MESSAGE FROM THE BOARD PRESIDENT

Dear neighbors,

As the snow pulls back from our homes and driveways and daffodils pop into bloom, Tahoe Donner is, perhaps oddly, breaking into summer.

While we had to do some digging, literally, to do it, summer amenities are opening as the receding snow levels allow. Enjoy!

Behind the scenes, staff, who did a great job of keeping us and our amenities safe during winter’s onslaught, are now working diligently to recover and protect these treasures. You can help by being mindful and respectful of our unusual situations.

Our most-valued trail system is, still under snow in some areas, in others very wet, and often both. While crews are working to safely open trails, some trails may remain closed or restricted for your safety and for the protection of the trails and environment as runoff follows its natural process. Where trails are open, the views and experience promise to be amazing!

Wetlands are, well, very wet—and more extensive than usual. We are privileged in their abundance. Trails through and around wetlands are purposefully built to protect the environment while providing you safe access. This year promises especially awesome views of grandeur in wildflowers and wildlife. Our wetlands are a true treasure—enjoy!

On the board front, we are embarking on two new major initiatives. On the financial front, we are embracing a thorough and studied approach to funding for future building replacements. This will ensure a

continued, strong financial position as well as facilities that deliver on service and enjoyment to Tahoe Donner members for years to come.

We are also undertaking a thorough review and possible overhaul of our amenity access policy. The current policy dates to 2013. While the amenities largely remain the same, Tahoe Donner has become significantly more built out, we have more full-time residents, second homeowners are using their Tahoe Donner homes more frequently, and guest usage has changed over the past 10 years.

With the changes, we need to evaluate whether our decade-old policy is right for today and for the next 10 years. This will be a very deliberate process, based on member input, utilization studies, and a careful analysis of options.

The process we are anticipating is a cycle of board workshops and member checkins, including open member forums for feedback on options under consideration, with continuing rounds of refinement. The final proposal will be treated as a rule, going through the formal member notification and comment period before adoption.

I look forward to seeing you at our annual member meeting and picnic on Sunday, June 25. Congratulations to Steve Mahoney and Courtney Murrell as they begin new three-year terms on the Board of Directors that day.

Relax on the sand at the private Beach Club Marina right on Donner Lake. Take a swing at the newly renovated Tahoe Donner Golf Course, voted the best golf course in North Lake Tahoe and Truckee. End a day of exploring at any one of Tahoe Donner’s inviting restaurants.

With world-class amenities and activities in such close proximity, it’s easier than ever to experience and enjoy the mountain lifestyle. Whatever it is that defines your perfect summer day, you can find it here.

As one of America’s largest homeowner’s associations, Tahoe Donner owns and operates a wide variety of recreational facilities. Some, like the Tahoe Donner Golf Course and Bikeworks, are open to everyone. Others, like the Northwoods Pool and Tennis Center, are private amenities available only to Tahoe Donner members and their guests. Private amenities require a Daily Access Fee or paid Recreation Fee for entry.

DAILY ACCESS FEE

Tahoe Donner’s private amenities are open exclusively to members and their guests. A Daily Access Fee and member ID or transferable guest card are required for entry. The Daily Access Fee is waived for members who have paid the Recreation Fee.

Members are Tahoe Donner homeowners and their families. Each property may have up to eight qualifying members with their own unique ID number (four included and up to four more for a per-person annual fee).

RECREATION FEE

The optional Recreation Fee allows unlimited, complimentary access to all Tahoe Donner private amenities (and Snowplay in the winter) without paying a Daily Access Fee for qualifying members with member ID cards. This includes:

• Beach Club Marina

• Northwoods Pool

• Tennis Center

• Trout Creek Recreation Center, including gym, pools, spas, sauna, steam room and most fitness classes

• Snowplay (public amenity)

A new, two-person Recreation Fee option is available for the 2023/24 recreation season (May 1, 2023-April 30, 2024) at a cost of $295. The traditional Recreation Fee costs $460 and offers unlimited access to private amenities to all qualifying members. This Recreation Fee also extends to qualified member additionals. Each property has the ability to purchase up to four member-additional passes for $165 each.

