As a member, you’re about to enjoy a complete Tahoe mountain lifestyle summer as it was originally envisioned when this community was founded in 1971. As you relax this summer in your mountain recreational community, there are a few things you should know about the association: • Tahoe Donner is considered one of the largest common interest communities in the United States, comprised of 6,473 assessed units with approximately 25,000 members, and covering over 7,300 acres. Tahoe Donner is an IRS 501(c)(4) social welfare organization and California nonprofit mutual benefit corporation. • Information about the wide variety of amenities, activities, events and association business affairs can be found at tahoedonner.com, the Member Services office and via other communication channels. Sign up for our weekly email blasts at tahoedonner.com/subscribe for information on events, promotions and important association news. You’ll also receive our monthly Tahoe Donner News magazine at your primary address.

• The 2018 Annual Assessment of $1,900 (no increase since 2016) is comprised of both an operating and capital component with a 10-year compounded annual growth rate (CAGR) of 5.1%, and is adjusted annually to meet requirements approved by the board of directors to operate and maintain the wide variety of amenities available to the community. • The operating component of the assessment only funds approximately 33% of the annual operating cost in our userbased amenity system, with 67% funded by users. Users of each amenity, program or activity offered by the association are expected to pay for their use. Some amenities are only open to members and guests, while many are also open to the general public. The combination of these elements is extremely important in keeping the assessment low by asking individuals to pay for their use of the amenities and selling our excess capacity to the general public to subsidize our yearround fun. and public amenities are available to provide our large and diverse membership a variety of purchase options. • The capital component of the assessment serves several functions. These include requirements to replace aging facilities and equipment components, purchase new machinery and equipment, maintain modern recreational and support service offerings for the entire community. The annual and future projected cost of this is distributed evenly across the entire assessed population. • The primary optional product Tahoe Donner offers to the membership only is the annual Recreation Fee, which is valid from May 1 through the following April 30. For 2018, the cost is $270 and provides unlimited access to our private amenities, and is considered an alternative to paying daily entrance fees. The Rec Fee is valid for unlimited annual access to Trout Creek Rec Center, Beach Club Marina and the Tennis Center for all membership cards for each property. If you do not

pay the Rec Fee, the cost per entry is $6 per member. All guests pay a fee of $8 if accompanied by a member or $12 if unaccompanied by a member but with a guest pass. • Management welcomes feedback at the association, and there are several methods to facilitate this. SADDLE UP FOR FAMILY FUN THE NEWLY UPDATED TAHOE DONNER EQUESTRIAN CENTER IS THE REGION’S BEST RESOURCE FOR TRAIL RIDES, HORSEMANSHIP CAMPS AND HIGH SIERRA ADVENTURES ON HORSEBACK By JOE LEWANDOWSKI

Tucked comfortably back in the trees, a casual stroll beyond a new paved parking lot and the stillshiny Alder Creek Adventure Center, 23 of Tahoe Donner’s best-loved employees get ready for another busy day. Later this morning some will head out on the trails, guiding local families and visiting friends through majestic mountain meadows where worries don’t get reception. Others will report to the sunny arena, where they’ll form a bond like no other with a lucky few campers who’ll soon prefer carrots to s’mores. But for now, as the sun creeps up the horizon and the world awakens, they munch on breakfast, stretch their legs and greet their colleagues – among them a friendly teenager named Charlie, a former racer named Logan and a Shetland pony named Cookie.

“They live a really good life,” Krystal-Rae Mecham, manager of Tahoe Donner Equestrian Center, says of the 20 geldings and three mares who spend their summers on trail rides and in the arena. Their five-day workweek comes with several perks including frequent treats, baths and rubdowns, plus all the love they can handle from riders and campers. “People always tell us that the horses look healthy and happy, and it’s the best compliment we can get,” Mecham says. “Our number one goal is the health of the horses. Plus, when they’re happy we know that the humans riding them will be happy too.”

