Would you like to hike or bike to downtown Truckee without using Northwoods Boulevard? Well, that may be possible in the next year or two. All of our properties within the Tahoe Donner subdivision are contained within the Truckee Special Service Area 1 (TSSA1). There is an existing annual assessment amount of $95 per improved lot and $70 per unimproved lot on properties within TSSA-1; this results in approximately $590,000 per year of revenue to the special assessment fund. The main purpose of the TSSA-1 Funds are to provide for slurry sealing Tahoe Donner streets on a three-year interval, as opposed to the five-year interval that is applied to local roads in other portions of the town and to establish a reserve fund to allow future pavement overlays to occur more frequently in Tahoe Donner than on other town roads. The use of these funds has been expanded in recent years to include projects that benefit the TSSA-1 service area, specifically trail projects and parking improvements in the town right-of-way. The association is currently in discussions with the town regarding the Town of Truckee Trails and Bikeways Master Plan trail #13, a proposed Class 1 recreational trail that would connect Northwoods Boulevard to Bridge Street in downtown Truckee. At the board’s request, the Town of Truckee contracted and conducted an environmental study for this trail, which was funded with TSSA-1 funds. Additionally, the board has requested that the Town of Truckee utilize the funds to construct the first phase of the trail — Northwoods Boulevard to Euer Valley Road South. With the current total project estimated at $3,925,000, the next step in the process would be to consider full funding of the project, and where the funds should come from. In collaboration with the town, the board is committed to identifying and diligently pursuing all available funding and financing sources that
will contribute to the completion of the trail. One such consideration is that funding might be obtained from grants made by federal, state, or local governments, as well as from private sources. There is also an opportunity to review the scope of the project to ascertain any opportunities to value engineer the proposed trail in order to reduce the overall cost for its completion. That’s a quick update on where we are with this proposed project; I’ll keep you posted as we progress. On another matter, I’d like to encourage you to vote in the upcoming 2013 director election. If you haven’t already, shortly you will be receiving election materials for this year’s board of directors election. Two three-year terms are being filled, and three property owners have volunteered to vie for those seats. With those materials, as usual, you will find candidate’s statements from each of the three. Additionally, statements may be found on the association’s website at tahoedonner.com. These statements are the sole work of their authors (the association has not edited them in any way), and give the voter some insight into the perspectives of the individual candidates. A Candidates Night is scheduled at Northwoods Clubhouse on June 8 at 7 p.m. that will also provide an opportunity to get a better understanding of the candidates. Lastly, summer is approaching and our members’ thoughts are turning to vacations and fun in the Sierra sun! For specifics about the plethora of available activities at Tahoe Donner this summer season, be sure to check out our website or the Summer Fun Guide distributed to all members. I’ll see you around the association on the golf course, the trails, or at the Beach Cub Marina.

