MESSAGE FROM THE
GENERAL MANAGER With almost 400 inches of snowfall this winter, we are well positioned for some great spring skiing, tubing, and outdoor fun for the season ahead. However, you might consider removing snow from areas of your home that may cause structural and safety issues, particularly if we see more heavy moisture content in forthcoming spring snowstorms. Starting on page 14 in this month’s magazine, you’ll see the tremendous winter and dining activities for your enjoyment here in Tahoe Donner. We are also launching our summer program sales March 5 (page 8) for kids camps, equestrian and aquatics programs, and many more exciting recreation opportunities. Our community defensible space and fire safety programs are always at the forefront of our minds. This summer is no different. The Truckee Fire Protection District adopted a new ordinance for additional defensible space requirements. They are also expected to implement fire restrictions for the entire community that may include no outdoor wood or charcoal fires. To accompany these town-wide programs, the association is exploring expanding the homeowner defensible space program requiring all private property lots in
Tahoe Donner to be 100% compliant every year with our cyclical inspection program, reinforcing compliance with the community safety measures. To help with this program, the association is purchasing an additional industrial chipper and truck and budgeted for additional staffing, bringing us to three chipping crews this summer to help expedite the removal of defensible space brush piles placed on the street for disposal. Our overall homeowner defensible space program has been in place for over 10 years now and has made a significant impact on our communities’ fire safety preparedness. Thank you for your hard work and diligence! On page 4, you’ll find a great overview article on our Home Owner Association (HOA) Replacement Reserve Fund and how we continue to strive to maintain our amenities and all assets of the association, meeting and exceeding the expectations of our members and their guests. Overall, our capital funds (Replacement Reserve, Development, New Equipment) are all 100% funded by the members annual assessment to both maintain, replace, and improve our amenity and support infrastructure of the association. Your board of directors has recently approved moving forward with the general

Final consideration for approval and contract award for these additional snowmaking systems will be conducted by the board this year once the capital investment costs and return on investment are fully developed. By adding man-made snow insurance to these winter amenities, we also protect an important source of revenue for the association so that it does not require additional funding by the annual assessment. For Budget 2019, the total annual operating fund revenue required is $19,911,000, with 71% of this requirement ($14,215,000) generated by user fees, and only 29% ($5,696,000) generated by the operating portion of your annual assessment ($880 per property of the $1,965 total annual assessment). Offering programs and services which members desire - open to both members, member guests and public - has proved to me this is an important core component of the association’s fiscal fundamentals that allows members to continue to enjoy a very low annual assessment while also providing for a wide variety of activities, programs and services. The 10-year compounded annual growth rate (CAGR) of the operating portion of the

annual assessment has been a modest 2.4% with this approach, in addition to responsible fiscal and amenity management, plus good snowpack during our peak season periods. The capital funds portion of the assessment has a 7.4% 10-year CAGR, which reflects the needs of an ever aging association infrastructure of over $76 million in gross fixed assets (capital assets), which has an annual deprecation of $3.3 million. Membership feedback is critical to our success and I’ve challenged my entire team, and now here our members, to obtain/ provide feedback from at least 10% of our visitation volume to provide measurable feedback. Yes, this is an audacious goal! And we’ve been achieving or exceeding this expectation now for the past two months! Our main platform for this feedback is via the Likemoji mobile application and kiosk at each amenity. Of course, we are also reviewing your feedback via email, on social media and in a variety of other ways like traditional surveys. I’m very proud of our Tahoe Donner management team and their continued work to serve our members, even in our extended weather impact season. The safety and enjoyment of you, your family and friends is a top priority for the Tahoe Donner Association. The association works to ensure that when you arrive at your home, whether it’s at the end of a long day or the end of a long drive, you can always expect to find all common spaces attractive and well-maintained. Tahoe Donner exists within a harsh mountain environment. Because Tahoe Donner’s governing documents specify that the association cannot take on debt, the Replacement Reserve Fund (RRF) is used to provide the financial resources needed for the repair, restoration, replacement or maintenance of major common area components of the association. In other words, the RRF supports the Tahoe Donner vision of providing “attractive and well-maintained” facilities. Recent studies indicate that the projected reserve account balances will be sufficient to meet the association’s obligations for component repair or replacement for the next 30 years. This is based on the existing funding plan, which requires a minimum of 4% annual increase to the fund until the balance achieves a percent funded level minimum of 25% and until the fund balance is equal to or exceeds 10% of Net Replacement Reserve Assets as defined in Policy Resolution 2013-3.

