MESSAGE FROM THE BOARD PRESIDENT The transition to spring has begun, and we can’t help but think about all the fun Tahoe Donner offers in the warmer season. There is a lot happening within our community and we want you to be able to enjoy all of it.
TROUT CREEK Trout Creek has re-opened as one of the biggest fitness centers in North Lake Tahoe offering an extensive schedule of fitness programs, a new dedicated spin room with added classes, and more weight equipment in addition to the already amazing features like hot tubs, pools, personal training, massages and more. Thank you to all Tahoe Donner staff who worked tirelessly to continue to deliver great customer service to our members during construction. We are so grateful for our members’ patience throughout the project. Just a friendly reminder there will be minor ongoing construction as the finishing touches are being put in place, including the delayed opening of Kids Club because of the installation of safe, kid-friendly flooring.
FIRE CAMERA IN TAHOE DONNER Spearheaded by Director Jennifer Jennings, the Tahoe Donner Board of Directors approved funding, with a charitable contribution made to the Tahoe Prosperity Center in December 2019, for a new fire camera installation protecting the Tahoe Donner community. The 2007 Angora fire not only devastated families who lost their homes, but it also hurt Tahoe’s economy with an estimated cost of $160 million. The Alert Tahoe fire camera combines innovative technology with on-the-ground firefighting efforts to protect
Lake Tahoe’s communities. It is a system of network sensors designed to protect the Lake Tahoe Basin from catastrophic wildfires, earthquakes and other natural hazards. To date the Alert Tahoe network has helped firefighters stop 57 fires in the Lake Tahoe region from getting out of control. We anticipate a May-June 2020 installation and operational date. If the winter snows are light the installation could occur earlier. More information will be communicated in the coming months.
GOLF SEASON The golf course greens are growing and on track for the 2020 golf course repair and greens replacement project. As a reminder, our course will be closed completely during the repair. To keep our members golfing, Tahoe Donner has partnered with Gray’s Crossing, Old Greenwood, Nakoma, Coyote Moon and Resort at Squaw Creek to offer discounts on season passes and greens fees. SKI LODGE REPLACEMENT Due to the unique architecture of the current Tahoe Donner Downhill Ski lodge, the board has decided that it's more appropriate to replace than remodel the lodge. Jon Mitchell, our new Director of Capital Projects, will be undertaking a capacity-use analysis recommended by Rob Kautz, GPC member and the former head of Sugar Bowl Ski Resort. Please expect more information and ways to give feedback about the lodge replacement. This is a longterm multiyear project in the very earliest stage of planning where 2023 would be an aggressive timeline. (Continued on p. 4)

BOARD ELECTION The 2020 Tahoe Donner Board of Directors election is just around the corner, with two vacancies to be filled. Candidates must own at least 25% of a residential property within Tahoe Donner and be in good standing. Full- and part-time candidates are encouraged to run. Help make an impact within our community. Applications will become available on March 28 and are due April 27 with the election taking place on June 28. Please make sure to vote; your vote is your voice! Learn more on page 6.
Finally, don’t forget to sign your kids up for upcoming summer camps! Registration opens March 10 for members and March 24 for guests. 2020 BOARD OF DIRECTORS ELECTION INFORMATION + KEY DATES TWO POSITIONS OPEN
Tahoe Donner’s board of directors is the governing body of the association and ultimately responsible for the direction and oversight of the affairs of the organization, including setting the annual assessment, approving capital projects, setting fines and fees and more. The board is made up of unpaid volunteers from a variety of backgrounds and is elected by the membership to act as representatives for the property owners of Tahoe Donner. Two positions are open for the 2020 board of directors election. If you have the skills and qualifications to become a member of our board, please consider running for an elected seat. Applications will be available beginning March 28.

Applications are due by 10AM. Proof of ownership (a copy of recorded deed), and a conflict of interest statement are required with the submittal of candidacy applications. The Elections Committee verifies the eligibility of candidates. Candidates who are deemed eligible are informed and invited to submit a candidate’s statement, attend the Candidate’s Information Forum, record a 60-second video, have an official candidate photograph taken and participate in three Elections Committee sponsored events intended to allow members to interact with candidates and inform their voting decisions. The Elections Committee conducts a blind drawing of candidate names which will determine placement of the candidate names on the elections ballot, candidate statements in the election packet, all communications, and the order for asking questions at events. If there are only two eligible candidates for the two available seats, the board of directors declares that those candidates are elected, and the director election is concluded.

