MESSAGE FROM THE BOARD PRESIDENT Greetings, neighbors and fellow homeowners, There is a lot going on! 2021 Budget. Winter operations under COVID-19 restrictions. Creating a five-year strategic plan. Restoring and reopening trails. Addressing the replacement lodge at Downhill Ski Resort. Ratcheting up member communications to a new level. This is just a partial list of issues currently being addressed to deliver on the Tahoe Donner mountain lifestyle and enhance the value of your Tahoe Donner home. At the center are members. Your input is important, and it is important for you to be well informed. We have a qualified, experienced, professional staff that is on top of all things Tahoe Donner, doing deep analysis, laying out plans, managing operations and serving the membership. You can rely on the information they provide and you can count on staff to reliably collect and collate your input. Here is our approach: • Board meetings on Zoom are delivering exceptional attendance and participation. • Issues are spread over at least two board meetings; the first meeting for discussion, and the second for a vote. This exposes the intent of the board with time for member input before a decision is made. • Board meetings are structured to welcome input. As president, I strive to run meetings with the balance of a forum for member input while still getting to the decisions that need to be made. Everyone gets a chance to be heard. • Workshops provide a focused forum for disseminating information and discussing

options before the issues make their way to regular board meetings. • Emailing MemberLetters@ TahoeDonner.com ensures your thoughts and questions get to each director and the general manager. Directors monitor member letters for input, and staff respond to operational issues as well as receive member input to consider in making recommendations to the board. • Member focus groups provide a structured and unbiased environment to collect member input. For example, focus groups are being used aggressively to help define the replacement lodge at Downhill Ski Resort. • Surveys are taking a shorter and more focused form and have become more frequent to collect particular, timely input. • Committee and task force meetings serve as member-driven work sessions. Board-appointed member-volunteers collectively become an ultra-informed group of members providing input to the board. Note: while these are open meetings (except where member-specific issues are discussed), member comments are typically limited to one point on the agenda so the committees can do their work. • Weekly email blasts share news about all things Tahoe Donner, including updates on issues and projects and links to in-depth information and opportunities to provide input. • TahoeDonner.com is expanding to include landing pages for topical issues such as the budget and the replacement lodge at Downhill Ski Resort. Whether you escape to the soft bird songs and whispering pines at Cross Country Ski Center or bring the family together for an unforgettable day of rosy cheeks and chairlift rides at Downhill Ski Resort, skiing at Tahoe Donner is one of our favorite ways to play. Your safety on the snow is always our highest priority, and the current global situation requires additional considerations in order for amenities to safely operate. While things may look a little different this winter, nothing can change how our excitement rises as the temperature dips. Ski season is so close, we can almost taste it. (Spoiler alert: It tastes like a snowflake!)

RENTAL SHOP

• 2020/21 ski season is anticipated to begin December 11, 2020, conditions permitting

• Rental orders will be pre-purchased online with queuing through the building to allow for social distancing – learn more at tahoedonner.com/downhill

• Masks covering your nose and mouth will be required at all times indoors, in lift lines and anywhere social distancing cannot be maintained

• Special attention has been put into designing a flow to keep guests and staff safe

DOWNHILL SKI RESORT

LODGE UPDATE By ALI DICKSON

The current Downhill Ski Resort lodge dates back to Tahoe Donner’s earliest days and was originally used as a sales office. It has served us well over the past 50 winters, but it is at the end of its useful life in large part due to a myriad of service, access and functional issues. In December 2019 at an open board meeting after extensive analysis, the board voted to rebuild, not remodel, the building due to the unique and limiting architecture and extensive ADA upgrade requirements.

The Tahoe Donner Board of Directors and management have embarked on extensive two-way member outreach to address the ski lodge and learn what the members and users need and want in the future lodge. Member outreach includes focus groups and member surveys as well as regular updates on the feedback we are receiving and statuses as progress continues.