FROM THE GENERAL MANAGER’S DESk
This is the year to really enjoy your neighborhood championship golf course. The course opened May 17, perhaps the earliest start date ever for our mountain course, and early season conditions are amazing! These remarkable conditions, along with many great entry-level lesson programs (free clinics, group clinics, private lessons, additional 9-hole play) and the most affordable prices in the Tahoe region for an 18-hole championship course make playing our course a must. Additionally, our trail network is shaping up very quickly as the snow has melted off, so don’t delay in reviewing the many amazing opportunities listed in the Summer Fun Guide and start developing your plans to get out and around your personal mountain retreat this summer. This early start to our summer season follows a solid but profitable short winter season. After our record winter season in 2010, we should be reminded that our outdoor recreation operations are greatly dependent upon weather, just like farming, and that seasonal weather conditions in the Sierra are constantly changing. Fortunately, we approach each year’s fiscal budget with this in mind in order to conservatively plan for the fiscal requirements of Tahoe Donner. In my fourth year now with Tahoe Donner, I’m proud of our team’s diligence as we continue to improve services for our members, guests, and the public alike in a financially prudent way that has allowed us to maintain an extremely low annual assessment while still providing for core capital infrastructure improvements. This success is really the result of a larger team effort that starts with your elected board of directors. These past four years your board has focused on developing long-term plans to maintain Tahoe Donner’s facility (capital) infrastructure while continually improving service levels across all our operations in our vacation resort community. The 30,000-foot view of this effort takes the form of our Strategic Plan and 2030 General Plan, which both complement our existing bylaws, business model, and sound financial practices. The board relies on consultation from our volunteer committees comprised of fellow homeowners, a full-time professional staff, and regular feedback from the membership. The integration of these three elements acts in an advisory capacity to the board and has been critical to the success of the last four years in our complex and multifaceted 501(c)4 operation. In light of this, let me mention some of the outstanding–and long overdue–capital improvements that have developed over the last year as part of our 2030 General Plan. The acquisition of the 20-acre parcel at the end of Teton Way by Tahoe Donner has resulted in the complete remodel of the existing private/commercial structure that now serves as our new Forestry department facility. A new parking tier has been added to the Downhill Ski Area to meet the existing demands on that operation. A complete remodel of the existing 1970s-era maintenance
4
facility, including a new vehicle storage building, will provide for Tahoe Donner’s general maintenance support needs for another 40 years. Of course, The Lodge Restaurant & Pub expansion is nearly complete in order to accommodate the continually expanding demands being placed on it by membership usage—including an expanded Golf Pro Shop and Turn-9 Grill. These improvements, along with the regularly scheduled reserve replacement of capital components around the community (tennis court crack repair, sidewalk repair, new wayfinding signage, new grooming machines for downhill and cross country ski areas, pool tile repair, etc.) all contribute to maintaining an amazing community in which to live and recreate. Still to come are long-needed improvements to our trail system as outlined in our recently completed Trails Master Plan, a completely new Cross Country Ski Center building, and desperately needed deck and lawn improvements to our Beach Club Marina to better accommodate existing membership demand. Each of these items are prioritized during the first five-year segment of our 20-year general plan and are each well developed in the planning process for execution this next year. In addition, we continue to work with the Town of Truckee to identify appropriate funding to construct a new class-1 paved trail from Tahoe Donner to Downtown Truckee, referred to as Trail #13 in the Town of Truckee Trails and Bikeways Master Plan. Please don’t forget to join us at our annual membership meeting to review the state of Tahoe Donner and hear the results of the 2013 board of director election! Remember, your vote counts as one of the 6,318 eligible property owners within Tahoe Donner. With only 2,077 locally registered voters among the membership, this is your chance to directly elect your local representatives on the board of directors.

2013 BOARD OF DIRECTORS ELECTION DoN’T FoRgeT To VoTe! By now, you should have received election materials for this year’s board of directors election. Two three-year terms are being filled, with three property owners running for these positions. The election materials include each candidate’s statement. These statements are the sole work of their authors (the association has not edited them in any way); their purpose is to give voting members some insight into the perspectives of the individual candidates. Statements may also be viewed online at tahoedonner.com/board/2013-candidates-statements/. Also, please plan to attend Candidates Night, June 8, from 7 to 9 p.m. at Northwoods Clubhouse. This is an opportunity to hear candidates present their positions and views for the future of Tahoe Donner and for members to ask the candidates questions. Please read the election materials carefully. If something is confusing, or you have questions, please let us know—we’re here to help. Over the years, California law has made association elections more technical, and as specified in our director election materials, specific detailed procedures must be followed to be in compliance with these laws and
6
for your vote to be counted. To cast your ballot, you must seal the ballot in one envelope, which is then sealed in another envelope; the outer envelope must bear specific information about the voter including his/her signature. PLEASE REMEMBER TO SIGN THE OUTER ENVELOPE WHERE INDICATED. If these steps are not followed exactly, according to California law, the ballot is disqualified.
PLEASE vOTE IN THE ELECTION FOR THE BOARD OF DIRECTORS! THERE IS A REQuIRED LEvEL OF MEMBERSHIP PARTICIPATION. MEET yOuR NEW DIRECTOR:
DIcK GaNDer
On March 8, 2013, Jay Lempinen announced his resignation from the Tahoe Donner Board of Directors. Jay served the association well. His positive impact on Tahoe Donner is evident and he will be missed. On April 3, 2013, the Tahoe Donner Board of Directors announced the appointment of Dick Gander to fill the vacant seat on the board following Jay’s resignation. Having served three years on the General Plan Committee, two of those as chairman, Mr. Gander has demonstrated his commitment to the association and has served in the best interest of the membership. Gander and his wife, Karolyn, have been Tahoe Donner homeowners since 1995. While their mountain home was originally a weekend getaway and vacation retreat, the Ganders now call Tahoe Donner their permanent home. They are fully involved with the community here and are active members of the Senior Alpine Ski Club. Dick’s involvement on the General Plan Committee has helped him oversee such projects as the new Tahoe Donner Cross Country Ski Center project and the new Forestry department building. “After three years on the General Plan Committee developing an
understanding of all of Tahoe Donner Association’s operations, I appreciate the great diversity of owners and points of view within Tahoe Donner,” Gander said. “My goal for joining the board is to represent all of the owners, especially those part-time folks like we were for over 15 years.” Gander says he feels the association has made some great progress over the past few years replacing aging buildings, especially the forestry and maintenance facilities. “We have more old infrastructure or too-small facilities and I look forward to helping guide board efforts to deal with them in a sensible, well-planned manner,” he adds. The board collectively welcomes Mr. Gander and the prospect of continuing to work together for the betterment of Tahoe Donner.

