MESSAGE FROM THE BOARD PRESIDENT Welcome to the start of the fall shoulder season! It seems like just yesterday winter was finally ending and we had three or four months of summer to look forward to. It also seems that the election season was just ending; the new board of directors had been elected and began to make good progress working closely with one another on a variety of diverse subjects in a very coordinated and collegial fashion. As from the very beginning, our focus is on listening to and addressing member concerns, and we continue to act in the best interests of the association as a whole and not one specific segment. As you will see in this issue, we have a guest contributor, Truckee Police Department Chief Robert Leftwich, who continues to focus on speeding-related issues (see page 24). As you will see, we have made progress in reducing speeding in Tahoe Donner, but still have a ways to go. Chief Leftwich is committed to the issue and, together with our general manager, is already planning the steps to be taken come spring. Also, Tim Cross, a TD member, has organized a new consumer group called “Slow Down Truckee” focused on speeding. Anyone interested can join on Nextdoor by following these steps: 1) Log in. 2) Click on “Groups” on the left column. 3) Click “View” next to “Slow Down Truckee.” 4) Click “Join Group.” In other board news, at the recent Special Finance/Board Meeting, the board voted 4-0 to approve the new Association Master Plan (AMP). This project, which dates back to April 2016, has seen 67 percent of our members agree completely and another 28

percent agree partially with the statement that TD is a vibrant and desirable mountain community, providing well maintained facilities, events, programs and leading customer service to its members, guests and public, all while maintaining accessible and healthy natural surroundings. It was also clear from member feedback that there was limited interest by our members toward adding more amenities, and that the focus should be on enhancing existing ones rather that building more. As part of the new AMP, the General Plan Committee (GPC) will now 1) use a more disciplined methodology (the gating process) regarding which projects meet the required financial tests in order to go forward; and 2) formulate the expected capital spending plan over the next 5-10 years. The goal is to tie the budget more closely into the longer-term capital plan. A special thank you to the GPC and its chairman, Michael Sullivan, for all of their hard work in bringing the plan to a successful conclusion. During the August Board Meeting, we reviewed a management plan (which was approved by the previous board) to add three new backup generators at the Lodge, the Cross Country Ski Center and the Ski Hill, at a total cost of $350,000. An updated and revised spending plan of $500,000 was recommended to the board and was defeated by a vote of 5-0. In essence, the board felt the spending was not justified given: 1) the very negligible return on investment that was to be achieved versus the cost; 2) a backup generator was available at the Northwoods Clubhouse in the event of an emergency; 3) there were very few member-sponsored requests for these type of services; 4) there had been no safety issues; and 5) food spoilage was very minimal due (Continued on p. 4)

to power outages in what was a very tough winter. Another major focus of the board during its early September meeting was to begin taking a closer look at Short-Term Rental (STR) issues and amenity passes. There were many opinions (pro and con) expressed by our membership on this topic, and on the preliminary discussion paper put together by Director Brooks as a straw man. The response was very strong and a decision was made to form a task force as a subgroup of the Covenants Committee to thoroughly study the twin issues, with a recommendation to the board due back by the end of March 2018. The committee has approximately 40 volunteers and consists of a representative mix of full- and part-time residents, members who are renting out their residences, and those who are not. The board in another action approved through a 5-0 vote the final work needed to complete the long-overdue Equestrian Center in the amount of $200,000. As you

may recall, back in 2012 the board needed to relocate the Equestrian Center given the build of the Alder Creek Adventure Center, and agreed that the end result would be a stronger and more updated equestrian facility. Improvements include: • American Disabilities Act parking and walkways not previously done although required • Restroom enclosure • Loading ramp • Installing roadway base to reduce dust • A guide and wash shack for the horses A blue ribbon panel of equestrian enthusiasts is to be formed to develop suggestions that would materially reduce the amount of losses the Equestrian Center is incurring. US SKI TEAM ATHLETE TAHOE DONNER COMMUNITY HELPS HANNAH HALVORSEN GET TO THE TOP By GIULIANA RENDE

W

hen asking homeowners and visitors what they love most about Tahoe Donner, one might expect them to start with praises for the majestic scenery, the convenient accessibility and the huge array of activities and programs. Yet, what you’re more likely to hear from both long- and shortterm residents is that it’s the people. The personal connections. The chance to unplug from their devices, and swap their online “communities” for a real-life community, taking place in real-time, with real people. Tahoe Donner residents are bonded together under one powerful passion – love for the outdoors. And no one understands the strength of this community and its bond better than Hannah Halvorsen.