DETERS SPECIAL ASSESSMENTS When unanticipated repairs are needed within the Tahoe Donner common areas, they are funded by the RRF. This drastically reduces the possibility of homeowners having to provide additional assessment contributions.
LOW RIS K FO R H O M E L E N D E R S The RRF makes it easy for lenders to approve home loans. The fund instills confidence in lenders that when issues arise, they will be taken care of with no other requirements on your part.
S AFETY A ND E NJ OYM E NT The RRF is specifically used to repair, restore, replace or maintain major common area components of the association. Each improvement is scheduled with your safety and enjoyment in mind.
2019 BUDGETED RRF EXPENDITURES Over 2,000 individual items are tracked in the current Replacement Reserve Fund plan. The 2019 RRF schedule is forecasted at $5.1 million and may include the following projects, subject to project approval by the board of directors. TROUT CREEK RECREATION CENTER Includes major building remodel, parking lot asphalt sealing, pool deck furniture replacement, and pool and spa machinery related component replacements.
INFORMATION TECHNOLOGY Includes replacement of hardware and software, fiber optic and software leases, VoIP hardware and miscellaneous network and other equipment.
GOLF COURSE Includes specific course restoration, maintenance mowers and other equipment replacements, course irrigation items and pathway asphalt repairs.
FORESTRY Includes chip truck and gate replacements, plantation mastication and storm damage defensible space repairs.
TRAILS Trail restorations and repairs throughout the trail system including repairs and a new bridge for the Nature Trail Loop.
MAINTENANCE Includes fuel tanks, boat/RV storage lot asphalt repairs, mailbox repairs, flooring replacements and software replacements.

Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Whether on horseback, in the pool, at the beach or out exploring, campers will grow and thrive through diverse outdoor experiences that are challenging and educational. Many of our camps and programs sell out each year, so register early to reserve a spot and ensure that your child’s summer is one that they’ll never forget.

Riders ages 8-14 are invited to saddle up for a week of half-day riding camp at Tahoe Donner Equestrian Center. Each student will have his or her own horse for the week, and will learn the fundamentals of horsemanship, safety and riding skills in preparation for a horse show each Friday. Every Friday, participants ages six and older, who can demonstrate good swimming skills, will be introduced to a variety of water-oriented activities such as swimming challenges, windsurfing, stand up paddleboard, sailing, kayaking and more. TD 4 WHEELERS CLUB
SENIOR ALPINE SKI CLUB
The TD 4 Wheel Drive Club Board of Directors held a marathon board meeting in January to review websites of other 4x4 organizations across the country. We compared programs to determine whether there are any best practices we should be implementing. It is good to self-reflect periodically, and what better time to do it than in the middle of winter! Club President Bill Ratcliff, once again, did a great job of herding us along and honing the club vision. Club members Steve and Jeanette Humphreys attended and shared their ideas – all members are welcome and encouraged to attend Board Meetings. The TD4WD Club focus is on respectfully and safely exploring the beautiful Tahoe/Truckee region and beyond and giving back where we can, and of course, having
The TD Senior Alpine Ski Club had a fantastic trip to Mammoth Mountain January 22-25. Each day was marked by great snow and sunny conditions. Twenty-eight members carpooled from Truckee to Mammoth and we all stayed at Juniper Springs Resort located next to Eagle Lodge. We also had 15 members travel to Steamboat Springs in Colorado for an 8-day trip. The snow was awesome everywhere we went.