caROl lOuDERbacK | ca seCretarY Men’s Golf Club On April 28 and 29, 16 qualifiers from the Men’s Golf Club braved 90-degree temperatures and rattlesnakes to play in the Fifth TD Cup. The TD Cup is a season-long competition to identify the top performers in the tournaments. The top finishers in each tournament will receive TD Cup points depending on their finishing position and all participants will receive a minimum number of points. The 14 top point-earners and two of our pros play two days of Ryder Cup-style match play each spring. In the past we have gone to Carmel and Sonoma; this year our club played at Saddle Creek Resort in Copperopolis, California. Our new year starts with the Ice Breaker, a blind draw, best ball, four-man team event scheduled for June 2. Start earning points early! We held our cleanup day on Saturday, May 4. Twenty volunteers picked up pine cones, trimmed trees, removed bushes and other ladder fuels along both sides of the first hole and the right side of hole 10. We filled a five-ton dumpster! Not only will this increase defensible space along the golf course, it should also help speed up play due to lost balls on these two difficult driving holes. Upcoming events include our Ice Breaker event June 2, senior four-ball event June 7, NCGA four-ball event June 22 and the match play qualifier July 14. Every Wednesday we have our skins game. Check our updated website https://sites.google.com/site/tdmensgolfclub/home for more information.
RalPH SHiNDlER | Men’s GoLF CLuB tahoe donner Junior Golf Club We are ready for summer! The Tahoe Donner Junior Golf Club will start up for
the summer on Thursday, June 20. The club is open to all juniors, ages 17 and under who have had some on-the-course experience and who have a basic understanding of the rules and etiquette of golf. We meet every Thursday afternoon at the practice area for mini-clinics, games and a nine-hole round of golf. Check in begins at 2 p.m. with tee times starting at 3 p.m. Look for our newsletter and application in the pro shop in early June if you are new to the program (members from last year will receive the newsletter via e-mail). Be sure to put Thursday, August 8 on your calendar for our annual Tahoe Donner Junior Golf Tournament. For more information, please contact Jean Lai at jslai@comcast.net.
JEaN lai | Jr. GoLF Coordinator Friends of tahoe donner trails Our Friends of Tahoe Donner Trails is a club for those who value and enjoy Tahoe Donner’s natural surroundings, whether exploring on bike, on horseback, or on foot. Last summer we partnered with our Forestry department to build new trails, repair old ones, and plant a number of young trees. This summer we plan to do even more. We are collaborating with Tahoe Donner Association to design and implement a new adopt-a-trail program through which members will be able to steward existing trails and build new ones. With help from the Truckee River Watershed Council’s Weed Warriors, we’re endeavoring to bring an invasive weed control initiative to the association. Additionally, we’re eager to cooperate with other local trail groups on projects of mutual interest, including the Donner Lake Rim Trail, which will pass through our McGlashan Springs and Bucknam Tract properties. If you have an idea for a volunteer project involving Tahoe Donner’s trails and open spaces, the club stands ready to help you bring that idea to reality. For Tahoe Donner Trails Day on June 22, we are joining with the Weed Warriors and our own Forestry department to organize our firstever invasive weed patrol. This will be a fun and educational activity for all ages, especially for families with children. It will also be a genuine service for the local environment. You can read more about this event on page 27. For more information about joining Friends of Tahoe Donner Trails, please visit us online at TDTrails.org, or email the club at TDTrails@gmail.com.