Born and raised in Tahoe Donner, Hannah Halvorsen is an 18-year-old cross country skier on the U.S. Ski Team. She’s a member of the 2017 World Junior Championships bronze medal-winning relay team, and has her sights determinedly set on representing the U.S. at the 2018 Olympic Games in Pyeongchang County, South Korea. When talking with Hannah, it quickly becomes clear that she credits Tahoe Donner’s warm community and worldclass programs as integral parts in helping her get where she is today, and reaching her goals for the future.

WHERE IT ALL BEGAN

“My first introduction to cross country skiing was being pulled in the back of a sled by my parents at the Tahoe Donner Cross Country Center,” Hannah says. Her successful career began not only on the cross country trails here, but also in the many places and programs throughout the community. A big smile overtakes her face when she talks about getting up, snow or shine, every weekend for a family ski, hitting the trails not only with her parents and brothers, but also with the other kids and families in the community.

“The weekend family ski became constant, as did the people we ran into. The same people were always out there to a level of consistency that if we didn’t run into Mark Nadell we would ask him the following week where he was last Saturday.” It was there that she began to form lifelong bonds with other skiers who were also becoming passionate about skiing.

HER PASSION GROWS AND HER TALENTS FLOURISH

“Growing up in Tahoe Donner not only gave me thousands of hours of skiing experience, it gave me a love for the sport that’s been invaluable to finding success.”

“TAHOE DONNER IS THE FIRST PLACE I EVER HIKED, ALPINE SKIED, HAD MY FIRST SWIM LESSONS AND PLAYED TENNIS WITH MY GRANDPA.” Hannah also talks fondly about her elementary school memories of attending the cross country after-school ski program, crediting it as a vital part of her development as a junior skier.

Hannah continued her development as a competitive ski racer throughout middle and high school, spending countless hours training both on and off the snow. She worked tirelessly, honing her cross country skills and her fitness levels to become a serious competitor on the international stage. According to Hannah, it was during this time that she

quickly realized the rare and valuable opportunity she had to be training at one of the world’s premier Nordic ski training centers. “Older teammates of mine who had traveled the world for racing would confidently name Tahoe Donner as the most spectacular place to cross-country ski. We could go for hours without repeating a single trail.” She recalls hitting the trails daily, often twice per day, for hours at a time. Her common routine was to start at the break of dawn doing hard intervals to Hawk’s Peak before school, and then back to the trails after school, often training past sundown. In fact, Hannah estimates that she probably did several hundred evening recovery jogs around Lion’s Leap.

FROM JUNIOR RACER TO OLYMPIC HOPEFUL

Throughout high school, Hannah continued to develop as a ski racer, and began reaching goals that proved she was on track toward realizing her Olympic dreams. In her sophomore year she qualified to represent the U.S. in Finland at the Under-18 Nations


After graduating high school in 2016, Hannah was nominated to the U.S. Development Ski Team. She and her relay team went on to compete at the World Junior Championships in Park City, Utah, where they earned the first U.S. bronze medal in the event’s history.

When Hannah returns to Truckee in October, she’ll be hosting a fundraising event at the Alder Creek Adventure Center, where she’ll give a short presentation on her new adventures, training, living and attending school in Alaska. The event will include raffle prizes and an auction of Hannah’s race clothing and equipment, and will be held October 17 from 5-7PM.

