This year marks the end of my fifth year serving on the Tahoe Donner Board of Directors, and the privilege of serving as your President of the association for a second term. It has been very rewarding to be part of our current business model of continuous improvement and to not only help direct, but to actually observe important improvements coming to fruition. The most important message I leave to you, the members, is to not take for granted the important role members make in being engaged in the process of the business decisions that are approved for your benefit, especially the second homeowners who make up 75 percent of current Tahoe Donner properties according to an outside study done by address. Your participation is very important. You place a very high level of responsibility in your board of directors to make the best decisions for you. Although staff carries out these decisions, the board directs and makes final approval of all major improvements, including current and future building plans, land acquisitions and working with our General Manager to set each year’s goals and budget. Important to our community is the vision of Tahoe Donner in future years, part of which is the 2030 General Plan. Member utilization of all our private amenities has increased by 4 percent from 2010 to 2011, and by 18 percent from 2008 to 2011, with the largest increases attributed to Trout Creek and the Marina. Trout Creek has averaged 140,000 visits per year for the past three years! In order to provide a more professional and rewarding board of director experience, during my term in office I initiated a professional board training program, administered by outside professionals, including legal, to bring the board up to date on all state and federally mandated rules, and also professional board procedures and standards. To make it easier

for second homeowners to be on the board and contribute their ideas and direction to the association, video conferencing is now in place for a virtual presence at board meetings. This is especially important for those members that would like to run for and become a member of the board of directors, but have the challenge of commuting to meetings. To sum up major accomplishments in Tahoe Donner by this board and our staff during the past year, we purchased four significant parcels of land to increase our open space: 482 acres in the Euer Valley, 161 acres of McGlashan Springs, 240 acres with the Buckman Track and the 20 acre S&R property and buildings for our Forestry Dept.; we increased parking for our Downhill Ski area; we are in the process of installing all new upgraded signage to improve our visual image and directional waypoints; we are moving ahead with plans for the replacement of our 40 yearold Cross Country Ski Lodge to one that meets our current demand; we approved plans to increase our deck and also improve the Grotto at the Lodge; the cell phone tower contract has been signed; and this fall improvements are scheduled for the Marina, all without increasing the operations budget and without a special assessment. This was accomplished by well-planned business decisions and budgeted savings in advance. I invite you to become an important part of our association and let your voice make a difference, attend board meetings, join a committee, make new friends with your fellow members, and get involved. Most importantly be part of this great community in the mountains and enjoy what I believe Tahoe Donner will be known as in the near future, the second “jewel” of the Sierras, the first one being Lake Tahoe itself.

Does the term “Stored Value” mean anything to you while you’re at Tahoe Donner? Did you know you can put money on your Tahoe Donner Membership ID cards? It is called Stored Value. You no longer have to carry money or your credit card with you when you visit Tahoe Donner’s amenities. It’s very easy to put value (money) on your card. You can come into the Member Services office with your credit card and our staff can put the money on your card for you. If you want to do it yourself, just go to Shop TD on the Tahoe Donner web page under Members and Member Services and click on Stored Value and fill in the blanks. To redeem your stored value, simply tell the staff member that you have stored value on your Member or Guest ID card. Your receipt will display the balance left on the ID card. You can check your balance or add value to your card at any time by going into your profile on Shop TD and clicking on History profile, Stored Value. Remember to always take