The game commands intense concentration; so much so that golf diverts attention from everyday worries. 12. Although the components of a golfer’s game seldom mesh, when they do, the experience is both rewarding and memorable. 13. Golf is a game of honor, possessing a moral component that revolves around honesty, integrity, and a commitment toward doing the right thing. It is not uncommon for golfers to call a penalty on themselves. What other sport can make that claim? 14. The game is fun, never boring, and can be played by individuals of virtually all ages. 15. The game has a sophisticated and evolved handicap system that enables golfers of all abilities to compete as equals on a level playing field. 16. The game tests composure and reveals character. It has been said that one is never as naked as when one is on a golf course. This is why business is often conducted during golf outings. 17. As quoted by author Daniel Forgan, the game “affords a chance to play the man and act the gentleman.” 18. Whether the game puts a frown or a smile on a player’s face, it never fails to make a significant impression. S

r Summer Weekend By MELISSA WILLIAMS
W
ith blue skies and daytime temperatures in the 70s, Tahoe Donner summers evoke thoughts of joy and active fun in the sun. Unlike winter when most people seem to be out on the slopes, there are countless different recreation activities to enjoy on sum summer days in Tahoe and Truckee. Tahoe Donner members have the benefit of extended summer vacation weekends that can last from June through September. We talked to some Tahoe Donner homeowners to find out what they enjoy most about living here, and asked them to share their idea of the perfect Tahoe Donner weekend.
Brian and Denise Gauny
Brian and Denise Gauny like to take advantage of every minute of the day. They are active bikers and are on a sailing race team in the Bay Area, splitting their time between Danville and Tahoe Donner. Brian is the principal of Merit Resource Group, Inc., a staffing and consulting firm, and Denise is part of Wells Fargo’s IT Technology group, working with space and planning. As long-time Bay Area residents, they had been coming up to Tahoe for many years, vacationing during the summers and enjoying ski leases in the winters, so when their daughter Jesica graduated from college a few years ago, they decided to take steps toward their retirement and bought a home in Tahoe Donner.

The Gaunys feel fortunate that they are able to extend their weekends in Tahoe because both of them can work remotely when they need to.
WHAT DO yOu CONSIDER TO BE A PERFECT SuMMER WEEkEND IN TAHOE DONNER? “The perfect summer weekend starts on Thursday and never ends. We like to get up at the crack of dawn, start the coffee pot and then map out activities for the day, which often starts with a run or a trail walk from our house with Stella, our yellow lab. It’s hard to say exactly what makes the perfect weekend because this area has so much to offer. We love the hiking and the mountain biking. We enjoy Donner Lake at the Beach Club Marina, and the Tahoe Donner Golf Course is one of our favorites anywhere. We love to unwind and have cocktails and dinner at The Lodge after an afternoon of golfing or swimming at the Trout Creek Recreation Center. It’s so nice that there is such a great variety of fun activities pretty much right outside our door.” (Continued on p. 20) tahoedonner.com |