Something for Everyone “We bought our place in Tahoe Donner in 1989, and one of the main reasons was because of the horses and the Equestrian Center,” says TD member Trish Collins. “It’s why we’re still here. The horses make Tahoe Donner a unique and special place.” Collins and her family live in Palo Alto, but will spend this summer in Tahoe Donner, with many equestrian adventures planned. Her son Trey just finished sixth grade and looks forward to horsemanship camp, while 16-year-old daughter Isabelle is a TD Day Camp counselor who spends much of her free time riding with friends and family.

“It’s awesome to provide opportunities for everyone in the family to experience these beautiful animals,” Mecham says. “We have pony rides for ages 2-6, trail rides for ages 7 and up, and horsemanship camp for ages 8 and up. Parents or grandparents can have a great experience with kids, or send them with our amazing guides for an unforgettable ride. There’s truly something for everyone.”

All trail riders will be matched with a trailwise horse based on their size and experience. Loading is easy for everyone thanks to the new loading ramp, which along with a new guide shack marks the last of the planned improvements for the Equestrian Center Relocation Capital Project. Other improvements include a widened pony trail, an equine wash rack and ADA-compliant restrooms and parking.

Horsemanship camp

“I love to go on trail rides through the aspen groves with my friends, and we go on family trail rides a lot all summer,” says Isabelle Collins. “It’s super fun and overall we’re really connected. We’re in Tahoe, the whole family is together riding horses, we have no worries, we’re living in the moment and connecting to nature. It’s an experience you can’t get anywhere else.”

“I’ve done horsemanship camp at Tahoe Donner four or five times, and it’s always a unique experience,” says Trey Collins. “Other camps might have a few horses, but here we can actually learn how to ride and take care of them. It’s fun. You get to know the horse and by the end of the week he’s a friend of yours.”

The Equestrian Center offers trail and pony rides every Wednesday through Sunday from 9AM-3PM, starting at $26 for members. It’s the perfect way to disconnect from screens and reconnect with nature, as you’ll likely encounter lush wildflowers, mountain streams and local wildlife. Trail rides are 1-2 hours and riders must be at least 7 years old, 60 pounds and 4 feet tall; the weight limit is 225 pounds. Pony rides are 30 minutes and riders must be 2-6 years old and less than 60 pounds. Reservations are required and can be made by calling (530) 587-9470.

Horsemanship camps are five half-day sessions teaching the fundamentals of horsemanship, safety and riding skills to riders ages 8-14. Nine weekly sessions are available in both the morning and afternoon, with Level 1 for beginners and Level 2 for more advanced riders. Each camp is just four students with one instructor and one assistant, so there’s plenty of individual attention. “As a parent, it’s amazing to see your kids develop so much self-confidence and self-esteem in a week of working with the horses,” Trish Collins says. “They work with

the same horse all week and are able to develop a real relationship, and it shows.” At $539 for members and $639 for guests, camps include training in grooming, tacking, arena work, trail riding, bathing, veterinary care and a horse show on Friday. All Ages Welcome “Before we moved to Tahoe Donner we looked at all the amenities,” says Cathy Bonnar, who bought a home in Tahoe Donner with her husband Dennis Roseman in 2012. “My husband was really into the golf course. The horseback riding and Equestrian Center were really important to me.”

The Best Boarding in Tahoe Tahoe Donner Equestrian Center offers the best long- and short-term horse boarding options in the Lake Tahoe region. Unlike other facilities, the Equestrian Center offers a choice of monthly, weekly and overnight boarding to accommodate the needs of every owner and every horse. “Horse boarding at Tahoe Donner is particularly great for travelers passing through for a night or two, especially since Tahoe Donner Campground is just down the road,” says Krystal-Rae Mecham, manager of TD Equestrian Center. “We can accommodate up to 27 boarded horses, and owners don’t need to be Tahoe Donner members to board here.” All boarding includes twice-daily feeding of up to two flakes of grass and/or alfalfa hay, and daily watering and cleaning. Basic 12’x24’ and deluxe 24’x24’ paddocks are available. The horses are tended to by equestrian staff all day, and a dedicated caretaker stays with them overnight. Boarding starts at $27/night for members and $44/night for non-members. Reservations are required. Call (530) 587-9470 for details.

