As a reminder, summer camp registration begins the first week of March; two months earlier than last year. In addition to the traditional camps we offer, there are a number of new camp programs being implemented, and traditional programs continue to improve each year. If your children or grandchildren have not participated before, please consider these excellent programs. Spending a week in camp is one of the highlights of our two granddaughters’ summer. Please sign up early, as these camps usually sell out quickly. We are continuing to move forward on the 2030 General Plan, in particular as it relates to the construction of the new Cross Country Ski Center. Plans for this project were briefed to the board at the January 26th meeting. More information is provided on the project, slated for 2014, on page 18. As the project continues to develop, additional information will be forthcoming, and the board will be scheduling numerous town hall meetings to obtain homeowner feedback for this exciting new center. You may not be aware that our Cross Country Ski Center is truly a world-class operation and one of the most utilized amenities in Tahoe Donner. With well over 100 kilometers of expertly aligned and groomed trails, numerous track systems, and a variety of breathtaking vistas, it is rated as one of the top five centers in the United States. This year the Australian Junior Cross Country team trained at Tahoe Donner for the month of January. Additionally, we will be one of the main hosts of the U.S. Ski and Snowboard Association 2013 SuperTour Finals and National Distance Championships, scheduled for April 4 through April 11. Of critical importance this spring is the Tahoe Donner board of directors election. Two of the five seats on your board of directors are up for election, and the membership of Tahoe Donner is looking for qualified individuals to help guide the association’s future. The board is the governing body of the association and, except for those matters reserved for action by the members, makes the decisions about how it operates and what its future will hold. Given the size of its membership and the value of its assets, serving on the board of an entity such as Tahoe Donner is surely a way to make a real difference. Obviously management, financial, leadership and operational experience are valuable, but the main qualifying criteria is a desire to maintain Tahoe Donner as a first-class recreational community. Application forms for the 2013 board of directors election will be available April 1 at the Member Services office and the deadline for submitting completed applications is May 1 at 4 p.m. All members in good standing who are current on their assessment, whose membership privileges have not been suspended or who do not have a conflict of interest are eligible. Second homeowners are encouraged to run for the board, as they make up 75 percent of homeownership and their opinion needs solid representation. Skiing throughout the area is still great. If you are over 55 and are not a member, consider joining the Tahoe Donner Senior Alpine Ski Club. The club skis all the areas in the Tahoe basin and is even visiting Heavenly and Kirkwood this season. Think snow – at least until April.

Welcome to the 2012-2013 United States Ski and Snowboard Association’s (USSA) SuperTour and National Distance Championships at Tahoe Donner Cross Country Ski Area! This year Tahoe Donner has partnered with the Far West Nordic Ski Education Association, which is a division of USSA, to help host this prestigious international event drawing Nordic athletes from across the North America and Europe. Far West Nordic Ski Education Association is a 501(c)(3) nonprofit organization whose mission is to promote the sport of cross country skiing and facilitate competitive races for Juniors (under age 20), Seniors (ages 20 to 29) and Masters (age 30 and up). SuperTour events in the Tahoe region are scheduled for the first week of April and offer a variety of venues, races, and activities for all to either participate in or watch as some amazing athletes race here this spring. Look for more details on our website, the Far West Nordic website, and in our weekly news emails. Helping host the 2013 SuperTour event is a great example of the commitment our board of directors and this community has in building a vibrant and active recreational community for our membership, guests, and public alike. Tahoe Donner is a 501(c)(4) California Corporation focused on providing recreational facilities and architectural standards for our community; events like the SuperTour make a significant contribution to the local economy, while giving notoriety of our expansive Nordic trail system, and financial viability of our homeowner association business model. Tahoe Donner is not your typical homeowners association, nor should it be confused with other private clubs or tax-based funding mechanisms. Our mutual benefit association business model is focused on providing a vast array of recreational facilities in keeping with our 501(c)(4) status. These services are provided for from our 2013 budget of $18.7 million, with an individual property annual assessment of $1,505 contributing $9.7 million or 52 percent of the annual budget. Twenty-eight percent of this budget is comprised of annual assessment operating funds, with 24 percent from annual assessment capital funds, and the remaining 48 percent of the budget