YOUR FEEDBACK A thorough outreach program needs to be comprehensive and unbiased in gathering, analyzing and disseminating information. To pursue this, Tahoe Donner has partnered with PROS Consulting. PROS Consulting has extensive experience coordinating public outreach and assisting in projects like this across the country.

PROJECT BACKGROUND

Over the years, it has become increasingly challenging to provide leading customer service and experiences in the outdated and crowded lodge, not to mention keeping up with current ADA building regulations.

PROS is working collaboratively with staff, the Lodge at Downhill Ski Ad Hoc Task Force and the future design team. Tahoe Donner General Manager David Mickaelian shares, “Member outreach and feedback is critical to this project. We have a strong plan to engage the community this month and beyond.”

The Downhill Ski Resort Subcommittee made up of volunteer members and staff has been working hard to evaluate and recommend improvements to the lodge that support the Tahoe Donner vision of “a vibrant and desirable mountain community providing attractive and well-maintained facilities, events, programs and leading customer service to its members, guests and public while maintaining accessible and healthy natural surroundings.”

WORK TO BE DONE BY PROS CONSULTING INCLUDES:

DECISION TO REBUILD VS REMODEL

• MEMBER OUTREACH: Between 8-10 focus groups were completed to help drive the content of the complete member survey, which members should expect in their inboxes in mid-November. • DATA GATHERING AND CONSOLIDATION: As documents and surveys are completed, data on the lodge is consolidated and shared with the membership and board. • BUSINESS PLAN DEVELOPMENT: Based on member feedback, staff began business planning that reflects the winter operations and potential uses beyond the ski season that may be identified in outreach and research. • LODGE DESIGN: PROS Consulting will continue to work with the design team to ensure the key findings are integrated into the design plan.

MEMBER OUTREACH TIMELINE Important aspects of the work being done by PROS Consulting are upcoming member outreach and opportunities for members to voice their opinions. • PROS Consulting wrapped up member focus groups in early November. • Member surveys will be sent out via email the week of November 14. • A survey report will be completed the second week of December and published in the January issue of Tahoe Donner News. One of the primary challenges of rebuilding the current ski lodge is its unique snowflake design. While interesting, it would require significant expense to attempt to remodel the building to meet today’s ADA standards and usage requirements. Additionally, the roof is poorly designed, causing snow to shed on the deck and entrances. This requires extensive snow removal during storm cycles and delays in operations, both being a danger to staff. At the end of 2019, the Downhill Ski Resort Subcommittee presented a recommendation to the Tahoe Donner Board of Directors to rebuild the ski lodge instead of remodel it. After extensive analysis, that recommendation was approved during the December board meeting.

WORK DONE TO DATE Over the past three years, the General Plan Committee’s Downhill Ski Resort Task Force has worked its way through the Capital Projects process. This includes multiple independent studies to help determine options and optimal functionality of the space. A detailed timeline can be found at tahoedonner.com/lodgeatdownhillski.

HOW TO GIVE FEEDBACK

PROS Consulting is developing an important member survey that will be distributed to all members in mid-November. Please watch your email inbox this month to participate. You may provide feedback at tahoedonner.com/lodgeatdownhillski via our online form. Member feedback is an important component in the process of rebuilding the ski lodge, and we hope all interested members will participate. PROS Consulting will consolidate all survey data and feedback for presentation to the board and members.

Tips for a

Successful Winter At Tahoe Donner

This year has welcomed many new faces and families to the Tahoe Donner community. As soon as fire season takes a step back, snow season follows closely behind. We encourage you to become familiar with key resources to make your winter safe and enjoyable. You don’t have to use a snow removal company, but mountain winters can be so intense that many do in Tahoe Donner. Shoveling multiple feet of snow out of your driveway can either be a welcome exercise routine or a backbreaking nightmare. For those looking for help, consider professional snow removal services.