Karen and Sokratis (Sako) Kopanou
Karen and Sako Kopanou were drawn to the year-round outdoor sports in Tahoe, each moving to the area nearly 15 years ago to pursue skiing, climbing, mountain biking, and other interests. Karen and Sako met through common avid athlete friends when they were living in Tahoe City. After a few years, they decided to move to Truckee and first lived downtown on the river before they decided to try renting in Tahoe Donner. Sako, an expert custom ski boot fitter, opened his own shop, Best Fit Boots at Sugar Bowl and also started a summer business called Authority Carpet Care. Karen, an emergency room nurse, commutes to Sutter Memorial Hospital in Sacramento. After renting in Tahoe Donner for four years and enjoying the amenities, trails, and open space, they decided to buy their first home in Tahoe Donner. The numerous amenities of Tahoe Donner were a definite a draw for them, particularly the gym and pool at Trout Creek Recreation Center and the Cross Country Ski Center for skate skiing. Although they don’t have kids yet, the great pools, Beach Club Marina access to the east end of Donner Lake, and kid-friendly year-round events were a serious consideration when they bought their home.
WHAT DO yOu CONSIDER TO BE A PERFECT SuMMER WEEkEND IN TAHOE DONNER? “A perfect summer weekend in Tahoe Donner would be waking up to a nice breakfast on our deck, overlooking Forest Service land and beautiful views, followed by a long mountain bike ride starting out on the trail right next to our driveway that connects to the main trail system just behind our house. Our ride may go up to the top of Negro Canyon, leave Tahoe Donner to hook up with the Tahoe Rim Trail, and end up at the east end of Donner Lake for a swim. Or it may connect up with the Emigrant Trail, or even follow trails into Euer Valley. Before dinner we may end up at Trout Creek for what we call a triathlon (hot tub, steam room, and sauna—in that order) before grilling out on the deck with friends. Thank goodness, if we forget anything for the BBQ, we don’t even need to leave the neighborhood because we have Z’s Market right

down the street. And for dessert, we don’t even need to get in the car because The Lodge is a short walk away for dessert or a nightcap. We also enjoy an evening of music on the deck at The Lodge on occasion or at the driving range on a special night. Other summer weekend activities we may choose include a road bike ride from our house up Skislope Way (Karen’s favorite place to road ride) or an afternoon of climbing not too far away on Donner Summit.”

Thad and Astrid Block
When Thad and Astrid Block were looking for a weekend getaway home, they considered buying in Arnold (in the central Sierra), where Astrid’s family had previously owned a cabin. But after coming to Truckee a few summers when Thad competed in the Donner Lake Triathlon and several visits with good friends in Truckee, they realized that the mountain environment of Tahoe had more to offer, including great skiing and mountain biking. Thad, a physician who works in research and medication development and Astrid, a clinical nurse specialist working with geriatric patients, live in the Belmont Hills south of San Francisco with their three young children, Linnea, Eli, and Soren. Before they had kids, Thad and Astrid went on several backpacking camping trips together, so it was natural that when they were scouting out areas to buy, they spent several weekends camping at the Alder Creek Campground in Tahoe Donner. It was probably a first for their realtor to meet prospective clients to discuss houses for sale over scrambled eggs and coffee at a campsite. At the time, they were looking in several different neighborhoods and weren’t sure where they wanted to buy, but their great experience at the campground combined with all of the amenities available in Tahoe Donner made the decision easy for them.

(continued from p. 21) children, we feel that some alone time is also really important. We often start the weekend with breakfast on our back deck, where the kids will run around the little loop trail through the trees, and then Thad will do a long mountain bike ride starting on the trails connecting from our home, often meeting up with friends. While Thad is out, Astrid may take the kids to the pool or for an easy hike along the Northwoods Trail Nature Loop. The kids love the creek that runs along the trail and the change from being in the woods to the meadow and then marshes in such a short span. Astrid’s time to herself may include a trail run or relaxing in the spa at Trout Creek Recreation Center. Sunday is always family day. We like to take our fishing boat out on Donner Lake, boating around the lake and picnicking on the sand dune inlet across from the Beach Club Marina. The kids can play on the lake shore for hours.”
Lisa and Terry Omar
Lisa and Terry Omar bought their home in Tahoe Donner in September 2000 and loved the area so much that they made it their main residence for their family of six in 2005, moving from the Silicon Valley. Terry, who is a systems engineer for a solar company, works in San Jose Monday through Thursday and then joins his family in Tahoe Donner for the rest of the week. Lisa works for the Sugar Bowl Ski Team in their accounting department. Their two older sons Alex and Tyler attend Truckee High School, their daughter Olivia is in seventh grade