ONLINE REGISTRATION ON SHOPTD

Online registration is available for many summer amenities, products, camps and programs through ShopTD at shop.tahoedonner.com

To create a member account, Tahoe Donner members should contact Member Services at (530) 587-9400 ext. 0 or info@tahoedonner.com to ensure all family members are added to a member profile, including children 6 or younger (children 7 and up are subject to member fees). Members will need their member ID number.

Guests who would like to visit a Tahoe Donner amenity that requires online registration will need to make a public account in ShopTD. If the reservation or purchase is for a private amenity, the guest must either bring a transferable guest card or accompany the Tahoe Donner member to enter the amenity.

Dive into fun at the Beach Club Marina on Donner Lake, the perfect place to spend a summer day. The Beach Club Marina offers something for everyone, with a private beach, clear water and endless activities. Explore the lake via kayak, stand-up paddleboard or sailboat, or relax with a book on the sandy beach. Rent a boat, take a lesson, go for a swim, build a sandcastle, eat some ice cream – however you enjoy a summer day on the lake, you can do it at Beach Club Marina.

BOAT LAUNCH POLICIES

All motorized/trailered vessels launching on Donner Lake must first pass an invasive species inspection. For inspection station location and hours, please visit tahoeboatinspections.com or call (888) 824-6267.

Vessels launched at Beach Club Marina must be registered with Tahoe Donner. Vessel registration, proof of insurance and a release of liability waiver are required. For more information, visit tahoedonner.com/marina

You must have a minimum of two people to launch a vessel, with one observing the ramp and launch zone for pedestrians and other hazards. Everyone on board your vessel will be charged the Daily Access Fee.

MARINA GRILL SHUTTLE SERVICE

The Marina Grill offers panini sandwiches, salads, ice cream and an assortment of other tasty snacks. Beer, wine, tropical cocktails and a limited spirits menu are also available.

CRAWDAD FISHING CONTEST

Prizes will be awarded to those who catch the largest, smallest and most crawdads at this catchand-release event.

CARDBOARD REGATTA

Teams of two create boats out of cardboard and duct tape for this race to the buoy and back. Build boats in advance and bring them to the beach at 2PM. Race starts at 3PM.

Open to members and their guests, the Trout Creek Recreation Center is a state-of-the-art fitness facility and home to multiple pools and Tahoe Donner’s Aquatics Programs.

The gym has everything you need to gain strength and improve overall fitness, including weight and cardio machines, fitness classes (now included with the Daily Access Fee or paid Recreation Fee!) and personal training.

The Recreation Pool is one of Tahoe Donner’s most popular summer amenities, featuring poolside food and drinks, a kiddie pool and certified lifeguards. The Rec Center also has a Lap Pool, hot tubs, steam room and sauna, which are all open year-round.

Whether starting a new fitness regimen, training for an event or simply searching for summer fun, you can gear up for success at the Trout Creek Recreation Center.

We combine fun and fitness as participants develop core skills in all four racing strokes. Swimmers ages 6-13 must be able to swim 25 yards continuously and unassisted to participate in the beginner/ intermediate swim team. Swimmers ages 6-13 must be able to swim 50 yards continuously and unassisted to participate in the advanced swim team in all competitive strokes.

Cost per Weeklong Session: Member $90, Guest $105 (limited to eight students per group)

Private (individual) and semi-private (2-3 students) lessons last 20 minutes and allow kids ages 17 and under to develop swimming skills at their own pace under the guidance of a patient instructor. Students may be no more than one level apart in semi-private lessons.

FITNESS CLASSES

The Rec Center’s professional instructors have developed a fitness class schedule that caters to all ages, abilities and fitness levels. Class offerngs are continually updated. The fitness class schedule is subject to change, and individual fitness classes may be subject to cancellation. New this year, almost all fitness classes are free to members with a paid Rec Fee or Daily Access Fee! Check the website to see what basic and premium fitness classes are available.