Bonnar is in her sixties and is recently unretired and back to legal work. She’s loved horses since childhood, but never rode one until law school. She’s ridden frequently every summer since buying in Tahoe Donner, and says that private riding lessons have been a game-changer.

BUZZ: CLUBS QUILT CLUB The quilt pictured was made from Asian fabric sewn by Ellen Debelak. She is one of our original five members of the Tahoe Donner Quilt Club, and is a very talented quilter. In the summer, Tahoe Donner Quilt Club meets the first and third Wednesday from 3-5PM in the Meadow Room at Northwoods Clubhouse! In July we are skipping July 4, but the next meeting will be July 18. HIKING CLUB

JUNIOR GOLF CLUB

On May 11, a group of 10 hikers from the Tahoe Donner Hiking Club met in Kyoto, Japan, to begin a 12-day hiking adventure with Walk Japan. Our custom tour was organized by Philippa Nigg to include a portion of the old Nakasendo Way from Kyoto to Tokyo, and a northern route traveled by Matsuo Basho, a famous poet, in the 17th century. We hiked in rain and sun, took trains, boats and buses, and experienced a wonderful time exploring Japan.

What a great summer so far. Tahoe Donner Junior Golf Club has had some really fun days. We need everyone to start thinking about participating in this year’s TDJGC Annual Championship Tournament. Feel free to invite your friends. You will be assigned flights based on your ability, so you will only be competing against kids with similar skills.

Japan is a mountainous country, with over 100 volcanoes, so our hiking days, which varied from 5-10 miles, included stiff climbs and corresponding downhills, generally through beautiful forest.

The club golf tournament is coming in July and is a great social event to be enjoyed by all, no matter your golfing ability. There will be a kayaking adventure on Lake Tahoe this month, too. August events include the annual New Member BBQ, which is always a hit with club members and historically has had a very large turnout. New members are always welcome. This coming winter we’re planning a ski trip to Steamboat Springs, CO, as well as trips to nearby Mammoth and Heavenly. FRIENDS OF TD TRAILS During the Shogun era, the Nakasendo Way was an important route to Tokyo, with post towns and barrier stations at regular intervals. We stayed in traditional inns, or ryoken, enjoyed delicious teas, feasted on beautiful meals of local produce and fish, slept on futons on tatami mats, and wore yakuta robes (provided by each inn) to the onsens – glorious hot springs baths – each evening.

SENIOR ALPINE SKI CLUB The Senior Alpine Ski Club is gearing up for our summer activities with bicycle rides, kayak trips, golf and our New Member BBQ.

Everyone wins a prize. In each flight, the first place player gets first pick from the prize table, then the second place picks and so on down the line. Prizes range from golf clubs and golf bags to a jar of Jelly Bellies. Everyone goes home a winner.

After a shinkansen (bullet train) to Tokyo, we journeyed to Matsushima, a beautiful bay with many pine tree-covered islands, following a route taken by Basho. There at the Zuigan-ji temple, we were fortunate to watch preparations for a ShintoBuddhist ceremony honoring victims of the 2011 tsunami. In Hiraizumi we visited beautiful temples and gardens. Our final climb, up 2,446 stone stairs to the top of Mt. Haguro-san, led us to a Shugendo (Shinto-Buddhist) shrine, where we enjoyed a delicious vegetarian meal and slept in spartan accommodations. Early morning prayer service was a special experience. Hiking is a wonderful way to explore the beauty of Japan.