at Sugar Bowl Academy, and Riley, their youngest son, is a first grader at Sierra Expeditionary Learning School. As a part-time single mother during the week, Lisa looks forward to their long weekends as a family.
WHAT DO yOu CONSIDER TO BE A PERFECT SuMMER WEEkEND IN TAHOE DONNER? “Because we have kids from teen years down to age 6, our weekend activities can vary a lot. Lisa loves to play tennis with friends while the rest of the family hangs out at the pool, for example, but we always enjoy family dinners together on our deck. The kids also like to bike

your group’s next destination. and explore the trails and enjoy the golf driving range. But what we probably love most about summer is our Sunday afternoon barbecue tradition at the Beach Club Marina. The Tahoe Donner barbecues started about five years ago with just a few families but now it has grown to include the whole beach in one big barbecue, with everyone socializing and having fun. It’s always a core of the same families with more families joining in. There are several grills going, food and drink sharing, kids jumping in the lake, and also a few dads taking turns pulling kids behind their boats on wakeboards or tubes. There have been many Sunday nights where we are trying to get the kids off the beach in almost darkness because they don’t want to leave. We look forward to catching up with Tahoe Donner friends at the Sunday barbecue and memories made here will stay with our kids for the rest of their lives.”

BuLLETIN BOARD
I hope to see all of you on Saturday morning, June 1, for the annual Truckee Day clean-up, and at the regional park for the follow-up barbecue! Meet at SnowTech at 8 a.m. The barbecue is at the Truckee Regional Park from 12 to 2:30 p.m. Now that spring is here and the snow is gone or melting, it is time to remove your snow protection devices (such as plywood covering windows). Before storing them for the summer, please take the time to put a coat of paint or stain on them to keep them looking consistent with the rest of your house. If you have any questions, please contact the Architectural Standards Office at (530) 587-9406. Below is the schedule of the Architectural Standards Committee meetings for the remainder of the year and the last date that a plan can be submitted to the Architectural Standards Office to be added to the agenda for that meeting. We notify owners of adjacent properties of most proposed projects so that they may have the opportunity to comment on the project. For that reason, all submittals must be made at least three weeks prior to scheduled meetings so that we have enough time to send appropriate notification to your neighbors. Please remember that you must make an appointment for a plan submittal. We are
unable to accommodate drop-in submittals as there is up-front work that has to be done before you arrive to submit your plans. Please call (530) 587-9407 to schedule an appointment. TAHOE DONNER ASSOCIATION FINANCE COMMITTEE As part of a continuing program to ensure that our members are not only aware of the various committees in the Tahoe Donner Association (TDA), but also understand the work done by them, this month we are discussing the Finance Committee. The Finance Committee (FC) was established by the Tahoe Donner Board of Directors to provide information, analysis, and advice to better enable the board to make sound financial decisions. The issues we address are primarily those of financial significance, and we focus on both recurring and special projects. Our only authority is to formulate and present recommendations to the board. Our membership can total up to 10 members at any one time. Six members are considered regular, voting members, and the other four are alternate, non-voting members. Alternate members will vote if there are insufficient regular members to constitute a quorum. Each year, the FC selects a chairperson from among the FC membership who is then appointed by the board to a one-year term. We currently have six regular members and two alternates, with two open alternate spots. Your friends and neighbors serving on the FC include regular members Jeff Bonzon (chairman), John Dundas, Dave Hunter, Art King, Hal McLaughlin, and Scott Render; and alternate members Steve Disbrow and Cathy Ravano. Our members’ backgrounds include, among others: banking and finance, CPA/accountancy, forensic accounting, business ownership, consulting, and Tahoe Donner Association board membership. What, exactly, is our focus? Put simply, it is to ensure that Tahoe Donner Association’s financial house is strong and in order. We are an aging association, over 40 years old, with a physical plant in constant need of repair, replacement, and upgrading. We are also a growing association, with a changing population looking to us as a source of recreational amenities and opportunities, which supports stable to increasing property values. The key to helping guide Tahoe Donner through these different sets of expectations is to look ahead and prepare. To do this, we work closely with staff, including General Manager Robb Etnyre and Director of Finance Mike Salmon, the General Plan Committee, and the board. We all keep the key parameters of avoiding special assessments and undertaking no outside borrowing in mind. Over the past year, we have been updating a number of the financial policies that frame our financial management approach and guide our actions. Perhaps the most important of these is the Replacement Reserve Fund (RRF) policy. The RRF holds the money we set aside each year for repair and replacement of over 1,400 separate asset components of Tahoe Donner Association, ranging from vehicles to building components, furniture to kayaks, all of which are identified in a reserve
26
study (which is updated annually). Similar to the way we each manage our own homes, the association needs to put money away to cover the depreciation of our assets, which leads to the need to ultimately repair or replace them. It is incumbent upon all of us, the current users, to put away RRFs each year as assets are utilized so funds are available in the future to keep our physical plant in excellent condition, and minimize the need for special assessments on future members. In order to do this, we have recommended a target of having the RRF balance be at least 25 percent of the amount identified in the reserve study as fully funded. Because each year there are many assets scheduled for replacement that, when we look at them, have more life left in them, we have not recommended a higher balance. These assets are then rescheduled in the study. After a number of years in which the RRF portion of the annual assessment either was not increased or nominally increased, we find that the RRF is now underfunded in the future at the current level of funding. Therefore, we have recommended that the RRF portion of the assessment be increased a miniumum of 4 percent each year until we reach the 25 percent funded level. This approach allows us to move toward the goal over a number of years, rather than trying to reach it immediately. The development fund is another of our key accounts. This is a collection of funds for new and/or expanded buildings. This fund works in conjunction with the 2030 General Plan in order to hold funds for board-approved general plan projects. We do not borrow, so we must have our funding identified before undertaking general plan projects. Each month, we review the association’s financial performance, usually engaging in a lively discussion with our director of finance. We also assist with a number of recurring projects, ranging from the annual budget process, reviewing the auditor’s report, and reviewing the association’s annual report. We get involved in areas in which we can be helpful. Finally, if you have not yet done so, I would recommend that you read Tom John’s President’s Message in the May issue of the Tahoe Donner News. He addresses some of these same issues, and touches upon the operating fund, which is our third major fund. As he indicates, the goal is to ensure that Tahoe Donner continues to be on firm financial footing into the future, minimizing the possibility of special assessments, and supporting our property values. The Finance Committee meets on the second Thursday of each month, typically at 4 p.m., in the Northwoods Clubhouse. You are welcome to attend.