your ID card with you to use stored value at the amenities. This program was introduced last summer and received rave reviews and participation. So, don’t worry about carrying your wallet, stored value and your membership ID or Guest card is all you need this summer at your personal resort. Membership ID cards are used within Tahoe Donner and each property is entitled to as many as four member ID cards for qualified individuals. Each property may purchase up to four additional member ID cards for qualifying family members. Your member ID card identifies you as a member and affords you access to the private and public amenities at the member rate (where applicable). Each property is also entitled to a maximum of two transferable guest cards for use by property owners’ guests to gain access to the private amenities, where guest access fees will apply. Up to four guests may gain access on a single transferrable guest card. Upon payment of the Annual Recreation Fee, a member and any other eligible members associated with that membership are granted access to the Beach Club Marina, Northwoods Pool, Trout Creek Recreation Center and the Tennis Center without having to pay the daily entrance fee. The 2012-13 Recreation Fee is $225 and is valid from May 1, 2012 through April 30, 2013; it can be purchased at the Member Services office at Northwoods Clubhouse. If you have elected not to purchase the Recreation Fee, then daily entrance fees will apply to your amenity visits. The entrance fee for the private amenities, including Trout Creek Recreation Center, the Tennis Center and the Beach Club Marina, is $6 for members and $8 for guests. This fee provides access to all these amenities for the entire day. The entrance fee for Northwoods Pool is $4 for members and $6 for guests. August will quickly follow July, which includes plenty more opportunities to get out and play at Tahoe Donner. We will host our famous Cardboard Regatta on August 18, plus plenty of other camp and class offerings to round out your summer. I hope to see you all around the amenities and special programs this summer. Don’t forget to take time to enjoy a round of golf at your own championship course along with the other great local Truckee attractions, like our small town “Truckee” Thursdays in Downtown Truckee.

FOREST FIRE SAFETY This year marks the fifth anniversary of the Angora Fire which devastated a South Lake Tahoe community by destroying 242 homes. In the same year the 80 Fire burned uphill and entered Tahoe Donner. This winter season produced approximately 50 percent of our normal precipitation. Is this going to be a bad fire season? Only time will tell. Since 1960 five large fires have entered or burned near Tahoe Donner. In 1960 the Donner Ridge Fire burned the western portion of the development as it stands today; in 1977 the Flash Fire burned up to lower Skislope Way; in 1994 the Armstrong Fire burned toward Bernese Lane; and in 2003 and 2007 the Donner Fire the 80 Fire, respectively, burned toward Glacier Way. As I visit properties within Tahoe Donner to assist owners with defensible space or tree issues I have difficulty finding trees not showing the effects of a fire by being scarred on the base of the tree. Fire on the east side of the crest of the Sierras typically travels with the prevailing winds coming out of the southwest flowing to the northeast. This weather pattern makes the southern side of Tahoe Donner the likely area a wild land fire will approach the subdivision. Carol Rice of Wild Land Resource Management completed a fire history report for Donner State Park that showed a recurrence of fire on average every 9.1 years between 1635 and 1990. The study focused on examining the annual rings of tree stumps, looking for charred wood and dating the event to a year in history. The study leads us to the idea that the natural fires occue in a given area in intervals of 8 to 15 years. This concurs with the conclusions of other work completed by scientists in the Sierra Nevadas. Under a frequent fire regime of low intensity fire, the forest would look similar to the reports of the first Europeans to the area; forested areas of large trees generally spaced some distance apart with little

or no vegetation and debris on the ground. When a forest is managed to mimic one under a frequent fire interval, it becomes more resistant to catastrophic wildfire events. Shaded fuel breaks are a great example of this type of management work. A shaded fuel break is a forested area located at a strategic firefighting position where there are mature trees spaced apart with a small amount of material in the understory.

So what is the forestry department doing to prepare for the summer season? Common area: There are 1,345 acres of common area located mostly in and around the private lots in the association. These properties are managed to mimic shaded fuel breaks and the forestry department has been working on their management since 1994. Currently nearly all of the common area acreage is under management and will be reviewed for needed work every 8 years to coincide with the defensible space inspections program. Fuel break system: There are 1,096 acres of fuel breaks located mostly on the west and southwest side of the developed portion of Tahoe Donner. These properties are also managed to mimic shaded fuel breaks and the forestry department has been working on their management since 1990. Defensible space and chipping programs: The defensible space program is comprised of forestry staff inspecting private properties for compliance with Public Resources Code 4291. In 2012 we implemented an 8-year program replacing the original 4-year program that started in 2008. We are concentrating on the association’s southern border for the 2012 program. There are 6,472 properties in the association and we are inspecting approximately 750 units per year. The chipping program is designed to help property owners remove vegetative material from their properties either creating defensible space or improving the forest health. The items

listed on our inspection report, once completed, mimic the effects of what a natural low intensity fire would do to vegetation on the landscape. The property then becomes fire safe.