generated through non-assessed operating revenue. The capital fund expenditures and portion of the assessment is a direct reflection on the age of the community, replacement schedule of aging equipment components (replacement reserve) along with the replacement of outdated or undersized facilities (development fund). The operating portion of the annual assessment is directly influenced by amenity operations and the successful generation of non-assessed revenue ahead of expenses. While we have seen continued strong membership utilization of most all of our amenities, we have also been fortunate to have enough excess capacity in our public amenities to invite the public to share in our Tahoe Donner programs and services to significantly augment our revenue and keep our operating assessment low to benefit the members and uphold our 501(c)(4) status. In this issue you will find a discussion of the long term plans to replace our existing ill-configured Cross Country facility—it’s actually an old equestrian barn—with a new facility to better complement our nationally recognized Nordic programs and trail system. A draft elevation is included along with a request for membership feedback from the board of directors, either written or in person at two town hall meetings in March. The tentative schedule for this new facility is to finalize the floor plan, design, and regulatory permitting this year and begin construction during the summer of 2014. Whether you are interested in helping with the SuperTour event, trails work, long term capital planning, or with our corporate governance on the board of directors; volunteer opportunities are abundant in Tahoe Donner. In my own spare time I serve as a board member with the Truckee Donner Chamber of Commerce, with a local economic development initiative called Truckee Tomorrow, and on an

As previously published, we have a new architectural standards inspections program. This program has begun and focuses on inspecting the exterior of homes when properties transfer ownership and on a long term unit-by-unit basis to help maintain the standards of the community. If you are considering selling your property please contact our architectural standards office for a complimentary exterior home inspection before listing your home. Lastly, summer program and camp registration is available now! This is the earliest we have ever had our programs online and ready for early registration. Excellent past member feedback has led us to open our summer program registration earlier to allow members to plan their summer activites and vacations. We also expect to publish our Summer Fun Guide a month earlier than last year to further allow members to plan their summer fun.

SEEKING CANDIDATES FOR TWO POSITIONS 2013 BOARD OF DIRECTORS ELECTION APPlICATION FORmS AvAIlAblE APRIl 1, 2013

Do you have leadership skills and management experience that will benefit the association? Are you interested in contributing to the success and vitality of Tahoe Donner? If so, consider running for election to one of the two open director positions.

What is the board of directors and What do board members do? Tahoe Donner Association is a self–directed common interest development governed by a five-member board of directors; each director is elected for a three-year term. The board governs the financial management and general operation of the association. The annual budget of the association, including revenue, expenses, annual assessments, and required reserve funds is in excess of $18.5 million per year. Operations include the physical management and maintenance of the association’s common areas, operation of the resort amenities, and enforcement of the land-use restrictions and architectural standards that both create and maintain the unique character of Tahoe Donner. Important ongoing business activities include management of the 2030 General Plan, fiscal monitoring of the association’s amenities, approval of the annual budget (operating and reserves), and utilization of open spaces.

What are the qualifications for serving on the board of directors? A candidate must be: 1) an owner of at least a 25 percent interest in a Tahoe Donner residential property, and 2) in good standing with the association with all assessments paid and not subject to any suspension of membership privileges. Owners are not eligible if a co-owner of their Tahoe Donner property is currently serving on the board, if they are employees of the association, or if they have held two consecutive terms of office on the board. There is NO requirement that owners be fulltime or part-time residents.

What is involved in running for the board? Candidates must submit their application before 4:00 p.m. on May 1, 2013; application forms will be available starting April 1, 2013 in the

Member Services Office at Northwoods Clubhouse or can be mailed upon request. After verification that the applicant meets qualifications, the candidate will submit a candidate’s statement, due by 4 p.m. on Thursday, May 9, 2013, that will be reproduced and included in the board election packet sent to property owners in late May. Finally, candidates are invited to participate in Candidates’ Night, Saturday, June 8, 2013, to directly present their ideas about serving on the board to property owners and answer owners’ questions.

hoW much time is required and What is expected? Serving on the board is an important responsibility and a challenging personal commitment that requires time. While there is no monetary compensation, board members are rewarded with the satisfaction that comes with meeting challenges, guiding policy and operations and contributing to a well-governed association. Regular board meetings are held once a month, normally on the fourth Saturday, and usually encompass a full day. A briefing packet for each meeting is prepared by staff and a significant amount of time is required to prepare for board meetings; that is, to review and research information in the packet, including meeting with staff, if appropriate. Occasional special meetings may be required to review items that cannot wait until monthly meetings. Each board member also serves as liaison to one or more of the standing committees serving the association and this involves attendance at regular committee meetings. The board has a fiduciary relationship to the members of the association that not only imposes obligations of trust and confidence in favor of the association, but also requires that directors act in good faith and in the best interest of the all members of the association. The fact that the association is a not-for-profit corporation, or that the members of the board are volunteers and unpaid, does not relieve them from the high levels of trust and responsibility that the fiduciary relationship requires.