Founded for the sake of hands-on stewardship and education, the Friends of Tahoe Donner Trails Club is for everyone who values and enjoys Tahoe Donner’s trails and natural surroundings. The Trails Club is delighted to announce that we are partnering once again with the Truckee River Watershed Council to conduct an educational, invasive weed walk right here in Tahoe Donner. This year's walk, which runs from 10AM-12:30PM on Aug. 4, will be the sixth in a row that we've hosted. Through workshops and weed-pulls, the Trails Club has helped scores of Tahoe Donner residents develop a weed-spotter’s trained eye. But with over 7,000 acres to cover, we need all the help we can get. Gardener or golfer, full-time or part-time, age 8 or 80, weed-spotting is for everyone. The Trails Club is also partnering with the Trails Department to host volunteer trail work days on the third Saturday of every summer month. TD 4 WHEELERS CLUB Summer is here and the back roads are calling! Come join the fun at TD4wheelers.org. Our club social on June 2 was at the historic Wheeler Sheep Camp in Kyburz Flat. The camp is up an easy dirt road suitable for any SUV. The large meadow south of the camp was a vivid array of greens this time of year – what a spectacular place to have a BBQ! We even lit up the old brick oven to experience camp ambiance. Our May trail run was down Shirttail Canyon near Colfax. The old suspension bridge with a 3-ton maximum capacity had us going one vehicle at a time over the North Fork of the American River – well worth the drive to see! This road is suitable for any SUV. Parking is very limited along the narrow road, so go early if you want to get down by the river. July brings more fun for the club with the Truckee Fourth of July Parade and the July 7 Concert on the Green, where we’ll have a reserved area for club members and friends to rock out to Pat Benatar cover band Best Shot and ’80s and cover band Mustache Harbor. Our July 21 trail run is up to the Grouse Ridge Fire Lookout – a unique venue sure to provide panoramic views!

Collaborating with Tahoe Donner and Donner Memorial State Park, the Town of Truckee will lead a parking study this summer and fall with the goal of understanding parking and beach usage in the area near Beach Club Marina, and addressing parking issues in the vicinity. The study will define strategies to address parking, bicycling and pedestrian congestion in the area, and to enhance the user experience for recreationalists in the area.

TRUCKEE DONNER PUD 2018 TREE TRIMMING Tree trimming will continue in Tahoe Donner for most of the summer. New line-clearing requirements went into place at the state level this spring, requiring limb clearance to move from 7 feet to 12 feet of clearance. Additionally, tree trunk clearance requirements were moved from 18 inches to 4 feet. This has resulted in a large amount of mandatory tree removal in the subdivision. The approximate budget for this project is $300,000, with the majority of the funds being expended in Tahoe Donner. TDPUD is

SUGAR PINE FOUNDATION

The Truckee Trails Foundation (TTF) is a community-minded non-profit organization whose mission is enhanced community, economic and environmental health through a world-class, interconnected network of trails and bikeways. Since opening its doors in 2002, TTF has worked closely with local partners including the Town of Truckee and Tahoe Donner Association to help make critical paved trails and bikeways a reality, with a focus on community connectivity. Likewise, TTF is working diligently with the United States Forest Service (USFS) to identify new dirt trail opportunities that will provide logical trail connections for non-motorized trail use, enabling a greater breadth of recreational opportunities in our community.

This year, the Tahoe Donner Giving Fund granted $2,500 to support the Sugar Pine Foundation (SPF) and its planting efforts in the Truckee and North Tahoe region. Each year, SPF plants about 10,000 seedlings with the help of school groups and community volunteers. Sugar pines and other white pines are facing challenges from drought, climate change, bark beetles and an invasive fungus called blister rust. SPF collects seeds from healthy pines, tests them for resistance to blister rust and plants seedlings from resistant trees. SPF also organizes school plantings and educational events.

