MESSAGE FROM THE BOARD PRESIDENT Dear Neighbors, Last month’s message introduced three notable initiatives underway in 2024. This month, we add a few more and provide updates on the first three. Emergency Preparedness Tahoe Donner continues to work closely with surrounding jurisdictions and agencies, including the Town of Truckee, the Truckee Fire Protection District, and the U.S. Forest Service, to coordinate and optimize emergency preparations for our community, including fire mitigation. The Town of Truckee recently deferred (but did not cancel) further work on the Pioneer Trail and Bridge Street Extension, a major roadway initiative. We continue to advocate diligently for our safety, including the need for a practical, near-term, third option for Tahoe Donner emergency access and egress. Fire Defensibility and Forest Health The board will receive a comprehensive update in advance of the 2024 fire season. We are coordinating with surrounding agencies and jurisdictions for maximum impact while also implementing efficiencies that will allow us to be even more aggressive on Tahoe Donner lands, including enhanced common area fire prevention and forest health corrective maintenance. Returning to the initiatives discussed last month, the bid process for the replacement lodge at the Downhill Ski Resort is underway. After the board receives competitive contractor bids, we will meet in an open session board meeting to consider whether to proceed, alter, or abandon the project. If the decision is to proceed, groundbreaking is targeted for Spring 2024, with the new lodge open for the 2025-26 ski season.
Updates to the Capital Funds Policies are also underway, targeting phased implementation with the 2025 budget. While not glamorous, this update is essential to ensure long-term financial stability and readiness for maintaining all our amenities and other assets. A member forum on the Amenity Access Policy update will be held on Feb. 15 at 6PM. We expect this amenity access policy update will be a major overhaul with impacts and benefits across the membership. Participating in the forum is your way to provide input on the options that are being considered. The goal of the amenity access policy update is to ensure access and enjoyment for you, your family, and your guests at our amenities. Another way is through capital improvements to keep the facilities modern and well-functioning – one of the reasons for the capital funds policy update discussed above. One board vacancy will be filled this June. Full-time and parttime resident members are eligible to stand for election and are encouraged to apply by April 15 at 10AM. What is Required of Board Members?
What is the Board of Directors?
Members of the board of directors have a fiduciary duty to the association, requiring them to act in the best interest of the association. This fiduciary duty includes the duty of care, the duty to act within the scope of the board’s authority under the law and the association’s governing documents and the duty of loyalty. At all times, board members should make decisions that are in the best interest of the association as a whole, regardless of their personal interests.
The Board of Directors is a five-member team of unpaid volunteers elected to govern the financial management and general operation of Tahoe Donner while acting in the best interests of our nearly 25,000 members. Managing a budget in excess of $30 million, the board oversees the physical management of the association’s common areas, operation of the resort amenities and enforcement of the land-use restrictions and architectural standards that create the unique character of Tahoe Donner.
What Sorts of Issues Come Before the Board? • Setting association policy and strategic planning • Establishing and overseeing the budget and the levying and collection of assessments • Overseeing the maintenance, repair and replacement of facilities • Enforcing the governing documents
Board members are elected to a three-year term and are expected to attend regular monthly board meetings that usually last an entire day. Significant time is often required to review and research information to prepare for meetings. Additionally, there are special meetings, and each board member serves as a liaison to one or more of the committees serving the association, all of which meet regularly. Teleconferencing is available for most commitments.

Because they are expected to set an example and promote the shared goal of maintaining and enhancing the reputation of Tahoe Donner as a valuable, vibrant and thriving community, board members are obligated to maintain a high standard of professionalism, civility and decorum. Directors are expected to understand that they are accountable for their actions and words.
Who Can Join the Board? Candidates must own at least 25% of a residential property within Tahoe Donner and be in good standing with the association unless the member has either paid under protest or agreed to a payment plan. Both full-time and part-time residents are eligible to run as long as they have been a member of the association for at least one year. Association employees, those who co-own property with current board members, those with a criminal conviction that prevents the association from obtaining a fidelity bond and those who have already served two consecutive elected terms of office are not eligible.

Campaign Guidelines The current campaign guidelines for board candidates and Tahoe Donner members, can be found at tahoedonner.com/boardelections. The guidelines stress the following positive campaign behaviors: • Speak Respectfully

• Be Factual In particular, “candidates and advocates should take care to avoid distributing or disseminating information to members that is inaccurate, false or materially misleading. This includes refraining from making statements known to be false about the backgrounds, affiliation or positions of candidates or other community members.” The campaign guidelines also highlight the importance of limiting spending on campaigns. The Elections Committee will be monitoring campaign expenditures.