On March 16, conditions permitting, we’re checking out the Omega Hydraulic gold mining site off Highway 20. At the Highway 20 scenic overlook you can see the scars of the hydraulic mining operations at Omega - but wouldn’t you rather see it up close and on a trail run with TD4WD Club?
In March we have plans to carpool to Heavenly for a 3-day ski trip that includes side excursions to Kirkwood. We will be staying at MontBleu Resort Casino & Spa. We have a race clinic scheduled for March 20 at the Tahoe Donner Downhill Ski Resort. On March 21 we have a race day at the Downhill Ski Resort for all those from the clinic or anyone else that wants to participate in a friendly low-pressure race. These are always fun days for everyone! The evening of March 21 we will have our season-end awards dinner at The Lodge Restaurant & Pub. We continue to have our local ski days twice a week. WOMEN'S 9-HOLERS GOLF CLUB It may not look like it right now, but golf season is coming! Those of us who are not off on “golf travel” are busy with winter sports and pursuits. We are taking in the great skiing, staying flexible with yoga, and scoping out the golf course on our snowshoes. To keep in touch this winter, we are also enjoying local social events, such as our January and February luncheons.

TOWN OF TRUCKEE SNOW REMOVAL + TRASH February 2019 broke the record for most snow received. These months will not be forgotten as we all tell stories about the challenges we faced, the height of the sides of our driveways, and how infrequently we saw the sun.
Snow removal and storage are two of the many challenges faced. All snow removal providers work countless hours. The Town of Truckee has over 164 miles of roads to maintain; 68 of those miles are in Tahoe Donner with Skislope and Glacier Way being the highest elevation streets at 7,200 feet. High elevation areas subject to high winds The town’s public works department has 11 snow plow and four sanding routes managed by 11 full-time staff and 18 seasonal operators. For the curious minds, the town provides real-time snow plow activities tracking through https://www.511portal.com/truckee. During the winter season, road crews work 24/7 to accommodate the snow removal needs of our community. For any emergency please call 911. However, for your convenience, the Operations Center at the Department of Public Works is manned and monitored during storm events. If you have questions or concerns, the Town Public Works staff can be reached at (530) 582-7707.
REMINDERS Winter Parking Ban The Town has enacted a winter parking ban effective from November 1 – April 30 of each year which prohibits parking in or on town roads and rights of way. Violators can be towed or ticketed. The purpose of this winter parking ban is to allow unobstructed operation of snow removal and ice control equipment throughout the season. Trash Service + Snow Removal Keep all trash cans (recycling and solid waste) behind Town of Truckee snow poles. If you do not have an Animal Resistant Garbage Can Enclosure, placing your can outside the snow poles can create delay and reduce snow removal activities as they will be in the way. You run the risk of having a trash spill and receiving a violation with Tahoe Donner and a trash spill clean-up charge on your bill. BEST PLACE FOR OUR FURRY FRIENDS Fido fans need to save the date for Tahoe Donner’s I-Did-A-Run Humane Society Benefit Event on Sunday, March 10. Dogs in four different weight categories race head-to-head in this entertaining timed dog pull (or maybe they’ll just turn around in circles). You’ll have to show up to find out! Free for spectators. $20 for dog racers. Proceeds benefit the Humane Society of Truckee-Tahoe. Registration begins at 12PM. Race begins at 1PM.
BEST PLACE FOR YOGA After a long and active winter, your muscles need a break. Stretch out, re-align and relax in one of the diverse Yoga classes offered at Trout Creek Recreation Center. Try a Healing Yoga class for a little extra TLC, a Vinyasa or FSI class (Yoga for structural integrity) to invigorate your mind, body and spirit, and for ultimate relaxation check out Yin. SHORT-TERM RENTAL (STR)
REGISTRATION REQUIRED REGISTRATION ENFORCEMENT BEGINS MARCH 1 Existing STRs must be registered by March 1 to avoid fines. New STRs must be registered within 30 days of starting an STR program.
Short-term rental rules were adopted by the board of directors October 27, 2018 with the effective date of January 1, 2019 to preserve and protect the quiet residential nature of the Tahoe Donner community. They also address issues related to short-term rentals including parking and over-crowding of homes. All Tahoe Donner short-term rental homes must register with the association. Short-term rentals (STRs) are defined as residential properties that are offered for rent or lease for less than 31 continuous nights.