If less than 25% of voters have submitted valid ballots, the failure to achieve a quorum will be announced, and the meeting, along with the culmination of the Election, will be adjourned to the following morning.

If there is a failure to achieve the 25% quorum requirement, the Annual Membership meeting is reconvened at 10AM at the Northwoods Clubhouse for the purpose of concluding the annual Election of Directors in accordance with a reduced 15% quorum requirement. As soon as the Election results are certified by the Inspector of Election, the results (including vote tally) are announced and posted.
The Inspector of Election will moderate a live question and answer session on key topics. Questions are determined by member input (submit questions to electionscommittee@tahoedonner.com).

Ready, set, summer! Tahoe summers are full of adventure, fun and learning. Tahoe Donner’s camps and recreational programs are available to kids of all ages, interests and abilities. Whether on horseback, in the pool, on the bike trails, at the beach or out exploring, children will thrive through diverse outdoor experiences that are challenging and educational. Many of our camps and programs sell out each year, so register early to reserve a spot and ensure that your child’s summer is one they’ll never forget.

WHAT TO BRING
Campers should bring a backpack with a water bottle, snacks, lunch, sunscreen and a hat. A swimsuit and towel may be needed on certain days. Long pants may be needed if participating in equestrian activities. On cool mornings, campers should wear a sweatshirt. Campers must wear closed-toed shoes. It is recommended that campers label all belongings before coming to camp.

BUZZ: CLUBS
SENIOR ALPINE SKI CLUB February was a busy month for our members starting with a fabulous trip to Big Sky Montana as part of the FWSA ski week. Over a dozen of our club members, as part of the Sierra Council, attended along with over 200 Far West Ski Association members from all over the western United States. We were treated to a huge mountain with excellent winter snow conditions, powder and packed powder, races, costume events, après ski parties, dinners and dancing. It was a wonderful week of skiing and friends.
4 WHEELERS CLUB The TD4WD Club has amazing members, for example Russ and Coleen Liedholm. Russ has been going to the Moab Easter Jeep Safari (EJS) for 25 years and together they love the scenery of the Red Rock Desert and the challenge of the trails. The event is hosted by the Red Rock 4-Wheelers and this will be their 54th annual EJS. It is one of the largest gatherings of four-wheel drive enthusiasts in the country and offers 40 trail choices of various difficulty ratings from 2-9 on the 1-10 difficulty scale. A rating of 1 is a dirt road and a rating of 10 requires a purpose-built buggy to even attempt. Russ’s favorite trail is Poison Spider Mesa, rated 6, which ascends a large cliff feature northwest of Moab. It has great scenery and the famous Moab sandstone ledges or “steps.”

David K. Brown of Truckee, California took his last road trip on January 19, 2020. Dave was raised in Southern California, but his love for the Sierra was born when he spent time at his Uncle’s filling station in Norden, California on Donner Summit. In 1970, he went on a blind date with Judy and won her over at first smile. Nine days later they were engaged. They were married for 48 years. Dave and Judy eventually settled in beautiful Ojai, California where they lived for 39 years and raised three children. Dave moved from waste disposal to teacher to principal in the Ojai Unified School District, where he served for over 30 years. He loved the open road and spent his summers driving long-haul trucks and directing road trips with his family. In retirement, Dave moved to Truckee where his love of driving and jeeps led him to join the Tahoe Donner 4 Wheel Drive Club. Dave was a father, a teacher and a friend to many. He was quick to help anyone in need and welcoming to all. He was a man of integrity and humor who instilled a work ethic in his children but also made them laugh.
Along with our February club ski days we also enjoyed a carving and racing clinic at Tahoe Donner Downhill Ski Resort followed by our annual East/West Club competition race amongst our own members. Our February potluck topped off this two-day event. This month we have our bi-weekly ski days at various resorts and are certainly hoping for a “Miracle March” to top off our snowpack and extend our ski season. Our club championship race is on March 19 as well as our end-of-the-season Awards Banquet and Meeting where we honor our club members and their achievements and elect new members to our board for the following season.