A GROW TH AND SUCCESS STORY By DANIELLE LaPOINTE, Administrative Technician for the Town of Truckee As many of you may know, TART Connect is the free-to-ride microtransit service launched by the Town of Truckee in June 2022. The initial pilot programs aimed to gauge the community’s interest in this program and identify all the operational logistics that made sense for our ridership: where it should operate, hours and days that met people’s needs and how many vehicles to run. The initial summer pilot, funded in part by Tahoe Donner and Glenshire TSSA funds, operated with seven vans in Tahoe Donner, Glenshire, along Brockway Road to the Truckee-Tahoe Airport and along the main corridor through town from 10AM to 10PM. During the initial pilot, ridership averaged about 280 passengers daily, and the feedback was overwhelmingly positive. The main complaint was that it was not serving all neighborhoods. The winter pilot operated in the same areas, adding Alder Creek Middle School and West River Street and extending service hours from 8AM to 10PM using just five vans. Staff quickly realized that the demand was exceeding the capacity of the service, and wait times were often over an hour. Ridership over the winter averaged about 308 passengers per day, and we continued to hear from the community that they wanted the service to be town-wide. Due to the success of the initial pilots and the significant feedback appealing for extended service areas, the Truckee Town Council approved an extension through the spring that would operate throughout the town limits and with the extended hours placed in winter. At this time, the Council also approved substantial General
Funds for microtransit, allowing for a year-long pilot to cover all Truckee areas using more vehicles to meet service demand. The year-long pilot program they approved began July 1, 2023, with the service operating from 6:30AM to 12AM during the summer and winter seasons, with a maximum of 9 vans in service. The fall and spring service schedule was planned to operate from 6:30AM to 10PM with the ability to adjust the number of vans according to demand. Summer ridership averaged 493 passengers daily, totaling over 34,000, with an average wait time of only 22 minutes. Fall ridership averaged 408 passengers daily, totaling over 40,000, with wait times averaging about 26 minutes. As of mid-January, winter ridership has averaged about 625 passengers per day, with wait times around 29 minutes. Truckee’s TART transit system is on track to serve over 200,000 passengers this year, an increase of 500% from two years ago, before the introduction of TART Connect! TART Connect has continuously broken new records, and it’s all thanks to our community. The immediate support and enthusiasm for TART Connect was far beyond what was expected, and the demand continues to grow. As we continue to navigate challenges around traffic congestion, the Town is proud of TART Connect’s success in its pilot phases. It looks forward to seeing how the program continues to grow and help with mitigation efforts in the future.

Like many Tahoe residents, my family and I moved to Lake Tahoe almost eight years ago, drawn in by the mountain lifestyle and seemingly endless opportunities for adventurous pursuits – “seemingly” because, as I’ve discovered, what may be opportunities for some may present barriers for others. It’s a concept that I had the chance to explore with Haakon Lang-Ree, a long-time Tahoe Donner member and Executive Director at Achieve Tahoe, an organization dedicated to helping people with disabilities gain health, confidence and independence through outdoor recreation. For over thirty years, Lang-Ree has worked with Achieve Tahoe to reduce barriers for people with cognitive, sensory or physical disabilities so they can experience the outdoors in the same way that most people do, freely and independently.
Fifty Years Strong Achieve Tahoe’s ski program was founded in 1967 by Jim Winthers, a World War II veteran of the 10th Mountain Division and former director of the Soda Springs Ski School who wanted to teach fellow veterans with disabilities how to ski. Recognizing that conventional skis could not accommodate their disabilities, Winthers found ways to adapt the equipment to the veterans. The experience was so positive that Winthers felt he could help more people with a formalized program. Today, Achieve Tahoe helps hundreds of individuals of all ages with disabilities learn to ski, water ski, climb, hike, sail, SUP, ride horses and so much more in year-round outdoor programs. As no two participants or their disabilities are ever the same, the breadth and extent of service, knowledge and commitment exhibited by Achieve Tahoe’s staff and volunteers are profound. With a focus on providing safe and supportive access to outdoor recreation while helping participants develop new skills, the organization seeks to promote respect and inclusivity for people with disabilities within the outdoor community. Achieve Tahoe is also proud to be the founding chapter of MoveUnited (formerly Disabled Sports USA), a national leader in community adaptive sports.