From our restaurant to your kitchen It’s October and fall is in the air … or is that cinnamon, clove and ginger? This month, Chef Lew Orlady from the Lodge Restaurant & Pub is bringing back a seasonal favorite – pumpkin cheesecake. Instead of splurging on a pumpkin spice latte, try serving a pumpkin cheesecake at your next dinner. Bon appétit!

PUMPKIN CHEESECAKE RECIPE GINGERSNAP CRUMB CRUST

2 cups 1/3 cup 2 tbsp. 1 tsp.

gingersnap crumbs butter, melted brown sugar cinnamon

1. Combine the gingersnap crumbs, brown sugar, and cinnamon in a bowl. 2. Stir in the melted butter. 3. Press into the bottom of a 10-inch springform pan. 4. Bake at 325 for 10 minutes or until it is slightly firm to the touch. 5. Set aside and let cool. 6. Pour in the cheesecake filling and bake as directed.

BAKED CUSTARD FILLING

21/2 lb. cream cheese, softened 3 tbsp. all-purpose flour 2 tsp. cinnamon 1 tsp. cloves 1 tsp. ginger 4 whole eggs 3 egg yolks 1 cup sugar 1 cup heavy cream 1 tbsp. vanilla extract 3 cups pumpkin puree 1/2 tsp. salt

Yield: One 10-inch springform pan 1. In the bowl of a mixer fitted with the paddle attachment, whip the cream cheese for 8-10 minutes, scraping down the sides of the bowl often. 2. Add in the sugar. Whip another 5 minutes, scraping down often. 3. In a separate bowl, combine the eggs, egg yolks, and salt. Add egg mixture to the cream cheese. 4. Sift together the flour, cinnamon, cloves and ginger. Add to the cream cheese mixture. Beat until thoroughly combined, scraping down the sides of the bowl often. 5. Add in the pumpkin puree, vanilla extract and heavy cream. Beat until well combined. 6. Pour into pre-baked gingersnap crust. 7. Bake at 325 in a water bath for 1 hour and 10 minutes or until cheese cake is set. 8. Chill completely before serving.

The pumpkin cheesecake is a seasonal favorite.

RECOVERY DEEP IN THE WOODS

TD4WD Club’s Dean Anderson and Tim West saved the day by recovering a pickup truck after the driver ventured along a narrow trail down a steep, rocky hill near Prosser Creek and got badly stuck trying to turn around (blowing up the truck’s transfer case in the process). The adventurous owner and his passenger had to hike out six miles on a hot day without any water before they could make contact via cell phone for help. He called all the local tow companies and only one would do an off-road recovery, but they weren’t available; plus, it was $280 per hour portal to portal.

TD4WD CLUB VOLUNTEERS

TD4WD Club had six vehicles and nine hearty volunteers plus Jeff Wiley, the OHV Program Manager from the Forest Service, to finish the Pole Creek to Cabin Creek OHV loop trail clean-up so it could be opened for the season. The trail normally opens on Aug. 1, but due to heavy winter damage and lingering snow it remained closed for two extra weeks. The team cleared fallen trees and filled several sinkholes blocking the trail. It’s amazing how fast work gets done with lots of people. The trail is now open!

It is a short season as the OHV trail gates will close again on Nov. 1. My wife and I drove the OHV loop and climbed to the Tinker’s Knob saddle only to turn around due to an incoming thunderstorm. Tinker’s Knob is a spectacular “must see” venue but is no place to be in a thunderstorm. The summit is only a 45-minute hike from the OHV trail. Get out there on a beautiful, sunny day!

On Aug. 8, during our Ladies Play Day, Denise Rebar cracked a beauty up the middle to the 200-yard marker with her new driver. The next shot she hit was “okay” with her 3 wood; she didn't quite catch it all but it was enough to be close to the green. When her group got up there, it was about 30 yards off the green and the pin was in the front. She knew she had to carry the false front and stop the ball fairly quickly, so she decided to use her trusty 60-degree wedge. She chipped the ball into the false front to take-out the roll-out and then, boom, a couple of rolls and into the bottom of the cup for an eagle (3)!