SuPERTOuR PRESTIGIOUS OLYMPIC QUALIFYING NORDIC RACE COMES TO TRUCKEE

T

ahoe Donner Cross Country Ski Center proudly announces that it has been chosen to be one of the host venues for the United States Ski and Snowboard Association (USSA) SuperTour Finals, a Nordic Olympic qualifying cross country race series from Thursday, April 4 through Thursday, April 11. The United States Ski & Snowboard Association (USSA) SuperTour Finals and U.S. Distance Nationals are the premier cross country ski races in the United States. The event is held annually each spring and features over 200 of the most talented cross country skiers in the world. Among the featured elite athletes scheduled to make an appearance is Kikkan Randall of the U.S. Ski Team, currently ranked second on the FIS World Cup tour. “The SuperTour Finals are extremely prestigious. This is the most exciting race event to hit the local Nordic scene since the 1960 Olympics at Squaw Valley,” says Tahoe Donner Cross Country Ski Center manager Sally Jones. “I encourage everyone to come out to watch how fast and talented these professional and amateur athletes are,” Jones says, adding that the race course will be spectator-friendly and is easily accessible on skis or on snowshoes. Tahoe Donner Cross Country Ski Center will be the main venue for the Tahoe SuperTour Finals, hosting the 3.3k Freestyle Prologue on Thursday, April 4; the Classic 10- and 15-kilometer on Friday, April 5; the women’s Classic 15- and 30-kilometer on Wednesday, April 10 and the men’s Classic 20- and 50-kilometer on Thursday, April 11. Tahoe Donner Cross Country Ski Center will also host an array of

daily events including a welcome reception, athlete speaker series, live music, BBQs, and specialized clinics, such as the Fast and Female event, which gives local girls a unique opportunity to be inspired by world-class athletes from the U.S. Women’s Cross Country ski team (see sidebar below). Officials are actively seeking sponsors to help offset operational costs

Fast and Female: EmpowEriNg youNg womEN Through sporT On Tuesday, April 2, as part of the SuperTour festivities, Tahoe Donner Cross Country will host the Fast and Female event. Fast and Female is an international non-profit organization started in 2005 by Canadian Chandra Crawford, 2006 Olympic gold medalist in cross country skiing. The group’s mission is to support, motivate, inspire, and empower young girls to stick to sports and make healthy lifestyle choices. U.S. Nordic Ski Team members Kikkan Randall and Liz Stephen will be leading young women on a cross country ski adventure on the trails at Tahoe Donner. Girls ages 9 to 19 are invited to join some of the fastest women on the cross country competitive circuit for fun and inspiration. These athletes, who will be competing in the USSA

SuperTour Finals and National Distance Championships, have offered to volunteer their time to celebrate a common passion for sports and snow. Randall, the lead U.S. Ambassador for Fast and Female, is one of those athletes. Over the last decade, the Alaska native has methodically built a career as the best U.S. women’s cross country skier in history. With 17 U.S. titles, this elite athlete is looking forward to her fourth Winter Olympic Games in Sochi next winter. “I am really passionate about sharing the message of empowerment through sport,” says Randall of her involvement with Fast and Female. According to the Women’s Sport Foundation, by age 14, girls drop out of sports at two times the rate of boys. The foundation suggests that physical activity is an effective tool for reducing symptoms of stress and depression and increasing self-confidence among teenage girls. Fast and Female fulfills its mission by hosting fun-filled, noncompetitive events all across North America. These events aim to

expose young female athletes to inspiring female Olympians and elite level athletes. The Tahoe Donner Fast and Female event will take place April 2 at 1:30 p.m., and is open to females ages 9 through 19 who can classic ski or skate a beginner trail. The afternoon includes on-snow tours with Fast and Female ambassador athletes, motivational speeches, group activities, healthy snacks and souvenirs. For an additional fee, an evening BBQ will round out the day, giving participants, ambassadors, and parents the chance to mingle. Cost will be $25 and participants must pre-register at fastandfemale.com.