A More Inclusive Mountain Community Last year, Achieve Tahoe served nearly 800 people with unique disabilities in over 3,200 lessons through their yearround outdoor programs. But this is a number Achieve Tahoe is hoping to grow. According to recent statistics, 15% of the population lives with a disability. To him, that means hundreds of thousands of people, just in the Bay Area, could benefit from integrating support services in mainstream outdoor recreation. An instructor and apprentice enjoy the slopes with an Achieve Tahoe participant.
Believers and Achievers If you’ve visited Alpine Meadows or Northstar Resort recently, you may have encountered individuals skiing with or without adaptive equipment under the guidance of Achieve Tahoe volunteer instructors – two, to be exact – which LangRee explains are a lead instructor and an apprentice. “There are no ‘assistants,’ as the goal is for all of our volunteer instructors to be able to lead at any time, and, simply put, it creates a stronger team.” But, he adds, the on-mountain instruction is only a fraction of their abilities. To become a volunteer instructor, one doesn’t need specific training, certifications, or to be able to ski at an expert level. While advanced or intermediate skills are helpful, a high degree of patience, empathy and creative thinking are essential. Achieve Tahoe also provides on-site training and additional resources covering awareness, etiquette, respectful, and appropriate language when working with the disability community. According to Lang-Ree, “A common misconception is that we do much of the heavy lifting for our participants. But our goal at Achieve Tahoe, and what we fundamentally believe in, is helping our participants gain their highest level of independence in outdoor recreation. That might look different for each person, but that’s where the success is like it would be for anyone. Discovering what method might work best in each lesson can be
challenging, but that’s also where patience, enthusiasm and the ability to problem-solve go a long way.” He goes on to recount a story from earlier in the day, where a young woman with autism had expressed a strong aversion to most terrain as she was fearful of the slope. After some additional thought and conversation, her volunteer instructors decided to switch up their strategy and change locations to a teaching area with a shorter, less steep section for her to experience the sensation of downhill skiing. This new approach turned out to be the right one as she enthusiastically lapped the hill for the duration of her lesson, walking back up the run in her skis each time. This adaptation allowed her to discover a level of comfort where she could enjoy skiing independently while laying a foundation for further developing her skills and confidence. Commitment is crucial to instructing as volunteers gain invaluable perspective and experience with each lesson. They can apply that knowledge again and again and build up their own confidence as well. “It turns out to be equally as rewarding for our volunteers who get to share in the joy of a successful lesson, and I believe they learn a lot about themselves in the process. There’s a lot of growth that happens over time,” says Lang-Ree.
Lang-Ree recalls a gentleman who wanted to learn to water ski with Achieve Tahoe. As his skills progressed, so did his passion, and he even purchased a new truck to haul his gear. Lang-Ree reckons it wasn’t just about him learning to water ski but accessing a whole new sport and community. “That’s really what it’s about, providing equal access for everyone, no matter their circumstances.” Lang-Ree notes that at least 30 volunteers listed Tahoe Donner as their address, a number that he suspects may even be a little higher as members may list a Truckee PO box instead. The Achieve Tahoe locker room is often filled with TD members excitedly gearing up for lessons or volunteering at the organization’s Feel Good Friday weekly fundraisers.

The fact that so many members are involved reinforces why Lang-Ree made Tahoe Donner his home in 1995. “It’s very reassuring to know so many of my neighbors are in the Achieve Tahoe family. All the people, from the staff and volunteers to the participants and their families, are drawn together for all the right reasons: to help build a more inclusive outdoor mountain community.”
Additional Ways to Support Achieve Tahoe Volunteers don’t always have to be instructors and can assist with additional operations such as internships, outreach, office help or fundraising. Secondhomeowners may consider renting their home at a discounted price for Achieve Tahoe to house interns and other staff. Funding is also essential to Achieve Tahoe, with roughly 60% coming directly from private donors and the rest from nonprofits, including the Tahoe Donner Giving Fund. Additional funding and new partnerships with ski resorts and other recreational facilities that can offer space, rentals, passes and more can ensure Achieve Tahoe continues to grow and support a larger community. Meet Biathlete and TDXC Professional Instructor