• Pine needle and woody debris removal – a fire would burn the needles and woody debris and clean the forest floor. • Brush removal to reduce the fire ladder – a fire would burn and remove the areas of brush with a litter layer under the vegetation. • Tree thinning – a fire would kill small diameter trees with thin bark that would then be consumed by the next fire in the area. • Lower limb removal to reduce the fire ladder– the heat and flames of a fire would kill the lower branches on the trees in the area.

Private property forest management: This includes the forest health advice, tree removal permit system and the dead tree program. The Forestry Department has a California licensed forester and a certified arborist on staff to assist property owners with tree issues on their property and issue tree removal permits. A permit is required at Tahoe Donner for the removal of any tree larger than 4 inches in diameter measured 3 feet above the surface of the ground. The department also has a dead tree program where adjacent property owners or staff report a dead or dying tree. The department then inspects the tree to see what killed the tree or if the problem is spreading and requires the removal of the tree to protect forest health.

What you can do to help – fire safety tips from TD Forester Bill Houdyshell • Make sure your checklist of defensible space items has been completed for the season, lists can be found at tahoedonner.com/forestry/defensible-space/ • Place combustible patio or deck furniture and accessories inside when the house is not in use. • Remove the vegetative debris from between the boards of a deck. • Place propane tanks from grills or heaters away from the house when not in use. • Make sure the garage door has as tight a fit as possible. • Leave a non-combustible ladder next to the house for firefighters to use. • Close all windows when you are away. • Connect nozzles to hoses and connect them to faucets for firefighters to use. • Make sure your vents are covered with 1/8” wire mesh or install new vents designed to prevent embers from entering.


VOLUNTEERISM IN TAHOE DONNER This summer we are excited to offer a new volunteer program which connects the membership to Tahoe Donner and Truckee/ Tahoe community. We are offering volunteer opportunities through Tahoe Donner staff lead events such as the Fourth of July parade float construction and participation, Trail Day(s), and the Summer Concert featuring Sam Bush. Additionally, we will be linking members who are interested in volunteer work with Tahoe Donner club activities and events, as well as Truckee/Tahoe events. Tahoe Donner clubs like the Tennis Club, Friends of the Tahoe Donner Trails Club, Senior Ski Club, and Men’s 18 Hole Golf Club all have a multitude of activities and events which welcome volunteer aspects to make their programs successful. Our most recent Board of Directors Election is also an excellent example of volunteerism in Tahoe Donner. We have five very active volunteers who have committed their time to be on the board of directors, but they are also supported by active volunteer committees

which, provide excellent resources for the board and management alike. We thank them for their efforts and continued commitment to Tahoe Donner. erhaps it was inevitable that Sam Bush would become one of the great bluegrass players of his time. Born in Kentucky, the birthplace of bluegrass, to parents who were both musicians — his father played the mandolin and fiddle, and his mother played the guitar — it was simply his passion for the mandolin that set him on the path to becoming an iconic bluegrass musician. “I loved the sound of the mandolin, which led me to discover bluegrass,” said Bush, 60, who bought his first mandolin at age 11. “I discovered that many of the great mandolin players, like Bill Monroe, played bluegrass.” Bush, a three-time Grammy Award winner, modern bluegrass legend and founder of the newgrass style, is the headliner for Tahoe Donner’s summer concert on July 21. Opening for Bush is Tahoe favorite Dead Winter Carpenters, a foot-stomping, five-piece band that blends folk, rock, bluegrass and reggae. Although Bush discovered bluegrass at a young age (winning title of National Fiddle champion at 15), early influences also helped form the genre-blending sound that he would become known for. As a kid, his dad introduced him to the country comedy duo Homer & Jethro, who were also expert jazz musicians and mandolin players. And, of course, there was Bill Monroe, the father of traditional bluegrass. “In 1946, Bill Monroe started a band with Earl Scruggs on banjo, and that kicked bluegrass into high gear,” said Bush from his home in Nashville, Tenn.