For example, in October 2017, North Tahoe Middle School students planted sugar pine seedlings, monitored sample plots and learned about forest ecology during Forest Health Field Day organized by Sierra Watershed Education Partnerships. Students enjoy being outside and making a difference. One student wrote, “We helped by planting sugar pines that can resist the disease.” Another said, “I hope I can bring my family and see my sugar pines that I planted.” Hopefully, those seedlings will grow large enough to disperse healthy blister rust-resistant seeds for years to come. Of these projects, the Jackass trail network, located just south of Truckee off of Highway 89, represents a tremendous opportunity for sustainable trail recreation that would ultimately connect to TTF’s grander vision for connectivity. Generous funding obtained through the Tahoe Donner Giving Fund ($3,000) and the Tahoe Truckee Community Foundation will be used to work with the USFS and private land owners to conduct environmental and cultural resources analyses. This work is a critical step that could enable the USFS to formally recognize the Jackass network as part of their official system, thereby also enabling funding for annual maintenance and permitted trails events. Every opportunity like this helps make Truckee a world-class trails community and visitor destination!

In 2012 the Trails Master Plan was formally adopted by the board of directors. This culminated a year-and-a-half member input process to develop a plan with formalized policies and design, maintenance and construction improvement recommendations to the trail system. Fast forward six years, and Tahoe Donner has much to be proud of as the trail system thrives and gets better every year through the maintenance, repair and new construction completed by the Trails Department, and the continued support of the membership through a portion of the Annual Assessment. This summer marks an important measure as the trail team completes the upper portion of The Mother Lode, looks to renovate the Nature Loop and begins the preparations of kicking off the Trails Master Plan 2019 Update with focused member workshops on issues like ebikes and dogs on/off leash.

SYSTEM UPDATE WHAT’S IN STORE THIS SUMMER AND BEYOND FOR TAHOE DONNER’S 60+ MILES OF TRAILS By ANNIE ROSENFELD, Director of Risk Management and Real Property

Christina Thayer, Trails Department manager, sat down with Tahoe Donner News to update members about what’s planned for the summer and fall at Tahoe Donner’s most well-loved amenity.

TRAILS MASTER PLAN UPDATE The Trails Master Plan is set for its five-year update in 2019. Much work has taken place over the last five years, both in terms of policy and trail constructions, which should be reflected in the update. There are emerging issues that the membership should have the opportunity to voice their opinions, including ebikes, dogs on/off leash, and revisiting policies such as the preferred user designations. Additionally, the association has purchased 452 acres in Euer Valley and 640 acres of Crabtree Canyon, which the plan should reflect and address regarding legacy trails and recommendations for new trails. Starting this summer and through the fall, a series of member discussions will be held to facilitate member input on these topics in preparation of the plan update. More details on the dates of the member trails workshops


will be included in member eblasts, the August Tahoe Donner News and at tahoedonner.com/trails.

UPPER MOTHER LODE TRAIL

“Our hope is to start the construction process in the fall,” Thayer says. “The north side running along Northwoods Boulevard will remain open until then. The permitting process and complying with California protection regulations is why this is taking so long.”

“Upper Mother Lode is probably the most highly anticipated trail at Tahoe Donner, and by the time this comes out it should be finished,” Thayer says. Once complete, The Mother Lode (Upper and Lower) “will connect the top of Hawk’s Peak almost all the way to the floor of Euer Valley via Hidden Gem or Fool’s Gold. You’ll be able to go four miles descending into the Euer Valley reveling in the views this trail affords. This trail is designated as hiker/biker preferred. It’s one of our more difficult trails for hikers and bikers. It’s technical. It’s a fun run, it’s a fun walk. And then it opens up and it’s amazing. When we get into more sustainable terrain we machined it, so it’s way more flowy in the middle and bottom.”

NEW GREEN TRAIL: TRUE GRIT

“My goal with these volunteer days is to start creating opportunities for like-minded people to come together and be a part of trail stewardship,” Thayer says. “For example, in July I want to give the equestrian boarders and riders the opportunity to help maintain these trails and mitigate some of their impacts. At the end of the trail work we’ll have a dialogue with whoever comes out about equestrian etiquette, their experiences as trail users, where they’d like to see new equestrian trails and what we could be doing better to support them.”