By CYNTHIA CENDREDA | Photos by KATEY HAMILL CC: How long have you lived in Truckee, and what do you love most about it? GR: I have lived in Truckee, on and off, for 15 years. While I was born and raised in Transylvania, Romania, with Hungarian heritage, and spent six to seven years in Austria, I am proud to call Truckee home. Raising a child here has been a meaningful experience, and what I love most is the sense of community, the open-minded mentality and the people who appreciate the offerings of Tahoe: the natural beauty and a wide variety of activities that contribute to our well-being all year long. CC: What is your background in XC? GR: My cross country (XC) skiing journey began at the age of 5 when my older sister, Biborka Xantus, would take me to training sessions. Our parents worked long hours, so we spent most of our time in our XC community, sometimes away from our home base for months. I became one of the youngest racers at the time, securing victories regularly and mastering both XC styles: classic and skating. My primary coach introduced me to biathlon, and with his encouragement, I joined the sport. I developed a deep appreciation for it, especially the excitement of shooting and the focus on consistency in eye coordination and breath control. Over the years, I reached the national level, winning consecutively for many years. After high school, I learned and taught downhill skiing and snowboarding in several countries, discovered holistic health and healing modalities and transitioned to becoming a holistic healer and yoga teacher. However, following some major life changes, I returned to my original passion, cross country skiing. I have taught XC at various facilities throughout the area and now teach private lessons and assist with the junior
biathlon program here at TDXC. I am a PSIA Level 3 certified coach and am working towards becoming a PSIA Level Educator staff member. CC: What kind of training do you recommend for XC Skiers? GR: Incorporate a variety of long-distance XC workouts to build endurance. Focus on refining your techniques to improve efficiency and speed. Additionally, prioritize post-session activities that specifically target endurance, strength, flexibility and mobility. Get adequate rest to allow your body to recover and maximize overall performance on the trails. Consider taking XC lessons to enhance your skills and help you reach your goals. CC: What is your favorite trail at TDXC? GR: My favorite trail is the Euer Valley Exploration, where I enjoy getting lost in the beauty of nature. CC: What are your go-to essentials for a day at TDXC? GR: I always carry a trail map, especially in areas with no phone reception. Additionally, I bring a waist pack with water, a protein bar, energy chews and sunscreen. I dress appropriately for the weather and always wear sunscreen and sunglasses to protect me from the elements. For uninterrupted training, I always display my trail pass and keep a playlist of my favorite songs on my phone to help maintain my tempo.

Congratulations to Sanna Schlosser for achieving her first-degree black belt! This event was attended by karate club students and social members. Testing was overseen by Sensei Cliff Field (seventh-degree black belt) and assisted by Sensei Suz Field (fifthdegree black belt). After successfully passing her test, club members celebrated her accomplishment at the Alder Creek Cafe. IKL is a modified shorin ryu style and achieving a black belt in IKL is a considerable achievement showing dedication and commitment. IKL has 36 dojos throughout the country and is headquartered in Hawaii, where the founder, Walter Nishioka, is still actively involved in teaching at the age of 91. It’s finally here – that beautiful snow we so wished for! During snow storms, what better thing to do than sew?
The Origins of American Mah Jongg The game we know as Mah Jongg was developed in 1850, when Chen Yumen, from Zhejiang Province, combined the use of matiao tiles (a game that had fallen out of favor) with ancient card games. The game, with its hand-carved tiles, was favored by aristocracy. In the early 1900s, the game was popular in English clubs in Shanghai. Joseph P. Babcock of Standard Oil Company saw a business opportunity, patented the name “Mah Jongg” in 1923 and brought the game to America. There were so many versions of play that the wives of servicemen based at Wright-Patterson
I want to highlight one of our group members, Carolyn Bower, who creates stunning quilts with scraps – and I mean small pieces of various fabrics, tiny pieces! I tease her a lot, but she is my hero. Initially, quilts were made by hand from household scraps, like old shirts or dresses, to use as blankets. Things have changed a lot since then; designs have evolved, and we are using sewing machines now. But by using the fabric pieces donated to her, Carolyn honors the true historical spirit of quilt making, using her great color sense and patience to create beautiful pieces, several of which she donates to her church. I am so inspired by her work that I have decided to finish an old project. I started it about 20 years ago, and it, too, has a lot of little pieces.

