoe Donner will again be participating by hosting one of my favorite events, the Annual I-Did-A-Run on March 10. If you haven’t attended, mark your calendar as it is truly a fun event, with dogs pulling sleds and racing across a snow-covered course for prizes. There will be children’s activities and The Lodge Restaurant & Pub will be opening early for food and drinks. Enter your dog for a chance to win or just show up and watch the antics. I do hear there are two ringers (Cabo and O’wee) entered this year. Coming up in March, Tahoe Donner will begin taking reservations for summer day camp and aquatic programs. This is a full two months earlier than ever before, for those of you who are already starting to plan summer activities for the kids. Along with our usual wonderful summer programs, our staff has some great new additions. Watch for the Summer Fun Guide for more information, and sign up early as these programs will sell out! The Lodge Restaurant & Pub, kitchen, golf pro shop, and new outdoor deck expansions are well underway and on schedule. The kitchen remodel includes a new pasta machine so Chef Lew will be adding gourmet pasta dishes to his menu. It will be necessary to close The Lodge Restaurant & Pub for a few weeks when the kitchen is remodeled, but Pizza on the Hill will be open every night. I hope to see you around Tahoe Donner or on the slopes soon.

Establish leading year-round association-specific events and programs to benefit the membership. 4. Establish an engaging approach to maintaining association community, architectural, covenants, and communication standards. 5. Establish an effective core full-time / seasonal employee relationship and staffing plan to provide the most cost-effective service to the membership. The association had a great holiday season this past December with record-setting membership visits across all the amenities, and members taking advantage of the abundant snow from the winter storm that blanketed the area over the holidays. The positive financial impact of these last few days of December were significant and helped close the year slightly ahead of 2012’s budget. This was a great recovery from the non-winter of last season, which created significant revenue shortfalls for the association. However, as a result of careful cost examination and operational modifications throughout the balance of 2012, we were able to recover from a $522,000 deficit and finish the year ahead of budget, all without sacrificing service levels across our operations. Thankfully, we have returned to our traditional winter weather pattern for the Tahoe region, bringing plenty of snow and cooler temperatures to maintain desirable conditions for all our winter operations. As we approach another association election cycle in just two months – candidate’s submissions are due in April for two open board of director positions – I thought it might be useful to review our mission and strategic goals for the association. This past December, I discussed and covered the established vision of the association along with the guiding principles to which we strive to adhere.
Tahoe Donner Association Mission Tahoe Donner is a recreational-oriented mountain and residential community whose mutual benefit association of 6,500 owners provides for the standards, regular operation and long-term maintenance of programs, facilities and open space. Through continuous improvement, customer service, and fiscal accountability, the association maintains leading standards of natural resource stewardship, facilities, programs and services to benefit the owners and members. Organizational effectiveness and innovation within the association is sustained by maintaining a highly professional board of directors, staff, and homeowner committee volunteers, while also engaging the local community in an effective and collaborative relationship. In order to execute our mission while also striving to achieve our collective vision to be a vibrant and desirable mountain community with modern recreational facilities, events, and programs, we have developed nine broad strategic goals.

6. Develop effective information technology services to support and integrate all resort operations to support the membership. 7. Establish a proactive approach to maintaining the health of our natural resources and defensible space. 8. Promote efficiencies in energy and water use to align with national, state, and local community efforts for greater selfreliance and energy independence. 9. Work in partnership with the Town of Truckee and special districts to maximize the return on homeowner tax dollars. While each of these nine strategic goals are broad in nature, they have a variety of supporting targets and measures developed as part of the annual budget cycle each year to establish specific supporting efforts to achieve these overall goals. If you have an interest in volunteering or working within a California Corporation Code and Davis Sterling Act board of director framework with your fellow elected board members, committees, owners, and management team to help refine Tahoe Donner’s strategic direction, your association has many opportunities! If this interests you, and you have more questions, please feel free to contact any board member, our Elections Committee Chairman (Nan Carnal), or myself. I’m proud of the improvements we have made these past few years across the entire association, but there is plenty more to do. This is a diverse community encompassing 6,500 owners and 25,000 members – with over 70 percent as part-time residents –and your voluntary participation on a committee, the board of directors, or at a minimum, your vote for a candidate that best represents your interest, is paramount to our community’s long-term success. Board leadership for this community is critical as we weigh future improvements and consider how to best lead useful change to improve this special community of Tahoe Donner.