We all enjoy the active lifestyle, natural surroundings and relaxed pace that makes our mountain community great. To help preserve the quality of Tahoe Donner, here are some helpful reminders that homeowners should communicate with their guests and vacation renters. 1

Tahoe Donner is quiet and family-oriented. Be mindful of this and respectful of neighbors.

Respect the privacy and property of others. Park only in your designated parking area.

The speed limit on most streets is 25 MPH, which is enforced by the Truckee Police Department. Slow down and watch for children and wildlife.

Our community is home to deer, bear, coyote, beaver and other wildlife. Be respectful of their habitat.

All trash must be placed in a secure bear-proof container. Remove any food from your vehicle.

RULES AND REGULATIONS FAILURE TO FOLLOW COULD RESULT IN FINES.

• As a courtesy, turn off exterior lights after 10PM, and keep quiet hours of 10PM to 7AM. • Use of amenities after hours is prohibited, including recreation activities on the golf course, Downhill, Snowplay or Cross Country ski areas when closed. • Dogs must be leashed on Tahoe Donner owned property, and leashed or within voice control on Town of Truckee streets. • Drone use is prohibited unless authorized by Tahoe Donner management. This includes green belts, open space and trails. • Fireworks and firearms are strictly prohibited.

PERFORMANCE You can already feel it, right? The cooler temps…the chilly breeze…the crisp fall air…all carrying the promise of exhilarating days ahead spent cross country skiing the trails of Tahoe Donner. Yep, if you love cross country skiing – or any snow sport, for that matter – with every drop in temperature your excitement rises twofold.

And with this excitement comes the reminder that it’s time to get your body in skiing shape if you want to start the season right. I know, this doesn’t sound half as fun as skipping the conditioning part and just winging it those first few days on the trails. But the reality is, unless you want to spend the first week(s) of your cross country ski season suffering through soreness in muscles you didn’t even know you had, preseason conditioning is a must. In fact, Andrea Brideau, physical therapist and Tahoe Donner Cross Country Ski School supervisor, firmly believes that pre-season conditioning is essential to performing at your best and avoiding injuries in both the early season and throughout.

“Cross country skiing is a high-demand aerobic exercise,” Andrea says. “For many, summer exercising consists of solid cross-training with aerobic sports like running, biking and hiking. But none of these are enough to fully prepare your body for the high-demand aerobic exercise of cross country skiing.” According to Andrea, in addition to keeping up your cardiovascular fitness with regular aerobic sports, be sure that you’re also integrating activities that vigorously engage your upper body (swimming, kayaking, rollerskiing, etc.). She also emphasizes the importance of incorporating strength training into your conditioning workout. Andrea has four specific strength training exercises that she finds to be most effective in preparing for cross country ski season. Below are her step-by-step instructions for doing these on your own, but Andrea cautions that it’s always best to work with a trained professional.


Calf Raises: From a standing position, push up onto your toes. Keep your body weight over your second toes. Slowly lower from up on your toes back down to your start position with feet flat on floor. Start with 3 sets of 10. Advanced: Do exercise by standing on one foot at a time.

Forward: Stand with your feet hip-width distance apart. Step straight back with one leg. Be sure to keep your front knee over your front foot and not going beyond that point. Push back up to full standing position using the strength from your front leg. Repeat with other leg. Start with 2 sets of 10 for each leg.

Balance Exercises: Stand on one leg for one minute without arm support. More challenging: Try standing on one leg and moving your head, looking up/down/left/ right. Most challenging: Stand on one leg with eyes closed and without support. Hold each for 30 seconds.

Lateral: From standing position, step out to the side, landing with your foot at 45-degree angle, keeping your knee over your foot. Engage inner thigh, outer thigh, and glutes to push back up to standing. Start with 2 sets of 10 on each side.

Easier position: bend knees, with feet flat on the floor. Lower your body between your hands until your elbows are bent at a 90-degree angle, keeping your elbows slightly out from your body. Push yourself back up until your arms are straight. Start with 3 sets of 10.