LAP SWIMMING

The approximately 79-degree, 25-yard Lap Pool is open daily from 6AM-7:45PM, and some of the Recreation Pool is available for lap swimming on Saturdays and Sundays from 6-9:30AM. No lifeguard is on duty for lap swimming.

Water aerobics for beginners and intermediates focuses on cardiovascular conditioning using interval segments. As a premium fitness class, the participation fee for water aerobics is not included with the entrance fee.

Our rental fleet is stocked with a variety of bikes for the entire family, including road bikes, full-suspension mountain bikes, hardtails, comfort bikes, kids bikes and trailers or trail-a-bikes for young children. The most popular rentals are the Giant Trance for men and the Liv Pique for women. These full-suspension mountain bikes pedal great and handle the trails at Tahoe Donner very well.

New for 2023, Bikeworks now offers Class I full-suspension e-bikes from Giant and Liv. Full-day rentals can be reserved on ShopTD once trails are accessible. Call (530) 582-9694 for current inventory.

This brand-new event is for all Tahoe Donner trail users. Participants will try to make it to as many checkpoints as possible while collecting colored wristbands at each one. Checkpoints will be spread throughout the Tahoe Donner Trail System. Maps indicating checkpoint locations will be handed out starting at 12PM at the Alder Creek Adventure Center (ACAC).

Return to ACAC by 4PM and present your wristbands to earn your finisher’s medal. The Alder Creek Cafe will be open afterward for dinner and drinks so you can celebrate your adventure! Entry fee includes one free drink at the Alder Creek Trailside Bar.

IBIS DEMO TOUR

Ibis Cycles will be at Bikeworks for two days, offering opportunities for you to demo their latest and most popular bikes. With the trail system starting right outside the shop, riders can experience how the bikes handle on- and off-road.

Once you’ve collected all of your cards, return to ACAC by 4PM and enjoy games on the back deck for a chance to trade out one or more of your cards for better ones. Starting at 4PM, it’s showdown time! See who wins prizes for the best hands.

Alder Creek Cafe will be open for drinks and dinner so you can celebrate your greatest draws. Entry fee includes one free drink at the Alder Creek Trailside Bar.

PROPER ATTIRE

Wear long pants and closed-toe shoes – never sandals or flip-flops. Tennis shoes are acceptable, but hiking boots are not recommended because they get caught in stirrups. Wear sensible clothing that you won’t mind getting dusty. Sunscreen and bug repellent are recommended.

HELMETS

Helmets are strongly recommended for all riders and mandatory for riders under age 18. Bring your own certified riding helmet, or one can be provided.

Horse lease includes board, feed, tack rental, helmet rental, vaccinations and farrier services – veterinary fees for injuries incurred while under lease are not included. Volunteers should come dressed in long sleeve shirts, long pants, hats, sunglasses, work boots and gloves, and bring plenty of water, snacks and sunscreen. Tools will be provided; however, it is recommended that you bring your own if you have shovels, hoes, McLeod rakehoe, loppers or other handy tools.

Fostering a spirit of appreciation, compassion, stewardship and community is vital to ensuring its continued enjoyment. The next time you’re out on the trails, please keep the following in mind.

SHARE THE TRAIL

Tahoe Donner trails are designed and maintained for various users. Expect to see all user types and abilities on the trails.

ENGAGE WITH YOUR SURROUNDINGS

Stay present and be prepared for wildlife encounters, changing weather and unexpected trail conditions.

OBSERVE TRAIL ETIQUETTE

Follow yielding rules, safe speeds and “Leave No Trace” practices.

GREET FELLOW TRAIL USERS

Kindly communicate with other trail users, especially when approaching from behind. Negotiate safe passes.

MANAGE YOUR ANIMAL

Whether it’s a dog or horse, you have a responsibility to the animal and other trail users to maintain control at all times. Dog owners must pick up after their pet and dispose of waste in a trash can; leaving dog waste bags on trails is littering!