Fiduciary relationship and responsibility
2013 TAHOE DONNER BOARD OF DIRECTORS ELECTION Seeking Candidates for Two Director Positions 2013 is an important election year for the Tahoe Donner Board of Directors. Two (of five) director positions will be open for election. Application forms will be available April 1, 2013 in the Member Services office at Northwoods Clubhouse; the deadline for submitting completed applications is May 1, 2013 at 4 p.m. If you have an interest in contributing to the success and vitality of the Tahoe Donner Association, consider running for one of the open board positions.
Members of the board of directors have a fiduciary responsibility to the owners of the association. This fiduciary relationship imposes obligations of trust and confidence in favor of the association and its owners and requires members of the board to act in good faith and in the best interests of the owners of the association. It means that board members must exercise due care and diligence when acting on behalf of the association and it requires them to act within the scope of their authority. The fact that the association is a not-for-profit corporation, or that the members of the board are volunteers and unpaid, does not relieve them from the high standards of trust and responsibility that the fiduciary relationship requires.
What sort of issues come before the board? Within applicable legal constraints, the board determines everything from the amount of the annual assessment to which major projects should be pursued by the association. It governs the general overall operation of the association in conjunction with the association’s general manager. It decides appeals from association members who disagree with rules enforcement efforts, gives guidance to the association’s committees on topics ranging from recruiting and retaining employees, to which auditor to hire, to defining any new rules that should be put in place. Important items for board review over the next two years include: continued implementation of the 2030 general plan, fiscal monitoring of the association’s amenities, establishing appropriate funding levels for the association’s reserve and development funds, and utilization of open spaces.
Qualifications for directors The following questions and answers provide an overview of the board’s roles and responsibilities as well as specific requirements to serve as a director.
What is the board of directors? Tahoe Donner Association is governed by a five-member board of directors. The directors are elected by owners and govern the financial management and general operation of the association. The annual budget of the association, including revenue, expenses, required reserve funds, and annual assessments, is in excess of $18 million per year. Operations include the physical management and maintenance of the association’s common areas, operation of the resort amenities, and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.

Article VII, Section 2, of the Restated Bylaws, requires that candidates for election to the board satisfy the following qualifications: • Be an owner of at least a twenty-five percent Separate Interest (residential property) within Tahoe Donner; • Be in good standing with the association, meaning that all assessments with respect to all Separate Interests owned have been paid current and the candidate is not subject to any suspension of membership privileges; • No candidate is eligible if a co-owner (another holding an interest in a property of the candidate) will be serving on the board at the same time as the candidate; • No employee of the association shall be eligible to serve on the board; and • No owner can serve for more than two elected consecutive terms of office. Your fellow owners will be looking for and will vote for candidates with qualifications they feel will best support the association’s interests and welfare. Direct experience in leadership, management, finance, and resort operations are all experiences that would serve the needs of the association well. Those with other skills, experience and knowledge

relevant to association operations and governance would also be welcome candidates for the open director’s positions on the board.
Time commitment Being an effective director does require time. Regular board meetings are held once per month, normally on the fourth Saturday. A briefing packet is prepared by staff for each meeting and a significant amount of time is required to review and research information, including occasional meetings with staff to clarify particular issues, in order to be well prepared for the board meetings. Monthly board meetings usually last most of the day, depending on the agenda items and number of member appeals of enforcement actions taken. There are also occasional special meetings to review items that cannot wait until monthly meetings. Additionally, each board member serves as liaison to one or more of the committees serving the association; this involves additional regular meetings. The times and number of meetings are held at the convenience of the committee chair and depend on the particular task being addressed.