This summer also has a new trail on tap for construction: True Grit. “The new True Grit Trail is a green, easy, family-friendly way for people to get from the home range near Alder Creek Adventure Center and climb all the way up Hawk’s Peak gradually, rather than on the really steep roads,” Thayer says.

NATURE LOOP TRAIL UPDATE “Many people ask about the Nature Loop Trail,” Thayer says. “The south side of that trail is in a sensitive wetland.” Due to the severe winter of 2017, much of the boardwalk on the south side was damaged and as a result has been closed as a safety mitigation measure. Trails Department staff are working diligently with an environmental consulting team to plan and permit the renovation of this section. These plans will be presented to the board later this summer, along with construction bids for their review.

“We have one trail that we’re using for all of our volunteer projects this year, the Teton Way to Glacier Way trailhead,” Thayer says. “By the end of the summer it’ll be complete and completely volunteer-built. Once it’s completed you’ll be able to go basically from Donner Pass all the way to downtown Truckee on trails.” Volunteer trail work days will be held on July 21, Aug. 18 and Sept. 15, and anyone age 10 or older is welcome. The days are organized by the Friends of the TD Trails Club and supported by the Trails Department. Details and registration info are at tdtrails.org.

OuterSpatial TRAILS MAP

“OuterSpatial is an app with a complete map of the Tahoe Donner Trail System, and it can follow your location on the trails,” Thayer says. “We have 60+ miles of trails, and are working on the signage, but until we complete it there are many intersections out there in the woods that are not signed, often because of rogue trails that people build.

The OuterSpatial app will help you know that you’re on a Tahoe Donnerdesignated trail. Plus it has loop suggestions, trail closures, and community events and partnerships.” The app is available at outerspatial.com, and Tahoe Donner maps will be available in July.

FRIENDLY NEIGHBORS “We obtained Crabtree Canyon in 2016, and the Tahoe Donner Land Trust, which owns Lower Carpenter Valley, officially became our neighbors to the north last summer,” Thayer says. The board of directors recently approved the Donner Lake Rim Trail alignment through the southern portion of Tahoe Donner as part of the joint purchase agreement for the Buchnam/Sinclair property in 2010. The joint purchase ensured that a substantial firebreak could be created on the southern border of Tahoe Donner, and as an incidental, increase the open space and trails in that area. The final details are being made for the Land Trust to install a small trailhead, bridge and trail on the Crabtree Canyon property, further providing connections to trail systems outside Tahoe Donner.

TRAIL RANGERS “Our staff this year includes two trail rangers, who are meant to serve as a helpful and informative resource for users of the trail system,” Thayer says. Trail rangers conduct daily usage surveys used to determine the accurate number of hikers, equestrian riders and bikers; the most used trails; member vs. non-member usage; and comments and general feedback. “This information helps in making decisions on topics such as trail policies, future trail alignments and signage needs.” While on the trails, rangers provide information on policies, private property boundaries, directions, basic first aid and safety precautions. PROPOSED NEW CONVENANTS RULES AND FINE SCHEDULE RECOMMENDATIONS CONCERNING SHORT-TERM RENTALS: These Rules will be known as and referred as under a new Covenants Rules section Short-Term Rentals.

SHORT-TERM RENTALS

Short-term rentals (“STRs”) are residential properties offered for rent or lease for one or more terms of less than thirty-one (31) continuous nights.

SHORT-TERM RENTAL REGISTRATION All Owners of STRs within the Tahoe Donner Association must register with the TDA administrative office to operate a short-term rental property within the Tahoe Donner Community. An annual registration fee of $150 is required. Disclosure of total number of bedrooms (as historically disclosed in rental advertisement) is required. An Owner must register within 30 days of commencing short-term renting or within 30 days of the effective date of these STR Rules. To register, an Owner must provide evidence of a current compliance certificate issued under the Town of Truckee Transient Occupancy Tax program.