Coleen and Russ graciously led the first TD4WD Club EJS trip in 2016 and they have been leading the annual spring pilgrimage ever since. Our thanks to Russ and Coleen for doing all the heavy lifting! Beloved by his grandchildren, “Bumpa” was a big presence in their lives. He would drive four hours to watch one of his grandchildren in a performance or to catch a game. He picked them up at school and hosted them for dinner several days each week. Dave will be missed and cherished by his wife Judy, daughters Hilde (Bryan Largay), and Kacey (Pete Kristian), son Tyler (Sarah Brown) and his grandchildren Aiden, Gillian, Maeve, Miles, Harper and Henry. A celebration of Dave’s life will take place at the Brown home in early May. In lieu of flowers, donations can be made to the Humane Society of Truckee-Tahoe.

WINTER SPEAKER SERIES By CAROLE MAHONEY, Giving Fund Committee January 30 kicked off the Tahoe Donner Giving Fund’s first Speaker Series, “Driving in Snow + Ice.” The original event had to be postponed by two weeks due to weather; how ironic! CHP Officer Pete Mann provided a compelling talk about the regulations and challenges of winter driving in and around Truckee. His images and stories of what can and does happen when driving conditions are not ideal were eye-openers. Officer Mann was helpful, empathetic and incredibly entertaining. He wanted us all to remember the importance of a smooth, easy application on the gas and brakes, to use your transmission to slow down, increase following distance and have the correct tires on your vehicle. For road information, follow @CHP_Truckee on Twitter and make use of CalTrans’ Quickmap at quickmap.dot.ca.gov. Thanks for all the useful information that helps us remain safe while on winter roads. The second talk took place on February 6 and featured Professor Benny Bach, who presented “The Physics of Snow.” We think we know the importance of snow because we live in a community that thrives, if not depends on it. Adding to what we already know, Professor Bach provided a lively and fascinating talk on the evolution of snow from its first tiny particle and condensing water through its branching and falling to the ground. We also learned it’s true that no two snowflakes are alike, snow and ice are not always white, and economies, both local and global, depend on snow. All in all, it was an hour of fascinating information.

BAR DOWN HOW TAHOE DONNER IS LEADING THE CHARGE IN CHAIRLIFT SAFETY By TIFFANY CONNOLLY If you’ve ever skied in Europe, you probably know it is common practice for a lift to stop running if users don’t use the restraint bar. In Canada, skiers who don’t lower the restraint bar are frowned upon, as it is unacceptable practice to leave it up. Unfortunately, the culture in California is very different. It is not uncommon to ride a lift with skiers or snowboarders who don’t use the restraint bar. This culture must change. Tahoe Donner is a unique resort in the Lake Tahoe area. Our tag line, “The Best Place to Begin,” is a perfect description of our ski area. With mostly beginner to intermediate terrain, many children and beginners develop their skiing and snowboarding behaviors here. Eventually, many participants move on to other Lake Tahoe resorts with more advanced terrain. The chairlift safety habits that guests develop at Tahoe Donner carry over to other resorts. Tahoe Donner has a great opportunity to impact the future skiing and riding community by creating a foundation for lifelong safety habits. We have embraced this responsibility.

WHY CHAIRLIFT SAFETY MATTERS Conditions can vary wildly when you’re on the ski hill. Being consistent in your safety practices ensures your well-being every time you ski or ride. Making it a habit to lower the restraint bar, every time, is just good habit. Sometimes the winds are ripping and it becomes extremely important to use the restraint bar. If you are in the habit of using it all the time, using it in extreme conditions comes naturally.
For the 2019-2020 season, Tahoe Donner made an investment in time and resources to develop a multi-pronged approach to Chairlift Safety which includes:
Most importantly, adults on the ski hill have a responsibility to be great examples to all kids that are out enjoying the snow, not just our own. Little kids learn habits and look up to all adults skiing and riding the mountain. Be a good example and use the lift safely, put the restraint bar down, wear a helmet and exhibit the Responsibility Code.

It is printed on our trail maps. • Lead by example! Lower the restraint bar every time you ride a chairlift. • Put them in lessons so they learn from the pros!

A great way to instill a culture of safety within your family is to take a lesson from a ski or snowboard instructor. Kids and parents can learn together, making the experience fun and mutually beneficial.