RESPECT OUR NEIGHBORS

Stay on Tahoe Donner property at all times. Property boundaries are posted; please observe them.

REDUCE IMPACTS

Only use designated trails. Cutting switchbacks, taking shortcuts or creating new trails is damaging to fragile ecosystems. Stay off muddy trails; letting them dry before use keeps them narrow and helps reduce erosion.

Expect to encounter fellow recreationists each time you head out on a trail. Although common sense goes a long way when using busy trails, we ask that all trail users observe the following yielding etiquette tips:

• Horseback riders always have the right of way but should be prepared for inexperienced trail users who are unfamiliar with how to act around horses. Horseback riders should avoid high-traffic and multi-use trails whenever possible.

• When approaching someone on horseback, announce yourself and ask the rider for the best way to pass.

• Bikers must always yield to hikers and horseback riders. Stop and get off the bike, then step downhill and off trail to let them pass. Always announce your presence when approaching people and horses.

• Uphill traffic always has the right of way.

• Those with dogs must yield to others. Call your dog to your side when passing others, and never let your pet jump on or greet others without their permission.

Note: Tahoe Donner is beginning to practice adaptive trail management and reclassifying some trails. All trails are multidirectional and open to all user groups unless otherwise marked. Please follow signage that dictates trail directionality or user groups prohibited from the trail.

SENIOR ALPINE SKI CLUB

WOMEN’S GOLF CLUB

The Women’s Golf Club continues to welcome new and returning members. We have a fun season ahead, so please join us! Here is what to look forward to in June:

• Our Tuesday play days will begin as soon as the course opens. In the meantime, we are considering some additional golf-related activities to help get us ready for the season.

• June 27 is our Big Sister/Little Sister play day, followed by a general meeting and lunch. New members are teamed up with experienced members to welcome them to our club. At the meeting, we will present Eclectics and Most Improved awards from last season and discuss the season ahead. We hope to see all members at this event.

4-WHEELERS CLUB

May ushered in the start of our trail-run season with Nevada runs to El Dorado Canyon, Peavine Mountain and a multiday trip to explore around Fallon. We’ll report on those trips next time.

In June, there will be runs to Bowman Lake and the historic Meadow Lake, home of the short-lived Summit City/ Meadow Lake Mining Town founded by Henry Hartley. In 1866, Meadow Lake had 5,000 residents. Within just three years, there were less than 50 residents. Soon after, it was just Hartley, known as the hermit of Meadow Lake, who remained.

Our end-of-season awards and board election gala was held recently at the Alder Creek Cafe. Over 60 people attended the event, which included a barbecue, potluck and live music entertainment from the very talented Fresh Trax rock band.

Overall, it was a fabulous winter for skiing and social events. Our club members also enjoyed a few spring ski days at other resorts, including Alpine Meadows, Palisades Tahoe and Northstar. We are now planning various summer get-togethers, including kayaking, biking and barbecues!

• Signups for the President’s Cup are underway, with our first match play scheduled for July 11. Players are flighted with others of similar handicaps and, over several weeks, play a match against each player in their flight.

• Signups are also underway for our Invitational, themed “Christmas in July.” The event begins on July 23 with a party and skills completion, and the tournament takes place July 24-25. This event fills up, so be sure to register soon.

EQUESTRIAN CLUB

Visitors to the Equestrian Center often ask where the horses go after the boarding season. The Tahoe Donner herd spends the winter months at a ranch up north, where the horses frolic in a large pasture, eat to their hearts’ content, and enjoy each other’s company – it's their rest time! Boarded horses return to their home trails. Mountain horses and their people ride at home on hard-packed snow trails.

After the melt (what melt?), there is a waiting period when trails need to dry. At Tahoe Donner, the equestrian staff uses this period to prepare for the horses’ return. We've had quite enough of winter conditions this year and look forward to the summer season with all the trail users who “go slow and say hello!”