REAL-TIME CONTACT As a condition of registration, the Owner must provide, among other details to be specified in the Registration, contact information for a live person, having authority to address the issue at the property, who is available to respond 24 hours a day/7days a week within 30 minutes of being notified of any complaint of a violation(s) of TDA rules (“Contact Person”).

COMPLAINT RESPONSE Within 30 minutes of notice by TDA regarding a complaint at an STR, the Contact Person must respond back to TDA. Within 60 minutes of contact by TDA regarding a complaint, the Contact Person must respond at the property in person or by telephone to the property and shall attempt to cure the cause for the complaint.

COMPLIANCE + NOTIFICATION All Owners, renters, and vacation renters must comply with all provisions in the TDA Governing Documents and rules including provisions which prohibit "nuisance" behavior and set forth rules concerning vehicles, trailers, motorhomes, camping, parking and use of Common Area. (C&R Article VIII) Owners must provide a list of applicable Tahoe Donner rules, made available by TDA and posted on www.tahoedonner.com, to renters

at the time of their booking and advise them of the obligation to follow the rules. A copy of the rules should be available in the residence. Owners are required to provide renters emergency evacuation information and to have this information prominently posted in the home. It is required the Owner obtain an acknowledgement from the renter that they have reviewed the rules and agree to comply with them. (C&R Article II, Section 3(a))

OCCUPANCY When functioning as an STR, no home may be (i) advertised to house or (ii) occupied by more than two (2) people per bedroom plus four (4) additional people total TDA may take disciplinary action on any owner who knowingly supplies false information.

PARKING The number of vehicles shall not exceed the number set forth in the Governing Documents which limits parking to garages and in the driveway of the property. There is no parking on unpaved areas of Lots;

SHORT-TERM RENTAL VIOLATION ENFORCEMENT AND FINE SCHEDULE In the event TDA determines that a potential violation of these STR Rules or any other Association Rules as it relates to a STR, has occurred, the owner will receive a Notice of Hearing as provided in the Rules Enforcement Procedures. In such event if a violation is found, TDA may impose one or more of the following disciplines: a. For a first violation impose a fine of up to five hundred dollars ($500) and take appropriate action to collect the fine(s); b. For each subsequent violation impose a fine which increase by five hundred dollars ($500) per occurrence and take appropriate action to collect the fine(s), i.e. 2nd violation one thousand dollars ($1000), 3rd Violation one thousand five hundred dollars $1500, etc. all occurring within a one-year period from the first hearing; c. Fines may be assessed, per incident, on a daily, weekly, or monthly basis according to the nature and severity of the infraction and at the discretion of the Covenants Committee; d. Suspend the right of the Owner or STR renter to use common areas or common facilities (except for ingress and egress to the property); e. Impose a special individual assessment against the Owner for costs incurred by TDA (including sums paid to contractors, attorneys and/or others) to repair damage and/or cure a violation of these STR Rules and to collect any unpaid fines; f. The Board of Directors reserves the right and is empowered to limit an Owner’s right to rent his/her property as an STR, including but not limited to, limiting the number of nights/days a property may be rented, leased or used by other than the Owner within a specified time period, including temporarily suspending the right to rent, lease or allow use by others than the Owner, based on the particular circumstances. TDA will notify all TDA Owners that these Rules are in effect. The notice will include a recommendation that each Owner owning a rental property within the Tahoe Donner Association should include with terms of their STR rental agreement that any fines may be passed along to the renter. It will also recommend that each STR rental agreement should include a deposit to cover any possible fines that may arise. Additionally, the Association recommends a hardline telephone is installed at the property for safety purposes and to ensure compliance with above stated response rule. TAHOE DONNER NEWS |

After its debut this winter, the Roasted Beet Salad has quickly become a favorite at Alder Creek Cafe, where it’s an exceedingly popular item on the new summer menu. Walk the aisles of any local farmers market to find some beautiful beets, as well as seasonal greens to pair with them. This salad will sure to be the hit of your dinner party or summer BBQ.