WHAT HAPPENS WHEN IT SNOWS? The Town of Truckee provides snow clearing for your streets. If you have a snow removal contract for your driveway, you are responsible for clearing the snow when it snows less than four inches. A snow removal company will clear the snow from your driveway when it snows four or more inches. You will need to clear the snow that they can’t get to, which is usually a small amount at the garage door or around vehicles and on your exposed walkways, stairs, entries and decks.

WHY DO SOME HOUSES HAVE MORE SNOW? The location of your house plays a large factor in how much snow your yard and driveway receive. North-facing driveways typically see less sunlight and are prone to having snow longer than those situated on south-facing slopes. Ice melt and utility sand can help remove extra snow and ice that may stick around on your driveway.

HOW CAN YOU HELP PREPARE YOUR DRIVEWAY FOR SNOW REMOVAL? Three words: KEEP IT CLEAR. Toys, house mats, timber, sleds and other objects may get covered in snow and not be visible to your snowplow operators. If something gets caught in a snowplow, time and money may need to be spent removing objects from the machines. A clear driveway is a happy driveway. Additionally, parking your car in your garage or all the way up your driveway to one side allows the most snow to be removed.

HOW QUICKLY DOES YOUR STREET OR DRIVEWAY BECOME CLEAR? STREET CLEARING The Town of Truckee clears major roads as their top priority, including Northwoods Boulevard, Hansel Avenue and Alder Creek Road. Secondary and tertiary roads are prioritized after, and it can take some time to get to all 60+ miles of roads within Tahoe Donner. DRIVEWAY CLEARING Unless you have contracted for a premium twice-daily option, your snow removal provider will usually clear your driveway once per day between about 2AM and 2PM. They may return to clear your berm if they are still working in the field when the Town of Truckee clears your road. For the safety of the operators, drivers and homeowners, most snow removal occurs at night. This prevents potential accidents that typically occur in snowy, low-visibility conditions.


HOW CAN YOU WINTERIZE YOUR CAR? Make sure your wheels are spinning the right way this season. Winter tires offer a better grip on snowy or icy surfaces, which means your car is that much more likely to stay on the road. Additionally, make sure that your windshield wiper fluid is full and contains a de-icer fluid that doesn’t freeze. Keep these essentials in your car in the winter to ensure your safety:

No Street Parking During Winter

The Town of Truckee Public Works is responsible for clearing public streets during snow events. With safety and efficiency in mind, The Town of Truckee Police Department enforces a winter parking ban effective November 1 – April 30 of each year. During this winter parking ban, it is prohibited to park on the Town roads and rights-of-way (including within Tahoe Donner). This allows maintenance crews unobstructed snow removal and ice control routes. More information about the Town’s snow removal operations can be found at townoftruckee.com.

If you do have guests staying at your Tahoe Donner property this winter, they may not be aware of how to safely live a mountain lifestyle in the snowy and blowy months. Before your guests arrive, be sure to share the following: 1. Always check the weather forecast and road conditions before you travel. 2. Rent a 4×4 or all-wheel-drive car – if you don't have one – when you come to the Sierra in the winter. 3. Carry tire chains, a shovel, blankets, gloves, warm clothes, snacks and water in your car in case of an emergency. 4. Park your car in the garage if possible or pull your car into your driveway as far as possible and to the side to increase snow removal.

BUZZ: CLUBS MEN’S GOLF CLUB It is time once again to renew your TDMGC membership! After a successful but somewhat awkward summer playing at nearby courses, Tahoe Donner Men’s Golf Club is eagerly awaiting the reopening of our newly refurbished golf course next spring. We especially want to thank Squaw Creek, Coyote Moon and Old Greenwood/Gray’s Crossing for their support during this rebuilding year.