Nordic Ski Like a Rock Star!
I
t’s a Wednesday afternoon and Fergie, Ke$ha, Rihanna and Katy Perry are giggling, singing and basically getting down in true rock star fashion. These captivating young divas are not performing at Madison Square Garden for thousands of fans, but rather at Tahoe Donner Cross Country Ski Center for the pure joy of their gal pals, an encouraging coach and a clutch of silent aspen trees. Meet the Rock Stars, just one of the many lively groups of first through fourth grade Nordic skiers who meet weekly for nine weeks at Tahoe Donner Cross Country Ski Center in conjunction with Truckee Donner Parks and Recreation. “We always let the kids come up with a name for their group,” explains Cathy Howard, a longtime Tahoe Donner Cross Country Ski Center instructor. “Last year I had a group of all girls who were (Continued on p. 20) tahoedonner.com tahoedonner.com ||

Then they all picked their own individual rock star names.” All this name calling and silliness is highly beneficial for body and brain, reports Howard, herself a mother of two active young boys. “It’s a great way for the kids to blow off some steam after school,” Howard says. “The emphasis is to have fun and learn how to ski at the same time; lots of the techniques and the basics of balance are taught through games. They never seem to get tired of minnows and sharks.” All children start on classic skis and progress to skate skis when they are ready. She says many youngsters have their own ski gear, but inexpensive rentals are available as well. “They love the skating, but we encourage them to alternate with classic skiing too,” she says. “I’m amazed at the progress these kids make by just skiing one day a week.” And progress they do. According to Howard the program is an unofficial feeder program for Truckee’s über-popular middle school and high school Nordic teams.

“It’s always fun for me to see some of my past students racing at the middle school and high school levels. I feel good that I somehow helped guide them to get to that point,” Howard adds. In addition to the after-school program, Tahoe Donner Cross Country Ski Center also offers the Tiny Tracks Ski School, a two-hour package for children ages 5 to 9; weekends and holidays only. The $30 fee includes a lesson, rental, snack and a hot drink. Morning sessions are offered from 10 a.m to 12 p.m. and

Tahoe Donner Ski School director Dave Walker says that in the end these pro athlete parents are no different from the rest of us when it comes to wanting a safe, fun experience for their young children. “Tahoe Donner’s family environment is a big part of the reason that I came here from Heavenly,” notes Walker, a father of two small children ages 3 to 6. “There’s a very safe, intimate feel here. The lifties know my kids’ names! You don’t find that at bigger ski areas.” While other resort mountains get kids started in ski programs around age 5, Tahoe Donner is known for teaching children as young as 3 years old. “We have a reputation for being the best place for kids to begin,” Walker says. “Parents like it because all the trails funnel to the bottom. Plus, parents can watch their kids in class, without the kids seeing them from the deck.” Tahoe Donner is all about accommodating the younger clientele. Take for instance
the surface transport. There are two magic carpets designated for kids; one for beginners ages 3 to 6 and the other for rippers 7 years old and up. And finally, an extra long magic carpet is open to the public. Synonymous with everything that is good about Tahoe Donner Downhill is the TD Tykes program. Parents can elect to have their 3 to 6-year olds ski on Wednesdays or Thursdays in the morning or afternoon. “It’s a 10-week program and a two-and-ahalf hour lesson,” Walker says. “They stay with the same instructor all year. With four students in each group there’s lots of one-on-one time. It’s such an intimate setting and during the week many times these groups of kids are the only people on the hill!” But wait—this Mayberry of the ski world doesn’t stop the idyllic downhill magic at age 6! There are also season-long recreation teams for both skiers and snowboarders ages 7 to
13 and a Sunday Speedsters group for 5- and 6-year old skiers. A season-long team is just the thing for youngsters who would like to try out their racing skills in the local Tahoe League ski races. Beyond the childrens’ programs, Tahoe Donner’s fun, family-friendly vibe ripples far and wide. On February 23 for President’s Day, Tahoe Donner Downhill puts on an entertaining Children’s Glow Stick Parade and Carnival. The event is open to any young skier age 10 or younger who can ski down the beginner trail off of Snowbird chair unassisted. “We have a carnival inside the Downhill Ski lodge at the end of the ski day,” explains Walker. “The kids play games and win all sorts of glow sticks. It’s a huge snake; by the time the first skiers are at the bottom, the others are just starting.” Then on March 2 there’s a winter beach party complete with a tropical themed carnival, live music, limbo contests, and more. And on March 23, Tahoe Donner appeals to the community’s collective sweet tooth. Each year a 200-foot-long banana split is created, which the public is invited to devour. Later in the month on Easter Sunday, the resort offers up a mile-long Easter egg hunt. For more informa-