We’re also trekking to Lagomarsino Canyon, Nevada, where a large collection of ancient rock art resides. A social is planned for June 24 at the Alder Creek Adventure Center. If you enjoy dirt roads, mining history and negotiating washouts, come join us!

JUNIOR GOLF CLUB

Come join us for some junior golf! We meet at the practice green at 2PM every Thursday, followed by playing nine holes on the golf course. Our first play day is June 29, conditions and weather permitting. To participate, complete a TDJGC membership package, available in the Pro Shop. On play days, call the Pro Shop at (530) 587-9440, opt. 3, no later than the Wednesday before and ask to be placed on the tee sheet for Thursday.

While we are attempting to put some new practices in place, we can always use parent volunteers. Older kids play with other golfers of similar age and experience, and they all walk the course.

QUILT CLUB

June is finally here, and we look forward to welcoming back our talented quilting snowbirds. This summer, we plan to design and assemble a special quilt for “our” community. We will also continue to make small pillows for the Tahoe Forest Cancer Treatment Center, baby quilts for the Soroptimist Teen Closet and more. Stop by our summer barbecue to see some of our ongoing projects!

For the younger golfers, we have had parent volunteers drive golf carts to carry the kids’ clubs and ferry them from the green to the next tee area. Parent volunteers are responsible for ensuring the safety of the players only. The kids should play on their own without adult intervention. This year, we are planning to expand the program with more instruction and participation in the PGA Junior League.

However, we are eagerly looking forward to getting back to riding our local trails as soon as conditions allow!

The planning of our annual Poker Ride is already in the works, and we can't wait to see all our members in September for this third annual event!

ARE YOU READY FOR WILDFIRE?

As the summer approaches, many residents are already taking measures to address defensible space around their homes. However, one crucial aspect of wildfire preparation can often and easily be overlooked.

In the event of a wildfire emergency, it is critical that residents stay informed of the situation and have a plan in place to evacuate safely. Doing so ensures the safety of all family members and neighbors alike.

Nevada County provides important information that can help residents devise an emergency evacuation plan available on their website at ReadyNevadaCounty.org or via the Ready, Set, Go! Handbook that can be conveniently stored with emergency supplies.

Read on for when and how to receive the handbook and other essential information necessary to remain prepared.

The snow is melting, temperatures are heating up and wildfire season is on its way. Although preparing for wildfire season is a year-round effort, planning and preparing for potential evacuations and smoke impacts this time of year is essential.

The Nevada County Ready, Set, Go! Handbook is your one-stop shop for wildfire readiness. The handbook helps residents create a strategy for wildfire readiness by providing information about how to prepare your home, create a personal evacuation plan, know where to go and more.

The 2023 version of the handbook will be mailed to all Nevada County residents and property owners in July. The Ready, Set, Go! Handbook is also a great resource for renters and visitors. Physical copies of the handbook will be available at:

Sign up for Emergency Alerts With CodeRED Know Your Evacuation Zone

Signing up for emergency alerts is one of the easiest ways to prepare for wildfire season. The Town of Truckee no longer uses Nixle. Make sure you are registered with CodeRED to receive emergency alerts.

CodeRED is an opt-in system that notifies residents of an emergency. Alerts can be received by text, email, landline, cell phone and TTY.

You can register for CodeRED using any Nevada County address. You don’t have to own your home or live in Nevada County full-time to use CodeRED.

Register online at ReadyNevadaCounty.org or by phone by dialing 211 or calling (833) 342-5211.

It is also important that you know your evacuation zone. If an evacuation is necessary, the CodeRED alert will contain information about which zone is required to evacuate. Nevada County and the Town of Truckee use pre-designated evacuation zones. To determine yours, go to community.zonehaven.com, enter your address into the search bar, and find your zone in the pop-up window. Save your zone information in a meaningful place and ensure all family members are aware of your evacuation zone.