Our group consists of all ages and abilities. We play every Thursday morning (weather permitting) at 7:30 a.m. during the summer from May to October. Early season start times are dictated by the Tahoe Donner Pro Shop. Additionally, there will be four couples’ tournaments on select Monday afternoons. In August, we hold our annual club tournament, which ends with a banquet open to all club members. A

s any homeowner knows, saving up for a remodel over the last few years has been difficult at best. But at Tahoe Donner Association, fiscally prudent practices have allowed sufficient growth in the development fund, an account established for use in the improvement of or addition to existing facilities due to changing needs in the community. To this end, the board of directors recently gave the green light to begin detailed planning to build a new Cross Country Ski Center as outlined in the 2030 General Plan. This decision was in recognition that our operation has outgrown our current Cross Country Ski Center, and addresses an ongoing desire to update our facilities to meet customers’ needs as well as to support the future well-being of the association. “The new Cross Country Ski Center will provide an increased service level for our homeowners and guests by providing ample programs

and area for winter and summer operations alike,” said Miguel Sloane, director of operations for Tahoe Donner Association. The new facility will be developed on the same footprint as the existing building and will include increased parking capacity. The building itself will allow for a bigger rental operation, larger kitchen, expanded retail space, more seating both inside and out, a member’s locker room, and an additional multi-purpose room for educational purposes. Ideas for the project have been in the works for some time, according to Sloane. While initial conversations began years ago, planning began in earnest in 2011. In late 2012, after several architect presentations, the Tahoe Donner Association board of directors approved a local Truckee firm, Dale Cox Architects, to be the architect of record. Cox, who was also responsible for the design of the Tahoe Donner marina building and the original Trout Creek facility, said his team wanted to be involved with the Cross Country Ski Center project so

they could continue to contribute to the look and feel of the community and because it will be a significant building for Tahoe Donner. Forrest Huisman, director of capital projects for Tahoe Donner, Cox and other key players recently made time to answer a few questions about this exciting new project.

Q. whERE hAVE wE BEEN AND whAT’S NExT? A. Starting in January of 2010, Tahoe Donner management and the General Plan Committee, comprised of interested homeowners, Tahoe Donner staff, and no more than two board members, began holding town hall meetings in order to solicit feedback about future capital (continued on p. 20) tahoedonner.com |

The meetings continued through the spring of that year, and that input, as well as data from the 2009 demographic survey and direction from management was compiled into the 2030 General Plan for the association. Last July, Huisman sent out an RFP, or request for proposal, to begin the search for an architect based on a scope of work established by our board with input from the General Plan Committee and homeowners. Qualifications were received by local firms; each group presented their artistic vision based on budget, scale, and materiality. After site plans, floor plans, and interior and exterior perspectives from each group were reviewed, Dale Cox Architects was chosen to be the architect of record. Cox and his team began meeting with a board-approved steering committee to hear their input, desires and needs for the facility in order to develop schematics and floor plan layouts. Huisman says the team has gone through several versions and is close to finalizing a draft floor plan that meets operational needs. After collecting public input on the draft floor plan, the next step, according to Huisman, is to start pre-construction services with a general contractor. “This will be a good litmus test. With future construction costs defined, we’ll have a much better perspective on estimated costs for this new facility and will be able to make adjustments as necessary,” he said. Once the concept has been finalized by the board, the team will start meeting with the Town of Truckee and other agencies. Cox notes this process should take most of the summer.

Q. whY IS ThE CROSS COUNTRY SKI CENTER A PRIORITY? A. The current Cross Country Ski Center has operated at or above capacity during peak periods in recent years. While our terrain can absorb this higher capacity, our facility cannot. The new center will allow us to address customer service issues such as long lines, limited parking, and overcrowded seating areas. In addition, the project includes smart design concepts based on customer and staff feedback and will integrate usage for school teams, young children, and educational purposes. “Our cross country operation continues to be a popular and well-respected amenity not only in Tahoe, but also within the industry as a whole,” said Sally Jones, manager of Tahoe Donner Cross Country Ski Center. “We really

want to make sure what we’re designing is functional and has the right amount of space to accommodate current demand, but also gives us room to grow,” she said, adding that she has been meeting with the architects and the steering committee every other week.

costs will be covered by the development fund portion of the association’s budget. A percentage of every Tahoe Donner homeowner’s annual assessment is earmarked for capital projects, and this fund has now grown to a sufficient amount, allowing for the realization of this project. The cost of the new facility is estimated at approximately $5 million, until final construction costs are completed. Having funds to maintain existing infrastructure, make improvements to buildings and grounds, and build new facilities is a very important component of any homeowners association. For Tahoe Donner, this fund helps to keep our organization viable by preserving the safety and maintenance of our amenities

as well as the desirability and resale value of homes in our community.

Q. ARE ThERE ANY ENVIRONMENTAL SENSITIVITIES? A. The most sensitive component to the project, according to Huisman, is that construction will be constrained on most sides by wetland zones. “Working within those confines is not only a requirement from our local agencies, but it’s also the right thing to do,” Huisman said, adding that our architects and consultants are confident that we can proceed in ways that will not infringe on these adjacent wetlands.