8 TIPS TO KEEP TAHOE DONNER PEACEFUL By ANNIE ROSENFELD, Tahoe Donner Director of Risk and Real Property We all enjoy the active lifestyle, natural surroundings and relaxed pace that makes our mountain community great. To help preserve the quality of Tahoe Donner, here are some helpful reminders that homeowners—as well as their guests and vacation renters—should keep in mind. 1 Tahoe Donner is quiet and family-oriented. Be mindful of this and respectful of neighbors. 2 Respect the privacy and property of others. Park only in your designated parking area. 3 The speed limit on most streets is 25 MPH, which is enforced by the Truckee Police Department. Slow down and watch for children and wildlife. 4 Our community is home to deer, bear, coyote, beaver and other wildlife. Be respectful of their habitat. 5 All trash must be placed in a secure bear-proof container. Remove any food from your vehicle. 6 Weather can change rapidly. Check the forecast and be prepared for snow and thunderstorms. 7 All guests/renters must have a guest card to access any Tahoe Donner private amenity. Limit of four guests per card; guest fee applies. 8 Pick up after your pet and throw waste bags in appropriate waste receptacles.

2019 BOARD OF DIRECTORS ELECTION INFORMATION + KEY DATES TWO POSITIONS OPEN
Tahoe Donner’s board of directors is the governing body of the association and ultimately responsible for the direction and oversight of the affairs of the organization, including setting the annual assessment, approving capital projects, setting fine and fees and more. The board is made up of unpaid volunteers from a variety of backgrounds and is elected by the membership to act as representatives for the property owners of Tahoe Donner. Two positions are open for the 2019 board of director election. If you have the skills and qualifications to become a member of our board, please consider running for an elected seat. Applications will be available beginning March 29.

The Elections Committee verifies the eligibility of candidates. Candidates who are deemed eligible are informed and invited to submit a candidate’s statement, attend the Candidate’s Information Forum, record a 60-second video, have an official candidate photograph taken and participate in three Elections Committee sponsored events intended to allow members to interact with candidates and inform their voting decisions. The Elections Committee conducts a blind drawing of candidate names which will determine placement of the candidate names on the elections ballot, candidate statements in the election packet, all communications, and the order for asking questions at events. If there are only two eligible candidates for the two available seats, the board of directors declares that those candidates are elected, and the director election is concluded.

program of the Sierra Watershed Education Partnership, connects teachers and students to their local watershed. The mission is to provide conservation-oriented environmental education that teaches students about science, art, water quality monitoring and life-cycles in aquatic ecosystems, all while promoting stewardship.

Founded 27 years ago, it has grown from 5,000 annual visitors to 30,000 annual visitors - literally filling its 3,000 square foot space to capacity. “We cannot meet the demand of our growing audience, and our current tent is reaching the end of its life,” said Board Chair Emily Dubansky.
Local students are enthusiastic to begin monitoring and caring for Lahontan Cutthroat Trout this spring as they raise them from egg to fry, and eventually release them into an approved nearby stream. In that Lahontan Cutthroat are our region’s only native trout species, it is vitally important that teachers and students be knowledgeable advocates for this threatened group. Sierra Watershed Education Partnership is very appreciative for the Tahoe Donner Giving Fund grant that allows us to bring this science project into our schools.
GIVING FUND
Tahoe Donner Giving Fund’s grant will allow KidZone to create a business plan to launch a 2019 Capital Campaign. This plan will detail renderings of an expanded museum encompassing a science center and teen programming. The proposed museum will be 10,000 square feet and aims to serve 50,000 annual visitors.
THE TAHOE INSTITUTE FOR NATURAL SCIENCE (TINS) is a membersupported nonprofit organization seeking to advance the natural history, conservation, and ecosystem knowledge of the Tahoe region through science, education, and outreach. TINS is extremely grateful to receive a grant from the Tahoe Donner Giving Fund that will be used to support their core programs. Through applied field research, TINS works to help land managers answer questions that inform their management decisions. Our education programs fulfill many needs faced by a community that is dedicated to investing in its future. We do this by providing materials and instruction that invites students to become engaged in their immediate natural surroundings. Through outreach and citizen science, we seek to engage the public and bring this education to the rest of the community. Chili
From Pizza on the Hill to Your Kitchen By CHEF GALEN BOLAND
Nothing says comfort food like a hearty bowl of pork chili. This delicious recipe is on the menu every Thursday night at Pizza on the Hill, where pork is the star. Pork + Pints pays tribute to one of the most flavorful and flexible ingredients around with a menu that boasts pork nachos, street tacos, sandos, mac ‘n’ cheese, pizza, chili and more. Chase it all down with $3 beer specials on Thursday nights from 5-8:30PM. Enjoy our pork chili in the comfort of your home with this simple recipe, using many ingredients that you might already have stocked in your pantry. Serves 6-8.