You can download an evacuation zone map from the web at ReadyNevadaCounty.org, which you can save with your go-bag or share with others who use your residence, such as renters or vacationers. An evacuation map with evacuation zones can also be found on page 35.

Everyone can prepare for wildfire season. It is crucial that you and your family are ready in case of an emergency. Here are four easy things everyone can do to prepare for wildfire:

WHAT IS THE GIVING FUND?

Founded in 2014, the Tahoe Donner Giving Fund is the engine for members’ philanthropy. The Giving Fund Committee raises more than $100,000 annually through summer and winter fundraising campaigns, and events such as Giving Tuesday and the Winter Speaker Series. Funds raised support nonprofit grants and student scholarships. In addition, an anonymous Tahoe Donner homeowner generously donates $200,000 annually for IMPACT scholarships.

The Tahoe Donner Giving Fund Committee is chartered by the Tahoe Donner Board of Directors, and the Tahoe Donner Giving Fund is an affiliate fund of the Tahoe Truckee Community Foundation, a 501(c)(3) nonprofit organization, tax #68-0416404. All contributions are voluntary and are tax-deductible as allowed by law.

45-DAY NOTICE: ARCHITECTURAL STANDARDS FEE SCHEDULE CHANGES

Pursuant to Tahoe Donner Covenants and Restrictions Article V Environmental and Architectural Regulation, modifications to the architectural standards fees and fines must go out for 45-day member notification prior to the board of director consideration and approval.

Changes to the Architectural Standards Fee Schedule will be considered for action by the Board of Directors. The Board of Directors is expected to take action to adopt the proposed fee schedule changes, as they are presented here or with some modification, at its July 2023 meeting. The meeting date is still to be determined and will be noticed. The board welcomes any input you may wish to offer regarding the proposed changes.

BACKGROUND

Over the last seven years, the association has worked diligently through staff, committee, and task force work focusing on continuous improvement with the goal of maintaining a minimum aesthetic standard that is harmonious with the diverse and mature association while achieving operational efficiencies and member service goals. Improvements include,

• Technological advances for permit submittals and member communication

• Downgrading project types from major to minor project reviews, and submittal requirements.

• Reducing permit application submittalto-approval time through the above downgrade of project types.

• Delegation of authority to staff level for minor projects without neighbor notification and maintenance projects.

The Tahoe Donner Covenants and Restrictions require any improvement of a lot to be reviewed and approved by the association. This includes such items as irrigation and landscaping, changes to the exterior of structures, and adding any kind of structures, from sheds and play structures, to additions and new homes.

The Association is allowed to charge fees related to the cost of inspection/plan processing and deposits of improvements to lots in Tahoe Donner. (C&R Article V section 5(e)) These fees are found in the Architectural Standards Fee Schedule which is reviewed on an annual basis by the Architectural Standards Committee and staff as part of their regular business and the annual budget cycle.

From time to time, recommendations to change the fee schedule are made due to changes in business dynamics, and efficiencies gained decreasing staff time and improving member experience. Similarly, recommendations for changes are made due to economic impacts such as inflationary factors hitting direct costs to the operation including minimum wage increases year-to-year, gasoline prices, cost of technology and mail, etc. No changes to the fee schedule have been made since 2020, which included a reduction rather than an increase to some of the fees. In this case, this was due to gained efficiencies through technology.

ADMINISTRATIVE PROJECT FEES

Project administrative fees have not increased since 2019. The proposed changes to major and minor project fees are directly related to inflationary impacts on labor and operating supplies costs. The proposed changes include a reintroduction of a small maintenance project fee for staff time to review and process low-level exterior changes on homes such as A/C and generator installations, animal garbage can enclosures, and roof material changes. Like-for-like changes to the exterior – for instance, window replacement or painting where there is no color change – do not require permits with Tahoe Donner.

MISCELLANEOUS OTHER FEES

An Additional Plan Check fee is proposed for any plan checks needed after a design submittal’s initial submittal packet. Additional plan checks require staff time to review changes to the plans and process

for committee review and approval. The fee addresses the direct cost associated with this staff time.