Air Force Base in McCook Field, Ohio, developed a set of rules so they could play at any base worldwide, and most of those rules still hold today. In 1937, the National Mah Jongg League was formed to standardize the game and publish a new version of the card yearly. Our club meets every Tuesday at Pizza on the Hill from 12-3PM. We play American Mah Jongg using the current year’s National Mah Jongg League card and rules. No RSVP needed! SENIOR ALPINE SKI CLUB
Mother Nature sure took her time getting winter started, but we were finally blessed with some significant storms in January so our club could kick off our ski season! Club ski days began in January at various local resorts, including Palisades Tahoe and Alpine Meadows, Northstar Resort and Sugar Bowl Resort, with everyone very enthusiastic to get on the hill, make turns and get into shape for winter. Our first club ski clinic was held at our own Tahoe Donner Downhill Ski Resort on Jan. 10. Additional clinics and race days are coming up on Feb. 6 and 7. Thanks to Nan Carnal and Bob Miller for organizing and coordinating these events for our members. We are especially looking forward to our annual club ski trip in March to enjoy fabulous powder skiing at Mammoth Mountain, an après ski party and a group dinner. COVENANTS COMPLIANCE + ENFORCEMENT 2023 YEAR IN REVIEW Ensuring the peaceful residential nature of Tahoe Donner is a top priority to the Tahoe Donner Board of Directors, Covenants Committee and staff this last year. The staff has worked hard to consistently communicate good neighborly expectations of members and their guests through available digital communication channels, on the phone and in person with a focus on community relations and voluntary compliance.

• Covenants enforcement continued with seven-day coverage and after-hours call service for complaints relating to loud parties after 10PM or other nuisance complaints. The Covenants Complaint phone number is (530) 414-8166. • Staff coordinated with local public agencies (Truckee Fire Protection District, United States Forest Service and Town of Truckee) for non-HOA resident issues. • The Covenants Committee held monthly meetings with 39 total hearings.

The staff received and successfully resolved 345 complaints made, of which 15% were general questions and comments submitted from members wanting to better understand rules compliance and enforcement in the neighborhood. The top complaints in 2023 fell into four categories: garbage spills, exterior lighting, storage and noise, which is consistent with years past. Submitted complaints were up 16 complaints from 2022.

ARCHITECTURAL STANDARDS + DESIGN 2023 YEAR IN REVIEW
We continue to see community value added annually through home improvement updates, maintenance projects like painting and staining and major construction like garages and additions in Tahoe Donner. This last year, staff focused on improving the flow of permit reviews to turn around approval quicker and get owners started on their projects. Similarly, the committee has focused its time both on reviewing the new construction projects and also addressing minimum maintenance standards compliance.

Tahoe Donner has come a long way! The community has evolved in new construction over its 50+ years, starting with A-frame houses at 1,000 square feet with no garage to the “Tahoe Donner Tunnel” houses with the living space above the garage at 1,450 square feet and now to the more popular mountain modern design house ranging between 2,700-4,000 square feet. The average square footage of new construction permit applications in 2023 was approximately 2,340 square feet. The community continues to grow with 33 new homes constructed/completed in 2023. The 10-year average as of 2023 is 32 new homes constructed per year.

WINTER ACCESS TO TRAILS AND THE BACKCOUNTRY
A few reminders as we enjoy cross country ski season: • Only park in designated parking areas. The Truckee Police Department enforces a winter parking ban effective from Nov. 1-April 30. Violators may be towed or ticketed. • A day pass/season pass is required to access trails and terrain within ski area boundaries. Failing to purchase a pass is a violation of California Penal Code 537.

The Museum of Truckee History, working with the Truckee-Donner Recreation and Park District, is bringing back the timehonored tradition of the Truckee Winter Carnival, Feb. 2-4. This free and fun weekend of events celebrates the start of winter sports in the West, which began right here in Truckee! Enjoy a variety of familyfriendly activities, including: • Old-timer-themed group photo booth • Snow and ice sculpture contests • Historic presentations • Sled dog demonstrations

Many alternative dog-friendly areas do not require an access fee. • The golf course is closed to all access in the winter months. Please stay off. • It is recommended that backcountry users receive education about the dangers of backcountry travel and avalanche safety. Nadia and Christophe Bodin spent a few days in Sanbona Wildlife Reserve, 150 miles north of Cape Town, South Africa, and took this photo as they were leaving the lodge on a brisk morning.
IGUAZÚ FALLS Mark Haynos and Dr. Susan Promes stopped in front of Iguazú Falls during a stay at Hotel das Cataratas. Their South American trip began in Porto Alegre, where Susan was the keynote speaker for a national Brazilian Emergency Medicine conference. They were able to sample Brazilian cachaca, Argentinian beef and amazing wine.
SANTA CATALINA ISLAND Cassie Bobrow and family – Owen, Tommy and Matthew Pierce, Addie, Gage and Carter Oberlin, Nick and Emma Deckert and Cruz Angulo – took a fishing trip to Santa Catalina Island last fall.