TAHOE DONNER vOLuNTEER TRAILS DAy kICk-OFF JuNE 22: FAMILIES AND CHILDREN WELCOME!
The first Tahoe Donner Trails Day of the season will take place at the Equestrian Center on Saturday, June 22 starting at 9 a.m. This year we are pleased to offer two volunteer opportunities. First, Benjamin Levine of the Friends of Tahoe Donner Trails Club will lead an invasive weed patrol for bull thistle. This natural scavenger hunt will be a fun and rewarding activity for all ages, and especially families with children. It will also be a great service to the natural environment here at Tahoe Donner. The weed patrol will begin around the Equestrian Center, where volunteers will learn
to distinguish bull thistle from native thistles and how to remove and dispose of bull thistle to prevent its spread. Afterward, families and groups will take charge of specific trail sections and head out to search for bull thistle. Participants will need a pair of gloves (thistles are quite prickly), a garden trowel or any small shovel, and the patience to stroll slowly down the trails while keeping a careful eye on the surrounding plants. A hat and sunscreen is also advised. Second, the Trails staff will lead volunteer efforts to work on a trail near the building. Before the work begins we will guide volunteers through the site, pointing out the specific repairs
that need to be done. After that volunteers will break into teams, each led by a member of the Trails department, to complete the necessary work. Trail work can be physically demanding, but it is also extremely satisfying. Participants will be provided with a boxed lunch (vegetarian available) and a free Tahoe Donner Trails T-shirt. An RSVP is not required, but is very much appreciated. To RSVP, visit http://eepurl.com/zzZTn. For more information email Benjamin Levine, chairman of Friends of the Tahoe Donner Trails Club at tdtrails@gmail.com or trails@tahoedonner.com.