THE COVENANTS COMMITTEE + UNDERSTANDING COVENANTS RULES

The Tahoe Donner Association Covenants Committee is comprised of volunteer members; five members and two alternate members, tasked by the Tahoe Donner Board of Directors with hearing and deciding on alleged violations of the Covenants Rules as outlined in the Governing Documents. The Covenants Rules are the rules for the neighborhood, which govern what you can, cannot or must do with respect to your home and lot. The goal of the Covenants Rules, in conjunction with other governing documents—including Covenants and Restrictions, Bylaws and other rule sets such as Architectural Standards— is to preserve, protect and enhance neighborhood property values. The Covenants Rules fall into two broad categories: 1. General Common Area + Amenity Rules 2. Private Property Rules The Committee may levy fines and abridge a member’s amenity-usage rights when they find that a provision has been violated. The board of directors acts as the appeals authority for all committee decisions. A broad summary of the Covenants Rules follows (note that many have limitations or
exceptions). A complete listing of the Tahoe Donner Association Governing Documents and Covenant Rules including enforcement procedures may be found on the Tahoe Donner website at tahoedonner.com/covenants.
GENERAL COMMON AREA + AMENITY RULES In general, the following is prohibited in common areas, including amenities and parking lots: camping, off-road vehicle use, skating/skateboarding, vegetation removal, after-hours use, dumping of refuse and ashen materials, fires and fireworks, firearms use, archery use, hunting, fishing on golf course grounds, after-hours parking, off-pavement parking, loose animals and noxious activities.
PRIVATE PROPERTY RULES In general, the following is prohibited on private lots: camping, living in garages and recreational vehicles, noxious activities, keeping animals for commercial purposes, business activities which have exterior advertising, increased traffic or parking, visible storage of goods, excessive noise or deliveries, garbage accumulation, outside storage, including non-recreational trailers,
slide-in campers or cab-over campers not mounted on a vehicle, vegetation removal (trees with a diameter greater than 4 inches) without a permit from the TDA Forestry Department, machinery and equipment larger than a lawn and garden tractor, outside vehicle repair, inoperative vehicles, large commercial vehicles, commercial trailers, parking on unimproved lots, parking on an un-surfaced portion of an improved lot or more than one recreational trailer (travel trailer, boat trailer, snowmobile trailer, personal watercraft trailer, etc.), and motorhomes or slide-in campers mounted on a vehicle parked on a lot. Property owners are responsible for maintaining their lots in a fire-safe condition and in a manner that is conducive to forest health. Recently, light pollution, noise, and STR rules have been added with approval from the board in 2018 as well as the seasonal outdoor woodburning fire ban, forest health and fire safety and prevention rules added in 2019. If you, your tenants or guests are unfamiliar with any of the above provisions, please take the time to review the Covenants Rules available at tahoedonner.com/covenants or stop by the Architectural Standards Office if you have any questions.
HOW TO MAKE A COMPLAINT Report suspected violations of the provisions to the Tahoe Donner Covenants Enforcement staff: 1. Online Complaint Submission: onestop.tahoedonner.com 2. Email: compliance@tahoedonner.com 3. Phone: (530) 414-8166 A staff member is available to receive complaints seven days per week during regular business hours, from 8AM-5PM. An after-hours call service is available from 5PM-8AM. Be prepared to provide (at a minimum): • Your name, Tahoe Donner address and your email address. • Nature of complaint with times occurring. • Address of property being complained about. • Evidence: photos, video, etc. • How this behavior is affecting you. • What actions have been taken to resolve complaint (for example, the police have been called). We will take your complaint and make every effort to contact the owner of the property being complained upon. We will:
1. Call the primary phone number on file and speak with the owner or leave a voicemail. 2. If voicemail picks up, staff will call second and possibly third phone numbers on file to speak with the owner or leave a voicemail. 3. An email will also be sent if there is an email on file with the property. 4. A follow up email will be sent to the complainant confirming contact was made. The communication to the respondent (complained upon property) will generally read as follows with adjustments dependent on complaint: • Dear Owner, Tahoe Donner Covenants enforcement staff has received an after-hours complaint on your property at X time. • Detail will then be provided on the complaint. • Questioning will transpire as to whether the owner or others are presently at the property. Member will be asked to voluntarily comply with the rules of the association.
• Additionally, staff will indicate that the owner will receive official documentation regarding the complaint following Covenants Rules and Enforcement procedures. For complaints specific to loud parties, fire, aggressive behaviors or any perceived life-threatening event or disturbance of the peace, staff will ask if the police or fire department has been called. If not, staff will recommend taking this action. If this recommendation is not taken, staff will report these issues to the appropriate Town of Truckee contact. If it is determined that 911 dispatch should be engaged, and complainant requests covenants staff to facilitate the 911 dispatch on their behalf, communication to the complainant will include: complainants name, address, contact information and additional information needed for follow-up. Let us all be good neighbors by abiding by, and communicating to our friends, family and invitees the common courtesies and rules established for the Tahoe Donner community, as well as Town of Truckee ordinances.