In 1971, Bush helped start the band the New Grass Revival, which he would be a part of for 18 years. The band included bassist and singer John Cowan, Courtney Johnson on banjo and vocals, and banjo ace Béla Fleck for the last eight years. New Grass Revival, with its blend of reggae, rock ’n roll, funk, and jazz, took bluegrass in a new direction. “It was a new kind of bluegrass,” said Bush. “We wrote and did our own tunes. It was contemporary music played on traditional bluegrass instruments.”

THE NEW GRASS

New Grass Revival was such a progressive form of bluegrass that Bush says, “A bluegrass band listening to my band would say it’s rock ’n roll, and a rock ‘n roll band listening would say it’s bluegrass.” In 1975, Bush performed at the Telluride Bluegrass Festival in Telluride, Colo. He would go on to play every year at the festival, and this year marks his 37th straight year at Telluride. His commitment to the festival has earned him the title “King of Telluride.” Bush explains his love affair with the area: “Maybe it was related to the wide open spaces of Telluride — the people were wide open to a different kind of music,” he said, noting that when he first started playing there in the ’70s there were no paved streets. “We found the audience we had been looking for.” After the New Grass Revival dissolved in 1989, Bush joined Emmylou Harris’ Nash Ramblers. It was while on stage with her that he got to play with his idol, Bill Monroe, who joined Nash for a mandolin duet.

“I was standing on stage, and a wave came over me that a dream was coming true,” said Bush, who went on to play with some of his other heroes such as bluegrass and folk singer and guitar player Doc Watson, and jazz musician Jean-Luc Ponty. “I feel very privileged.” Many of Bush’s honors reflect his musical diversity. He was named Mandolin Player of the Year four times by the International Bluegrass Association, and has received three Grammy Awards: Best Country Performance as part of Emmylou Harris’ band in 1992, Best Pop Instrumental Performance with Béla Fleck & the Flecktones in 1996, and Album of the Year for his work on the “O Brother, Where Art Thou” soundtrack in 2001. “They are all totally different,” Bush said of his three Grammy-Award winning performances. “That is what is most interesting to me — different varieties.” Even after recording and touring for over 40 years, Bush said his goal remains the same: “To continue to improve as a player, singer and writer. The same reason I started playing music is still my goal — to become better.”

So what does Bush, one of bluegrass’ icons and pioneers, think of today’s bluegrass? “It’s never been stronger,” he said. “It’s in a great space.” Despite the loss of a few of the genre’s originators, such as Watson and Monroe, Bush said young bands like The Infamous Stringdusters and Punch Brothers are keeping bluegrass alive and kicking. “It’s in good hands,” he said, “and it’s going to keep getting better.”

DEAD WINTER CARPENTERS One of those bands that’s helping to keep bluegrass strong is Tahoe’s own Dead Winter Carpenters. Founded only two years ago, the band has experienced a meteoric rise in popularity. In 2011, they were named Lake Tahoe Action’s Band of the Year and set two records at the Crystal Bay Club: largest turnout for a local band and largest turnout for a free show in the history of the venue. That’s pretty impressive stuff considering DWC’s five members only started playing together in 2010. Before that, the five musicians were in two different bands — Jenni Charles’ family reggae band Truckee Tribe (as well as the Rusty Strings) and Jesse Dunn’s bluegrass Montana Slim String Band. The band, which describe themselves as alt country, Americana, roots, rock ‘n roll, and bluegrass all rolled together, has been touring ever since, racking up 105 shows last year. “It’s been great,” said Dunn about the band’s life on the road, speaking via cell phone on their way to Missoula, Mont. “We have a tighter chemistry between the musicians, and we’ve gotten to know each other better personally and as musicians.” Dunn attributes the Dead Winter Carpenter’s metamorphosis from a local bar band to a national touring act to their live shows.