Q. whEN wILL IT BE COMPLETED? A. The Cross Country Ski Center will open for the 2014-2015 ski season in the fall of 2014, but because of the time constraints of building the new lodge on the same site of the existing lodge, all areas won’t be fully operational until early 2015. “We looked at both options – either choosing a site adjacent to the existing facility, and then tearing down the old lodge when the project is complete, or building on the existing footprint,” Huisman explained. “We chose the (continued on p. 22)

BEhIND ThE SCENES wITh LEAD GROOMER JAY wILKS

I

t’s 11 p.m. and the alarm goes off. Jay Wilks, Tahoe Donner Downhill Ski Area’s lead groomer, pulls himself out of bed to begin the work day at 12:30 a.m. While most of us are at home, sound asleep and dreaming of fresh corduroy runs in the morning, Wilks gets ready for his shift grooming alpine trails with Tahoe Donner’s new Pisten Bully machine. It might seem odd to arrive to work at a ski area in the wee hours of the morning, but Wilks doesn’t miss the daytime activity at Tahoe Donner Downhill. He’d much prefer being there at night. During his shifts, Wilks is impressed by the new machine’s versatility, awed by beautiful sunrises, and entertained by wildlife. He sees rabbits scurrying past and coyotes’ eyes glowing from the darkness in the trees as they silently observe him driving up and down the trails. Depending on the weather, a typical groomer’s shift can span from 8 to 12 hours. If it has been snowing, drifts can build up to 15 feet or more on top of the mountain, and staff must dig out the grooming machines before they can climb in to begin working. In times like this, stormy conditions can be a big challenge when operating the machine. “Driving in snow storms can be dangerous and can cause vertigo,” says Wilks. “Learning the slope of the mountain is vital so the driver does not get off-course during white-out situations.” After big snowstorms, Tahoe Donner Downhill Ski Area’s groomers need to take special routes on the mountain and groom the trails driving down the slope, taking care that the machines do not get stuck. The machine Wilks works in is one of two new Pisten Bully grooming machines Tahoe Donner has added to its winter operation. These top-of-the-line machines have provided significant improvement to both the downhill ski area and the cross country ski center by enabling

staff to groom more trails in less time on a daily basis. Tahoe Donner Downhill Ski Area’s new Pisten Bully is a 400 Park model; this machine not only sets remarkable corduroy, but allows groomers to construct a state-of-the-art terrain park. Inside the cockpit, the machine is controlled by joystick levers, allowing the operator to work the tiller and blade simultaneously. Additionally, the snow cat is equipped with a powerful heating system, Bluetooth and stereo system. “The new snow cat is amazing,” says Wilks. “We have named it Ginger,” he adds, referring to the vehicle’s color. “It has great functionality and horsepower to help groom trails with quality and efficiency.” Wilks has been working for Tahoe Donner for four years, and now can pick up on clues as to what happened during the day. “When I arrive at work I can tell if it has been a very busy day on the mountain by the grooves of the guests’ ski and snowboard tracks into the lift line corrals,” says Wilks. Smoothing out those grooves to make the slopes ready for the next day’s guests is his passion. His commitment to Tahoe Donner doesn’t end with the ski season; in the summers, he works for Tahoe Donner’s forestry department. Tahoe Donner Downhill Ski Area’s groomers take great pride in their work—just one more reason Tahoe Donner is known as the best place to begin. he Architectural Standards Office continues to receive calls and complaints about dogs running loose. This is an issue that is addressed often, but perhaps it is appropriate to talk about the rules once again. The rules are very clear: “Dogs shall only be allowed within any portion of the common area when they are leashed and otherwise under the supervision and restraint of their owners or other person accompanying the dog.” Common area(s) means all real property owned by the association for the common use and enjoyment of the owners. So, if you are not on your property or on the street, you are either on someone else’s lot or on one of Tahoe Donner’s many common areas. The Town of Truckee Animal Control Department has also asked us to remind everyone of the rules regarding dogs on the streets. If dogs are on the streets they are required to be under the immediate control of the owner or caretaker. The best way to assure the safety of both you and your dog is to have your dog on a leash at all times. Your liability as a dog owner is a serious issue and should not be taken lightly. If your dog is off leash and attacks or bites another person or dog, you may be subject to a violation, as well as legal action. Being courteous to those around you by using a leash will help prevent any unpleasant situations. Additionally, if you rent your property, please be sure that your tenants are aware of all association rules. To report loose dogs, call the Town of Truckee Animal Control Department at (530) 582-7830.