But don’t despair if your kids do not measure up, says recreation manager Lisa Hussar. “We have tons of great snow toys for kids to make snowmen and castles,” Hussar says. “And we also have a snowball throwing range with targets for little ones. Plus, the kids really like Parker the Penguin who loves to interact with the kids and it’s a great photo op.”

This national event, held annually in January, introduces newcomers to the sport in a fun, supportive environment; we had plenty of experts on hand to help folks learn, get outside, and get some exercise. HOMEOWNER PROPERTY INSPECTION PROGRAM

ahoe Donner Association (TDA) was established in 1971 with the construction of private homes and multiple family units beginning in the spring of that year. Forty-two years later, TDA consists of 5,791 single family homes, 114 multiple family units, 567 undeveloped lots and 7,000 acres of land. As the association ages, maintaining the high quality of our community includes communicating and working with homeowners to address appearance issues. Currently the Architectural Standards Office (ASO) performs compliance activities through positive engagement patrols. The compliance inspector covers all 68 miles of road in Tahoe Donner on a monthly basis and
identifies, on average, 75 percent of all new compliance-related violations. The other 25 percent of compliance-related violations are generated by neighbor complaints. While staff does look for obvious violations when conducting street inspections, management has not had a systematic initiative to gain access to homeowner property for inspections as allowed by the Homeowner Defensible Space Program. Recognizing the fact that the association facilities and homeowner properties are aging, goals and objectives were identified in the Strategic Plan 2010-2015 to begin addressing both. As a part of Strategic Plan Goal 4 (see below), work began this last year in developing a proposal to bring to the board of
directors which would call for inspections of existing homeowner properties over a regular schedule as well as inspections of homeowner properties as they change hands in ownership or in the family. The board of directors discussed the plan at board meetings from July 2012 through September 2012; membership comments and feedback were considered during this period. At the September 2012 board meeting the board of directors approved moving forward with the program. The focus will be on providing education to homeowners on the association’s program while identifying properties whose exteriors may be in need of improvement to keep with association standards. Emphasis will be placed on compliance, not on punitive measures.

Homeowner property inspection PROGRAM Goal Preserve the appearance of Tahoe Donner homes so as to maintain home values in an aging community. Inspection Details There are two parts to the program: Part 1: The program will be implemented on a unit-by-unit basis beginning with Unit 7. Approximately 250 homes in that unit are scheduled for exterior inspections of the view from the street. This is not new to existing operations, rather a codification of existing practices and a systematic approach to view the entire association beyond member complaints. Part 2: A full 360-degree exterior inspection will occur after a property transfer. This part of the initiative is new and allows the association to address any exterior compliance issues at rate of 250-500 homes per year. Inspections will focus on the following elements: 1. Does structure have any damage? a. Is structure in need of staining or painting? 2. Quality of roof a. Any maintenance needed; missing shingles? b. Does metal roof need repainting? c. Chimney cap or flashing need maintenance?
5. Are all visible deck or stair brackets painted? 6. Check for any illegal structures (additions, fencing, sheds, etc). 7. Does gas meter have adequate protection from potential snow load? If meter already has a shed for protection, is it painted to blend in with the house? Implementation and Inspections: Homeowners will receive a 10-day notice that their property has been scheduled for an exterior inspection. The Tahoe Donner compliance inspector will conduct inspections beginning this month. Notification of inspection results will be mailed via certified mail (return receipt requested). If your home passes the initial inspection, you will be notified by postcard and no further action will be required. If your initial inspection indicates that action is needed, we will work with you to define a reasonable timeline for compliance. PROGRAM Compliance Enforcement of the program will be supported by existing Architectural Standards and Covenants Rules and Regulations.