INGREDIENTS 2 tbsp. olive oil 1 tsp. cayenne 1 tsp. cumin 1 tbsp. chili powder 1 bay leaf 2 small diced red bell peppers 2 small diced yellow onions 1/2 cup minced garlic 1 small can chipotle peppers in adobo sauce
METHOD 1/2 cup diced tomatoes 1 12oz. bottle of Sierra Nevada Pale Ale 2 cans drained black beans 2 cans drained kidney beans 2 cans pinto beans do not drain ½ gal. water 1 pound pulled pork Salt and pepper to taste
Heat oil in a stock pot or large saucepan over medium-high heat. Add onions and bell peppers and cook until onions are translucent. Add garlic and cook until aromatic. Add pinto, black and kidney beans. Add can of chipotle peppers. Cook together with the aromatic veggies. Add diced tomatoes, cayenne, cumin, chili powder, and bay leaf. Add beer and
water. Stir to combine. Fold in pulled pork. Bring to a boil, then simmer for 20 minutes to allow flavors to come together. Add salt and pepper to taste. Enjoy!
TO SERVE Ladle into bowls and serve with your favorite chili garnishes. Some ideas: sour cream, chopped red onion, grated cheese, jalapeños, cilantro, tortilla chips.

Carbon monoxide (CO) is an invisible, odorless gas that is produced by burning wood, charcoal, natural gas, gasoline, propane, oil, methane and other common fuels. In the home, heating and cooking equipment that burn fuel can be sources of CO. • CO alarms should be installed in a central location outside each sleeping area and on every level of the home and in other locations where required by applicable laws, codes or standards. For the best protection, interconnect all CO alarms throughout the home. When one sounds, they all sound. • Follow the manufacturer’s instructions for placement and mounting height. • Choose a CO alarm that has the label of a recognized testing laboratory. • Call your local fire department’s non-emergency number to find out what number to call if the CO alarm sounds. • Test CO alarms at least once a month; replace them according to the manufacturer’s instructions. • If the audible trouble signal sounds, check for low batteries. If the battery is low, replace it. If it still sounds, call the fire department. • If the CO alarm sounds, immediately move to a fresh air location outdoors or by an open window or door. Make sure everyone inside the home is accounted for. Call for help from a fresh air location and stay there until emergency personnel arrive. • If you need to warm a vehicle, remove it from the garage immediately after starting it. Do not run a vehicle or other fueled engine or motor indoors, even if garage doors are open. Make sure the exhaust pipe of a running vehicle is not covered with snow. • During and after a snowstorm, make sure vents for the dryer, furnace, stove and fireplace are clear of snow build-up. • A generator should be used in a well-ventilated location outdoors away from windows, doors and vent openings. • Gas or charcoal grills can produce CO — only use outside. Carbon monoxide alarms are not substitutes for smoke alarms. Know the difference between the sound of a smoke alarm and the sound of a CO alarm. Wearing his distinctive smile, he’s always ready to greet TDXC visitors warmly. He also anonymously provides donuts and hot chocolate to staff and members every time he’s at the XC Center, which everyone appreciates!

REMINDER: ACCESS TO LAND WITHIN SKI AREA BOUNDARIES DURING WINTER Ski patrol have been catching people trying to access the ski areas without a pass, skiing after hours and ignoring trail closures and entering closed avalanche terrain. Please remember that during the months that the ski areas are in operation: • A trail pass or season pass is required for access to any area within the ski area boundaries. • Access is only allowed during the ski area operational hours. • It is ILLEGAL to access any CLOSED AREA. (Cal. Penal Code 602.(r); NRS 455.100(8)) • Closures are in place for your safety and the safety of employees. Management and ski patrol have the authority to enforce all facility and area rules and regulations. Corrective action can include but is not limited to:
