MESSAGE FROM THE BOARD PRESIDENT When I think about what makes Tahoe Donner special, I think about the beautiful trees and mountains, the peace and quiet that allows you to hear the birds singing, and the dark night sky where the stars shine brightly. The board of directors has recently acted to preserve those essential qualities of Tahoe Donner. The board’s first action, on Aug. 9, was to adopt emergency rules banning outdoor wood fires in an effort to further protect Tahoe Donner from a devastating fire. At the time, Tahoe Donner was enveloped in smoke from Northern California fires that were so fierce they were creating tornadoes. Within Tahoe Donner, a fire escaped a fire pit. It was a Red Flag Day and the fire would have spread if not for the quick response of neighbors and the Truckee Fire Department. Notably, the fact that the homes in the area had good defensible space gave the first responders the time they needed to control the fire. We don’t know who built the fire initially – it may have been children. Please stress to everyone – including children, tenants and out of town guests – that wood fires are strictly prohibited! As I write this, we are experiencing another Red Flag Day. I think we can all agree that fire poses the greatest threat to Tahoe Donner. While the Town of Truckee still permitted wood fires/campfires at the time of the board’s action, the Truckee Fire Protection District recently banned them as well. To institute the wood fire ban, the board utilized a provision in Tahoe Donner’s Covenants Rules which authorizes the board to adopt emergency regulations. Thus, the new rules were not subject to a 45-day member comment period. The new rules expire when the fire season ends. In the upcoming months, the board plans to

consider seasonal fire rules that will be in force during every fire season. Any such proposed rules will be subject to a 45-day member comment period and a member meeting. This process will give the board and members ample time to consider the details and impacts of any future fire rules. A few more comments about fire – the board’s 2019 budget deliberations have revealed a consensus among the directors to accelerate the removal of dead trees and fuels in Tahoe Donner’s common areas, so we will be significantly increasing the Forestry Department’s budget. We are also planning to add a chipping crew. Next year, the piles of cut trees and brush that accumulate along our roads during the summer will disappear more quickly. Finally, thank you to staff and the Emergency Preparedness Working Group for your work on member communications. The Tahoe Donner evacuation maps and related emergency information published in the September TD News are very helpful. In an effort to retain and enhance the quality of life for all Tahoe Donner members and their guests, the board also in August adopted new and amended noxious activities rules governing all properties in Tahoe Donner. These rules restrict noise, lights and commercial activities. The noxious activities rules and rules governing short-term rentals (STRs) were both drafted by the Short-Term Rental/Amenity Access Task Force made up of Tahoe Donner members. I am aware that some members thought that the lights and noise rules apply only to STRs. However, those rules apply to the behavior of all TD occupants – members and tenants, short- or long-term. lights should be off by 10PM unless they are needed – so we can all enjoy the night sky. This rule is intended to call out the residences where, perhaps by lack of care, exterior lights are left on 24/7. With the assistance of a member who commented on the draft rule, we will soon have an article in TD News about how members can retrofit their homes to have appropriately sized and timed motion detector lights. Another of the adopted rules provides that there are quiet hours from 10PM-7AM, during which outside noise should be minimized so one does not create an unreasonable annoyance in the neighborhood. And the third rule prohibits renting out your home for commercial activities like conferences and weddings. This rule seeks to preserve Tahoe Donner’s character as a single-family residential neighborhood. Regarding the draft STR rules, the board, as of mid-September, is studying the member comments. We received hundreds of thoughtful and diverse comments. We heard from many people who rely on the income from STRs to help pay for the cost of their Tahoe Donner residence. We also heard from many members, both full- and parttime residents, whose enjoyment of their homes is disrupted by ever-changing groups of partiers in nearby houses.

While the STR rules are still under consideration, the board welcomes further comment and we will have additional meetings on the subject. My goal is to maintain Tahoe Donner’s character as a single-family residential community. To paraphrase the friendly admonition “drive like your kids live here,” I ask those who rent out their homes to “rent like you live next door.” There are no easy solutions to this issue. With the rise of Airbnb and VRBO, every attractive vacation destination must grapple with the impacts caused by STRs. The board is striving to find a solution that works best for our mountain community. For those of you who have read this far, yes, I admit this is a lot of rules. I hope you can appreciate why we, as the board responsible for the continued success of Tahoe Donner as a great place to live and to recreate, are acting as we are. I can assure you that the board’s primary focus is on improving the value members receive from the HOA. If you have any suggestions in that regard, please send them our way at board@tahoedonner.com. The crowds are gone, the weather is changing and the possibilities are endless – it must be shoulder season in Tahoe Donner. From community events to romantic excursions, October brings plenty to see and savor as we wait for winter. As you wander around the Fall Festival on Oct. 13, you’re bound to encounter some interesting scents. DEFENSIBLE SPACE PROGRAM CHANGES STARTING IN 2019 By BILL HOUDYSCHELL, Tahoe Donner Forester

The Homeowner Defensible Space Inspection Program was developed and implemented starting in 2008 after seeing the devastating Angora Fire destroy more than 1,500 homes in the summer of 2007. The initial program set out to inspect all 6,472 properties within a four-year period. Approximately 1,500 homes were inspected each year, and at the close of the four-year program the association had reached 99 percent compliance by the end of 2011. The program was then set into a “maintenance� cycle of inspecting the properties again over an eight-year time span. Next year marks the eighth year of the eight-year cycle, with approximately 750 homes to be inspected in the fall of 2018 for 2019 compliance. Catastrophic fires last year and this summer have caused a heightened review of all aspects of wildfire prevention and defensible space in Tahoe Donner. Part of this review included the board of directors authorizing additional funds totaling $300,000 in 2017 and 2018 to accelerate treatment on association-owned properties. The board of directors will also be reviewing the possible addition of funds to the Forestry Department to accelerate the treatment plan of association-owned property during the 2019 budget cycle. Additionally, the board directed management to review the Homeowner Defensible Space Inspection Program for adjustment to the inspection cycle, moving it from an eightyear to a six-year program starting in 2019. Shortening the inspection cycle enhances the fire hazard mitigation efforts with more frequent review, treatment and maintenance of properties. It also addresses the increas-

ing environmental pressures the region is experiencing with low snow years causing infestation of invasive insects and corresponding tree mortality and more rapid brush growth.

REVISED HOMEOWNER DEFENSIBLE SPACE INSPECTION PROGRAM: EFFECTIVE JANUARY 1, 2019 2019

As a result of changing the cycle period, there will be an additional 234 homes inspected this fall. The total homes to be inspected is now 984. This article serves as a revised notice to the members for inspection of their properties starting in October. This serves as written notice as required by the Tahoe Donner Association C&Rs that these inspections will occur between October and the middle of November this year. Members in the inspection area will also receive a letter in the mail stating that their property will be inspected for the 2019 program. These inspections will occur between the hours of 8AM-5PM. We plan to complete 50-100 inspections per day during this period. Inspectors will walk through the property in order to complete the inspections. Compliant property owners will be notified starting in December 2018. In January and February 2019, non-compliance letters with a copy of the inspection report will be sent to property owners in groups of approximately 30, requiring work to be completed by an established due date between the end of June through August 2019. In midMay through June 2019, a notice reminding property owners of the due date 45 days away will be sent. BUZZ: CLUBS QUILT CLUB Tahoe Donner Quilt Club was very pleased to donate 44 quilts to the Truckee Healthy Babies program, part of the Child Advocates of Nevada County. It is an incredibly wonderful program for new babies within Nevada County. Quilt Club meets the first and third Wednesdays of the month. The first meeting of October will be from 3-5PM, but after that we will meet from 1-3PM for the rest of the fall and winter. Meetings are held in the Meadow Room at Northwoods Clubhouse. Club members provided shuttle service for Wilderness Adventure Camp Nejedly campers, taking them out with a dozen vehicles via a rough dirt road. The camp is for 10- to 20year-olds with physical disabilities. It was a very rewarding day for all who participated, and this is an annual event, so consider joining us next year. The August trail run started at Indian Springs OHV Staging Area, where we set off to explore the Pierce Meadow and Eagle Lakes trails. From Pierce Meadow we followed the trail across the beautiful South Fork of the Yuba River, where we stopped at a picturesque lunch spot. We looped back to the Eagle Lakes Trail, where we encountered serious rock crawling. Some members climbed Drive Shaft Hill, a challenging, rocky obstacle. From there it was an easy run to the first Eagle Lake. It was nice to see the lakes in person after driving by the Eagle Lakes Road off ramp sign on I-80 for so many years. On the way out, we met a driver of a stock 4x4 Tundra pulling a small tear drop trailer intending to camp at Eagle Lakes – after our rough rock crawl we strongly recommend against taking a trailer and stock vehicle up the trail. It’s always good to check out trail conditions before committing!

SENIOR ALPINE SKI CLUB The Tahoe Donner Senior Alpine Ski Club is moving into our fall schedule. We will have our Halloween costume party on Oct. 31. See our website for details. Winter ski days are on Mondays and Thursdays, January-March, rotating among the local ski areas such as Squaw, Alpine, Northstar and Sugar Bowl. We also have ski clinics and ski racing for every level, including novice, at Tahoe Donner Downhill Ski Resort. This winter we have several ski trips planned to Mammoth Mountain, Steamboat and Heavenly in South Lake Tahoe. WOMEN'S 9-HOLERS GOLF CLUB What a fun season it’s been for the Lady 9ers! This autumn we are still enjoying beautiful conditions on our home course. In August, we wrapped up our competitive season with our annual three-week tournament, culminating with “Par-Tee Like a Royal” day. Our pars, tee shots and lovely ladies in festive headwear made our final tournament day memorable, indeed! We honored our winners at our annual banquet/meeting in the graciously bedecked Sage Room at The Lodge. At this meeting we elected our club officers: Shellie Poplin, president; Criss Rojas, secretary; Anne Fellows, treasurer; and Karen Johns, member at large. Coral Cavanagh will manage our membership drive.

Tournament winners were Debbie Weber with overall low gross, Julie Sharp with overall low net, and Anne Fellows with fewest putts. Our golfers came in with great scorecards in all flights, and cleaned up on both the fairway (Shellie Poplin and Renee Grosdidier took long drive awards) and the greens (with Randy Blasquez and Barbara Tiney garnering closest-to-the-pin awards). Our season winner for overall low average gross score was Debbie Weber. Congratulations to all of our delightful, supportive members, and a big thanks to the TD Golf Course staff! We’ll see you at our end-of-season luncheon on Oct. 11.

TRUCKEE DONNER PUD 2018 TREE TRIMMING

Tree trimming will continue in Tahoe Donner for most of the summer. New line-clearing requirements went into place at the state level this spring, requiring limb clearance to move from 7 feet to 12 feet of clearance. Additionally, tree trunk clearance requirements were moved from 18 inches to 4 feet. This has resulted in a large amount of mandatory tree removal in the subdivision. The approximate budget for this project is $300,000, with the majority of the funds being expended in Tahoe Donner. TDPUD is responsible for the removal of all limbs and rounds cut during the powerline-clearing project here in Tahoe Donner. A contracting service with the TDPUD will be coming through the project area to remove rounds later this summer. For more information, contact TDPUD customer service at (530) 587-3896.

STR/AMENITY TASK FORCE ACCOMPLISHMENTS + UPDATE

Tahoe Donner is truly a mountain paradise, one that we are proud to be a part of and one that we enjoy sharing with our friends, family and even renters. A group of homeowners and staff is working together to ensure that we maintain the integrity of our mountain community for years to come; that group is called the Short-Term Rental/Amenity Access Use (STR/Amenity) Task Force, and is made up of 40 members and six leaders representing both on- and off-hill residents as well as members who rent their homes and those who do not. With over a year of hard work to show, here is brief timeline of the work completed by the STR/Amenity Task Force. SEPTEMBER 2017

STR/Amenity Task Force is created by the board of directors after receiving feedback from members about concerns related to STRs and overcrowding of private amenities.

OCTOBER 2017

Tahoe Donner recruits members to sit on task force, including 40 members and six leaders representing both on- and off-hill residents as well as members who rent their homes and those who do not.

NOVEMBER 2017

Task force identifies primary nuisance problems experienced within Tahoe Donner community.

UPDATED PRIVATE PROPERTY RULES THAT IMPACT ALL HOMEOWNERS By ANNIE ROSENFELD, Tahoe Donner Director of Risk and Real Property Tahoe Donner is our mountain paradise – and we want to preserve all that it has to offer. The Covenants Rules have been carefully crafted to ensure peace and respect within the community, and apply to all Tahoe Donner members and their guests and tenants. After months of thoughtful community review and feedback and a 45-day member comment period, the board of directors adopted the following modifications to the Covenants Rules to further provide community standards for Tahoe Donner. On August 24, the board of directors approved the following three rules:

NOISE The hours between 10PM and 7AM, seven days a week are considered quiet hours, during which noise shall be minimized in order that it not be an unreasonable annoyance or nuisance to neighbors. Noise includes but is not limited to outdoor music, late-night partying, amplified or motorized sounds. A noise violation does not also have to be a violation of a noise ordinance in the Town of Truckee or Nevada County.

LIGHT POLLUTION All exterior lights must be turned off between the hours of 10PM and 7AM, seven days a week that are no longer needed for safety or other outdoor use to the extent that such other outdoor use is not an unreasonable annoyance or nuisance to neighbors. Motion detector lights may remain energized. Exterior light fixture standards are established and shall be enforced by the Architectural Standards Committee. (See page 13 of Architectural Standards Rules for light fixture standards.)

BUSINESS ACTIVITY No business or commercial activities of any kind, shall be conducted in any Residence, Condominium or outbuilding or any other portion

of any residential or multiple family residential lot if those activities involve any of the following (C&Rs Article VIII, Section 1,f): 1. Exterior advertising 2. Increased traffic or parking 3. More than an insignificant number of deliveries of goods or other commercial materials 4. Visible storage of goods or other commercial materials 5. Excessive noise In addition to activities prohibited pursuant to the above criteria, the property may not be rented for any purpose other than residential use. Such prohibition includes without limitation, weddings, civil unions, receptions, corporate events, conferences and large commercial parties. This prohibition is set forth to ensure the use of properties is in keeping with the residential nature of the community. The perfect fall tradition for our community, sapling plantings are beautiful events. The work is easy, enjoyable and ideal for kids. And it is a genuine pleasure to know that you’re helping to restore a tree to its native habitat. Volunteers will have their choice of half- or full-day restoration projects, starting at 9AM or 11AM and finishing between 2-3PM. In the afternoon, volunteers are invited to the free River Fair, which runs from 1-4PM at Granite Flat Campground. Let’s support these traditions by volunteering to do some good for the watershed. ASO NOW ACCEPTING WALK-IN SUBMITTALS

The Architectural Standards Office (ASO) now accepts walk-in application submittals for Minor Projects (see below list) every Friday from 9AM-1PM through Nov. 2, 2018. Walk-in application submittals will be accepted on first-come, first-serve basis.

It started with three Truckee locals who wanted to make a difference.

WHAT PROJECTS ARE ELIGIBLE FOR WALK-IN SUBMITTAL?

More than 150 years of development had taken a toll on the Truckee River watershed, resulting in a polluted river, desiccated meadows, and declining fish and animal populations. Rallying their friends and neighbors, and enlisting the help of local businesses and organizations, those three set out in 1996 to tackle 10 restoration projects across the region. When 300 volunteers showed up to help, a new Truckee tradition was born, and a new institution established.

The Truckee River Watershed Council will hold their 23rd annual Truckee River Day volunteer event on Sunday, Oct. 14. Hundreds will volunteer on nearly a dozen restoration projects across the region, including one special project here in our community. Continuing its own Truckee River Day tradition of more than a decade, our Forestry Department will host a volunteer pine sapling planting here in Tahoe Donner.

• A site plan is required if a new footprint is proposed. • Elevation plans are required for design changes to structures (photos may be accepted in lieu of elevation plans – contact ASO for details). • Projects must not encroach into a required setback or easement. • Projects must not require neighbor notification.