4 WHEELERS CLUB Continuing on the theme of nearby 4WD trails you can ride with a friend, this month’s focus is on the Frenchman Lake/ Lake Davis area 60 miles north of Tahoe Donner. State Route 284, or Frenchman Lake Road, takes you through the scenic Little Last Chance Canyon Special Interest Area. Camping, boating and fishing opportunities abound as well as miles of inviting dirt roads. Two highly worthwhile routes are up to the Dixie Mountain Fire Lookout and Crystal Peak. Dixie Mountain Fire Lookout has an easy dirt road (e.g. “Subaru-able”) up to the lookout, which offers spectacular vistas of the surrounding area. Crystal Peak is a unique mountain, given the entire top is composed of quartz. A sole Jeffrey pine on the peak makes for a highly picturesque spot. The views are beautiful.

The new greens and course renovations at Tahoe Donner look great and will return our golf course to its former place among premier local courses. Photos of the course renovations can be found on our website (tdgolfclub.com) by going to the “Photo Gallery” tab.

The road to Crystal Peak is easy except for the last mile. The otherwise tame dirt road becomes a steep rocky trail that will discourage anyone without a high-clearance 4WD vehicle, but you can always park and hike the rest of the way – it’s worth it! West of Frenchman Lake is Lake Davis, where another fire lookout awaits your visit. The Smith Peak Fire Lookout is also Subaru-able, accessed via easy dirt roads and offering equally spectacular views. In general, manned fire lookouts have good access roads.

Check out td4wheelers.org for the 2021 trail run schedule. We are planning smaller but more frequent runs. Capacity will be limited, so register early for any runs you are interested in.

The Men’s Golf Club is in the midst of renewing memberships for current members and would like to invite new and former members to consider joining the club. We will be resuming our regular 12-tournament schedule in 2021 and plan to schedule low-key competitive games every Wednesday, so we hope you’ll consider joining us for the upcoming season. Details regarding the process and membership fees can be found on the club website (tdgolfclub.com). The NCGA requires re-registration of current members by early January to get a reduced fee, so register now before rates go up. We look forward to seeing everyone once the course opens in the spring.

After rounding up our competitive season in September, we got in plenty of late-season play. During winter, many of us will be enjoying Tahoe Donner’s cold-weather recreation opportunities. At the same time, some of our members become “snowbirds” and continue playing golf in warmer climates. To keep our fun, friendly club going, many volunteers are needed, including starters, a scorer, coordinators for our tournaments and other events and many more people in additional support positions. We are very grateful that we were able to play this year—a year in which our club leadership also needed to develop, communicate and implement important safety protocols. Thanks to our volunteers’ hard work, we enjoyed regular weekly play at three nearby courses while the Tahoe Donner Golf Course was being renovated.

Our summer has come to a close even though the weather is still amazingly warm and beautiful. Our club has been really active this summer despite COVID-19 with hikes, bike rides and kayak events, which have all been well and enthusiastically attended!

The Women’s Golf Club played the Incline Village Championship Course on September 29 for their last play day of the season. It was a beautiful, sunny and warm day, the course conditions were excellent and the company was enjoyable. For several club members, it was their first time playing the Incline course, and the experience did not disappoint.

Our last summer event on September 30 had over 20 members and guests kayak Lake Tahoe from Tahoma to Meeks Bay and back with still, mirror-like blue water and summer temperatures followed by a pizza party on the beach to watch the Harvest Moon rise. We all had a marvelous afternoon and evening. Our board members have determined that, at this time, we feel we cannot plan our social events, potlucks, holiday party, ski clinics and races due to the uncertainty the COVID-19 situation presents, but we hope the situation will change for the better as the winter progresses. We are planning ahead for our twice-a-week club ski days at various local resorts starting in December or as soon as the snow flies and the ski areas open. In the early planning stages are possible away trips to Mammoth Mountain and Heavenly Ski Resorts, which are also to be determined by our state health guidelines and ski area regulations. All of us are looking forward to an epic season in our world-renowned Tahoe ski resorts with our fellow members and friends. THE REPORT

TOWN OF TRUCKEE SHORT-TERM RENTAL + NOISE ORDINANCE On October 13, the Town of Truckee Council unanimously adopted its Short-Term Rental (STR) and Noise Ordinance. The ordinance will go into effect 30 days after its acceptance date. Tahoe Donner has its own STR rules and registration processes specific to the association. These rules will continue to be enforced by the association. However, the Town’s ordinance will supersede Tahoe Donner’s own STR rules in many cases, making it the lead enforcer of those rules. Below are some highlights of the Town’s STR ordinance as compared to Tahoe Donner’s STR rules. Please note that this is not an exhaustive list. Full details can be found at tahoedonner.com/str and townoftruckee.com.