“People know it’s a place they can come and have a good time, hang out with old friends, have fun, and have good dance music,” said Dunn, who plays guitar and sings. It might also have something to do with the band’s rowdy, rollicking songs — all five members are songwriters — and Charles’ infectious fiddle playing. They also do unexpected covers, like M.I.A’s “Paper Planes” and Tupac’s “California Love,” giving them a bluegrass twist. The DWC’s loyal and growing fan base was illustrated by the band’s Kickstarter campaign last year to raise money for their second album, “ain’t it strange.” Their goal was $12,500, which they surpassed by $500. They rewarded their fans with two CD release parties, one in San Francisco and another at the Crystal Bay Club. “We were really flattered that our fans supported us financially,” said Dunn. Even with two years of constant touring, the Dead Winter Carpenters don’t look to be slowing down any time soon. “Our goal is to keep busy and stay on the road, and keep writing music so as not to become stale,” said Dunn. “As long as we’re having fun, according to us, we’re successful.”

The golf course hits its stride in July, with golf reservations nearing capacity on a daily basis, but no matter how busy the course may be, please know that you are welcome to contact either James Murtagh (530) 587-9442 or Ed Leinenkugel (530) 587-9441 if you aren’t able to find a suitable tee-time. Although we can’t promise you a coveted prime-time tee-time, we will certainly do everything within

our power to find you a spot on the course at a reasonable time. If you aren’t currently using the ForeTees Online Reservations System we encourage you to get registered. When using ForeTees, and you find tee-times are filled up around the time you hoped to play, please register your group on the wait list as we monitor the wait list daily, and will go to the wait list first when a tee-time is cancelled. In June we kicked off our Get Golf Ready group instruction program, and in July we will start another 5-week program of group instruction.

We have decided to use the modified Stableford scoring system for the match play qualifying on Sunday, July 15. We will refresh everyone on the scoring but it is a point system based on being rewarded 1 point for bogey, 2 for par, 3 for birdie, etc. (0 points are awarded for double bogey or worse). We are moving forward with our concept of adopt-a-hole. Those who have their names attached to a hole (approx. 12 guys per hole) will be compassionate for their hole by doing things such as - filling all divots, raking traps, picking up broken tees, repairing ball marks, etc. We will shortly post which hole that each member will adopt. We would like to invite Men’s Golf Club members to join in on some brief rules gatherings throughout this golf season. Golf professionals will educate us on the current and ever changing landscape of the rules of golf. We will be scheduling dates and times. Did anyone catch Jay Haas in the Champions tour event recently? His ball was in the middle of a nice, large, and flat bunker; however there was a fairly large pine cone in his way. It was great to see the ultra-slow motion shot of him exploding the pine cone (an immovable object in a hazard) as he hit his bunker shot. We have established committees for our two biggest events of the year. Dave Parsons is putting his team together for the Invitational and Ralph Shindler for The Men’s Club Championship. Congratulations on a successful Truckee Day in Tahoe Donner! Thank you to all who participated, especially SnowTech. Statistics are not yet available, so we will update you in the August issue. Since this is the beginning of the building season, I would like to take this opportunity to remind our members and contractors of some of the requirements for building in Tahoe Donner. • Construction start and stop times: Please don’t start too early or work too late. Remember that the rules were changed 4 years ago regarding start and stop times. Construction hours are 7 a.m. – 7 p.m., Monday through Friday and 8 a.m. – 7 p.m. Saturdays, Sundays, and holidays. The upcoming holidays, recognized by this provision, are the Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day. • Do not park on other people’s property or block the street. • Deliveries should be made only to the property under construction. • Be considerate of neighbors and reduce loud noises as much as possible. • Always keep your dog(s) leashed or at home. • Please play your music at a reasonable level, not loud enough to be heard over the noise of your tools. • Keep your construction site tidy. • Keep all materials and scrap stored neatly on your property. • Make sure the required sanitary facilities are on site prior to construction and that your employees use them.