Rolling recycling carts are coming to Tahoe Donner residents this fall! Order your cart now to ensure you get timely delivery. Tahoe Donner residents will have the option to have a rolling recycling cart this year. Deliveries occur in October 2020.
WHAT TO RECYCLE RECYCLING DO’S • Recycle right — know what goes where.
To participate in the cart program, residents must opt-in at keeptruckeegreen.org.
• Most of us put what we believe should be recycled into the recycling and think we’re doing the right thing. In reality, knowing what belongs in recycling makes the program more successful.

Residents can use blue bags and/or the carts to suit their travel schedules.
• Beverage containers (soda bottles, beer cans and bottles) do not need to be rinsed.
Carts must be at the curb every other Tuesday for pickup and rolled back into their storage location within 24 hours of pick up day. Animal resistant carts will be available for an additional fee: 1x $60 fee + $12/month fee.
In Tahoe Donner, trash and recycling pick-up day is Tuesday. Blue recycling bags will be picked up weekly. Rolling recycling carts will be picked up every other week. Place blue bags next to your garbage can to avoid any overage costs. All cardboard must be placed inside of the blue bag or cart. PRO TIP Be a minimalist. Shrink your “wasteberg” (the estimated 70 pounds of waste created in mining, manufacturing, packaging, etc. for every single pound of items we discard). Ask yourself, is there a better alternative? Can you repurpose it at home, or purchase it second-hand? You can find a list of items you can put in your blue bags in the Town’s Recycling Guide at keeptruckeegreen.org.

Tahoe Donner is considering adding snowmaking to our operations at Tahoe Donner Cross Country (TDXC) so that members can experience the best possible conditions every winter. Currently in the planning and review stage, new snowmaking operations could go into effect as early as this year.
WHY ADD SNOWMAKING?
We want to provide the membership with an insurance policy for skiing at TDXC during low snow and drought years and when there are storms at high elevation. Ski days can be severely impacted when we experience a winter with little precipitation. This investment also protects key association revenue, which can stabilize overall dues and costs.
WHAT ARE THE IMPACTS?
Short-term impacts include construction that will be conducted during the summer months, which will not impact cross country ski operations. There will be minimal impact on summer trail use. All earthwork trenching for required infrastructure will be conducted on existing soft covered roads to minimize disturbance.
WHAT IS THE TIMELINE?
• Demonstrations and member outreach: Winter 2020 • Final design and planning: Winter 2020 • Environmental review and permitting: Winter-Spring 2020 • Phase 1 + 2 construction pending board approval and environmental clearance: Summer-Fall 2020

WHAT IS THE COST?
This project is a Development Fund Project and is already budgeted out of member annual assessment, so no increased fees are needed. Project is currently in planning phase. All project phase(s) and costs are subject to board of directors review and approval. PROJECT COST ESTIMATES: • Phase 1 (Planned for 2020): $540,000 • Phase 2 (Planned for 2020): $275,000 • Phase 3 (Future Project): $155,000 Phase 1 and 2 costs include approximately $150,000 for snowmaking guns and hoses. OPERATING COSTS: • $8,000 for generator and compressor rental • Approximately $2,000 per 1.5km of trail coverage RETURN ON INVESTMENT (ROI): After phase 2 completion, conservative estimates of $200,000+ ROI per low snow season, which translates to less than 5 low snow years to recoup investment.