CAPITAL IMPROvEMENTS Tahoe Donner has planned for and will continue to implement various amenity improvements as approved by the board of directors and defined by the Strategic Plan and 2030 General Plan. Funded by a combination of development and replacement reserve funds, recent land acquisitions and successful capital project upgrades have occurred throughout the amenities. With continued positive results and homeowner support, the Tahoe Donner Association Board of Directors is proceeding with further plans to improve member experiences and the overall pride of ownership within our diverse family of homeowners and guests. Following are three examples of recently completed capital improvement projects that contribute to the many positive benefits of homeownership in Tahoe Donner.
THE LODGE RESTAuRANT, PuB, GOLF PRO SHOP, AND TuRN-9 GRILL With construction efforts at The Lodge Restaurant & Pub recently completed, the restaurant, pub, and golf pro shop are now ready for the summer season. From the issuance of the first building permit in December 2012, the old deck has transformed into a covered porch with wide operable windows and a gas fireplace for a comfortable yearround dining experience. Please join us on June 14 for our annual deck opening party to help celebrate the beginning of summer in Tahoe. With the recent receipt of the last building permit for a 1,200 squarefoot sun deck, located along the perimeter of the covered porch, The Lodge now boasts a relocated stairway designed to increase circulation efficiencies by connecting the pub and sun deck directly to the putting greens and parking areas beyond. Directly below the porch, the remodeled pro shop is now 500 square feet larger, offering a fresh layout with ample retail, office and storage space. Join us for the ribbon cutting event planned for June 7 outside the new pro shop. With The Lodge kitchen successfully remodeled this past April, Tahoe Donner’s executive chef, Lew Orlady, is back in business and is now better prepared to serve the new expanded seating capacity. “The kitchen remodel was surprisingly smooth and timely. Now that it is complete, we will be able to maintain our quality and service levels during even our busiest times,” said Orlady, adding that guests now have the opportunity to choose from diverse dining options from within the spectacular restaurant setting, the lively pub, the open-air porch, or the new sun deck overlooking golf greens with mountains beyond.
FORESTRy FACILITy Tahoe Donner Association celebrated a new forestry facility with a ribbon cutting April 18, 2013. Representatives from Tahoe Donner and homeowners were invited to view the facility and to learn more about the forestry program. The new forestry facility is located on an existing 20-acre plot and the existing commercial operation was remodeled
to accommodate 8,841 square feet of new office and storage space for efficient operations. By acquiring an adjacent 20-acre parcel at the end of Teton Way, which brings Tahoe Donner’s combined land holdings to 7,038 acres, the association took advantage of the opportunity to remodel an existing commercial operation and private residence into a permitted commercial forestry facility that now provides updated code compliance and increased accessibility. With new office and storage areas, our forestry team is now operating out of a centrally located facility for increased operational efficiency and safety. Tahoe Donner Association boasts one of the most successful forest conservation programs in the country. The aim of the new facility is to continue Tahoe Donner’s active involvement in conserving the natural beauty of the area, while managing habitation health and sustainability. Tahoe Donner regularly consults local archaeologists, wildlife biologists, and botanists in early stages of development planning to ensure that staff is considering what is best for the environment.
MAINTENANCE FACILITy On May 8, 2013, Tahoe Donner celebrated a ribbon cutting event at the remodeled maintenance facility, seven months after construction began. In lieu of building a new maintenance facility, the Tahoe Donner Board of Directors approved a cost-saving remodel and overhaul with the following improvements. • Maintenance building remodel (5,800 square feet) which includes new offices, accessible restrooms, improved site drainage, new siding and roofing. • New vehicle storage building (2,400 square feet) which protects maintenance inventory, snow removal and sanding equipment. • New carport (1,500 square feet) which provides covered parking for fleet vehicles and Americans with Disabilities Act (ADA) accessibility. The facility has been successfully remodeled to streamline maintenance operations within a structurally sound, energy-efficient and accessible facility, which translates to an increased level of service throughout Tahoe Donner’s amenities. Tom Johns, president of the Tahoe Donner Association board of directors, attended the May 8 ribbon cutting event. “The renovated Tahoe Donner maintenance facility and new vehicle storage building are great examples of the association’s long term commitment and responsibility to maintaining the critical infrastructure of our 42-year-old association,” Johns commented.