If you have concerns about a construction site, please address it directly to the contractor or the owner causing the problem. Most are more than happy to take care of any problems quickly and simply. If your concern is not resolved with this approach, please report concerns to the proper authorities. Loose dogs should be reported to the Town of Truckee Animal Control Department at (530)582-7830. All other issues i.e., garbage, litter, loud radios, etc. should be referred to the Architectural Standards Office Compliance Officer at (530) 587-9406. If the issue is something we cannot address, we will direct you to the appropriate agency. SOLAR PANEL REMINDER With summer upon us, we would like to remind all home owners who are looking into adding solar panels about the rules. The solar panels we are seeing come in two forms: flat against the roof (picture A) or siding and solar panels placed on high mounted steel racking systems and metal pans (picture B). If the solar panels you are looking to purchase have the high mounted racking system please remember that the racking steel/metal system must be painted to match the adjacent material (roof or siding). Shiny metal is not allowed. Also, you must have a permit through the Architectural Standards Office. Paperwork can be filled out over the counter Monday through Friday. The applications will be reviewed by one member of the Architectural Standards Committee every Wednesday. This type of permit is good for six months. This year marks the end of my fifth year serving on the Tahoe Donner Board of Directors, and the privilege of serving as your President of the association for a second term. It has been very rewarding to be part of our current business model of continuous improvement and to not only help direct, but to actually observe important improvements coming to fruition. The most important message I leave to you, the members, is to not take for granted the important role members make in being engaged in the process of the business decisions that are approved for your benefit, especially the second homeowners who make up 75 percent of current Tahoe Donner properties according to an outside study done by address. Your participation is very important. You place a very high level of responsibility in your board of directors to make the best decisions for you. Although staff carries out these decisions, the board directs and makes final approval of all major improvements, including current and future building plans, land acquisitions and working with our General Manager to set each year’s goals and budget. Important to our community is the vision of Tahoe Donner in future years, part of which is the 2030 General Plan. Member utilization of all our private amenities has increased by 4 percent from 2010 to 2011, and by 18 percent from 2008 to 2011, with the largest increases attributed to Trout Creek and the Marina. Trout Creek has averaged 140,000 visits per year for the past three years! In order to provide a more professional and rewarding board of director experience, during my term in office I initiated a professional board training program, administered by outside professionals, including legal, to bring the board up to date on all state and federally mandated rules, and also professional board procedures and standards. To make it easier

for second homeowners to be on the board and contribute their ideas and direction to the association, video conferencing is now in place for a virtual presence at board meetings. This is especially important for those members that would like to run for and become a member of the board of directors, but have the challenge of commuting to meetings. To sum up major accomplishments in Tahoe Donner by this board and our staff during the past year, we purchased four significant parcels of land to increase our open space: 482 acres in the Euer Valley, 161 acres of McGlashan Springs, 240 acres with the Buckman Track and the 20 acre S&R property and buildings for our Forestry Dept.; we increased parking for our Downhill Ski area; we are in the process of installing all new upgraded signage to improve our visual image and directional waypoints; we are moving ahead with plans for the replacement of our 40 yearold Cross Country Ski Lodge to one that meets our current demand; we approved plans to increase our deck and also improve the Grotto at the Lodge; the cell phone tower contract has been signed; and this fall improvements are scheduled for the Marina, all without increasing the operations budget and without a special assessment. This was accomplished by well-planned business decisions and budgeted savings in advance. I invite you to become an important part of our association and let your voice make a difference, attend board meetings, join a committee, make new friends with your fellow members, and get involved. Most importantly be part of this great community in the mountains and enjoy what I believe Tahoe Donner will be known as in the near future, the second “jewel” of the Sierras, the first one being Lake Tahoe itself.