BACKGROUND Planning for this ordinance began in early 2020, and the first reading took place on September 22, 2020. They heard any additional public comments not submitted before that date, and the council made modifications to the drafted language based on these public comments and their own feedback. The Town received 302 submitted public comments in addition to the comments heard at the meeting. The Town Council waived the second reading on October 13, 2020 and adopted Short-Term Rental and Noise Ordinance 2020-07. The ordinance will go into effect 30 days after this acceptance date. Per the Town of Truckee’s short-term rental and noise ordinance webpage, The Town is currently planning for ordinance implementation and enforcement. Beginning in 2021, all short-term rentals will be required to receive an annual short-term rental registration certificate. The registration program will go live in December 2020. Short-term rental operators will have until March 31, 2021 to receive a certificate. Town Council will consider and adopt the Fee Schedule for the Short-Term Rental Program on November 10, 2020. NEW SHORT-TERM RENTAL + NOISE ORDINANCE 2020-07

AS COMPARED TO TAHOE DONNER STR RULES

REGISTRATION

An annual short-term rental (STR) registration certificate and registration fee will be required for all STRs operating in Truckee, including those within homeowner associations.

A registration fee is required for Town STR registration. There is no fee for Tahoe Donner STR registration.

OCCUPANCY LIMIT

No more than 2 people per bedroom plus 2 additional people will be permitted, excluding children under age 13.

Tahoe Donner rules allow for 4 additional people excluding those under age 7, while the Town of Truckee ordinance will allow only 2 additional people excluding children under age 13.

FIRE SAFETY

Working fire extinguishers, smoke alarms, carbon monoxide detectors and visible address numbers will be required at each STR, and rentals will be prohibited from having outdoor fire pits or charcoal grills. The operator of each STR shall allow Truckee Fire Protection District staff to conduct an inspection once every three years to ensure compliance with these requirements and with Truckee Fire Protection District defensible space requirements.

The Town of Truckee’s ordinance requires specific safety devices as well as regular inspections by Truckee Fire Protection District.

SPECIAL EVENTS

Weddings, corporate events, commercial functions and any other similar events are prohibited from occurring at an STR property unless such events comply with all requirements of the ordinance and code, including occupancy limits, traffic, parking and noise.

The Town’s ordinance could potentially allow for some special events if they do not have the potential to cause traffic, parking, noise or other problems in the neighborhood. Tahoe Donner’s STR rules outright prohibit such events.

LOCAL CONTACT PERSON

Every STR must have a designated contact person to be available by telephone within 30 minutes on a 24-hour basis and to resolve complaints within 60 minutes. If an STR has received 1 or more violations, a local contact person will be required who must be able to be physically present at the short-term rental within 60 minutes of contact by the Town of Truckee or guest.

The Town ordinance requires a personal response by phone within 30 minutes of contact by the Town or a guest, and all operators are responsible for resolving a violation within 60 minutes. Tahoe Donner rules state a person must be able to respond within 45 minutes of being notified of any complaint. Additionally, the Town’s ordinance requires a local person to be physically present within 60 minutes if they have received a citation, notice of violation or fine in connection with STR operation in the past year.

COMPLIANCE

An administrative penalty of up to $500 per day may be imposed for each violation for a first administrative citation and up to $1,000 per day for each violation contained in a second or subsequent administrative citation. An STR certificate will be revoked if a unit receives 3 citations within a 12-month period, and a new certificate shall not be issued for a period of 12 months.