ROASTED BEET SALAD 3 beets (assorted colors) 3 tbsp. olive oil for cooking 3 tbsp. extra virgin olive oil Balsamic syrup 4 oz. chevre goat cheese 4 oz. chopped pistachios Salt to taste Wash and stem 3 medium beets. We use a mix of red, gold and Chioggia. Pick your favorite or what’s available. Toss the beets in olive oil and salt, then cook for about an hour at 375 degrees, until soft. Remove from oven and cool.

Once cooled, use a towel to remove the outer layer of skin. Wearing gloves will keep your hands from getting stained. After peeling, thinly slice the beets, keeping the colors separate. Place a pile of your favorite greens (we like to use arugula) on a plate, then arrange the beets on top of greens. Sprinkle with salt, drizzle with a good extra virgin olive oil. Next, drizzle balsamic syrup on top. Final touches are some crumbled chevre goat cheese and crushed pistachios. Serves four. Enjoy!

EMERGENCY PREPAREDNESS, NOTIFICATIONS + EVACUATION BE AWARE OF THE WILDFIRE RISK

Residents of Truckee, full-time or part-time, and their guests, renters and visitors all need to be aware of the risk for wildfire in this region. While Tahoe Donner and its members perform fire hazard mitigation (defensible space), there is still a likelihood, based on where we live and historical records, that a wildfire will threaten the region in the future. Tahoe Donner itself had several forest fires threaten its borders in 2003 and 2007, when fires were started just off of I-80 and raced up the hillside on the south side of Tahoe Donner.

TIPS TO PREVENT WILDFIRE

• Fireworks are prohibited in Tahoe Donner and in all of Truckee • Maintain your barbeque grill (gas or charcoal) • Never dump charcoal coals and ash in your yard; place in a metal container away from your house and away from combustibles such as brush, pine needles, etc. • Always have a fire extinguisher near your grill, and have a secondary source of water accessible • Leave no fire, even propane, unattended

BE PREPARED

Now is the time for each and every household to make a preparedness plan and practice it. Each emergency situation can be different, especially wildfires due to wind, weather and fuels. Having a plan in place and frequently practicing drills with your family will help prepare you to approach a real emergency from a more confident standpoint. Talk with your guests about your family plan, and provide your renters with emergency information if you rent your home. Preparation resources are available to you at tahoedonner.com/ preparedness and at other agency sites like the Town of Truckee, Truckee Fire Protection District, Red Cross and FEMA. A good resource for developing an emergency plan is readyforwildfire.org. During an emergency you should plan to meet outside of the affected area, as it is likely you will not be able to return to your home if evacuation orders are in effect.

Every Thursday night starting mid-June, Tahoe Donner will offer complimentary shuttles from Trout Creek Recreation Center to Downtown Truckee and back, with service available approximately every 15 minutes from 4:30-9:15PM. LODGE BANQUET TENT + NOISE MITIGATION TENT REPLACEMENT: The current tent has been up and operating since late May. This tent will come down after a June 30 wedding. The board of director approved the purchase of a new tent, which is scheduled for delivery on July 7 and will host its first event on July 14. No tent will be up for the Fourth of July holiday. NOISE MITIGATION: We have a new commercial decibel reader and have created protocols testing sound readings at a number of locations at property boundaries to insure we are following guidelines set by the Town of Truckee. At this point we have maintained and stayed below those guidelines with regular readings during banquet events. Our banquet manager also requires strict performance regulations with the music contractors to insure they are also doing their part with sound levels. We also regularly coordinate staff engagement with neighboring property residents to hear their concerns – if any – with Lodge Restaurant & Pub / Banquet Operations. The next element we are finalizing is a proof of concept for additional sound dampening (sound walls or sound curtains for example). We have an Acoustical Consulting company in Loomis, California providing further recommendations. We will analyze their report and recommendations to find the best solution.