At times, the association is made aware that a member has completed an improvement project without a permit. In this case, members are required to submit for approval after the fact and often require extensive review due to the scope of improvements. The proposed change to the No Permit fee brings it in line with other HOA and public agency treatment of improvements made without a permit. Finally, the proposed fee changes include eliminating plan printing fees by eliminating the costly printer owned by the association. The association started to move to digital plan review starting in 2018 and went completely digital for all activities during the pandemic. There is minimal to no impact on owners eliminating the plan printing service as due to digitization and available printing services at multiple business supplies stores in Truckee.

Purpose and effect of the proposed changes to the Architectural Standards Fee Schedule:

• Increasing the administration fees for project fees is proposed to further offset increasing administrative costs like wages, insurance, and operating supplies. The effect on members is a modest increase in project fees.

• Address the direct cost relating to staff review and processing additional plan checks beyond the initially submitted plan packet. The effect on members is a new fee for any plan review after the initial review is included in the administrative fee.

• Align no permit fees with other HOAs and agencies. The member effect is increasing the no permit fee by double the standard fee.

• Eliminating unnecessary plan printing fees and decreasing association capital and operating costs. There is little to no member impact.

RESERVATIONS REQUIRED FOR CHIPPING SERVICE BEGINNING JUNE 1

In an effort to make pickup route planning more efficient and to align with the Truckee Fire Protection District’s process, Tahoe Donner will now require reservations for chipping piles to be removed June 1 through Oct. 1, 2023. All requests must be made through FireAside’s Chipper Day portal, which can be found by visiting tahoedonner.com/chipping-program. A button to the Chipper Day portal is also included in resident inspection reports. Although the Forestry Department will prioritize debris piles located in zones within the 2023 Inspection Cycle, efforts will be made to address all requests as quickly as possible. You will be notified once your pile has been removed. You will also be notified if your pile has been deemed ineligible for pickup. TROUT CREEK TRAIL TO REOPEN FOR SUMMER

A continuation of work done last fall, the Truckee Donner Public Utility District (TDPUD) will resume work on the Pioneer Trail Pipeline and Pump Station, which will require the temporary closure of the Trout Creek Trail. However, to be mindful of the community’s use of the trail and have the least impact during peak periods, the trail will close from approximately May 30-June 30, then reopen for the July 4 weekend and remain open through Labor Day. It will then close again until work is completed in the fall.

This project will improve TDPUD’s capacity and resiliency in providing potable water and fire hydrant flow into Tahoe Donner. Four fire hydrants will also be added to the Trout Creek Trail area.

5TH ANNUAL IAN CASEY GOLF CLASSIC + DINNER RETURNS TO THE TAHOE DONNER GOLF COURSE

• The candidates, Stephen Mahoney and Courtney Murrell, recused themselves from this discussion item.

• The Board elected Stephen Mahoney and Courtney Murrell by acclamation to the 2023 Board of Directors. Motion passed 3-0 (Mahoney and Murrell recused).

Architectural Standards Fee Schedule

The Board approved publishing the 45-day member notification of proposed changes to the Architectural Standards Fee Schedule. Motion passed 5-0.

Building Replacement Reserve Fund Update

The Board was updated on a potential Building Replacement Fund policy and voted on next steps:

1. Does the Board support using the insured replacement value as a starting point? 4-1 (Director Roth – No).

2. $350 of existing $867 Annual Assessment to Replacement Reserve Fund – Should the Board allow for flexibility for those two items? 5-0.

3. Does the Board support the current Building Replacement Schedule? 4-1 (Director Roth – No).

Third Permit Extension Request

• The Board considered a property owner’s request for a third extension on a new house/garage construction permit.

• The Board approved the third extension on the construction permit for Unit 03, Lot 491 with an expiration date of Nov. 29, 2023, and a $1,000 extension fee. Motion passed 4-0 (Murrell absent).