The Town’s and Tahoe Donner’s compliance rules are generally similar, as violations may result in fines. However, the Town’s ordinance could also result in a short-term rental certificate being revoked after 3 citations within a 12-month period.

INGREDIENTS

1 loaf French bread 1/4 cup butter/margarine 1/2 diced white onion 2 diced celery stalks 3 cloves minced garlic 3 cups vegetable/ chicken broth

1/2 tsp dried parsley 1/2 tsp thyme 1 sprig finely chopped fresh rosemary Salt + pepper, to taste

INSTRUCTIONS

1. Cut bread into one-inch pieces. Cover with a towel and let dry for at least one day. 2. Preheat oven to 375 degrees Fahrenheit. 3. Melt butter in a pan over medium heat, then add onion, celery and garlic. Sauté for 5-7 minutes or until veggies become slightly tender. 4. Stir in broth, parsley, rosemary, thyme, salt and pepper to the pan. Adjust seasonings as needed. 5. Place bread pieces in baking dish. 6. Slowly pour broth mixture over the bread, stirring until desired moisture. 7. Cover and bake for 20 minutes. 8. Uncover and bake for an additional 10 minutes or until the top is crisp and golden. 9. COVENANTS REMINDERS Do your part to maintain a peaceful and enjoyable neighborhood by following these rules.

LIGHTS OUT

Enjoy the mountain stars and minimize light pollution by turning off outdoor lighting after 10PM.

Smoking is prohibited on Tahoe Donnerowned property, including facilities, parking lots and open space.

LEASH UP

Pets must be on leash at association facilities and must be within voice control on Truckee streets. Don't forget to pick up after Fido, too.

NO OFF-ROAD VEHICLES Snowmobiles, motor-powered bikes, all-terrain vehicles (ATVs), off-road motorcycles and off-road use of any motorized vehicle is prohibited on Association-owned properties, except for TDA operations.

HOW TO MAKE A COVENANTS COMPLAINT

RESPECT QUIET HOURS

WHAT INFORMATION TO PROVIDE When making a complaint, be prepared to provide: • Your name, address and email • Address of property being complained about • Nature of complaint with times occurring • Evidence: photos, video, etc. • How this behavior is affecting you • What actions have been taken (e.g., called police)

No dilapidated, unlicensed or inoperable vehicle, trailer, boat, airplane, recreational vehicle or commercial vehicle shall be stored on the properties, except within a fully enclosed structure.

Lock it up in your bear-proof container, never your neighbors’ or dumped anywhere in Tahoe Donner.

PARK ON PAVEMENT Parking vehicles off-pavement, on another person’s property or on access easements is prohibited.

WHAT HAPPENS NEXT Tahoe Donner will make every effort to contact the owner of the property being complained about, share details about the complaint and request voluntary compliance. We will: • Call the primary phone number on file and speak to the owner or leave a message • If no answer, call additional phone numbers on file to speak with or leave messages for owner or designated contact • Email the owner via any email on file • Send follow-up email to the complainant confirming attempts to contact owner

Andy and Andrea Oddo took this shot in Cuenca, Ecuador one day before being called back to the United States due to the start of the COVID-19 outbreaks.

Bob and Lynda Allen enjoyed a Singapore Sling on the rooftop of the famous Marina Bay Sands hotel after a three-week tour of Southeast Asia, where they also visited Vietnam, Cambodia, Laos and Thailand.

OUTSIDE Jay Fry and his daughter, Jerylin, made the most of things during the COVID-19 lockdown and traveled all the way from their home down to the Northwoods Boulevard and Christie Lane intersection.

GLACIER NATIONAL PARK Michael Sullivan and Suzanne Boyette visited Glacier National Park – a highlight of their “Sulli-VAN” adventure where they took their new RV across Nevada, Idaho, Montana, Washington and Oregon, covering 4,002 miles in 7 weeks.