A Special Message from the Chief of Police Robert Leftwich, Truckee Police Department

INCREASED LAW ENFORCEMENT In addition to routine patrols within Tahoe Donner, the TPD recorded: • 103 hours of extra enforcement in Tahoe Donner, specific to Traffic Enforcement Zones (TEZs) • 296 citations issued • 436 stops made • Every 14 minutes, a traffic stop was made while working the TEZs • On average, a citation was issued every 1.5 stops It is important to understand that taking a zero-tolerance stance on all offenses isn’t the best way to improve safety or the relationship between the public and the TPD. Allowing room for leniency to educate and take circumstances into account creates a more impactful result.

Through data collection from April 15–Sept. 15, 2017, the TPD determined the most common days and times of the week for speeding violations. TPD strives to foster a strong relationship and provide a safe environment to the Tahoe Donner community.

TIPS FROM THE PROS

PROPER IRON SETUP Frankly, a poor setup is totally avoidable – but with a few simple tips you can be confident that every time you position your body for a shot, you’ll be set up for success. First, let’s talk about the difference between a good setup and a flawed one. Think of a baseball player or basketball player. • Flex at the knees, stand firmly on the balls and heels of their feet, and do so with solid posture. • Think “rock and roll” to remind you that your feet serve as a rock through your

backswing and roll through the downswing. • The back retains straightness, but not necessarily rigidity. The spine should tilt toward the ball, and in a correct stance and swing, this tilt remains well through impact. More importantly, the tilt occurs in the hips, not the waist. • Your weight should be balanced evenly over both feet. • The hands should always be above or in front of the ball and never behind (think of your left arm as an extension of the shaft).

Now on to ball position, the most overlooked aspect of iron setup. The ball should be played no farther back than your sternum and no farther forward than your left armpit. Most golfers tend to play the ball too far forward, causing a slew of miserable contacts. Try this: Hold a golf ball at your sternum while making a regular stance over a ball. Drop the ball from your sternum and note where it hits the ground. If it lands in front of the addressed ball in relation to the target, then you’re playing the ball too far back.

HELP SUPPORT LOCAL STUDENT SCHOLARSHIPS WITH YOUR DONATION By DICK GANDER, Tahoe Donner Giving Fund Committee Chair

Tahoe Donner Cares is the annual campaign of the Tahoe Donner Giving Fund. Every year, your fellow members contribute a tax-deductible gift which is used to support area non-profits and scholarships for local high school graduates. Won’t you join us? Now in our third year, the Tahoe Donner Giving Fund has made scholarships to five graduates of the Tahoe Truckee Unified School District, and grants to 12 non-profits serving our greater community—totaling over $42,000. With your help of even a small donation, we can meet our goal of growing that number to $100,000 annually. We can do that if just 15% of our members contributed an average of $100 per year. The scholarships are granted to students with a grade point average of at least 3.0 and a demonstrated financial need. Past recipients have included two single mothers heading to four-year schools, a student studying to be a firefighter/ EMT, and a student studying for a degree in automotive technology. These kids have incredibly compelling stories that appeared in prior TD News articles. It is wonderful to be able to help them fulfill their dreams! The non-profits support a variety of good works, including arts and culture, environmental education, senior services and at-risk youth services. These are the organizations that make Truckee/North Tahoe the wonderful place it is. We especially invite our part-time homeowners to make a contribution. When visiting occasionally and enjoying our amazing place, it is easy to not see the substantial needs within the greater community. It started with three Truckee locals who wanted to make a difference. More than 150 years of development had taken a toll on the Truckee River watershed, leaving a polluted river, desiccated meadows, and declining fish and animal populations. When 300 volunteers showed up to help, a new Truckee tradition was born, and a new institution established. The Truckee River Watershed Council will hold their 22nd Annual Truckee River Day volunteer event on Sunday, Oct. 15. Once again, hundreds will volunteer on nearly a dozen restoration projects across the region, including one special project here in Tahoe Donner. Continuing its own Truckee River Day tradition of more than a

decade, our Forestry Department will host a volunteer pine sapling planting right here in Tahoe Donner.
